Chairperson Grief goes over the process of how budget appeals will go B. Club Powerlifting i. Appeal: 1. Their coaching fee was denied because of their cover letter. Without the coach their club cannot function properly. The coach is there to keep the team members safe. It is a severe safety risk if he leaves. If he does not get paid, he will not be here. Last year, we used the same cover letter for this budget approval and it was approved. Going forward we can change the cover letter. ii. Questions for the speaker: 1. Comptroller Kutsch asks how they got this quote? Was it an invoice or from the contract? a. They state that Luke, the coach, works as a Professor here at Hofstra. This is the format he uses when he requests funding from the university 2. Senator Algarin asks if the club would still run without him a. They state that no. We would not be able to because of risk factors iii. Questions for Chairperson Grief:

1. Senator Firooz asks about our policy regarding cover sheets a. Chairperson Grief states that the committee decided what a valid quote is. This did not meet that standard.

2. Senator Ortiz asks if the club was aware that they needed an electronic signature a. Chairperson Grief states that it needs to be verifiable 3. Senator Battipaglia asks if the coaching fee for all clubs are the same a. Chairperson Grief states yes. Most clubs get $1,250 for a coach a semester 4. Senator Algarin states that it was mentioned that they got this approved before a. C. Masquerade Musical Theatre i. Appeal: 1. The Fundraising Chair and Artist Director present. We would like to appeal the mainstage show rights. We pick our mainstream musical before it happens. We wait for that assignment before we can have the rights process and it takes about three months to get the show rights. We have been working with OSLE to select the show before the next semester. We cannot hold auditions until we have the show rights. So, if we were to come back in February, we would not be able to do a show because the rights would not be done on time. We believe that our club is beneficial for the Hofstra community. Without the rights to their show, we would not be able to give this opportunity to Hofstra students ii. Questions: 1. Chairperson Grief asks if they have to reserve these rights now or if it could have been done earlier a. They state that they would like to do this earlier going forward.

They’re hoping to obtain rights to look at before the spring. They have had trouble obtaining rights before 2. Chairperson Grief asks if they would use the funds before February a. In order for them to request the rights for the show, they need to request it now. It will be used later on 3. Senator McDonough asks if they are spending in the fall or spring semester a. We pride ourselves of being in the top tier of the club sports system. Without funding for our referees we cannot hold tournaments. We would have to increase dues. There are already girls that cannot pay it. It jeopardizes the amount of girls that can pay. We can even go down to $370 for two home games. We would like to show pride for our team. We didn’t get allocated transportation money either. Another reason we would like the referee budget reconsidered is that referees are required for the leagues we join. Before you join the league you need proof that you can pay the referees. They encourage a safer environment for the team. Our coaches do not feel comfortable coaching us without them ii. Questions: 1. Comptroller Kutsch asks what high tier means a. They state that there is a four tier system. It depends on a team’s ability to host home games, do community service, and such.

They have completed 5 community service events, they have been to 5 club events on campus, and they fundraise so they have gotten this status.

2. Senator Ismail asks if they are only asking for the referee budget a. They state that they are asking only for the referee because they know how limited the budget is.

Club Bowling i. Appeal: 1. Every Tuesday night they go out and bowl. It is stress relief. We did not get any reimbursement money for our games and shoes before. We do not need the full funding of our budget. What brings people into the club is if they can get reimbursed at the end of the semester. We would drop in membership if this is not fixed. If we do not have a budget, there is no point of being a SGA-recognized club. This budget that was sent might have been wrong. ii. Questions: 1. Chairperson Grief mentions that the point of discussing the membership was internal. This was not funded due to your quote 2. Comptroller Kutsch asks what tier they are in a. They states that they are in probation 3. Chairperson Ramirez asks if they can come to an appropriations meeting in February a. They state yes but the amount has increased for shoes 4. Appeal: 1. The President presents. They would like to appeal gas and a fundraiser.

As a club, one of the main things we do is build and restore and we need gas too. We ask individuals to volunteer and I do not feel comfortable if

our members come next semester and will have to pay for gas. Also, if we are not funded today, I would have to go back to members and say that she is not 100% positive that they will get reimbursed. They would also like to appeal for a budget to have a fundraiser to build bird houses around mothers’ day Questions: 1. Senator Fletcher asks what the money for the fundraiser is a. She states that the money is specifically for the bird house kits 2. Senator Narain asks what would be the priority out of these two appeals a. She says Gas. This is most important because it would help get our volunteers to where they need to go to help the community 3. Senator Stark asks if it was ever brought up for the members to pay for gas themselves a. She states that she doesn’t feel comfortable asking them for money for gas with them already volunteering 4. Comptroller Kutsch asks if this aligns with their mission statement a. She states that the club would like to educate Hofstra on affordable housing, helping those that are need, and more.

They would like to appeal for the Luncheon. They have put this event on for the past four years. This has been their largest fundraising event. The reason why we didn’t get this funding was because of alumni. This is our major source of income. There are only 3-5 alumni or 7 alumni at the most and 30 Hofstra students. We need the money for Hofstra food ii. Questions: 1. Comptroller Kutsch asks about their fundraising in the past a. They state that they have done raffles with local stores that will donate goods. Their main source of income comes from donations 2. Senator Firooz asks which date this is on a. They say it is on April 7th. They have to invite everyone so they need to know now 3. Chairperson Crofts asks who is making the most donations a. They state that the alumni make the most donations 4. Senator Harvey asks if they would be able to ask for this money next semester a. People who do not associate with Japanese culture come and learn. The events are scheduled so that more people who don’t have money on their cards can get food. We understand if even half is given for the allocations. ii. Questions: 1. Comptroller Kutsch asks if these events are for the Hofstra community a. One of them is just for trying different foods 2. Comptroller Kutsch asks how these events help with appreciating Japanese culture a. These events are a way to introduce this culture to the Hofstra community iii. Questions for Chairperson Grief 1. Senator Algarin asks how priority will work in this instance a. Chairperson Grief states that what they are appealing for goes first iv. Senator Greenberg moves to allocate $52.80 for the Shoyu Ramen 1. Motion seconded 2. Motion objected 3. Debate a. Senator Fletcher asks if they can still put on the event without this fund a. He states that with the 8,000, that is already funded, they wouldn’t be able to do all that they could 2. Senator Algarin asks if receiving this money later on next semester makes a difference

Vote i. by a vote of 37-4-0, that motion passes O. Black Student Union i. Appeal: 1. They are appealing for Evolution of Carnival, and Bacchanal. The carnival is our biggest event in terms of celebrating black culture and minorities. This leads to our biggest fundraising event which is Bacchanal. The Student Government Association’s 83rd Senate End of Semester Report of the President Abby Normandin December 6th, 2018

The 83rd Senate, inaugurated on April 26th, 2018, has hit the ground running with a semester of advocacy, education, programming, and civic engagement. Last semester, Vice President Deandra Denton and I ran a sixpoint, campus-wide campaign outlining our vision for the 83rd Senate. Within this framework, we provide updates on progress thus far, as well as insight as to where we are headed next.

The Student Government Association (SGA) at Hofstra University believes that students should be empowered as the catalysts for change in their local communities. Representation is key to empowering students. At the beginning of the fall 2018 semester, SGA’s Rules Committee, chaired by Carissa Ramirez, commissioned our fall elections. This elections cycle brought 14 new Senators and 1 new Justice into SGA, enabling us to hit our membership ceiling for the first time. At present, there is one Senator for every 150 students, and we work alongside our active Judicial Panel. This large population has already proven to ease student access to SGA representatives and services.

SGA participated in University Relation’s #HofstraVotes campaign, aimed at increasing voter turnout in the Hofstra Community. In conjunction with the Nassau County Board of Elections, University Relations, and various students from the Political Science Department, we completed four full days of voter registration tabling in the Student Center Atrium. Throughout this period, approximately 700 Hofstra students and community members registered to vote. SGA also collaborated with Ha Ha Hofstra, an undergraduate student organization that performs stand-up comedy, to bring comedian Mike Birbiglia to campus as part of his Stand Up and Vote tour. During Hofstra’s annual Fall Fest Pride Expo, we tabled again to encourage civic engagement and to ask students why they vote. We concluded this voter engagement initiative with the Elections Night Watch Party on November 6 th, where we livestreamed election results as they occurred and collaborated with students from the School of Communication.

Following campus-wide protests regarding the Thomas Jefferson statue on campus, Deandra Denton has represented SGA and undergraduate students on the President’s Task Force for Representation in Public Spaces.

Thus far, the task force has discussed student feedback, reviewed the history of statues and monuments on campus, and is working to streamline the approval process of bringing future statues to campus. Additionally, the task force hopes to invest in new ways to represent diverse voices in art on campus.

The President and Vice President of SGA have the honor of serving as delegates to Hofstra’s Board of Trustees.

After conversations with various student leaders, we realized that students are curious about Board members, their role in the Hofstra community, and how they can be accessed. To initiate a stronger relationship between the student body and Board of Trustees, Deandra and were excited to invite them to the President’s Leadership Reception in November. At this reception, the Presidents and Vice Presidents of student-led organizations were able to meet Board members, ask questions, and raise concerns. We plan to take a step further and invite Board members to a Senate meeting in the spring. On a similar note, we are excited to have begun meeting monthly with President Stuart Rabinowitz to discuss student issues and campus culture on a regular basis.

Deandra and I see importance in increasing the connection between Hofstra alumni and current students. We are grateful to have begun a stronger relationship with Alumni Affairs. We had the honor of speaking to alumni about our experiences at the Donor Appreciation Reception in October and look forward to welcoming representatives from Alumni Affairs in the spring semester.

Finally, our passion for bringing community voices into the Senate Chamber has led us to meet with Campus Facilities and Operations, Jefferson Has Gotta Go! campaign leaders, Compass Group, the Athletics Department, the Career Center, University Relations, and the Student Health and Counseling Center. We look forward to welcoming more students, administrators, and activists to Senate in light of amplifying the voices of our peers.

Senator Kathryn Harley proposed a new Town Hall meeting to be held each semester, for students and by students, in conjunction with a weekly SGA Senate meeting. We enjoyed hosting the first such meeting in midNovember in conjunction with Student Appreciation Week. Over 75 students were in attendance, and question topics ranged from questions about how SGA works/ our current projects, to issues of campus safety, healthcare access, dining concerns, and transportation availability.

Compass Group has been one of our regular attendees at Senate for the past four years. During Student Appreciation Week, the 83rd Senate polled 2,500 undergraduate students on a series of questions passed through Senate by the Student Services Committee, chaired by Isabelle Schmidt. This population comprises 37% of the undergraduate student body. One of the questions asked was “of the following, which is your biggest concern with dining on campus?”. 825 (33%) of the respondents said “affordability”, 592 (23.68%) responded “quality”, 317 (12.68%) students chose “variety”, 315 (12.6%) students chose “dietary restrictions”, 281 (11.24%) students chose “cleanliness”, 119 (4.76%) students reported “no concerns” and 51 (2.04%) students chose “other”. These results demonstrate the greatest perceived concerns with dining among students and will guide the prioritization of dining-related initiatives in the upcoming spring semester.

Our Public Relations Committee, chaired by Alex Labrie, has redefined SGA’s online and on-campus presence. Our social media platforms have gained traction like never before, and we are eager to increase online interactions with students through live tweeting at Senate, press releases to the Hofstra Chronicle, and an updated and accurate website with accessible information. Additionally, Cabinet decided to open our semesterly Budget Appeals meeting—one that has traditionally been closed to non-SGA members—to all members of the Hofstra Community. We believe that this change emphasizes the 83 rd’s intent to have a stronger and more transparent relationship with our peers.

Amplification of the student voice manifests in many capacities, but this value is the foundation for our work on campus. We believe that students should be in the room for every major university decision, that students should be at the heart of policy changes, and that systems and structures that empower students to make change themselves are far more powerful than a representative body can ever be.

Deandra and I recognized a need for more accessible healthcare on campus. We were elated to hear of the Student Health and Counseling Center’s (SHACC’s) removal of the $30 fee for counseling sessions during the summer of 2018. From there, we believe this initiative must continue with listening and understanding. In September, we attended a mental healthcare talk back hosted by the Young Democratic Socialists Association at Hofstra. We have also had conversations with various students who seek services at the SHACC to learn about areas for further improvement.

We met with Dr. John Guthman in late October, and hosted him at Senate in early November, to better understand current policies. Recently, we appointed Student Services Chair Isabelle Schmidt and Senator Emanuelle Souffrant to sit on the new SHACC Advisory Board. We look forward to involvement with the new SHACC Advisory Board to further these discussions and to continue expanding healthcare on Hofstra’s campus.

During Student Appreciation Week, the 83rd Senate polled 2,500 undergraduate students. One of the questions stated was “are you aware that the Student Health and Counseling Center no longer charges a fee for counseling services?”. 1,370 (54.8%) of the respondents said “yes”, while 1,130 (45.2%) responded “no”. These results demonstrate the need for more expansive communication between the SHACC and Hofstra’s undergraduate student body.

SGA recognizes that, to feel at home at Hofstra, students must feel safe at Hofstra. We also understand that campus safety is experienced differently by different students. Deandra and I, along with Rules Chairwoman Carissa Ramirez and Student Services Chairwoman Isabelle Schmidt, attended a lunch meeting with representatives from Public Safety to discuss current policies and initiatives back in September. Out of this meeting, we realized the need for an internal SGA task force on campus safety. We implemented a Public Safety

Ad Hoc Committee and charged this team with working alongside Public Safety to promote safety on campus. Next week, we hope to meet with Public Safety representatives again to follow up on discussions held at the beginning of the semester.

Additionally, SGA’s Cabinet spent time with the Public Safety Assessment Team that evaluated safety on Hofstra’s campus. This was a great opportunity to assess the areas that students see as needing improvement. The main topics that came up—and those that will guide subsequent initiatives—included active shooter training, clarification on emergency transport policies, off-campus safety, on-campus solicitation, and avenues for interaction with Public Safety officers.

Students were able to select all options that applied to their experience. 1,468 students (58.72%) said that they are aware of how to report sexual misconduct on campus. 947 (37.88%) students said that they are aware of how to report student misconduct, 787 (31.48%) know how to report racially-motivated misconduct, 737 (29.48%) know how to report faculty misconduct, 625 (25%) know how to report administrative misconduct, and 755 (30.2%) do now know how to report any of the aforementioned options. These results demonstrate the need for more expansive training and clarification regarding misconduct processes and outlets for support.

Additionally, one of the Student Appreciation Week questions asked was “would you be in favor of an online reporting system to report all forms of misconduct on campus?”. 2,154 (86.16%) of the respondents said “yes” while 346 (13.84%) responded “no”. These results demonstrate a super-majority preference toward creating such a system. This is an idea that has been proposed by various populations on campus, including the Jefferson Has Gotta Go! Campaign and the University Senate Student Affairs Committee, chaired by Carissa Ramirez.

A final set of Student Appreciation Week questions pertaining to the topic of campus safety asked was “are your transportation needs met by the frequency of the Hofstra Night Shuttle, Train Shuttle, and Entertainment/Shopping Shuttle”. The results broken down were as follows; Hofstra Night Shuttle: 1,133 said “yes” (45.32%), 603 said “no” (24.12%), and 764 answered “N/A” (30.56%); Hofstra Train Shuttle: 1,163 said “yes” (46.52%), 685 said “no” (27.4%), and 652 answered “N/A” (26.08%); Hofstra Entertainment/Shopping Shuttle: 905 said “yes” (36.2%), 780 answered “no” (31.2%), and 815 said “N/A” (32.6%). These results demonstrate a need to consider the current routes, schedule, availability, and frequency of said shuttles to ensure safe and accessible transit for students.

As our student body grows and evolves, we believe our campus spaces should follow suit in pursuit of cohesive community. At one of our first Senate meetings this semester, we met with representatives from Facilities and Operations to discuss pending renovations to the Student Center Quad. We are excited to see this space renovated to be more user-friendly to clubs and organizations with technological additions, accessible structures, and environmentally-friendly materials. Our Spirit Committee, chaired by Chelsea Tomasso, has been hard at work researching and proposing a Pride Block on campus. This structure would allow clubs and organizations to

advertise upcoming events by painting the sides of the block. We are excited to hear that this Pride Block will be coming to the HofUSA outdoor area next semester and is a likely future addition to the Student Center Quad renovations.

In addition, we are eager to shift this focus on renovation to the state of residential housing on campus, following SGA’s involvement in renovating the Commuter Student Lounge last spring. We have increasingly heard concerns of the conditions in residential towers and look forward to working with Residence Life and Facilities and Operations to discuss these.

We believe that creating a culture at Hofstra in which students feel welcome to participate requires having difficult conversations about respect and consent. Over the past four years, SGA has built a relationship with the Office of Student Advocacy and Prevention Awareness (OSAPA) in pursuit of this culture. Our Student Services Committee, chaired by Isabelle Schmidt, has increased collaboration with the It’s On Us Committee. Last year, Schmidt passed policy to implement a new Ambassador to this committee, and appointed Senator Tara Stark as It’s On Us Ambassador for the 83rd Senate. Additionally, various SGA Senators have taken part in SAPA’s search committee to hire their new Director. We look forward to increasing programming and education in this area with Sexual Assault Awareness Month in April.

Over the summer, Rules Chairwoman Carissa Ramirez worked on an independent initiative to extend the period during which students can report Title IX cases on campus. Her hard work led to the extension of the previous sixmonth reporting time to a year-long period in which students can report instances of sexual assault. We believe that policy changes like this are important in promoting the rights of survivors on our campus and are grateful to Ramirez for her hard work.

While campaigning and interacting with over 1,000 students—involved in co-curriculars and not—the need for a more transparent and accessible SGA became clear. This platform point began as a goal to ease the restraints of our allocation policies for club leaders and has now expanded to include restructuring SGA in other arenas as well.

The initial progress on this front has included starting a culture change that values discussion and dialogue as much as debate during Senate, reexamining our Constitution, and contemplating the best practices in allocating our internal budget. At our final Senate meeting of this semester, the 83rd Senate will aim to pass extensive changes to our current Constitution. The Rules Committee, chaired by Carissa Ramirez, has been hard at work moving through these updates and changes for the entirety of the fall semester.

Restructuring SGA is a goal that stems from our aim to increase interaction with all students at Hofstra. During Student Appreciation Week, the 83rd Senate polled 2,500 undergraduate students. One of the questions asked was “are you involved in extracurriculars on campus?”. 2,075 (83%) of the respondents said “yes”, while 425 (17%) responded “no”. If students responded “no”, they were asked to answer an additional question asking why. 252 (48.27%) of these respondents chose “time commitment”, 116 (22.22%) chose “not interested”, 52 (9.96%) chose “not aware of clubs on campus”, 26 (4.98%) chose “club I want is not offered”, 17 (3.26%) chose “too expensive”, and 59 (11.30%) chose “other”. These results assist SGA in determining how many students with whom we regularly interact are already engaged with organizations on campus, and how many are not involved in such groups. Deandra and I hope to expand the population of students with whom we interact with on a regular basis to

better represent our peers. This information will assist in learning how to meet students where they are and which populations we are not interacting with enough on campus.

Though in its initial stages, we hope to expand access to funding for currently non-recognized clubs. We plan to reform SGA’s committee structure to accommodate the changing concerns of Hofstra students. And we aim to continue pushing SGA to move as fast as the students whom we represent.

From a functional standpoint, our Appropriations Committee—Chaired by Timothy Grief—successfully allocated over 120 club budgets this semester during a 31-hour Budget Weekend. During Budget Appeals, 11 organizations attended to request further allocation. We are grateful to the Appropriations Committee and Comptroller Kutsch for this hard work and service to student-led organizations.

These highlights cannot even do justice to the hard work each of our senators is putting into individual initiatives.

We are learning together, debating each other and working to represent our diverse community better every day.

The 83rd Senate is large, opinionated, passionate, and engaged on campus in ways that I have never seen SGAs be engaged before. We have a lot of work to do, but I believe we have made great progress thus far.

Deandra and I are honored to represent the 60 powerful individuals in SGA, the 6,700 undergraduate students that comprise our undergraduate body, and we have high expectations for what comes next.

Non-Comptroller Initiatives/Projects: S.A.2018.83.002 – A Resolution to Address Student Activism on Hofstra’s Campus (Did not pass) ● Worked with several other SGA members and constituents to draft language supporting some of the platform items of the JGG campaign. ● Did not pass Cabinet – hopefully, in the Spring semester I can work with the constituents and SGA members that worked on the initiative before. S.A.2018.83.003 – Updating Club Confirmation Requirements (Passed) ● Worked with Senator Narain on making the club confirmation requirements stricter and making the roster requirements mandatory rather than optional.

SGA Retreat ● Worked with the rest of the Executive Board to organize some leadership development activities. Started a fire with wet wood.

IRCB: Over the winter, the members will be more actively involved in setting the agenda for the upcoming spring and selecting the clubs to be audited (using the rollback numbers as a base).

The aim of this change is to further focus the body and give the IRCB more direct involvement in operational SGA work.

Overall Takeaways: This year has been a big improvement in terms of internal SGA operations and collaboration with other Hofstra institutions. In my opinion, the increased planning and communication within Cabinet, Eboard, and the buy-in of Senate and J-Panel has made this the best year yet. In addition, it is a point of personal pride that we have increased our efficiency to such a degree.

Looking Ahead: Spring 2019 Comptroller Initiatives/Projects: My main focus for the semester will be my initiative to work on centralizing how Hofstra’s various services are presented to students. I will also be pursuing this through the Gold Leadership program, but if there are any students who are passionate about this, I would love any support, as it will require a great deal of legwork.

After Town Hall, I was able to speak to Beth McGuire, Colin Sullivan, Mike Devlin, and some others seated here about collaborating on this initiative, the main goals of which are ● Linking our various .edu pages to the Portal in a visible way (SHACC, Pride Pantry, other services and offices that have de-centralized web presence) ● Linking our Resources page to the Portal and distributing that information to the student body ● Working with various offices on campus to increase their web availability. I realize that for many, making appointments online is impractical, but I intend to push for better organized information and resources at the very least.

If anyone in this body has input on this initiative or would like to form a Task Force for it, I am absolutely open to the possibility.

Fall 2018 Elections The Rules Committee facilitated the Fall Elections of the 83rd Senate. Over thirty (30) students attended Election Information Sessions to learn more about the election process. By the end of the election process, the Student Government Association had the pleasure of welcoming thirteen (13) new senators and one (1) new justice into the organization. For the first time in years, the Student Government Association has hit full capacity.

Following the culmination of elections, over fifteen (15) emails were sent out to people interested in becoming associates. Chairs met the final candidates. Associates have been welcomed into the committees and have been working hard alongside the senators to implement programming and complete required committee duties.

Appointed Positions Senator Alexa Osner holds the position of Ethics and Conduct chair. She has been integral in holding senators accountable for their attendance.

Senator Zain Farooqui was appointed as the Archivist. He has continued to take initiative when editing the minutes every week so as to save time at Senate meetings.

Club Elections There have been thirty-nine (39) elections held so far this semester. By next this time week, there will have been forty-four (44). While we have not had major issues with getting senators to staff the elections, the process needs to be updated for the future. Next semester, elections will be signed up for during committee time to ensure that nothing slips through the cracks and that the work is evenly spread across the entirety of Senate, not just a select few senators.

The Rules Committee compiled a list of all of the elections that took place last year. This will be used to determine which clubs need to be contacted to hold elections before the end of this academic year.

Constitutional Convention A Constitutional Convention has been ongoing since October 1st. There have been twenty (20) meetings where edits have been deliberated and made to be presented to Senate. From there, edits were taken to the full Senate to present and temporarily pass until the final, official passing of the complete document.

This semester-long endeavor is finally complete and would not have been possible without the diligence and dedication of the Rules Committee, the senators who would debate the changes at extra meetings, and the Senate’s support.

Updated Club Constitutions The Pride Network Hofstra E-Sports

Other Accomplishments Senator Zain Farooqui started looking over the Judicial Panel Constitution and making a first round of edits. He will continue this work next semester and hopefully pass the new constitution with more duties for the Justice Panel than ever before, something that has been much needed.

The Rules Committee made a cheat sheet to for the Office of Student Leadership and Engagement club advisors to give clubs looking to become Student Government Associationrecognized. The sheet contains the requirements for recognition and suggestions that help with the process.

The Rules Committee also edited the sample constitution for clubs to look at when amending their constitutions. The new sample constitution now reflects the Student Government Association’s policies. This will potentially cut down the amount of time spent making edits when clubs bring in their constitutions to be amended or when new clubs come to be recognized.

A meeting was held with some of the a cappella groups on campus to talk about how to make their constitutions comply with the Student Government Association’s policies, so they can seek recognition next semester. They were given suggestions on how to improve their current constitutions and given a template constitution to model their new constitution after.
