Drowning at Thompson River

The Grundy County Sheriff’s Office was summoned to the 4200 Bridge at the Thompson River in southwest rural Grundy County on Monday evening, July 10 at 11 p.m. for a report of a 17-year-old male that had gone under the water and had not resurfaced. The body of the 17-year-old was recovered at 1:41 a.m. by members of the Grundy County Rural Fire Protection District in approximately 10 feet of water.

The Grundy County Sheriff’s Office does not release the names of minors due to their juvenile status.

A local funeral home later identified the victim as Hunter Bryer Justus of Jamesport. A family visitation will be held this evening, July 13, from 5-7 p.m. at Slater-Neal Funeral Home in Trenton.

TMS Students Compete in FCCLA National STAR Events July 2-6

The 2023 FCCLA National Leadership Conference (NLC) took place in Denver, CO from July 2-6, drawing more than 7,900 students, educators, and guests from across the nation. This gathering provided a valuable platform for attendees to expand their leadership skills, sharpen their talents, explore career pathways, and listen to inspiring speakers. At the heart of the conference were the highly anticipated Students Taking Action with Recognition (STAR) Events. Over 4,300 FCCLA members competed in these events, where they were recognized for their proficiency and achievement in chapter and individual projects,

leadership skills, and career preparation. The collaboration between youth and adults in managing the events and evaluating participants allowed students to develop real-world skills and gain valuable insights.

STAR Events play a pivotal role in supporting student development by enhancing their classroom experience and guiding them towards successful career pathways. With more than 30 events to choose from, participants have the opportunity to demonstrate their knowledge, skills, and abilities by actively addressing important issues concerning families, careers, or communities. By researching the topic and imple-

menting projects to advocate for positive change, students acquire valuable skills and industry insights needed to thrive in the 21st century.

Ten Trenton Middle School students, Lyandra Taylor, Sarai Birkhead, Jayden Gannon, Claire Woodard, Johanna Goodin, Morgan Smith, Ashlyn Pagel, Caleb Ray, Ethan Shell and Caleb Shell proudly represented TMS at the FCCLA National Leadership Conference. The students' projects exemplify their dedication, creativity, and commitment to making a positive impact on the lives of others. Their accomplishment at the national level is a testament to their hard work, teamwork, and unwavering passion.

New Staff Members Join Life Options Green Hills

Life Options Green Hills announces the addition of Angie Gutshall as marketing coordinator and Avery McCauslin as nurse manager to their staff.

Angie is a Chillicothe High School graduate. She recieved her bachelor of science degree in business administration, accounting from Central Missouri State University.

Angie says she enjoys her job because she believes relationships with people matter more that anything. Coffee with a friend, hang time with her family and serving others

are her jam. She feels her redemption story compels her to use her gifts to be a part of others’ redemption story.

Angie and her husband, Bill live in Chillicothe. They have a grown son and daughter.

Avery is a graduate of Trenton High School. She received an associate of arts degree from North Central Missouri College and a bachelor of sciencenursing from Missouri Western State College.

Governor Parson Announces

Judicial Appointment

On Friday, July 7, Governor Mike Parson announced the judicial appointment of the Honorable Steven Hudson of Trenton as Circuit Judge for the 3rd Judicial Circuit.

Judge Hudson currently serves as an associate circuit judge in Grundy County. He holds a Bachelor of Science in business administration from William Jewell College and a Juris Doctor from the University of Missouri-Kansas City. He will succeed the late Honorable Thomas R. Alley.

Summer Reading Program Finale

The Grundy County-Jewett Norris Library will be holding their summer reading program finale on Friday, July 21. The Mad Science portion of the day will be from 5-6 p.m. Powerhouse Food will have their food truck there for lunch and the afternoon program.

Wolf Creek Bridge Open

The Grundy County Route W bridge over Wolf Creek is open following a bridge replacement project. Phillips Hardy, Inc., working with the Missouri Department of Transportation, began the replacement project of the Wolf Creek Bridge, located between Route WW and Route 6, in early February. Crews were able to reopen this section of Route W to all traffic on Friday afternoon, June 30.

Galt Community Fair

The Galt Community Fair was held Friday and Saturday, July 7 and 8 in downtown Galt. Crowds enjoyed musical entertainment from Jason Orr and the Shop Band on Friday evening and Riker on Saturday evening. Saturday afternoon was filled with street games and a cornhole tournament. There was watermelon for everyone and a candy and penny hunt was enjoyed by all.

Grundy County Route 6 Intersection Improvement Project Moves to Phase 2

ST. JOSEPH, Mo. – An intersection improvement project on Grundy County Route 6 at the intersections of 30th Avenue and Route 146/W, located just west of Trenton, moved to Phase 2 of construction on Saturday, July 8. The Missouri Department of Transportation has contracted with Phillips Hardy, Inc. to complete the project which includes widening Route 6 at both intersections and constructing dedicated left and right turn lanes.

The project is being constructed in two phases following the below updated schedule:

• Phase 1: 30th Avenue intersection – has been completed and the 30th Avenue intersection was reopened on July 8.

• Phase 2: Route 146/W intersection –crews were scheduled to begin construction Saturday, July 8, and expect to complete the project in early October. Access to/from Route W will be

closed during this phase. East and westbound traffic on Route 6 will still be able to access Route 146 to travel north towards Crowder State Park, but should expect delays.

During Phase 2, Route 6 will continue to be narrowed to one lane. Traffic will be directed through the work zone by temporary traffic signals. A 12-foot width restriction will be in place throughout the project.

Be Alert for MoDOT Mowing Crews

JEFFERSON CITY – Though it’s been a drier start to summer than usual, seasonal growth along Missouri’s roadways still needs to be mowed. The Missouri Department of Transportation urges motorists to use caution when encountering tractor mowers near the shoulders of interstates and other busy roadways.

“Mowing roadsides increases visibility for motorists along Missouri roadways,” said MoDOT State Maintenance Director Natalie Roark. “We ask motorists to please watch out for our crews and help keep them safe too. Pay attention, slow down when approaching mowing crews, and never drive distracted.”

Major and minor routes will be mowed at least three times through the end of October. MoDOT mows about 400,000 acres of grass each year, which is equivalent to 300,000 football fields.

Crews use a protective "follow" truck to alert motorists they are approaching slowmoving mowers. Drivers are advised to

use the following tips to safely pass mowers on rural two-lane roads:

• Be alert for trucks and tractors with lights flashing and moving slowly, 2-5 mph.

• Slow down and focus on the road ahead of you. Put your cellphone down and avoid other distractions.

• Be prepared to stop or drive very slowly behind a "follow" truck, especially approaching a hill or curve on a two-lane road.

• Obey the no-passing zone stripes, and only pass when you can see far enough past the "follow" truck to avoid meeting oncoming traffic.

Between mowing cycles, you can report grass and weeds blocking visibility at intersections along state-maintained roads by calling MoDOT’s 24/7 Customer Service Center at 1-888-ASK-MODOT (2756636) or by going to modot.org/reportroad-concern.

Missouri Farmers Care Foundation’s Drive to Feed Kids

JEFFERSON CITYMissouri 4-H and FFA swine exhibitors have an opportunity to change the lives of their friends and classmates who don’t have enough to eat. Missouri Farmers Care Foundation’s (MFCF) Drive to Feed Kids invites swine exhibitors to pledge hogs this summer to feed hungry Missourians through Hogs for Hunger.

One in seven Missouri children are food insecure, facing uncertainty as to where their next meal may come from. Food insecurity in childhood is especially concerning as it is highly correlated with poor academic performance, developmental delays, chronic illness, and even early death in adulthood.

“It is fulfilling to see the heart of Missouri agriculture expressed by Missouri youth providing muchneeded, high-quality protein to hungry Missourians,” said Ashley McCarty, executive director of Missouri Farmers Care Foundation. “Food banks consistently report

that protein is the most requested, and hardest to procure, item in food banks. Missouri youth are poised to step up and make a difference.”

There are two paths for swine producers and exhibitors to make a difference this summer through the Drive to Feed Kids Hogs for Hunger: in their local community or at the Missouri State Fair.

For pigs donated in local communities, processing spots are booked by exhibitors at USDA or state inspected lockers throughout the state. MFCF will reimburse producers and exhibitors $1.25 per pound, up to $125 in processing costs per donation. Exhibitors coordinate pork donations with a Feeding Missouri food bank of choice. State and USDA inspected lockers and Feeding Missouri partnering food pantries can be found on the Hogs for Hunger checklist at: http://mofarmerscare. com/hogs-for-hunger/.

MFCF will also accept 50 pigs at the 2023 Missouri State Fair. Feeding

Missouri will provide Missouri 4-H and FFA exhibitors with an $0.80-per-pound live weight stipend on market hogs committed to Hogs for Hunger. All processing costs will be covered by MFCF. Missouri 4-H and FFA students should indicate their willingness to pledge their hogs at www.MoFarmersCare.com /drive. Hogs will be released early on Saturday, Aug. 12, processed at Kempf's Custom Butchering, and donated to The Foodbank for Central and Northeast Missouri, which serves 32 Missouri counties.

DEATHS

Robyn Teresa Crews, age 70, of Ava, passed away on Tuesday, July 4, 2023, at St. Elizabeth Care Center. She was born in Virginia on April 15, 1953, daughter of the late Armond Odell and Mary Leigh Phillips Gay.

She is survived by three daughters, Lisa Mainey, Dennae Morris and Rachel VanHoozer; and numerous grandchildren and great-

grandchildren.

In addition to her parents, she was also preceded in death by her husband, Lonnie Crews.

Robin’s wishes were to be cremated with a Celebration of Life at a later date.

Arrangements are under the direction of FancherRekus Funeral Home in St. Elizabeth.

Hunter Bryer Justus

Hunter Bryer Justus, a 17-year-old resident of Jamesport, died Tuesday, July 11, 2023 in a river accident.

Family visitation will be held Thursday, July 13, 2023 from 5:00 to 7:00 p.m. at Slater-Neal Funeral Home in Trenton. His body will be cremated after the visitation.

Hunter was born January 12, 2006 at Trenton, the son of Jeremy Dean and Chelsie Marie Orndorff Justus. He would have been a Junior this fall at Tri-County High School in Jamesport.

He was currently employed at Sonic in Trenton. His survivors include his parents, Jeremy and Chelsie Justus of the home; one sister, Emily Rogers of Chillicothe; two brothers, Nicholi Justus of Jamesport and Ty Lee Justus of Trenton; grandparents, Brenda Orndorff of Trenton, Richard and Shirley Maxwell of Jamesport and Billy Justus. He was preceded in death by his grandfather, Richard Orndorff.

TFD Responds to Vehicle Fire

On Friday, July 7 at 12:13 a.m., the Trenton Fire Department responded to a 911 call at 704 East 20th Street where they found a vehicle on fire. According to Lt. Alex Lovell, upon arrival firefighters found the passenger compartment of the 1997 Ford F250 Powerstroke, owned by Todd Grooms, was fully engulfed with heavy smoke and fire. Firefighters deployed a 1.75 inch attack line to apply foam and water to extinguish the fire. There was extensive fire damage to the cab/passenger compartment, with no fire damage to the engine compartment. The vehicle was a total loss. There were no injuries reported.

The cause of the fire is undetermined. Firefighters were on the scene for 48 minutes and were assisted by the Grundy County Ambulance and the Trenton Police Department.

Rotarians Here About North Missouri WDB

The Workforce Development Board of North Missouri was the topic of a program presented at the Thursday, July 6 meeting of the Trenton Rotary Club, held at the BTC Bank community room. Jackie Soptic presided at the meeting, Dan Wilford gave the prayer and Steve Taylor was the sergeant at arms. Michael Ormsby introduced the program.

Development Board Executive Director Brent Stevens told members that the organization serves 34 counties in north Missouri, with the main office being in Trenton. North Central Missouri College serves as the fiscal agent and the governing board consists of 19 members, appointed by county commission located within the region. The board has seven job centers, located in three sub-regions. The centers are located in Trenton, Chillicothe, St. Joseph, Maryville, Hannibal, Kirksville and Warrenton. Programs include adult (18 and over), dislocated worker, youth (14 to 18), Skillup (assisting recipients of SNAP benefits) and Jobs League (offering job opportunities for year-round employment). Service centers are opened to all who may be looking for a

job or looking to change jobs as well as to employers looking for workers. Services include job search, resume assistance, interview preparations, basic computer skills, career exploration, unemployment assistance, work experience opportunities, tuition assistance and other supportive services. Job centers in the region served 5,471 persons in the last year.

During the business meeting, it was announced that Chris Hoffman will be serving as chairman of the flag committee and that a chairman is still needed for the Salvation Army holiday bellringing. The board agreed for the club to provide up to $500 for side dishes to be served at the Trenton R-9 Back to School staff meal. Discussion was also held regarding providing additional money to the Charles Holmes Rotary Scholarship to NCMC. It was announced that a new member orientation will be held during the Aug. 3 meeting.

The program for the Thursday, July 13 meeting will be given by Steve Schieber, CEO of Wright Memorial Hospital/Hedrick Medical Center.

Friends of Edinburg School to Meet July 22

Friends of Edinburg School will hold a meeting on Saturday, July 22 at 11:30 a.m. at El Toro restaurant in Trenton to discuss historical events. A few of the attendees have shared their life stories and Edinburg memories with bio writers Marilyn Bain and Dorothy Taul, which will be shared at the meeting.

Former students are encouraged to bring questions to discuss and pictures to share. Past discussions included box suppers, recess games, collecting item for WWII cause, community involvement, teachers, discipline, snow storms and bus rides.

All who attended Edinburg school are encouraged to attend.

Former Trenton Resident Opens New Hotel

A new 88-room Home 2 Suites by Hilton opened on Thursday, July 6 at Interstate 80, Exit 362, in South Cheyenne, WY. This allsuites property features a heated indoor pool and spa, workout room, business center and EV charging stations onsite.

Construction was completed in 19 months, despite record freezing temperatures, strong winds and snow delays. Cheyenne contractor, ReimanCorp, served as the project’s general contractor. Funding was provided by Pinnacle Bank.

The hotel’s managing partner is Kinseth Hospitality Corporation, headquartered in Coralville, IA.

Cheyenne-based Andereck Investment Properties, LLC, and Gateway South, LLC are also primary owners.

In addition to Home 2, the partners also own the 96-room Marriott Springhill Suites and the 92-room Tru by Hilton. All three hotels are located on the corners of West Fox Farm Road and Walterscheid Blvd.

REQUEST FOR PROPOSALS

The City of Newtown, Missouri is requesting proposals for services to complete a lead service line inventory. The scope of required services is described below. The completed lead service line inventory spreadsheet should adhere to 40 CFR 141.84. Funding for the project is through the Missouri Department of Natural Resources’ Financial Assistance Center and local sources. The City/District has an estimated 98 service lines that must be surveyed.

Scope of Services

Records Review

· Reviewing available records to determine the presence, absence, or likelihood of lead in service lines. Records to review may include, but are not limited to: Construction records, building codes or ordinances, As-Built Drawings, Record Drawings, system maps, specifications from previous infrastructure projects, construction contracts, meter or service line replacement records, etc.

· Outreach efforts with the general public including drafting inventory-related documents to inform the public, disseminating door hangers, speaking with private homeowners, etc.

In-Field Verification

· Potholing or excavating (mechanical or vacuum) service lines to determine the material present.

· Internal or external CCTV investigation of service line material.

· Water Quality Sampling

· Visual inspection of service lines including inside a home or building.

Administrative

· Completion and Submission of the Missouri Department of Natural Resources Lead Service Line Inventory Spreadsheet, by October 16, 2024, or sooner.

· Provide two-year subscriptions to GIS mapping services to access created LSL maps

· Creating hardcopy and providing GIS maps indicating location and details of surveyed service lines.

· Assistance with preparing grant reimbursement requests.

· Attending limited board or council meetings to report on Inventory progress

A sealed copy of the completed proposal documents shall be submitted to the attention to the Mayor, Marty Altiser at PO Box 87, Newtown MO 64667 or to newtown@grm.net and must be received at the specified location on or before 4:00 PM on Monday, August 14, 2023, and will be opened Thursday, August 17, 2023. Envelope(s) containing proposals should be clearly marked “Proposal for Lead Service Line Inventory Agreement”.

Proposals shall address, at a minimum, the criteria specified in the Scope of Services. Failure to include all information requested will result in the proposal being considered non-responsive.

The City of Newtown will be utilizing an “informal competitive” process to evaluate submitted proposals and reserves the right to select Contractor that best meet the total needs of the City. The City will select the preferred contractor or contractors and execute a contract or contracts for the listed services at the not to exceed quoted price. While cost is a factor in this analysis, it is not an exclusive factor.

Proposals will be evaluated on a point-based system as described below:

1. Unit costs for items listed on the front page of this proposal for all categories including Records Review, in Field Verifications, and Administrative (10 points).

2. Capability of Completing the work and submitting the required paperwork to the Department of Natural Resources by the deadline of October 16, 2024 (10 points).

3. Experience with previous lead service line inventories (10 points).

4. Familiarity with the area where the work will be performed (10 points).

The city would like to request that all proposals be limited to 20 pages in length (two sided is acceptable with a maximum page count of 40 pages). Six copies of the proposal should be submitted by all Contractors who submit a proposal for this work.

MANAGING A SEPTIC LAGOON DURING DROUGHT

With the extended dry conditions, we are experiencing, I am receiving inquires regarding septic lagoons for single family homes going dry. People are concerned they will not function correctly, do they need to add water, will it hurt the lagoon long term or if they should be concerned at all. Rainfall for most of the state since last summer is far below normal so these are very valid questions.

Lagoons lose water two ways: evaporation into the air or through leaks in the structure. Lagoons in Missouri are sized based on the number of bedrooms in the structure it is serving with a three-bedroom home needing 1320 square feet of surface area. Proper operating depth is a minimum of 3 feet deep.

The average summertime evaporation from the surface of a small pond or sewage lagoon is approximately 1/3 of

an inch per day. It would take an average daily inflow of 275 gallons per day of wastewater and rainfall to maintain the proper operating depth in a lagoon with 1320 square feet of surface area.

Design standards for lagoons in Missouri states that percolation (leaks) cannot exceed 1/8 inch per day. This equates to approximately 103 gallons of water per day. Assuming both evaporation and percolation are occurring, a total of 378 gallons of inflow or rainfall are required to maintain proper depth.

The Missouri Department of Natural Resources estimates that the average person uses 50 gallons of water per day with 80% of that entering the waste stream. This water usage does not include watering the lawn, washing the car etc. as that water does not enter the lagoon. For a family four, that amounts to 160 gallons per day entering the septic lagoon. I believe with the adoption of low flow faucets, showers, and toilets as well

Governor Signs Off on Missouri’s Largest Operating Budget

One day before the start of the new fiscal year, Missouri’s Governor Mike Parson gave final approval to the largest operating budget in the history of the state. With the signing of the Fiscal Year 2024 state operating and capital improvement budget bills, Missouri has made significant investments that will majorly benefit the state’s infrastructure, workforce, education system, and public safety.

Through strategic investments, Missouri’s operating budget will continue to make great strides toward a better future for the state while focusing on building the economy and providing the services needed to give Missourians the life and opportunities they deserve.

Our legislature has crafted a state operating budget for the coming year that reaches far beyond the grasp of previous budgets, as we have worked to ensure the continued funding of invaluable services and programs while

as washing machines that use much less water than the older tub style, plus the fact many homes have parents working all day and kids in school, the actual usage at home is much less. This total is almost 2 ½ times less that what is needed to keep the lagoon at operating level.

Average rainfall in Missouri is about 40 inches per year or 0.1 inches per day.

But as we know, rainfall does not come every day or in such small increments, so it is difficult to count on rainfall to help maintain lagoon level especially when we are in a drought.

Low water levels affect the efficiency of the biological processes occurring and can cause structural issues. If the level drops to a point where the bottom is exposed for an extended period, it can dry and crack, reducing its water holding capabilities in the future. If the water level drops to an unacceptable level, you can add water to the lagoon from another water source. Keep in mind that adding water from your well may stress it in during a dry period. If you are on rural water, this can greatly increase your water bill.

making the hard decisions on how to best serve the state while remaining fiscally sound. Our state revenues are up, businesses are continuing to grow, we’ve invested in long-term projects that will benefit the state for years to come, and we’ve managed to maintain a historic revenue surplus, all while cutting taxes and putting dollars back into the pockets of Missourians.

In the end, our state operating budget carries a price tag of approximately $51.8 billion, with $15.2 billion in general revenue, which includes funds for vital programs, including K-12 education, public safety, higher education, transportation, health and mental health, among many others. The state ended the 2023 fiscal year with roughly $7.8 billion in surplus funds, and general revenue beat expectations for the year at $13.2 billion.

The children of our state are always the top priority, and our budget goes a long way to show our commitment to making sure they get the education and services they need. This year, we’ve secured $3.6 billion in state aid

to our K-12 public schools, while also fully funding school transportation costs with $233 million. We worked hard to give our invaluable educators a much-needed boost in their pocketbooks, as the budget includes $29 million to raise the minimum public school teacher salary to $38,000. Here is a breakdown of some of the items we’ve achieved to help provide the citizens of this state with the tools they need in workforce development and education.

Early childhood development was one of the key priorities for the State of Missouri this year, and the result is $78 million to increase the rates for childcare providers, along with $56 million for public and charter schools and $26 million for private child care providers to offer Pre-Kindergarten programs to students qualifying for free and reduced lunch.

The state’s infrastructure system is critical to the success and growth of our economy, and the state is taking steps to ensure that we are doing our part to maintain the roads and bridges so that transportation of goods and services in the heartland of our nation meet the needs of the future. To that end, Missouri has invested in infrastructure projects across the state, the largest of which is expanding Interstate 70 to six lanes. The FY24 budget bills include billions of dollars for critical infrastructure projects.

NCMC Youth Softball Camp

On Monday and Tuesday the North Central Missouri College Lady Pirates held a softball camp for grades one through eight. The camp had over a 100 girls in attendance coming from small towns in the surrounding areas.

The camp was divided into two sessions with the 1st through 4th graders going from 10 am - 12 pm and the 5th through 8th graders going from 1pm - 3pm.

The Lady Pirates worked with the young ball players in groups and one-on-one sessions. They went over things such as proper stretching, throwing technique, infield and outfield groundwork, hitting, and base running. Each set of drills were broken down so that the athletes could understand the different parts of how their position works.

In a post camp interview with Coach Sara Van Dyke, she was asked “why keep doing this camp?” Her response was, “it’s a good way to give back to the communities that come and support us from the surrounding towns. We also like to think that it creates a bond and a sort of recognition for the younger girls to come and see the college girls before they start playing. It’s also a good time for my girls to get to know one another before our season starts.”

Ketcham Community Center Renovates Gym Floor

The North Central Missouri College Ketcham Community Center made one last major renovation to the building.

For the last couple weeks the building’s basketball court has been sealed off from the community due to the new gym floor being put in.

The new floor has taken on a new color scheme to go with the college’s school colors. The center court anchor has also been replaced with the Pirate school mascot.

Nate Gamet, the college’s athletic director, says, “the basketball court floor is one of the last major renovations to the building since I started working here. We have done the bleachers, the scoreboard and have painted the walls. This is the final renovation touch we have been looking forward to.”

The previous floor was the original floor that was put into the building around 1998. Throughout the years it had been

cleaned and polished every summer during the off season.

The decision to replace the floor was due to the fact that there was dead spots underneath it. The dead spots prevent the ball from bouncing right, therefore affecting the game. It also came down to the fact that fixing those spots would end up costing more than to just replace the entire floor.

other things around campus. Things such as tables for Ketcham or the new student center coming soon. Their are also hopes that during the All-star game NCMC Alumni who played on the old floor may be able to take a piece home with them. And finally, some of the floor will be put in the hall of fame cabinet to symbolize those who played in the past and how NCMC hopes to continue those achivements in the future.

Weldon of Laredo, competed June 28-29 in the Notah Begay Junior National Championship - Kansas Regional, presented by the Golf Channel. The tournament featured some of the top junior golfers from Kansas, Illinois, Nebraska, Missouri, Texas, Oklahoma and Iowa. The tournament took place at the Firekeeper Golf Course in Mayetta, KS. Drake's scores of 81 and 76 earned him 7th place, and his finish in the Top 10 automatically qualifies him for the National Championship semi-finals in 2024.
