Welcome to the spring edition of

The year began with a moment of reflection as communities across Hertsmere came together to mark Holocaust Memorial Day (see opposite page). We also welcomed residents and partners at our One Hertsmere Community Conference to share ideas to work together on issues (see page 10).
We have delivered improvements to parks and open spaces including opening a new play area at Composers Park, and will be installing new play equipment at King George’s Park this summer (see page 18).
We have also been celebrating four ‘ground breaking’ events in Hertsmere marking the start of
developments either for community facilities or housing, delivering much needed social housing in the borough (see page 22).

Holocaust Memorial Day
More than 100 people gathered to mark Holocaust Memorial Day on Tuesday 27 January at a moving ceremony in Hertsmere.

The event began with a lantern procession from the Civic Offices led by the Mayor Cllr Alpha Bird Collins and the Deputy Lord Lieutenant, Mr Stuart Nagler, alongside councillors, faith leaders, dignitaries and community representatives. They carried lanterns as a symbol of remembrance and walked to Hertswood Academy school for a memorial ceremony.
Our special guest speaker was Maralyn Turgel, a respected speaker for Generation 2 Generation who shared the inspiring story of her late father Sam Gardner’s experiences during the war and in concentration camps. Candles were lit in remembrance alongside some beautiful singing from Welwyn Garden City Male Voice Choir.


Local Government Reorganisation
The government have been asking for views on proposals for the future structure of local government in the county, with a public consultation running during the start of the year.

Health and wellbeing

Get active with the family with InspireAll
Bushey Grove, The Venue and Furzefield Leisure Centres are great places to get active, have fun and get together with friends and family.
If you are looking to try a new activity, the leisure centres have a great range of facilities, you could try a new fitness class, take a dip with an early morning swim or relax with a sauna and steam session. Whatever your health and wellbeing aspirations are for 2026, the team at the centres can help.
There’s lots to do for the whole family, from working out together in the gym or splashing about in the pool. For little ones the soft play areas are perfect to runaround and let off some steam, or simply catch up with friends with a coffee in the café.
Swimming lessons are available, running 50 weeks of the year, 7 days a week, and

follow the Swim England ‘Learn to Swim’ scheme, providing all aspects of swimming lessons teaching a lifelong skill through fun activity. There are lessons available for children aged four months to adults, available during daytime, early evening or weekends.
For those who are new to activity there are a number of classes running every week. Why not come along and try a high energy indoor cycling class, or relax with a yoga or pilates session! Everyone is welcome at Bushey Grove, The Venue and Furzefield Leisure Centre – no membership needed just pop in and choose your favourite activity.

Cycling and Walking Infrastructure Plan
Hertsmere Borough Council and Hertfordshire County Council are working together on a new cycling and walking plan to make it easier, safer and more enjoyable to walk, wheel and cycle for everyday journeys.
The draft Local Cycling and Walking Infrastructure Plan (LCWIP) sets out proposals to improve routes across Hertsmere, helping residents travel more safely while supporting cleaner air and a healthier environment.

One Hertsmere Community Conference
Partners from across the borough came together at the beginning of the year for the ‘One Hertsmere: Strengthening Community Connections Conference’ hosted by Hertsmere Together, our Local Strategic Partnership.
The event brought together a wide range of voices, including members of the community, faith leaders, public services and local partners.
The conference provided an opportunity to strengthen relationships, reflect on shared priorities and explore how closer partnerships working can deliver meaningful, practical benefits for all residents.
It also marked a renewal of collective commitment to working collaboratively to support stronger, more connected communities.
Herstmere Together continues to play an important role in bringing organisations together to share learning, build partnerships and take collective action across the borough.
Next steps will focus on building the ideas and connections made at the conference, with partners continuing to work together on shared priorities and practical actions that support our residents in Hertsmere.


South Herts Credit Union
South Herts Credit Union is now open to everyone living in Hertsmere, offering a safe, fair and communityfocused way to save and borrow.
As a not-for-profit, member-owned organisation, it exists to support local people rather than make profit for shareholders.
Members can build up savings at their own pace and access low-interest loans when needed, helping them avoid highcost lenders and manage everyday expenses like school uniforms, birthdays or Christmas. There’s no minimum income or credit score required to join, and all savings are protected by the Financial Services Compensation Scheme and regulated by the UK’s financial authorities.
To borrow, members simply start by saving a small regular amount, creating a habit that supports responsible lending and long-term financial stability.

Have your say on former Country Club
New proposals could transform the Bushey Country Club site into a vibrant community destination and residents are being invited to share their views.

Plans for the site centre around a new community and cultural hub, including an art gallery and museum, Citizens Advice and local police offices, a café and flexible community spaces. A new country park is also proposed, opening up a significant proportion of the site as publicly accessible green space for the community.
The scheme could include a food store, a performing arts academy, commercial spaces and new homes with around half of the homes proposed as affordable. We will be running consultation events through the spring and the summer and there will be separate leaflets delivered to local households very soon, so please keep a look out so that you know how to share your feedback.
Your Council Tax 2026/27
The council committed to additional funding to increase the number of Community Enforcement Officers tackling issues such as littering and fly tipping as well as providing support to members of the public and businesses while on patrol.
We also have a new dedicated street cleansing response team to regularly wash our high streets and tackle fly-tipping black spots, promoting pride in Hertsmere. There will also be increased funding available for ward councillors to allocate under the Ward Improvement Initiative Scheme, to help provide improvements to local areas where it is needed.
The budget is set for a below inflation council tax increase of 2.99%, which equates to 12 pence a week per household.

Waste and recycling Food waste collections roll out to flats
It’s been nearly a year since we introduced weekly food waste collections for households across the borough. Now, the service is being extended to flats and other communal properties.
Over the past couple of months, new food waste bins have been delivered to bin stores at flats, ready for shared weekly collections. These make it easy for everyone to recycle their food waste and turn it into something useful – like fertiliser for local farms or to generate electricity to power local homes. Here’s a handy reminder on how to manage your food waste and make the most of the new service:
You can use a kitchen caddy to collect food waste in the kitchen then transfer this to your food waste bin. Kitchen caddies are available free of charge, from centres across the borough (see locations on opposite page). Or you can use your own container, like a biscuit tin or ice cream tub.
Since we began collecting food waste separately in April 2025, we have had over 2,100 tonnes –the equivalent of 350 elephants! Thank you for participating and keeping up the good work. All of the food waste goes to a specialist facility where it is turned into a liquid fertiliser for use on local farmland, and the gas created is fed into the National Grid to power local homes.

Waste and recycling
Recycle right – keep your bin on track
To ensure your recycling is collected, only put the correct items in your recycling bin.
Bins containing the wrong items may not be emptied. The list below shows some common items that contaminate recycling, but it is not exhaustive. If an item isn’t on the “yes” list and you’re unsure, follow the rule ‘if in doubt, leave it out’. For more information, visit the A to Z of recycling section on our website.

• Put items in loose, not bagged. If you carry recycling to the bin in a bag, empty the items in first, then reuse the bag or place it in your general waste bin.
• Make sure everything is clean and empty. Please rinse off food residue – dirty containers, foil with food stuck on it, or greasy pizza boxes can’t be recycled.

Garden Waste Collection
Only households subscribed to the Garden Waste Collection Service and displaying a valid sticker on their green bin will have their garden waste collected.
The subscription period is from April 2026 to March 2027, and the costs are as follows:
• £55 for the first green bin
• £35 concessionary rate for those claiming Council Tax Support
• £65 for each additional bin (up to a maximum of three green bins per property)

Investing in parks and open spaces
Our parks and open spaces are where families gather, children play and neighbours connect. We’re committed to making them vibrant, welcoming and full of life – and we’ve been busy delivering and investing in their future.

In 2025 we completed a new play area at Composers Park. This vibrant, inclusive play scheme was inspired by resident feedback and includes wildlife themed play panels, swings and springers, a revamped sports zone with new goals, rebound walls, basketball hoop, cricket wicket and fresh surfacing, and our ‘hideaway’ tree multi play unit.
We repaired the historic cloisters in the Bushey Rose Garden. The red sandstone cloisters were carefully dismantled, secured on new foundations and then reassembled to form a
backdrop for music and theatrical performances in this significant heritage setting.
We have been asking residents what improvements you want to see in our major parks. We have already agreed a £1m plus programme of investment in King Georges Park and in 2025 delivered a new Splash Park. New play equipment will be installed this summer – as pictured bottom right.
In Meadow Park, residents said they wanted a café and toilets. Our planning application was submitted in February.


In Aberford Park we asked you what you would like to see improved. You said play features, areas for wildlife and management of the brook were important. In the spring we kickstarted your programme of improvements by replacing the footbridges across the brook. This is the start of a £1.98m investment into the park to replace and upgrade play facilities, improve pathways and other infrastructure, and carry out improvement works to the brook.
We plan to consult on improvements to parks in Potters Bar in the summer.

WITH COMMUNITY ENFORCEMENT OFFICER
SARAH THOMAS
AQWhat does your role at the council involve?
My role is very varied. Our main focus is to look at the increased fly tipping that occurs within the whole of the borough and dealing with the perpetrators that carry out these awful crimes. This goes hand in hand with educating residents, and businesses, about their ‘Duty of Care’ for their waste and making sure that waste is disposed of correctly.
We also do foot patrols, engaging with local businesses and residents and we also keep our eyes open for any issues that might need reporting to other agencies. Other aspects of our work would be to report any significant litter issues to other members of our wider team who’ll liaise with the

Community Payback scheme. The national scheme involves offenders working on projects to pay back the community for their crimes, for example by removing graffiti, clearing wasteland and litter picking.
QIf you are dealing with a fly tipping incident, what do you need to do?
AWe visit the site or area that has been reported by members of the public/ local farmers, I then collect any evidence, view CCTV and then put a case together. This can mean sending out relevant letters and visiting people within their homes to help us with our investigations and building relations with members of the public and others that need our support.
QWhat sort of professional experience did you need to get the job?
AI started this role in July 2024 and was excited as we were a brand new team of four, with additional funding from Elstree & Borehamwood Town Council.
I previously worked with Hertfordshire Police, initially as a generic Police Community Support Officer, finding my feet and gaining confidence and then as a Youth Violent Crime Police Community Support Officer. I spent nine wonderful years helping my local community, talking to people, and helping to educate young people about the dangers of knife crime, gangs, drugs and so on.
I worked with some amazing people who helped

me along the way and I have some very proud memories of achievements that I gained. Before I joined the police, I worked for 12 years as a Teaching Assistant in a Primary School.
Q Does this job involve working with other partners, separate to the council?
A
Very much so. In September our team became ‘accredited’ to Hertfordshire Police, meaning that we now have certain powers that are given to us from by the Chief Constable of Hertfordshire. We have the power to require name and address and power to control traffic, plus we also have other powers to issue FPN (Fixed Penalty Notice) for various things.
QWhat other type of work do you do as part of the job?
A
We can be overseeing a skip day in Potters Bar and Borehamwood –encouraging residents to dispose of their rubbish properly. I’ve also helped with parking patrols at an event with the Mayor of Hertsmere, and foot patrols for ‘Operation Hotspot’ –this is a police initiative that aims to deal with anti-social behaviour within targeted areas, such as Shenley Road. I’ve also got involved with ‘Litter picking’ and helped out with handling stray dogs.
Other joint working includes events such as ‘Coffee with a Cop’. This is an opportunity for the public to meet with their local police to discuss issues such as burglary, vehicle crime, or scams.
I also undertook my own Coffee with a Community Enforcement Officer at 96 Shenley Road. The aim of
this was to make the public aware of who we are and what we do, with a particular focus on older members of the public who may prefer face to face contact and might not receive general information due to them not using Social Media channels.
Q Is there anything else that you feel strongly about?
A I have spoken on a panel for the Youth Council at the Borehamwood Town Council on the subject of mental health and also joined a charity walk with Hertfordshire Police for VAWG – Violence Against Women and Girls.
Q What do you do in your spare time –how do you relax?
A Outside of work I enjoy spending time with my family, walking my dog Stanley, gardening and travelling abroad.

Breaking ground in Catterick Way

Work has officially begun on delivering much needed social rented affordable housing in Borehamwood, with a ground breaking ceremony marking the construction of nine three-bedroom homes in Catterick Way.
The development will provide high quality family housing for the area and forms part of the council’s wider programme to increase the supply of much needed homes.
Construction is now underway with the new properties set to support local families in the future.

As of 6 April 2026, it will be an offence for anyone to privately keep a primate without a licence. All keepers must comply with welfare and licensing conditions before a licence will be granted.

Leadership
Georgia O’Brien is a Senior Planning Officer who is part of the professional development, Leadership Programme, for aspiring leaders at Hertsmere.
In her current role, Georgia manages a caseload of planning applications, primarily major development. She is responsible for assessing proposals, preparing detailed and complex reports, and presenting recommendations to the planning committee for determination. Her work plays a key role in shaping significant development projects across the borough.
Georgia has worked at Hertsmere a total of eight years, beginning her public sector career
New Community and Technology Innovation Hub
Ownership of the former White Hart pub in South Mimms has officially been transferred to Hertsmere Borough Council. This marks the beginning of an exciting project to transform the site into a state-of-the-art Community and Technology Innovation Hub. The refurbishment will include facilities such as a robotics lab, podcast studio, video editing suite, and flexible community spaces. These facilities aim to boost digital skills and lifelong learning for residents of all ages across Hertsmere.
Councillor Jeremy Newmark, Leader of the Council, said:
"The transformation of a former pub into a community and technology innovation hub is a huge boost to the training and skills agenda in Hertsmere. It synergises naturally with our growing high-tech infrastructure base – data centres, the immersive experience, and advanced creative industries. This is a real win for local people, local business, and the local economy."
Leadership programme
in temporary roles across Revenues & Benefits, Customer Services, and Democratic Services. She later joined Planning Validation and worked as an apprentice Planning Officer, alongside achieving a Master’s degree in Town Planning. Georgia has since gained accreditation from the Royal Town Planning Institute (RTPI) and is now working on some of the largest and most exciting projects in the borough.
The Leadership Programme is a professional development programme for aspiring leaders at Hertsmere, culminating in completion of the CMI level 7 Award of Management and Leadership. Each session focuses on a specific aspect of leadership, such as emotional intelligence, governance
and political awareness, and strategic thinking. Georgia particularly likes hearing from guest speakers with leadership experience, and said “The programme has helped me better understand and appreciate the characteristics of successful leaders, and what the challenges of public sector leadership roles are – particularly in the context of approaching Local Government Reorganisation. I’ve also learned a lot from my colleagues on the course, who together have an incredible breadth of experience in management roles across the public sector. The programme has prepared me to take the next step in my career as I look to gain management experience within the planning team”.


Elstree Immersive Experience Digital Skills Hub
The Elstree Immersive Experience (EIE) is an exciting new visitor attraction being developed in Borehamwood that celebrates Elstree’s world-famous film and television heritage through cutting edge immersive technology.
The experience will allow visitors to step inside the stories behind some of the most iconic productions made in Elstree, using virtual reality, interactive sets, holographic performances and digital storytelling. Designed as a family-friendly attraction, it will offer hands-on activities, behind the scenes experiences and creative workshops that bring the magic of filmmaking to life for visitors of all ages.
EIE will become a new destination for both residents and tourists, encouraging visitors to spend more time in Borehamwood and supporting local shops, cafés and businesses. By increasing footfall in the town centre and
strengthening Elstree’s identity as a global home of film and television, the project will help boost the local visitor economy.
The experience will also create new employment opportunities across visitor services, creative production, hospitality and events, alongside skills and learning opportunities for local schools and community groups.
By combining heritage, technology and creativity, the Elstree Immersive Experience will provide a unique attraction for Hertsmere celebrating the borough’s past while inspiring the next generation of storytellers, creators and innovators.

Borehamwood regeneration event
In February, the council held an event looking at the regeneration of Borehamwood, with a focus on the town’s place identity and branding.
Local partners, businesses and community representatives took part in a workshop to discuss how Borehamwood’s identity can be reflected and strengthened as regeneration plans move forward.
The sessions explored planned improvements to the town centre, new housing and public spaces, and how these changes can support everyday life, ensuring that regeneration reflects the priorities of the wider community and helps shape a strong and distinctive future for the town.
We’ll share more information about this soon.

Plans for Theobald Street
Hertsmere Borough Council has now exchanged contracts on the Stonham House site on Theobald Street, Borehamwood enabling it to be brought forward for housing and community use.

The agreement will see the site used to deliver new homes.
It will also be used as a permanent headquarters and ambulance base for Hatzolah, a volunteer led emergency medical service providing a rapid response to people experiencing medical emergencies at no cost to communities. It operates 24 hours a day and provides a critical role in delivering immediate, life-saving care within the community.

Bushey Museum and Art Gallery
Portraits by Sir Hubert von Herkomer
A FREE exhibition in the Council Chamber at Bushey Museum & Art Gallery. Sir Hubert von Herkomer was a distinguished Victorian artist. His financial success enabled him to make Bushey the centre of his art school.
In 2025, Bushey Museum, which is run entirely by volunteers, was awarded the rare accolade of Hidden Gem by Visit England.
Open Thursday to Sunday, 11am to 4pm.

Elstree and Borehamwood Museum
EastEnders at 40
Relive the drama of Albert Square with original objects, costumes, and interactive displays – including a full-scale replica of the Queen Vic bar and Martin Fowler’s market stall. Have a photo taken behind a replica of the Queen Vic bar or beside the fruit and veg stall.
Open Tuesday to Thursday between midday and 6pm, and Saturday from 10am to 3pm.

Potters Bar Museum
The Railway comes to Potters Bar Potters Bar Museum’s new exhibition celebrates 175 years of the railway, and features large, colourful display boards, related artifacts, and for the first time a visual display of moving images, including a fantastic model railway.
Open Tuesday and Wednesday 2.30pm to 4.30pm and Saturday 11am to 1pm.

Radlett and District Museum
Radlett and the Railway Exhibition on the impact of the London Midland Railway on Radlett and district.
In the Radlett Centre until March they are also re-running their display on local place names and pictures of the high street.

De Havilland Aircraft Museum
Want to learn more about the aircrafts at deHavilland? Then why not join their knowledgeable guides on a tour around the museum for an additional charge of £5. The tours take place every Wednesday at 11.30am. Open Tuesday to Sunday 10.30am to 5pm.
