Welcome to the spring edition of Hertsmere News

From April, our new and free weekly food waste collection service starts. Our crews have been busy delivering your new silver food waste bins, leaflets and calendars to you. It’s so important that we all recycle as much as we can – your food waste will generate green energy and fertiliser, helping to create a more sustainable future.

With the prospect of better weather around the corner, we are delighted to share an update on improvements to our parks and open spaces on page 22.

You’ll also get to hear from our gardening apprentice at Bushey Rose Garden about why she loves her role. If you want to join our team and make a difference in our borough, find out more on page 31.

We’ve now agreed a balanced budget for 2025/26, despite the challenging economic influences. We remain committed to using our assets as effectively and efficiently as possible to ensure we drive value for money and revenue-generating opportunities. Find out where your money goes on page 6.

40 years of EastEnders in Hertsmere

To mark an amazing 40 years of the BBC’s EastEnders in Borehamwood, a special award has been presented at BBC Studios.

The award was accepted by Executive Producer of BBC EastEnders, Chris Clenshaw, on behalf of the whole BBC EastEnders team, past and present. It was presented by the Leader of our Council and Chair of Elstree Film Studios, Cllr Jeremy Newmark. The award recognised EastEnders as a trailblazer with its treatment of the important social issues of the day over 40 years and our pride at having the team right here in the heart of our borough.

Lighting

The Mayor of Hertsmere, Councillor Richard Butler, led a poignant ceremony to mark Holocaust Memorial Day in January.

Councillors, local dignitaries and residents attended the ceremony at Hertswood Academy, which included the story of a survivor of the Holocaust and Nazi persecution, Allen Rubinson, recounted poignantly by his son, Mark.

A time-travelling celebration

As Hertsmere’s 50th anniversary drew to a close, we stepped back in time for a night of celebration attended by local charities, community champions, dignitaries, councillors and staff.

The event, staged at the Village Hotel in Elstree, took everyone back to the 1970s and provided an opportunity to thank those

Our 2025/26 budget

Our budgets for the next 12 months have been agreed following consultation with you, our residents and local stakeholders.

Once again, we’ve set out how we will sustain the delivery of our key services, despite some significant funding challenges, and how we will provide value for money by using our assets effectively.

To fund those services, we’ve agreed a 2.99 per cent increase in our share of your council tax payments, meaning you will pay £6.10 more over the course of the 2025/26 financial year.

A household in a Band D property will pay an average of just over £210 in council tax for the year.

We also collect council tax every year on behalf of other organisations (see right) so we only receive a small proportion of what you pay each month, around nine per cent of it. The rest is allocated to other organisations.

A programme of capital expenditure has also been agreed, including improvements to our parks and affordable housing projects.

The changing shape of local government in Hertfordshire

We are working collaboratively with the other councils in Hertfordshire, at the request of central government, to develop outline proposals for the reorganisation of local government structures in the county.

This follows the publication of the Government’s English Devolution White Paper at the end of last year which sets out a direction of travel for reorganisation.

That paper calls on areas where there is a ‘two-tier’ system of local government, as we have in Hertfordshire, to propose ways of restructuring.

Hertfordshire is not included in the Government’s immediate priority areas for restructure, so the county council elections scheduled for 1 May will go ahead (see pages 26-27).

As Hertsmere News went to press, we are finalising outline proposals with the other local authorities ready for submission in late March, with a request

for us collectively to submit fuller details in November this year.

From Hertsmere’s perspective, we will continue to make it clear that we do not support the creation of a single, or ‘unitary’ authority for the whole of Hertfordshire. It is a diverse county, made up of 1.2 million residents across urban, suburban and rural areas. A unitary council for the county risks diminishing local representation, with decision-making that is remote from the communities we serve.

Our council’s leadership will continue to maintain that future changes must be carefully considered, transparent, and inclusive, ensuring that residents and businesses are fully engaged in shaping the future governance of Hertfordshire.

Eldon Avenue: Affordable homes completed

The construction of 11 affordable homes, on a previously-derelict garage site in Borehamwood, has been finished – with the new properties ready for people to move in.

Following completion, Hertsmere Developments Limited (HDL), our wholly-owned subsidiary, has sold the development in Eldon Avenue to Hertsmere Living Limited (HLL), which is the affordable stock holding company joint-venture between us and Watford Community Housing.

Executive; Tina Barnard, Chief Executive of WCH; Cllr Paul Hodgson-Jones, Chairman of HDL; and Cllr Prabhakar Kaza, who represents Borehamwood Kenilworth ward, were joined by HDL and HLL representatives for a tour of the development, which has transformed an area of contaminated land into homes designed for families with a generous private patio or balcony.

We Move, She Moves

New free, weekly food recycling service starting in April

It’s hard to imagine that your plate scrapings, stale bread, mouldy food, tea and coffee bags, meat and fish bones can be used to create sustainable energy and fertiliser – there’s power in those peelings!

From Monday 7 April, your food waste will be collected weekly, so that we can all recycle better.

Food waste sent to landfill doesn’t harmlessly break down. It has a big impact on the environment as it rots and releases methane – a harmful greenhouse gas that is 25 times more potent than carbon dioxide.

Your food waste will be taken to a special processing plant in London Colney, where it is used to generate electricity to power homes in our borough and produce fertiliser, which is used in farming locally.

How to recycle your food waste

You can use a kitchen caddy to collect food waste in the kitchen then transfer the contents to your outside silver food waste bin. Kitchen caddies are available free of charge from centres across the borough or you can use your own container, like a biscuit tin or ice cream tub. Find your nearest kitchen caddy outlet on our website.

Most people put a liner in their kitchen caddy then put their food waste in it.

You can now put your food waste in plastic bags before going in the silver bin. The facility that we take your food waste to can remove plastic bags at the start of the process, so you can reuse a plastic bag, such as a bread bag, salad bag or cereal bag. The only thing you can’t use is a black bag. If you don’t want to use a liner at all, you don’t have to.

Whenever you need to empty your caddy, simply empty the contents into your outdoor silver food recycling bin.

Remember your food recycling bin comes with a lockable handle.

Please put your food waste bin out for collection by 6am every week on your collection day.

Remember to recycle your mouldy and out-of-date food, including ready meals removed from their packaging.

is my collection?

You should have received a collection calendar along with your new silver food waste bin. There may be a change to your collection day – full details can be found on the collection calendar that was delivered in your new silver food waste bin.

Can

I continue to put food waste in my green bin?

No, from Monday, 7 April, all food waste should go in your new silver food waste bin. From April 2025, if you have subscribed to the Garden Waste Collection Service, your green bin will be for garden waste only.

If I put food waste in my black bin, will it still be collected?

It is much more environmentally-friendly to use your new silver food waste bin where the contents will be collected weekly and recycled to produce electricity to power local homes and fertiliser for local farmland.

All food waste in your black bin will be sent to landfill or incineration and only emptied every fortnight.

By only putting food waste into your food waste bin, which is emptied weekly, you will find your black bin is not so smelly!

Will

I still have an assisted collection for the food waste service?

Yes, if you already have an assisted collection for your other bins, this will include your new food waste bin.

Do I have to use the liners provided?

No. The facility we take the food waste to is able to remove plastic bags during the recycling process; therefore as well as compostable liners, you can now use plastic carrier bags, bread bags, salad bags or similar to line your kitchen caddy. However, we cannot accept black bags, any other plastic packaging or newspapers. Alternatively, you can put your food waste into the food waste bin loose.

Can I get an additional food bin?

Your food waste bin will be collected weekly and the silver food bin provided should be sufficient for a week’s worth of food waste. If you would like help reducing the amount of food waste you create, there is an excellent hertfordshire.gov.uk/ worthsaving campaign that provides useful

tips on how to minimise the amount of food waste you create, from saving £11 every time you go shopping by writing a list to learning how to store waste correctly. You can also visit lovefoodhatewaste.com for recipe ideas to use up leftovers.

I don’t have space in my kitchen for another bin?

Your new silver food waste bin is designed to be stored outside along with your other bins. For ease of collecting your food waste you can use a kitchen caddy, which can be lined with a plastic bag or liner and then transferred to the outdoor bin. Many people store their caddy under their sink.

What happens if my food bin isn’t collected?

From 7 April 2025, if you have put your silver food waste bin out on the correct day and it contains acceptable items, please contact us to report a missed bin collection or fill in our online form at hertsmere.gov.uk/MissedBin

I live in a flat with communal bins; will I receive my own food waste bin?

Properties that share communal bins will be provided with shared food waste bins later this year. More information will be provided at a later date.

From April 2025, your green bin will only be collected if you have paid for a Garden Waste Collection Service subscription and display a sticker on your green bin.

Garden waste will be collected fortnightly for just £50 per year, which means it costs less than £2 per collection. If you claim Council Tax support, there is a concessionary rate of £35.

Coming soon to a park near you!

Our £1m investment programme for King George Recreation Ground is underway!

Thank you to everyone who took part in our improvement survey and supported the process, in particular the Friends of King George group.

You told us you wanted us to:

• Rebuild the café just in front of the existing building away from the trees.

• Make the play equipment inclusive for all, to have more slides and swings, and cater for children up to the age of 12.

• Upgrade the splash park by totally replacing the pump house and refurbishing the facility.

• Improve and extend the ball court area to cater for specific sports, such as basketball and pickleball.

• Provide new outdoor fitness equipment and resurface key paths.

We aim to have the splash park ready for this summer and all other work completed by summer 2026.

Millbrook Green plans

There is a lack of play facilities in North Bushey, so to address this, we’re finalising exciting plans for a new play area at Millbrook Green.

The designs are being refined, based on your feedback, and we’ll be submitting planning permission soon.

Get Active!

Whether you choose to walk, jog, run, volunteer or simply cheer on others, parkrun offers a free and friendly environment for everyone to get outside and get active.

Every Saturday there’s a 5km run and for younger participants, aged between four and 14, they can join in a 2km course on Sunday mornings.

Parkrun aims to promote physical activity, improve mental wellbeing and foster a sense of community. You only need to register once on the parkrun website to receive a personal barcode, which you can use at any parkrun event.

With more than 1,300 parkrun events taking place every weekend, the initiative continues to grow, encouraging people of all ages, backgrounds and abilities to get involved.

Q How does your role as a gardening apprentice allow you to make a difference in the community?

A

I have the opportunity to transform public spaces and create beautiful green areas for the community to enjoy. It feels rewarding to see people appreciate and benefit from the work I've done, knowing that I've made a positive impact on our surroundings.

A The flexibility allows me to pursue my hobbies and spend quality time

AQWhat do you love most about the garden?

Working in the Rose Garden gives me the opportunity to connect with nature on such an intimate level. The beauty of the roses and other plants, with their beautifully coloured petals and fragrant scents, brings me a sense of peace and calmness. I also enjoy tending to the roses and plants, watching them grow and knowing I play a part in maintaining a space that is so loved by the community. There is something deeply rewarding in nurturing these plants and seeing them change through the seasons.

We are running the forthcoming Hertfordshire County Council elections on 1 May and are reminding residents to bring photo ID to vote at a polling station.

You will only need to show one form of photo ID, but it needs to be the original version and not a photocopy. The name on your ID must be the same name you used to register to vote.

If you don’t have an accepted form of photo ID, don’t worry. You can apply for a free Voter Authority Certificate at voterauthority-certificate.service.gov.uk

The deadline to apply for a Voter Authority Certificate for use at a particular election is 5pm, Wednesday 23 April.

Voting by post and by proxy

If you know that you won’t be able to get to the polling station on polling day, you can vote by post or ask someone you trust to cast your vote for you, which is called a proxy vote.

There have been a number of changes, which might affect you.

You can now apply online to vote by post and for some types of proxy vote. You also need to prove your identity when applying,

by providing your National Insurance number.

There are limits to how many people a voter can act as a proxy for. This means you can only act as a proxy for two people living in the UK. If you act as a proxy for people living overseas, you can act as proxy for up to four people but only two of these can be based in the UK.

There are restrictions on the handling of postal votes by campaigners. Voters will not be allowed to hand in more than five postal ballot packs (including their own). If a postal ballot pack is handed in at either a polling station or the Civic Offices, a form must be completed in order to be accepted.

We advise you to ensure that your postal ballot pack is completed and sent back via Royal Mail to avoid any rejected postal ballots.

Improvement guided by peer challenge

A‘Corporate Peer Challenge’ (CPC), undertaken in recent months, has provided invaluable insights on both what we are doing well and how we can continuously improve.

The findings of the challenge, which was carried out by a team commissioned by the Local Government Association, were warmly welcomed at a recent full council meeting, where an action plan to address the recommendations was also agreed.

The ‘palpable’ level of commitment from our staff to the borough’s communities and council services were reflected on by the challenge team, as well as the ‘high calibre elected membership who are passionate about making a difference’.

It is the first time that we have undertaken a CPC, which is an opportunity to receive robust, strategic and credible challenge and support from experts in the local government sector.

We invited the team of seven experts to conduct the challenge in early October 2024, asking them to undertake a comprehensive review of key finance, performance and governance information. Over the course of 25 interviews and focus groups, the team spoke to more than 130 staff, elected members and council partners, before reporting on their findings.

The strength of our local partnerships was also acknowledged. Participants recognised the wide range of initiatives and activities undertaken working with voluntary groups to address health and wellbeing inequalities.

Lucy Marguerite Frobisher (1890–1974) came to Bushey in about 1911 from Leeds to join the Kemp-Welch School of Painting. She specialised in animal painting and later became the director of the Frobisher School of Painting, which had a studio at the back of the Bushey Museum & Art Gallery.

The latest interactive exhibition ‘Up, up and away!’ focuses on the story of Elstree Aerodrome, which has functioned for nearly a century, and includes a chance to fly a mockplane!

De Havilland Museum

On 12 and 13 April, the De Havilland Aircraft Museum is presenting ‘Last flight out’ by Jenny Lockyer, inspired by record-breaking pilot, Amy Johnson. For model enthusiasts of all ages, come along to the family plane-making workshop on Sunday 13 April where you can make a Jason the Gipsy Moth Biplane!

Reveley Lodge Gardens

Discover the wonderful free-to-enter two-anda-half-acre garden with lawns, flower beds, more than 220 roses, a kitchen garden with produce for sale, and even a selection of carnivorous plants in the conservatory. The lodge also organises art workshops throughout the year.
