Swanville City • February 8, 2022 There was an informational meeting starting at 5:30pm in the Swanville Center with Messina Owings present from Central MN Housing Partnership Inc.to go over the applications for having rehabilitation work completed on homes and businesses in the City of Swanville. Many interested residents filtered in and out during the allotted time frame which ended about 6:30 pm. The applications will be submitted to the Department of Employment and Economic Development (DEED) Small Cities funding program. Minutes from the City of Swanville Public Hearing held in the Swanville Center on Tuesday, February 8, 2022. The hearing was called to order at 6:45 pm with the following members present: Mayor Lange, John Dragseth, Norm Carlson, Tony Maciej and Jim Molitor. Also present: Clif Allen and Sarah Brunsvold. Mayor Lange opened the meeting and turned it over to City Engineer, Clif Allen. Allen explained in detail the overview of the Small Cities Development Program, proposed project, costs and financing, staff roles, protection of historic properties, and then gave time for public comments. The public hearing was then closed. Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 8, 2022. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Jim Molitor and Tony Maciej. Also present: Clif Allen, Sarah Brunsvold, Messina Owings, Dan Noss, Kathy Marshik, Brian Schneider, Lonny Hutchins, and a voice recorder was present for reporter Terry Lehrke. Minutes of the Swanville City Council meeting Tuesday, January 4, 2022 was reviewed. A motion was made by Jim Molitor to approve the minutes. Tony Maciej seconded the motion. All members voted in favor, motion carried. The treasures report was given. A motion was made by Tony Maciej and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried. Brian Schneider would like to add onto his existing house a 28’x36’ addition including a basement under the addition. His plans meet all the setbacks. Jim Molitor made a motion to give Schneider a land use permit for the addition. Norm Carlson seconded the motion. All members voted in favor, motion carried. Messina Ownings from Central MN Housing Partnership explained to council the steps that will be taken for the DEED Small Cities Funding for the City of Swanville. First the citizen participation plan was read, then the conflict-of-interest disclosure plan and then the local government application resolution. After discussion, John Dragseth made a motion to sign the citizen partition plan, the conflict-of-interest form and accept resolution #22-0208B. Jim Molitor seconded the motion. All members voted in favor, except Norm Carlson who abstained, motion carried. Ownings will keep the council informed of the funding progress. Clif Allen, City Engineer, was present to go over the final process of the Small Cities Development Program (SCDP). The application cover sheet was explained and discussed. Tony Maciej made a motion to sign the cover sheet. Jim Molitor seconded the motion. The application in the amount requested of $600,000.00 was discussed. Jim Molitor made a motion to sign the application. Norm Carlson seconded the motion. The conflict-of-interest form was presented and finally Local Government Resolution #22-0208C was presented. John Dragseth made a motion to adopt Resolution #22-0208C. Tony Maciej seconded the motion. All members voted in favor of all the motions, motions carried. Sarah Brunsvold, Moore Engineering, was also present to go over the preliminary layout of the water reservoir and pump house with council. Mayor Lange brought to the attention of the council the minutes from November 6, 2019 states North Berkey 2nd Addition which is wrong and needs to be corrected to North Berkey 1st
Addition. Tony Maciej made a motion to change the minutes to read 1st Addition in the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried. Mayor Lange presented to council a bill drafted by Ron Kresha’s office which was presented at the MN Legislation. The bill is for appropriating money for the water system improvements. Mayor Lange gave an update on the Swanville City Museum located in the Swanville Center. Walls are up and ready to be painted. Flooring will be installed and the project will be completed soon. The mayor stated anyone with Swanville memorabilia can bring it in to be displayed. Lucky’s Saloon’s liquor licenses will be expiring March 6, 2022. Mayor Lange made a motion to renew the liquor license for Lucky’s Saloon for one year with the following fees: Off Sale $150.00, On Sale $2000.00, and Sunday License $250.00, 2:00am Closing $100.00 for a total of $2500.00. Tony Maciej seconded the motion. All members voted in favor, motion carried. The clerk will send out the necessary paper work. Mayor Lange presented to council Resolution #22-0208D accepting a $9000.00 donation from the Swanville Lions to be used toward the Swanville City Park. This donation is for 2020, 2021, and 2022. John Dragseth made a motion to except Resolution #22-0208D and thank the Lions Club for all the support they give to the city. Jim Molitor seconded the motion. all members voted in favor, motion carried. Mayor Lange presented Resolution #220208A a resolution supporting housing and local decision-making authority. The League of MN Cities endorses this resolution in keeping planning and zoning on a local level rather than a state wide level. After discussion, Jim Molitor made a motion to adopt resolution #22-0208A. Norm Carlson seconded the motion. All members voted in favor, motion carried. Annual city wide clean up day was discussed. It was decided Saturday, May 7, 2022 will work. John Dragseth stated that residents should be reminded of the city dog ordinance. There has been numerous dogs running loose in the city and there was reported that two dogs have been shot. The Mayor will put a notice that dogs must be kept on a leash and not let run loose. Also the city prohibits the discharge of firearms including air guns/BB guns in the city limits. Danny Noss and Kathy Marshik from the Morrison County Veteran’s office presented the City of Swanville with a Beyond the Yellow Ribbon Sign. Beyond the Yellow Ribbon is a statewide initiative to synchronize community, county and company resources in support of service members, veterans and military families. The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. John Dragseth seconded the motion. All members voted in favor, motion carried. The next regular monthly meeting will be held Tuesday, March 8, 2022 at 7:00 pm in the Swanville Center. There being no further business, a motion was made by Tony Maciej and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:50 pm. Burnhamville Township Residents and Landowners Dust Control for 2022
Burnhamville Township will again be applying a dust abatement product on township roads where requested by residents. The cost is $ .82 per foot. The township will pay half and the requesting property owner will pay half the cost. Call by May 9, 2022 to be put on the list. Interested residents may contact the clerk at 320-285-2050. members voted in favor, motion carried. Erika Bjelland, a representative from Region Five Development Commission, was present to go over the Energy and Environment Plan for the city. After Bjelland’s presentation of the E & E Plan and questions were answered, Norm Carlson made a motion to accept Resolution #22-0308 stating the City of Swanville is accepting the E & E Plan. John Dragseth seconded the motion. All members voted in favor. Motion carried. Mayor Lange discussed with council the North Berkey 1st Addition Covenant. Council found the covenant satisfactory. The mayor will send the covenant onto the city attorney for approval. Mayor Lange reported the City Museum is moving along. Walls are painted, electrical work is completed and the show cases are in the process of being made. Mayor Lange informed the council she did a testimony with the House of Representatives Capital Investment Committee, seeking additional assistance to mitigate the long-term debt of the Water System Improvements. Representative Ron Kresha has introduced bill H.F. 2884 to the MN Legislature for the City of Swanville Water System Improvements also. Mayor Lange introduced the Redistricting Resolution #22-0308B establishing Precincts and Polling Places in Morrison and Todd County. Because of mail-in ballets in the city, the County Auditor office in Morrison and Todd County is designated as the polling places. Norm Carlson made a motion to accept resolution #22-0308B. John Dragseth seconded the motion. all members voted in favor, motion carried. Morrison County 2022 recycling and cleanup day grant was presented to council. Norm Carlson made a motion to sign the grants. Tony Maciej seconded the motion. All members voted in favor, motion carried. Clean-up day in the City of Swanville is set for Saturday, May 7, 9-11am. Dumpsters will again be located by the city park. Prices will be the same as last year for white goods and electronics. Posters will be posted around the city. The Board of Equalization will meet April 26, 2022 at 10:00 am. Representative Ron Kresha will be in the Swanville Center Tuesday, April 5 from 1-3. Residents are asked to be present to show support for the bill that Kresha introduced to legislature for the additional assistance water system improvements debt. Burtrum City • April 4, 2022 The Burtrum City Council meeting was called to order at 7 pm on Monday, April 4, 2022 by Council Member Mayor Ron Strassburg. In attendance was Ron Strassburg, Sharon Erickson, Sara Macho, Mitchell Bruggenthies, Chad Landowski and Laura Horvath. Minutes from the March 7, 2022 meeting were read and approved; a motion to approve was made by Sara Macho, and seconded by Mitchell Bruggenthies, upon vote motion was carried and minutes were accepted. Next the finance report was read and approved; the city discussed current bills/invoices; finance report was accepted, and bills were paid, with a motion made by Sharon Erickson and seconded by Sara Macho Current Bills: City Clerk wages, Herdering Inc., Police Patrol, Easter Egg Event, Plowing, 1st Hafl Fire Contract – Grey Eagle, – a motion to pay bills made by Sara Macho, seconded by Chad Landowski New Business –Property Taxes – motion to pay made by Sharon Erickson, seconded by Sara Macho Discussed insurance policy change for City Hall Building, Lions Park Old Business – still waiting on sound proofing for City Hall. Since no further topics needed to be addressed the meeting was adjourned; with a motion made by Sara Macho and seconded by Mitchell Bruggenthies, upon vote motion carried and meeting was adjourned.
