THE CONSTITUTION OF THE HOFBEATS PREAMBLE: Under Article I, section two, of the Student Government Association Constitution, the following organization is hereby granted approval to function as a student organization for the best interest of the University community. It is the duty of this student organization to follow the Student Government Association’s Constitution and Policy Series. A club or organization shall be defined as non-exclusive in its membership and actions if it extends equal opportunity to all qualified individuals without regard to Protected Characteristics. Qualified individuals are defined as those who meet the expectations and standards of the organizations’ inherent purpose.

ARTICLE I: NAME A. The name of this organization shall be The HofBeats.

ARTICLE II: PURPOSE A. The purpose of this organization is to learn and perform a cappella music arranged by members of the group. It shall seek to improve the aural skills, sight-reading skills, musicality, and performance ability of each member of the group while singing selections from various genres of music. The goal of this organization is to offer entertainment to Hofstra University and the community by performing repertoire at campus and off-campus functions.

ARTICLE III: FACULTY ADVISOR A. The advisor shall be selected by the president/E-board.

B. The duties of the Club Advisor shall be the following: a. Mentor and advise this organization on how best to fulfill its purpose. b. Hold members and officers of this organization accountable. c. Provide structure for the meetings of this organization and serve as a resource for all members and officers during meetings.

ARTICLE IV: MEMBERSHIP A. Any full-time undergraduate student at Hofstra University may become a member.

B. Status of Members a. Members shall be recognized as active after auditioning for the group, attending callbacks, being accepted and attending one rehearsal. b. After two unexcused absences or an excessive number of excused absences, members may be asked to meet with the E-board to set-up a singing test. The member that is being tested shall be asked to sing their part (Soprano, Alto, Tenor, or Bass) to five (5) of the group’s songs of the E-board’s choosing in front of the E-board a week from the date of the initial meeting. The purpose of the singing test is to determine whether or not the member of the group being tested is keeping up with learning their music despite their absences. i. If the member of the group being tested passes their singing test, they shall remain an active member of the group.

1. If that member of the group has one more unexcused absence after their test, their solo(s) shall be re-auditioned (if the member has any solos prior to this unexcused absence).

2. If that member of the group has another unexcused absence after their solos are re-auditioned, they may be considered inactive and must 2

re-audition for the group at the start of the next academic year (Fall Auditions).

If the member of the group being tested fails their singing test, they shall be considered inactive from that point on and not able to attend rehearsals or perform.

They must re-audition the following fall if they wish to be a member of the group If a member of the group misses a performance that they have committed to, they shall be asked to meet with the E-board to take further action​ .​ This action may include suspension from upcoming performances or possible expulsion from the group.

Each member of The Hofbeats is expected to know their music to the fullest extent of their capability; so well that they can perform their respective part by themselves. Soloists AND understudies are expected to know their assigned solos at performance ready quality one week following the assignment of the solo.

Members are expected to work on music outside of rehearsal as assigned by the Music Directors.

If a member exudes a negative attitude in rehearsals that affects the group as a whole, they may be addressed by the E-board. If the negative attitude continues and continues to affect the group as a whole, the member shall meet with the E-board to discuss if this is the right place for them and their membership status moving forward.

All active members of The Hofbeats who voluntarily or involuntarily take a leave of absence from the group must re-audition for re-entry during a formal audition at the beginning of the semester in which they would like to return. This includes signing up for a time slot and adhering to all regular audition and callback requirements.

ARTICLE V: DUTIES OF OFFICERS AND THEIR ELECTIONS A. The titles of the officers and their duties shall be: a. President i. Preside at full meetings of the club. ii. Act as a member ex-officio of all club committees. iii. Represent the club where representation is required, requested, or deemed appropriate and/or acceptable. iv. Carry out or delegate all duties not specifically vested in any other officer of the club. v. Share responsibility of checking and responding to emails sent to the club’s email address and keep the other officers informed. vi. Update GetInvolvedHU by ensuring that the member roster is active and complete and by updating advisor information. b. Vice President i. Assume the duty of the President in the event of a resignation, removal of the President, or in the event that the President cannot for any reason fulfill their duties, until an emergency election can be held. ii. In the event that the chairperson of any committee is unable to fulfill their duties, the Vice President shall act as temporary chairperson until a new one is appointed. iii. Share responsibility of checking and responding to emails sent to the club’s email address and keep the other officers informed.

iv. Assist the president in any duties they need help with. c. Music Director i. Sole teacher of the group’s arrangements ii. Prepare a plan for each rehearsal to make sure each arrangement is getting learned to it’s best ability iii. Place members into appropriate voice parts for the best group sound iv. Check and approve arrangements created by other members of the group. v. Assist members with arranging, performing, note checking throughout the semester vi. Carry out singing tests once a semester to ensure progress within the group d. Treasurer i. Keep track of all records concerning club funds. ii. Attend Appropriations Committee meetings when necessary. iii. Organize fundraisers for the group during the semester e. Secretary i. Record attendance at every meeting. ii. Maintain and update the binder/google drive with copies of each vocal arrangement. iii. Photocopy each new arrangement for every member of the group. iv. Actively communicate with group members who are missing excessive rehearsals, whether excused or unexcused, to ensure all members are aware of their attendance. f. Public Relations i. Update and stay active on all social media platforms of the group ii. Upload video content to YouTube when necessary iii. Create flyers for concerts/events and get them approved through OSLE iv. Create and execute new and exciting ways to promote the brand of the group v. Promote campus events, concerts and group activities throughout the semester B. Election Rules: a. Elections shall be held at the discretion of the group, which may be at the end of the fall or spring semester. b. The current president shall take nominations from the floor. Any active member may nominate any other eligible active member. Any active member (Freshman, Sophomore or Junior) may nominate themselves for any office. All nominations require a second from any other active member. c. There shall be a closed ballot; the election shall be constituted by a simple majority of active members present and voting. i. If any one candidate does not obtain a majority, the two (2) individuals with the highest number of votes shall participate in a run-off election. ii. If there is a tie in the percentage of votes cast in the first election, all of the candidates shall reintroduce themselves and proceed with another election until there is either a clear majority or two (2) individuals with the highest number of votes which refers back to sub-section i. d. The current president (if running unchallenged or a graduating senior) or SGA representative shall be in charge of running elections. If the current president is challenged by another member for the position, the duty of running elections falls to the SGA representative. e. All ballots must be cast in person. No voting by proxy shall be permitted at any election.

However, if an active member cannot attend the elections, they may hand in a signed, written ballot to the advisor before the election. f. The order of elections shall start with the President. After the President is elected, the Music Director will be elected, followed by the Vice President, Treasurer, Secretary, and then Public Relations. g. Elected officials shall take office immediately after the conclusion of the elections. h. Procedure in the event of resignation, removal, or vacancy: i. Any vacancy in the Presidency shall result in the succession of the Vice-President to the Presidency until an emergency election can be held. ii. If for any reason the Vice-President cannot assume the presidency, an election shall take place as soon as possible to elect a new president. iii. Any vacancy in any other position of the E-Board (Vice-President, Treasurer, Secretary or Music Director) due to resignation, removal, or vacancy, will be re-elected one week after the vacancy in the E-Board takes place.

Article VI: MEETINGS A. Meetings shall be held at least twice a week while classes are in session. The exact time and date shall be determined by a common agreement of the members.

B. Special Meetings a. If one-third (1/3) of the club’s active members present a petition in writing to the President, they are required to call a special meeting within 48 hours. b. During a special meeting, no removal of officers shall take place. c. If the group comes to a majority agreement, there may be additional rehearsals as needed/deemed necessary to prepare for important events.

C. A quorum of a majority of the active members shall be required for any business actions at a meeting.

D. Only active members may be permitted to vote at meetings.

ARTICLE VII: SOLOS AND UNDERSTUDIES A. Auditions for solos and understudies shall be announced one rehearsal before the date of the audition.

B. Auditions may be held during selected rehearsal times. If a member misses the rehearsal of a solo audition, they may not be eligible to audition for the solo.

C. All potential soloists must sign up to audition by letting the president know at the beginning of the rehearsal. Group members are not allowed to add themselves to the audition list once the auditions have begun.

D. Solos shall be decided by a group vote. Potential soloists may not be eligible to vote. All members not auditioning shall vote on the soloist. The soloist with the majority of the group’s votes shall be awarded the solo.

E. The understudy shall be awarded to the person with the second most votes.

ARTICLE VII: COMPETITIONS A. The group’s decision to compete may vary from year to year, and the group can only compete if there is a 2/3 vote in favor of competing.

B. The arrangement of any competition set is up to the discretion of the music director. The music director may ask for the help of others as collaborators, may agree to share arranging duties with others, or can defer the arrangement of the set entirely to someone else either inside or outside of the group. The music director is responsible for teaching the set to the group regardless of the 5

arranger.

C. The E-board may select a choreographer or group of choreographers from within or outside of the group. The choreographer(s) doesn't have to be an already-elected e-board member. The choreographer(s) is(are) responsible for creating movement for the set, and must submit a choreography plan to the music director 2 weeks before it is taught to the group. The choreography must coincide with the specific arrangement, not just the song. The music director and choreographer(s) must go over the choreography and music plan to ensure cohesion between the two before it is taught to the group. The choreographer(s) is responsible for teaching movement to the group during rehearsals.

ARTICLE VII: REMOVAL OF OFFICERS A. If it is determined that an officer is not fulfilling the duties of their position or is violating the rules and procedures of the club, they shall be removed from office or could be removed from the club in the following manner: a. A concerned member shall collect and bring charges against the officer. b. Said member shall send a letter to the officer notifying their of the date of the impeachment vote. c. They shall present their findings to the club. d. The officer shall have a chance to rebut the charges. e. After all procedures have been carried out, a two-thirds (2/3) vote of all active members is required to remove the officer.

B. A member of Student Government Association’s Rules Committee shall be present for impeachment proceedings to occur.

ARTICLE VIII: METHOD OF AMENDMENT A. An E-board member must present the amendment first to be approved by the whole E-board before being presented to the active members. Approved amendments to this constitution shall be presented at any regular meeting and shall be ratified by two-thirds (2/3) vote of the active members present and voting at the following regular meeting.

Pres & VP Updates A. Retreat Debrief 1. One thing you like/took away from Cabinet retreat and one thing you think could’ve been improved a) Chair Firooz liked that we didn't harp on the problems from last year too much, she liked that we looked forward and we remained professional b) Chair Osner loved Sam’s presentation and liked that she was realistic and transparent about being a student leader as a student yourself c) Chair Farooqui enjoyed that it was a good mix of casual and formal d) Chair Alameda liked the lunch with Gabi and Jean, he likes that we got to know administrators.

(1) VP Dimes suggests all Cabinet members should collectively meet with Houston e) Chair Rielly liked how Denise gave us the training that other clubs get in a more private setting 2. Things members didn't like a) Chair Firooz suggests that it felt a little repetitive at times and that 7 hours felt like a lot for this cabinet b) Chair Alameda thought there would be more concrete Cabinet training as opposed to leadership training c) Chair Rielly would’ve liked to have seen more talk of committee responsibilities

d) Comptroller Bathija would have liked to talk more about goals (1) President Harley says that e-board will share google calendar to make events and goals more transparent with Cabinet members (2) VP Dimes asks if people want position training (a) Chair Alameda says no, he feels like, at this point, we all have enough knowledge to successfully carry out their positions.

B. Email Etiquette 1. President Harley addresses this concern a) For reference, chairs should almost always CC President Harley, VP Dimes, and Denise unless the chairperson deems it unnecessary. It is up to the chair’s discretion on whether President Harley and VP Dimes should be CC’d but definitely CC Denise. b) When sending large emails to clubs, remember to BCC everyone (1) Chair Alameda says that all emails that go to all clubs as a collective should go through him as well because it makes more sense for clubs to get emails from one direct line.

C. Associate Application Process 1. President Harley says that Chair Farooqui will send out email to all applicants.

All responses will go to VP Dimes, and then Chair Farooqui and VP Dimes will organize a meeting to meet with said applicant.

D. Committee Placements 1. President Harley says there have been many people reaching out to be moved onto committees, but no one is to be moved from this point forward unless there is a direct conflict people will not be moved. a) VP Dimes essentially reiterates this point so all Cabinet members know, and let President Harley and VP Dimes know if there are any sort of behavioral issues with visiting committee members E. Keeping a Calendar/SGA calendar 1. Once e-board shares the calendar link, all Cabinet members will be able to add events to the calendar at their discretion. President Harley says to make sure everything you put is organized and concise. Shoot President Harley a text if you’re ever going to be late to an event.

F. We’re all new to our positions!

1. President Harley encourages all Cabinet members to reach out if you need help with anything. Seriously! She really means it!

III.

Matters at Hand A. Internal Allocations/Budgets -- Rhea 1. Comptroller Bathija says that Student Services and Spirit are good, but not everything is fully funded yet.

2. Brings up point: is SGA an “allocating” or “advocating” organization?

3. Since she does not have access to certain things, not everything is completed 4. If anyone needs Compass vouchers, please let her know.

5. Amounts for each committee: a) Leadership: $11,750.00 b) Appropriations: $0 c) Club Relations: $2,500 d) Public Relations: $629.54 e) Rules: $0 f) Spirit: $20,450.00 g) Student Services: $9,610.00 6. Chair Firooz would like to put to a vote whether we should put amount for each club in minutes. Vote 6-2-1. Cabinet votes in favor of putting budget amount in the minutes. a) Chair Alameda asks why there would be an issue with this b) Chair Farooqui explains that he thinks clubs could see the amounts (1) Chair Cote says he thinks it could be a PR issue 7. Bathija explains that she's spoken to Denise about a contingency fund, which is money that is coming from last semester that rolled over. 60% goes to weekly meetings and budget appeals, and 40% goes to office repairs, SGA maintenance, etc. It can also be used to any kind of initiatives that need funding.

B. Pride Expo Updates/Changes -- Donia 1. Chair Firooz says a lot of organizations, particularly Greek life organizations, are not allowed to participate, and other organizations are dropping out. Instead of pride expo, she has proposed a carnival where each club participating will make a carnival game based on an animated film of their choice.

2. There are still a few spots that need to be filled.

3. Spirit donates a specific amount of money to OSLE, and each club has about $200-$600 to work with. SGA cannot win but first place gets $1500 , second place gets $1000, and third place gets $500.

4. There is also an alumni participation award. The booth with the greatest amount of alumni participation get a $200 reward.

5. Chair Firooz ordered the shirts today for pride expo. They should come in about 2 weeks.

6. Cabinet discusses theme for SGA for pride expo. a) Building of the booth will happen the weekend of pride expo (day before) from 9am-7pm, but Firooz doesn’t think it’ll take that long.

Booth must be within certain dimensions. If money is needed to build float, Firooz thinks it should come out of the $8500 donated to OSLE, but Firooz and Comptroller Bathija will set up a meeting with Denise to discuss. b) Theme Options are as follows (1) Monsters Inc (a) Secretary Merinuk brings up activity idea with the doors (2) Incredibles (3) The Bee Movie (a) Chair Osner brings up game with ball throwing and pollen C. First Week Debrief 1. Appropriations a) Chair Cote says this week went well and he thinks everything went smoothly b) Appropriations saw five clubs this week. There were a few policy hiccups, but overall, everything went well.

(1) Access wasnt working for Comptroller Bathija but other than that she agrees that things went well.

2. Club Relations

a) Chair Alameda did not get his requests for club trainings/ mingle from events management confirmed, so he will reschedule for October 1st in the Greenhouse from 7-8.

(1) Alameda wants to put together forms for recognized clubs as a welcome packet type of thing that will include things like mock budgets, constitutions, etc. Also wants VP Dimes, President Harley, and Chair Farooqui to speak at Club Recognition event to help clubs better understand SGA’s role in their recognition.

These packets will be handed out at the event.

(2) Senator Stark and Chair Alameda met with Bill Caniano, who chairs USenate and is on the Board of Trustees, and is on board for library renovations. Also wants to do comprehensive survey for students to take on the library so SGA can decide what renovations will be needed. Alameda asks all Cabinet members to reach out to their committee members to ask for help on this initiative since he is graduating in December.

3. Public Relations a) Chair Rielly stresses importance of keeping with Hofstra branding guide, and encourages all members to use Canva for design purposes. b) Rielly wants to make more connections with clubs on campus, and reaching out to other SGA’s in the area to host events or collaborate. c) The newsletter will highlight SGA initiatives, things that committees are working on, and it will be sent out monthly. d) Wants to promote things that clubs are doing so Rielly can post them on social media platforms to help clubs feel more supported. e) Possibly doing instagram takeovers for events and going to other clubs events, but going as SGA members. f) Senator Mobley is going to be the appointed Twitter representative, and Senator Colon will be in charge of putting events into This Week at Hofstra for OSLE. g) Open House is September 22nd, and SGA will be there and have a table of representatives. h) Website updates are in the works

SGA recruitment video also could possibly be in the works for next semester, and videos and pictures can be taken this semester in order to achieve that

4. Rules a) Tomorrow night, HofBeats will be coming to Senate. A time needs to be allocated to them b) Two senatorial actions were passed at Rules committee meeting c) Senator Khandelwal is the current archivist and Senator McDonough is current ethics chair d) Chairperson Firooz moves to enact a closed session (1) Chair Firooz seconds this motion (2) This motion is passed. e) Chair Farooqui motions to reopen Cabinet (1) Chair Osner seconds this motion (2) Motion passes f) Tabling for elections will be coming up, all Cabinet members are required to sign up to table 5. Spirit a) Pride expo has been discussed b) Spirit committee this year really wants to put a new mural in the student center. Chair Firooz believes there needs to be student art on display in places other than Calkins. c) Will be working to find students who want to sketch, and then do a voting event, or something of that sort, to decide which design is used d) Pride Unleashed Week is beginning to be planned. T-shirts will have SGA logo on them, and we will have a gold rush where everyone wears white shirts e) There will be a pep rally on November 6th f) Idea for possible movie in arena g) Pride blocks are still in the works. It has been a long and complicated process. Only got 6 responses out of 120 clubs which was insufficient

according to Chair Firooz, but as of right now, Firooz doesn’t see it going anywhere in the near future. The mural will be somewhat of a replacement for pride blocks.

6. Student Services a) Chair Osner taught committee members how to file OSLE paperwork and other tasks that they will be expected to carry out. b) There are 25 offices that need to be contacted about donations for Student Awareness Week. c) Tote bags are also in the works for Student Awareness Week, and donors will need to be assigned soon because their names will have to go on the totes. d) Hofstra Shares will be on the week of November 18th (SAW) and it will be on that Wednesday the 20th. e) Wants to get input from Senate about topics. One topic in the works that needs to be narrowed down is Gentrification, brought by Senator Mobley. f) It’s On Us ambassador will be decided soon.

IV.

For Good of the Order A. VP Dimes says she is proud of everyone for their hard work, we’re all in this together.

B. Chair Farooqui wants everyone to keep in mind that the constitution benchmark will take place on Oct. 24th.

C. Comptroller Bathija has emailed everyone in Cabinet the internal allocations spreadsheet and everyone has access to it. Also would love for Cabinet to come watch her sign one day so all Cabinet members can have more clarity in terms of what goes on when she allocates funds. Also would like to extend this to Senate, specifically Appropriations.

D. President Harley is very impressed with everyone’s professionalism, especially at frist Cabinet meeting

GENERAL POLICIES B. OFFICE HOUR REQUIREMENTS 1. All senators, associates, and Judicial Panel members are responsible for serving at least one (1) office hour per week. Cabinet members shall serve two (2) office hours, as defined in this section. An office hour is defined as sixty (60) consecutive minutes where a senator is available in the Student Government Association office.

2. Senators may complete office hours Monday through Thursday between the hours of 9:00 AM and 9:00 PM and on Fridays between the hours of 9:00 AM and 5:00 PM. 3. At the discretion of Cabinet, another Student Government Association-sanctioned action may substitute an office hour.

4. Senators may elect to complete 2 or more club elections to satisfy their office hour requirement for the week. The elections form shall have been submitted as proof.

5. Senators may elect to attend an SGA-Recognized club event (not a club meeting) to satisfy their office hour requirement for that week. Proof shall be submitted to the Ethics and Conduct Chair in an email before the culmination of the week in question. Proof of attendance shall be photos from the event, an admission ticket, or card swipe data from OSLE. Any other means of providing proof may be approved at the discretion of the Ethics and Conduct Chair.

6. All Cabinet/E-board members shall complete their 2 in office hour requirement.

7. Office hours are posted and recorded by the Ethics and Conduct Chair.
