What a fantastic Convention we had at HIRE22. I’d like to say a big thank you to the 1100 delegates, 26 sponsors and all the suppliers who attended to help make this one of the best conventions ever.

We had one of the largest attendances to an Event division lunch and workshop at HIRE22.

Networking was in high demand, with tickets selling out in record time. This was an encouraging sign for companies and staff who have suffered disruptions and uncertainty because of the pandemic. For hire industry delegates and visitors to make a commitment to attend was a good indication that the HRIA’s Convention was hitting the mark with the right balance of exhibitors, expert advice and speaker content. Increasingly we’re told that the HRIA convention is an event that remains a permanent fixture in their annual calendar.

Capped off with two of the best speakers we’ve had in many years, in Mark Wales an SAS and Survivor expert and Dr Richard Harris, a humble hero from Adelaide who rescued the Thai soccer team trapped in a flooded cave and was awarded Australian of the year.

Congratulations to the winners at our Hire Industry Excellence Awards. The standard of entrants was extremely high, and the acceptance speeches showed how passionate the winners were.

I am enormously proud, following such a tough couple of years, to have an incredible turn out in my hometown Adelaide. In my last year as HRIA President what an awesome way to finish off my 5-year tenure. A huge thank you to everyone for getting behind the Association at the Convention, as well as state meetings and events and for your support during my time as President.

With the new financial year and a rise in the minimum wage now in place, it is important to take time to assess wages to ensure staff are being rewarded appropriately in line with Awards and Enterprise Agreements.

market and the cost of recruiting to replace them, should they choose to leave, is a high one, not to mention the loss of knowledge and experience. With wages, fuel, electricity, interest rates and insurance costs rising, all of this and more will have an impact on your business. So now is a good time to be reviewing your hire rates to ensure they are sustainable when considering the increased cost of doing business.

I think we would all agree the next 12 months will be interesting. While there are many factors out of our control, such as freighting, fuel, the availability of parts and new equipment, to name a few, there are many things we can control. An important one of those is our attitude, in particular how we deal with the uncontrollable. A recent conversation with a good friend offered some sound advice: “Don’t talk yourself down. Talk yourself through.”

It’s important to remain confident and positive while working through these challenging times and remember, some of the toughest challenges present great opportunities.

Greener choices for a more sustainable future

Last year, Coates unveiled its Sustainability Strategy, a framework built on the five key pillars of Our People, Our Communities, Resilience, Eco-Efficiency and Greener Choices. The framework is underpinned by the Circular Economy concept that is based on the principles of designing out waste and pollution, keeping products and materials in use and regenerating natural systems. This approach aims for business growth as well as positive, society-wide benefits, driven by a transition to renewable energy sources.

“Our customers are increasingly looking to us for solutions that support the sustainability objectives of their projects and organisations,” said Vitlich. “Our longterm commitment to energy efficiency and investment in emerging and innovative technologies makes us well placed to deliver what our customers need.”

In line with this strategy, and to coincide with World Environment Day 2022 themed “Only One Earth” – Coates has unveiled a number of more sustainable equipment and solutions, available as part of the Greener Choices range, which will help the company and its customers achieve Net Zero. What to expect for workplace law reform under the Albanese-led government With the Albanese-led Australian Labor Party (ALP) securing a majority Parliament following the 2022 federal election, we look backwards at the ALP’s ‘Secure Australian Jobs Plan’ as an indicator of potential workplace and industrial relations changes heading into the future.

By Chao Ni, Principal, MST Lawyers The ALP’s IR policy heading into the 2022 federal election outlined the following goals: 1. Updating the objective of the Fair Work Act 2009 (FW Act) to include ‘job security’ as a significant objective, alongside other objectives, such as: achieving productivity and economic growth, the importance of work and family balance, and fairness at work.

This is ‘low hanging fruit’ and we expect the Government to gather bipartisan support for this change.

2. Empowering the Fair Work Commission (FWC) to introduce new minimum workplace entitlements for ‘employee-like’ forms of work (such as gig work) and to intervene or inquire into such forms of work.

The current accepted legal approach to determining if a gig worker is an employee or a contractor in a particular setting, is to examine the contractual rights and obligations of the worker on a case-by-case basis.

This is a highly complex area — it will be interesting to see how the FWC defines ‘employee-like’ work.

3. Amending the definition of casual employment in the FW Act to focus on the overall circumstances of the engagement (such as the duration and subsequent hours of work). The current definition of casual employment focuses on the offer/formation of the casual employment, instead of what happens during the employment period. It would certainly be a step back towards uncertainty for businesses if the definition of casual employee were to be amended to take into account matters arising after the initial engagement of the worker. We expect there to be significant resistance against this proposed change.

4. Upholding the principle of same job, same pay.

This is particularly relevant to ensure that workers employed through labour hire companies, receive no less than workers employed directly. This change is expected to bring upheaval to the labour hire industry as businesses will no longer be able to control their own wage costs. These cost increases will likely be felt most significantly in industries that have a strong union presence and pattern enterprise agreements (e.g. horticulture, construction and manufacturing).

5. Making wage theft a Federal criminal offence. Wage theft laws have been in place in Victoria since 1 July 2021 and to date, these laws have not been tested in Court. In our view, these laws will eventually be enacted, and serve to further deter workplace law non-compliance, but will rarely be enforced, due to the high burden of proof that will be required to prove the offence.

6. Inserting a right to superannuation within the National Employment Standards so employees can directly sue their employers for unpaid superannuation instead of going through the Australian Taxation Office. Currently, it is not possible to contract out of superannuation entitlements through a private settlement. It will be interesting to see whether these changes will open the door for settlements to be negotiated in relation to superannuation entitlements.

7. Capping the use of back-to-back fixed-term contracts to 24 months (as another way of reducing insecure work). The Government recognises that fixed-term contracts do have a legitimate role to play by allowing employers to bring in staff to add skills and expertise required for a specific time period or

project, or to manage an expected but temporary surge in work.

8. Creating new portable entitlement schemes for workers who are employed to perform insecure work. Long service leave and redundancy pay portable schemes already exist in certain industries.

9. Implement all 55 recommendations of the Respect@ Work Report written by the Australian Human Rights Commission, including: • legislating the right to 10 days paid family and domestic violence leave as a National Employment Standard.

• closing the gender pay gap by legislating so companies with more than 250 employees will have to report their gender pay gap publicly, prohibit pay secrecy clauses and give employees the right to disclose their pay if they want to.

10. Abolishing the Registered Organisations Commission (ROC) and the Australian Building and Construction Commission (ABCC). These changes are to keep the unions onside. The savings in funding is likely to go towards the Fair Work Ombudsman.

There is also speculation the new Government might look at: 1. ‘Rebalancing’ the make-up of the Fair Work Commission by appointing people whose history is not exclusively one of representing employers.

2. Potentially creating a Fair Work Court to sit alongside the Fair Work Commission or creating a new judicial arm for the Fair Work Commission.

3. Abolishing ‘zombie enterprise agreements’ that have passed their nominal expiry dates (while not disturbing those agreements that are supported by a union).

In summary, the ALP’s victory at the polls means that businesses are in for more changes and more turbulence when it comes to employing workers. At times like these, it is important for employers to stay in touch with a specialist workplace lawyer to navigate these challenges.

It includes emissions from energy consumed on direct operations, such as manufacturing, vehicles, and offices, emissions generated when

producing materials or components used in products, and emissions from the use of those products.

Having its emissions targets monitored by an internationally recognised organisation gives Atlas Copco a competitive edge by increasing credibility in the eyes of the customer and ensuring total transparency.

More importantly, the targets inspire innovation and encourage positive changes.

Team effort

The company now has an approved science-based target to reduce the emissions from its direct operations by 46% by 2030, compared to 2019 levels. Everyone in the company has a role to play in this. For example, by how they get to work, what products are developed, and what kind of energy is used in the factories. The plan by Atlas Copco Power Technique Australia is to be carbon neutral in all its operations through green power in factories, optimized processes through digital technology, energy reduction, the use of fossil-free fuel, and a CO2-neutral car fleet.

While it is essential to tackle emissions from direct operations, a year-long research project from Atlas Copco Power Technique found that a bigger opportunity to make

a positive environmental impact relates to how customers use its solutions. The company found that most emissions come from the lifetime use of products. That’s why Atlas Copco has the target to reduce the carbon impact of its products-in-use by 28% by 2030 (compared to 2019 levels.) One route the company is adopting is driving the shift to carbon-free solutions, such as its all-electric E-Air compressor range.

For larger projects, mobile compressors are likely to run on hydrogen or on synthetic fuels made from converting unwanted gases, waste, and by-products.

Tips to selling your business

Be aware of the key issues before you sign

How long should the seller be restrained from doing these things? This varies depending on the nature of the business being sold. However, a rule of thumb is that the period can be at least 9–12 months.

Equipment Warranties

One of the first things to think about is whether you will sell the business or the shares of the company which owns the business.

Agreements for the sale of an equipment hire business typically have many seller warranties.

Many seller warranties are implied by law. The law calls them ‘guarantees’. Some of the most important are that the equipment be free of encumbrances, of acceptable quality (including being fit for purpose, and of acceptable appearance and finish) free from defects and safe and durable.

Accordingly, it is generally a good idea for the seller to have the goods independently inspected by a person authorised to certify they are of acceptable quality.

Include a copy of the certification in the sale agreement.

Also, the buyer should be invited to inspect the goods before signing.

If any qualification is to be made of these implied warranties, then they should be stated in the agreement.

You need to be clear on which alternative suits your needs better. Accountants and tax lawyers can assist you in this regard.

Due diligence

An informed buyer will usually want to have a period of time before signing to inspect the accounting records and the business’ legal documents to check out the true status of your business.

In doing so, they will almost invariably come across confidential information — not only client lists but also potentially material that is copyrighted or other intellectual property which, if it gets into the marketplace, could wreak havoc on your business if the sale does not go ahead.

Accordingly, a well-crafted confidentiality deed should be the first document that you sign.

Restraint of trade

These vary from business to business. Many people assume that such clauses do not work, however this is absolutely incorrect. A well-drafted restraint of trade clause is part of the armoury needed to protect the goodwill that the buyer is to acquire.

There can be restraints in relation to doing work for current and past customers, soliciting current and past customers, and soliciting referral sources, employees and suppliers.

If the goods being sold as part of the business are in fact under hire by the seller from a third party, then the hiring agreements will need to be disclosed and the status of the security interests (assuming the third-party has registered a security interest over the equipment) will need to be set out in the sale agreement.

Intellectual Property

Make sure that the employment agreements comply with the Fair Work Act and that they reflect the work that the employee actually does.

If a permanent part-timer has become a casual over time, but the employment agreement has not been upgraded to reflect this change, then it could be costly and embarrassing to the seller as recent cases indicate that the terms of the employment contract (even if things have later changed) can dictate employee terms even if they no longer reflect what the employee is actually doing.

One of the most valuable items in the sale of a business is its trademark. This should be registered before the business sale agreement is drafted.

Many a sale has come asunder when the seller becomes aware that the logo that they have been using for years has either never been registered or that its registration has lapsed through effluxion of time.

Commercial Leases

If the seller is a lessee under a commercial real estate lease, it is a good idea to ensure that the current terms of the lease has at least two years to run or that there are one or two options to renew still left for the taking.

This is particularly relevant for a business whose goodwill is tied to its location.

Timelines

Dealing with the above issues can be daunting without the appropriate assistance. Generally speaking, details pertaining to the sale of a business should be considered well before you want to sell the business so that all the above issues can be addressed without being pressed for time.

Employees

The buyer will be particularly interested in the seller’s employees — for example, whether the employees are going to stay on and if so on what terms.

Having up-to-date employment agreements in place can assist in getting the best price for your business.

Ruby Barr wins first Women in Hire & Access award During HIRE22 in Adelaide, Ruby Barr, hire controller at Flexihire’s Cannonvale branch, was awarded the inaugural Women in Hire & Access Award.

Ruby has been in the industry for just over two years, having formerly worked in retail and hospitality. The pandemic was the perfect reason to change careers and Ruby hasn’t looked back since. “I love that no two days are the same, the way I am challenged daily, constantly learning (seriously — the learning never ends!) and meeting new people,” said Ruby.

Wanting to know how to be better at her job, Ruby joined the Women in Hire & Access Program in 2021. Ruby told Hire & Rental that the experience has been unreal. The doors that have opened for me in my career; the inspirational people I’ve met and learnt from; you just can’t get those kinds of opportunities without a program like this.

I’ve learnt just how important it is to always back yourself. I have come away with so much self-confidence and have realised the importance of asking questions or for help when you need it.”

The mentorship program has inspired Ruby to obtain a Diploma in Business to help her better understand the business operations side of her role. She has enrolled in university and is now studying to complete her Grade 12 equivalent.

At home in Airlie Beach, Ruby has had a lifelong passion for horses, riding for over 20 years and competing in show jumping with her 6-year-old Warmblood, Ego. When not riding, Ruby is a selfproclaimed book worm and loves drawing, especially portraits.

When asked what she would say to anyone thinking about joining the Women in Hire & Access Program, Ruby says, “Even if you don’t have any idea what goals you might have or where you want to be in a year or more, just do it! I was so unsure and totally out of my comfort zone — it was one of the best decisions I’ve made in my career to date. Training key to retention Huge emphasis is placed on employee retention, since finding trained staff is near impossible, and gone are the days when a job advert was a sure-fire way of finding new staff.

By John Oliver With retention a key focus for Access Service Australia, and knowing pay rises would only bring temporary relief, we sat down with staff to discuss the problem.

One standout item was the request for training. Most want to better themselves and consider this a move forward within the company, their peer development, and their happiness at work through being a better technician.

Looking further at the competency matrix for our technicians, we noticed no two tradespersons were alike, with each person having come through trade training with a different mix of subjects and experience.

Some technicians struggle with basic concepts but excel in others. We find ourselves constantly going to the same person to solve issues, instead of cross training others, posing a problem if that person were to leave or take time off.

The mechanical industry has suffered from a lack of government support, Trade Training has moved away from the traditional block release and now with a severe lack of people entering the system, we are finding new employees being pushed faster into productive roles to the detriment of training and quality. Additionally, we have previously struggled with demonstrating technician competency, and companies looking to cover off on their own responsibilities, under the WHS ACT, providing and maintaining safe machinery. Customers look to suppliers like us to ensure we are providing competent people, but we have traditionally trained new employees via mentoring or buddying with a senior person. Proving the competency of a technician when most of the specific learning is on the tools, without a system in place to accurately record it, is something we really needed to improve.

Following a conversation with Angus Macdonald at Genie, we found that Terex were sending their employees for specific Hydraulic training to TAFE QLD. Our hope was to expand on this course and train our own employees,

so we approached TAFE QLD and designed a 5-day course aimed at providing both Hydraulic and Electrical component understanding and fault finding. With blocks of training at 2 hours per subject, squeezing in 4 per day we can cover 20 subjects; placed purposely in order to overlap each other, to fill in any gaps the student may have. Test boards for electrical and hydraulic components speed up the understanding and with the help of cut down models, the practical sessions consolidate that knowledge. TAFE QLD’s Acacia Ridge campus is a multimillion dollar facility, upgraded recently in a push to attract more students and improve learning opportunities.

Jason Carr, a senior TAFE lecturer in Heavy Commercial Industries, is the key to the success of this course.

Tim Joyce at Monitor Lifts once told us: “The only thing worse than having trained a person and they leave, is not training them and they stay”. The course places 14 equally passionate people in an environment where they can talk openly as equals.

The idea of training 14 people at time, from different and often conflicting businesses, was exciting. Letting the technician talk to peers, hopefully builds a layer of comfort in their own situation. Retention is being able to meet the needs of the employee through open conversations on how the company is meeting challenges, while listening and understanding what makes your employee come to work every day.

The main hurdles to any training are cost and lost production hours. To run the course at TAFE economically, we needed to send 14 mechanically experienced people away for 5 days. In reality, we could only spare three, so we needed to cast the net and encourage other companies to contribute technicians. It was remarkably easy to get other companies to contribute staff and we started our first course in February. Now into our third course we have together trained nearly 50 people. 40 of those are from other companies, who deserve equal credit for their commitment — Coates Hire, Height4Hire, Skyreach, QLD Access, Genie, Lincoln Hire, Monitor Lifts, Flexihire, Preston Super Service, Endurequip, Hubtex, Uphire and Lift Industries.

Following the success in Queensland, we are now looking to grow the model, expanding into NSW and VICTORIA.

Roll over finance payments early to minimise interest rate slug When RBA Governor, Philip Lowe announced on the 3rd May 2022 that the official cash rate would rise by 0.25%, it was clear to most that this was just the first of many rises likely to follow over the next 12–18 months.

By Miles Beamish, Partner, Equipment Finance at Finlease Inflation is the biggest threat to interest rate rises and with the RBA’s target band of between 2% to 3%, the recent inflation figure of 5.1% confirmed the cash rate had to rise. The critical path here is for the RBA to position the cash rate so that economic growth and housing affordability is sustainable versus a boom / crash approach.

The impacts of Covid (pent up demand and global supply issues), substantially increased import costs (ie. shipping container costs have gone through the roof) along with the knock-on effects of increased fuel and power costs associated with the war in Ukraine has led to an undersupply of key materials in many areas and hence significant inflationary pressures. Another contributing factor to the surging inflation in Australia has been the shortage of labour and materials in our construction/home building industry.

The single largest lever used by the RBA to try and calm these inflationary pressures is to raise interest rates. The last rate rise we had, prior to this new rate cycle, was way back in November 2010 when it moved the official cash rate to 4.75%. Since then there has been a long-continued decline to just 0.10% (April 2022).

Longer term interest rates are a good indicator of where short/medium term interest rates are heading and it is worth looking at the current trend in fixed interest rates. These movements are usually a prelude to RBA cash rate decisions as these longer-term markets tend to ‘price in’ these future rises now. The primary longer term rate indicators are the 3 and 5 years fixed ‘SWAP’ rates that most of the financiers use as their ‘cost of funds’ base to price their money to the SME business markets. These rates have already increased by over 3% since October 2021 — basically any equipment financing you did in (say) August 2021 would now cost you at least 3% more now if you were to fund the same deal.

Various Bank Economists forecast further RBA cash rate rises totalling anywhere between 1–2% for the remaining 6 months of 2022 alone.

Now may be a good time to look at any finance

balloon/residual payments you have falling due over the next 12 months and to look at rolling them over earlier.

Many clients mistakenly believe they must wait until their balloons/residuals are due before they can pay them out or rollover the finance for a further term. Most funders will consider (using a low doc assessment) rolling over balloons within the last 6 months of the end of the term and some will consider as far out as 12 months.

So, understanding that the RBA will continue to raise the official cash rate while these high inflationary numbers remain, and that there are many volatile factors contributing to this pressure (war, global and local supply issues, pent up consumer demand…) then it is a brave person to make the call when these longer-term interest rates will ‘plateau’.

With a great domain name comes great responsibility In August 2021, auDA (the body that develops and administers the rules for domain names in the .au country code Top Level Domain) amended its licensing rules to create a new category of domain name. The shorter simpler domain names will end in .au rather than .com.au, .net.au, .org.au, .gov.au or .edu.au.

From 24 March 2022, anyone with a local connection to Australia (including businesses, associations, and individuals) can register the new category of domain name. All Australian businesses have until 20 September to reserve their .au equivalent domain name, then it becomes available to the general public.

This new category of domain name allows users to register shorter, more memorable online names; however, it also creates another avenue for cyber squatters and competitors to conduct fraudulent activities. Opportunists could register your .au domain name to impersonate your business, cyber squat on the domain or direct web traffic from your business.

For example, if you have currently registered ‘yourbusiness.com.au’, someone could try and register ‘yourbusiness.au’ or ‘yourbusinesscom.au’ and use these domains to conduct fraudulent activities.

How to protect yourself

To help protect your business from opportunists, regulators recommend all Australian businesses with existing domain names register their .au equivalents before 20 September 2022. If a business does not reserve their .au equivalent direct domain name during this six-month period, that name will become available to the public on a first come, first served basis.

You can reserve your .au domain name by visiting an auDA accredited registrar.

Shorter, simpler and more memorable .au direct domain names can now be registered for use (e.g. ‘.auda.au’), compared to namespaces ending in .com. au, .net.au, .org.au, .gov.au or .edu.au; The licensing rules provide new eligibility criteria for registering domain names in Australia and allows for existing domain name owners to apply for priority status, permitting them to ‘hold’ and register the exact same .au version of their existing domain names with an auDA accredited registrar until 20 September 2022 (this period is known as the ‘Priority Allocation Period’); After 20 September 2022, .au domain names will become available to any other eligible registrants with an ‘Australian presence’ on a first come, first served basis; If you have so far been unable to register a domain name due to availability, eligibility or otherwise, we recommend checking again post 20 September 2022.

Eligibility to register an ‘.au’ domain name The ‘Australian presence’ requirement can be met in a number of ways, with registrants having to meet 1 out of a possible 17 eligibility categories under auDA’s licensing rules. Some examples include: • being an Australian citizen; • a company registered in Australia under the Corporations Act 2001 (Cth); • an entity issued with an Australian Business Number (ABN); or • a Charity registered under State or Territory legislation and which appears on the State or Territory register of cooperatives.

Aside from the above examples, the easiest way to demonstrate the ‘Australian presence’ requirement is by way of holding a pending or registered Australian trademark that appears on IP Australia’s trade mark database. The trademark will need to be an exact match of the words (i.e. the domain name) you wish to register.

This means the domain name must include all the words in the order in which they appear in the Australian Trademark, excluding: • DNS identifiers such as com.au; • punctuation marks such as an exclamation point or an apostrophe; • articles such as ‘a’, ‘the’, ‘and ’or ‘of’; and • ampersands.

For overseas entities who do not have a registered trademark or an application for a trademark it is worth determining if a trademark could be registered and making an application if they are seeking an .au domain name.

There are also similar presence requirements required for existing .com.au and .net.au domain names can also satisfy with trademark registration.

Priority Allocation Period and disagreement between registrant applicants

In some instances, there is potential that more than one person or entity may be eligible to apply for priority status for the same reserved .au domain name. This can happen where different registrants hold the same name in different namespaces (auDA calls this a ‘contested name’).

For example, registrant Y owns ‘yourbusiness. com.au’, and Registrant Z own ‘yourbusiness.net. au’. In such cases, the applicants’ priority status is determined on the following basis: • Priority Category 1: Names created on or before the cut-off date of 4 February 2018; and • Priority Category 2: Names created after the cut-off date of 4 February 2018 If you need further clarity, auDA also has a Priority status tool available on its website.

Where there are multiple applications for a contested name, the following principles apply: • Category 1 applicants have priority over Category 2 applicants; • Where there are multiple Category 1 applications, the name is allocated on agreement/negotiation between the Category 1 applicants; and • Where there are only Category 2 applicants, the name is allocated to the applicant with the earliest creation date.

If there is a disagreement between multiple Category 1 applicants, the usual process is that those registrants negotiate between themselves who will be allocated the new .au domain name they have applied for.

Where no agreement is reached the .au direct name remains subject to a Priority hold. For other domain name-related disputes, auDA also has its own Dispute Resolution Policy.

Register your new domain name now

If you have an existing .com.au or .net.au domain it makes sense to also obtain a direct .au domain as both a strategic and defensive move for your business. You can apply for priority status via a domain registrar, or any other accredited registrar that offers direct names.

Fees for lodging applications vary between registrars.

You will need to apply to auDA for a priority token for your application to be accepted. It is important to make sure your priority status application is up-to-date before you lodge your application, as you will be unable to change this while the application is active.

TSHA works for safer, consistent licencing for telehandler operators

The telehandler market, like the market for access equipment, faces challenges with supply, shipping, parts and inflation. TSHA members have been working with customers to service their needs and help them navigate through the new financial year and into the future.

It was good to see the hire industry getting back together again at HIRE22 in Adelaide. This was a great event that managed to connect key industry stakeholders, from the rental and supplier sides and provide a forum for growing business relationships. Off the exhibition floor, the conference content was excellent and as usual, the networking functions gave everyone a change to catch up in person, which was even more special this year after a prolonged period of online meetings.

On the policy front, the TSHA has been working hard on legislative issues that are inconsistent between the states and territories and can create a number of problems for end users. One focus has been on the review led by WorkSafe Victoria who are investigating an alternative to their current

The sticking point for end users in Victoria (and the ACT) was and remains the need to hold a crane licence when operating machines with a capacity >3T, and operating with fixed load attachments such as fork types or bale grabs. While a crane licence is useful for jib

attachments, it is of little use, and in most cases not even relevant, if the operator is using fixed load attachments, both in the construction and agricultural sectors. The TSHA provided a submission to WorkSafe Victoria and we are awaiting their final decision (which ultimately will need to be signed off by the Minister for Workplace Safety).

Safe Work Australia are reviewing their crane licencing requirements and where telehandlers are used with jib attachments, we come onto their radar for licencing requirements.

Therefore, a submission (not dissimilar to the one sent to Work Safe Victoria) was produced so that a consistent approach is at least considered by the country’s safety legislative bodies.

Finally, on the topic of licencing, a letter was sent to the Minister for Mines and Petroleum, Energy, Corrective Services and Industrial Relations in WA, regarding a new interpretation of licencing requirements for earthmoving machinery. The HRIA liaised with the Civil Contractors Federation and provided a united front in terms of consistent licencing requirements. While telehandlers were not singled out in the interpretation, it was important to provide a position so that earthmoving equipment provided by the hire industry remains a viable option for customers without onerous or non-relevant training prohibiting its use.

The second half of 2022 is already shaping up to be a busy period and while supply and shipping times are still a way off pre-Covid levels, the industry is providing customers with solutions through wider procurement sourcing and refurbishing products, so that we can continue to meet our customer demand in the growing telehandler market.

Snorkel telehandler line Whether diesel or electric powered, Snorkel is raising the bar when it comes to rough-terrain telehandlers.

Snorkel’s two-year parts and labour and 5-year warranty comes as standard.

From compact to full size, and for indoor or outdoor applications, these machines are designed to carry the load. Equipped with powerful 4-wheel drive, the Snorkel line ranges from compact to heavy duty and comes in an array of lifting heights and capacities to suit a variety of applications.

The highest capacity Snorkel rough-terrain telehandler is the SR1065 with an impressive 6,500kg lifting maximum. It also features a 9.5m maximum lift height, a forward reach of 5.4m, a stowed height of only 2.5m and a weight of 11,090kg.

Haulotte renews its COMPACT range of electric scissors Haulotte is upgrading its COMPACT range of rugged electric scissors to ensure optimum utilisation, improved safety and simplified maintenance.

They integrate the Group’s high-quality standards and meet all the requirements for working at heights from 8 to 14 metres on all types of stabilized ground.

The new models offer five working heights, from 8 to 14m, with load capacities from 250 to 450kg and two frame widths to suit the working environment.

“It is exciting to offer this fresh range to Australia. The new models are easy to use, versatile and suitable for a wide range of applications,” says Keith Clarke, General Manager of Haulotte Australia.

Smart design

The COMPACT scissors have been designed to ensure long-term durability and an optimal ROI. All sensitive elements are integrated to operate in dirty environments.

At the front of the machine, the steering sensors are housed to avoid damage. At the rear, the ladder, motors, platform, and charger sockets are built into the counterweight to prevent costly and time-consuming repairs. To simplify transport, lateral and longitudinal forklift pockets are available.

Guardrails have been reinforced using larger section tubes and two vertical reinforcement bars help absorb impacts and limit deformation. All models are equipped with easily foldable guardrails, which remain in the footprint of the chassis.

Efficient and connected scissor lifts

COMPACT scissors guarantee high productivity and utilization rates capable of climbing slopes up to 25% and lift to 450 kg (3ppl) depending on the model. Full height travel is possible. The COMPACT 8, 10 and 12N models operate indoors and outdoors without height or load restrictions and two chassis widths are available.

Asynchronous motors have significantly improved the energy efficiency of the range.

COMPACT scissors can be equipped with SHERPAL to improve operational utilization and improve safety and security. The electric transmission (AC motors) ensures smooth operation all the way up to the work area. The proportional movements allow precise maneuvers, and the upper control box is equipped with an ergonomic joystick and a drive-speed selector.

The front steering wheels have an optimal turning radius as the motors are located at the rear. COMPACT scissors can also be equipped with a new secondary guarding system, which detects the driver’s position and movements in real time using LiDAR technology. In dangerous situations, the machine stops immediately and restricts forward movements.

COMPACT scissor lifts have been designed to facilitate routine maintenance operations. Components are easily accessible, electrical and hydraulic elements have been separated, and the routing of hoses have been designed to avoid the risk of friction and leaks.

Asynchronous motors require no routine maintenance and have been tested to guarantee robustness.

To improve the performance and the lifespan of the battery, COMPACT scissors are equipped with Activ’Energy Management. The intelligent CAN BUS charger constantly monitors battery parameters to ensure optimal charging. It also incorporates dedicated charging cycles for battery maintenance and can be fitted with centralized watering solutions, either manual or automatic.

Diagnostic solutions facilitate troubleshooting and reduce downtime. Including Activ’Screen, which provides real-time information about the machine’s status, the Diag app deliver diagnostic data with detailed resolution procedures, and SHERPAL* telematics, which allows remote machine diagnosis, reducing downtime by providing fault codes and remedies.

Almacrawler move to sustainablysourced cobalt-free lithium iron phosphate (LFP) batteries It is well documented that unsafe and unethical cobalt-mining practices exist in the Congo. Thousands of miners including children, dig by hand in harsh and dangerous conditions where death and injury is common.

What is cobalt?

Cobalt is a hard, brittle metal that occurs naturally in the environment and is a common by-product of nickel and copper mining activities. Humans are using this metal more than ever, mainly due to its use within lithium-ion batteries which power portable consumer products such as mobile phones, laptops and tablets. Where is cobalt found? While it can be mined in Australia, the primary source of cobalt is the Democratic Republic of the Congo. Here lays the global concern surrounding the ethical sourcing of this metal. This exploitation is in stark contrast to the minimum standards of acceptable ethics, conduct and basic human rights we see here in Australia — and Western countries are responding.

Major manufacturers are transitioning away from their reliance on cobalt and establishing tougher standards on labour within their supply chains. As a result, various battery companies have taken steps to improve extraction conditions, or to embark on a completely cobalt-free path. JLG releases market-leading X33J plus compact crawler boom JLG Industries’ boom lift line-up has grown once more, with the recent launch of the X33J Plus Compact Crawler Boom (CCB).

The release brings JLG’s CCB line-up to five and provides an entry into the 30m height class.

Along with bolstering the choice for JLG’s CCB customers, the new X33J Plus offers a market-leading work envelope including 17.20m up-and-over height and 16.5 m of horizontal working outreach. The machine also provides below-grade capabilities, making it suitable for both above and below level work.

A further benefit of the X33J Plus is its class-leading 230kg unrestricted platform capacity, allowing operators to bring additional materials to the work area and leading to a more productive work environment.

While the JLG® X33J Plus CCB is big on features, its compact footprint also makes it extremely versatile and functional. At less than 5.80m long and under 1.20m wide when the platform is removed, the new model is highly manoeuvrable and will even fit through double doorways, for hassle-free movement between outdoor and indoor work zones.

Disconnecting the platform is efficient via a patented system, while retractable, non-marking tracks reduces the likelihood of damage when the X33J Plus is working on sensitive surfaces.

Powering the X33J Plus is the Bi-energy package.

Using a switch mounted on the control panel, the operator can select from two power sources — diesel or electric – depending on their preference or application requirements. The diesel option uses a modern T4F (Stage 5) Kubota D902 engine which produces 16.1kW (21.6cHP), while electric power comes courtesy of a 100Ah / 83V Lithium-ion electric engine.

Nowhere to charge?

Dingli launches their Advanced Version Hybrid series booms, with built-in “Mobile Charger” The electric boom is powered by lithium batteries, with no noise, zero emission and a long battery life.

During construction work, if the charging facilities on site are well-equipped, machines can be charged at any time, without the risk of running out of power.

But what if the site has no external power supply and machines can’t be charged in time?

In response to this problem, Dingli has developed an advanced version of electric boom — the Range Extended Series — which not only takes into account the advantages of environmental protection, but also comes with a “Mobile Charger” to generate electricity in a self-sufficient way.

Dingli’s Range-Extended boom series is developed on the exiting platform, with a maximum working height of 22~34m, a maximum load of 454kg, and features an 80V 420Ah lithium battery pack. The built-in universal range extender enables the machine to generate electricity by itself when there are no external charging

facilities on site. With a single tank of fuel, the machine can last for 30 days when using extender charges through the lithium battery pack.

Currently, the Dingli range extended boom series has two modes of auxiliary power supply. In manual mode, users can switch between pure electric or range extension mode; in automatic mode, the range extender automatically charges the machine when the power is below 30%, and stops generating power when it is above 90%.

Dingli electric equipment involved in international airport project Recently, Dingli electric equipment was officially selected by Sharp Aviation K, Inc, one of the largest airline service companies in Korea, which has in-depth cooperation with 8 airports and 11 major airlines in the country.

Based on the concept of green development, Sharp Aviation K, Inc chose Dingli’s zero emission, noiseless new energy aerial work platforms after a thorough equipment tender process.

Founded in 1964, Sharp Aviation K, Inc. is one of the companies in Korea that holds the FAR-145 aircraft maintenance certification issued by FAA and EASA and the authorization license from the Ministry of Land, Infrastructure and Transport of Korea. With its strong technical capabilities, it provides high-quality maintenance services for over 50 aircraft per day.

“At present, the first batch of new energy aerial work platforms mainly contains modular electric booms, large electric scissors and dozens of small scissors, and we will provide new energy equipment with more complete working height coverage in the future,” said Jackie Han, sales director for Dingli’s Asia Pacific region.

LGMG completes it’s range with new liion battery-powered telescopic booms

The working height of the electric boom lifts offer working heights from 21.8m to 29.8m, while the working outreach is 16.6m, 17m, 22.3m and 22.5m respectively.

A variety of charging modes are available as standard to meet the needs of fast and standard charging and to match different working conditions and facilities. At the same time, the charging pile port is optional. The large battery capacity can meet the needs of 2–3 days of work.

The four electric boom lifts are all high-capacity models with a 300 (unrestricted)/450kg (restricted) dualcapacity design. All are equipped with a 2.44m tripleentry gate as standard, which can accommodate up to 3 operators (restricted) and materials at the same time.

President’s message

HIRE22’s Events Workshop was just the beginning.

But we want to play a much more active role in helping you succeed.

HIRE22 was a great success. It was wonderful being back socialising and learning with our peers. I am very grateful for those who I got to catch up with during my time at the Convention and I’m looking forward to HIRE23 already. The show is back in my own backyard next year in Sydney; so I invite you all to add this to your diary.

The Events Workshop was very well attended this year with a great panel of speakers. The panel setup was well received so we will be looking to build on this content for HIRE23. If you attended and have any feedback or ideas for what you would like to see from an Events perspective in 2023, please get in touch.

Moving forward, we are launching into the next intake of Women in Hire and Access and Young Professionals programs. Mentoring in this program really is a highlight for me, it’s such an amazing way to give back to the industry and help bring outstanding people through. If you have been considering getting involved as either a mentor or mentee, please get in contact with the HRIA; your contribution will be well received, and the rewards are great.

We will be looking to engage more Events

members in these programs. Understanding that our sector of the industry is largely made up of small businesses, often remote, or not able to give whole days out of their schedule, we plan to run a pilot remote group this year so if you would like to be involved in this please let us know.

In the coming months we will also be looking to our Events members to participate in some targeted focus groups — we’re very keen to good understanding of the Events Sector membership needs; we want to be able to provide you with targeted programs and initiatives that provide the most benefit.

But to do that we need to better understand the challenges being faced, as well as the triumphs and expectations. When these are launched, I would really encourage everyone to take part in some way, it’s our time to shine.

I suspect, by now, you have all had a nice well-earned break during the quieter time and that you are gearing up for a big season ahead; I know I am. As always, get in contact if you have any feedback or ideas on how we can better serve our members — that is always our main goal!

5 keys to successful event “E-Hire” E-commerce is here. It’s officially an expectation in the B2C world, with large multinationals leading the way in providing easy, enjoyable digital checkout experiences.

There are plenty of tools that allow hire companies to deliver a world-class e-commerce experience.

According to Point of Rental’s APAC MD, Dave Cameron, “now’s a great time to either add e-commerce to your hire business or to review your existing website to make sure everything’s set up properly.”

Hire software integrates with your website to display availability information so you can put down a deposit before leaving the site. This gives customers access to the information they need so they’re not having to call your front counter.

Here are five keys to a successful event e-hire experience:

1. Link your e-commerce site to your inventory software.

It’s useful to take a reservation for dozens of tables, hundreds of chairs, and more. But without a basic integration, one of your employees can too easily book the same items for another event on the same day.

Good integration allows you to adjust prices in your hire software and have it automatically flow to your website.

2. It should be easy to use.

With thousands of items to track, pickup and return dates, collecting customer information, there’s a lot of data to handle.

Your e-commerce site needs to be able to handle all that information in a way that makes sense to a customer.

3. Use easy-to-understand names.

The point of e-commerce is to improve your customer experience. In your online store, keep your item titles simple and descriptive. 4. Get paid.

Conplant wins Hire Company of the Year at HIRE22 A family-owned hire equipment supplier with a 60-year history has been named Hire Company of the Year in the General Hire (over $10M turnover category) at the Hire and Rental Industry Association’s annual awards.

Conplant’s win was announced at this year’s Hire Industry Excellence Awards at HIRE22 in Adelaide.

HIRE22 The COVID-19 pandemic had another crack at disrupting the Hire Convention. But when our industry decides to get together, nothing can stop it.

With a near-perfect line-up of keynote speakers, many will remember the inspirational tales for the Thailand Cave Rescue as told by the man charged with anesthetising and submerging 12 children through 4km of underground cavern, Dr Richard Harris.

“After the Omicron wave in January, the hire industry was facing a nervous wait to see how the year would unfold.

But when the country began to fully open, the confidence came surging back, and we were delighted to see Adelaide play host to the same number of delegates that we saw in the Gold Coast in 2021,” said James Oxenham, CEO of HRIA, said.

“We’ve seen the results of COP26 since HIRE21 as well, and we can see how this is making a real impact to the machines at the show, with a huge surge in sustainable technologies showing delegates what the Future of Hire looks like,” said James.

We saw the beginnings of the events sector back at the convention too. While the last 6 months has given members a chance to catch up on a fraction of the missed business from the last 2 years, the HRIA is determined to play a part in helping the sector back to winning ways. The Adelaide Oval played host to the Events Workshop, where the HRIA’s event President, Erin Johnston declared a firm commitment to get behind members to help tackle the problems they face as they return to business as usual.

Machine Capabilities

The first thing to consider is the machine’s capabilities, and how the machine will be used. Cold, low psi units may need upgrading in the future if they need to work on chemical or commercial projects. Some machines come with disinfectant and water bowser but will require larger vehicle mounts/towing capabilities. Others may provide ample high-water pressure but need access to a water main and power source.

Pressure (psi)

Choosing the right amount of water pressure is the main priority. The more pressure you have, the easier and quicker you can work. However, too much pressure could cause damage — removing paint, grout, etc.

When selecting the appropriate pressure for the job, APG recommends using a simple guide: 1000-2000 psi — Perfect for home use (driveways, car washing) 2000-3000 psi — Ideal for prolonged commercial use (cleaners, plumbers) +3000 psi — Industrial pressure washing powerhouses — these units can remove oil and grease stains, strip paint and even blast dried concrete

Power sources — petrol, diesel or electric?

Choosing an electric power source means you will have no fumes and low running costs, but you will always be restricted by movement. The washer will need access to power and can’t be used on medium/large work sites, so you always need to be close to a power source.

Petrol washers are easy to move but this makes it heavier. Cheaper than diesel while still delivering high pressure, requiring ongoing servicing to maintain performance.

Diesel options are powerful with heavy-duty capabilities and highly portable. These higher-quality machines have higher upfront purchasing costs but will last you a lifetime.

All pressure washers require constant steady access to a water but you may not have access at your worksite.

Smaller portable units such as the Jetwave Hornet G2 will deliver excellent pressure and is easy to transport but will require access to a water source. Washers like Brendon Power’s Bowser Trailers require large tanks of water stored on the trailer, giving the operator a constant supply of water.

Cold works for practically everything but in some cases we recommend a hot model which can easily clean grease or oil. Cold units can be cheaper but will limit your capabilities.

Mobility

Larger pressure washers such as the Brendon Bowser Trailer can be towed or fitted to your vehicle as a skid unit transforming your vehicle into the ultimate cleaning powerhouse. For smaller, confined spaces, you may need to move between rooms quickly and need a unit that can move with you. A Jetwave trolley unit is compact but powerful enough to move around the worksite by hand.

Accessories & add ons

Once you have selected a machine, it’s time to see what accessories can be utilized such as nozzles and lances, surfacing cleaners, odour suppression canons, foamers, disinfectors, industrial hose reels. When choosing the right equipment customers should always speak to an expert product specialist. Each customer need is different; choosing the wrong machine could be costly. “By working with the industry, we realised the old concept of buying second hand plant and doing it up for rental is flawed logic. The rental industry is there to rent equipment, not be carrying out endless repairs or apologising for breakdowns on site,” said Hales.

The lessons observed represent a great basic hire logic.

1. Do your homework before you make an acquisition.

2. Don’t have a fleet of mixed brands of any product, including pressure cleaners, vacs or pumps.

3. Make a decision on the best supplier and the best product and stick with it. Renters have a right to expect they will get the same quality machine each time they need it and, where there are multi branch locations, they should expect the same polite service, advice, quality equipment and capability.

“Bargain offers from undeveloped markets can seem attractive from an up-front cost perspective. We have seen unreliable suppliers continually fail in rental due to the extraordinary demands placed on product by customers because they have no long-term stake in the machine’s maintenance. That is both a problem and an opportunity,” said Hales.

When Aussie Pumps developed their Mine Spec range of trash pumps, they were built like tanks, again inspired by one of the country’s major hire industry veterans. Their advice was to build portable trash pumps that couldn’t have the frames bent easily by being dropped on site from the bucket of an excavator.

“We learnt from that, and the Mine Boss range was born. These pumps are now working in Australia’s major hire fleets because they’re built to be unbreakable. The big 6” Aussie MQ600TD will move 6,000 lpm, or 360,000 litres an hour, has it’s place in any rental fleet.”

“There’s a big move coming with local government to require big robust flood mitigation pumps like theMQ600. It’s a 6” pump with an 80 hp Deutz diesel engine, trailer or skid mounted, that is built like a tank. It doesn’t require any priming and is favoured by Australia’s leading miners and construction companies,” said Hales.

Climate change weather events frequently remind us the importance of the Hire industry.

Hired chainsaws clear up fallen trees, wet/dry vacuum cleaners clear flood damage and 6” trash pumps often play their part in diverting water from flooded town centres.

Without the hire industry’s investment in top equipment to carry out these tasks, rescue efforts would flounder.

Advent of the scud

When the company first built high pressure cleaners for the hire industry, the focus was on simple design and robust construction, using slow-speed, top quality piston pumps. “It was a great lesson for us and we apply it to the machines we build for the earthmoving and mining industry even today,” said Hales. “Some of the early machines we sold to Kennards Hire were sent to auction three months after they were bought. That shows how green we were in those days. It was Kennards that first taught us that European machines are not designed for the tough conditions of Australian hire when it comes to pressure cleaners,” said Hales.
