Old Glory flying at Five Points

ST. JOSEPH, Mo. - A resurfacing project on several routes in Mercer, Grundy, Harrison and Worth counties was scheduled to begin Monday, April 10, but a portion of the work has been delayed. Herzog Contracting Corp., working with the Missouri Department of Transportation, is scheduled to resurface 12 routes. The project is expected to be completed in late June 2023.

The project will be split with Herzog Contracting Corp. completing the five Harrison and Worth county routes, and their sub-contractor, Norris Asphalt Paving Co., completing the seven Grundy and Mercer County routes. The portion to be completed by Norris Asphalt Paving Co., has been delayed with a new schedule yet to be determined.

WMH Advisory Board to Meet

The Wright Memorial Hospital Community Advisory Board will meet on Thursday, May 4 at 11:45 a.m. in the Education Center at the hospital.

Fireworks Donations Sought

A fireworks display is planned in Trenton on Monday, July 3 to celebrate the Independence Day holiday.

A committee of local residents, chaired by Cole Soptic, is currently seeking donations to help pay for the event. It is hoped that around $5,000 can be raised to pay for the show, with fireworks to be shot off from an area near the Rock Barn at dusk on July 3.

Individuals, businesses and organizations wanting to make a contribution can do so my leaving their donation at the Trenton Area Chamber of Commerce office, Farmers State Bank, Trenton Abstract and Title or the law office of Tara Walker. Donations can also be mailed to the chamber at PO Box 233, Trenton, MO 64683. Checks should have “fireworks” written in the notation line. For more information about the event, persons can contact Cole Soptic at Farmers State Bank or call the chamber at 359-4324.

TMU Semi Annual Flushing

Trenton Municipal Utilities staff began flushing the distribution system Wednesday, April 12th , 2023 and will continue for the next three weeks. Crews will begin flushing the area east of the Railroad tracks to Hwy 65. This is a semi-annual requirement of the water treatment process. This routine maintenance improves the quality of your drinking water. There may be some discolored water during the hours of flushing, which will be Monday through Friday, from 7 a.m. to 2:30 p.m. It is recommended to run the water for a short period of time to make sure that the water is clear before doing laundry or waiting until after flushing hours. You may also experience low water pressure for periods of time. For any questions contact the Water Treatment Plant 660-359-3211.

Child Safety Compliance Operation

On Tuesday, April 11, 2023, members of the Trenton Police Department and the Missouri State Highway Patrol, conducted a child safety compliance operation near S.M. Rissler Elementary School. During the enforcement operation, 6 citations were issued for occupant restraint related violations. This operation is the product of proven successful communications and cooperation between local and state agencies. Anyone having complaints about traffic related violations in their neighborhood is encouraged to contact the Trenton Police Department by calling 660-3592121.

New Members Installed, New President Elected

The Trenton R-IX Board of Education met in regular session Tuesday night to certify the recent election results and install new members.

The meeting was called to order and after approving the consent agenda, high school artist Aubree Dalrymple was recognized and her award winning mixed media piece “Colors of Freedom” will be displayed in the District Office Art Gallery.

Next, the election results were certified and made official with a 7-0 vote.

Outgoing Board Member Jason Hostetler was honored for his service by the board and given a gift and plaque.

New member Ronda Lickteig and re-elected members Brandon Gibler and Andy Burress were then sworn in by Board Secretary Michelle Hixon. Once the new board was seated with the addition of Lickteig, nominations and

Ricky Kidd to Speak at NCMC

Ricky Kidd, Founder of Resilience Mode and author, will speak on the North Central Missouri Main Campus in Trenton on Tuesday, April 25 at 2:30 p.m. in Cross Hall 208.Ricky Kidd spent 23 years in prison for a crime he didn’t commit. Ricky will share his experience with the justice system and how tapping into resilience allowed him to overcome adversity. He will share his story and discuss his work with the Missouri Innocence Project.

Ricky was arrested with no physical evidence linking him to the crime for the shooting deaths of George Bryant and Oscar Bridges in Kansas City. Despite having an alibi at the time of the crime, Ricky was convicted and sentenced, and it took 23 years in prison to prove his innocence. Ricky now shares his story to educate and inspire people about resilience in the face of their challenges. He has also advocated for the wrongfully

convicted and trained prosecutors on how to avoid wrongful convictions.

Ricky was recently elected to serve as a member of the Innocence Network Executive Board and selected to be on the Kansas City DA Community Advisory Board.

This free event is hosted by the NCMC Diversity, Equity, and Inclusion Committee and is open to all students and staff. The public is also welcome to attend. The event will also be streamed live on Piratesdigitalmedia.com.

Treasurer and Michelle Hixon was unanimously retained as Board Secretary. Gibler and Spencer were selected as Missouri School Board Association delegates for this term.

Long Term Care Ombudsman

Seeking Volunteers

Missouri has a total of 1,189 long-term care facilities, which includes skilled nursing, assisted living and residential care. These facilities are full of vulnerable Missouri citizens who often need someone to advocate, educate, and empower them.

Missouri's Long-Term Care Ombudsman Program does just that.

The program is a network of volunteers serving residents to provide support and assistance with any complaints or problems that they may be facing in the facility in which they reside. Ombudsmen seek to reduce the sense of isolation some residents feel, especially those who do not have close family or friends. Ombudsmen can help the resident rediscover a sense of self determination and empower them to exercise their rights.

As the senior population grows at an unprecedented rate, so does the population in long term care facilities. As a result, the need for volunteer ombudsmen is growing. Last year the

Ombudsman Program received 6,260 complaints. Considering Missouri only has 202 volunteer ombudsmen, that's just not enough man power to fully address all of the resident's needs.

To be an ombudsman volunteer it's important to like working with older people, adults with disabilities or those who have mental health needs. Having good communication skills, listening and the ability to be objective is crucial. Being a volunteer ombudsman is also a time commitment, yet it provides a sense of community.

Boyd Adam Harrison

Boyd Adam Harrison, age 60, of Jamesport, passed away Friday, March 31, 2023 at Wright Memorial Hospital in Trenton.

He was born March 16, 1963 in Creston, IA, the son of Roy and Beverly Harrison.

Boyd was a shop teacher and coach at the TriCounty R-VII school in Jamesport where he was loved by his students, many of whom sent beautiful notes after his passing.

Funeral services were held at 2:00 p.m., Tuesday, April 11, 2023 at the A.V. Spillman Event Center in Jamesport. Burial was in Edinburg Cemetery, west of Trenton.

Her body was cremated under the direction of Slater-Neal Funeral Home in Trenton. Burial of cremains and a Celebration of Life will be held May 6, 2023 at 2 p.m. at Maple Grove Cemetery in Trenton. Jerry Roberts will officiate.

Route 6 at the intersections of 30th Avenue and Route 146/W, located just west of Trenton, was scheduled to begin this week. The Missouri Department of Transportation has contracted with Phillips Hardy, Inc. to complete the project which includes widening Route 6 at both intersections and constructing dedicated left and right turn lanes. Grundy County Soil and Water Conservation District District Specialist Technician

Full-Time job opening as the District Specialist Technician with Grundy County Soil and Water Conservation District. Soil and Water Conservation Technicians assist soil and water conservation districts in the implementation of total resource management system plans and provide assistance in conservation planning.

Some of the tasks required by district technicians are to gather preliminary data for conservation plans and develop a plan to implement conservation actions.

On a day-to-day basis a technician gathers preliminary data for use in developing physical resource plans and papers on the history of land use. After this, the technician then surveys, plots, lays out, and stakes selected sites and assists landowners in selecting, installing, and maintaining a variety of measures that conserve and improve soil, water, air, plants, and animals.

Some examples of conservation practices that may be installed on a land site include ponds, dry holes, grass waterways, terraces, seeding, cover crops, well decommissioning, pest management and grazing systems.

Additional Job Requirements: The applicant will be required to work in extreme temperatures as well as in the office. Strong computer skills, good public relations skills, strong public speaking skills, mathematical skills and mechanical skills are required for this position. A high school diploma or equivalent is required. Starting salary is $15.00 per hour with room for advancement. Benefits available: health insurance, retirement, paid holidays, sick leave, and vacation. Must have a valid driver’s license and pass a background check. Rotarians Hear About Medical Mission in Kenya

AD’s early years. She read handwritten notes written in beautiful cursive which revealed how frequently individual members shared their musical talents at meetings. Her report was an interesting and insightful glimpse into the past.

The next meeting of Chapter AD will be held on Thursday, May 4 at 1 pm at Hodge Presbyterian Church with Sarah Siebenborn to serve as hostess.

Betty Wimer Gives Program at Ward Circle Meeting April 4

Four members of the Ward Circle met at Washington Street for lunch on April 4th before the business meeting. President

Talma Joiner opened the meeting with a “Thought for Today” concerning the love shared between a person giving of themself and the person receiving the gift. The group repeated the CWF prayer in unison.

Betty Wimer gave the secretary/treasurer’s report. There was no report from service chair Barbara Crow.

Janice Stimpson, courtesy chair, reported sending get well cards to Lillee Dalrymple and Roger Hawkins. A sympathy card was sent to Lois Elaine Hawker on the passing of her son-in-law.

The group discussed special Easter services that were to be held, which included the church Maundy

Breakfast held April 9th at 9:00 am. Sunday School was not to be held and the Easter Service was to follow the breakfast.

Betty Wimer presented the lesson on the hymn “What a Friend We Have in Jesus”. The lyrics were written by Joseph Scriven. It was originally a poem entitled “Pray Without Ceasing” that he sent to his mother when she was ill.

Charles Converse found the poem and composed the melody. Scriven claimed it was the collaboration of God and him. His life was plagued with tragedy with his own illness and drowning and the loss of two women he loved and planned to marry. He never wavered from his faith and the firm belief that Jesus was his friend in every circumstance.

The meeting closed with the CWF Benediction.

The May meeting will be at 11:30 a.m. at Washington Street. Janice Stimpson will conduct the devotional.

Dr. Kim Baxter, a retired optometrist from North Platte, NE, presented the program at the Thursday, April 6 meeting of the Trenton Rotary Club, held at the BTC Bank community room. Michael Ormsby presided at the meeting. Jackie Soptic gave the prayer, Brian Upton was the sergeant at arms and Martha Goedert was the program chairman.

Dr. Baxter told members about his mission work in Kakamega County, Kenya, which has led to a partnership with Rotary to obtain funds through Rotary’s Global Grant program and allowing for improvements to an existing medical facility as well as obtaining new medical equipment. The first grant helped provide an incubator for neonatal care at the Kakamega County General Hospital. Since that time, the facility has been renovated with funds from the Kenyan governor while a $136,000 Global Grant allowed for the purchase of equipment and training of local medical personnel. A connection Dr. Baxter was able to make through a patient in North Platte led to representatives of John Hopkins helping with the training efforts. Dr. Baxter has traveled to Kenya many times with groups to provide medical assistance, with his specialty being eyecare. His son Craig, who was an optom-

etry student, accompanied his father on several of the trips as well. Craig passed away seven years ago and Dr. Baxter noted it was his son’s passion that continues to drive his efforts to provide medical care in the Kakamega region. A new clinic that is currently under construction is being named in his son’s memory – the Craig Memorial Rotary Clinic. When the clinic is completed, Dr. Baxter will be working with Rotary clubs to obtain another Global Grant to help with the purchase of medical equipment and establishment of an operating room within the facility. It is his hope to have teams of volunteer medical personnel rotate through the clinic to provide medical care for the persons being served at the clinic. He encouraged local members to think about being a part of the team, noting that there are areas other than medical where help is needed.

During the business meeting, members were reminded that April 13 is the deadline for donation of new shoes and/or cash contributions to the Shoes For Orphan Souls/Bright Futures Trenton shoes projects.

The program for the Thursday, April 13 meeting will be presented by NCMC Development Director Alicia Endicott, who will talk about the college’s capital campaign. Doug Tye will be the program chairman.

Busy Bees 4-H Club Holds March Meeting

The Busy Bees 4-H club met on March 19th, 2023 at the Laredo Community Center, at 2:30 pm. There were 10 members, 1 leader and 6 guests present.

The meeting was called to order by president Jackson Huber-Bethards.

Leaders of the Pledge of Allegiance and 4-H pledge were Mackenzie Shuler and Catelin Bowe. The roll call question was “What

are you looking forward to this summer?”

Bailey Williams gave a project report on swine and cooking. Catelin Bowe gave a demonstration on how to make butter cookies. Activities were provided by the Bowe family. Members played a game called “hands are tied shoe tag.” Snacks were provided by the Bowe family.

Spring is one of my favorite times of the year especially when the Tulips and Hyacinthus start to bloom. We had a great week in the House. My Anti-Red Flag Gun Seizure Act Bill HB 712 was passed out of committee by a vote of 9-4. My bill bans red flag laws from being implemented by Missouri officers and bans Missouri from receiving federal dollars to enforce red flag laws. A red flag law is any gun control law, order, or measure that directs the temporary or permanent seizure of any firearm, firearm accessory, or ammunition of an individual without the adjudication of a contested court case. At its core red flag laws have no due process and are used maliciously against law abiding gun owners.

I also had a hearing on my bill HB 224 which would make the Hawken Rifle the official state rifle. I had a lot of great witnesses that came from all over the state of Missouri to testify in support. The Hawken was created right here in Missouri and is one of the most superior muzzleloader rifles ever created. I think it would be a fantastic choice to be our state’s official rifle.

The House passed 28 bills over to the Senate this week.

Here are a few of those bills:

HB 519 would simplify the gas tax refund process so it coincides with the calendar year rather than the fiscal year, which would allow taxpayers to file their refund claim when they do their taxes. Another proponent of the bill would further simplify the refund process by requiring the Department of Revenue to develop a mobile application that would allow a tax refund claim to be submitted on a person’s phone.

HB 1263 “Protecting Missouri's Small Businesses Act” would help offset the economic damage done to businesses that are forced by government to shut down through no fault of their own. The bill provides that if any political subdivision with jurisdiction over a business implements any shutdown order and the business closes due to the shutdown order for at least 21 consecutive days or at least 45 cumulative days, the following requirements apply: (1) Waiving of any fee for a business license during the period of the shutdown order or six months, whichever is longer; and (2) Reducing the real and personal property tax liability of the business based on the number of days the business was shut down in a given year, as further explained in the bill.

It seems that spring is taking its sweet time arriving in northwest Missouri. However, grass is starting to green up and will soon take off as warmer days and nights finally settle in. Cows

HB 986 prohibits Library Boards from overruling county planning commission plans. The bill also prevents real property owned by a board governing a library from being used for any purpose that violates any zoning ordinance or regulation as specified in the bill. I was able to get my amendment that adds maintenance and repair of library facilities to the list of acceptable uses of the Missouri State Library Networking Fund.

HB 906 modifies current statute by removing a goal of testing 75% of children who receive Medicaid for lead poi-

soning and instead requiring that every medical provider serving children must annually provide education to parents and guardians of children under age four regarding lead hazards to children.

HB 76 creates the “Career-Tech Certificate (CTC) Program” and the "CareerTech Certificate (CTC) Program Fund" beginning with the 2024-25 academic year. This program is for students that have met the GPA, attendance, and service requirements for the A+ Program and are eligible for reimbursement of tuition, books, and fees, and are attending an approved institution of postsecondary education, as defined in the bill, for an eligible program of study or specified training program.

There are many opportunities available for individuals to earn a college degree at North Central Missouri College. For some, it can start as early as high school. By participating in NCMC’s Dual Credit Program, a high school student can make substantial progress toward a college degree before finishing their senior year of high school.

The NCMC Dual Credit Program allows qualified high school students, typically juniors and seniors, to enroll in classes at the high school that earn both high school and college credit. Dual credit courses are taught by high school faculty and are designed to enrich rather than replace high school curriculum.

In the 2022-23 academic year, NCMC has 742 high school students taking 4,878 credit hours of college coursework. These students are from 49 different high schools within NCMC’s 17 county service region. A full-range of general education college courses are available as dual credit, including English, Speech, General Biology, American History, College Algebra, General Psychology, National Government, Microcomputer Applications, and many others. In some cases, technical and career courses are offered as dual credit, including Introduction to Agribusiness Systems and Accounting.

NCMC also offers Early College dual enrollment courses on campus, online, and at our Savannah Campus at a reduced tuition rate for high school students. This program provides area students the opportunity to enroll in additional courses that may not currently be available on-site at their high school. Many Early College students take advantage of getting a jump start on pre-requisites for one of NCMC’s many career degrees and certificate programs. There are also many high school students that enroll in online sections reserved only for high school students. Many general education courses are available in this format. For high school students interested in additional courses outside of general education, there are Python Programming, Introduction to Behavioral Health Support, Introduction to Criminal Justice, Foundations of Education in a Diverse Society, and others available.

Dual credit and Early College students can also take advantage of the useful resources and services provided by both the NCMC Library and the Tutoring Center on campus. These services also extend to online students. If a student has a reference question for the library, live chat, texting, email, and telephone support are available. The Library offers online access to research databases, a variety of ebooks, and MOBIUS (interlibrary loan) program. The Library Testing Center is also available for proctored tests of many kinds. The Tutoring Center provides students on on-campus tutoring services as well as online tutoring assistance. Students can submit papers via email, owl@pirates.ncmissouri.edu, to be reviewed by tutors, and online tutoring is available for most subjects by appointment, using the email above.

that are still being fed hay on pasture are starting to turn their noses up at hay and are trying to hunt the green that is starting to peek through.

Beef producers will soon be turning cows for good out and now is a good time to consider rotational grazing. I think many producers are

hesitant to implement rotational grazing because they think it has to involve large numbers of small grazing paddocks and daily rotation of cattle. While it is true that more paddocks and faster cattle movement does help with grazing efficiency, significant improvements can be made by simply cutting larger pastures into fourths and rotating every few days. When beef cows are allowed continuous access to a pasture the utilization of the forage is only going to be thirty percent. The opposite way to look at it is that in these continuously grazed systems, seventy percent of the forage is not utilized. Another ad-

vantage to rotational grazing is that the producer can get a really good look at the cattle as they are moved and the cattle themselves tend to gentle down, making them easier to handle when processing is necessary.

The table below illustrates the benefit of rotational grazing on the cost per cow during the grazing season. The table below assumes forage production per year of 6,000 pounds per acre and forage consumption for a 1,350 pound cow of 30 pounds per head per day. A 275 day grazing season would require 8,250 pounds of forage dry matter per cow.

The Forum challenges students’ character development by encouraging them to reflect on their own decision-making skills, values, and belief systems. Students learn about how to reconcile relationships, stand for truth, and love others as they love themselves. The Forum’s guiding principle is teaching students to embrace altruism rather than egotism.

The Forum kicked off with an inspirational message from Rebecca Welsh, Founder of Halo, a mission that provides housing, healing, and education to atrisk and homeless children. Students ended the day at the Capitol, touring the House Lounge and hearing from Bob Priddy, retired news director of Missourinet, visiting the Governor’s office for a meet and greet and message from Governor Mike Parson, and finally visiting the House Floor, led by Missouri State Senator Travis Fitzwater, and hearing from Rod Jetton, former Speaker of the House.

Twenty-six prospective students visited the North Central Missouri College Main Campus in Trenton, MO, on April 4th for the first-ever Pirate Preview Day. Pirate Preview Day allowed high school students to see what a day in the life of an NCMC student is like. During the day, prospective students toured the campus with Student Ambassadors, sat in on a class of their choice from Psychology, Criminal Justice, Education, Ag, or Biology, and ate in the Great Western Dining Hall. While students were in class, parents and guests participated in Pirate Parent Talk, where NCMC staff could answer financial aid and advising questions. NCMC staff that attended the event were also parents of recent and/or current NCMC students and could answer questions about NCMC from a parents' perspective.

"I am very pleased with how the first Pirate Preview Day went," said Amanda Sampsel, Enrollment Marketing Specialist. "With it being a brand-new event, I wasn't sure what to expect, but now I am excited to continue offering this event and allow prospective students to get a feel of what it's like to be a Pirate."

CITY OF LAREDO REQUEST FOR PROPOSALS PROFESSIONAL GRANT WRITING AND ADMINISTRATION SERVICES

The City of Laredo requests proposals for grant writing and administrative services to assist in a proposed project financed with $750,000 in Community Development Block Grant (CDBG) funds. To perform upgrades to wastewater treatment plant and replacing the wastewater collection system pumps and other needed replacements.

Administration services shall include, but are not limited to, the implementation of the project in conformance with the following CDBG compliance area: financial management, environmental review, procurement, contract management, labor standard, equal opportunity/civil rights, Citizen participation, and closeout

Information provided to the City of Laredo shall include at a minimum:

1. The specialized experience and technical competence of the firm with respect to CDBG grant administration. Please include any related work on jointly funded projects with USDA-RD

2. The past record of performance of the firm with respect to such factors as accessibility to clients, quality of work, and ability to meet schedules

3. The capability of carrying out all aspects of grant related activities

4. Cost of services

5. References from previous clients of related work with the firm within the past five years

6. Documentation of compliance with E-Verify requirements

Items 1, 3 and 4 from the criteria above shall receive priority weighting in the final selection.

A cost for grant writing services should be identified separately from the cost for administrative services. Contracting for these two activities shall occur separately and costs/payments associated with each will be clearly defined. Contracts executed for administrative service shall be contingent upon the award of the grant and commitment of all project funds.

CITY OF GALT REQUEST FOR PROPOSALS

LEAD SERVICE LINE INVENTORY

The City of Galt, Missouri is requesting proposals for services to complete a lead service line inventory. The scope of required services is described below. The completed lead service line inventory spreadsheet should adhere to 40 CFR 141.84. Funding for the project is through the Missouri Department of Natural Resources’ Financial Assistance Center and local sources. The City/District has an estimated 105 service lines that must be surveyed.

Scope of Services

Records Review

• Reviewing available records to determine the presence, absence, or likelihood of lead in service lines. Records to review may include, but are not limited to:

Construction records, building codes or ordinances, As-Built Drawings, Record Drawings, system maps, specifications from previous infrastructure projects, construction contracts, meter or service line replacement records, etc.

• Outreach efforts with the general public including drafting inventory-related documents to inform the public, disseminating door hangers, speaking with private home owners, etc.

In-Field Verification

• Potholing or excavating (mechanical or vacuum) service lines to determine the material present.

• Internal or external CCTV investigation of service line material.

• Water Quality Sampling

• Visual inspection of service lines including inside a home or building.

Administrative

• Completion and Submission of the Missouri Department of Natural Resources Lead Service Line Inventory Spreadsheet, by October 16, 2024, or sooner.

• Provide two-year subscriptions to GIS mapping services to access created LSL maps

• Creating hardcopy and providing GIS maps indicating location and details of surveyed service lines.

• Assistance with preparing grant reimbursement requests.

• Attending limited board or council meetings to report on Inventory progress

A sealed copy of the completed proposal documents shall be submitted to the attention of Mercedes Scobee, City Clerk at P.O. Box 86, Galt Missouri 64641 or to citygalt@grm.net and must be received at the specified location on or before 4:00 PM on Tuesday, May 16, 2023, and will be opened Wednesday, May 17, 2023. Envelope(s) or email(s) containing proposals should be clearly marked “Proposal for Lead Service Line Inventory Agreement”.

Proposals shall address, at a minimum, the criteria specified in the Scope of Services. Failure to include all information requested will result in the proposal being considered non-responsive.

The City of Galt will be utilizing an “informal competitive” process to evaluate submitted proposals and reserves the right to select Contractor that best meet the total needs of the City. The City will select the preferred contractor or contractors and execute a contract or contracts for the listed services at the not to exceed quoted price. While cost is a factor in this analysis, it is not an exclusive factor.

The proposals will be evaluated on a point-based system as described below:

1. Unit costs for items listed on the front page of this proposal for all categories including Records Review, in Field Verifications, and Administrative (10 points).

2. Capability of completing the work and submitting the required paperwork to the Department of Natural Resources by the deadline of October 16, 2024 (10 points)

3. Experience with previous lead service line inventories (10 points).

4. Familiarity with the area where the work will be performed (10 points).

The City of Galt would like to request that all proposals be limited to 20 pages in length (two sided is acceptable with a maximum page count of 40 pages). Six copies of the proposal should be submitted by all the Contractors who submit a proposal for this work.
