The ABCs of creativity -By Harvey Mackay Creativity fuels innovation, and innovation is essential to business.

So I’m sharing my thoughts on creativity, yet I’m using one of my favorite formulas: a simple list of ABCs. While the ABC approach itself may not be entirely creative, I think the message will bear me out. I have covered nine of the topics that I believe are the most important concepts in business over the years: customer service, leadership, networking, negotiations, sales, dreams, entrepreneurship, public speaking and team building.

Now it’s time to dissect creativity.

a creative way to stand out from the crowd.

A is for advertising. Expand your brand beyond media-generated advertising. For example, we painted our company name and phone numbers on top of our delivery trucks so it was visible to people who worked on upper floors of tall buildings.

B is for bold. People are not inspired by ordinary messages, so give them a reason to remember you.

C is for curious. Curiosity may not have been good for the cat, but it’s a winning formula for people.

D is for different. Don’t be afraid to do things that have never been tried before. You have to have enough faith in yourself to trust your instincts.

E is everyone. I firmly believe everyone has the capacity to be creative, if only they allow themselves to be.

F is for funny. Most products or services can benefit from a creative and humorous approach. When you make people laugh, or make them feel good, they are more likely to remember.

G is for genuine. Creativity does not include stretching the truth.

H is for head. Use yours to go to the head of the creativity class.

I is for ideas, which are like rabbits.

If you can get a couple, pretty soon you have a dozen.

J is for January, which is International Creativity Month – a time

to remind individuals and organizations around the globe to capitalize on the power of creativity. Creativity is important all year long.

K is for kids. Kids are unafraid to take gigantic risks. They haven’t been trained yet to take the safe approach.

Creativity comes naturally to kids.

L is for listen. We learn more by listening than talking. That’s why we have two ears and only one mouth.

M is for mistakes. Give yourself permission to try things even if you’re not sure they’ll succeed. Often you’ll stumble across a different strategy or a better path along the way.

N is for nature. New evidence suggests you can boost your imagination and creativity by getting outside and spending some time in nature. Take a walk and clear out the cobwebs.

O is for open mind.

Like parachutes, minds work best when they are open. Let ideas develop before you dismiss them.

P is for patience. You can’t hurry creativity, so take time to ponder your ideas. Sit back and think things over.

Let the seeds of ideas bloom into full flower.

Q is for quest. When you are on a quest for new business or promoting a new product or service, you need to employ every creative strategy that you can muster.

“The Good Old Days” -By Tom Kuehne STRESS A usual comment, regarding the “Good Old Days” stories, from individuals born after 1980 is “I can’t believe that people actually had to live that way.”

Well, they did, and as one looks back through the years, we see less conveniences the further back we go. Those of us who are older today learned to live without many of our current conveniences. The usual excuse we use is “that’s how it was.” We accepted things as they were and concentrated on doing what was needed to make our life complete without worrying about what we didn’t have.

A great contributor to our ideas today is TV and all the available apps to make us aware of what we can get and don’t have. Technology today seems to be geared toward making us feel that if we choose to not take advantage of some new programs, we are depriving or punishing ourselves. No wonder stress has become very common today.

We need to worry about what we don’t have, along with doing our daily duties to accomplish our daily needs. It was so much easier when we could live without the stress of media and technology.

There was stress in yesterday’s world. When comparing the medical advances that didn’t exist in past years to today’s commonplace cures, we remember another kind of stress. This stress was about life or death, not stuff we didn’t have.

In earlier years if one had an appendix problem, it actually threatened one’s life. Today it is solved with same day surgery. If one had a heart valve problem, first it probably wasn’t discovered and if it was, you would wait to die because there was no

cure. Today heart valve replacement is a rather simple procedure. Remember those older relatives who would be confined to a chair because that darn arthritis made their life very difficult.

There were no joint replacement procedures available yesteryear, but it is a common repair today. There were many other life-threatening conditions, which are no longer a threat today.

Remember a time when there were many individuals who were victims of TB and polio? These diseases effected so many people with death, confinement and physical ailments. Today we hear very little about these diseases, which were a common concern in the past.

We have heard stories about the flu epidemic from 100 years ago. This widespread killer effected the US and Europe and when we look at our family histories we discover that some of our ancestors died from it. Yes, that created stress for personal and family welfare.

Today, there either exists or will be rapidly created, a serum to stop the spread or relieve the symptoms.

I’m sure that many remember the school days when half of the class was absent because of an outbreak of flu, mumps, measles or chicken pox.

Looking back, it seems that these illnesses were accepted as childhood diseases which were a common part of growing up. There was concern, but only to the extent of any possible aftereffects. It was similar to knowing that winter is here and there is a possibility that there could be a blizzard coming, but when it comes we’ll simply deal with it.

Today, due to the media, we stress about things that are going on in Washington and California, when in the past we worried about what is going on in our family and local community.

R is for relax. Most people are at their creative best when they are relaxed and not under pressure.

S is for simple. No, this is not a contradiction. Creativity need not be complicated to be effective. Sometimes a simple approach is the most creative.

T is for thinking outside the box. Look for a fresh perspective or unconventional method instead of the same tired approach.

U is for understanding your limitations and then find a creative way to blast beyond them.

V is for variety. Variety truly is the spice of life. Changes and new experiences make life more interesting.

W is for wonder. Creativity embraces the wonder of novelty and ingenuity, and turns them into wonderful results.

Obituaries Earl R. Koester

Earl R. Koester, 93 year old resident of Swanville, MN, passed away on Wednesday, July 17, 2019 at the Little Falls Care Center. A Funeral Service was held on Sunday, July 21, 2019 at First Lutheran Church in Little Falls, with Rev. Jake Dyrhaug officiating. Burial was at St. Peter’s Lutheran Cemetery in Swanville, MN. Earl was born on April 3, 1926, to the late Alfred Sr. and Irene (Rahn) Koester.

He grew up in rural Swanville and attended Swanville public school. His first job was picking up canned milk from farmers in the Swanville and Flensburg areas. For a short time, he also hauled cattle to South St. Paul.

Then it was back to the milk business. He was a house-to-house milkman in Little Falls for 35 years. Two years before he retired at the age 65 the house-to-house milk delivery service came to an end. Those last two years were spent delivering to local restaurants, grocery stores, and other businesses. Earl played the tenor saxophone in his old-time band called The Six Jolly Fellows for 25 years. It was at one of the dances that he met his wife-to-be Martha Martin. They were married on August 21, 1952, at a friend’s home. They had an old fashioned farm wedding and were happily married for 58 years. From this marriage, they were blessed with three daughters, two grandchildren, and one great-grandchild.

When Earl wasn’t working or playing in the band he was busy shooting strikes on a local bowling league. After retiring, he kept

himself busy by mowing lawns, going for long walks, keeping a weed-free vegetable garden, growing roses and keeping his truck clean and shiny. It was quite the talk of the town. He and Martha spent their mornings playing Kings Corner and sipping on coffee.

They enjoyed long drives and maybe stopping at a garage sale or two along the way. Earl was known to his grandchildren and neighborhood children as “Papa” and took pride in that role. After Martha passed, Earl could be found visiting with friends at the local cafe and Swanville Produce. He also went on a few trips with LaVerne’s Travel to Branson, MO, the Twin Cities, and Mackinac Island in Michigan not to mention a trip or two the local casino. At the ripe old age of 88, he went on his first plane ride to Las Vegas to help his granddaughter celebrate her birthday! Karen and Nona shared trips with Earl, Karen taking the long trips, Nona the short. But it didn’t matter the trip, Earl always knew the way and wasn’t shy about telling you the quickest way to get somewhere-he knew every road in Minnesota we think! At age 90 he moved into Bridgeway Estates in Little Falls and most recently into the Little Falls Care Center after declining health. He will be deeply missed by his family.

Earl is survived by daughters, Nona (Tom Kliber) of Swanville; and Karen Koester of Maple Grove; grandchildren, Sara (Ryan) Keillor; great-granddaughter, Harlyn of Stillwater, and Ryan Kliber of Swanville; and sister, Devona (Dee) Peterson of Baxter.

Preceded in death by his wife Martha, infant daughter Linda, sister Bernice Zastrow, brothers Homer Koester and Alfred Koester.

Judith N. “Judy” Bailey, age 69 of Sauk Centre, died peacefully surrounded by her family on Sunday, July 21, 2019 at her home in Sauk Centre, Minnesota.

A Funeral Service will be held at 11 a.m.

Friday, July 26 at Zion Lutheran Church in Sauk Centre with Rev. Marty Porter officiating. Interment will be held in Greenwood Cemetery.

Visitation will be held from 4 to 8 p.m.

Thursday at the Patton-Schad Funeral Home in Sauk Centre and from 10 to 11 a.m. Friday at the church.

Judith Nan Grythe was born February 25, 1950 in Grey Eagle, Minnesota to Ervin and Faye (Buchan) Grythe. She lived on a farm near Grey Eagle and moved to Sauk Centre where she attended country school.

Judy moved to St. Paul and graduated from Harding High School. She moved back to Sauk Centre in 1984 where she worked at the Palmer House, Rainbow Lodge, and the hotel until purchasing the Ding Dong Café in 1997. Judy owned and operated the Ding Dong Café until her retirement in 2017. During that time, she moved her mother to Sauk Centre to be her caretaker.

Dolores was born June 11, 1930 in Osakis to Ellis & Myrtle (Meinstad) Byland.

She married Paul A. Radtke on May 3, 1947.

Dolores and Paul lived in Carson, WA twice and Minneapolis numerous times, always returning to Leslie Township. She worked part time as a senior health care provider at the Bethany Home in Alexandria and the Osakis Memorial Nursing Home until her retirement in 1976. Delores Christian faith was always important which was evident in how she raised her kids assuring that they participated in the Christian faith.

She enjoyed spending time on the farm, raising and butchering chickens. Vegetable and flower gardening; cooking and baking; needlepoint and crocheting were all things close to her heart and kept her very active.

She was a member of Zion Lutheran Church in Sauk Centre. Judy’s family was her life; everything she did revolved around her family. Judy would make a special dinner for each family member on their birthday. She enjoyed taking shopping trips to Alexandria and interacting with her customers. Judy was locally famous and known for her potato salad.

Survivors include her children, Lisa Bailey (significant other, Bob Ritter) of Sauk Centre, and Michael (Emily) Bailey of Sauk Centre; seven grandchildren, Nicole, Chase, Chelsy, Brandon, Sara, Hailee, and Lindsay; three great-grandchildren, Makenna, Brady, and Kade; brothers and sister, Dennis (Mary) Grythe of Sauk Centre, Darlene (Wayne) Rahn of St. Cloud, John (Barb) Grythe of Shoreview, Dale Grythe of Sauk Centre, and Danny (Marie) Grythe of Cottage Grove; and special friend, Mel Walter of Sauk Centre.

Judy was preceded in death by her parents; son, Troy Bailey; and nephew, Thomas Grythe.

Serving as casket bearers will be Corey Ritter, Shawn Grythe, Neal Grythe, Brandon Bailey, Chase Hendershot, and Ben Rosvold. Honorary bearers will be Brady Rieland, Kade Lemke, Matt Grythe, Keith Grythe, Tony Grythe, and Scott Herlund.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

After moving off the farm, she stayed very independent. Delores home was her castle and she enjoyed tending to it. She took pride in her plants and always had beautiful flowers. She loved spending time with her family, especially her grandchildren.

Survivors include her children, Gregory Radtke, Sandra (Jack) Rohr, Long Prairie and Mark (Christine) Radtke of Osakis; brothers, Dellis Byland of Alexandria; Larry Byland of Duluth; Roger Byland of Florida, six grandchildren and three great grandchildren.

She was preceded in death by her parents, husband Paul in 2011, son, Paul E. Radtke Jr., brothers, Russell, and Joyce “Dick” Byland.

Dear Dave, I had about $12,000 in debt when my husband and I got married three years ago. Since that time, we’ve been given cash gifts from my parents from time to time, and we keep having discussions on how to use this kind of money when it is given to us. I’d like to put it toward paying off debt, but he would rather treat it as fun money. What are your thoughts on this, please?

-Sara Dear Sara, If there’s something you need, and you agree on it together and choose to buy it as a couple, that’s cool. I’ve got no problem with that. But you guys are still just starting out, and you’ve got debts to pay. I’m sure your husband has a good heart, but I think it’s time for him to grow up a little and realize the importance of getting your financial house in order.

Did your parents have specific and reasonable thoughts on how they’d like you to use the money? If so, you should honor their intent. If not, then how it gets used is pretty much up to you guys. But in your situation, life’s not a birthday party when this kind of thing happens. You should be making mature, responsible decisions together regarding any money that comes into your household. It’s really no different than a paycheck. You take care of obligations and other important things first.

Adults waste money on play things and fun stuff just because it

was handed to them by mom and dad.

That’s how a 10-year-old behaves. Sit down with your husband, and explain how important it is that you guys start making better decisions with your money. If you two start working together, you could knock out this debt in a hurry!

-Dave Dear Dave, I’ve had enough of living paycheck-to-paycheck. I’m going to start following your plan, but I have a question. Should I catch up on my past due bills before beginning Baby Step 1?

-Simon Dear Simon, Go for it! You’re sick and tired of being sick and tired, and you’re going to get control of your money. I love it!

First, make sure you’re up to date with necessities - food, clothing, shelter, transportation, and utilities.

Next, get current or make arrangements for any other types of debt you have, including credit cards.

You mentioned Baby Step 1, which is getting $1,000 in the bank for a beginner emergency fund. Baby Step 2, the debt snowball, comes next. Start paying off all debts, except for your home, from smallest to largest. Then, in Baby Step 3 you’ll save more and increase your emergency fund to a full three to six months of expenses.

Now, you can really start looking at the future. In Baby Step 4, you’ll start investing 15 percent of your household income for retirement. College funding for the kids, if there are any, is Baby Step 5, and Baby Step 6 is a milestone— pay off your house early!

But the real deal is Baby Step 7. This is when all your hard work, sacrifice, and smart financial decisions put you in a place where you can build wealth and

Chris and Missy Moscho of Elrosa are proud to announce the birth of their son, Max Duane Moscho, born Friday, July 19, 2019 at 8:14 a.m. at CentraCare – Melrose.

Dear Motor Medics, I’m addicted to my seat heaters. Every car I have ever purchased has had them and it has even been a deal breaker for me when shopping for a car if it did not have them. I use my heaters year round unless it is really warm out. My driver side seat heater just failed on my Cadillac and or course it is 2 months out of factory warranty. They would love to replace it for me at a charge of $800.00 and that’s just not going to happen. I am not ready to purchase a new car but I want my seat heater to work. Is there anything I can do to get it going again?

Good thing that there are alternatives out there. You could check with your local recycled parts place, AKA Salvage Yard, and they may have an entire working seat for you that will match your interior, or you could look into an aftermarket heater. Seat heaters are a great accessory for anyone who has a seat to sit on. Cars, trucks, tractors, they all can be equipped with heaters usually at a much lower price than a replacement factory unit. Check your local car stereo shops or accessory installation dealer to see if they offer them.

-Take care, the Motor Medics Dear Motor Medics, I had the air conditioning system fail on my Land Cruiser two years ago due to a large leak in the rear refrigerant lines that run under the vehicle. Where

the lines run they are susceptible to damage from road debris and those concrete stops they put at the front of parking spaces. You know, the ones with the metal stakes holding them that my teenage daughter thinks is ok to drive over instead of backing up.

So after the cloud of refrigerant smoke cleared I took it to both the dealer and an independent shop for a repair quote.

Both places were over $1000.00 to replace the lines. They said the lines come as a set and take many hours to replace. Is there anything I can do that won’t cost me so much money?

You can do without air, you can spend the money for new lines, you could block off the rear lines and just use the front a/c, or you can repair the lines you have. There are a/c line repair kits out in the market that not all shops have but the ones that do will be able to cut out the damaged section and splice in a new one. You can also have a rear delete kit installed. Either one will be a large savings over having the entire line set replaced.

Melrose City June 20, 2019 The Melrose City Council met in a Regular Meeting on Thursday, June 20, 2019 at 6:00 p.m. at the Melrose City Center pursuant to due notice being given thereof.

Present were Council Members Tony Klasen, Justin Frieler, Mark Hill, Travis Frieler, and Mayor Joe Finken, City Administrator Colleen Winter, and City Clerk Patti Haase. Mayor Finken presided thereat. The Council then recited the Pledge of Allegiance.

A motion was made by Mr. Travis Frieler, seconded by Mr. Klasen and unanimously carried to approve the agenda as amended.

Mayor Finken then opened the floor to public comment. There were no comments.

The following items were considered for approval under the Consent Agenda: a. The minutes from the Council’s May 9 Special Joint Meeting with the Utilities Commission, the May 16 Regular Meeting, and the May 22 Special Meeting. b. List of bills in the amount of $218,884.68. c. List of investments for the month of May. d. 1) Gambling Resolution No. 2019-38, Resolution Approving Gambling License to CentraCare Health Melrose for an exemption from lawful gambling license to conduct a raffle on September 28, 2019 at the Melrose American Legion located at 265 County Road 173, Melrose MN A motion was made by Mr. Justin Frieler, seconded by Mr. Klasen and unanimously carried to approve the Consent Agenda items.

Dina Pierskalla with State Farm presented the Council with a check for $10,000 as recipient of the State Farm grant for the CSAH 65 sidewalk project.

Ana Santana, representative from Jennie-O Turkey Store, presented the Council with a check for $67,500 for the CSAH 65 sidewalk project.

Police Chief Craig Maus presented the Police Department’s May report. He noted there were 438 calls for service during the month, compared to 599 for May 2018. A total of 33 citations were written for the month of May. The year-to-date number of calls is 1,973 compared to 2,126 in 2018.

For the month of May 2019, the Department received 23 agency assist calls. Chief Maus also reminded residents that the Riverfest Celebration kicks off on Thursday, June 27. You will find the schedule of events on the Melrose Chamber of Commerce website. Chief Maus stated that the Department is also working on nuisance violations.

There are a couple of violations, that unless addressed in the upcoming days, will be brought before the Council at the July meeting.

Community Development Director Atkinson provided an update on the Planning and Zoning Commission’s June 18 meeting. Ms. Atkinson also provided an update on other community development projects.

City Attorney Scott Dymoke was not present at the meeting; however, it was entered into the minutes that during the period from May 8, 2019 through June 12, 2019, City Attorney Dymoke had been working on the following projects for the City: • Parking Ordinance: Worked with City staff to prepare proposed amendment to City Code and resolutions for parking restrictions on 2nd Avenue SE and Turkey Lane SE • Rental Licensing: Reviewed inspection reports and compliance order for property at 410 2nd Street

SW. Advised City staff on process and procedures for enforcing compliance order.

• City Center HVAC Agreement: Reviewed contract for new City Center HVAC equipment.

Noted discrepancies and advised City staff of required changes.

City Engineer Mike Nielson provided an update on the following: 2018 1st Street & 4th Avenue project: This project is almost completed. WSB staff will review the project with Streets/Parks Supervisor Gary Middendorf and put together a final punch list of items that need attention. It is anticipated to submit the final requires for payment at the Council’s July meeting.

2019 Street Improvements: The final lift of bituminous is scheduled to be placed on June 21.

The curb and sidewalk improvements have been completed and the base course of bituminous has been placed.

Bridge/Rock Arch Rapids: The LCCMR Board is still looking for additional hydraulic information to be submitted to the DNR. Staff informed the Board that the City was committed to moving forward with the project and understands that the lake level would remain where it is today and that no additional City funds would be spent on the project until the LCCMR grant funds were available to use on the project. The Board requested some additional updates to the work plan and budget and will consider the final approval at the June 27 meeting.

2019 Chip Seal: The completion date for the project is July 30, 2019.

Don Salzmann CR 65 Drainage Improvements: The County has approved moving forward with the drainage improvements with the 50/50 cost share as previously discussed. The City will either need to acquire an easement from Jennie-O Turkey Store (JOTS) or acquire the entire parcel. Staff will be contacting JOTS to see if they are still interested in donating the parcel to the City.

City Administrator Winter provided an update on the meeting with Jennie-O Turkey Store discussing their average flows and BODS coming from the plant. A follow-up meeting has been scheduled for July 8, 2019.

Mayor Finken stated that the City received their annual quote for general liability, errors and omissions, auto, equipment, and property insurance through the League of Minnesota Cities Insurance Trust (LMCIT) for the period of May 15, 2019 - May 15, 2020. The total quote is $81,408 from $73,843 for the 2018-2019 coverage. The cost for the premium is shared between the General at 42% and Utility Funds at 58%. The City’s insurance coverage has a $5,000 deductible, $15,000 aggregate. The City needs to decide whether or not to waive the statutory tort liability limits.

The decision to waive or not to waive the statutory limits has the following effects: 1. If the City does not waive the statutory limits, an individual claimant would be able to recover no more than $500,000 on any claim to which the statutory limits apply. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would be limited to $1,500,000. These statutory tort limits would apply regardless of whether or not the City purchases the optional excess liability coverage.

gle occurrence. The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to $1,500,000 regardless of the number of claimants.

3. If the City waives the statutory tort limits and purchases excess liability coverage ($1 million for $9,963), a single claimant could potentially recover an amount up to the limit of the coverage purchased.

The total which all claimants would be able to recover for a single occurrence to which the statutory tort limits apply would also be limited to the amount of coverage purchased, regardless of the number of claimants. In the past the City has not purchased the excess liability coverage.

In the past, the City has chosen Option 2.

The Utilities Commission, at its June 10 meeting, took action approving the insurance quote of $81,408, to waive the monetary limits on municipal tort liability, to keep the deductible at $5,000/$15,000, and not purchase excess liability coverage.

A motion was made by Mr. Travis Frieler, seconded by Mr. Hill and unanimously carried concurring with the Utilities Commission approving the insurance quote of $81,408, to waive the monetary limits on municipal tort liability, to keep the deductible at $5,000/$15,000, and not purchase excess liability coverage.

Mayor Finken stated that applications with the Minnesota Management and Budget Office for the 2020 capital budget request was due on June 14, 2019. Finance Director Beuning worked with Mike Larson with SEH to submit the application to request bonding bill funding for the wastewater treatment facility updates. Part of the requirements for the application is a resolution of support from the governing body. The Utilities Commission passed the resolution of support at their June 10, 2019 meeting.

Council Member Hill introduced Resolution No 2019-34, Authorizing the City Administrator to File an Application with the Minnesota Management and Budget Office for the Purpose of a Wastewater Treatment Facility Project.

The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Members Hill, Travis Frieler, Klasen, Justin Frieler, and Mayor Finken; AGAINST: None Mayor Finken noted that the City of Melrose has four lots that sold during Stearns County’s tax forfeiture auction. These parcels have the associated special assessments on them: Parcel ID/Legal Description: 66.36668.0003; Daylight Court Lot 004 Block 001Assessment: $25,462; If Lot 004 Block 001 is split and merged with Lot 003 Block 001 and Lot 005 and Block 001, then reassess at $13,410. Upon purchase of the parcel from Stearns County, the new owner is responsible for any special assessments on the property. The City Council has the authority to require payment in full, re-assess as is, reduce the assessment or waive the assessments. Staff contacted other local cities to determine their practice, and it is common to assess over seven years. Staff recommends should the Council wish to assess these property owners, to use the same interest rate as called out by our special assessment policy, which is 2% over the average municipal bond yield. This would fall into line with other assessments done recently in the City of Melrose. A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried requiring assessments under $20,000 be paid in full immediately and an option be given to those with assessments greater than $20,000 be assessed over a seven-year period at an interest rate of 2% over the average municipal bond yield. If a building permit is not pulled within two years of purchase, the balance is due in full. If the property is resold, the assessments are due immediately upon sale of the property.

The Council next gave consideration to Pay Voucher No. 1 from Riley Bros. Construction for the 2019 Street Improvements.

The total due on Pay Voucher No. 1 is $176,406.85 less retainage of $8,820.34 for an amount due of $167,586.51. Pay Voucher No. 1 has been reviewed by WSB Engineering and recommends approval in the amount of $167,586.51. A motion was made by Mr. Klasen, seconded by Mr. Justin Frieler and unanimously carried approving Pay Voucher No. 1 from Riley Bros. Construction in the amount of $167,586.51.

Mayor Finken stated that notices have been sent to property owners at 375 Kraft Drive SE, 509 1st St SW, 413 5th Avenue NE, and 212 Riverside NW requesting that the grass be cut. As per City Code 95.38, all property owners shall be responsible for the removal, cutting, or disposal and elimination of weeds, grasses, and rank vegetation or other uncontrolled plant growth on their property that, at the time of notice, is in excess of eight inches in height. It is recommended that the Council approve the destruction orders as it then becomes effective for the entire growing season, meaning that if at any time after the issuance of the notice a violation reoccurs, the City shall abate the weeds without further notification to the property owner.

It should be noted that any unpaid grass cutting bills can and will be certified against the property prior to year-end. A motion was made by Mr. Travis Frieler, seconded by Mr. Klasen and unanimously carried approving the destruction order for 375 Kraft Drive SE, 509 1st St SW, 413 5th Avenue NE, and 212 Riverside NW. Police Chief Maus is requesting Council approval to seek applicants for potential Police Officer candidates. Staff would accept applications that would be kept on file for one year as eligible candidates should a position become available.

This would shorten the time frame for recruitment of candidates. Chief Maus is working with surrounding communities to consider a joint hiring effort so all communities can draw from the pool of applicants and realize the benefits. This type of eligibility pool is common for larger agencies that are anticipating retirements, medical leave, etc.

Chief Maus will work with City Attorney Dymoke on the legal aspects. A motion was made by Mr.

Klasen, seconded by Mr. Travis Frieler and unanimously carried authorizing staff to seek job applications for Police Officer eligibility.

Mayor Finken stated that the Planning and Zoning Commission held a public hearing on February 25, 2019 to consider adding an Outdoor Seating Ordinance to the City’s code that would allow an annual permit to be issued administratively to allow seating on sidewalks and public rights-of-way or easements, primarily in the downtown area. A minimum of four feet in clear, walkable sidewalk must be maintained. Other criteria are outlined in the ordinance. Included in the other criteria is language allowing the City to prohibit outdoor seating on public sidewalks during public events, especially if it might pose a safety hazard due to increased pedestrian traffic, which was recommended by the Commission. After the Commission meeting, staff added some language, reviewed by the City Attorney, allowing immediate resolution of any significant safety concerns, regardless of whether there is a breach in any agreement or conditions.

The ordinance also outlines the process of allowing the concerns to be rectified and the permit to be re-utilized following correction of the immediate safety concerns.

The Commission recommends approval of the ordinance, which has been reviewed by City staff and the City Attorney. The Council, at its May 16 meeting, recommended the ordinance be shortened and simplified for ease of use and reference by businesses. They also wanted no fee associated with the process.

After revising the document and consulting the City Attorney, it was recommended that a permit still be required, with no cost. Every effort was made to make the ordinance as short as possible while still protecting the City from liability regarding any possible personal injury or property damage resulting from objects being placed or used in the right-of-way. Staff and the City Attorney recommend approval of the draft ordinance. Mr. Klasen stated that he still does not agree with requiring a permit to have outdoor seating. Mr. Klasen stated that noncompliance can be addressed without requiring permitting. Council Member Klasen also questioned the insurance requirement. Mr. Klasen noted that should compliance becomes an issue, the City could consider requiring a permit.

Mr. Justin Frieler agreed with Mr. Klasen; however, he did not object to the permitting as long there is not a fee. He felt that the insurance requirement may be burdensome and may dissuade the business owner from having outdoor seating. Mr. Hill had suggested that as long as the business owner just signed for a copy of the ordinance, he felt that would be sufficient. Ms. Atkinson stated that the City tries to make the permitting process easy and convenient. Mr. Klasen made a motion to move forward with the revised ordinance removing the permitting requirement. Mr. Justin Frieler seconded the motion. The Council debated the motion. Mr. Hill stated that he needed further clarification on the proposed changes to the ordinance prior to voting. After further discussion, Mr. Klasen then amended the motion to move forward with the revised ordinance removing the word permitting and eliminating under Section 2 92.42 (A1). The motion was debated. Ms. Winter cautioned the Council stating that the sidewalk was not intended or designed for seating; therefore, the permitting is intended to acknowledge that the businesses have read the ordi-

nance. The Council reviewed the violation procedure and language.

Mayor Finken called for a vote on the amended motion on the floor to move forward with the revised ordinance removing the word permitting and eliminating under Section 2 92.42 (A1). The motion was seconded by Mr. Frieler with a roll call vote recorded as follows. FOR: Council Members Klasen and Justin Frieler; AGAINST: Council Members Hill, Travis Frieler, and Mayor Finken The motion failed. After further discussion, the Council, by consensus, determined to table Ordinance No. 06-20-2019-1 and have it brought back at the Council’s July meeting.

Mayor Finken noted that Melrose parking regulations include both ordinances creating parking restrictions on specific streets and a general statement that the Council may designate no parking and restricted parking zones. If the Council wishes to follow the general practice of adopting parking restrictions by resolution, the current language should be amended to specifically state that the restrictions may be adopted by resolution.

The drafted ordinance amendment does this by adding the phrase “by resolution.”

Council Member Hill introduced Ordinance 06-20-2019-2, An Ordinance Amending Melrose City Code Section 71.19(A). The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Members Hill, Travis Frieler, Klasen, Justin Frieler, and Mayor Finken; AGAINST: None Mayor Finken stated that the Council, at its March 21 meeting and again at its May 16 meeting, discussed parking along 2nd Avenue SE. Staff was directed to work with the County in regard to prohibiting parking. The County stated that the City would need to submit a resolution requesting prohibited parking. Council Member Justin Frieler introduced Resolution No. 2019-35, Requesting Establishment of Winter Parking Restrictions on CSAH13/Second Avenue SE in the City of Melrose, Minnesota. The motion was seconded

Council Member Justin Frieler introduced Resolution. No. 2019-36, Resolution Designating No Parking Zone on Turkey Lane SE in the City of Melrose, Minnesota. The motion was seconded by Mr. Hill with a roll call vote recorded as follows: FOR: Council Members Justin Frieler, Hill, Klasen, Travis Frieler, and Mayor Finken; AGAINST: None Mayor Finken stated that the Council, at its May 16 meeting, moved to table action on upgrading the City phone and internet service.

a later date, if needed. The leased option would have an upfront cost of $1,200, and a monthly fee of $2,759.15, which would be a decrease of $205.77 per month from current rates. The purchased option would be an upfront cost of $8,025, and a monthly fee of $2,559.90, a decrease of $405.02 from current rates. At its May 13 meeting, the Utilities Commission approved the leased option with Arvig to purchase new phones and upgrade the phone system. A motion was made by Mr. Klasen approving the upgrade to the current phone system, leaving the internet service at 100M/20M upload/download speed with the leased option. The motion was seconded by Mr. Travis Frieler with a roll call vote recorded as follows: FOR: Council Members Klasen, Travis Frieler, and Hill; AGAINST: None; ABSTAIN: Council Members Justin Frieler and Mayor Finken due to a conflict of interest.

Mayor Finken noted that four applications were received for the Part-Time Streets/Parks & Water/ Wastewater Maintenance Worker position. Three candidates were interviewed on June 6, 2019. Two individuals were offered the position, of which both respectfully declined the offer. Staff knew of another individual that was potentially interested in the position. Attorney Dymoke was contacted, and since the City has publicly advertised and opened this position, we are authorized to leave it open past the original dates without having to repost it. To keep the process moving efficiently and to fill the position in a timely manner, staff is requesting approval from the Council to continue with the interview process and hire for this position. When staff looked at the part-time maintenance position, it determined that this position is basically performing the same duties as the full-time maintenance position; therefore, staff is proposing to change the wage scale to be the same as the full-time position and to re-advertise the position to remove the portion relating to the water/wastewater and to be more similar to that of the maintenance position. A motion was made by Mr. Travis Frieler, seconded by Mr. Klasen and unanimously carried approving the wage scale to be equivalent to the full-time maintenance position and re-advertise for the position.

Mayor Finken noted that on May 31, 2019, the Governor signed into law appropriations recommended by the Legislative-Citizen Commission on Minnesota Re-

sources (LCCMR) for $2,768,000 in appropriations for the Sauk River Dam Removal and Rock Arch Rapids Replacement. These appropriations are contingent upon LCCMR approval of the current work plan, as well as the City of Melrose’s commitment of a local match of $700,000. The Council approved by consensus at the March 15, 2018 meeting that a match would be considered to obtain grant funding. These costs will be incurred by the channel realignment associated with the 5th Avenue Bridge Project. LCCMR is requesting the City of Melrose to present their current work plan, as well as confirm the City commitment at either their June 26 or 27 meeting. WSB will continue to work with the DNR after July 1, 2019 when the grant funds will be released to complete design and permitting approval.

Council Member Hill introduced Resolution No. 2019-37, Committing to Funding Local Match for the Sauk River Dam Removal and Rock Arch Rapids Replacement project. The motion was seconded

Mayor Finken stated that according to State Statutes, there are certain exceptions to the Open Meeting Law, which allow councils to close meetings. The City Council may, by majority vote in a public meeting, decide to hold a closed meeting to determine the asking price for real property to be sold by the public body, review confidential or nonpublic appraisal data; develop or consider offers or counteroffers for the purchase or sale of real or personal property.

Prior to closing a meeting under any of the following exceptions, the public body must state on the record, the specific grounds that permit the meeting to be closed and describe the subject to be discussed and identify the particular property that is the subject of the meeting.

The meeting must be tape-recorded, and the property must be identified on the tape. The recording must be preserved for eight years and must be available to the public after all property discussed at the meeting has been purchased or sold or after the public body has abandoned the purchase or sale.

A list of Council Members and all other person present at the closed meeting must be made available to the public after the closed meeting.

The Council, by consensus, affirmed MADA’s recommendation to continue with the mixed-use concept. The next step is for Bradbury Stamm to place funds in an escrow account for the preparation of the Development Agreement. The Council, by consensus, determined that $5,000 would be an appropriate initial amount.A motion was made by Mr. Hill, seconded by Mr. Klasen and unanimously carried to re-open the meeting at 8:05 p.m.

Mayor Finken stated that the City acquired some of the former Burlington Northern land when the railroad was vacated, and the trail constructed. Portions of this land have been sold to abutting properties when they expressed interest. One parcel (66.37010.0762), abutting land owned by Maria De Lourdes Martinez (420 Main St E), has been maintained by that abutting property for years under the assumption that it was part of their land. That property owner has expressed interest in purchasing from the City. The land abutting the trail is located just south of Coborn’s/ Main Street, on the east side of 1st Ave SE. The abutting land to the east was purchased by the property to the south of that parcel in 1999 (LeClarie). The Martinez property owner would like the opportunity to similarly purchase the land abutting their property. According to documents filed with the County, other properties along the railroad corridor were purchased at a cost of $1.00 per parcel. One parcel was purchased at a cost less than $500.

Valuation for the LeClaire property is $3,600 sold for $1.00 (taxes $51.75) The valuation for the property in question is $4,700. A motion

Mayor Finken stated that staff has been working on updating the existing 2030 Melrose Comprehensive Plan in preparation for the 2040 Comprehensive Plan. The first few chapters have been updated on the document but quite a few chapters still need to be addressed.

Overall the document is in the early stages of being updated. Staff is hoping to do a significant portion of the updating in-house to save costs; however, at the minimum, the community input/survey portion will likely need to be completed by a consultant. Below are two main questions to be addressed, including staff comments regarding the topics. Then there is an overview of the revisions underway on the document, including restructuring parts of the Plan. Finally, Chapter 2 is included in draft form, which includes an overview of the Visions, Goals and Strategies. Comments from review of this chapter will be helpful in setting the tone for updating the overall document.

The two questions for your consideration: Question 1: What Level of Community Input is Desired? a. Online Survey b. Paper Survey c. Open Forum(s) The direction for communi-

ty input needs to be determined by the Commission and Council.

In the past, it seems several openhouse and listening sessions were held to gather public input. A citizen survey was also utilized in the past. Another option available is a “Survey Monkey” type of on-line survey with paper copies. There are limitations to having more than one survey type in that sometimes people may submit more than one survey, especially if it is anonymous.The City could send notice of the survey or an actual paper copy of the survey in a future utility bill, but electronic payment (automatic withdrawal) bills may not be opened on time to respond to the survey if at all, so using multiple methods of informing the public would need to be used. (Facebook, newspaper, etc.)

Question 2: Does the City want to form a Comprehensive Plan Committee to review the draft versions and provide input?

Ms. Atkinson stated that the Planning and Zoning Commission recommends doing both an on-line survey and paper survey as well as a public open forum. They also recommend forming a Comprehensive Planning Committee. Mr. Klasen believes a lot of public input is needed as the plan should reflect what the community as a whole wants, not just individual, Council or local boards views. Ms. Winter looked to the Council for direction as who they felt would work best to facilitate the public forums. Mr.

Klasen recommended having perhaps a former employee and local consultant would be a good candidate.

Mayor Finken noted that the City of Melrose is in the process of installing a storm sewer pipe on property that is owned by Jennie-O Turkey Store (JOTS). Staff has received an email from John Hotek (JOTS Director of Engineering) giving the City permission to install the storm sewer directly west of their live haul entrance. JOTS is willing to transfer the property over to the City for $1.00, and if the City is willing to pay for the Quit Claim Deed, survey, legal and recording.

Essentially, they have no use for the property and the City currently has a lift station located on the property. Staff will continue to work with JOTS and bring a resolution before the Council at a future meeting.

Send Your Children Back to School Protected from Serious Diseases National Immunization Awareness Month is a reminder that we all need vaccines throughout our lives.

Back-to-school season is here. It’s time for parents to gather school supplies and back packs. It’s also the perfect time to make sure your children are up to date on their vaccines.

Child care facilities, preschool programs, schools and colleges are prone to outbreaks of infectious diseases. Children in these settings can easily spread illnesses to one another due to poor hand washing, not covering their coughs, and other factors such as interacting in crowded environments.

To celebrate the importance of immunizations for people of all ages, and make sure children are protected with all the vaccines they need as they go back to school, Todd County Health & Human Services is joining with partners nationwide in recognizing August as National Immunization Awareness Month.

Todd County Health & Human Services will be holding immunization clinics on Tuesday, August 6th and Monday, August 26th from 9:00-12:00 and from 1:004:00. There will also be a late afternoon and early evening clinic held on Wednesday, August 28th from 3:30-7:30 PM. “Getting children all of the vaccines recommended by CDC’s immunization schedule is one of the most important things parents can do to protect their children from serious diseases,” said Samantha Cofell. “If you haven’t done so already, now is the time to check with your child’s doctor to find out what vaccines your child needs.”

Vaccines protect against a number of serious and potentially life-threatening diseases.

When children are not vaccinated,

they are at increased risk for diseases and can also spread diseases to others in their classrooms and community- including babies who are too young to be fully vaccinated and people with weakened immune systems due to cancer or other health conditions.

Talk to your child’s doctor to find out which vaccines are recommended and required for them before going back to school.

July 19, 2019: At 23:58 a Todd County Sheriff’s Deputy conducted a traffic stop on County 33, near 130th St., Grey Eagle. As a result, the driver of that vehicle, Dominic Barron (18) of Forest Lake, MN, was placed under arrest for 5th Degree Controlled Substance Crime, Possession of Drug Paraphernalia, and Small Amount of Marijuana in a Motor Vehicle.

July 20, 2019: At 7:57 responded to a semi that had overturned. Nicholas Klimek of Parkers Prairie was traveling east on County 6 near Cedar Lake Rd., Grey Eagle, when the vehicle he was driving left the road and overturned. The vehicle, a 2001 Freightliner, sustained damage. The driver was check for injuries, and later transported to Douglas County Hospital by personal vehicle. The Todd County Sheriff’s Office was assisted onscene by Long Prairie Ambulance.

July 23, 2019: During the week of July 14th through July 20th, the Todd County Sheriff’s Office responded to 213 calls for service. The following were the types of calls: 64 traffic stops, 19 civil process, 7 suspicious activity type complaints, 5 damage to property complaints, 1 theft, 8 assist other agencies, 4 accidents, 4 traffic complaints, 2 disturbances/domestics, 4 car/deer accidents and 2 welfare checks. Todd County Dispatch received 146 -911 Calls during the week.

Rep. Anderson urges drivers to adapt to new hands-free cell phone law

State Rep. Paul Anderson, R-Starbuck, urges drivers to prepare for an Aug. 1 change in law prohibiting the use of hand-held electronic devices such as cell phones when behind the wheel.

The new law requires drivers to use voice commands or single-touch activation without holding the phone in order to make calls, text, listen to music or podcasts and use navigation systems.

Anderson said the new law will mark a significant change in the way many individuals use a cellphone while driving.

“This is going to be a big change for some people since cell phones have become such a prominent fixture in our daily lives,” Anderson said. “I encourage people to figure out what works best for them to not only comply with the new law, but to help make our roads safer right off the bat as the new law takes effect.

Let’s hope the transition is as smooth as

possible and that this new law serves its purpose by helping us all be more attentive while driving.”

While individuals will no longer be able to physically hold a cell phone while operating a vehicle, drivers also are prohibited from video calling, video live-streaming, Snapchat, gaming, looking at video or photos stored on the phone, using non-navigation apps, reading texts and scrolling or typing on the phone.

Exceptions are allowed for individuals to obtain emergency assistance if there is an immediate threat to life and safety, or when in an authorized emergency vehicle while performing official duties.

GPS systems may still be used, but destination programming must be performed ahead of time, before a driver enters the roadway.

West Nile virus impacting MN Loons A recent uptick in reports of dead loons and test results indicate an impact from West Nile virus (WNV), according to nongame wildlife staff at the Minnesota Department of Natural Resources.

The Veterinary Diagnostic Laboratory at the University of Minnesota confirmed WNV as the cause of death in two of three dead loons from northeastern Minnesota earlier this month. Wildlife staff are receiving a small but noticeable increase in calls from people finding dead loons in northeastern Minnesota this summer.

WNV was first confirmed in Minnesota in 2002 and was documented as a cause of loon mortality in Minnesota as early as 2005. It is not uncommon for people, animals and birds to be exposed to WNV through mosquito bites. Most people and animals successfully fight off the virus and develop antibodies against future infection. Some birds, like loons, crows and other corvids, are especially susceptible to the infection. Researchers are attempting to discover the rates of infection among ruffed grouse.

Loons can die from a variety of illnesses and injuries and individual bird deaths are a normal occurrence and not cause for alarm.

“Minnesotans love our loons and it’s concerning for people to find them dead.

When we start seeing multiple birds dying on a single lake, we want to know about it so we can start tracking the information and determine when further testing is warranted,” said nongame wildlife specialist Gaea Crozier. “While there isn’t a way to treat the West Nile virus infection, knowing the cause can help us rule out other, preventable causes of mortality.”

Lake homeowners and other lake users who observe two or more dead loons on a single lake with no obvious injury or cause of death are asked to email the nearest DNR nongame wildlife staff for tracking: Bemidji/northwest area: Christine Herwig, christine.herwig@state.mn.us.
