It is where businesses come together to address issues that individual members cannot accomplish alone. The organization promotes its members, refers business to them, builds meaningful partnerships, and provides a wide variety of resources in order to enhance their businesses. The Hinsdale Chamber works on improving the local climate in which to conduct business for the benefit of all. A chamber representative making home visits delivers a package containing a community directory, a map and literature from chamber members participating in the Welcome Service Program.

Chamber Website The Hinsdale Chamber of Commerce offers a website that will enhance the promotion of chamber members, their businesses and the community overall. The Hinsdale Community Directory and Area Map This directory is distributed to all the households in Hinsdale annually. VILLAGE BOARD, STAFF

PRESIDENT & TRUSTEES The Village of Hinsdale is governed by its

village president and a board of trustees. The president and the board, comprised of six members, are elected officers. Each of these serves without payment. Their terms are for four years. Also, their terms are staggered so that an important continuity is maintained. The village officers are: President: Thomas Cauley Jr. Trustees: Scott Banke, Neale Byrnes, Laurel Haarlow, Gerald Hughes, Matt Posthuma, Luke Stifflear

Board Committees Hinsdale village trustees sit on one or more of three committees, each of which consists of four trustees. The village president selects one trustee to serve as chairperson. Administration and Community Affairs Committee This committee reviews matters concerning finances, administrative items, and park and recreation activities, and coordinates the annual budget review. Chair – Gerald Hughes, Scott Banke, Luke Stifflear, Matt Posthuma

village staff Environment and Public Services Committee This committee deals with issues and projects pertaining to public works, building and code enforcement, building maintenance as well as coordinate most capital projects and review public improvement projects. Chair – Neale Byrnes, Laurel Haarlow, Scott Banke, Gerald Hughes Zoning and Public Safety Committee This committee generally handles any issues that relate to zoning, police, and fire department operations, and parking concerns. The committee reviews plan commission recommendations and forwards them to the full village board. Chair – Luke Stifflear, Laurel Haarlow, Neale Byrnes, Matt Posthuma From time to time, the village president appoints (with the consent of the village board) volunteers to serve the community on various boards and commissions. BOARDS & COMMISSIONS Board of Fire and Police Commissioners The three-member board is responsible for hiring, promoting, and disciplining police officers and firefighters. Economic Development Commission The seven-member commission recommends plans and actions to expand the village’s tax base and increase the village’s sales tax revenues. Electrical Commission The five-member commission is responsible for reviewing the village’s electrical code and making recommendations for possible changes to that code. Finance Commission The seven-member commission recommends plans and actions with regard to the village’s annual budget and other financial matters and recommends long-term strategic plans on financial matters. Firefighters’ Pension Fund Board The five-member board has control of the management of all funds belonging to or designated by law as part of the firefighters’ pension fund. Foreign Fire Insurance Board

CHAIRMEN administers the money in the Foreign Fire Insurance Fund. Pursuant to state law, the fund receives its monies from a state tax imposed on fire insurance policies written by insurance companies domiciled outside of the state of Illinois. Historic Preservation Commission The seven-member commission works to assist the village board in the preservation, protection, enhancement, rehabilitation, reconstruction, or use of historic structures, sites, or areas in the village, and to educate the residents regarding the importance of historic preservation. Park and Recreation Commission The seven-member commission advises the village board on matters relating to plans and programs for village parks; reviews the acquisition, maintenance and development of parks; and reviews the budget for all park activities. Plan Commission The nine-member commission reviews all applications for planned unit developments, zoning code amendments, special use permits, and lot subdivisions; and forwards recommendations to the village board. The commission also reviews the exterior appearance and site plan for all nonresidential development and renders decisions on all sign permit applications.

Zoning Board of Appeals The seven-member board reviews and renders decisions on all variations to the regulations of the zoning code. In addition, the board reviews appeals on matters where the applicant believes staff has misinterpreted the code. The only appeal an individual can make beyond the board is to the Circuit Court System.

VILLAGE SERVICES

Who picks up the garbage? The village has contracted with Republic Services for residential refuse collection. Residents have the option of either curbside or backdoor collection service. Primary collection days are Monday for homes south of the railroad tracks and Thursday for homes north of the railroad tracks. Customers who have opted for 65 and/or 95-gallon collection service will be provided refuse and recycling toters by Republic Services. 35-gallon toter collection service requires homeowners to provide their own refuse toter(s). Recycling toters will still be provided. If a resident wishes to use their own 35-gallon container, they must have back door pick up. Homeowners age 65 and older are eligible for a senior discount. Any additional refuse or large items must be placed at the curb with a sticker on each item. Who picks up recycling? Recyclables will be picked up on the primary pickup day. Items that are included in the village’s curbside recycling program are computer paper, packing paper, white paper, glass bottles and jars, colored paper, aluminum cans, clean foil, tin cans and empty aerosol cans, - #1 PET bottles and containers - #2 HDPE bottles and containers - #3 PVC bottles - #4 LDPE bottles and containers - #5 PP plastic bottles and containers - #7 plastic narrow neck grocery containers, six- and 12-pack rings, newspaper, direct mail, magazines and catalogs, phone books, brown paper bags, cereal boxes, beverages cartons and corrugated cardboard.

What should I do with landscape waste? All grass, leaves, shrubbery, vine trimmings, and the like must be contained in 34-gallon biodegradable paper bags and placed on the curb for pickup on the primary collection day. One sticker must be placed on each 34-gallon biodegradable paper bag. Plastic bags or cans containing yard waste will be left uncollected even if there is a sticker on them. You may not mix solid waste and landscape waste. Landscape waste will be picked up between April 1 and December 1 of each year.

Do I need a vehicle sticker? An animal license? Yes. Vehicle stickers and animal licenses may be purchased at the village office, 19 E. Chicago Avenue, Hinsdale. Renewal applications are mailed each year. Vehicle license stickers go on sale March 1. Vehicle stickers have an annual fee of $40. Trucks under 8,000 lbs. are $55 and over 8,000 lbs. are $100. Stickers must be displayed by May 1. Senior Citizens: $20 with valid drivers license and vehicle registration. Motorcycle, Motorbike, or Moped: $20. Rate fee $25. A permanent bicycle license is available

and may be obtained free at the police department. All bicycle riders are required to obey the same traffic regulations as motorists. Warnings will be issued by the police department to all bicyclists not complying with traffic regulations and records of warnings given will be kept. Assignments may be made to special bicycle safety education classes and traffic tickets may be issued to habitual violators over age 16. Bicycle “Rules of the Road” may be obtained from the police department. Neutered male and female dogs and cats $5. Unneutered male or female dogs and cats $20. Animal licenses are due April 30 each year. A valid rabies certificate is required prior to issuance of an animal license. Dogs (or cats) are neither allowed to run at large nor on a leash in village parks or public places except KLM Park during the days and times that are posted. Pet owners are required to remove their pet’s excrement from public or private property.

Where can I park my car? Parking ordinances are strictly enforced for the safety of Hinsdale motorists. Overnight parking on public streets and parkways is not allowed from 2 a.m. to 6 a.m. All permit parking spaces are free on Saturday. Residents also should be aware of these regulations.

What is the speed limit on village streets? Traffic ordinances are strictly enforced for the safety of Hinsdale motorists. Speed limits are 25 MPH on most streets except in the business district and school zones where the limit is 20 MPH or otherwise as posted.

When can I water my lawn? Because the Village of Hinsdale receives water from Lake Michigan, water conservation measures are required by the Illinois Department of Natural Resources, Office of Water Resources, to restrict outdoor water use and to encourage conservation. Lawn sprinkling restrictions go into effect on May 15 and remain in effect through September 15.

During this period, lawn sprinkling is allowed from 6 a.m. to 10 a.m., and 6 p.m. to 10 p.m. Even-numbered street addresses water on even number days. Odd numbered street addresses water on odd number days. A temporary permit is available to water newly seeded or sodded grass. Contact the village at 630 789-7070 if you have questions. If necessary, these restrictions can be expanded by the village managers; residents will be notified of any changes.

What is included in my water bill? A sewer use charge of 15 percent of the net water bill is made for all homes and businesses connected to the village sanitary sewer system. These funds are used to keep sanitary sewers in good working order through a program of cleaning, maintenance, and repair. Some homes in Hinsdale near 55th Street are served by sewers owned and maintained by the Flagg Creek Water Reclamation District (a separate government agency). The Flagg Creek Water Reclamation District also levies a sewer use charge that is billed to each home in Hinsdale served by the district. That sewer use charge is used to pay the cost of collection and treatment of sewer wastes. Call the Flagg Creek Water Reclamation District at 630-323-3299.

Who supplies water to the village? Water is supplied to the Village of Hinsdale through the DuPage Water Commission, which purchases water from the City of Chicago. The village is one of 23 charter customers of the commission who receive their water from Lake Michigan. The central pumping and pressure adjusting facility for the village is located at 217 Symonds

Drive. Water quality is monitored daily to ensure uniform quality and purity. The water is very low in sodium, total dis solved solids and a hardness of approximately eight grains. Water bills are based on the amount of water used and are computed at a rate of $8.25 net gross.

When do I need a building permit? Building permits are required for building construction, alterations, repairs, and demolition. Separate permits are required for electrical work, plumbing, driveways, water-Freon-cooled air-conditioning units, fences, decks, and porches. Permit fees vary with the nature and scope of the work. Permits are issued

at the village office in the Building Department. Detailed plans must accompany permit applications. Commercial construction requires approval of the Plan Commission and Village Board prior to issuance of permit. Commercial signs require Plan Commission approval and a permit. A separate permit for sewers is required from the Flagg Creek Water Reclamation District before a building permit is issued by the village.

Who do I call about street repairs? Potholes and routine repairs are made by the Public Service Department. Major resurfacing work is done on streets previously constructed to village

standards with state motor fuel tax funds allocated to the village. New street construction is done through a special assessment or special service area financing of property owners whose property is benefited from the improvement.

Who maintains parkway trees?

Hinsdale’s air pollution control ordinance prohibits all open burning, including backyard incineration in a container of any type or the burning leaves or any other materials on private or public property. Fires for the purpose of barbecuing or fires in indoor, private fireplaces are permitted provided the smoke coming from these fires does not exceed the limits of white or very light gray smoke as set forth in the ordinance. Smokestack and chimney emissions from stores, institutions, apartment buildings, and one or two-family residences are also regulated by the ordinance. To report a violation of the air pollution control ordinance, call the Air Pollution Control officer at 630-789-7030.

Tree planting, trimming and removal on public grounds, including parkways, is done on a scheduled basis by the village tree crew. Report diseased elm trees to the Public Services Department for prompt inspection. Homeowners are required to remove diseased elms on their property within 10 days after notice to protect against the spread of the disease to another tree. The village removes diseased elms from the parkway. The village replacement trees have trunks 2 inches in diameter. If a resident wishes to plant a larger tree on the parkway they should call the village for the species of tree and cost involved. 630-789-7030.

sweethearts) would come to the village of Hinsdale to attend live summer stock theater performances at the Hinsdale Theater during the summers of 1957-58. We actually celebrated our engagement dinner at the old Spinning Wheel, which was located on the Amita Cancer Center property. Jerry and I purchased property and built a modest two-story home, which we moved into the during the blizzard of 1967. We love the village and, as educators, were impressed with the excellent education that was provided to D181 students. Hinsdale is a community in the

truest sense of the word. Kindness, love, caring, hope, giving and an open heart are all words to describe Hinsdale. I have lived here since I was 13 and see all these beautiful attributes daily. This community is present and willing if a family needs support with prayers, meals, errands and an ear to listen to when things are difficult or to cheer when good things happen. This community is there to support first responders and hospital workers to let them know we care. We are so blessed to have a hospital in our community. Families Helping Families, an organization at the high school is more evidence of this community kindness. The long line at the Hinsdale Food pantry for donating food being longer than the line for those who need food is more evidence of the love in this community. This community is knowing store owners and workers by name and appreciating their kindness and hard work. This community is saying hello to all who pass us when walking in the street or the aisle of the grocery store and looking out for each other if a wallet is left behind in a grocery cart. Our children feel this way as they return to raise their children. So many of our friends’ children are returning to this community because of the true sense of community that you feel being here. This has never been more true than in 2020.

living in Hinsdale because it connects all of the favorite areas of my life: my childhood, my family and my work. I grew up in Hinsdale – attending Oak School, Hinsdale Junior High (now HMS) and Hinsdale Central High School. I appreciate running into my old friends who have also moved back to this extraordinary town to raise their families. Moreover my two brothers and in-laws also live in Hinsdale, thus my four children have been blessed to grow up alongside their aunts, uncles, cousins and grandparents. Our parks provide facilities for tennis, baseball, softball, basketball, football, soccer, swimming, picnicking, children’s activities and just plain sitting or walking in scenic, open spaces. The village is committed to maintaining each of its parks in good condition and to providing a high level of recreational services to the community. The overall management direction, planning, and support for this area of municipal services is provided through the village manager’s office and assigned to the superintendent of parks and recreation department. TENNIS Hinsdale has a total of 16 courts at five locations, all of which are equipped with racqueting boards. The racqueting procedure is used to control court usage and play and is in effect all year. Call parks and rec at 630-789-7090. General Rules & Regulations 1. Persons playing on the courts are not permitted to racquet for further court usage until they come off the court at the end of their hour. 2. Tennis players should be aware that there are times when courts are reserved for specific programs such as lessons. 3. Tennis shoes are required on court surface. 4. We have completely overhauled our schoolbased programs and now offer a continuum of five sex education programs and three drug education programs. Candor utilizes a blended learning approach so all students have access to additional content and pre and post-tests via our online Learning Management System. Our educators dedicate instruction time to answering questions or facilitating discussions either in- person or remotely via Zoom or Google Classroom. Key social emotional learning topics are embedded into each class so students can improve their communication, decision making, goal setting, and learn healthy coping strategies to handle stress and anxiety. We also provide community programs to help parents and youth understand salient topics such as vaping, the legalization of marijuana, sexual harassment, and consent. We have an annual appeal and host fundraising events that help us to fill the gap and supplement what schools and families pay to have high quality teachers delivering these critical health education topics.

rendered the old mill obsolete. Graue Mill and Museum is a nonprofit volunteer organization supported entirely by admissions, memberships, and donations. The buildings and grounds are owned and maintained by the Forest Preserve District of DuPage County. Today, thousands of visitors annually view the basic milling process, explained by a miller in a white apron, and purchase fresh stoneground cornmeal in old-fashioned cloth bags. After browsing the museum store on the ground floor, they may also stroll the museum’s upper stories, which contain an old-fashioned barn, nostalgic child’s room, Victorian drawing room, early American kitchen and sitting room, and an old country store complete with genuine rock candy and high-button shoes. In the basement, said to have been an Underground Railway station, visitors can view the large and fascinating wooden gearwheels. Spinning and weaving demonstrations are held daily, and artisans and events are regularly held on weekends when the mill is open.

FREDERICK GRAUE HOUSE The Frederick Graue House, built in 1859, stands next to Graue Mill. Restored and opened to the public in 2002, the house is a fine example of Italianate architecture. The interior of the house has been converted into a multi-use facility and is used for special programs and exhibits by Graue Mill. The house is also available for rental for weddings, showers, birthday and anniversary parties, and meetings. Occupancy of the house is limited to seventy people, but the surrounding grounds are also available for rental. HCS Family Services

Chicago Avenue, Hinsdale 630-323-2500 hcsfamilyservices.org Since 1937, HCS Family Services has been a beacon of compassion and support for people living on the margins in the near Western Suburbs of Chicago. DuPage County has the second-largest hungry population in the State of Illinois, and one in eight children in norther Illinois face hunger. At the end of the Great Depression, Hinsdale community leaders founded HCS Family Services to provide food and utility assistance to the local community. Today, HCS Family Services continues to live by its founders’ vision of helping neighbors in need. HCS Family Services operates two food pantries that provide free groceries in a drive-thru model to residents of 24 neighboring communities. Last year, HCS Family Services distributed more than 700,000 pounds of food with a retail value of $1.2 million. By providing food at no cost, clients have the extra disposable income to spend on critical expenses such as medical, rent, transportation, and childcare. HCS Family Services provides healthy food options (including fresh produce, milk, and eggs), as well as, many essential household items

(diapers, paper products, and toiletries) to guests. HCS Family Services operates a community pantry, located in Hinsdale’s Memorial Building, and a second pantry at the Anne M. Jeans Elementary School in Willowbrook. HCS Family Services serves approximately 1200 neighbors each week; makes more than 62,000 food distributions to families, children, and seniors annually. HCS Family Services purchases about 20 percent of its food through the efficient Northern Illinois Food Bank (NIFB) system in which every $1 donation buys the equivalent of $8 in local grocery store. More than 70 percent of distributed food is rescued from local grocery stores (more than 400,000 pounds of food that would otherwise go to waste annually). The remaining 10 percent of HCS Family Services food supplies come from generous community donations. HCS Family Services could not operate without its extended network of community partners. Approximately 400 community volunteers work at HCS Family Services each year

as shopping assistants, delivery truck drivers, stockers, and greeters. HCS Family Services fills about 85 volunteer opportunities each week. HCS Family Services food pantries also serve as a gateway to other social services. HCS Family Services refers clients to a range of other services for housing, rent and utility, mental health, and furnishing assistance; distributes Thanksgiving meals to guests; and last year, organized the distribution of December holiday gifts to 850 children and seniors.

What started as six local women wanting to make a difference in 1953 has grown into the well-respected Tuthill Family Pet Rescue & Resource Center with approximately 350 volunteers and more than 2,000 adoptions annually and growing daily. In addition to housing the animals, the building is designed to be a community gathering space not only for events, lectures, group meetings, birthday parties, and group rentals, but also for visitors to stop by, have a cup of coffee, and see the animals up for adoption. (As of 11/20 the building is closed to visitors due to the pandemic). It all comes back to the animals and providing them with innovative care while at the facility, and a wonderful forever home once

they leave. The PRRC educates, advocates, and adopts out pets, acting as a voice for animals who depend on people for their care. The goal is to prevent animal suffering and neglect throughout this community and beyond and to ensure that all animals in shelters and homes are well cared for and treated with compassion. The PRRC is a “limited access” shelter (not required to accept every pet coming through the doors) that never has to euthanize for reasons of time or space. To help “open access” shelters that must accept every pet through their doors, the PRRC transfers in animals from those shelters to help get them into homes. Pets also come to the shelter from 11 police departments throughout the Western Suburbs that bring in lost animals. And, pets that can no longer stay with their family due to financial constraints, allergies, or for other reasons, go on a waiting list for an adoption spot at the shelter. Once all pets receive a health screening in the Irving & Phyllis Millstein Medical Suite, and go through temperament testing, they are ready for adoption. Once pets leave the shelter, there are plenty of community resources housed within the PRRC to help families with behavior, training, medical issues, and more, including the Millstein Vaccination Program low-cost pet care clinics available to everyone.

Incorporated in 1975, the Hinsdale Historical Society bridges the past, present, and future by engaging the community with its architecture and history. Serving as the repository for Hinsdale’s rich history, the society collects and preserves archival material and artifacts for research and exhibition. As a nonprofit supported entirely by memberships, donations, and fundraising, the society maintains three historic properties, offers a variety of educational programs, and collaborates with the community to instill pride in Hinsdale’s heritage. • The Hinsdale History Museum, 15 S. Clay St. The home, constructed in 1874, depicts the life of a middleclass family during the village’s early years prior to 1900. Donated by School District 181, the house was relocated to Eleanor’s Park in 1981. Through private fundraising and volunteer efforts, a full restoration resulted in seven period rooms filled with authentic antiques and features small exhibits, a program space, and gift shop. The Hinsdale Garden Study Club lovingly tends the beautiful Victorian garden. Visitors can tour on Fridays and Saturdays, Noon to 4 pm, with group tours available by appointment. Admission is free, but donations are greatly appreciated.

• Immanuel Hall, 302 S. Grant St. This 1900 church, saved from demolition in 1999, is home to the Society’s local history archives and the Roger and Ruth Anderson Architecture Center. It’s open for research on Tuesdays and Wednesdays, 10 am to 2 pm. The Hall is also available for use by the public for community meetings, nonprofit fundraisers, public seminars, and musical recitals. • H. Harold Zook Home & Studio (5905 S. County Line Road) In 2005, the Society saved the Cotswold-style cottage designed for his family by Hinsdale architect R. Harold Zook. The home and studio were moved to Katherine Legge Memorial Park next to the Zook-designed lodge. Although still in the rehabilitation process, the building’s unique architectural style can still be enjoyed within the historic park setting. For those wanting to explore Hinsdale’s neighborhoods, the Society, in partnership with Hinsdale’s Historic Preservation Commission, recently launched a tours app: HistoricalTourist: Hinsdale. Like having a private tour guide in the palm of your hand, the tours featured highlight and detail the local architecture and stories of Hinsdale’s past. It’s free to download for both Apple and Android devices.
