How well you sleep depends on how little you lie -By Harvey Mackay A minister told his congregation, “For next week’s sermon, I would like everyone to read the 17th chapter of Mark from your Bible.

This will help you fully understand my topic on an important sin.”

T h e following Sunday, the minister opened his sermon with, “Now, how many of you have read Mark 17 this week as I asked?” Nearly all the hands went up.

The minister smiled. “Mark has only 16 chapters. I will now proceed with my sermon on the subject of lying.”

I hope this isn’t a sermon, but I would like to discuss lying because it seems to have become more prevalent.

When did it become so easy for people to lie?

I’m a big Seinfeld fan and remember the episode where Jason Alexander’s character, George Costanza, says, “Jerry, just remember, it’s not a lie if you believe it.”

Maybe that’s the problem. A lot of people don’t have a problem with a “white” lie or a fabrication, but it’s still a lie and has consequences. A white lie

soon gets tanned from exposure. I like to say that if you lie, you better have a good memory.

People lie for a variety of reasons.

Fear and avoiding punishment is a natural reaction, an excuse often offered by children. Another is escaping embarrassment and at the same time improving your image to impress or mislead others. This is where ego comes into play. People want to be seen as good, polite and successful.

People also like to protect themselves or someone else from harm.

You don’t want to get a family member or co-worker in trouble, so you lie for them to keep them out of danger. Let’s face it; some people just lie for the thrill of it. And we all know someone who just seems to have a problem with the truth – it’s like they just can’t help themselves.

Sadly, we live in a time where lying isn’t treated as seriously as it should be.

Businesses must be honest if they want to survive. Truth is a virtue that must be taught at a young age, long before a first job. It should never be optional.

Pamela Meyer, author of “Liespotting,” gave a TED Talk about how to spot a liar. She claims we are lied to between 10 and 200 times every day. She also says that four out of every ten things our children tell us are lies.

Two out of every 10 things we tell our spouses are lies.

Research by McGill University of Montreal found that by age three, roughly 40 percent of children begin telling lies – even though they know it is wrong. Fortunately, most tots aren’t great liars. Studies conducted all over the world revealed that when pressed for more information, children will often betray their own deception with a smile or other facial expressions, or by uttering the truth. However, once these children turn four years old, 74 percent of them will engage in telling lies and become better at maintaining their falsehoods when questioned.

Researchers believe that children under four take their cues on honesty from parental examples. As they grow older, their attitude toward truth telling versus lying is influenced by the consequences attached to the information. An older child may be willing to accuse a sibling, but won’t own his or her share of the blame in a misdeed.

What can parents do? Start addressing the situation when your children are young. Share stories that have a moral with little ones so they have an example that is easy to understand and remember. Use positive reinforcements to stress the importance of honesty when they are communicating and sharing information with you – even when that information isn’t good. “The Good Old Days” -By Tom Kuehne Best Holiday A special day of thanksgiving has been celebrated in our country since the early 1600’s. It began as a feast day to celebrate a successful crop year, a military victory, a return of someone that had been considered lost or the completion of an important community project.

Today the day of thanks involves a completion of a successful harvest season. We may remember contributions of another person, whether living or passed, who has been most helpful or influential in our lives. We also give thanks for our families, friends and our physical and economic well-being. We also think about our nation, our state and our local communities, hoping that the freedoms we enjoy will not be further reduced by “The Government” which feels that it can run our lives better than we can.

We all have those memories of Thanksgivings past, where we were, who was there and possibly some special remembered conversation or action that pops into our mind. For many of us the places have changed or are gone. Many of those who surrounded the table are

no longer with us, but a special action or conversation remains in our mind.

Thanksgivings in the past didn’t always include a turkey, even though some farmers around Swanville want you to believe it did. Frequently Thanksgiving menus included any farm or wild animal which was readily available. The table was usually filled with adults, so the kids were scattered around the kitchen to dine at any spot which would serve the purpose. One friend mentioned that the kids were given tin pie plates, because they couldn’t break them. The young people were usually encouraged to go outdoors after the meal to make the kitchen less crowded during the table cleanup in preparation for the afternoon knuckle banging whist games.

Another friend told a story of his most memorable Thanksgiving as a 10 year old. In 1939, no rural telephone service, no internet and no cellphones.

His family squeezed into their 1938 2 door Chev, left Little Falls and headed about 8 miles west to go to grandma’s house for Thanksgiving. The road west of Little Falls was somewhat unimproved, with several rather serious hills. There had been an 18 inch snowfall the night prior to Thanksgiving Day. They went about 5 miles west, the wind was beginning to blow and dad managed to turn the car around and return to Little Falls. Grandma in the meantime was making meat,

A businessman walking down the street noticed three young girls arguing about a puppy they’d found. “What’s going on here?” he asked.

“We found this lost puppy and we all want to take him home,” one little girl said. “So we’re having a contest,” a second girl chimed in.

“Whoever tells the biggest lie gets to keep him!” the third girl said.

“What?” the businessman asked.

“Lying is a terrible thing, girls. Why, I’m over 50 and I’ve never told a single lie in my life!”

She always remembered that Thanksgiving and all the food she and grandpa had to eat over the next month. I’m thinking that their house had a telephone a few short years later.

This special holiday remains a day to be with those we hold special in our

lives. The excessive commercialization of other holidays has taken away a lot of the reason for it’s observance. I hope Thanksgiving doesn’t change in future years.

MnDOT asks motorists to plan ahead, drive safely this Thanksgiving holiday As Minnesotans take to the highways for the Thanksgiving holiday, the Minnesota Department of Transportation is asking travelers to plan ahead and check road conditions before they begin their trips.

“Thanksgiving is one of the busiest travel times of the year and knowing where travel might be delayed or congested will help make the trip safer and less stressful,” said Commissioner Charlie Zelle.

AAA forecasts more than 54 million Americans will travel 50 miles or more away from home this week, which is the highest travel volume in more than 12 years.

Motorists may encounter work zones even though no workers or construction vehicles are present.

Travelers in the Twin Cities will continue to see detours, lane reductions and detours for some of the longer term projects.

These projects include the I-35W north to I-94 west ramp and the I-94 east to I-35W south ramp, which are closed.

From Blaine to Lino Lakes, there is an active work zone with shoulder closures and no shoulders in areas and no cable median barrier along I-35W. Southbound I-35 is reduced to two lanes with narrow shoulders between Highway 8 in Forest Lake and Highway 97 in Columbus.

In Greater Minnesota, Highway 14/15 in New Ulm is still under detour all winter. Two projects on Highway 60 between Cottonwood and Wantonville counties have restricted lanes through Nov. 30.

Morrison County Sheriff’s Office

November 19, 2018: The Morrison County Sheriff’s Office reports that on 11-18-2018 at approximately 6:17 p.m., their office received a report of a one-vehicle accident near the intersection of 100th Ave. and 90th Street, northwest of Bowlus, in Swan River Township.

According to the Sheriff’s Office, 16-year-old Kalie Olson of Swanville, MN was driving a 2007 Chrysler Sebring and traveling west on 90th Street. Olson’s vehicle went off the road and hit a drainage ditch. Olson was the lone occupant of the vehicle and was pronounced dead at the scene.

The crash is under investigation by the Morrison County Sheriff’s Office and the Minnesota State Patrol.

The Morrison County Sheriff’s Office was assisted at the scene by the Bowlus First Response Team, Bowlus Fire Department, Minnesota State Patrol and Gold Cross Ambulance.

Although the weather looks like it will cooperate for those traveling throughout much of the state, MnDOT crews will be out as necessary. Rain might develop in some areas of the state, but warmer temperatures should keep the precipitation from turning to ice or snow in most areas until the weekend when the possibility of snow exists.

MnDOT asks motorists to slow down, not drive distracted and travel a safe speed for the current conditions, which sometimes means lower than the posted limit.

Kalie A. Olson, 16 year old resident of Upsala, MN passed away Sunday, November 18, 2018 as a result of an automobile accident. Funeral Services will be held at 11:00 A.M. on Saturday November 24, 2018, at Shelley Funeral Chapel in Little Falls, MN with David Sperstad officiating. Burial will take place at the East Swanville Cemetery near Swanville, MN. Visitation will be 4 to 7 PM on Friday and 10 to 11 A.M. on Saturday all at the Shelley Funeral Chapel in Little Falls.

Raymond “Ray” Wenker Raymond B. “Ray” Wenker, age 92 of Melrose, passed away peacefully, surrounded by his family on Saturday, November 17, 2018 at his home in Melrose,

Minnesota.

A Memorial Mass of Christian Burial will be held at 11:30 a.m. Friday, November 23 at St. Andrew’s Catholic Church in Greenwald with Rev. Marvin Enneking officiating. Inurnment will be in St. Mary’s Cemetery in Melrose.

Visitation will be 9 to 11:30 a.m.

Raymond Bernard Wenker was born to Ben and Rose (Kortenbusch) Wenker on May 4, 1926 in Grove Township, Stearns County, Minnesota. On August 20, 1951 he married Lorraine Klasen at St. Rose of Lima Catholic Church in St. Rosa. Ray and Lorraine farmed near Westport in Ashley Township for 56 years. They were members of the Church of St. Anthony of Padua and Ray was a member of the Knights of Columbus during his time in the parish.

Ray was a dedicated, thoughtful, supportive, and loving father, grandfather, and great-grandfather. He was an exceptional mechanic, welder, and builder with incredible attention to perfection and creativity. He had a life-long love of farming that he said was “in my blood.”

He spent his life farming, working the land and raising livestock, mainly hogs and beef cattle. He loved all animals, especially horses which he grew up utilizing in farm work. After selling their farm, Ray and Lorraine moved to Melrose and became members of St. Mary’s Catholic Church.

Ray enjoyed listening to and singing along with classic country music. He had a strong voice and was blessed with a memorable gift of storytelling. His way of telling jokes and his comedic timing along with his laughter will live on in the memory of all who heard them. Ray enjoyed restoring cars, trucks, and tractors from the 1930’s and 1940’s to their original condition. Ray will be missed by those that he touched throughout his life.

Survivors include his children, Wayne Wenker of Eden Prairie, Judy (Jon) Jakubov of Maize, Kansas, Rose (David) Merten of Manitowoc, Wisconsin, Myrina (Don) Kleinschmidt of Orono, and Ted (Liliana Hidalgo) Wenker of Atlanta, Georgia; ten grandchildren, Ryan, Mathew, Angela, Jordan, Benjamin, Jacob, Samuel, Isaac, Michaela, and Sarah; five greatgrandchildren, Ava, Ryder, Ethan, Austin, and Elijah; brothers and sisters, Clarence (Mary Ann) Wenker of Melrose, Edna Worms of Melrose, Florentine Hammer of Richmond, Adeline (Stan) Schaefer of Burnsville, and Larry (Radi) Wenker of Melrose.

Ray was preceded in death by his wife, Lorraine Wenker; three infant children; parents; brothers, Herbert, Edmund, and Adolph; and sisters, Marie and Sylvia.

Reader was Maria Fichtinger. Gift bearers were David and Melissa Fichtinger’s Family. Eucharistic Minister was Melissa Fichtinger. The eulogy was given by Gary Fichtinger, Pat Gillesby, Gayle Fichtinger, and Mark Fichtinger.

Marcella G. “Sal” Fichtinger, age 94 of New Munich, died peacefully on We d n e s d a y, November 14, 2018 at the Tree of Life Assisted Living in New Munich, Minnesota.

A Mass of Christian Burial was held Wednesday, November 21 at Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating. Interment was in the parish cemetery.

Marcella Gertrude Sand was born April 16, 1924 on the family farm in Grove Township, Stearns County, Minnesota to Peter and Elizabeth (Thull) Sand. On October 26, 1946 she married Ralph Fichtinger in New Munich. After their marriage, the couple lived and raised their family on the family century farm. After they retired, they continued to live on the farm. In 2012, Sal moved to Park View Assisted Living in Melrose and recently resided at the Tree of Life Assisted Living in New Munich.

She was a member of Immaculate Conception Catholic Church in New Munich and the St. Ann’s Christian Mothers.

Ryan D. Hinnenkamp, age 43, of Melrose, passed away peacefully surrounded by family on We d n e s d a y, November 14, 2018 at his home near Melrose, Minnesota after a courageous battle with cancer.

A Memorial Mass of Christian Burial will be 11 a.m.

Saturday, November 24 at Sacred Heart Catholic Church in Freeport with Rev. Marvin Enneking officiating. Inurnment will be in St. Mary’s Cemetery following the service.

Visitation will be from 4 to 9 p.m.

Friday, November 23 at Patton-Schad Funeral Home in Melrose. Parish prayers will be held at 7 p.m. Friday evening at the funeral home.

Ryan David Hinnenkamp was born December 7, 1974 in Melrose, Minnesota to Lawrence and Carol (Rutten) Hinnenkamp.

He graduated from Melrose High School in 1993. Ryan married Shelley Phipps on February 10, 2002 in Las Vegas, Nevada.

He became a diesel mechanic and started his own business in 2006, known as North Central Truck Service. He enjoyed working on the farm, cutting wood, flower

gardening, and taking vacations to the Caribbean. Ryan will be remembered for having the best smile, the best laugh, and being the most generous person. He was a member of St. Mary’s Catholic Church in Melrose.

Ryan is survived by his wife, Shelley Hinnenkamp of Melrose; children, Zoe Hinnenkamp of Melrose and Spencer Hinnenkamp of Melrose, Andrew Winter of Alexandria, and Ethan (Lexie) Winter of Olivia; parents, Lawrence and Carol Hinnenkamp of Melrose; a granddaughter due in January; sisters, Kari (Aaron) Franklin of St. Cloud and Brenda (Nantha) Minette of St. Cloud; and nephews, Caleb Franklin and Palmer Minette.

He was preceded in death by his son, Cameron Hinnenkamp; brother, Rick Hinnenkamp; brother-in-law, Dave Minette; and grandparents, Boniface and Aggie Hinnenkamp and Tom and Caroline Rutten.

The holidays are such a magical time of year, but I think we can all agree they’re not-so-magical for our wallets.

It’s easy to lose sight of what matters during this special season and feel pressured to overspend. But it is possible to enjoy the holidays and not let them turn into a debt hangover in January. Here are a few ways you can save this holiday season and still enjoy your time: Make a Christmas budget Overspending is easy to do when you don’t make a plan for your money.

We know Christmas is on December 25th every year. Your Christmas will be less stressful—and more festive—if you create a budget ahead of time and plan for your purchases. I like using the EveryDollar app. You can list out all your Christmas expenses, including the gifts you want to buy for people, and track your budget on the go!

Set expectations early with your kids Discontentment happens when kids expect the whole toy store under the tree and only receive three or four gifts.

Make sure their expectations are realistic long before Christmas morning. If a new bike’s not in the budget, let them know.

And stick to it! If you can’t afford to buy a gift for someone, there are lots of free holiday activities to enjoy together.

Spend some quality time with them instead. I promise you, they will appreciate that just as much, if not more!

Remember what the holidays are about There is a lot of pressure around the holidays. But don’t lose sight of what really matters this season, and that is spending time with the people you love.

Ten years from now it won’t matter who got what gift or what party you went to.

What will matter most are the memories you create with the people closest to you.

I promise you, the holiday season will be much less stressful if you figure out how much you have to spend and set some boundaries! Come spring, when you start planning that family vacation, you’ll be thankful you aren’t still paying off Christmas debt. And if you want your holidays to be truly merry, focus on spending time with family and less on stuff!

Upsala FFA General Livestock Team Makes It To State

The Upsala FFA general livestock team attended the general livestock competition on Sept. 27th. Individually they each had to judge two classes of beef heifers, one class of spring ewes, one class of meat goats, and one class of swine. The Upsala Team placed first out of multiple teams. Bryce Westrich took 1st Individual. They will be heading to State Convention this spring for a chance to compete at Nationals. Congratulations Upsala FFA General Livestock Team.

Dear Motor Medics, I listen to your show faithfully and would like your advice concerning my 1991 Silverado with a 350 V8 and automatic transmission. My truck has been sort of hovering in one gear longer than normal and reving up very high before shifting into the next gear much harder than usual. Another issue is when I shift from neutral to drive it engages very hard. I checked the transmission fluid and it was a little low but bright red and I’m wondering if anything else simple could be the problem. Also, one more symptom is that when I’m coasting my torque converter is slipping and feels as though I’m in neutral because the engine just revs and only feel a pull of the motor once my RPM’s match my speed. I’ve learned a lot from your advice.

-Dave in Canton, Texas Dear Dave, I think I have an idea that you can do at home yourself. In older GM vehicles before days of electronic shift control there was a cable running from the throttle body down to the transmission.

This cable was used to change the internal pressure of the transmission to improve performance and longevity. When under heavy throttle the transmission needs more pressure so the clutches won’t slip and under light throttle less pressure for a smooth shift. It sounds like your cable is out of adjustment. Follow the service manual procedures for adjustment and hopefully your problem will be solved.

Dear Motor Medics, I have a question about my door chime. It’s so loud it is about to drive me out of the car. It’s a 2004 Chevrolet Monte Carlo. I have 90,000 miles on the car and as long as I remember it has been this loud. The chime seems to come from the driver’s side door speaker. Is that where it comes from or is there a separate speaker in there for the chime. Is there a way to adjust the volume on the speaker like a radio or a way to disconnect it so I don’t go crazy?

Any help you can provide would be greatly appreciated.

-Danielle in Manhattan, Kansas Dear Danielle, We’re sorry your car is so uncomfortable but we may have a fix for you. You are correct in thinking the chime comes from the driver’s door speaker. The door chime is fed into the radio by the body control module and can override the radio in order to warn you when needed. As the operator of the vehicle there is no way that you can adjust the volume but the professionals can do it fairly easily. There should be a reprogram option available from dealers and service providers who have a factory type programing system that will cut the volume of the chime considerably and make it more driver friendly. The procedure takes about 30 minutes to perform and should not break the budget. Thanks for the question.

Melrose City October 18, 2018 The Melrose City Council met in a Regular Meeting on Thursday, October 18, 2018 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Dick Christenson, Tony Klasen, Justin Frieler, and Mayor Joe Finken, City Administrator Michael Brethorst, and City Clerk Patti Haase. Also in attendance were Adam Ripple with Rinke Noonan, Murray Mack with HMA Architects, Gerry Osendorf, Betty Kemper, Santina Lovelace, Micki Lovelace, Jesse Lovelace, Kurt Schwieters, Mark Meyer, Vern Hollermann, Kenny Hinnenkamp, and approximately 100 members of the public. Mayor Finken presided thereat.

The Council then recited the Pledge of Allegiance.

Mayor Finken asked Fr. Marvin Enneking to start the meeting in prayer. Fr. Enneking led the public in prayer.

A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried to approve the agenda as submitted.

Gerry Osendorf – born and raised in Melrose. Mr. Osendorf requested that the Council table the decision on the Conditional Use Permit and Variance due to the pending lawsuit in place regarding Minnesota Environmental Rights Act (MERA) law. The law stated that if a building on the Historic Registry has been damaged and can be brought back to the condition it was in prior to the damage, it must be repaired. Service Master, Braun Intertec and Doug Henning certified the building to be structurally sound.

When Bishop Kettler turned down the request to restore and the Parish Council failed to offer an alternative plan, the Friends to Restore St. Mary’s filed a lawsuit to have MERA enforced to prevent destruction of the building shortly after Easter Week 2017. Two meditation meetings were scheduled in an attempt to resolve the lawsuit; however, both sessions were inconclusive. A summary judgement hearing was held in St. Cloud in July where the opposition wanted to get the case dismissed. They had three reasons for dismissal: 1. This was a liturgical matter and the Bishop alone had the power to do what he wanted.

2. The Diocese has no record of St. Mary’s being on the National Historic Registry.

3. At one time, there were two Catholic churches in Melrose and that didn’t work very well. So, if the new church was built and St. Mary’s wasn’t destroyed, there would again be two churches in Melrose and he didn’t want that.

The judge then took the case under advisement and will render a judgement in 60 days.

Mr. Osendorf also recommended a traffic study be conducted due to the new Jennie-O Turkey Store scheduled to open in January 2019 and their plan to use Kraft Drive as their main route for trucks coming from the west and south. Therefore, Mr. Osendorf is recommending the Council table this matter until judgment has been rendered.

Santina Lovelace - Melrose resident and a member of Friends to Restore St. Mary’s. Ms. Lovelace noted that there is a pending lawsuit in place that addresses the historical and environmental significance of St. Mary’s Church.

What is the plan when Friends to Restore St. Mary’s wins this lawsuit? There is so much being said about the parish versus the community. Isn’t the community

most of this parish. If this church is built, there will be so many that leave the community by way of leaving the parish. It has also been said that once the church is gone, so is the community. This community cannot support a multimillion-dollar campus once it is built. With so many lawsuits and bankruptcy filing amongst the church and Dioceses, how can the Diocese sustain this for the future. The current church can be restored. There are grants available for restoration that can solve this issue. If the campus uses land deemed for cemetery expansion which goes back to Cannon Law, where will the cemetery continue? Ms. Lovelace encouraged the Council to think about how this will affect this community parish.

Jesse Lovelace - Melrose resident for 54 years. He liked the area and stayed. Mr. Lovelace stated that he has some things he would like the Council to consider: • Does the Church have clear title to this land? Is it documented?

• Does the Council have documented proof that the land is environmentally sound and safe to build on?

• Does the church have the deeds to the parcels that have been donated the church for the express use of expanding the cemetery?

Does the church have the original deeds?

• Believes a traffic study should be conducted. There is a lot of truck traffic on east Kraft Drive.

There is noise pollution.

• Also, North American Indian Artifacts have been found in the area. If any of these artifacts are disturbed it may cause a problem.

• Where is the insurance money from the fire? Has it been spent? Was it designated for restoration only? If so, there may be insurance fraud. Mr. Lovelace asked the Council to be cautious when making their decision.

Kurt Schwieters stated that he stands with you today in gratitude for all the parishioners and volunteers who have worked so hard for us to be here today. He also stands here in gratitude for the Planning and Zoning Commission and their unanimous support recommendation for granting the Conditional Use Permit and Variance. He stands with you in gratitude for the City Council, Mayor, City Administrator and staff, for all their hard work, attention, and time involved with this. He also stands in gratitude and wishes to explain one motion that was brought up at the Planning and Zoning Commission meeting regarding any nuisance issues regarding our damaged structure. He stated to please know that the Church of St. Mary’s pledges responsibility in addressing any nuisance issue related to the fire damaged structure. The City should not feel responsible or vulnerable regarding any costs related to the current structure or nuisance issues. He also stated that he stands in gratitude for today for this time for us to move forward together in healing. He thanked the Council for their consideration and support of the Conditional Use Permit and Variance and the agreement of the Church of St. Mary’s to be responsible for any nuisance related issue costs or concerns.

Mark Meyer - Melrose resident and practiced law for a long time. Mr. Meyer supports the idea of the new church being proposed; however, he has no argument with those opposing the new church.

Mr. Meyer noted how easy it is for him to roll into the City Center, which he stated is a source of pride for the community. He stated

this building was a huge and bold undertaking and it took courage. It was a lot of money and there was tremendous opposition. The Council stood their ground, figured it out and got it done. Mr. Meyer noted that old people will not sustain this community forever. There has got to be something that will bring in young people who have children who will populate our schools and take care of jobs and things that have to be done and pay the taxes.

He stated that we must have stateof-the-art facilities and amenities that are going to appeal to the artistic and spiritual values that people want to have. He stated that we have people that work remotely; however, if we provide a beautiful community with amenities and facilities that people can enjoy, the young people will come and Melrose will survive forever. Mr. Meyer would like to think that we are laying the ground work to keep this community going forever. Mr. Meyer reminded the audience how the City Center is the pride of this community. He stated that it was difficult and expensive back then, he could only image what it would cost today. It was a wise decision.

Mr. Meyer stated that building this new church will be a rough road.

He urged the City Council to take the bumps out of the road for the construction of the new church.

Vern Hollermann - baptized and married in St. Mary’s Church and taught religion for 35 years.

Mr. Hollermann stated that he did woodworking for most of his life.

He also stated that some the pews in the church had been previously damaged by a fire and his grandfather refurbished them. Mr. Hollermann provided insight to the sedilia as well as the work that had been done to the church pews. Mr. Hollermann noted the beautiful church that he was proud to show his religion students. He asked that consideration be given to restoring the church.

Kenny Hinnenkamp stated that yes, in fact St. Mary’s is a beautiful church and because of that church, he has turned his life around. He was disabled as the church is now. All his life he has wanted to improve himself. It’s all about efficiency and improvement.

The doctors in the City has improved his health. Improve yourself as much as you can for the community and the young ones.

Think about the efficient and improvement for the next 100 years.

The following items were considered for approval under the Consent Agenda:

a. The minutes from the Council’s September 20 Regular Meeting. b. List of bills in the amount of $714,704.81. c. List of investments for the month of September. d. Ambulance Department uncollectible accounts in the amount of $1,218.44 have been submitted to Revenue Recapture, collections, or written off. A complete list of accounts is on file at the City Center. e. There were no uncollectible accounts for the Fire Department in the third quarter. There was a total of $125 collected from account holders during this time. f. Police Officer Jeff Eggert will complete three years of service November 1. Police Chief Craig Maus conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 2 to Step 3.

The Council to take action approving Officer Eggert’s step increase. g. Part Time Streets/Parks Worker Allen Wolbeck has completed three years of service with the City on September 30. Streets/ Parks Supervisor Gary Midden-

dorf conducted a review and it is favorable; therefore, recommends approval of a step increase from Step 1 to Step 2.

The Council to take action approving Mr. Wolbeck’s step increase. h. Donation Resolution: 1) Resolution No. 2018-50, donation in the amount of $500 from Melrose Legion Post 7050 towards the Melrose Area Chamber of Commerce Holiday KickOff Fireworks

A motion was made by Mr. Christenson, seconded by Mr. Frieler and unanimously carried to approve the Consent Agenda items.

The City Council held a Public Hearing at 6:37 p.m. to determine if conditions identified on the property located at 215 Main Street E are a public nuisance and consider issuing orders to abate the nuisance. Attorney Scott Dymoke provided an overview of the nuisance violations and the process of abating the nuisance. Due to an oversight in the paperwork, this Public Hearing is being held to allow the property owner the opportunity to appear before the Council. There is no new information to be presented regarding the public nuisance. There being no further comment, the Public Hearing was closed at 6:39 p.m.

Police Chief Craig Maus presented the Police Department’s September report. He noted there were 465 calls for service during that month, compared to 306 for September 2017. A total of 33 citations were written for the month of September. The year-to-date number of calls is 3,988 compared to 2,614 in 2017. For the month of September 2018, the Department received 25 agency assist calls.

City Attorney Scott Dymoke reported on projects he has been working on for the City: • St. Mary’s Conditional Use Permit (CUP) and Variance Application: Worked with City staff to respond to St. Mary’s application requests, prepare planning reports, and recommendations to the Planning & Zoning Commission.

Community Development Director Lisa Atkinson provided an overview of the Planning and Zoning Commission’s October 1 Meeting. Ms. Atkinson noted that approximately 110 people attended this meeting. The Commission reviewed and made recommendation on the Conditional Use Permit Application and Variance request submitted by St. Mary’s Church.

Ms. Atkinson provided an update on the building permits for the third quarter. The Melrose Area Development Authority (MADA) will meet on November 8. Yoga Melrose would like to relocate to 308 Main Street E. They are requesting the $5,000 commercial deferred loan for storefront improvements.

Mayor Finken stated that earlier this evening, a Public Hearing was held to determine if conditions identified on the property located at 215 Main Street E are a public nuisance and consider issuing

orders to abate the nuisance.City Attorney Dymoke stated that if the Council wishes to move forward with the abatement of the nuisance conditions for the above listed property, they will need to take action adopting the resolutions. In so doing, the property owner has 30 days in which to come into compliance with the applicable City codes and regulations. A motion for summary enforcement of the order will be made to the Stearns County District Court unless correction action is taken, or unless an answer is filed within the time specified in Minn. Stat. §463.18 which is 20 days. If the City must take action to enforce this order, all enforcement costs will be specially assessed against the property and collected in accordance with Minn. Stat. §463.22, §463.21 and §463.161. Council Member Frieler introduced Resolution No. 2018-51, Superseding Resolution No. 2018-44 Adopted On September 20, 2018 Ordering The Abatement Of Nuisance Conditions Located At 215 Main Street East, Melrose, MN. The motion was seconded by Mr. Klasen with a roll call vote recorded as follows: FOR: Council Members Frieler, Klasen, and Mayor Finken AGAINST: None ABSTAIN: Council Member Christenson Case No. CUP-8-2018-403.

Following its review of the Planning Report, the related information and associated documents and the Conditional Use Permit application, the Council gave consideration to the Conditional Use Permit application for a church in the R-1, Single-Family Zoning District. The Planning and Zoning Commission, at its October 1 meeting, by a unanimous vote, recommended the Council approve the Conditional Use Permit application. Community Development Director Atkinson stated that there are two applications before the Council submitted by St. Mary’s church.

The applications are: 1) Conditional Use Permit (CUP-8-2018-403) to allow construction of a new church on land zoned R-1; and 2) Variance (VAR-8-2018103) Single Family Residential, with a height exceeding the 40foot maximum height.

The property address of the proposed new structure is 755 Kraft Drive SE. It is generally located 1,000 feet east of the intersection of Kraft Drive SE and 5th Avenue SE. The City received the applications for the Variance and Conditional Use permit on August 31, 2018. The public hearing notice was published on September 19, 2018 and mailed to property owners within 350 feet on September 20, 2018 at which time it was also posted as required. Affidavits regarding the public hearing were included in the packet. The Planning and Zoning Commission, at its October 1 meeting, held a public hearing on both the Conditional Use Permit and the Variance. By a unanimous vote, the Commission recommended the Council approve both applications, with conditions. After the Council was

emailed the agenda for this meeting, staff had further discussions with the applicant regarding condition 24 on the proposed Conditional Use Permit resolution.

The applicants have asked that condition 24 on the Conditional Use Permit resolution be removed and a separate agreement be adopted in instead. The “Abatement Agreement” was drafted by the applicant. Comments and revisions to the document were made by staff which were approved by the applicants. Procedurally, the Abatement Agreement would be authorized by the Council prior to the Conditional Use Permit consideration and conditioned to be valid only if the Conditional Use Permit gets approved.

Murray Mack with HMA Architects presented the site plan of the new St. Mary’s campus. Mr. Mack stated that they have been working with St. Mary’s on this for almost three years and they have an excellent design for the proposed new church.

Mr. Mack also noted that soil borings have been completed and the soil is acceptable for a construction site. Council Member Christensen inquired as to the seating capacity of the new church and if it had originally been designed for 600 people and then changed to 800. Mr. Mack said the capacity has been changed over the design period. Mr. Christenson also asked if they had a cost estimate. Mr. Mack stated not at this time; however, there will be a budget meeting on November 1, 2018.

City Administrator Brethorst stated that during the open forum, there was an environment concern regarding potential North American Indian Artifacts. Mr. Brethorst stated an Environmental Assessment Worksheet (EAW) would be performed that would address this issue.

Mr. Brethorst also addressed the request to delay taking action on the Conditional Use Permit.

Per Minnesota State Statute, a Conditional Use Permit must be acted upon with 60 days unless the applicant is given. If not acted upon within this time frame, the Conditional Use Permit is automatically approved.

Council Member Klasen stated that as a liaison for the Planning and Zoning Commission, there was concern regarding the costs associated with the upkeep/ demotion of the existing building. He does not want to see the taxpayers having to take on this burden. There was a condition addressing this in the Conditional Use Permit; however, St. Mary’s objected. Mr. Klasen stated that in a conversation with a St. Mary’s representative, they arrived at a solution by drafting an Abatement Agreement. Mr. Klasen noted that it was mentioned that if this gets to complicated, there may be no masses in Melrose. He did not want to see this happen.

Council Member Christenson stated that he has heard arguments for and against the new church.

Mr. Christenson stated that as far as not having masses in the City of Melrose, he does not think God

would want that. Unfortunately, the community is split and there is no real winner; however, the procedure is pretty straight forward.

Mayor Joe Finken stated that he is way exhausted on this. Mr. Finken went on to say how he, as a firefighter, has been involved with this from the start - 1,317 days ago. He comes from a very devout Roman Catholic family. He has had some great role models and religious role models in his life, Fr. Leiser and Juliann Heller.

Mr. Finken said that he truly cares about each and every one of us, as this is his Catholic faith.

Mr. Finken stated he wanted to tell about that day, 1,317 days ago when he saw the flames. His first thought was that the church would be gone. When he got there, the first thing they did was to take a crew into the basement to rescue as many historical artifacts as they could because they believed in a few hours, the church would be destroyed. He went for the St. Patrick’s Last Supper art piece When Fire Chief Jeremy Kraemer arrived at the scene, he said they were going to try and save the church. Mr. Finken stated that he prayed to God because none of them have ever experienced such a dangerous thing as fighting a fire like that. He prayed to Mary to bless the church. He prayed to St. Joseph to watch over his family in case he did not survive. He prayed to St. Florian to help him fight the fire. He stated it was so dark inside the church, they could not see themselves. The plaster was falling, the floor shook, and the heat was so exhausting. He snuck around the church and continued to grab artifacts and hand them off to Fr. Mitch. Mr. Finken told a fellow firefighter, Noah Van Beck, to go to the alter where the Holy Relics were and retrieve them. Mr. Finken went on to say that what happened that day was nothing short than a modern-day miracle. When they knew the fire was out, he sat in a pew and prayed in thanks not knowing it would be the last time he would sit in a pew in

St. Mary’s Church. He stated that they accomplished something that most fire departments, something that full-time fire departments, do not do. They saved the building.

The one regret he still has to this day is when the fire was over, he didn’t ring the bell to let everyone know they saved the church. He stated that they all did it, all 90 of them. He did it for 117 years’ worth of parishioners. Since that day, 1,317 days ago, he has not had a good night’s sleep and there is nothing he thinks more about every day. Watching everything unfold as it did, he knew which way it was going to go. In his own opinion, he felt deceived believing that St. Cloud knew from that day what they were going to do. The day after the fire, he felt that they could have restored the church, they could have built on a gathering area, and money would not have been an option, it would not have been a problem. There was no doubt in his mind that the Parish of St. Mary’s would be the star of the St. Cloud Diocese. He stated that the decision not to rebuild fractured this community and will live on long after we are dead. Within his family, there is a possibility of losing two generations of Catholics. He has to tell his children that he believes in the teachings of the Catholic church but not in some of his teachers.

Mr. Finken went on to thank Ben Ellering as he went out of this way to ask him to come to the planning meetings. Being a firefighter there is a true brotherhood among them.

He is very grateful to this day for trying to bring him into this community of faith. He also added to please not forget about us loyal Catholics who love our parish, which our souls are still in the St. Mary’s Church. Mr. Finken stated that he forgives the child that started the fire. A child burned the church, but he feels the leadership all the way down to St. Cloud destroyed our parish.

ment and authorizing the Mayor and City Administrator to sign the “Abatement Agreement” regarding the fire-damaged St. Mary’s church structure, subject to approval of CUP-8-2018-403.

Mayor Finken noted that the Melrose City Center was built in 1990 and the HVAC system is original to the construction of the building. A facility assessment was recently completed, which stated that a phase replacement of the entire system should begin in 2019.

The phasing is as follows: • Condensing unit and air handling unit • Boiler and VAV upgrades • HVAC control systems Staff has consulted with a third-party vendor with ties to the community (Climate Air and Finken) and they support the concept of phased approach. They did agree that the condensing units and air handling units should be the priority for FY 19. The Utilities Commission has reviewed the proposal from SEH and support the phased approach. The Commission took action funding 50% of the bid specification for Phase I. Council Member Klasen stated that he has contacted two commercial HVAC companies. Mr. Klasen would like to have these companies meet with staff to look at a design-built option.

Mayor Finken noted that at the Council’s first meeting in January 2019, consideration will be given to making appointments to the various boards and commissions. A notice regarding same will be published informing residents that those interested in seeking appointment should submit their application to the City Clerk by no later than Friday, November 9. Applications are available at the Melrose City Center. Terms are expiring on the following boards and commissions: • Planning and Zoning Commission - one member (four-year term) Terms expiring: Shawn Mayers • Melrose Public Utilities Commission – one member (three-year term) Term expiring: Jeremy Kraemer Mayor Finken stated that the City Council has declared a vacancy on the Council due to the resignation of Council Member Josh Thieschafer. Minnesota law states that a vacancy shall be filled by Council appointment. The Council must take its best efforts to appoint a person to fill a Council vacancy and cannot choose to leave a Council position vacant until the term expires. Minnesota law does not require a Council vacancy to be advertised. The appointment is valid when a quorum of the Council is present, a majority vote of those present is enough to make the appointment. If it is a tie vote, a Mayor can appoint any qualified person willing to fill the vacancy even if that person was not the subject of the original appointment vote. The Council can establish any sort of application they so choose to fill the position. Due to the upcoming election on November 6, 2018, one option is to nominate for consideration the person who earns the highest vote count in the General Election. Another option is to seek out applicants in the community that have previously served on the Council to fill the remaining two-month term. The final option is to place an ad in the paper and seek all eligible applicants to submit an application very similar to that of the traditional employee vacancy and conduct interviews and then select based on those interviews. A motion was made by Mr. Klasen, seconded by Mr. Frieler and unanimously carried that the Council vacancy be filled by the individual that receives the highest votes at the November General Election.

levied against the two parcels that are located in the City limits. Parcel One (Seth Peterson) is a vacant lot and the County has set the minimum bid of $1,000.

The City has $20,886.74 worth of special assessments against the parcel for the cost of demolition and legal costs for the demolition of the parcel. Parcel Two (I-94 Industrial property) is vacant land with a storage unit on it. The County has set a minimum bid of $170,000.

The City has $12,649.66 worth of special assessments for the cost of utilities stubbed into the parcel. If the parcels are to sell at public auction, the City has two options available, recertify the special assessment or set a new reduced assessment. It is recommended to write off the special assessment against the Seth Peterson parcel as the lot is not buildable and has gone up for tax auction in the past. The lot can only be used as open/green space or merged with the neighbor. It is recommended to keep the special assessment on the I-94 Industrial property as is. Burnhamville Township October 30, 2018 The regular meeting of the Town Board of Burnhamville Township was held October 30, 2018 at the Burtrum Community Center. The meeting was called to order at 7:01 p.m. by Chair Mike Berscheit. Members present include Supervisors: Bruce Johnson, Mike Berscheit and Joe Muellner; Clerk Shirley Hulinsky; Treasurer Pam Throener. Erv Herdering was also present.

The minutes from the regular meeting of September 25, 2018 were approved as presented on a motion

by Sup. Johnson. Motion was seconded by Sup. Berscheit. Motion passed.

For correspondence the township board members received letters about Planning and Zoning, taxes payment received and feed lot inventory from Todd Co. Soil and Water. The board also received notice from a farm that said they would make bridge or ramp for vehicles to pass over manure hose on township roads.

A motion was made by Sup. Berscheit to pay all bills numbered 5650 through 5660: Rev. $698.83; R & B $15,663.33. Sup. Muellner seconded the motion.

Motion passed.

With the general election on November 6 the board will set up the voting booths on Monday, November 5 at 4 p.m.

A supervisor is working on cutting trees on the northern end of 321st. Contractor will add gravel to make this cartway easier to use. The rest of the roads look good. Contractor will work on cleaning the ditch

Supervisors looked at snow plowing bids. Sup. Johnson make a motion to accept the bid by Herdering, Inc. Sup. Mueller seconded the motion. Upon vote motion passed.

Treasurer’s report showed a balance of $42,154.55. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.

Clerk reminded the board that the Grey Eagle Fire Department meeting will be coming up in November.

A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Muellner.

Motion passed. Meeting was adjourned at 7:36 p.m.

Next regular meeting will be on Tuesday, November 27, 2018 at 7 p.m. in the Burtrum Community Center.

On thin ice – teach kids the dangers of ice Now is the time to talk with kids about the dangers of ice. Ice thickness varies greatly on lakes, ponds and rivers throughout the state. Some water bodies have none, while others have several inches, according to the Minnesota Department of Natural Resources.

“Ice, especially early ice with snow cover, is extremely deceptive because you can’t see dangerous cracks or the thickness of the ice under the snow,” said DNR Conservation Officer Adam Block. “Parents need to teach their kids that ice is never 100 percent safe. If your child is near the ice, you should be near your child.”

With many children out of school for holiday breaks, they may look toward newly forming ice for entertainment.

“In addition to checking conditions locally and being prepared with an ice safety kit, anyone recreating on ice should be wearing a life jacket or float coat,” said Lisa Dugan, DNR recreation safety outreach coordinator. “A life jacket is the one piece of equipment that increases your odds of not drowning from cold water shock, hypothermia or exhaustion should you fall through the ice.”

Ice safety guidelines No ice can ever be considered “safe

ice,” but following these guidelines can help minimize the risk: Always wear a life jacket on the ice (except when in a vehicle).

Children should never be unsupervised around ice.

Caution children to stay off ponds, streams, and other bodies of water.

A thin coating of ice on a pond or lake does not mean it is safe.

Check ice thickness at regular intervals – conditions can change quickly.

Before heading out, inquire about conditions and known hazards with local experts.

Avoid channels and rivers.

The minimum ice thickness guidelines for new, clear ice are: 4 inches for ice fishing or other activities on foot.

5-7 inches for a snowmobile or all-terrain vehicle.

8-12 inches for a car or small pickup.

12-15 inches for a medium truck.

Double these minimums for white or ice covered with heavy snow.

Stearns County Sheriff’s Office

November 17, 2018: at approximately 3:50 p.m., the Stearns County Sheriff’s Office responded to a one vehicle crash with injuries at the intersection of County Road 168 and Thunder Road in Melrose Township.

A large commercial type straight truck was eastbound on County Road 168 when it left the roadway at the curve at the intersection. It traveled into the east ditch and fell onto its side.

The driver, Bradley Alan Ramstad, 28, of St. Cloud, was able to get himself out of the cab.

Ramstad was transported to the Melrose Hospital and treated for non-life threatening injuries.

According to Sheriff Don Gudmundson, the truck was hauling US mail. The mail was transferred onto a different truck a short time later. The straight truck was totaled.

Ramstad was cited for a traffic offense stemming from the crash.

The Sheriff’s Office was assisted by the Melrose Police Department, Melrose Fire and Rescue and Melrose Ambulance.

November 15: At 10:00 a small caliber hand gun was found on on 165th Ave. south west of Long Prairie. Anyone with information on the owner is asked to call the Todd County Sheriff’s Office.

November 19: At 06:31 Shawn Watercott of Otsego was driving east on Cranberry Road east of Burtrum in a 2008 Dodge Avenger when he ran off the road due to the snow, the car went into the ditch and became stuck in a swampy area. The car was not damaged.

November 19: At 18:18 responded to a one vehicle accident on County 29 near 260th Street in Long Prairie Township. A Chevrolet S10 driven by James Geng Jr. of Alexandria rolled after entering the ditch. Geng Jr. and his passenger, Timothy Kuhnau of rural Browerville were transported by Long Prairie Ambulance to the Long Prairie Hospital to be treated for injuries. The Todd County Sheriff’s Office was assisted by the Long Prairie Ambulance.
