Kendall County in Stage 2 drought restrictions Christina Ryrholm Hill Country Weekly Earlier this month the Cow Creek Groundwater Conservation District held their monthly meeting via zoom. Attending were President Milan Michalec, Vice President Bob Webster, Treasurer Curt Campbell, Secretary Allan Bloxom and Assistant Secretary/ Treasurer Ben Eldridge. There was one guest listener as well a representative from both papers. The meteorological update was given by Dave Knollhoff, with Westward Environmental, Inc. Currently Kendall County is in a severe drought condition following Stage 2 guidelines. Even though May and June are the wettest months of the year historically, no exceptional amount of rain is expected this year. March had 1.31 inches of rain bringing the yearly total to 4.13 inches. This is about 30% behind the average rainfall. Stage 2 restrictions include lawn and turf grass watering on one day of the week based on the last digit of your address. Watering may be done before

10 in the morning or after 8 at night. Hand held hoses are permitted at anytime. For home gardens drip systems are permitted, as are hand held hoses or buckets. Pools may be filled or refilled with groundwater only on the day of permitted use and only during the designated hours. Only one business requested a permit - Bergheim Storage on SH 46 as they plan on erecting an office building. It was approved. Milan gave an update on the 87th Legislative session (see The Weekly issue for April 15 for his first hand account of HB 3883’s hearing in Austin). That bill is currently being reworked and will be heard at a later date. Allan also commented that it is essential to keep wastewater discharge away from pristine rivers. He added that TCEQ (Texas Commission on Environmental Quality) does not have a mechanism to deny permits. Both men agree that it is important for Kendall County and Cow Creek to work together as lot size is a key factor in groundwater management.
