July 2019 Dear Oregon Apartment Owner: This letter is to follow up with some important legal updates that affect your multifamily business. Oregon Update Rent Control – Oregon Senate Bill 608 Information we’ve gathered from attorneys explaining Oregon’s rent control bill is attached for your review. These documents offer details about your responsibilities under this new law. In summary, it caps annual rent increases to 7% plus inflation, with exemptions for affordable housing and buildings less than 15 years old. It also restricts no-cause evictions. We invite you to watch a May 7th presentation by the attorneys of Ball Janik explaining this rent control update. That video is available here. It also includes information on recently enacted regulations inside the city limits of Portland.
Portland Update If you own property inside the city limits of Portland, the City Council has voted to adopt a renter screening ordinance that you will be required to follow beginning in March 2020. The City of Portland has just released its unaudited versions of these ordinances which are attached for your review. The City Rental Services Offices has scheduled a traveling helpdesk for landlords to visit with city staff at libraries to have questions answered about the new ordinances. That schedule is also attached. Sincerely,
