Elcierre de campaña de Donald Trump en el Madison Square Garden, es un lamentable recordatorio que el racismo y los prejuicios rondan en muchos lugares de Estados Unidos.

Las expresiones racistas contra Puerto Rico y los comentarios xenofóbicos dirigidos a migrantes fueron evidentes y peligrosos.

Estos discursos de odio no sólo son moralmente inaceptables, sino que refuerzan estereotipos dañinos que impactan a comunidades enteras.

El desprecio hacia Puerto Rico, un territorio no incorporado cuyos habitantes son ciudadanos de Estados Unidos, demuestra una falta de respeto e ignorancia que es alarmante en un evento de esta magnitud. Tristemente no es la primera vez, como lo hemos visto en la respuesta a la isla cuando ha sido afectada por desastres naturales.

Pero es doblemente doloroso que, bajo la excusa del humorismo, se cuestionen la identidad, la dignidad y los derechos de los puertorriqueños, quienes han aportado innegablemente al desarrollo cultural, social y económico del país.

Muchos han servido en las Fuerzas Armadas, luchando y defendiendo la libertad de un país que a veces los considera extranjeros.

Como le respondió claramente al comediante Tony Hinchcliff la legisladora republicana de Florida, María Elvira Salazar: “Esta retórica no refleja los valores republicanos. Puerto Rico mandó más de 48,000 soldados a Vietnam… Ese valor merece respeto. Edúcate”.

Fue por eso totalmente apropiada la reacción de estrellas boricuas como Bad Bunny, Jennifer López, Marc Anthony, Luis Ponzi y muchos más que en conjunto tienen más de 300 millones de seguidores en las redes sociales.

Ciertamente la campaña de Trump buscó distanciarse del pésimo chiste del comediante, pero hay que tomar en cuenta que no lo hizo de inmediato durante el evento, lo hizo hasta que la indignación se había viralizado.

El evento en el Madison Square Garden destacó cuán fácil es para algunos sectores desvalorar a nuestras comunidades y reducir la compleja realidad de la migración a una simple excusa para infundir miedo.

Este tipo de discursos de odio no deben normalizarse. Los líderes y figuras públicas tienen la responsabilidad de promover una sociedad respetuosa. Es momento de que la sociedad estadounidense reflexione y rechace la intolerancia, reconociendo la valiosa diversidad que fortalece al país.

La indiferencia no es una opción; es necesario levantar la voz contra el racismo y la xenofobia, o de lo contrario, estos discursos continuarán dividi-

endo y debilitando el tejido social que tanto esfuerzo ha costado construir.

La buena noticia es que nuestro voto es nuestro poder.

Y este 5 de noviembre todos los votantes tienen en sus manos la capacidad de elegir entre una propuesta basada en las ideas intolerantes de la supremacía de unos sobre otros, o en una propuesta de un futuro inclusivo y tolerante de las diferencias, donde todos recibamos un trato digno y humanitario, al margen del color de nuestra piel o lugar de origen.

DonaldTrump's campaign closing at Madison Square Garden is a sad reminder that racism and prejudice are present in many places in the United States.

The racist expressions against Puerto Rico and the xenophobic comments directed at migrants were evident and dangerous.

These hate speeches are not only morally unacceptable, but they

reinforce harmful stereotypes that impact entire communities.

The disdain towards Puerto Rico, an unincorporated territory whose inhabitants are citizens of the United States, demonstrates a lack of respect and ignorance that is alarming in an event of this magnitude. Sadly, it is not the first time, as we have seen in the response to the island when it has been affected by natural disasters.

But it is doubly painful that, under the excuse of humor, the identity, dignity and rights of Puerto Ricans are questioned, when they have undeniably contributed to the cultural, social and economic development of the country. Many have served in the Armed Forces, fighting and defending the freedom of a country that sometimes considers them foreigners.

As Florida Republican legislator Maria Elvira Salazar clearly responded to comedian Tony Hinchcliff: “This rhetoric does not reflect Republican values. Puerto Rico sent more than 48,000 soldiers to Vietnam… That value deserves respect. Educate yourself.”

That is why the reaction of Puerto Rican stars like Bad Bunny, Jennifer Lopez, Marc Anthony, Luis Ponzi and many more who together have more than 300 million followers on social media was totally appropriate.

Certainly, Trump’s campaign sought to distance itself from the comedian’s bad joke, but it must be taken into account that it did not do so immediately during the event, it did so until the outrage had gone viral.

The event at Madison Square Garden highlighted how easy it is for some sectors to devalue our communities and reduce the complex reality of migration into a simple excuse to instill fear.

This type of hate speech should not be normalized. Leaders and public figures have a responsibility to promote a respectful society. It is time for American society to reflect and reject intolerance, recognizing the valuable diversity that strengthens the country.

Indifference is not an option; it is necessary to raise our voices against racism and xenophobia, or else, these speeches will continue to divide and weaken the social fabric that has cost so much effort to build.

The good news is that our vote is our power.

And this November 5, all voters have in their hands the ability to choose between a proposal based on the intolerant ideas of the supremacy of some over others, or a proposal for an inclusive and tolerant future of differences, where we all receive dignified and humane treatment, regardless of the color of our skin or place of origin.

FROM ‘LAW AND ORDER’ TO A RACIST NATIONAL AGENDA

The undercurrent of hatred and racism behind anti-immigrant policies over the last 35 years has been exposed in the platform of a certain Donald J. Trump.

Nottoo long ago, American politicians— mostly Republicans, with a few Democrats—denied that their “tough” positions against immigrants had anything to do with race or ethnicity.

“It’s not a matter of racism,” they assured us, “it’s a matter of legality, of enforcing the laws of the United States.”

Their focus, they argued, was on deporting those who commit crimes, while protecting citizens and legal residents, and those immigrants who “did things the right way” by coming to this country legally.

But now the masks have come off. The undercurrent of hatred and racism behind anti-immigrant policies over the last 35 years, barely concealed under a veneer of “law and order,” has been exposed in the platform of a certain Donald J. Trump, whose personal disdain for minorities is more than evident.

I think it’s been made sufficiently clear in recent weeks—on top of everything that’s happened over the last few years—that Donald Trump’s third presidential campaign and the MAGA movement generally don’t bother with these distinctions.

Instead, what we hear from Trump and those who support him at his events is this: “We (the United States) have become the depository of the world’s garbage”; “Venezuela is opening its prisons and sending us its rapists and criminals”; “an island of garbage floats in the sea, and it’s called Puerto Rico,” Haitians in Springfield eat cats and dogs, and Black Americans use watermelons instead of pumpkins for Halloween.

The list of stereotypes and clichés coming from Trump and his allies grows more radical, but the evidence of Trump’s racism is not new. He made it clear when he launched his first campaign in 2015 and continued for years: “Mexico isn’t sending their best, they are bringing crime, they’re bringing drugs, they’re rapists, and some, I assume, are good people,” his comments about Central American and African nations as “shithole countries,” his “scientific” insight in declaring COVID as “the Chinese virus,” unleashing a wave of hate crimes against the Asian American community not seen in decades, and his “securityrelated” ban on thousands of Muslims entering the U.S. are all just older exhibits attached to the continued mountain of evidence.

But his new promises go beyond deporting “illegals.” Now it’s about making “legals” illegal (removing TPS, refugee programs, and work visas) and changing the Constitution so that being

born in the United States does not automatically grant citizenship. Creating millions of stateless babies is one of his goals.

Central to his campaign promises are the mass deportations of “between 12 and 21 million immigrants” that will begin “from day one.” There’s also the notion that separating families during deportations isn’t necessary “since we can deport the whole family,” as Tom Homan, the former ICE director under Trump, clearly explained last week on “60 Minutes.” This will include anyone indiscriminately caught in the net, whether or not they’re citizens or legal residents.

We’re talking about another, much larger, “Operation Wetback,” like the one the U.S. carried out in 1955 when hundreds of thousands of people were deported from various U.S. regions to Mexico, many of them citizens or people who had spent nearly their entire lives in the United States. What Trump is proposing is the use of military tactics and “detention camps,” along with the investment of billions of dollars in a program unprecedented in the modern world.

The human, familial, and economic devastation is indescribable and would become a historic curse for this country.

Sometimes I wonder, though, if those Latinos voting for Trump understand what they’re doing. If, as journalist Paola Ramos suggests in her study on the Latino far-right, “many Latinos don’t believe that Trump is talking about them when he says what he says.” When we hear that disillusioned Black men are turning to Trump as an alternative, or when nationalist groups talk about “expelling immigrants and protecting our way of life.”

Many say it without hesitation: “Protect the white heritage of America.”

Latinos and other racial minorities who believe that Trump’s plans don’t include them and who only want “to improve the economy” or “recover the jobs that illegals take from us” will face a rude awakening when they realize that the vision of the country their admired leader holds doesn’t include them either.

Their lives will become hell in a country led by a man whose closest conservative and Republican associates have described as a Hitler fan and a fascist.

Nohace mucho, los políticos estadounidenses (en su mayoría republicanos, con algunos demócratas) negaron que sus posiciones “duras” contra los inmigrantes tuvieran algo que ver con la raza o el origen étnico.

“No es una cuestión de racismo”, nos aseguraron, “es una cuestión de legalidad, de hacer cumplir las leyes de Estados Unidos”.

Su enfoque, argumentaron, era deportar a quienes cometen delitos, mientras protegían a los ciudadanos y residentes legales, y a aquellos inmigrantes que “hicieron las cosas de la manera correcta” al llegar a este país legalmente.

Pero ahora se han quitado las máscaras. El trasfondo de odio y racismo detrás de las políticas antiinmigrantes de los últimos 35 años, apenas disimulado bajo un barniz de “ley y orden”, ha quedado expuesto en la plataforma de un tal Donald J. Trump, cuyo desdén personal por las minorías es más que evidente.

Creo que en las últimas semanas ha quedado suficientemente claro (además de todo lo que ha sucedido en los últimos años) que la tercera campaña presidencial de Donald Trump y el movimiento MAGA en general no se preocupan por estas distinciones.

En cambio, lo que escuchamos de Trump y de quienes lo apoyan en sus eventos es esto: “Nosotros (Estados Unidos) nos hemos convertido en los depositarios de la basura del mundo”; “Venezuela abre sus cárceles y nos envía a sus violadores y delincuentes”; “una isla de basura flota en el mar y se llama Puerto Rico”, los haitianos en Springfield comen perros y gatos, y los afroamericanos usan sandías en lugar de calabazas para Halloween.

La lista de estereotipos y clichés provenientes de Trump y sus aliados se vuelve más radical, pero la evidencia del racismo de Trump no es nueva. MOST CALIFORNIA REPUBLICANS IN CONGRESS WON’T COMMIT TO CERTIFYING THE 2024 PRESIDENTIAL ELECTION

In January 2021, seven of the 11 California Republicans in Congress refused to certify the 2020 presidential election results, boosting former President Donald Trump’s false claim that he lost in a rigged vote.

Now, as Trump attempts a return to the White House, only a third of California’s Republican U.S. representatives have pledged to certify the results this November.

Only four of the 12 GOP incumbents — who are all seeking another term — have promised to uphold the election results. Of the three GOP challengers in California’s most competitive districts, two — Scott Baugh in Orange County and Kevin Lincoln in the Central Valley — made the same pledge in response to a CalMatters inquiry. And in California’s U.S. Senate race, GOP candidate Steve Garvey made the commitment in February.

The refusal to commit by most GOP congressional candidates comes as Trump and his allies are already casting doubt on the outcome of the November election, stoking fear among election officials of disruptions and violence. Trump has peddled unsubstantiated claims about widespread voting by non-citizens, argued that Vice President Kamala Harris will only win if the Democrats cheat and questioned the constitutionality of Democrats replacing President Joe Biden at the top of the ticket.

The vote by Congress to count all electoral votes that are already certified by each state is the final step in electing a president. Usually a formality, it was anything but after Trump lost the 2020 election to Biden.

On Jan. 6, 2021, a mob of Trump supporters stormed the U.S. Capitol. Early the next morning, 147 Republican members of Congress voted to object to the counting of Electoral College votes from either Arizona or Pennsylvania, or both.

All 44 California Democrats in the U.S. House and Senate at the time voted to certify the election.

Only one-third of the California GOP congressional delegation has pledged to accept the 2024 presidential election results. And only two incumbents in office in 2021 voted to certify President Joe Biden’s win over Donald Trump in the 2020 race.

Congress were in office, but only Rep. Young Kim — who flipped her northern Orange County seat in 2020 — voted to certify the results without casting doubt on the election outcome. “The constitution does not give Congress the authority to overturn elections. To take such action would undermine the authority of the states,” she said in a statement in 2021.

She told CalMatters she plans to uphold the results of this election as well.

Rep. Tom McClintock was the only other California Republican to vote to certify the election. But he said it was because he believed Congress did not have the constitutional authority to reject the electoral votes — not because he didn’t have concerns about how the election was conducted.

In December 2020, however, McClintock was one of four California Republicans in Congress to file an amicus brief with the U.S. Supreme Court to challenge the election outcome in Pennsylvania, arguing that mail balloting “invites fraud and incubates suspicion of fraud” and claiming that “ballot harvesters” collected ballots with “no chain of custody.” Multiple fact checks found no evidence that there was widespread ballot harvesting or voter fraud during the 2020 election, and courts rejected more than 50 lawsuits Trump and his allies brought to challenge the election results.

McClintock told CalMatters he will vote to uphold the electoral votes for the upcoming election. “Congress’ only role in the matter is to witness the counting of the ballots. Period,” he said.

In 2022, Congress passed the Electoral Count Reform Act, which made it more difficult for Congress to object to election results and clarified the vote counting process. All California Republican incumbents who were in office at the time voted against it.

But even with that new guardrail, political experts say efforts to overturn the election are to be expected now. That’s a stark departure from a decade ago, said Kim Nalder, political science professor at California State University in Sacramento.

Veteran lobbyist Chris Micheli said the presidential election results could be challenged again, partly because of how close polls say the race is in seven battleground states.

Harris and Trump are preparing legal teams in the case of a challenge.

“It’s really kind of horrifying that we’ve normalized this abnormal sort of situation,” she said. “We can’t survive

the presidential election,” Micheli said. “Those votes raised the ire of a lot of voters, particularly in California.”

The California Republican Party is confident that the election results will be certified, spokesperson Ellie Hockenbury said in a statement to CalMatters. Still, the party is preparing for issues that may arise.

“To make sure we didn’t leave anything to chance,” she said, the national and state GOP “have invested heavily in an Election Integrity operation to ensure that all concerns are addressed in real time and that Californians can cast a ballot with confidence that it will be received and counted.”

The state Republican Party is firmly behind Trump, who — despite losing to Biden 63% to 34% in 2020 — still won more votes in California than any other state. In a new Public Policy Institute of California poll released Wednesday night, Harris leads Trump 59% to 33% among likely voters. But in the swing congressional districts, likely voters are generally evenly divided.

Rep. Ken Calvert, who represents the 41st District in Riverside County, is the only California Republican member of Congress to commit to certifying the presidential election results this time after objecting four years ago. He also joined in the court brief challenging Pennsylvania’s results in 2020 and advocated for a “thorough investigation” of voter fraud allegations in 2021.

Calvert’s campaign did not say why his position has shifted from four years ago.

Rep. Jay Obernolte, who voted to object to the count, told Southern California News Group in 2022 that he still had “serious constitutional reservations about the things that happened in those two states” — Arizona and Pennsylvania.

Reps. David Valadao and Michelle Steel missed the vote in 2021. Steel said she had tested positive for COVID-19, while Valadao had not been sworn in yet because he also tested positive. However, Valadao said on social media he would have voted to certify the election.

The three incumbents who took office in 2023 will face that decision for the first time

if they win re-election. But not everyone is answering the question: Rep. John Duarte — a Modesto farmer facing a fierce challenge from Democrat Adam Gray — is the only one to state his position publicly, telling The Sacramento Bee he would vote to certify the presidential election. (Duarte did not respond to a CalMatters inquiry.)

Reps. Kevin Kiley, Vince Fong, Doug LaMalfa, Darrell Issa and Mike Garcia, as well as Obernolte and Valadao, also did not respond to CalMatters inquiries. Matt Gunderson, a candidate for the toss-up 49th District in San Diego County, did not respond to CalMatters.

Republicans are reluctant to speak publicly about the issue because they’re concerned about losing votes from Trump supporters, strategists say.

“It puts Republicans in competitive districts in a difficult position,” said Jon Fleischman, former executive director of the California Republican Party.

“Of course they’re going to vote to certify the election results, but they don’t really want to inflame the conservative grassroots side either, because they need them for their Get Out the Vote. So this is an issue that’s divisive for Republicans, and so I don’t think they want to talk about it much.”

For Republicans running in swing districts, the answer to whether they will uphold the election outcome depends on which voters they want to court, Nalder said.

“Coming out strongly in support of certification would make sense if the goal was to recruit some moderate voters or some voters from the other party in these close races,” she said. “But if the strategy is more about turnouts amongst their base … it probably makes sense to equivocate.”

For GOP members of Congress in safe Republican districts, however, the calculation is more about their “future in the party,” Nalder said.

“Assuming Trump wins, they will need to have loyalty exhibited within the party, and so having committed beforehand to something that the party maybe goes against later would not be helpful for their political career,” she said.

HOW CALIFORNIANS CAN VOTE

As the November 5 elections near, here is information on when, where and what to do if you encounter issues while voting

WithNovember 5 days away, how can Californians make sure their vote counts?

“We’re in a political environment where there’s a lot of unreliable information, and the number one question I get asked is: ‘Where do I vote?’” said Joe Kocurek, California deputy secretary of state for communications, at a Friday, October 25 Ethnic Media Services briefing about the ways that Californians can vote.

California’s over 22 million voters constitute the largest number in the nation.

Those wanting to vote in person can find their nearest polling place at www.sos.ca.gov/elections/polling-place.

While it’s too late to register to vote online, Californians can still register in-person with an ID and vote on the same day at their local polling place or county elections office.

“In-person registration is conditional with a provisional ballot, which means that the voter will go through the same eligibility auditing process we would with any other. Your vote will be counted once we have concluded the process,” continued Kocurek.

Voters — including those living out of state but registered in California — can also vote by mail, by sending the ballot to their local county elections office, dropping it off at a secure drop box or returning it to their local polling place.

“As long as the envelope is postmarked on Election Day, November 5, and received by the 12th, it will be processed and counted,” he explained. “If people feel like their mail isn’t reliable, they should send it as soon as they possibly can, or drop it off at a box or polling center, many of which open days or weeks early.”

Ballots postmarked by the 12th but received after November 5, alongside provisional ballots, will be tallied during the official canvass period in the 30 days after Election Day.

After county officials finalize the official vote results within those 30 days after the election, i.e. December 5, the Office of the Secretary of State will certify the results within 38 days after the election, i.e. December 13.

“Voters need to sign the back of their return envelope, because we use that to verify their identity when we receive things through the mail,” Kocurek added. “We default to enfranchising people. If there’s a signature that isn’t there, or is different than your usual, your local elections office will reach out to you and attempt to rectify it.”

Voters who requested absentee ballots can still use them to vote in-person at a drop box or polling center if they wish.

Those who make a mistake on their ballot can apply for a replacement, or apply to provide a vote-by-mail ballot to their representative; both of these applications must be returned to a voter’s local county election office.

Californians can check their voter status at www. sos.ca.gov/elections/registration-status/, and track their ballot online, by text, by call or over email at california.ballottrax.net/voter/.

The California Secretary of State Office also offers voter hotlines and information guides in 10 languages: English, Spanish, Chinese, Hindi, Japanese, Khmer, Korean, Tagalog, Thai, Vietnamese and TTY/TTD (for those who are dead, hearing impaired or speech impaired).

“In California, we believe in democracy. We really work hard to ensure easy access and easy re-

turn of ballots,” said Kocurek. “We have a Voter Bill of Rights, and if anyone feels like these are being denied, they can reach out to us through our voter hotline or by email.”

“I encourage people to plan how they’re going to vote,” he continued. “I think that’s especially important for younger voters, for whom most everything else can be taken care of on their phones, as opposed to this more old-fashioned way of finding their nearest polling place or using snail mail.”

“Whether you return the ballot in person, mail it or drop it off, if voters think about how they’re going to do it, they’re that much more likely to do it,” Kocurek added.

HISTORIAN: PAST U.S. EVENTS OFFER CLUES FOR LEADERS TO CONFRONT TODAY'S DIVISION

Election Day is inching closer and the battleground state of Wisconsin will see more visits from the two main party presidential campaigns.

It was also the setting of a forum featuring a popular historian linking past events to the current debate over democracy.

Doris Kearns Goodwin, the renowned presidential historian, was the featured guest earlier this week at a discussion in suburban Milwaukee hosted by the United to Preserve initiative. When asked about present-day divisions and how they compare with similar turmoil in U.S. history, Goodwin pointed to the Industrial Revolution, noting it had the same effect on society as today's tech boom has.

"Globalization and the tech revolution have shaken up the economy, much as the Industrial Revolution did at the turn of the 20th century," Goodwin explained. "Think of what we went through then: It was the first time, really, that there was a gap between the rich and the poor, the first time, really, that people were from moving from the farms into the cities in record numbers."

She pointed out it fueled resentment among smaller communities, paving the way for an urban/rural divide seen today. Goodwin noted it took leaders such as former President Teddy Roosevelt, who had dealt with adversity in his own life, to channel that reflection and moderate his tone in a way that resonated with Americans from all kinds of backgrounds.

Goodwin said down the road, Lyndon Johnson had a heart attack while serving as a U.S. Senator. She said recovering from the medical scare inspired him to balance the quest for power with the need to serve the people.

"All of a sudden, one day, he just woke up and he said, 'Get me shaved, I'm ready to be back.' And he (a staffer) said, 'Well, what happened?' And he (Johnson) said, 'Well, I was lying here thinking what if I died now, what would I be remembered for? I have accumulated a lot of power, I've accumulated wealth, but have I really done something to make a difference in people's lives?'" Goodwin recounted.

Goodwin emphasized Johnson then became laser focused on advancing civil rights policy, even when the odds were stacked against him while serving as president. She noted it does not mean there weren't hard lessons learned along the way, with Johnson known for sometimes yelling at colleagues in humiliating fashion and regretting it the next day. THESE CITIES COULD SEE BIG CHANGES IN RENT CONTROL IF PROP. 33 PASSES

As voters weigh whether to allow local governments to expand rent control, elected officials in San Francisco and Los Angeles have already shown interest in doing so. Other cities might be hesitant to expand for various reasons.

IfCalifornians vote to approve a rent control measure on the ballot, thousands of Berkeley tenants could immediately see new limits on how much their landlords can raise their rent each year.

“Families who are living in units that aren’t right for them will have a chance to move without losing their affordability,” said Leah Simon-Weisberg, a longtime tenant lawyer and chair of the city’s rent board. “For some people, it will keep them housed.”

That same scenario, in which the city could cap rent increases on single-family homes and apartments more than 20 years old and units with new tenants, is a nightmare for Krista Gulbransen, who heads the Berkeley Property Owners Association, representing the city’s landlords. “We would revert back to the 1980s and it wouldn’t just be roller skates or rainbow headbands, it would be a lot worse,” she said.

Proposition 33 would repeal a state housing law limiting how cities can regulate rents, letting local governments make that decision. Most California cities wouldn’t see an immediate change. But in a few cities like Berkeley, local laws already contain language allowing much more sweeping regulation than current state law. In those cities, and in others where left-leaning elected officials have expressed public support for expanding rent control, renters could see the soonest benefit from Prop. 33 — and landlords the soonest headaches.

More than 30 cities in California already place some limits on rent increases, with caps ranging from 3% to 10% annually for covered units, some pegged to inflation.

At the state level, California caps rent increases for apartments and corporate-owned houses more than 15 years old at 10% per year — a rate that tenant advocates have said can still place a significant burden on tenants.

Some of those local ordinances were once much stricter. In the late 1970s and early 1980s, concern about soaring housing costs led a few cities to limit rent increases even when a new tenant moves in — known as vacancy control. But the 1995 law that Prop. 33 would repeal, known as the CostaHawkins Rental Housing Act, put a stop to that, along with any rent control on single-family homes or those built after 1995.

It’s the ban on rent control for single-family homes that most bothers Melvin Willis, a city council member in Richmond, one of the Bay Area’s few remaining solidly working-class cities. Many families in his district rent their houses, he said, and some complain to him about steep rent increases.

“It’s a hard conversation to have with someone when they say, ‘My rent increased, but we have rent control,’” he said. Willis recalled explaining to one family whose rent had doubled that the city’s 3% cap on rent bumps doesn’t apply to singlefamily homes. “I’ve had that conversation multiple times and it doesn’t feel good,” he said.

Richmond’s rent ordinance leaves out any housing “exempt from rent control pursuant to the CostaHawkins Rental Housing Act.” Willis and other affordable housing advocates take that to mean that if Costa-Hawkins goes away, single-family homes and other dwellings that the state law excluded would automatically fall under rent control.

Nicolas Traylor, the executive director of Richmond’s rent program, was more cautious. The ordinance could be referring to units actually exempt under Costa-Hawkins, he said, or just the types of units, like single-family homes, that Costa-Hawkins excluded. If Prop. 33 passes, he said, the rent program’s general counsel would have to

recommend how to move forward.

In San Francisco, city supervisors avoided that ambiguity by unanimously passing legislation that would kick in if Prop. 33 passes, bringing rent control to an estimated 16,000 additional units. Mayor London Breed has said she will sign it if the proposition passes, the San Francisco Standard reported.

San Francisco belongs to a group of cities — along with Berkeley, Oakland, Los Angeles, and the southern California cities of West Hollywood and Santa Monica — with longstanding rent control that current state law especially constrains. That’s because Costa-Hawkins grandfathered in any exemptions they had for more newly built units. So in San Francisco, apartments built after 1979 are considered “new construction” and exempt from rent control. In Los Angeles, it’s 1978.

“It’s completely arbitrary that we can create rent control for buildings from 1978 but we can’t do it for 1980,” said Los Angeles City Council member Hugo Soto-Martínez, pointing to the city’s homelessness crisis. “Every year we continue to lose more of our rent-stabilized housing.”

The council last week passed a resolution, authored by Soto-Martínez, endorsing Prop. 33.

Those kinds of actions by cities trouble landlords, who point out that their costs for utilities and insurance are rising, in some cases outpacing inflation.

In an email newsletter sent to housing providers Friday, real estate firm Bornstein Law warned its clients that “there is a real possibility that Proposition 33 will pass because of the widespread belief that the rents are too damn high.”

The firm urged landlords, in preparation for the potential policy shift, “to raise the rents to market rate if landlords are able to do so” and to consider offering voluntary buyouts to tenants paying belowmarket rent.

Prop. 33 opponents have also raised concerns that cities will enact rent control so strict it will stifle new housing construction at a time when the state desperately needs it.

“The state has done so much to remove barriers to building housing and to incentivize affordable housing construction, but Prop. 33 would give NIMBY cities a really powerful weapon to do an end run around those rules,” said Nathan Click, a spokesperson for the No on 33 campaign.

But San Francisco shows that, given the flexibility to craft new policies, even cities with strong histories of tenant advocacy might opt for more modest changes to rent control that can win broad political support. Board of Supervisors President Aaron Peskin had originally proposed that the city expand rent control to cover housing built before 2024, but walked that back to 1994, an idea that won backing from both the city government’s progressive and moderate wings.

Local rent control expansion “is also going to depend on not just tenant and housing organizations but other civil society organizations in those communities,” said Shanti Singh, legislative director for Tenants Together. “Are they going to be ready to or willing to push for it?”

Manuel Pastor, director of the University of Southern California’s Equity Research Institute, said his research shows that rent stabilization without vacancy control helps prevent displacement by keeping rents more affordable, while avoiding slowing new construction since there are still incentives to build.

If cities start capping rent increases when new tenants move in, he said, the effects become more difficult to predict. That’s in part because the last time California cities experimented with vacancy control was more than 30 years ago — back when more multifamily housing was being built and before the tech boom put unprecedented pressure on Northern California’s housing market.

One thing that is likely, he said: California would see geographic variation, with more progressive coastal cities putting in stricter rent caps while inland cities with moderate politics seek to lure development with looser rules.

“If the proponents of Prop. 33 think this will solve our housing crisis, they’re mistaken,” he said. “If the opponents of Prop. 33 think that this will result in housing armageddon, they’re mistaken as well.”

Despitetheir growing popularity, consumers in New York and nationwide still face misconceptions about electric vehicles.

One of the most pervasive is about colder climates reducing battery efficiency, which many energy and environmental agencies have resoundingly found false.

Kate Kruk, president of the New York Capital District Electric Vehicle Association, said given the evolution of EVs since they first hit the road, people can benefit from EVs any time of year.

"Most modern EVs have such advanced battery management systems it kind of minimizes that impact," Kruk pointed out. "You can use features a lot of electric vehicles have called preconditioning, which can ready your car so the car is already warm when you're ready to go so it doesn't reduce that range as much."

From Kruk's own experience as a longtime EV driver and upstate New Yorker, she feels an EV is better equipped to tackle the region's snowy winters, because an EV's battery runs across the bottom of its chassis making for better weight distribution on slippery roads. With a gas-powered car, most of the weight is in the front with the engine which can make it harder to control on the snow and ice.

Aside from driving capabilities, EV's pose many cost, health and safety benefits for consumers. Though it has translated into increasing consideration to buy an EV, there is still some reluctance to purchase one.

Kruk argued the biggest challenge is in a driver's mind, given so many have only traveled in fossil-fuel-powered vehicles.

"Once we get over that general kind of anxiety, it can play out and hopefully we can start to be a little bit more open to different ideas," Kruk contended. "Something, again, only knowing or only coming from a background driving in a fossil fuel vehicle, range anxiety is very real and it becomes a challenge to get people over that hump."

Q&A: KIMBERLY AKIMBO AND THE POWER OF LIVING IN THE MOMENT

MiguelGil is a Venezuelan cast member with the 2023 fivetime Tony Award-winning musical Kimberly Akimbo, which is coming in a limited engagement to BroadwaySF’s Curran Theatre from Wednesday November 6 through Sunday December 1, 2024.

The show, which was the most critically-acclaimed musical of the 2023 season, follows the life of Kimberly, an optimistic 15 year-old who is dealing with the relatable issues of a teenager: her first crush, dysfunctional family dynamics, and navigating high school. But, on top of this she is also dealing with a rare genetic illness that ages her at four times the normal rate, and the possibility that she committed a felony in order to help out family.

The show won Best Musical amongst its five Tony’s with audiences and critics alike remarking on the hilarious and heartbreaking tone of the show and its subject matter.

Recently Gil, who worked on the original Broadway production as well as the current touring production, shared his experience of working on the road, what it was like to book the role, his favorite aspects of the story and how he relates to its overall message and his role of Kimberly’s friend Seth, and the impact he feels in being seen as a role model for other Latinos who see him on stage.

What was your path to the stage and your inspirations to get into the theater arts?

I always liked singing. So, like, growing up, I was in choir at school and at church. My mom used to call me like a 'living jukebox' because I would just be in the car, like, singing whatever was on the radio, and I just knew all the words. And through choir, I kind of got introduced to theater in my middle school. And even then, I wasn't sure I really enjoyed it because it was kind of like something I felt like I had to be a part of instead of something I wanted to do on my own. And then when I got into high school, they had this theater competition. And I got to kind of experience what it's like to see someone really, really commit to something. And I didn't really know

I have had so many conversations about how special it feels to know that we are the next generation of artists that are coming up and that it's us Latinos that are working hard to continue this art.

you could even commit that hard to theater. And that really inspired me and made me want to be like them. then got into voice lessons and started really being almost obsessed. was listening to musicals every day, trying to learn as much as possible.

And then got to go to the Jimmy Awards my senior year, virtually, which is a national theater competition where they choose high schoolers from basically every state. And so I was one of the central Florida nominees. And getting to do that, got to meet casting directors from New York, and I got to audition for

Kimberly Akimbo when it was going off Broadway and got down to final callbacks between me and the guy who played it on Broadway, Justin Cooley.

And then I didn't get it. So, went back to Shenandoah University for musical theater for a year. And then when they were transferring to Broadway, they called me and asked me to be the understudy for Justin. And so obviously that was the dream and so I did that. Now it's like such an honor to get to do the role on tour.

Could you touch on the story of

Kimberly Akimbo and why you feel the show has been so popular and captivating with audiences and critics? And do you think that show, the show connects to you personally, if at all?

The story of the show follows Kim, a 16-year-old girl who is diagnosed with a rare genetic disorder that makes her age four times faster than she should. And so it's kind of a coming-of-age story and it's funny and it's moving, and she has to deal with so many things. And my role is I get to play her like her best friend Seth. They're both kind of outsiders and they meet each other in a moment when she's about to turn 16, which is the average life expectancy for this disease.

And it becomes kind of like a huge adventure for them, basically making the most of the time that she has. And think it's super touching because I think that it's just a reminder to people that our time is limited and making the most of it is such a joy. It's also a story about connection and friendship. And that as well is something that is so relatable and something that is moving.

And I think I personally relate to the story of Seth as a character because he's like a nerd in a lot of ways. He loves anagrams and he's such a wordsmith and he plays the tuba. I played the cello when was a child and the idea of carrying around a giant instrument is something that I totally understand. And I also was playing Dungeons and Dragons and video games and [reading] comic books. Like, that was my stuff. So getting lost in a world outside of reality is something that's so relatable for me.

Then the idea of seeing someone like him and seeing her for her and not for her disease is my favorite part about this character. And also, he lives in the present in a way that I strive to do. So honestly, playing Seth has just, like, taught me and reminded me that, like, me as Miguel is enough. And honestly, that's the best version of me, not any other version that I try to put on, and that's something learned from him every night, just by the way that he is unapologetically himself.

What's your favorite aspect of the show? Like, a favorite point of the show?

I feel like I have a lot of things about the show that I really think are special. Like, my character, specifically,

he has a really cool arc in the sense that he is the same guy the whole show, obviously, but he has to kind of grow up with Kim really quickly throughout the show, like helping her deal with this disorder.

They have a really special moment when they sing a duet called "Now", and he's kind of like reeling her back in and, reminding her that we have now, there is still this moment, and to take it in and not live in the, “what’s gonna happen in a few weeks?"

That's just such a beautiful moment. And it's also a reminder to me as Miguel to be there in that moment with Carolee Carmello, who plays Kim. The show itself is so thought out. Every single musical note, even the transitions, are purposeful in a way that it's not just a big, grandiose show, but it has such a heart, you know?

There's a big fight scene towards the finale, and it's maybe one of the most brilliantly written scenes, in my opinion. Just in the sense that there's so much that has been built up throughout the show. And it's just like, a beautiful expression of, like, letting it all go in a way that just feels right. And that's my way of explaining it without giving away little details.

Being Latino, what has the experience been of being on stage and knowing that there's people out there that look up and might see themselves in you. That maybe there is kids that believe that they can also see a future on the stage?

I mean that in itself makes me, like,

so inspired and want to do this, like, forever. have, like, a Venezuelan flag in my dressing room, and every time I'm about to go on stage look at it and I'm like, "Llegamos. We made it." The fact that I'm here and it's what I've dreamed about my entire life. And I know that my parents are so proud of me, and they worked so hard so can be here. So that in itself makes every single show feel like it’s opening night.

And the idea of representation, like not just me. One of my best friends just started doing The Notebook, and he [plays] young Noah, and I have had so many conversations about how special it feels to know that we are the next generation of artists that are coming up and that it's us Latinos that are working hard to continue this art.

had people who really inspired me growing up and to know that if I have any kind of impact on other people that are Latinos as well, that they want to chase after their dream of doing theater, then that was my goal. And I know that if I'm a part of that, then I'm making myself fulfilled, you know, that's what I want to be doing. What do you hope that audiences take away from Kimberly Akimbo when it comes to San Francisco in November?

Well, I hope that audiences are leave feeling uplifted. I hope that they have a full emotional journey alongside with us and that they see that the story of Kim is the same as all of us in the sense that, "why not make the most of the time we have and make life a great adventure?"

me inspiró y me hizo querer ser como ellos. Luego comencé a tomar lecciones de canto y comencé a estar casi obsesionado. Escuchaba musicales todos los días, tratando de aprender tanto como fuera posible.

Si tengo algún tipo de impacto en otras personas que también son latinos y quieren perseguir su sueño de hacer teatro, entonces esa era mi meta. Y sé que si soy parte de eso, entonces me sentiré realizado, ya sabes, eso es lo que quiero hacer.

Creo que personalmente me identifico con la historia de Seth porque es como un nerd en muchos sentidos. Le encantan los anagramas, es un gran creador de palabras y toca la tuba. Tocaba el violonchelo cuando era niño y la idea de cargar con un instrumento gigante es algo que entiendo totalmente. Y también jugaba Dungeons and Dragons, videojuegos y [leía] cómics. Eso era lo mío. Así que perderme en un mundo fuera de la realidad es algo con lo que me identifico mucho.

Entonces la idea de ver a alguien como él y verla por ella y no por su enfermedad es mi parte favorita de este personaje. Además, él vive el presente de una manera que yo me esfuerzo por hacerlo. Honestamente, interpretar a Seth simplemente me enseñó y me recordó que yo como Miguel soy suficiente. Siendo latino, ¿Cuál ha sido la experiencia de estar en el escenario y saber que hay gente que mira hacia arriba y puede identificarse a sí misma en ti, que tal vez haya niños que puedan ver un futuro en los escenarios?

Eso en sí mismo me inspira mucho y quiero hacer esto para siempre. Tengo como una bandera venezolana en mi camerino, y cada vez que estoy a punto de subir al escenario la miro y digo: "Llegamos. Lo logramos". El hecho de que estoy aquí y que es lo que he soñado toda mi vida. Y sé que mis padres están muy orgullosos de mí y trabajaron muy duro para que yo pueda estar aquí. Eso en sí mismo hace que cada espectáculo parezca la noche de estreno.

Y la idea de representación, no sólo me gusta a mí. Uno de mis mejores amigos acaba de empezar a hacer The Notebook, interpreta al joven Noah, y he tenido muchas conversaciones sobre lo especial que se siente saber que somos la próxima generación de artistas que están surgiendo y que somos nosotros los latinos. que están trabajando duro para continuar con este arte.

Tuve personas que realmente me inspiraron mientras crecía y saber que si tengo algún tipo de impacto en otras personas que también son latinas, que quieren perseguir su sueño de hacer teatro, entonces ese era mi objetivo. Y sé que si soy parte de eso, entonces me sentiré realizado, ya sabes, eso es lo que quiero hacer. ¿Qué esperas que el público se lleve de Kimberly Akimbo cuando llegue a San Francisco en noviembre?

Bueno, espero que el público se sienta animado. Espero que tengan un viaje emocional junto a nosotros y que vean que la historia de Kim es la misma que la de todos nosotros en el sentido de "¿Por qué no aprovechar el tiempo que tenemos y hacer de la vida una gran aventura?".
