Hot drinks and homemade cookies will be served courtesy of the Hillcrest Merchants Association, and musical entertainment will be delivered by the Pulaski Heights Middle School band and choir. Santa and Friends will also be there, ready to hear your holiday wishes and spread the cheer around. It’s a great time to visit with your fellow Hillcresters! We’ll look forward to seeing you there.

Message from the HRA President

appy Holidays from your Board of Directors! At the risk of repeating myself from this time last year, is there a better place in Little Rock for the Holidays than Hillcrest? The answer, just like last year, is “no.”

More on that in a bit. First, let’s talk about what we have been up to since we last visited.

Membership in the Association is up and continues to grow. If you haven’t joined yet, there’s no better time than the present. Go to the membership page (www.hillcrestresidents.org/hra-membership) and find out how.

• The HRA partnered up with the Hillcrest Merchants Association and Little Rock Tree Streets to plant trees on the public right-of-way (commonly referred to as “the sidewalk”) up and down Kavanaugh. And more will be going in soon.

• The HarvestFest Pancake Breakfast was the usual success. Thanks to all of the volunteers, including the kids from Mount St. Mary and Catholic High Schools.

• We are again in the process of joining the PTAs of the schools in the neighborhood.

• The HRA has established greater rapport with the LRPD and as a result, patrols have increased in areas where it is warranted.

• And this just in! Hillcrest was voted “best community” in the Arkansas Democrat-Gazette’s 2014 “Best of the Best.”

Back to the Holidays! Holidays in Hillcrest will be November 15-16. The Hillcrest merchants will be open late and decorated to the eyeballs. You know what to do. Go visit them and buy stuff. The Christmas Tree lighting will be on December 5 at 5:30 on the Promenade. Come out and listen to bands and carolers, get some snacks and say “hello” to Santa and Mrs. Claus. Santa and I both personally guarantee that there will be no ice storm this year and you can write that down. So come on out.

The Art and Soul of Ash Street Retaining walls are common around here given the topography of the neighborhood. Seen one, seen them all, right? Not so. At the corner of Ash and Lee there is a wall known to children as “the Treasure Wall” in which objects of all sorts are cleverly and delightfully embedded. Faces of animals, a shell casing, an eight row disc are but some of the treasures adorning an otherwise unremarkable wall.

Retaining walls are built. The Treasure Wall was created. American architect Louis Sullivan famously said that “form follows function.”

In May of 1992, Hollywood descended upon Hillcrest when The Ernest Green Story chose to shoot on location in and around the graceful home at 516 Ridgeway. At the time, Marion Gavin was just out of college and living with her parents, Max and Gloria Gavin, and she remembers the experience vividly.

The Disney made-for-TV movie tells the story of Ernest Green and the rest of the Little Rock Nine as they struggle to be accepted as part of the Little Rock Central High student body in 1957. To get the visual feel of the era, crew members went so far as to wake the neighbors before early-morning shooting started, asking them to remove their vehicles from the street so that they could be replaced with more timely models. Marion remembers how surreal it was to walk through the set at night and see her living room furnished with period pieces, including a vintage television playing 1950s shows (courtesy of an attached hidden VCR).

The three weeks or so that the California crew spent on Ridgeway was educational for all involved. There were, naturally, a few hiccups. Filming took longer than expected because of rain delays. After it was over, Max Gavin discovered 300 calls to California on his phone bill.

Which the filming company paid, of course.

Marion says, “It was very wild and bizarre… but a fun time. I’d do it again!”

The Ernest Green Story is available on DVD. I can testify that if you have kids in the Little Rock School District, they’ve probably seen it at least once—but they may not realize that part of it was filmed in their neighborhood.

A Tree Grows in Hillcrest (Want One?)

During January and February, Hillcrest residents and merchants plan to plant another round of trees in our neighborhood. In past years, the HMA and HRA boards have allocated funds for landscaping use in Hillcrest. The groups are financially supporting the planting of trees and bushes by residents on public land adjacent to their property (e.g., median strips between streets and sidewalks, traffic islands).

If you would like to have a tree planted near your home, please contact one of the HRA board members (see the list

on page two of this newsletter) and let them know where a native hardwood could be planted. Remember to check for overhead wires, and we will confirm where utility lines are located. Subject to availability, we will try to plant as many as possible this winter.

All residents can help the project by watering the new trees during the summer months. “Adopt” a new tree in your area and provide two or three gallons of water twice each week during the dry periods. It will make all the difference during the first summer after planting. If you can help, please contact one of the HRA board members.

What it Means to Live in the Hillcrest Historic District

T

o anyone who visits Hillcrest, it is immediately evident that our small community within the larger city of Little Rock is unique and charming. But what makes it so? Is it that we can’t go into Kroger without seeing five people we know? That we have the ability to walk to church, school, restaurants, and small businesses, all of which are supported to one degree or another by our neighborhood residents? The festivals? Shop ‘n’ Sip? The pumpkin roll? Could it be the historic architecture or the human scale of the neighborhood that promotes families traveling and visiting on foot instead of in an automobile that bring us together?

The answer to all of these questions is a resounding “absolutely.”

I often wonder if the same sense of community could be created in a new neighborhood. If what I have seen of new developments is any indication I think the answer is “probably not.” Because most new “planned” neighborhoods that I have seen, unlike Hillcrest, are built today without a pedestrian link to a commercial, educational, or social core.

I believe living in a historic district comes with the responsibility to maintain the character of the homes and neighborhood for the next generation, just like the previous one has done for us. The United States Department of the Interior agrees with this position. Hillcrest is listed as a local historic district on the National Register of Historic Places, which is the official list of the country’s cultural and historic resources worthy of preservation. It is an honorary designation with many benefits created to help us to maintain the character of the neighborhood. Because as anyone who owns a historic structure knows, maintaining it is a labor of love.

Some of the benefits of living in a historic district are intangible, like those listed above. But some are both tangible and quantifiable. Studies show that properties within local historic districts appreciate at rates greater than the local real estate market overall. The value of homes in Little Rock’s historic districts proves this to be true. Also, according to the Arkansas Historic Preservation Program and the Center for Urban Policy at Rutgers University, homes which contribute to the character of a historic district are eligible to get 25% of rehabilitation costs back in tax credits, while contributing income-producing properties (such as businesses) are eligible for 45% back.

There are restoration guidelines you must adhere to when using tax credits which ensure you are preserving the architectural integrity of your historic building. You might NEWSLETTER HOLIDAY 2014

want to consult a preservation professional to help you understand them before beginning any renovation project on any property that is subject to a historic designation.

However, any property owner whose building is listed on the National Register is able to receive free technical advice relating to all aspects of restoration, adaptive reuse, and renovation from the Arkansas Historic Preservation Program.

You can find out if your house or business is eligible for these benefits by learning whether it is a contributing or non-contributing structure in Hillcrest’s historic district. Remember that when working on any remodeling project in a historic district, the key to maintaining architectural integrity and character is to preserve, preserve, preserve in order that we might pass these values along to future generations.

Hillcresters, we have had a spate of mail thefts (with ripple effects on bank accounts) lately. The postal inspector’s website posts these helpful tips: • Use the letter slots inside your Post Office for your mail, or hand it to a letter carrier.

• Pick up your mail promptly after delivery. Don’t leave it in your mailbox overnight. If you’re expecting checks, credit cards, or other negotiable items, ask a trusted friend or neighbor to pick up your mail.

• If you don’t receive a check or other valuable mail you’re expecting, contact the issuing agency immediately.

• If you change your address, immediately notify your Post Office and anyone with whom you do business via the mail.

• Don’t send cash in the mail.

• Tell your Post Office when you’ll be out of town, so they can hold your mail until you return.

• Report all suspected mail theft to a Postal Inspector. (The number is below.)

• Consider starting a neighborhood watch program. Exchange work and vacation schedules with trusted friends and neighbors so that you can watch each other’s mailboxes (and homes).

• Consult with your local Postmaster for the most up-to-date regulations on mailboxes, including the availability of locked centralized or curbside mailboxes.

• If you see a mail thief at work, or if you believe your mail was stolen, call police immediately, then call Postal Inspectors at 877-876-2455 (press 3).

Having twice been the victim of checking account fraud, I personally have stopped writing checks on any kind of a regular basis and instead use online bill pay as much as possible. I have stopped carrying a checkbook around to reduce exposure.

The recent activity of the “Felony Lane Gang” was a very uncomfortable reminder of the hassles bank fraud can put you through. Do not leave a purse or wallet in the passenger compartment of your car, as it is thought that they sometimes watch people leave their cars if they think a purse or wallet might be available to steal — even during the daytime.

Consider outward-facing surveillance cameras. These can be purchased at home improvement stores, electronic stores, online or through security companies. Footage from these can be turned over to police to help identify criminals and hasten their capture.

Call 911 if you see suspicious activity regardless of whether you are entirely certain about what you have witnessed. If you see something, say something. The police are best at sorting real threats from false alarms. Leave it to them to make the call.

Consider marking your valuables with UV visible ink. Include your name and phone number so you can be contacted if a stolen item of yours is found by police. The Little Rock Police have these for sale and of course online retailers stock them also.

Susan is the Clinic Director/Speech Pathologist at UAMS and works with foster children and incarcerated juveniles. Ray has worked a variety of public service positions over the years, but has spent the last 5 as AR Health Information Technology Coordinator for Governor Beebe.

Together they have spent 60 years in service to residents of Arkansas, striving to make life better for those less fortunate and in need of assistance.

In their spare time, they can be seen walking around Hillcrest with Max, their locally famous 105-pound Labradoodle. They have lived in the neighborhood for nine years and enjoy the diversity of people, the casual atmosphere, and the fact that everything they need is close by.

Alsopp Park is their favorite spot to hike and Max really enjoys the squirrel population there.

Susan’s hobbies include gardening and flying and hopes to someday have more time for both of those activities. Ray is an accomplished photographer, has published the book “Natural Inspiration—Images & Insights,” and has just finished a photo-documentary book for the AR Food Bank (available for sale by the food bank in December). You can also catch him rocking out with his band, Little Joe and the BK’s, now and then.
