Dallas Fort Worth International Airport
Services: Program Management/ Construction Management
As facilities program manager/construction manager since 2016, HNTB has partnered with the Dallas Fort Worth International Airport (DFW) on a range of projects that have improved operations, set new industry standards and enhanced the passenger journey. Some of these projects include:
• High C Gates Modular Construction — A first in the U.S., six modules were constructed offsite and moved into position by self-propelled transporters, creating the new 80,000-square-foot concourse 22 percent faster than traditional methods
• State-of-the-art, 40,000-square-foot integrated operations center
• New Department of Public Safety Headquarters — Recognized as a 2020 DBIA National Award-Merit winner
• Terminal restroom renovations utilizing prefabricated construction
• Regional rail stations utilizing DesignBuild and Construction-Manager-at-Risk delivery methods
• Multibillion-dollar increase in capacity planning, design and funding development
John F. Kennedy International Airport
Services: Program management, design management, master planning, environmental, program controls and program management information systems, procurement, contracting and delivery planning, configuration and change management, scheduling and budget, preliminary and final engineering, community outreach, MWBE compliance
Partnering to transform the John. F Kennedy International Airport into a 21st century, modernized and unified facility, HNTB is currently overseeing the JFK Redevelopment Program for the Port Authority of New York and New Jersey (PANYNJ).
In addition to providing full-service program management support, HNTB’s project team is assisting PANYNJ in the development of design-build documents for roads, utilities, the airport’s ground transportation center and an additional substation. This includes working with the Port Authority in managing reviews of developers design and construction planning, overseeing technical portions of the developer leases and managing compliance of the leases during construction.
HNTB is also managing community outreach activities to help identify and leverage opportunities for local, small and minority businesses to maximize their participation in the Redevelopment Program.
Key components of the program include:
• Development of new Terminals 1 and 6
• Expansion of Terminals 4 and 8 for Delta and American Airlines
• New Central Terminal roads and ground transportation center
• New and improved entrances into the airport from the Van Wyck and JFK Expressways and other landside and airside improvements
• Enhanced AirTrain capacity supported by the purchase of new cars to serve increased passenger capacity and expansion of the maintenance facility

Chicago Department of Aviation
Services: Program and construction management services, design management, engineering and architectural planning, project controls, project inspection and design services
For nearly forty years, HNTB has worked alongside the Chicago Department of Aviation to provide a variety of services. Since 2011, HNTB has served the CDA as a program and construction manager for capital improvement programs at both O’Hare and Midway International Airports.
This includes providing guidance for key infrastructure improvements including:

• Consolidated rental car garage and support facilities

Miami Dade County Aviation Department
Services: Program oversight and certification of all capital improvement projects using bond funding, annual inspection of airport facilities, asset management, BIM support, miscellaneous A/E support services including plans review, structural inspections and recommendations for repair, construction inspections, building re-certifications, ADA consulting services, development of design and commissioning guidelines, scheduling, cost estimating
A partnership built and maintained over the last seven decades, HNTB has served as bond engineer to the Miami-Dade County Aviation Department (MDAD) since 1954. Through this collaboration, MDAD has been able to address everchanging safety and security challenges as well as the explosive growth in the region — both in passenger travel and cargo operations.
As MDAD’s lead A/E consultant, HNTB helps ensure projects are prioritized and funded appropriately and offers important financial guidance to help maintain facilities and ensure safe and efficient operation.
In addition to these services, HNTB has continued to bring additional insights and expertise across a variety of areas, including planning, security, cargo, concessions, sustainability, resiliency and technology.
St. Louis Lambert International Airport
Checked Baggage Inspection Systems
Services: Plan reviews, scheduling, procurement, project delivery methodology, design and construction management, program and project controls, cost estimates, value engineering
Providing construction management services, HNTB’s innovative solutions have allowed the TSA to employ more efficient means of inspecting and screening checked baggage and speeding the delivery of cleared baggage to airlines’ outbound bag rooms.
Project installation of the CBIS was complex. To ensure minimal impacts on ongoing operations and disruption to overlapping construction projects at the airport, the CBIS was addressed through a phased approach. This required modifying baggage handling conveyor systems across the two terminals and changes to baggage conveyor components, mechanical, plumbing, electrical, structural, architectural and telecommunications infrastructure, including:
• Installation of explosive detection system units within baggage screening areas
• Explosive trace detection resolution areas
• A remote centralized on-screen resolution and control room
• Restoration of the terminals’ ticketing lobbies following operational testing of the CBIS network
Detroit Metro Airport North Terminal
Services: Planning, design management and reviews, construction management, project controls, stakeholder coordination
Serving in an oversight role for the Wayne County Airport Authority for the North Terminal Redevelopment project, HNTB acted as a program manager for a 26-gate terminal complex to better serve airlines and help create a worldclass facility for travelers.
The project included demolition of existing facilities and the design and construction of a new 824,000-squarefoot, two-level terminal facility with a 3,500-foot-long concourse.
In addition, the program included a Federal Inspection Services facility, 50,000 square feet of concessions space, a new apron with hydrant fueling, a common use baggage system with an integrated in-line explosives detection system, civil landside and connection to existing infrastructure.
Denver Hotel and Transit Center
Services: Program management, construction management, technical planning, building information modeling
HNTB served as design and construction manager on the program management team for Denver International Airport to help add first-class amenities and prepare the airport for long-term growth.
The work included oversight and contributions to key components of the project, such as the installation of bridges on approach roadways, mass excavation and shoring, and securing the terminal tent during construction.
The facility achieved LEED Gold certification and includes low flow and flush plumbing fixtures, card-key control of guest room plug loads, temperature setbacks, and an on-site PV system to offset nearly 30 percent of annual energy use as well as 43 percent annual energy use savings including renewables.

• 519-guestroom hotel with a pool and fitness center
• Automated people mover expansion
• Regional Transportation District train station connecting to city’s light-rail system
• Future build-out of a larger security screening checkpoint

L.F. Wade International Airport
Services: Program management, airport master planning, resiliency planning, sustainability studies, financial consulting, owner’s representative for public-private partnerships, project controls, stakeholder management, cost estimating, construction oversight
HNTB served as an advisor to the Government of Bermuda over a 15-year period to help deliver the vision of a new terminal that would make the airport more passenger friendly, both in terms of experience and operations.
The partnership began in 2005 as HNTB was brought on board to create a new master plan for L.F. Wade Airport and was then extended to provide financial analysis to study how best to fund the new terminal.
In 2015, Bermuda once again looked to HNTB, this time serving as its technical representative and program management lead for the new terminal complex. The work included leading the technical due diligence for a public-private partnership; working directly with the Bermuda government attorneys, bond counsel and developer to structure the P3 terms; and final agreement.
In addition to the new terminal, HNTB’s program oversight covered landside roads, airside pavement, water treatment and sewage facilities as well as renovations to the existing terminal so it could be utilized for air cargo operations.
