S.A.2017.81.013 i. Aims to clean up appropriations part of policy series. Unconventional budgets, such as Concerts, can get funding for special events. The way the legislation works doesn’t work, so funds will stay in an account for a full year. Under allocation, five cars can be funded instead of four. We eliminated “Fall Fest” because it is no longer called that, and it falls under Spirit’s policy series. We included a stipulation about decorations and fashion shows to clarify policies in a general sense. ii. Chairwoman Normandin moves to suspend the Rules, table S.A.2017.81.013 and hold Student Computing Services IT Focus Group 1. Motion is seconded 2. Motion passes unanimously iii. Back to S.A.2017.81.013: Transportation has been disregarded because students don’t include it. We increased hotels by $20 from $100 to $120 to account for inflation, and we eliminated vendor list policies because we do not actually handle that.

Senator Valerio asks, “Would you scratch out funding for decorations or fashion shows or include ‘at discretion of committee’?” a. We would leave it as is, but we want to strike the first sentence that makes the entire policy incoherent.

Other initiatives have been progressing without more data, whereas we cannot move forward with the NYT without more data.

They currently share with Students for a Greener Hofstra. If passed they will be sharing with Buddhism Club and Hofstra Gospel Ensemble. ii. Senator Bielunas moves to give CFC an office space 1. American Medical Women’s Association

Purpose:

The American Medical Women’s Association aims to foster an enriching environment for women in science and the medical profession. We hope to give back to the community through a variety of events spreading awareness about women’s health issues.

Constitution:

American Medical Women’s Association Hofstra University Constitution and Bylaws Fall, 2016 The American Medical Women’s Association shall be a recognized student organization of the Hofstra University. It shall be a chapter of the national organization of the same name.

Preamble Under Article 1, Section 2, of the Student Government Association (SGA) Constitution, the following organization shall be hereby granted approval to function as a student organization for the best interest of the University community. It shall be the duty of this student organization to follow the Student Government Association’s Constitution and Policy Series. Membership in this organization shall be open to all full-time undergraduate students without regard to race, color, religion, sex, sexual orientation, age, national or ethnic origin, physical or mental disability, marital or veteran status (“protected status”) in the conduct and operation of its educational programs and activities, including admission and employment.

Article I - General Organization A. The name of this organization shall be the Hofstra University Chapter of the American Medical Women’s Association.

B. This organization shall be colloquially known as AWMA. C. Any full-time, undergraduate student at Hofstra University may be a member.

Article II- Officers and Duties A. The officers of the American Medical Women’s Association shall be President, Vice President, Treasurer, Secretary, and Fundraising Coordinator. a. President – The President shall be charged with the overall operation of the AMWA. This person shall ensure the continuance of programs that benefit the members of the organization. Furthermore, the President shall communicate frequently with the faculty advisor, serve as the resident liaison representative to the Student Governing Council, the Presidents’ Round-Table, and designated contact persons within any other internal or external organizations, which have common goals to AMWA. Finally, the president shall promote the interests of AMWA within the university.

b. Vice President- The Vice President shall assist the president with the overall operation of the AMWA. Furthermore, this person shall assume the duty of the President in the event of a resignation, removal, or in the event that the President cannot for any reason fulfill his/her duties until a democratic election can be held. They shall also act as temporary chairperson, in the event that a chairperson of any committee is unable to fulfill his/her duties, until a new one is appointed. c. Secretary - He or she shall take minutes of all meetings of AMWA. The secretary shall also be in charge of reminding members of upcoming meetings and shall be responsible for maintaining a list of active members with current contact information. d. Treasurer - This person shall record and maintain the records of expenditures for the AMWA, including submission of forms necessary to request funds. e. Fundraising Coordinator – The fundraising coordinator shall be responsible for identifying and organizing fundraising opportunities throughout the year. Furthermore, they shall also be responsible for ensuring AMWA events are adequately staffed by members. Finally, they shall also develop AMWA programs relevant to members of other pre-health profession organizations, such as pre-Physician Assistant’s, pre-Dental, pre-Pharmacy, Pre-Occupational Therapy, and other professions relevant to medicine.

Officers shall be elected in September for the upcoming year. a. All officers shall be elected by secret ballot. b. Positions shall be awarded to the candidate with the highest number of votes. No member shall be permitted to vote in an election in which he or she is nominated. In the event of a tie, the vote may be retaken between the two candidates with the most votes and it shall be fair and democratic. c. Officers elected shall be members of the national AMWA organization.

Elected officers will assume active duty in the Fall term.

Each officer’s term will be for the duration of one year.

A representative of the Student Government Association shall be present for election proceedings to occur.

Article III – Removal of officers A. In the event that any officer other than President resigns or is removed from office, the President and faculty advisors shall appoint a person, from whichever class they deem necessary, to fill the position until a democratic election can be held. a. An officer may be removed by secret ballot of the remaining officers and the advisory members at a meeting called for that purpose. b. An officer may be removed for failing to fulfill the responsibilities of the office, Honor Code violation, refusal to resign if no longer qualified as a member or an officer, or other egregious acts.

B. Each officer’s term shall be for the duration of one academic year.

C. In the event that any officer other than President resigns or is removed from office, the President and faculty advisors shall appoint a person, from whichever class they deem necessary, to fill the position until a democratic election can be held.

D. A representative of the Student Government Association’s Rules Committee shall be present for impeachment proceedings to occur.

Article IV- Membership A. Any student pursuing a pre-health degree or any other degree shall be eligible for membership.

B. Active membership shall be considered to be 50% attendance at group meetings and participation in the American Medical Women’s Association sponsored mentoring, service activities, and other activities.

C. A list of active members shall be submitted to the Division of Student Services each year.

Article V- Amendments and By-Laws A. All proposed amendments to the constitution shall be submitted to the Executive Board for review at the monthly organized meetings. This Constitution and Bylaws can be amended by a ¾ vote of the officers or members, as deemed appropriate by the President. If an amendment is to be approved by the officers, all officers must be present for the vote.

B. Any amendments must pass the Rules Committee of the Student Government Association before taking effect.

Article VI- Meetings and Business A. The American Medical Women’s Association shall hold two monthly meetings or activities in addition to monthly Executive Board meetings.

The Executive Board shall be responsible for developing mentor groups, facilitating communication with faculty sponsors, and developing other programs on an as-needed basis.

Hofstra University Student Government Association Two Thousand and Seventeen S.A.2017.81.016 A Resolution to Derecognize Alpha Phi Omega

Whereas, Alpha Phi Omega has been recognized by the Student Government Association since the Spring Semester of 2015.

Whereas, Alpha Phi Omega is bound by National Bylaws that conflict with Student Government Association’s policies.

Whereas, Alpha Phi Omega falls under the jurisdiction of the Independent Greek Council as of the Spring Semester of 2017, and the Council constitutes its own regulations that may conflict with SGA policy.

Whereas, Alpha Phi Omega’s Executive Board sent a formal request to the Rules Chair, seeking derecognition by the Student Government Association.

Whereas, the Executive Board of Alpha Phi Omega has conducted an internal vote to gauge club members’ support of remaining recognized by the Student Government Association.

Whereas, an internal vote of ¾ of active members was in favor of the Student Government Association’s derecognition of Alpha Phi Omega.

Let it be resolved that the Student Government Association no longer recognizes Alpha Phi Omega.

Hofstra University Student Government Association Two Thousand and Seventeen S.A.2017.81.015 Addendums to the Duties of the Judicial Panel

THE CONSTITUTION OF THE STUDENT GOVERNMENT ASSOCIATION ARTICLE III. Section One. The President, Vice President, Comptroller, Secretary, and all chairs of legislative boards and committees shall constitute the Executive Cabinet of the Student Government Association. The President shall preside over the Executive Cabinet.

1. The Chief Justice may attend the Executive Cabinet as a non-voting member.

Section Two. The Executive Cabinet shall assemble no less than once every week while classes are in full session. The Executive Cabinet shall set the agenda for Senate meetings. The Executive Cabinet shall coordinate the work of all legislative committees, refer to them such matters as may be introduced to the Cabinet, and shall have the power to make interim decisions on matters of expediency. The Executive Cabinet shall submit any Senatorial Action in written form to the Senate, allowing at least one week prior to coming to a vote. All decisions made are subject to the approval of the Senate.

214. HEARINGS 214.1 JURISDICTION: Student Government Association shall have the jurisdiction to hold hearings if the Senate-at-Large deems it appropriate by a vote of two-thirds (2/3), on any and all policies that a Student Government Associated recognized club has violated.

Once the senate votes to conduct a hearing the case is sent to the Judicial Panel.

214.2 HEARING PANEL: The Hearing will be chaired by the Chief Justice. The President may appoint one or more members of the Senate to speak on behalf of the Senate in the Hearing.1 The panel will consist of the Ethics and Conduct Chair and representatives from each respective committee upon ratification by the Senate. The president shall appoint the chair of the hearing panel.

214.3 HEARING MEETING: The hearing shall be made up of opening and closing statements from both parties, presentations of evidence, rebuttals, questioning, and deliberation. The deliberation shall be held in a closed meeting, and the decision shall be made by a majority vote of the Judicial panel.

214.4 APPEALING: Any party that has been found responsible by the Judicial Panel shall be informed of their right to appeal to the Senate to change the Judicial ruling.

303. IMPEACHMENT AND REMOVAL 303.1 IMPEACHMENT AND REMOVAL OF STUDENT GOVERNMENT ASSOCIATION MEMBERS: Impeachment proceedings may be brought against any senator, executive board member, or appointed official of the Student Government Association for failure to fulfill their oath of office as administered. A. Impeachment shall be constituted by the presentation of a resolution in the Senate signed by at least one-third (1/3) the members of the Senate, specifying charges against the member. B. The impeached party may seek to appeal Senate’s decision if he or she feels the process was unconstitutional. This appeal shall be given to the Rules Chair who shall then pass it to the Judicial Panel. The Judicial Panel shall deem whether the impeachment process was constitutional or not, and this decision shall be final.

The Constitution of the Student Government Association Judicial Panel ARTICLE I. Section One. This Judicial Panel shall be the highest Student Government Association judicial body at Hofstra University. Section Two. This Judicial Panel shall have appellate jurisdiction with cases dealing with requested Senate hearings. These appeals shall only reflect the proceeding of both the Senate hearing and the investigation.

The party shall have seventy-two (72) hours to inform the Chief Justice for an appeal by email.

A. The Judicial panel may repeal any decision made by the Senate Panel if they find that the proceedings were conducted unfairly, not on the outcome itself. Section Three. This Judicial Panel shall have the power to review and rule on any Senatorial Action[1] to ensure the actions’ compliance with the Student Government Association Constitution.

These actions may be brought before this Judicial Panel following any of these measures: a. the Chief Justice may select Senatorial Action to review at the next meeting of the Judicial Panel. b. Any senator may bring Senatorial Action forth to the Judicial Panel for review. c. Any constituent of the Student Government Association with the exceptions of the other Justices and the President of the Student Government Association, may bring forth any Senatorial Action for review.

ARTICLE II. Section One. This body shall consist of six (6) full time undergraduate students. Five (5) of these shall be known as “Justices” with voting power. The sixth shall be a Legal Aide, appointed by the justices. The terms of these members shall expire upon the next full Senate election. Section Two. The Chief Justice shall be the presiding officer over the Judicial Panel. He or she shall be elected by his or her fellow justices. He or she shall swear all elected and appointed Student Government Association officials into office. In the event that the Chief Justice is unavailable, the duty of swearing in newly elected officials will fall to the Vice President. If the Vice President is unavailable, the duty will fall to the Secretary.

Section Three. Justices and the Legal Aide shall take the following oath of office, to be administered by the Vice President: “I, (name), hereby solemnly swear to faithfully execute the duties of the office of (Justice, Legal Aide) for the Student Government Association of Hofstra University; to obey and enforce the Student Government Association Constitution and Bylaws and such policies, rules, and procedures made pursuant thereof and to fairly and faithfully discharge the duties of the office.”

Section Four. The justices of the Hofstra Student Government Association, in respect of the separation of powers, will never bring senatorial action before the Senate.

Section Five. In the case of a vacancy of the position of Justice, the Student Government Association President shall nominate and, with the approval of a majority of the Senate, appoint justices. The Student Government Association President shall have power to fill all vacancies that may occur during his or her term by granting commissions, which shall expire at the end of their next session.

Section Six. No Student Government Association Justice shall be a member of any other standing judicial or conduct Board at Hofstra University.

Section Six. All justices shall be required to do one (1) office hour, as mandated by the Chief Justice in accordance with the Student Government Association attendance policy.
