Eyes are windows to the soul -By Harvey Mackay A Russian poet who was visiting a wealthy American in his home noticed a huge, magnificent moose head mounted on the wall. He asked his host how he could shoot such an impressive animal.

“It was easy,” said the American.

“He didn’t look me in the eye. If he had looked me in the eye, I couldn’t have shot him.”

My good friend Nido Qubein, president of High Point University, told me this story to illustrate the power of establishing eye contact.

“When you look people in the eye, they become more than passing acquaintances,” Nido said. “They become people with whom you interact, if only briefly.”

He added: “When speaking to anyone, whether it’s your mother or an audience of thousands, try to establish eye contact. If you don’t, your listeners may tune you out.”

Numerous studies conducted over the years have confirmed that eye contact plays an important role in both verbal and non-verbal communication. A person can communicate with their eyes and never say a word.

Susan Young, in her book “The Art of Body Language: 8 Ways to Optimize NonVerbal Communication for Positive Impact,” writes: “One simple glance can convey to your recipient that you are . . . present, interested, paying attention, being respectful, listening, confident, engaged, caring, dedicated, appreciative, emphatic, focused, supportive, trustworthy, acknowledging, excited. This list barely scratches the surface; however, it opens the conversation about how vital your eye contact is for making positive first impressions.”

Unfortunately, eye contact has become somewhat of a lost skill. Many people seem to be constantly looking down at their smart

phone, even though individuals are right in front of them. You might need to disconnect to connect with people.

Making eye contact is a skill that can be learned. It might take a little practice but can have a significant impact on your work and personal life.

The first step is to just relax and smile. A smile generally puts others at ease. Everything seems much easier with a smile.

Next, practice eye contact with people you trust, such as family and friends, even pets.

You want to practice with people you can form a connection. Use a mirror or record yourself on your smart phone. Practicing will help you overcome nervousness and gain confidence.

No one said this is easy, so practice regularly to increase your comfort level. Over time eye contact should become automatic, but you must challenge yourself to improve and push the boundaries to continue to grow.

Studies show that you should maintain eye contact twice as much when listening than when you are talking to show you are paying attention. People expect you to look them in the eyes, because if you don’t, they think you are rude. Also, lean in and show that you are interested.

Caution: Don’t overdo it! You don’t want to stare, so look away every once in a while, to the side, not up or down. Pick a focal point near the eyes. Some suggestions are to look at only one eye, as I have done for years, or eyebrows, forehead, mouth or one ear. The important point is to shift your gaze. Be careful not to be robotic.

Remember that the other person may be feeling just as awkward. There is nothing

wrong with putting a little space between you and the other person.

Observe the masters or role models like news anchors. When you are watching and listening to a speaker, observe their eye contact and make note of what works best. Study people who have strong social skills like eye contact.

In this era of video calls, eye contact is still important. I can’t tell you how many people look up or down during Zoom meetings. Put your laptop on a pile of books so the camera is directly across from your eyes. And one of my biggest complaints on Zoom calls is individuals who are always looking at their other devices.

Fine if you want to check occasionally but be attentive to the people who are virtually in front of you.

Looking someone in the eye is hardly a new concept. According to Greek philosopher Aristotle, good eye contact shows the intangible characteristic of integrity. In other words, when you’re telling the truth, good eye contact translates to another person that you are credible.

“The Good Old Days” -By Tom Kuehne Todd County Tax Meeting

On 04-192022, there was a meeting regarding the County Taxation of it's citizens and their businesses.

This meeting was held in the Arena at the Long Prairie Fairgrounds.

To say that the meeting was well attended would be an understatement.

I am not aware of the number that attended, but about 125 chairs were set in the center of the Arena, which were filled 20 minutes before the meeting, the bleachers were almost filled and there were many who chose to stand. The County Administrators, commissioners were present but the state senator and representative attended virtually and on a part time basis.

Those attending the meeting were primarily there to try to get answers regarding the larger tax assessment and excessive property valuation increases they were about to face. It was easy to feel the unhappiness in the crowd, partly due to their frustration with their situation and the fact that those in the audience who asked questions were not provided with microphones, so the questions couldn't be understood by the audience. Some of the audience that afterward discussed the meeting felt that they accomplished nothing, because the answers were the same as they were told in previous years.

The problem with the assessments and taxes involves Todd County with a population in 2020 being virtually the same as it was in 1980. Same number of people and a much larger bill to pay. Driving on Main Street in Long Prairie is concerning. Where are the two jewelry stores, the three hardware stores, the furniture store, the 3 or 4 clothing stores or the three grocery stores? Our county seat seems to no longer be the center of commerce in the county.

The tax pie keeps getting bigger each year and number of contributors to the pie are

not increasing in a way that keeps up with the demand for more money. Taxes go up.

In the last 1.5 years there has been some rather scary financial changes. The interest rate has been close to 1% and money for mortgages is easy to get. As a result the inflated value of housing has increased from 25%. Is the real estate actually worth 25% more? A $250,000 mortgage at .02% has an annual interest cost of $5000.00 over the first years, compared to a .06% mortgage having an annual interest charge of over $15,000.00 over the first years.

This alone creates an increase of over $800.00 per month in house payment. This, along with the lumber costs increasing at an obscene rate makes buyers feel that buying existing property at an inflated price makes sense.

Farm land is also being sold at very high prices. Two factors influencing these prices are, again low interest rates and the current high prices on some farm commodities. Both of these factors are not permanent. When the value of land goes down, I'm sure you'll get a letter from the County saying gee, we're cutting your tax in half this year.

When comparing inflated value to real value, it seem to me that the actual value would be somewhere in between. Is creating a Tax liability based on the inflated value fair?

Is it fair to all the neighbors who are looking at their home as their own permanent residence and they really don't care what a house 4 miles away sold for? Are senior citizens able to financially support another expense, just to stay in their house?

There is a solution, but it will require the reduction of some of the expenditures to a more reasonable level.

From the Desk of Pastor Bruce A few days ago I was reading through 1 Samuel and found this interesting text, I would like to share it. 1 Samuel 15:32-33 “Then Samuel said, “Bring here to me Agag the king of the Amalekites.” And Agag came to him cheerfully. Agag said, “Surely the bitterness of death is past.” And Samuel said, “As your sword has made women childless, so shall your mother be childless among women.” And Samuel hacked Agag to pieces before the LORD in Gilgal. (ESV) As the story goes, King Saul, was told by God to go and totally annihilate the people of Amalekites because of the way they treated the Israelites. Saul disobeyed God and kept the best of the sheep, oxen, fatlings, lambs and all that was good. Saul also did not kill King Agag as commanded by God. Interestingly my daughter is visiting for a couple weeks and she brought a little pamphlet with her written by John McCarther taking about this same text. McCarther talks about this text in relation to our sin life. He said that we need to “Intentionally” get rid of sin in our lives, in the same way that King Saul was supposed to “purify” the land of Israel. God knew what would happen if the Israelites did not clear out all the pagan people from the land.

Obituaries

Conley "Con" Natvig

Conley Natvig, 79, passed away surrounded by his family on April 19, 2022, at his home in Swanville. A Celebration of Life for Con will be held at 11:00 am on May 7, 2022, with refreshments to follow at the Swanville High School.

Con was born November 21, 1942, in Grand Forks, North Dakota to Clifford & Merna (Hilde) Natvig.

He earned his BA in Physical Education at the University of North Dakota in 1966. On June 26, 1971, Con married Kathryn Fogel. Together they made their home in Swanville where Con taught health and physical education from 1966 – 1999.

During this time Con was the head football coach, head wresting coach, head baseball coach and coached 8th grade boys’ basketball. He served as the athletic director for many years and ran the summer Rec program for over 50 years. Con not only coached in Swanville but also assisted in coaching in the Browerville Football program for 17 years. After coaching at Browerville for 17 years Con returned to Swanville to coach the Patriots through the 2021 season.

Con stayed busy with many interests; he loved to garden, go fishing, and attend coaching clinics with his fellow coaches. Con was involved with the Swanville Lions and in 2001 he received the Melvin Jones Fellow Award from the Lions Club International.

However, Con’s passion was football. In 2021, Con was recognized by the Minnesota Football Coaches Association for his 55 years in coaching. In 2007 Con was inducted into the MFCA Hall of Fame, on September 9, 2011, Swanville football field was named the “Con Natvig Field”. In 2010 Prairie Conference Assistant Coach of the Year, 2012 he received the Don Swanson Award for exemplary service in Minnesota Football, 2014 the Butch Nash Outstanding Assistant Coach Award and was the honorary coach for the North All Stars in the MFCA Tackle Cancer All Star Football game.

In 2016 he was recognized for his 50 years of service to the Prairie Conference and was also awarded the George Haun Leadership award from the Minnesota State High School Coaches Association. In 2017 Con was awarded the Cal Stoll award for courage in dealing with extreme challenges from the MFCA. Con is preceded in death by his parents.

He is survived by his wife Kathryn; children: Paula (Corey Mensing) Natvig, Cory (Tracy) Natvig, Kristin (Robin) Buretta; grandchildren: Carter & Riley Natvig; siblings: Carolyn Miller (Al Mann) and Sharyl (Greg) Ogard.

Edward A. “Ed” Russ

Edward A. “Ed” Russ, age 95 of Sauk Centre, passed away peacefully on Tuesday, April 19, 2022 at the CentraCare Hospital in Long Prairie, Minnesota.

An inurnment will be held at a later date in Biwabik.

E d w a r d Anthony Russ was born December 20, 1926 in Gilbert, Minnesota to Ignatius and Rosalia (Lah) Russ. He was united in marriage to Pauline Simmonson on October 18, 1952 in Gilbert, Minnesota. Ed was a dairy farmer his entire life until he was 80 years old. He enjoyed driving four-wheeler around the countryside, helping neighbors farm, and spending time with his family, especially his grandchildren.

Survivors include his children, Karen Cucich of St. Cloud, Vickie (Willard) Martinson of Gilbert, Dennis (Carrie) Russ of Melrose, Steve (Marion) Russ of St. Cloud, and Jolene (Jeff) Poepping of Sauk Centre; 11 grandchildren and 13 great-grandchildren; and sister, Tina Gibson of Knoxville, Tennessee.

Ed was preceded in death by his wife, Pauline Russ on June 24, 1993; parents; and numerous brothers and sisters.

Arrangements were made with PattonSchad Funeral & Cremation Services of Sauk Centre.

James N. “Jim” Kampsen Jay S. Thieschafer James N. “Jim” Kampsen, age 78 of Elrosa, passed away Friday, April 22, 2022 at the St. Cloud Hospital in St. Cloud, Minnesota.

A Mass of Christian Burial will be held at 11 a.m.

Thursday, April 28 at Saints Peter and Paul Catholic Church in Elrosa with Rev. Greg Paffel officiating and Rev. Joseph Korf concelebrating. Interment will be in the parish cemetery.

James Norbert Kampsen was born January 23, 1944 in St. Cloud, Minnesota to Henry and Margaret (Kuefler) Kampsen. He was united in marriage to Bonita “Bonnie” Bertram on May 8, 1965 at St. Andrew’s Catholic Church in Greenwald. Jim farmed for 20 years near Elrosa and then drove truck for Bayer Built for 30 years. He was a member of Saints Peter and Paul Catholic Church of Elrosa. In his younger years, Jim enjoyed playing softball and dancing with Bonnie. He always enjoyed fishing, gardening, playing cards, and spending time with his family.

Jim and Bonnie truly loved spending time together and loved going out to eat.

Survivors include his loving wife of 56 years, Bonnie Kampsen of Elrosa; children, Jim “Butch” (Julie Roman) Kampsen of Rice and Jolene (Steven) Brang of Luxemburg; grandchildren, Melissa (Joe) Barthel and Megan Brang; two great-grandchildren; and sister, Jane Welle of Meire Grove.

Jim was preceded in death by his parents; and sister, Rita Von Wahlde.

Rosemary Capko

Rosemary Capko, 85-year-old resident of Little Falls/Flensburg area died Sunday, April 17 at the St. Cloud Hospital. A Mass of Christian Burial was held Saturday, April 23 at Sacred Heart Catholic Church in Flensburg with Father Jimmy Joseph officiating.

The burial was in the

parish cemetery.

Rosemary Bienek was born on August 30, 1936 in St. Anna, Minnesota to the late Mathew and Mary (Blascziek) Bienek. She attended school in St. Anna as a young girl. After her schooling Rosemary and a girlfriend moved in together and lived and worked in a monastery, cleaning and serving food. Rosemary’s brother, John took her and her sister Mary Ann to several area dances and that is where she eventually met her husband, John Anthony Capko. She was united in marriage to John Anthony Capko on June 25, 1958, in St. Anna, Minnesota.

They made their home in Culdrum Township, Morrison County, Minnesota. The couple farmed all their married lives. John died on July 23, 1991. Rosemary continued living on the farm and helping her two boys, Larry, and Jerry on the family farm. She enjoyed helping on the farm raising animals and crops. She had a love of peacocks and raised several over the years.

Rosemary and her siblings, Anna, Edmond, John, Vincent, Margaret, Maryann and Veronica all grew up on the Bienek Stearns County Century Farm near St. Anna. She was a member of Sacred Heart Catholic Church in Flensburg. Rosemary loved painting, crafting and repurposing items and making them useful again. She treasured her time spent with her grandchildren, Jared and Jack Capko. Rosemary always enjoyed dressing up and looking her best!

Left to cherish her memory are her sons, Larry Capko, Jerry and Maryrose Capko; grandson, Jared (Renee) Capko and a sister, Veronica and many nieces, nephews and friends.

She was preceded in death by her parents; husband, John Anthony Capko; grandson, Jack Capko on November 21, 2011 and her siblings, Anna, Edmond, John, Vincent, Margaret and Maryann.

Jay Steven Thieschafer was born on March 20, 1976, in Little Falls, MN to Steve and Jeanne (Beseman) Thieschafer. Jay attended school at Swanville High School, graduating in 1994.

He started working for his dad, Steve, turkey farming and found a love for it. Jay thoroughly enjoyed hunting (coons, coyotes, deer, turkeys, and pheasants), fishing, argo rides, fourwheeling, spending time at the Rack Shack, and most of all spending time with his family and friends. His love for his wife and children was unconditional and to everyone else, it was well known. Jay had been dealing with medical issues since March of 2021 and was diagnosed with cancer in August of 2021. Jay was the strongest fighter anyone knew. Prior to his diagnosis, he was the first guy everyone called for a helping hand and he would drop everything and go. Jay also had a very strong opinion about certain things and if you knew him well enough you would know what that was. Even through his courageous battle, he made sure he was involved in planning his daughter, Brooklyn’s wedding, attending his boys’ sporting events, spending quality time with his wife watching murder mysteries and worrying about the squirrels eating off of his new bird feeders. Jay also grew very fond of Tara’s dog, Bella. Jay was well known for giving a “thumbs up” or “right on” which everyone will miss!

Jay is survived by his loving wife of 23 years, Tara; daughter, Brooklyn (Eric Koetter); sons, Jackson, Cooper and Beau of Swanville; parents, Steve and Jeanne Thieschafer of Swanville; siblings, Janell (Josh) Schultz of Swanville and Lori “Weasel” (Randy) Pekula of Holdingford; in-laws, John and Kathy Peterson; brothers-in-law, Benji (Megan) Peterson and Craig (Andrea Huff) Peterson; nieces and nephews, Parker, Harlee, George, Bren, Cash, Miles, and Lola as well as numerous aunts, uncles, cousins and friends.

Jay was preceded in death by his brother, Kenny; grandparents, Lloyd and June Beseman, Roman and Iris Thieschafer; uncles, David and Jeff Thieschafer.

Alfred H. “Al” Schaefer

Alfred H. “Al” Schaefer, age 100 of New Munich, passed away peacefully on Tuesday, April 26, 2022 at the Tree of Life Assisted Living in New Munich, Minnesota.

A Mass of Christian Burial will be held at 11:30 a.m. Friday, April 29 at the Immaculate Conception Catholic Church in New Munich with Rev. Daniel Walz officiating. Interment will be in the parish cemetery.

Visitation will be from 10 to 11:30 a.m. at the church.

Alfred Henry Schaefer was born January 14, 1922 in Grove Township, Stearns County, Minnesota to Henry and Theresia (Sand) Schaefer.

Al graduated from country school and attended high school in New Munich. He was united in marriage to Lorraine Wiechmann on May 29, 1945 at St. Rose of Lima Catholic Church in St. Rosa.

The couple took over the family farm south of New Munich in 1946 until 1978 when they moved to town. In 1962, Al became a salesman at Occo Feeds. He moved up the ladder to district manger and then to division manager where he was top in the division for a number of years. In 1981, Al started working for Form-A-Feed as district manager for 25 years. He also started selling Dekalb seed products in 1962.

He was a member of Immaculate Conception Catholic Church in New Munich and St. Joseph’s Men’s Society. Al loved playing sports, especially softball and bowling. He and his wife also enjoyed doing some traveling.

Survivors include his children, Dianne Feddema of Waite Park, Pat Frieler of Sauk Centre, Ken (Lois) Schaefer of New Munich, Roger (Rosie) Schaefer of Sauk Centre, Chuck (Jan) Schaefer of Melrose, and Judy (Steve) Keller of St. Cloud; 17 grandchildren, 26 great-grandchildren, and one great-great-granddaughter.

Al was preceded in death by his wife, Lorraine Schaefer on April 17, 2018; parents; son, Stan "Haskell" Schaefer on September 18, 2020; and sons-in-law, Ralph Feddema and LeRoy Frieler.

Serving as casket bearers will be Keith Feddema, Brian Schaefer, Scott Schaefer, Joshua Schaefer, Kurt Frieler, Chad Schaefer, Michael Frieler, and Tyler Keller. Cross bearer will be Tracey Thielen and scripture bearer will be Michelle Kremers. Readers will be Kari Ann O'Keefe, Nicole Lauer, Heather Schaefer, and Ashley Keller. Gift bearers will be Tammy Squires, Kelly Coulter, and Kristi Soule.

Sydney “Ken” Wood

Sydney “Ken” Wood, age 95 of Melrose, passed away peacefully on Saturday, April 23, 2022 at the CentraCare Care Center in Melrose, Minnesota.

A Memorial Mass of Christian Burial was held Wednesday, April 27 at St. Mary’s Catholic Church in Melrose with Rev. Marvin Enneking officiating.

Inurnment was in the parish cemetery.

Sydney Kenneth Wood was born March 22, 1927 in Philadelphia, Pennsylvania to Sydney and Esther (Congden) Wood. After graduating high school, he continued his education at several colleges including seminary college. He served in the United States Marine Corp during World War II, being honorably discharged in 1946. He was an ordained minister with the Southern Baptist Church from 1952 to 1970, serving in various states and also served 4 years overseas in Japan.

He worked for the State of Utah’s disability determination services for many years before starting his own firm representing claimants before the Social Security Administration. He married Louise Enneking on November 2, 1972 at Cathedral of the Madeleine in Salt Lake City, Utah.

He was a member of St. Mary’s Catholic Church in Melrose and enjoyed reading scripture, gardening, and bird watching.

Survivors include his wife, Louise Wood; his children from a previous marriage, Patricia Ayers, Mark (Sarah) Wood, and Karen (Tracy) Browning; and many grandchildren and greatgrandchildren.

Ken was preceded in death by his parents; two brothers; one sister; son-in-law; and granddaughter.

Ronald Tamm

A Mass of Christian Burial for Ronald Tamm, 69, of Albany will be held on Friday, April 29th at 11:00AM at Seven Dolors Catholic Church in Albany with visitation being held from 9:00AM up until the hour of service. Burial will be held at a later date.

Ronald James Tamm, 69, died peacefully at home on April 13th, with his wife and children at his side, after a long courageous battle of a rare dementia.

Ron was born on April 11, 1953 in St. Cloud to Edwin and Doreen (Krebs) Tamm.

He attended school in Albany. He married JoAnne Majerus on August 29, 1971. After their marriage, he worked at Fingerhut and then at Kraft Foods in Albany for 20 years, as well as being a dairy farmer on the “1890” Century Farm belonging to the Platz families.

He purchased the farm in 1980 after the passing of his mother.

He was very proud to be a descendant of the Platz families which laid claim in 1863 on the land he one day owned and they raised their 4 children. He remained there until his death.

He enjoyed fishing, bowling and living a farm life with his wife and kids. He was very proud to celebrate “50” years of marriage to his loving wife on her birthday.

He is survived by his wife, JoAnne, and their children: Stacy (Dan) Foss of Osakis, Ross Tamm of Albany, Randy (Ember) Tamm of Albany, and LeAnne (Ryan) Barthel of Melrose.

He had 8 wonderful grandchildren and 4 greatgrandchildren.

He is preceded in death by his father Edwin and mother Doreen, and step-father Ed Gerads.

Swanville Public School is pleased to announce the March Junior High Student of the Month, eighth grade student Corinne Notermann. Corinne is the daughter of Michelle and Tony Notermann the second. When she has time for herself, she enjoys sports and art shopping and hanging out with her mom. In the future she plans to go to college, however, she is not sure what she would like to major in. Since sixth grade she has played sports which include volleyball and basketball. She is active in her church.

-Carson Dear Carson, In my mind, “help” would be aiding them in changing their ways with money. I don’t say this to be sarcastic or mean, but it’s the truth about where they are in life right now. They both need to be educated, not enabled, when it comes to their behavior with money. This doesn’t mean they’re bad people, but it does mean you don’t need to be a party to, or a temporary fix for, their bad financial decisions.

Some people might say taking this attitude would mean you don’t love and care about your brother and his wife. Those people would be wrong. You’ve already told me they won’t behave with money, so at this point it would kind of be like giving a drunk a drink. You don’t give more money to people who won’t behave with it. That solves nothing, and in most cases it just reinforces the negative behavior.

Dear Motor Medics, I am having trouble with my 2001 Buick Lesabre. For the past few weeks I have not been able to adjust my inside temperature properly. When I first start the car and whenever I adjust the temperature controls, I hear a clicking under the center of the dash that last about ten seconds. It started as a once a week thing but now happens every time. Since this started happening the temperature seems to either stick on full hot or full cold. The car has adjustments for both driver and passenger side temperature and both sides cause the noise when adjusted.

-Susan in Vandalia Dear Susan, The noise is likely coming from the temperature blend door motors. The temperature is adjusted by means of electric motors with gears connecting them to the temperature doors. The climate module measures the temperature of the air and the setting on the dash and adjusts the motors as needed. With age the sensors that report the position of the motors wear out and when the door reaches full hot or cold the module tells them to keep going and you hear the sound of the gears as they are pushed too far.

If you find that this is the problem the fix is to replace the actuator motor. Some motors can be accessed under dash while others require more extensive disassembly. Most new blend door motors are affordable, used are also a good option.

Swanville City • February 8, 2022 There was an informational meeting starting at 5:30pm in the Swanville Center with Messina Owings present from Central MN Housing Partnership Inc.to go over the applications for having rehabilitation work completed on homes and businesses in the City of Swanville. Many interested residents filtered in and out during the allotted time frame which ended about 6:30 pm. The applications will be submitted to the Department of Employment and Economic Development (DEED) Small Cities funding program.

Minutes from the City of Swanville Public Hearing held in the Swanville Center on Tuesday, February 8, 2022. The hearing was called to order at 6:45 pm with the following members present: Mayor Lange, John Dragseth, Norm Carlson, Tony Maciej and Jim Molitor. Also present: Clif Allen and Sarah Brunsvold. Mayor Lange opened the meeting and turned it over to City Engineer, Clif Allen. Allen explained in detail the overview of the Small Cities Development Program, proposed project, costs and financing, staff roles, protection of historic properties, and then gave time for public comments. The public hearing was then closed.

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 8, 2022. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Jim Molitor and Tony Maciej. Minutes of the Swanville City Council meeting Tuesday, January 4, 2022 was reviewed. A motion was made by Jim Molitor to approve the minutes. Tony Maciej seconded the motion. All members voted in favor, motion carried.

The treasures report was given. A motion was made by Tony Maciej and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.

Brian Schneider would like to add onto his existing house a 28’x36’ addition including a basement under the addition. His plans meet all the setbacks. Jim Molitor made a motion to give Schneider a land use permit for the addition.

Norm Carlson seconded the motion. All members voted in favor, motion carried.

Messina Ownings from Central MN Housing Partnership explained to council the steps that will be taken for the DEED Small Cities Funding for the City of Swanville. First the citizen participation plan was read, then the conflict-of-interest disclosure plan and then the local government application resolution. After discussion, John Dragseth made a motion to sign the citizen partition plan, the conflict-of-interest form and accept resolution #22-0208B. Jim Molitor seconded the motion. All members voted in favor, except Norm Carlson who abstained, motion carried.

Ownings will keep the council informed of the funding progress.

Clif Allen, City Engineer, was present to go over the final process of the Small Cities Development Program (SCDP). The application cover sheet was explained and discussed. Tony Maciej made a motion to sign the cover sheet. Jim Molitor seconded the motion. The application in the amount requested of $600,000.00 was discussed.

Jim Molitor made a motion to sign the application. Norm Carlson seconded the motion. The conflict-of-interest form was presented and finally Local Government Resolution #22-0208C was presented. John Dragseth made a motion to adopt Resolution #22-0208C. Tony Maciej seconded the motion. All members voted in favor of all the motions, motions carried. Sarah Brunsvold, Moore Engineering, was also present to go over the preliminary layout of the water reservoir and pump house with council.

Mayor Lange brought to the attention of the council the minutes from November 6, 2019 states North Berkey 2nd Addition which is wrong and needs to be corrected to North Berkey 1st

Addition. Tony Maciej made a motion to change the minutes to read 1st Addition in the minutes.

Norm Carlson seconded the motion. All members voted in favor, motion carried.

Mayor Lange presented to council a bill drafted by Ron Kresha’s office which was presented at the MN Legislation. The bill is for appropriating money for the water system improvements.

Mayor Lange gave an update on the Swanville City Museum located in the Swanville Center. Walls are up and ready to be painted. Flooring will be installed and the project will be completed soon. The mayor stated anyone with Swanville memorabilia can bring it in to be displayed.

Lucky’s Saloon’s liquor licenses will be expiring March 6, 2022. Mayor Lange made a motion to renew the liquor license for Lucky’s Saloon for one year with the following fees: Off Sale $150.00, On Sale $2000.00, and Sunday License $250.00, 2:00am Closing $100.00 for a total of $2500.00. Tony Maciej seconded the motion. All members voted in favor, motion carried.

The clerk will send out the necessary paper work.

Mayor Lange presented to council Resolution #22-0208D accepting a $9000.00 donation from the Swanville Lions to be used toward the Swanville City Park. This donation is for 2020, 2021, and 2022. John Dragseth made a motion to except Resolution #22-0208D and thank the Lions Club for all the support they give to the city.

Jim Molitor seconded the motion. all members voted in favor, motion carried.

Mayor Lange presented Resolution #220208A a resolution supporting housing and local decision-making authority. The League of MN Cities endorses this resolution in keeping planning and zoning on a local level rather than a state wide level. After discussion, Jim Molitor made a motion to adopt resolution #22-0208A. Norm Carlson seconded the motion. All members voted in favor, motion carried.

Annual city wide clean up day was discussed.

It was decided Saturday, May 7, 2022 will work.

John Dragseth stated that residents should be reminded of the city dog ordinance. There has been numerous dogs running loose in the city and there was reported that two dogs have been shot.

The Mayor will put a notice that dogs must be kept on a leash and not let run loose. Also the city prohibits the discharge of firearms including air guns/BB guns in the city limits.

Danny Noss and Kathy Marshik from the Morrison County Veteran’s office presented the City of Swanville with a Beyond the Yellow Ribbon Sign. Beyond the Yellow Ribbon is a statewide initiative to synchronize community, county and company resources in support of service members, veterans and military families.

The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. John Dragseth seconded the motion. All members voted in favor, motion carried.

The next regular monthly meeting will be held Tuesday, March 8, 2022 at 7:00 pm in the Swanville Center.

Erika Bjelland, a representative from Region Five Development Commission, was present to go over the Energy and Environment Plan for the city. After Bjelland’s presentation of the E & E Plan and questions were answered, Norm Carlson made a motion to accept Resolution #22-0308 stating the City of Swanville is accepting the E & E Plan. John Dragseth seconded the motion. All members voted in favor. Motion carried.

Mayor Lange discussed with council the North Berkey 1st Addition Covenant. Council found the covenant satisfactory. The mayor will send the covenant onto the city attorney for approval.

Mayor Lange reported the City Museum is moving along. Walls are painted, electrical work is completed and the show cases are in the process of being made.

Mayor Lange informed the council she did a testimony with the House of Representatives Capital Investment Committee, seeking additional assistance to mitigate the long-term debt of the Water System Improvements. Representative Ron Kresha has introduced bill H.F. 2884 to the MN Legislature for the City of Swanville Water System Improvements also.

Mayor Lange introduced the Redistricting Resolution #22-0308B establishing Precincts and Polling Places in Morrison and Todd County.

Because of mail-in ballets in the city, the County Auditor office in Morrison and Todd County is designated as the polling places. Norm Carlson made a motion to accept resolution #22-0308B. John Dragseth seconded the motion. all members voted in favor, motion carried.

Morrison County 2022 recycling and cleanup day grant was presented to council. Norm Carlson made a motion to sign the grants. Tony Maciej seconded the motion. All members voted in favor, motion carried. Clean-up day in the City of Swanville is set for Saturday, May 7, 9-11am. Dumpsters will again be located by the city park. Prices will be the same as last year for white goods and electronics. Posters will be posted around the city.

The Board of Equalization will meet April 26, 2022 at 10:00 am.

Representative Ron Kresha will be in the Swanville Center Tuesday, April 5 from 1-3. Residents are asked to be present to show support for the bill that Kresha introduced to legislature for the additional assistance water system improvements debt.

Swanville Senior High Student of the Month Swanville Public School is pleased to announce the March Senior High student of the month, senior Tyra Powell.

She is the daughter of Steph and Russ Powell. Mackenzie has a wide variety of interests, which include working, shopping, hanging out with friends, growing succulents and flowers and creating art. She is active in school, participating in volleyball since sixth grade, serving as the girls’ basketball manager since her freshman year and serving on student council as an 8th grade student and now again as a senior. She participated in speech in the past. She has garnered numerous awards including being chosen as one of the students to represent Swanville as a Sourcewell Student of Character, was on the Academic allstate for Volleyball and is a former student of the month. She is also on the President’s list at Saint Cloud Technical and Community College and just was awarded the prestigious national Hagan Scholarship.

Math instructor Liza Hasse says, “Tyra has a very strong work ethic, is well organized and is self driven. Tyra works hard, not for recognition, but to make a difference. She has a mature mindset in setting an achievable plan in place. Tyra has the ability to work well with others. She listens to others ideas and makes the effort to include everyone. She will go out of her way to help someone or do something to make their day better. Tyra is very deserving of Student of the Month.”

Tyra’s future plans include attending NDSU, she is unsure of what her focus there

will be as of yet.

Tyra’s favorite thing about school is getting to see her classmates and friends. She advises other students “Take all the opportunities you are given to make memories in school.”

Science instructor Jason Lee says, “Tyra is a hard working and self driven student. She constantly pushes herself to achieve higher results whether in class, extracurriculars, or work. I have been Tyra’s class advisor since 7th grade and also her science teacher for a couple of years along the way. I can always rely on her to give her best every day.

She is a leader by example. I look forward to seeing Tyra’s progress after high school - she will go far.”
