What is NHS Continuing Healthcare (CHC) Funding?

Written by Stephanie Ford Advocate & NHS CHC Specialist at Care Necessities Ltd If an individual who is receiving care (either at home or in a nursing environment) meets the criteria for NHS Continuing Healthcare, they will no longer be personally responsible for any care fees, as the care will be funded by the NHS. This can result in savings of thousands of pounds per year as well as preserving property that may otherwise have been sold to pay for care fees.

Despite popular misconceptions, the right to NHS Continuing Healthcare is not means tested and can be awarded irrespective of capital or income, being based purely on health needs.

How is an individual assessed?

When an individual is either discharged from hospital, placed into care, has care at home or has a change of need, a NHS Continuing Healthcare Checklist (HCC) should be completed to establish that person’s needs.

The HCC is used to determine whether the extent of an individual’s needs justify a full assessment, known as a Decision Support Tool (DST).

At the end of the assessment process, a recommendation will be made by the assessor as to whether the individual’s care needs are health related or social in nature. If it is decided that there is a primary health need, then NHS Continuing Healthcare funding may be awarded. However, even if funding is awarded, this will be reviewed after a 3 month period and, thereafter, annually. It is possible for funding to be withdrawn even when funding has been awarded previously, should circumstances change.

As the criteria are highly subjective, outcomes can vary considerably under different NHS Clinical Commissioning Groups. In addition, varying opinions between clinical professionals and the lack of evidence to support the assessment, can result in an incorrect decision being made.

Whilst the system is designed to help those in need, it is complicated and often results in an incorrect decision which can have a significant impact upon an individual’s finances, given that private care fees can amount to thousands of pounds per month.

Stephanie has a nursing background, having obtained a Health and Social Care Degree before becoming an Assistant Practitioner at an NHS Hospital and, thereafter, a Senior Discharge Coordinator undertaking NHS Continuing Healthcare Assessments. Stephanie remained in this position for 3 years, after which she obtained a Law Degree with a view to assisting those who did not have the ability to challenge continuing healthcare issues on their own.

Julia collects CAREGiver of the Year prize Last month Home Instead York & Ryedale announced Julia was their CAREGiver of the year.

Despite only joining Home Instead in October last year, Julia made an instant impression on Home Instead and all her clients. She epitomises what they look for in a CAREGiver, getting on quietly in the role but never failing to go that extra mile for those she cares for.

Dementia-Friendly Screening in York City Screen's Dementia-Friendly Screening will take place on Monday 26th November, showing the 1936 film, Modern Times.

This comedic masterpiece finds the iconic Little Tramp (Charlie Chaplin) employed at a state-of-the-art factory where the inescapable machinery completely overwhelms him, and where various mishaps keep getting him sent to prison.

In between his various jail stints, he meets and befriends an orphan girl (Paulette Goddard). Both together and apart, they try to contend with the difficulties of modern life.

This screening is part of the Comedy Genius season.
