EPA Proposes Revisions to NSPS for O&G On Sept. 11, 2018, the U.S. Environmental Protection Agency (EPA) proposed “targeted improvements to the 2016 New Source Performance Standards (NSPS) for the Oil and Natural Gas Industry, including amendments to the fugitive emissions monitoring requirements.” The 52-page notice of proposed revisions was published in the Federal Register on Oct. 15, 2018, and established Dec. 17, 2018 as the deadline for the public to file comments.

The proposed revisions represent reconsideration amendments to the NSPS at 40 C.FR. part 60, subpart OOOOa (2016 NSPS OOOOa) and are a result of petitions for reconsideration filed following the final adoption of the 2016 NSPS OOOOa regulations (OOOOa Revisions). The EPA is planning to hold at least one public hearing the details of which will be published in a subsequent Federal Register notice.

The 2016 NSPS OOOOa established NSPS for emissions of greenhouse gases (GHG), in the form of limitations on methane, Mark Clark and volatile orSpilman Thomas ganic compounds & Battle, PLLC (VOC) from the oil and natural gas sector. The EPA EPA Revisions Continued on page 6
