The 83'd Senate, inaugurated on Apri l 261h, 2018, has continued our efforts of advocacy, education, programming, and civic engagement this semester. Last year, Vice President Deandra Denton and I ran a six-point, campus-wide campaign outlining our vision for the 83'd Senate. Within thi s framework, we provide updates on progress thus far, as well as insight as to where we are headed next.

amplify the student voice

The Student Government Association (SGA) at Hofstra University believes that students should be

empowered as the catalysts for change in their campus communities. This semester, we have continued our emphasis on bringing as many voices into the Senate chamber as possible. Thus far, we have heard from our new Dean of Students, Gaby St. Leger, and from Compass Dining Leadership.

Under a new initiative conducted by Senator Zain Farooqui to create an Ad Hoc Committee on Social Justice, students from the Jefferson Has Gotta Go! Campaign attended to update and educate on their work. In the com ing weeks, we look forward to hearing from the Ad Hoc Committee on Accessibility and Advocacy, from Vice President for Digital Innovation and Information Technology Steve Fabiani, Vice President for Facilities and Operation Joseph Barkwill, and Director of Residence Life Beth McGuire. We also look forward to hosting our semsterly SGA Town Hall and annual SGA Alumni Panel. At Cabinet meetings, we have also met with the Senior Gift Committee and look forward to hearing from Alumni Affairs, Vice Provost Robert Brinkmann, and Associate Vice President for Student Af fairs Jean Peden­ Cristodoulou later this semester.

We opened the semester with an inaugural Community Governance Summit. This event, co-sponsored by the Office of Student Leadership and Engagement, brought fifty student leaders f rom eight different governance organizations together for a day of workshops, trainings, and opportunities for collaboration. Peers from the Res idence Hall Association, Commuter Student Association, and

Fraternity and Sorority Life Governance Councils attended, and this event enabled SGA to make new connections with other student leaders on campus.

In an effort to elevate student voices further beyond the Division of Student Affairs, Vice President Denton and I have utilized new connections with members of the President's Cabinet to push student work forward. We met with Vice President for Digital Innovation and Information Technology Steve Fabiani for the first time and were able to elevate conversations regarding the need for accessible online systems, student opinions on campus technology, and hopes for technological innovation efforts in the future. We were also able to initiate our first collaboration with Institutional Research with Vice President Stephanie Bushey in order to discuss best practices for student polling initiatives on campus.

This semester, our Student Services Corrmittee's Spring Into Action Week survey will be sent out in a campus-wide email under the facilitation of Baseline to aggregate more authentic student data.

Our regular meetings with President Stuart Rabinowitz, Hofstra's Board of Trustees, Vice President for Student Affairs W. Houston Dougharty, and Dean of Students Gaby St. Leger have allowed us to bring forth the pulse of our campus commun ity on a regular basis. For the remained of the semester, we look forward to hosting our annual state of the university address, What's Happening Hofstra, on April 101h to further amplify the student voice.

Amplification of the student voice manifests in many capacities, but this value is 1he foundation for our work on campus. We believe that students should be in the room for every major university decision, that students should be at the heart of policy changes, and that systems and stn.:ctures that empower students to make change themselves are far more powerful than a representative body can ever be.

improue mental health counseling seruices

Efforts from last semester to improve mental health counseling services on campus have continued.

This semester, the Office of Student Advocacy and Prevention Awareness asked for support on a new campaign to support conversations regarding mental health in campus communi1ies. Senators Gisselle Ortiz-Jimenez and Alexa Osner have attended the campaign's initial meetings as SGA representatives, and we look forward to hearing more about the committee's work.

Last semester, the Student Health and Counseling Center (SHACC) established a campus-wide SHACC Advisory Board to streamline and push mental health service improvements forward. Chair Isabelle Schmidt and Senator Emanuelle Souffrant have represented SGA on this committee. We also look forward to actions stemming from this board later this semester.

SGA recognizes that, to feel at home at Hofstra, students must feel safe at Hofstra. We also understand that campus safety is experienced differently by different students. Deandra and I, along with Rules Chairwoman Carissa Ramirez and Student Services Chairwoman Isabelle Schmidt, attended a follow-up meeting with Karen O'Callahan and Lynda O'Malley in February to continue conversations from last semester. The outcome of this meeting included three action items: that SGA would write a resolution to support the increase in night shuttle services during weekends, that SGA wou:ld meet with Public Safety's Emergency Management team to learn more about emergency policy, and that a tentative event with Public Safety and SGA would occur later this semester. We look forwa rd to reviewing the resolution for an additional night shuttle driver at Senate on March 7 1h, and to furthering discussions on the latter two action items in the near future.

continue renovating campus spaces

As our student body grows and evolves, we believe our campus spaces should follow suit in pursuit of cohesive community. Last year, SGA's focus on renovating commuter student spaces has led to a new focus this year on improvements to residential housing. We have increasingly heard concerns of the conditions in residential towers and look forward to working with Residence Life and Facilities and Operations to discuss these. On Friday, March 8 1h, Vice President Denton and I will be meeting with Beth McGuire and Vice President Joseph Barkwill to raise topics in preparation for their visit to Senate on March 281h •

cultivate a culture of consent

We believe that creating a culture at Hofstra in which students feel welcome to participate requires having difficult conversations about respect and consent. In order to create a better system for justice under which students are empowered to report incidents of bias, student activists from the Jefferson Has Gotta Go! Campaign have raised the need for an online system for bias reporting. This topic has now been elevated in meetings with President Rabinowitz, Vice President Steve Fabiani, Public Safety

leadership, and with various student groups. We look forward to seeing SGA put out a resolution in support of ttis project, and continuing to amplify the system to administrators.

Additionally, our It's On Us Ambassador, Tara Stark, with support from Student Services Chairwoman Isabelle Schmidt, has continued her collaboration with the Office of Student Advocacy and Prevention Awareness this semester.

cllocotion process While campaigning and interacti ng with over 1,000 students last spring, the need for a more transparent and accessible SGA became clear. This platform point began as a goal to ease the restraints of our allocation policies for club leaders, and has now expanded to restructuring SGA in other arenas.

Vice Preside~! Denton and I presented a proposal for a restructure of the Senate Body in February. This discussion led to drafts of legislation being written by various cohorts of Senators, and raised the need for continued conversations regarding Senate committee structure. A comnittee convention will be held on March 12111 to further discuss this proposal, with the goal of reachin~ a decision about next steps prior to turnover for the 84 th Senate.

These highlights cannot even do justice to the hard work each of our senators is putting into additional individual init atives. We are learning together, debating each other and working to represent our community better every day. The 83'd Senate is large, opinionated, passionate, and engaged on campus in ways that I have never seen SGAs engage before. We have a lot of work to do, but I believe we have made great progress thus far. Deandra and I are honored to represent the 55 powerful individuals in SGA, the 6,700 undergraduate students that comprise our undergraduate body, and we have high expectations for what comes next.

Non-Comptroller Initiatives/Projects: S.A.2019.83.014 – A Resolution to Establish a Bias Reporting System at Hofstra University ● Worked with several other SGA members and constituents to draft language supporting some of the platform items of the JGG campaign – follow-up from last semester

Supporting Student Advocacy – Ad-Hoc Subcommittee Chair ● Elected to chair the subcommittee on empowering student activists at Hofstra.

The goals are as follows: o Long-Term Goals: o For next semester, have an event that brings together current, former, and hopeful student activists - “State of Advocacy” - that would ideally become a regular event. It would have three main sections (this is obviously only a rough idea and we can work through specifics together): ▪ Student sharing: in this section, current student activists would share their work (be it in a panel or more informally) and then hopefully find ways to help each other/stop doing redundant 7

research. Students hoping to get into activism would also benefit from this part.

▪ Admin Questioning: during this time, we would have relevant groups of administrators answer questions about how to best go about current student initiatives.

▪ Student Org workshopping: activism-oriented orgs would use this time to workshop collaboration and/or discuss new projects to concentrate on.

o Short-Term Goals: ▪ Generate a list of students and administrators sorted by project area to invite to collaborate and attend the event next semester.

▪ These key actors may be doing parallel work, so if we find that out in the course of our research we should put them in contact and aid where we can.

▪ For this semester, create a starter guide to student advocacy (not just SGA-focused, but for any project) with examples of past projects and a much more involved framework of the process, common obstacles, and formatting to know to make a successful proposal.

Overall Takeaways: This semester has been largely about using the office of the Comptroller to connect people interested in student leadership and using the opportunities to speak about student issues that matter. While it may not be reflected in the text attached here, I have tried to be as engaged as possible on that front with administration through interviewing potential hires, working on operational initiatives outside of SGA, or simply being as best a mentor as I am able. As always, it has been a pleasure and privilege to work with all of you.

Accomplishments ● SGA Storage Space ➢ We have continued to allocate storage spaces to clubs who request it. ● Club of the Week ➢ We are debuting the Club of the Week during this upcoming week. ● Club Audits ➢ We have decided that for this year’s Spring Audit, we would create a Club Check-In form. This year’s theme is Farm Animals.

Build-A-Friend is to be held on May 7​th​ in MPR. Program Promotion We are working closely with the Elections Commission, Spirit and Student Services to promote programs such as Spring Elections, Spirit Week, and Spring Into Action Week.

Club Elections

There have been seven (7) club elections held so far this semester. By next this time week, there will have been nine (9). While we have not had any major issues with getting senators to staff the elections, more volunteers will be necessary as more elections start to take place toward the end of the semester.

Policy Series Updates Since the Student Government Association (SGA) completed the Constitutional Convention last semester, the Rules Committee refocused its efforts on updating the Policy Series. Each member of the committee has been working individually to bring pieces of senatorial action forth. Additionally, the committee chairs have been has been bringing updates to their specific sections as well. By the end of the semester, the goal is to have a majority of the Policy Series updated and consistent with the new policies in the updated constitution.

Valentine’s Day Tabling – ​Completed The Spirit Committee assembled goodie bags that contained candy and a corny pick-up line to hand out to the student body between 12 – 2pm on February 14th​ ​. This is an annual event.

CAA Watch Party – ​Upcoming ▪ The Spirit Committee will be hosting a semi-finals CAA Watch Party on March 11th​ ​ at 6pm. We will be tabling in the atrium the entirety of March 11th​ ​ in order to promote the event. Compass is catering food and students will have the chance to watch the men’s basketball team play in the CAA tournament.

▪ On March 12th​ ​, University Relations, Athletics, and SGA will be cohosting a CAA Finals Watch Party. SGA will be hosting trivia during halftime.

Stressbusters – ​In Progress The Spirit Committee will be taking on Stressbusters for the first time this semester. Emails went out to all club primary contacts on February 25th​ ​ asking if any club would like to participate in Stressbusters. As Chair, I will be meeting with the Spirit Committee and SAPA to review the submissions and finalize the calendar for this semester.

Spirit Week 2019 – Upcoming ​ Spirit Week will be April 15th​ ​ – 20th​ ​ this year. The Spirit Committee has planned a lot of great events for this year including a movie on the quad, a dunk tank during common hour, free giveaways, etc. This year, Spirit wants to focus on overall school spirit during this week and not limit ourselves to spirit centered around Athletics.

Programs in progress: I.

Ronald McDonald House Visit ● This semester on April 5th​ ​ members of SGA are going to Ronald McDonald House to volunteer for their Meals from the Heart program. The members will be making a meal for the current residents of the house.

II. Bird Sanctuary Cleanup ● The bird sanctuary on campus has been inactive for an extended period of time. This semester the renovations will be completed, and members of SGA will go and partake in a cleanup early April ​ III. Earth Day tabling with CCE (April 24th​ during Common Hour) ● The Center for Civic Engagement will be hosting their annual tabling event for Earth Day on the academic side of campus during common hour April 24th​ ​. There will be a group of SGA senators that partake in tabling for the event. Senator Catherine MacCarthy will be working with the Service Coordinator and Spirit Chairwoman Tomasso to plan a theme for the table.

IV. Relay for Life ● SGA members will be participating in the annual Relay for Life event on April 27th​ ​ from 6pm to 6am. This event will consist of fundraising, a themed table that members of SGA will be selling items where the funds go to the donations for Relay.

Resolution to Support an Additional Driver for Public Safety’s Off-Campus Shuttle Services

Whereas, ​Hofstra University is located in a suburban area of Long Island, New York and has a significant population of commuter students who live directly off campus. Thus, many students, both residential and commuter, travel off campus during nighttime and weekend hours. Hofstra’s Department of Public Safety currently offers two (2) night shuttles on Thursday, Friday, and Saturday nights to accommodate student travel on and off campus;

Whereas,​ Hofstra’s student body has demonstrated a need for additional shuttle services;

Whereas,​ Hofstra’s Student Government Association polled two thousand and five-hundred (2,500) full-time, undergraduate students and found that thirty-four point seven percent (34.7%) of respondents that utilize the night shuttle indicated that their transportation needs were not met by the frequency of the night shuttle;

Whereas, ​there has been an increased number of off-campus incidents in the surrounding area that compromise student safety. These include a home invasion on Fairview Boulevard on September 4th, 2018, an off-campus armed robbery on Broadfield Road on September 21st, 2018, and a robbery on Lawrence Street on November 8th, 2018;

Whereas, ​Student Government Association members met with Karen O’Callahan and Lynda O’Malley, representatives of the Department of Public Safety, on February 14th, 2019 at 4:00 PM. O’Callahan and O’Malley expressed that an additional night shuttle driver would be required to increase the frequency of night shuttle services;

Let it be resolved,​ that the Student Government Association calls for one (1) additional night-shuttle driver to support student safety regarding off-campus travel.

Only members of the Student Government Association shall be eligible to run for the office of president or vice president.​ Any ​ full-time​ ​undergraduate student in good standing with the university is eligible to run for the office of President and Vice President.

2. All presidential and vice presidential candidates shall run as a ticket. If either the presidential and/or vice presidential candidate does not meet the requirements stated in the Student Government Association Policy Series, or cannot ​ ​are unable to​ continue ​their​ candidacy, the remaining eligible member of the ticket shall have up to seventy-two (72) hours to pick a replacement. a. The Elections Commission shall only see a new ticket comprised of at least one (1) candidate from a previously disqualified ticket.

3. If an unsuccessful ticket receives the minimum amount of votes for Senator-at-Large, ​ ​ the candidates may choose to be elected to the position of Senator-at-Large. ​ ​ 4. On a date specified by the Elections Commission, candidates for President, Vice President, Senators, and Justices must attend a meeting to declare their candidacy. a. If a student is unable to attend this meeting, they may email a member of the Elections Commission twenty-four (24) hours prior to the meeting with their name, 700 number, email address, and the title of the position they would like to run for.

C. ELECTIONS COMMISSION: 1. GENERAL: a. All members of the Elections Commission shall be students graduating in the spring semester of the election nominated and ratified by two thirds (2/3) of Senate, except for the advisor.​ The ​ membership of the Commission is to be nominated by the Rules Committee Chair and President, subject to the ratification by a majority vote in the Senate. Prior to ratification, members of the Senate may nominate additional individuals to serve.​ ​ The ​ following people are prohibited from serving on the Elections Commission: i. Any former President or Vice President whose counterpart (i.e. Vice President or President) is eligible to run for the position of President or Vice President. b. The Rules Committee shall serve as the Elections Commission for the Fall Elections. c. The Elections Commission shall be advised by the Student Government Association Advisor. d. The Elections Commission shall be ratified by two-thirds (2/3) of Senate.

e. The Elections Commission, or ​ Rules Committee during the fall election,​ shall be required to submit a weekly report to the Senate in the same manner as a committee chair. i. This report shall not contain information concerning any individual candidates, but shall solely focus on the logistics of planning and executing the election. ii. This report shall be passed through the Senate by a two-thirds (2/3) vote. iii. A member of the Elections Commission shall present this report during the New Business of the Senate agenda. f. No person serving on the Elections Commission shall compete for any Student Government Association election nor aid in campaigning for any elected office1 in the season that said person shall serve. g. Members of the Elections Commission shall not endorse any candidate, sign any petition, campaign on behalf of any candidate, or campaign for or against any referendum. Any Elections Commission member found doing so shall be immediately removed. h. This report shall be passed through the Senate by a two-thirds (2/3) vote. i. S.A.2019.83.011 a) Chairperson Ramirez states that this legislation is coming from a meeting that Deandra, Abby, Belle, and her had with public safety. Public Safety understands our concerns for the shuttle driver and they suggested we should make something that would actually push this initiative along. b)

Chairperson Crofts asks if specific incidents should be mentioned (1) Chairperson Schmidt states that by having the specifics it shows how close to Hofstra University these incidents are.

2. S.A.2019.83.012 a)

Chairperson Tomasso states that this legislation details that Spirit will now be doing stressbusters. She thinks that there should be a seperate spirit committee that is not a part of the programming committee within the new structure. The deputy will have to sit on spirit before they take on their position to know how programming works. This position would be chosen to help the spirit committee chair.

(1) Chairperson Grief asks if stressbusters is the only programming this legislation discusses (a) Chairperson Tomasso states that it is but other programming is being discussed (2) Chairperson Crofts states that a point could be made that since a chair is not required to have prior experience, a deputy should not be.

(3) Chairperson Labrie suggests a few minor changes to wording (4) Chairperson Ramirez states that something that may come up at Senate would be that there could be point people for each programming instead of just one deputy overseeing.

(5) Chairperson Schmidt states that she thinks that the structure could be to have certain senators focusing on different areas of programming in the future (6) Chairperson Labrie also states that having more than one person overseeing programming might lead to more leadership opportunities. And, in the future, it might happen that the someone who is chosen as deputy does not do the programming right.

(7) Chairperson Ramirez also states that if the problem is that people might not be able to do this programming well, then having one deputy might not help this.

(8) Chairperson Schmidt states that this could possibly be looked at internally (9) Chairperson Grief states that if the problem is that we canâ&#x20AC;&#x2122;t trust senators with paperwork and such then as chairs we should be helping senators grow and learn these skills (a) Chairperson Tomasso states that she would rather have one particular person to help her instead of distributing tasks to a couple of senators.

It can cause some disorganization. She wants to think of a structure that helps this problem as a whole.

(10) Chairperson Schmidt states that she understands this because doing programming is hard to organize. She states that having more experienced senators helps. So, perhaps the structure should be changed and she doesnâ&#x20AC;&#x2122;t think this legislation would solve that problem.

(11) Chairperson Tomasso states that certain senators have not liked constructive feedback. So, she would like to see how we can structure the way programming is done for the future. She doesnâ&#x20AC;&#x2122;t think assigning senators tasks will work if they are not motivated to do it.

(12) Chairperson Ramirez states that point people might help with that as those people would show that they have an interest in doing a specific task.

(13) Chairperson Tomasso states that this person would be running so they would be motivated to do this work. This person would be held responsible.

(14) Chairperson Ramirez states that this lack of responsibility has been seen all throughout SGA with duties like elections. We should have some discussion about accountability.

(15) Chairperson Grief states that he agrees with Chairperson Ramirez. If only one person is given the responsibility then what is the point of the other senators on the committee. He also asks why Chairperson Tomasso picked the tasks she did for deputy (a) She states that this deputy is programming specific and they would fit under the spirit committee. She would also help internal events like Hofstra Celebrates the Holidays. She states that the senators would handle tasks for these events like making t-shirt designs, for example.

And the deputy would help with ordering them.

(16) Chairperson Crofts asks if this should be tabled (a) Chairperson Tomasso states that she will be tabling this and work on this some more.

(17) President Normandin suggests that the legislation could be structured a bit differently by tasks so that people would be less confused.

3. S.A.2019.83.013 a) Chairperson Ramirez states that this legislation mentions updates to elections. This makes sure that the wording is changed to â&#x20AC;&#x153;any student can runâ&#x20AC;? instead of just SGA members.They also put in gender neutral language. This mentions membership in regards to the elections commission.

(1) President Normandin suggests a change to the wording of this legislation (2) Chairperson Ramirez states that this includes a content change. They added that a minimum of four senators would be needed for this commission. b)

S.A.2019.83.014 a) Chairperson Ramirez states that this legislation is to support the establishment for a bias reporting system at Hofstra University following the discussion of the JGG campaign at Senate two weeks ago. b) Vice President Denton states that this legislation would be more significant if data from past semester surveying would be added to this legislation. c)

President Normandin would also like to suggest a few changes to this legislation

B. Senate Logistics 1. Compass Leadership Visit

a) Vice President Denton states that Bruce and Lisa will be joining us. This is a great time to ask questions, share student feedback, and hold them responsible from previous conversations.

2. Mid-Semester Reports a) Vice President Denton states that reports will happening tomorrow. Chairperson Grief will be chairing the Senate meeting.

3. Comptroller Kutsch Update a) III.

Vice President Denton states that if chairs need a budget for compass food, let him know.

Matters at Hand by committee A. Spirit Committee 1. Chairperson Tomasso had to leave due to prior commitments. Minutes will be given at Senate.

B. Club Relations Committee 1. Chairperson Crofts states that the committee did a lot of work this past week. Many clubs responded to the club relations email for office allocations.

2. He also states that they are working with Public Relations. On Monday, the committee will decide on which clubs will be featured.

3. Next week, they will be monitoring responses and will be making a structure of how the office space allocation will be.

4. He states that there are some problems with committee attendance.

C. Rules Committee 1. Chairperson Ramirez states that there are two potential clubs coming to be recognized next week.

2. Denise Boneta wanted Cabinet to discuss how SGA recognition would work if clubs were derecognized by OSLE and then re-recognized within the same academic year. a)

Chairperson Labrie states that it should happen on a case-to-case basis

D. Appropriations Committee 1. Chairperson Grief states that the email got sent out.

4. They will be adding an Associate to the committee so he is excited about this.

E. Student Services Committee 1.

Chairperson Schmidt states that Jen Kampfh got back to her for programming. a) She will be meeting with her soon to discuss generic links with regards to surveying. She approved the questions we will be asking too.

2. Spring Into Action Week is now all scheduled and finalized.

3. They worked on a resolution.

4. They also have a space booked for Hofstra Shares. She is looking into buying toiletries and such.

5. They also made a master document for a resource guide and are working with the SHACC Ad Hoc Committee. a) They also talked about social media highlights for SHACC. They want to also look at clarifying policies and help build their website F. Public Relations Committee 1. Chairperson Labrie states that they started the meeting with logistics for the video the committee is doing for SGA. 2. There is a lot to promote next week so there will be much information placed on our social media accounts. a)

Club Relations will also be highlighted soon.

3. They discussed promoting the Title IX position application. The committee voted to put this up on the portal box.

4. They will be working on boards, brochures, and Build-A-Friend, which will be happening May 7th in the Multipurpose Room at 7pm.

Facilities and Operations Updates: Gallon Wing expansion project for PA program, Weller Hall will be open in September 2020, CV Starr renovation is underway, and the Career Center renovations will be done.

4. Mid Semester Advisory response rate: 69% in Fall 18, down 5% from Spring 18 5. Incoming class: record turnout at previous Admitted Student Day, 868 students in attendance B. Judicial Panel: Meeting and Elections Update 1. There was a meeting today. President Normandin and Vice President Denton attended. Michael is the new Chief Justice. He has come up with a 5-step plan for changing how J-Panel will operate in the future.

C. Meeting with Beth McGuire and VP Barkwill on Friday 1.

This meeting will be to discuss them coming to Senate later on in the month.

D. Committee Convention on March 12th 1. President Normandin said that they sent out a poll and the meeting will take place on the 12th from 4 - 6 pm in the SGA office.
