Introduction This book provides all the match day information about the Saracens Hertfordshire Premier Cricket League for captains, players and officials. There are quite a number of different match rules depending on the division in which you are playing and the week of the season. Weeks 1 to 5 and 15 to 18 are played to a Limited Overs format (win/lose), with the other matches being played to a Timed format (win/lose/draw). Please ensure you are looking at the correct set of rules. All Regional Division matches are played to a Limited Overs format. Also included are the various administrative tasks than must take place such as swapping of team sheets and new results reporting procedure. Towards the back of this book are contact details for the umpires and captains. Full contact details for the clubs can be found in the main handbook. Have a great season. Playing Rules - Premier Divisions
1.1 The conduct of all matches will be governed by the Laws of Cricket (6th Edition, 2015) except as stated otherwise in these rules. 1.2 In each Division, all clubs will play each other home and away, matches shall be one innings each. 1.3 Matches in Weeks 6 to 14 will be played under the match rules specified in Section A. 1.4 Matches in Weeks 1 to 5 and 15 to 18 will be played under the 50 Overs match rules specified in Section B.
2. Umpires 2.1
The Umpires Panel will appoint umpires. The method of payment of expenses will be determined by the Executive Committee in consultation with the Umpires Panel. Each club will pay one umpire the agreed fee before the Toss. The normal fee is £50 but shall be reduced to £30 in the event that the match is cancelled after the umpires have attended the ground. For the Play Off Final the umpires will be paid the agreed fee by the League
Scorers & Duckworth-Lewis Match Managers
All clubs will appoint their own scorers, who shall be qualified or have been granted dispensation by the League. 3.2 Failure to provide a registered scorer for the duration of the match will result in a 5-point penalty and the side will be required to nominate a player to score for the duration of the match. 3.3 The home club is responsible for providing a competent Duckworth-Lewis Match Manager (DLMM), as defined in the Duckworth-Lewis Procedure document and failure to do so will result in a 5-point penalty. The umpires shall be responsible for reporting any breach of this rule and their decision shall be final.
No game shall be cancelled without the explicit agreement of at least one of the appointed umpires, or a deputy from the Umpires Panel nominated either by one of the appointed umpires or the Umpires Co-ordinator. An umpire attending to inspect the ground may request reasonable travelling expenses not exceeding £10 from the Home club.
The umpires shall be responsible for decisions concerning the fitness of the ground for play and the use of covers from one hour before the scheduled start time.
Up to one hour before the scheduled start time covers shall be used at the discretion of the home club and its groundsman to protect the pitch. When Playing Rules - Premier Divisions
one hour or less remains before the scheduled start time rule 5 will apply. Clubs must make covering available throughout the match day, to be used at the direction of the umpires. The minimum requirement is to cover the pitch; reasonable efforts must be made to cover the bowlers’ run-ups to a minimum of ten (10) yards. The umpires will report any deficiency in covering to the League, which may result in disciplinary action being taken against the club.
The home side shall provide a working match clock which is visible and clear from the Square.
Captains must pass team sheets to the umpires not later than 30 minutes prior to play commencing. Team sheets will contain names of players and, if applicable, identify players aged under 18 and age group (e.g. U19, U17).
9.1. All league fixtures will be played with cricket balls that have been approved by the League (see inside back cover). 9.2. One new ball will be used from the commencement of each innings. New balls are to be supplied by the Home club. 9.3. Home clubs must ensure that a selection of at least six suitable spare balls of varying ages and use and a spare new ball are available to the umpires prior to the start of the match. The umpires may delay the start of a match if suitable spare balls are not provided.
10.1. The standard SHPCL rules will apply to the reporting of match results. 10.2. In addition to 10.1 the home team is responsible for posting the match result on play-cricket, as follows: a) By 10pm on the day of the match: the team totals, wickets taken, overs bowled and result on play-cricket by 10pm of the match day. b) By 11pm on the Tuesday following the match: the full scorecard including names of match Officials c) Failure to meet these requirements will result in a fine of £30 for each occasion, payable by the Home Club to the League.
11.1. Captains will mark umpires’ performance using the facility on Who’s The Umpire, in accordance with the rules set out on page 62. 11.2. Facilities must be marked in accordance with the rules set out on page 68. 11.3. Umpires will mark the pitch, team discipline and facilities as well as reporting any instances of misconduct.
12. Discipline & Disciplinary Points
12.1. The standard SHPCL Disciplinary rules will apply. 12.2. Action by the umpires specified in Law 42.18 shall be amended as follows (see page 76 for level definitions): Playing Rules - Premier Divisions
a) For Level 1 offences: On the first occurrence, the captain of the side shall be given a first and final warning. The warning shall apply to all members of that team for the duration of the match. In the event of any repetition five penalty runs shall be awarded to the opposing side. b) For Level 2 offences: Each occurrence shall be reported to the relevant captain of the side, who shall be instructed to take action. The warning shall apply to all members of that team for the duration of the match. Additionally five penalty runs will be awarded to the opposing side. c) For Level 3 offences: Each occurrence shall be reported to the relevant captain of the side, who shall be instructed to remove the player(s) concerned from the field of play for ten (10) overs. If the offending player is the captain then a vice-captain shall take responsibility. If the action is against a fielder then Law 2.5 shall not apply; if against a batsman then Law 2.9 (c) shall apply as if the absence was a retirement. If, however, nine wickets have fallen then the innings will be considered to have been concluded and the suspension regarded as a dismissal (a wicket taken). If the batsman who is to be removed from the field of play was dismissed from the previous delivery then the 10 overs shall commence when his side takes the field, if applicable. If an innings ends whilst a player has been removed from the field of play any remaining overs shall be continued into the next innings (a player may neither bat not take the field). An incomplete over shall not count as one of the 10 overs. Additionally five penalty runs will be awarded to the opposing side. d) For Level 4 offences: Any occurrence shall be reported to the relevant captain of the side, who shall be instructed to remove the player from the field of play for the remainder of the match. If the offending player is the captain then a vicecaptain shall take responsibility. If the action is against a bowler then Law 22.8 shall apply; if against a batsman then he shall be deemed Retired Out and it shall be regarded as a dismissal (a wicket taken). Additionally five penalty runs will be awarded to the opposing side. A substitute shall not be allowed for a player suspended or removed under (c) and (d) above. A refusal by a captain or vice-captain to comply with the instructions of the umpires in (c) or (d) above shall be regarded as a refusal to play under Law 21.3 and the match shall be awarded to the opposing team. The category of offence specified in (a) to (d) above is as specified in the Disciplinary Code. In all cases under 12.2 for an offence by a member of the fielding side the umpires shall inform the batsmen at the wicket and the captain of the batting Playing Rules - Premier Divisions
side at the earliest opportunity. For an offence by a member of the batting side the umpires shall inform the captain of the fielding side. In all cases the umpires shall inform a member of the Executive of the club concerned after the match that a report will be made and shall submit a report in accordance with the Disciplinary Code.
13. Junior Players
13.1. A player under the age of 12 at midnight on 31st August in the year preceding the current season is not permitted to play in the Premier League or Championship. 13.2. Any player under the age of 13 at Midnight on 31st August in the year preceding the current season shall play in the Premier League or Championship only provided that the player has been selected for the County at U13 or above and has written parental consent to play in Open Age cricket. Such evidence shall be lodged with the Club’s Welfare Officer prior to that player’s registration with the League. The League may request evidence of compliance with these requirements.
14. League Positions
League positions in each Division will be determined by the total number of points gained. In the event of two or more clubs finishing on equal points, league position will be determined in the following order: • The side with the highest number of wins, but if still level • The side with the fewest defeats, but if still level • The side with the highest runs per wicket, calculated by aggregating all runs scored in completed matches divided by the total number of wickets lost.
15. Play Offs
In the Premier League after Week 18 there will be Play Off matches played under the 50 Over match rules as follows: Week 19 (Saturday): Under rule 2.1.1 the Start time will be 11.30am and the finishing time 19.00pm Match 1: The side finishing in first place v the side finishing in fourth place, to be played at the ground of the side finishing in first place, and Match 2: The side finishing in second place v the side finishing in third place, to be played at the ground of the side finishing in second place In the event of adverse weather the reserve date for these matches is the Sunday, i.e. the following day. If a result is not achieved on either day the team finishing higher in the League shall qualify for the Final. Week 20 (Saturday): Under rule 2.1.1 the Start time will be 11.00am and the finishing time 18.30pm The winners of Match 1 and Match 2 will play a Final at the ground of the highest placed (based on League position) Finalist unless the League determines that a neutral venue shall be used. In the event of adverse weather a reserve date will be arranged by the League Executive Committee.
Playing Rules - Premier Divisions
16. Promotion and Relegation
At the end of each season a system of promotion and relegation will operate as follows: a) The side finishing 10th in the Premier Division will be relegated to the Championship b) The side finishing 1st in the Championship will be promoted to the Premier League c) The side finishing 9th in the Premier Division and the side finishing 2nd in the Championship will play a Play-Off under the 50 over match rules, using balls approved for use in the Premier Division. The winner will play in the Premier League and the loser will play in the Championship in the following season. The match will be played on the Saturday of Week 19 at the ground of the side finishing 2nd in the Championship unless agreed otherwise by the two clubs. In the event of adverse weather the reserve date for this match is the Sunday, i.e. the following day. d) The sides finishing 9th and 10th in the Championship will be relegated to Division 1 e) The sides finishing 1st and 2nd in Division 1 will be promoted to the Championship f) In the event of a side that qualifies for promotion from the Championship or Division 1 not wishing to accept, or not meeting the criteria for, promotion then the League Executive Committee shall determine the composition of the sides in the Premier Division and Championship for the following season. g) In the event that it is agreed to admit an additional side: â€˘ To the Premier League then the sides in 9th and 10th place will be relegated and the side finishing in 8th place shall play in the Play Off. â€˘ To the Championship then only the side finishing in 1st place in Division 1 shall be promoted h) Promotion into the Premier Division and Championship is dependent on the clubs concerned meeting the criteria for facilities, youth teams and financial security specified by the League.
17. Entitlement To ECB Premier League Payment
The ECB payment to the SHPCL & clubs is subject to the SHPCL and Clubs fulfilling certain conditions specified by the ECB. These include but are not limited to:a) Complying with club audit requirements, adhering to Disciplinary procedures, Player Registration, Umpire marking, Facility reporting, Result reporting on play-cricket and adhering to ECB Code of Conduct & Spirit of Cricket. b) In the event of non-compliance by any club with any ECB condition SHPCL may withhold payment and/or impose, in addition to any penalty imposed by a disciplinary hearing, a penalty determined by the SHPCL Committee. Playing Rules - Premier Divisions
Section A: Match Rules For â€˜Timedâ€™ Matches (Weeks 6 To 14) Hours of Play
1.1 Play will commence at 11.30am. 1.2 The Lunch Interval will be 30 minutes commencing at 1.30pm, except as provided by Law 15. 1.3 There will be an interval of 10 minutesâ€™ duration between innings. 1.4 The Tea Interval will be 20 minutes, commencing at 4.50pm, except as provided by Law 15. 1.5 The Home club will provide a meal during the first 30 minute interval and refreshments during the second 20 minute interval. 1.6 The umpires shall signal the Last Hour at 6.00pm or when 17 overs remain to be bowled in the match, whichever is the later. The Last Hour shall be a minimum of 60 minutes from its commencement and a minimum of 17 overs shall be bowled unless play is interrupted, in which event rule 2.8(b) shall apply. 1.7 Unless a result is achieved earlier the game shall finish at the later of 7.00pm or when the Last Hour has been completed.
2. Overs 2.1
Each match will consist of a minimum of 115 6-ball overs except where the match is affected by weather or a result is achieved sooner. 2.2 In an uninterrupted match the side batting first shall face no more than 60 overs. 2.3 In the event of a delayed start due to inclement weather or other circumstances the total number of overs available shall be reduced as specified in Appendix 1, with 65 overs the minimum number of scheduled overs available to constitute a match. 2.4 Any match in which at least 65 overs have been bowled shall be deemed a match provided that the side batting second has received a minimum of 25 overs. Subsequent abandonment shall be considered to be a drawn match. 2.5 If considered appropriate, in weather affected matches revised times may be agreed by the umpires and captains for the Intervals. 2.6 Any match in which play does not or will not commence by 3.00pm shall be cancelled. 2.7 If, after a match has started, there is a weather interruption or weather interruptions during the innings of the side batting first, the number of overs available shall be as per the table in Appendix 1 (see page 12). 2.8 In the event that any interruption or interruptions are of a duration that, in calculating the overs remaining using Appendix 1, the side batting first has received or exceeded those overs the following shall apply: a) The innings of the side batting first shall be regarded as complete. b) The Umpires shall calculate the time remaining from the time which they consider that conditions are such that play can resume to the scheduled Playing Rules - Premier Divisions - Timed Matches
close of play (7.00pm). The minimum number of overs available to the side batting second shall be calculated by dividing the minutes left for play by 3.5 and rounding up if necessary. If such calculation, together with the overs received by the side batting first, gives a minimum of 25 overs for the side batting second and 65 overs or more for the match, then play shall commence at the re-scheduled start time as directed by the umpires. c) If the target score is such, that in the opinion of both captains there are insufficient overs remaining for either side to achieve a result or gain more points, the match shall be abandoned. If, after the start of the innings of the side batting second, there is a weather interruption or interruptions the minimum number of overs available to the side batting second shall be reduced by one for each complete period of 3.5 minutes of interruption or interruptions.
No bowler shall be permitted to bowl more than the greater of 20 overs or one-third (rounded down) of the overs available at the start of the innings. If the number of overs in the innings is reduced as a result of any interruptions the maximum shall be one-third (rounded down) of the reduced number of overs. A bowler may exceed the limit solely as a result of such a recalculation of overs due following an interruption in play. Example: Bowler has bowled 14 overs when an interruption reduces the innings to 40 overs, reducing the limit to 13. Short-pitched Bowling Law 42.6(a)(i) shall be replaced with: A bowler shall be limited to two fast short pitched balls per over. The umpire at the bowlerâ€™s end will make it clear to both the bowler and the batsmen at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his bat, person or equipment. A short pitched ball is defined as one that passes or would have passed over shoulder height of the Striker standing upright at the crease. It is unfair if the limit is exceeded and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of Law 42.7. High Full Tosses Law 42.6 (b) is amended to read as follows: Any high full pitch ball (regardless of its pace) which passes or would have passed above waist height of the striker standing upright at the crease shall be called and signalled No Ball by the umpire at the Bowlerâ€™s end. In addition, if the high full pitched ball is fast, it shall be deemed dangerous and unfair and the umpire at the Bowlerâ€™s end, in addition to the call and signal of No Ball, will adopt the procedures of Law 42.7. Law 42.7 (b) shall not apply and the caution in Law 42.7 (a) shall be replaced by a first and final warning. For avoidance of doubt, the warnings in respect of 3.2 and 3.3 are cumulative. Playing Rules - Premier Divisions - Timed Matches
Negative bowling: If the Bowler’s End umpire considers that the bowler is bowling negatively with the intention of preventing the striker from scoring runs he shall caution the bowler and inform the captain, the bowler, the other umpire and the batsmen that on any repetition the rule for judging a Wide in the 50-Over match rules will be applied.

Run rate shall be calculated to three decimal points. In the event that the two sides have identical run-rates the side losing the fewest wickets shall be deemed to have the higher run rate. If still equal then each side shall receive 3 points. Bonus points awarded to losing team and to both teams in the event of a drawn match will be: Batting:- 1 point for reaching 125, 175, 225, 275, 300 runs Bowling:- 1 point each for taking 2, 4, 6, 8, 10 wickets 5 bowling bonus points will be gained if a side is all out, regardless of the number of wickets actually taken.
Over Rate Penalty Points
The umpires will agree timings with the scorers and calculate the over rate taking into account the following allowances:• 2 minutes per wicket for the fall of each wicket up to and including the ninth wicket. • The time taken for any Drinks Interval. • The actual time lost for each and any single stoppage of greater duration than 3 minutes. This will be agreed by the umpires and will be confirmed to the batsmen and the fielding captain at the time of the delay and will not be subject to negotiation. The scorers must be informed at the earliest opportunity. • During periods when inclement weather necessitates frequent drying of the ball the umpires may, at their sole discretion, allow up to 5 minutes per hour of playing time as additional stoppages. The umpires shall inform both captains and the scorers in advance if they judge conditions justify this additional stoppage allowance for any period of the match. The penalties will not apply if the duration of an innings is less than two and a half hours.
Playing Rules - Premier Divisions - Timed Matches
The following penalties will apply for slow over rates. The umpires will be the sole judges of over rates in consultation with the scorers: On the first occasion in the season: • Less than 17 but greater than 16 overs per hour - 1 point • 16 overs or less but greater than 15 overs per hour - 2 points • 15 overs per hour or less - 5 points If a penalty is imposed for a second or subsequent match in the season the above penalty points are doubled.

Section B: Match Rules For The 50 Overs Competition (Matches In Weeks 1 To 5 & 15 To 18) Pitch Markings
Additional Crease Markings: An additional crease marking shall be made 17â€? inside and parallel with each Return Crease, joining the Popping and Bowling creases. Please note that the crease is the inside edges of both these new markings and the Return Crease markings.
2.1 Hours of Play and Intervals 2.1.1 Play will start at 12.00pm (11.30am in Week 18). For the purpose of determining the overs remaining in an interrupted match the Close of Play will be 7.30pm (7.00pm in Week 18). 2.1.2 There will normally be two sessions of play of 3 hours 15 minutes each, separated by a Tea Interval of 30 minutes between the innings. 2.1.3 If the innings of the team batting first is completed prior to the scheduled time for the Tea Interval then the interval shall, if considered practicable by the umpires, take place immediately and may be extended with the agreement of the captains and umpires if necessary by up to 15 minutes (to a maximum of 45 minutes). 2.1.4 The captains may agree to forgo the Tea Interval, in accordance with Law 15.10, in which case there shall be an Interval between Innings of 10 minutes. 2.1.5 Drinks intervals shall be agreed in accordance with Law 15.2 but no more than two breaks per innings are permitted. Time taken for drinks shall be regarded as an Interval in accordance with Law 15.9. 2.2 Each match shall consist of a maximum of 50 overs per innings except where time is lost after the scheduled start time due to inclement weather or other unavoidable cause, when the number of overs shall be reduced as hereinafter provided. 2.3 If the side batting first is dismissed before the overs to which it is entitled have been bowled, the team batting second shall be entitled to bat for its full entitlement of overs or as further reduced due to inclement weather or other cause. Declarations are not permitted. 2.4 In the event of delays due to weather or other circumstances a minimum of 20 overs per side is required to constitute a match, subject to the provisions of 2.5.4 and 2.8 below. 2.5 Delayed start matches 2.5.1 In the event that the scheduled start time is delayed due to inclement weather or other cause the first 30 minutes of playing time lost shall be disregarded. Thereafter the number of overs for each side will be reduced by one for every complete 8 minutes of time lost. Playing Rules - Premier Divisions - Overs Matches
2.5.2 In calculating the time lost, the time for the Interval may be altered in accordance with Law 15.5. 2.5.3 The latest start time for a match reduced to 20 overs per side shall be 3.40pm. 2.5.4 A result can only be achieved in a match of less than 20 overs per side if both sides have the opportunity to bat for the full number of overs originally allocated. 2.5.5 The umpires shall inform the captains and the scorers of the number of overs lost, the revised timings, the number of overs to be bowled and the applicable fielding and bowling restrictions. 2.6 Interrupted matches 2.6.1 First innings - When play is suspended during the first innings, the object shall be to rearrange the number of overs so that both sides have the opportunity of batting for the same number of overs. 2.6.2 The number of overs to be bowled in 2.6.1 shall be calculated based on the time remaining in the match to the scheduled close of play, based on 4 minutes per over. In calculating the time lost the time for the Interval may be altered in accordance with Law 15.5 or forgone in accordance with Law 15.10. In calculating the number of overs to be bowled the number remaining plus the number already bowled shall be rounded up to the next greatest number divisible by two. 2.6.3 Second innings - If, owing to a delayed start to the second innings or a suspension of play during the second innings, there is insufficient time for the side batting second to face the same number of overs as the side batting first, the umpires will re-calculate, (on every occasion) the number of overs to be bowled and the new target score that is required. Before taking the field to resume play, the umpires will inform the captains and scorers accordingly. The number of overs to be faced by the team batting second will never be increased after an interruption. 2.6.4 The number of overs to be bowled in 2.6.3 shall be calculated based on the time remaining in the match to the scheduled close of play, based on 4 minutes per over. In calculating the time lost the time for the Interval may be altered in accordance with Law 15.5 or forgone in accordance with Law 15.10. In calculating the number of overs remaining to be bowled the number shall be rounded up. 2.6.5 If the Home club has provided a DLMM or someone from the Away club has agreed to act as DLMM then the Duckworth/Lewis Method will be used to calculate the target score of the side batting second using the Duckworth/ Lewis regulations as provided by the League to every club. The umpires shall agree with the scorers and shall inform the captains of the target score before play is resumed. In the event of a miscalculation of the target score the original score shall not be altered once the captains have been informed. The target score shall be displayed clearly on the scoreboard. 2.6.6 If a competent DLMM is not available throughout the match the following will apply: 18.104.22.168 The Away side shall have the option of dispensing with the Toss and 14

electing to field first. 22.214.171.124 The target score of the side batting second shall be calculated using average run rate, calculated by dividing the runs scored by the number of legitimate deliveries received by the side batting first. 2.7 An over that is incomplete at the time of an interruption in play shall be completed on any resumption and that part over shall be ignored in calculating the overs remaining to be bowled in the match. 2.8 If the loss of time results in less than 20 overs being available to the team batting second, the game shall be abandoned unless, in the sole opinion of the umpires, a result remains achievable. For the purpose of this clause if a target score has been set under the Duckworth/Lewis regulations under clause 2.6.5 it shall be calculated based on the minimum of 20 overs being available.
Number of Overs Per Bowler
In a 50 overs match, no bowler may bowl more than 10 overs in an innings. In a match of less than 50 overs no bowler may bowl more than one fifth of the total overs available. Where the total overs are not divisible by 5, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance E.g. in an innings of 37 overs, a maximum of 2 bowlers may bowl 8 overs. In the event that a reduction in overs results in one or more bowlers having exceeded the newly calculated maximum then the umpires shall calculate the overs allowed for the remaining bowlers. A bowler who has exceeded the new maximum shall be permitted to complete an incomplete over. E.g. Match reduced to 33 overs, one bowler has bowled 10 – 3 bowlers may bowl a maximum of 6 overs and 1 bowler may bowl a maximum of 5. A part over shall count as a full over only insofar as each bowler’s limit is concerned.

Mandatory Powerplay In an uninterrupted match the First Powerplay shall be the first overs 10 of the innings. 4.3 Second Powerplay 4.3.1 In an uninterrupted match the Second Powerplay shall be the final 10 overs of the innings. 4.3.2 The Bowlerâ€™s End umpire shall inform the captain of the fielding side and the batsmen and then shall signal the commencement of the Second Powerplay to the scorers by making a large circular motion with one arm. 4.4 Powerplays â€“ Effect of Interruptions 4.4.1 If play is interrupted not during a Powerplay over then, prior to the resumption, the umpires shall calculate the total number of Powerplay overs to be bowled from the table in 4.1 above. The number of Powerplay overs already bowled will be deducted from this total. The Second Powerplay will commence when the same number of overs remain to be bowled. Example: A match starts as 50 overs but is reduced to 35 overs after an interruption after 14 overs: Powerplay overs are now 14 so the Second Powerplay will be 4 overs to be commenced in the 32nd over 4.4.2 If play is interrupted during the First Powerplay overs and the calculation using the table in 4.1 shows that the overs in that Powerplay have already been exceeded then, if applicable, that over shall be completed and the excess of overs bowled in the First Powerplay shall be deducted from the Second Powerplay. Example: A match starts as 50 overs but is reduced to 30 overs following an interruption after 8.2 overs have been bowled: Powerplay overs are now 6+6=12 so the 9th over is completed and the Second Powerplay shall be 3 overs (12 less 9) commencing in the 28th over. 4.4.3 If play is interrupted and, on the resumption, the total number of Powerplay overs calculated from the table in 4.1 has already been exceeded there will be no further Powerplay deliveries in that innings. Example: A match is reduced to 40 overs per side. An interruption occurs after 20 overs with the 8 First Powerplay overs having been bowled. On the resumption the match is reduced to 20 overs per side. The Powerplay overs are now 4+4=8 so there will be no Second Powerplay 4.4.4 If play is interrupted and, on the resumption, there are insufficient overs remaining in the innings to complete the Powerplay overs calculated from the table in 4.1 then the Powerplay shall commence in the next over with fewer than the scheduled number of Powerplay overs being bowled in the innings. Example: A match is reduced to 40 overs and only the First Powerplay of 8 overs has been taken when an interruption in the 30th over reduces the match to 35 overs. The Second Powerplay should be 7+7=14-8=6 but only 5 complete overs remain. The Second Powerplay will commence in the 31st over and be for the final 5 overs. 4.4.5 The total Powerplay overs in the 2nd innings shall not exceed those available in the 1st Innings. Any restriction in Powerplay overs shall be applied to the 16

Second Powerplay. Example: A match commences as a full 50 overs per side. In the 40th over an interruption reduces the match to 45 overs. The First Powerplay of 10 overs has been completed together with 5 overs of the Second Powerplay. The 2nd innings Powerplay shall be restricted to 15 overs, comprising the First Powerplay overs and 5 Second Powerplay overs, commencing in the 41st over.
Restriction on the Placement of Fielders
Outer Fielding Circles Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The fielding restriction area should be marked by ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter. 5.2 First Powerplay During the First Powerplay, at the instant of delivery, only two fielders shall be permitted to be outside the Outer Fielding Circle. 5.3 Second Powerplay During the period of the Second Powerplay, at the instant of delivery, only five fielders shall be permitted to be outside of the Outer Fielding Circle. 5.4 Non-Powerplay Overs During the non Powerplay Overs, at the instant of delivery, only four fielders shall be permitted to be outside the Outer Fielding Circle. 5.5 Throughout the innings, at the instant of delivery, not more than five fielders shall be permitted to field on the leg side. 5.6 Infringement of Fielding Restrictions 5.6.1 In the event of an infringement of any of the fielding restrictions specified in 5.2, 5.3, 5.4 and 5.5 above the Umpire at the Striker’s End shall call and signal ‘No Ball’. 5.6.2 If in the opinion of either batsman the Striker’s End Umpire fails to call and signal No Ball when either these fielding restrictions or Law 41.5 (Limitation of On-side fielders) have been breached then immediately the ball becomes dead, either batsman may draw the matter to the attention of either umpire. If the Striker’s End Umpire is able to verify the breach, he shall call and signal No Ball. If the striker’s end Umpire is unable to verify the breach then he shall confirm that the events of the delivery shall be unchanged. 6.1
Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal ‘No Ball’. 6.2 The penalty under Law 24.13 for a ‘No Ball’ will be 2 runs. 6.3 Free Hits 6.3.1 In addition to 6.2 above, the delivery following a No Ball shall be a Free Hit for whichever batsman is facing it. 6.3.2 If the delivery for the Free Hit is not a legitimate delivery (i.e. a No Ball or a Wide Ball) then the next delivery will become a Free Hit for whichever batsman is facing it. 6.3.3 For a Free Hit, the striker can be dismissed only as specified in Law 24.16 (Out from a No Ball), even if the delivery for a free hit is called a Wide Ball. 6.3.4 Any fielding restrictions under Rule 5 in place will apply for the Free Hit delivery. Field changes are permitted for Free Hit deliveries. 6.3.5 When the ball is dead and after signalling No Ball to the scorers, the Bowler’s End Umpire will call and signal a Free Hit by extending one arm straight upwards and moving it in a circular motion. 6.3.6 The free hit delivery counts as a ball in the over unless it in turn is a Wide or No Ball.

Law 25 shall apply with the following addition; Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the Striker and the leg stump, irrespective of any movement by the Striker. A ball that passes between the Striker and the leg stump shall not be judged a Wide. An off side wide shall be called if, in the umpire’s opinion, the delivery has passed between the 17 inch line and the Return Crease and the Striker has not brought it within reach of a run-scoring stroke.
The Bowling of Fast Short Pitched Balls (The Bouncer) and Beamers Law 42.6(a) (i) shall be replaced with: A bowler shall be limited to one fast short pitched ball per over. The umpire at the bowler’s end will make it clear to both the bowler and the batsmen at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his bat, person or equipment. A short pitched ball is defined as one that passes or would have passed over shoulder height of the Striker standing upright at the crease. It is unfair if the limit is exceeded and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of law 42.7. Law 42.6 (b) is amended to read as follows: Any high full pitch ball (regardless of its pace) which passes or would have passed above waist height of the striker standing upright at the crease shall be called and signalled No Ball by the umpire at the Bowler’s end. In addition, if the high full pitched ball is fast, it shall be deemed dangerous and unfair and the umpire at the Bowler’s end, in addition to the call and signal of No Ball, will adopt the procedures of Law 42.7. Law 42.7 (b) shall not apply and the caution in Law 42.7 (a) shall be replaced by a first and final warning. For avoidance of doubt, the warnings in respect of 8.1 and 8.2 are cumulative. Over Rate Penalties
All sides are expected to be in position to bowl the first ball of the last of their 50 overs within 195 minutes of playing time. Time may be added at the discretion of the umpires for any stoppage or delay in play. Under rule 2.1.4 time shall be added for a Drinks Interval. When the umpires agree that time is to be allowed for a stoppage they shall inform the batsmen, the captain of the fielding side and the scorers of the time to be allowed. In the event of frequent moving of the sightscreens the batting side shall assume responsibility unless other arrangements have been made. In the event that the fielding side fails to meet the requirement of 9.1 the full quota of overs will be completed and six runs shall be added to the score of the batting side for each whole over that has not been bowled within the allotted time. The umpires will inform the captain of the fielding side of the number of overs not bowled and the number of runs to be credited to the batting side. The runs will be added to the score of the batting side immediately after the ball becomes dead at the end of the innings. This rule will apply to both innings of the match except as provided under 9.4. Notwithstanding 9.3 above, If the side fielding second is penalised under rule 9.3 and the runs to be added take the score of the batting side past that of the side batting first then the runs will be added immediately and the match shall be deemed to be won by the side batting second. If the innings is completed before the scheduled or re-scheduled cut off time no over rate penalty shall apply. If the start of an innings is delayed or an innings is interrupted, the over rate penalty will apply based on the revised number of overs and the re-scheduled cessation time for that innings. The umpires shall inform the fielding team captain when taking the field for the first time and on every subsequent occasion if play is interrupted by the weather, of the scheduled time for that innings (by which the fielding side must be in position to bowl the first ball of the last over). The time allowed to bowl the overs shall be calculated on the basis of four minutes per over.
10.1 A result may only be achieved if both teams have had the opportunity of batting for at least 20 overs, unless the team batting second has scored more runs than its opponents or has achieved its target score as hereinafter defined in fewer than 20 overs. 10.2 Except as provided in 10.4 a match shall be won by the team which has scored the most runs in its completed innings. 10.3 Except as provided in 10.4 and 10.5 a tie shall be achieved if the scores are level at the conclusion of the match, irrespective of the number of wickets lost by either team. 10.4 If, after an interruption in play after the start of the match, the number of overs to be received by either side is reduced to a lesser number than allocated before the start, then a revised target score shall be set for the side batting second to achieve. as specified by the League. If the target is reached or exceeded the side batting second shall be deemed to have won. If the Par Score is equalled the match is a Tie, except as provided in 10.5. If the Par Score is not reached the side batting first shall be deemed to have won. Such result shall be reported as “A win under the D/L method”. 10.5 In Play Off matches specified in clause 15 and 16c of the Playing Rules: 10.5.1 Clause 10.3 above will be replaced by: Where the number of overs available to both sides remains equal throughout the match, in the event that the scores at the conclusion of the match are level the winner shall be determined as follows: i) The side that has lost fewest wickets, but if still equal ii) The side with the highest scoring rate over the first 20 overs of its innings, based on legitimate balls received and calculated to three decimal places, but if still equal iii) The side that has lost fewest wickets over the first 20 overs of its innings, but if still equal iv) The side with the highest scoring rate over the first 10 overs of its innings, based on legitimate balls received and calculated to three decimal places, but if still equal v) The side that has lost fewest wickets over the first 10 overs of its innings 10.5.2 In Clause 10.4 above the words “If the Par Score is equalled the match is a Tie” shall be replaced by “If the Par Score is not exceeded the match shall be won by the side batting first.”

Duckworth Lewis Procedure
If either club taking part in the match has a working laptop computer then the Professional Edition will be used to calculate the Target Score. If neither club has a working laptop computer, or in the event of failure of all of the computer(s) for any reason then the Standard Edition will be used to calculate the Target Score. It is the responsibility of the Home club to ensure that the D/L methodology can be applied correctly. All references to D/L software in these procedures shall, when applicable, be interpreted as calculations using the tables in the Standard Edition. 2. Where the D/L Professional Edition is used all clubs shall use only the Duckworth Lewis (D/L) software provided by the League in making the calculations. 3. Definitions: The Professional Edition will give a Target Score and a table of Par Scores. The Target Score equals the Par Score plus 1. The Standard Edition involves a calculation which will yield a number with decimal places. Rounding this number down gives the Par Score; rounding it up gives the Target Score.

Duckworth Lewis Match Manager
The Home club is responsible for ensuring that a person competent in the way the D/L calculations should be performed is appointed for each match. That person should be responsible for all D/L calculations and for the communication of such information to all relevant parties. The person appointed will here be referred to as the D/L Match Manager (DLMM). The DLMM will ensure that the approved current version of the D/L software is available and can be operated in a location where there is instant communication with the scorers. Where a PA system announcer and/or representatives from the media are at the ground it is the responsibility of the Home club to ensure that they are informed as necessary of all D/L Target Scores. When Team 1’s innings has been completed: If overs have been lost during Team 1’s innings or before Team 2’s innings can start, as soon as Team 2’s allocation of overs is known, the DLMM will confirm Team 2’s revised Target Score and communicate this to the persons specified in the Appendix. In all matches, the DLMM will run the D/L software and produce an over-byover print-out of the Par Score schedule and make as many copies as are needed. The print-out should be distributed to the persons specified in the Appendix. If he judges that it may be required, the DLMM will also distribute the ball-byball print-out to the persons specified in the Appendix. When the umpires have decided to resume play they will inform the DLMM promptly, whenever possible not less than 10 minutes before play is due to start, of the revised number of overs. The DLMM will run the D/L software and confirm Team 2’s revised Target Score to the umpires and, if applicable, Duckworth Lewis Procedure
the scoreboard operator. He will then produce over-by-over and ball-by ball print-outs of the Par Scores, make copies and distribute the over-by-over table (and the ball-by-ball table at his discretion) as quickly as possible to the parties specified in the Appendix, ensuring that both captains and , if applicable, the scoreboard operator, receive their copies immediately. If, during Team 2’s innings, Team 2 incurs a penalty for which 5 runs are awarded to Team 1, the DLMM will ensure that the scoreboard operator adds these 5 runs to Team 2’s Target Score and to all Par Scores. The DLMM will enter the penalty runs in the D/L software but not produce revised Par Score print-outs until these would be required in any case by virtue of a further loss of overs. After such an interruption, the DLMM should maintain a check that the correct revised Target Score and Par Score are displayed on the scoreboard. At the end of the game, the DLMM should enter the final match information into the D/L software and confirm that the winning margin is correctly recorded and announced.
Duties of Scoreboard Operator
11. Any revised Par Score should be displayed as soon as it has been communicated to him. On scoreboards where there is insufficient room to display both the score actually made by Team 1 and the Par Score that Team 2 must exceed, the scoreboard should show the Par Score. 12. From the time when half the minimum number of overs required for the game to be viable have been received by Team 2 (or earlier if desired), the D/L Par Score should be displayed. This should be the figure relating to the end of the over in progress and it should be updated just as each new over is about to commence. (For example, for matches where 20 overs per side would constitute a valid match, the Par Score should be displayed no later than the start of the 11th over.) It should also be updated upon the fall of a wicket and before the new batsman has walked out to bat. It should be the figure as printed in the Par Score print-out for the end of that over (remembering to add any penalty runs incurred as described in item 9 above). The requirement to display the Par Score may be waived with the consent of the umpires and both captains. Do not add one run to this Par Score and then refer to this as a Target Score. [Note: Because it provides information to spectators on the progress of Team 2 towards their target, the Par Score should be displayed as described in this paragraph whether or not there is a reserve day and regardless of the current weather conditions.] 13. When play is suspended during Team 2’s innings the scoreboard should display the Par Score for the exact number of overs and balls bowled and retain this display for the duration of the stoppage. When play resumes the display should revert to the Par Score for the end of the over in progress, as per item 12.

Format 1 - “Timed” Matches (Weeks 6 to 14)

Each match will start at 1.00pm unless otherwise indicated by the League. Tea, taken between innings, will last 20 minutes. At the discretion of the umpires, tea may be taken during any stoppage for rain. Matches will normally comprise 100 overs. The side batting first shall receive not more than 53 overs. Subject to rule c) below the side batting second shall receive the balance of the 100 overs not used by the side batting first. Any incomplete over in the first innings being counted as if a completed over. The side batting first is expected to complete its innings within 3 hours playing time. In the event of the side batting first receiving less than 53 overs in the time allotted, it shall have the option of batting on to receive some or all of the 53 overs allowed (but during this extra time only the batting side shall be entitled to pick up further bonus points). On the closure of the first innings the side batting first shall have the option of either using the balance of the 100 overs when fielding, or the number of overs representing 6 overs less than the number of overs bowled by the fielding side at the end of the allotted time of 3 hours. The side batting first must communicate its decision to the umpires during the interval between the innings. All time lost due to drinks intervals (which must have been agreed before the toss for innings) or late starting of the match, or late resumption after any interval, or any other unavoidable cause including injury to a player, shall be aggregated and taken into consideration in calculating the time allowed for completion of an innings.
Interference by Weather
In the event of a delayed start or any break in the first innings for bad weather, the length of the match will be reduced at a rate of two overs for each full seven minutes of play lost, with the recalculated total to be divided between the two sides such that the side batting first receives six overs (Regional Divisions: four overs) more than the side batting second (subject to the laws governing a declaration). In the event of stoppages, the time available for completion of the first innings shall be reduced by half the total time lost. Any disruptions to play in the second innings shall result in one over being deducted for each full 3½ minutes lost. If there is more than one stoppage in either innings, the time lost is to be accumulated and the number of overs reduced accordingly. Playing Rules - Division One and Below - Timed Matches
iv) In all completed games which are subject to interruption, the side batting first must have received a minimum of 40 overs, subject to the laws governing a declaration, to constitute a league match. v) Where panel umpires are appointed, in the event of any dispute between the captains over the fitness of the ground for play up to one hour before the scheduled start, the umpires shall be the sole arbiters as to whether the ground is fit for play, both before and after the toss. In Divisions 1 - 2b, where the fitness of the ground is in doubt more than 3½ hours before the scheduled start time, the home club will make every endeavour to obtain agreement to any proposed cancellation from at least one of the appointed umpires or a nominated local deputy. vi) Prior to the toss the home side is the ground authority for all games in Divisions 3a and below and is the sole arbiter of whether or not the ground is fit for play. After the toss the following shall apply as regards fitness of ground and weather: • Where there are two non-playing umpires they shall be the sole arbiters • Where there is one non-playing umpire then in the event of disagreement his decision shall prevail • Where there are no non-playing umpires the responsibility for determining the suitability of the conditions shall be with the two captains. They are to act having proper regard for their responsibilities for the safety and welfare of all participants. In the event that the two captains are unable to reach agreement a non-playing committee member of the home club shall be responsible for the decision. If no non-playing committee member is available then play will be suspended. Having suspended play it shall only be resumed with the consent of both captains. The conditions are to be regarded as unsuitable if there is a foreseeable risk of injury to any participant or where the conditions are such that it would be unreasonable to continue. Where the ground is so wet that the movement of the fielders or batsmen is restricted, or where there is surface water on the square, such conditions are to be regarded as unsuitable.
For the avoidance of doubt: A game should be considered abandoned if the start is delayed by greater than 97 minutes. Note: If the tea interval takes place during a stoppage for bad weather in the first innings, 20 minutes will be deducted from the total time lost and the total number of overs to be bowled and the time limits will be recalculated accordingly. If the change of innings takes place during a stoppage for bad weather, no additional adjustments shall be made to the number of overs to be received by the team batting second after any recalculation of the number of overs to be received.
Playing Rules - Division One and Below - Timed Matches
The league tables will be produced on an aggregate points basis (except in the regional divisions where the tables will be produced on an average points basis). However, if the abandonment comes after 26 overs have been bowled in the second innings, only bonus points earned up to the time of abandonment shall be awarded. Batting Bonus Points (Batting bonus points are doubled for side batting first. Also for the side batting second having lost the toss.) 140 runs - 1 point; 155 runs - 2 points; 170 runs - 3 points; 185 runs - 4 points; 200 runs - 5 points Bowling Bonus Points Bowling first - having won the toss, 0-5 wkts - 0 points, then 1 point per wicket thereafter - having lost the toss, 1 point per wicket taken. Bowling second - 1 point per wicket taken. If any side fails to fulfil a fixture, the opposing team shall be awarded the full 30 points available for that fixture. Any side which fails to fulfil a fixture shall additionally be deducted 10 points from its points total in the division in which it plays.
Number of Players
Both teams are required to field a minimum of 8 players during both innings to constitute a league match. In matches where panel umpires are appointed the panel umpires shall decide on the start of the game or a concession should there be fewer than 8 players present at the start time. In all other matches where both captains agree, a match may start, even though the batting side has less than 8 players at the ground, providing the missing players, whose names must be on the team sheet, are expected to arrive. Any team unable to field a minimum of 8 players shall be deemed not to have fulfilled the fixture. Any delay to the start of the match arising from this rule shall result in a reduction of overs calculated in the same way as match rule 2i) while also subject to the minimum overs requirement of rule 2ii). There will be a general ‘allowance’ that games may start up to 15 minutes after the scheduled start time without agreement to take account of traffic or similar problems and to get a full game in those circumstances. Fast Bowling Directive
The ECB fast bowling directive (published in the league handbook) shall apply to all league games and failure to comply shall be construed as playing an ineligible player and will be dealt with accordingly under the powers given to the league under rule 12 of the Constitution. Penalty runs, as prescribed in rule 42 of “The Laws of Cricket”, shall only be awarded in matches in Divisions 1 - 2b. Note: This also covers penalty runs awarded under Laws 2.6 and 18.5; but not Law 41.2 and 41.3 which shall apply in all divisions.
The make and specification of cricket balls to be used in all league matches will be determined by the Executive Committee and no other ball shall be used (currently the superior quality ball in Divisions 1-3b - see inside back cover). A new ball shall be used from the start of the first innings in all matches and from the start of the second innings in all matches unless both captains agree to carry on with the old ball in accordance with the laws of cricket. Should the old ball be used then the side bowling second shall have the option of taking the new ball at any time up to the delivery of the first ball of the last 20 overs. In a rain affected match, if the teams are off the field at the start of the last 20 overs and the new ball has not been taken before the interruption to play when the umpires call ‘time’, it may not subsequently be taken and the match shall finish with the old ball. Note: All new and spare balls to be provided by the home team
Umpires and Scorers
Each club with a team playing in Divisions 1 to 6b is required to register with the League every umpire that it considers to be attached to the club whether that umpire has been supplied to the League Umpires Panels or will be standing in a match below Division 2b. Divisions 1 - 2b: Umpires for matches will be appointed from a panel by an appropriate sub-committee. In Divisions 3 to 6b inclusive each club is required to register with the League a minimum of one umpire who meets one of the following requirements: • Attended and passed the ECB ACO training course at Level 1 or equivalent. • Received dispensation from the League on the grounds that the club has a long-standing experienced umpire. A League sub-committee will review and agree any dispensation on this basis. It is expected that the umpire(s) so registered will stand in all matches other than, exceptionally, in the case of holidays or illness. Failure to provide a registered umpire will result in a 5 point penalty for each match. In Divisions 1-2b each club is required to register with the League a minimum of one scorer who has • Attended and passed the ACO scorer’s training course level one or equivalent or Playing Rules - Division One and Below - Timed Matches
• Received dispensation from the League on the grounds that the club has a long-standing and experienced scorer. A League sub-committee will agree any dispensation on this basis It is expected that the scorer(s) so registered will be appointed in all matches other than, exceptionally, in the case of holidays or illness. Failure to provided a competent scorer for the duration of matches in Divisions 1-2b will result in a 5 point penalty The penalty of 5 points will not be applied as follows: • In (c) where the club has supplied to the Umpires Panel at least as many umpires as it has teams playing in Divisions 6B and above, and • In (d) where the registered scorer is also a registered umpire and that umpire is a member of the Umpires Panel It is expected that in cases where a club is able to claim exemption from the penalty of 5 points that it will make every effort to provide, in all matches, an umpire or scorer as applicable for the benefit of the participants. It is the responsibility of every club to ensure that its umpires and scorers are correctly registered on the League website and a claim for exemption under 8(e) will be determined from those registration details
Covering of pitches and bowlers’ run-ups shall be allowed after play has commenced. Where partial covers only are available, bowlers’ run-ups shall be covered up to a distance not exceeding five feet in front of the popping crease.

Alternative grounds may be used, providing the visiting team and umpires are advised of the change before 8pm on the Thursday prior to the date of the match, and formal acknowledgement of the change obtained from an officer of the opposing club and the umpires (where appropriate). No game shall be switched to a ground (or pitch) other than the one on which the game is scheduled and/or is normally used by the home team, after 8pm on the Thursday prior to the date of the match. Exceptional circumstances may apply, if a late change of ground is approved by the League Executive Committee. Artificial pitches may be only be used in games in Divisions 10,10a and the Regional Divisions.
11. Bowling Restrictions
In Divisions 1-10b no bowler shall bowl more than 15 overs in any innings and in the Regional divisions this shall be reduced to 12 overs.
No visiting team shall be charged by the home team more than £40.00 for teas.
Playing Rules - Division One and Below - Timed Matches
Format 2 â€“ Limited Overs Matches
(Weeks 1 to 5 & 15 to 18, except Regional Divisions)
1. Duration a)
Each match will start at 1.00pm unless otherwise indicated by the league. Tea, taken between innings, will last for 20 minutes. At the discretion of the umpires, tea may be taken during any stoppage for rain. Matches will normally comprise 100 overs. Both sides shall receive not more than 50 overs. There will be no opportunity for the side batting first to declare. Both sides are expected to complete their innings within 3 hours. After this time has elapsed only the batting side shall be entitled to pick up further bonus points. All time lost due to drinks intervals (which must have been agreed before the toss) or late starting of the match, or late resumption after any interval , or any other unavoidable cause including injury to a player, shall be aggregated and taken into consideration in calculating the time allowed for completion of an innings
Regional Divisions (All Matches)

Matches will normally comprise 80 overs. Both sides shall receive not more than 40 overs. There will be no opportunity for the side batting first to declare. Both sides are expected to complete their innings within 2h 20mins. After this time has elapsed only the batting side shall be entitled to pick up further bonus points. In the event of a delayed start or any break in the first innings for bad weather, the length of the match will be reduced at a rate of one over per innings for each full seven minutes of play lost. If there are no further disruptions then the winner of the match will be the team scoring the most runs. Any disruptions to play in the second innings shall result in one over being deducted for each full 3 Â˝ minutes lost. The winner of the match will be the team scoring the higher number of runs per over (as calculated to two decimal places). If either side was dismissed before receiving the full allocation of overs the runs per over calculation shall be based on the number of overs the side was entitled to receive (either at the commencement of its innings or as reduced due to subsequent interruptions to play). Both sides must receive a minimum of 20 overs to constitute a league match. Play must commence within 2 hours of the scheduled start time to constitute a league game. Where panel umpires are appointed, in the event of any dispute between the captains over the fitness of the ground for play up to one hour before the scheduled start, the umpires shall be the sole arbiters as to whether the ground is fit for play, both before and after the toss. In Divisions 1,2a & 2b, where the fitness of the ground is in doubt more than 3Â˝ hours before the scheduled start time, the home club will make every endeavour to obtain agreement to any proposed cancellation from at least one of the appointed umpires or a nominated local deputy. Prior to the toss the home side is the ground authority for all games in Divisions 3a to the Regional Divisions and is the sole arbiter of whether or not the ground is fit for play. After the toss the following shall apply as regards fitness of ground and weather: â€˘ Where there are two non-playing umpires they shall be the sole arbiters â€˘ Where there is one non-playing umpire then in the event of disagreement his decision shall prevail. â€˘ Where there are no non-playing umpires the responsibility for determining the suitability of the conditions shall be with the two captains. They are to act having proper regard for their responsibilities for the safety and welfare of all participants. In the event that the two captains are unable to reach agreement a non-playing committee member of the home club shall be responsible for the decision. If no non-playing committee member is available then play will be suspended. Having suspended play it shall only be resumed with the consent of both captains. The conditions are to be regarded as unsuitable if there is a foreseeable risk of injury to any participant or where the conditions are such that it would be unreasonable to continue. Where the ground is so wet that the movement of the fielders or batsmen is restricted, or where there is surface water on the square, such conditions are to be regarded as unsuitable. Note: If the tea interval takes place during a stoppage for bad weather in the first innings, 20 minutes will be deducted from the total time lost and the total number of overs to be bowled and the time limits will be recalculated accordingly. If the change of innings takes place during a stoppage for bad weather, no additional adjustments shall be made to the number of overs to be received by the team batting second after any recalculation of the number of overs to be received.
The league tables will be produced on an aggregate points basis (except in the regional divisions where the tables will be produced on an average points basis). Bowling Bonus Points All Divisions: 1 point for every wicket taken. If a team takes all the available wickets of a team playing with less than 11 players they shall receive 10 bowling bonus points. Except in the Regional Divisions if any side fails to fulfil a fixture, the opposing team shall be awarded the full 30 points available for that fixture. Any side which fails to fulfil a fixture shall additionally be deducted 10 points from its points total in the division in which it plays.

11. Number of Overs Per Bowler a)
In a 50 overs match, no bowler may bowl more than 10 overs in an innings. In a 40 overs match, no bowler may bowl more than 8 overs in an innings. In a match of less than 50 overs (40 overs in the Regional Divisions ) no bowler may bowl more than one fifth of the total number of overs available. Where the total number of overs are not divisible by 5, an additional over shall be allowed to the minimum number of bowlers necessary to make up the balance. (E.g. in an innings of 37 overs, a maximum of 2 bowlers may bowl 8 overs) In the event that a reduction in overs results in one or more bowlers having exceeded the newly calculated maximum then the umpires shall calculate the overs allowed for the remaining bowlers. A bowler who has exceeded the new maximum shall be permitted to complete an incomplete over. (E.g. Match reduced to 33 overs, one bowler has bowled 10 – 3 bowlers may bowl a maximum of 6 overs and 1 bowler may bowl a maximum of 5. A part over shall count as a full over only insofar as each bowler’s limit is concerned.
12. Restriction on the Placement of Fielders a)
Fielding restrictions shall apply in Divisions 1 to 6b inclusive. There shall be no restriction of fielders on Divisions 7a and below Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the same side of the pitch. As the bowler starts their run up, only five players may be permitted outside the line described in b) at all times. Playing Rules - Division One and Below - Overs Matches
In the event of an infringement of the fielding restrictions in c) the Umpire at the strikers end shall call and signal “No Ball”. If in the opinion of either batsman the Striker’s End Umpire fails to call and signal No Ball when the fielding restrictions have been breached then immediately the ball becomes dead, either batsman may draw the matter to the attention of either umpire. If the Striker’s End Umpire is able to verify the breach, he shall call and signal “No-Ball”. If the Striker’s End Umpire is unable to verify the breach then he shall confirm that the events of the delivery shall be unchanged.
13. No Ball a) b) c)
Underarm bowling is not permitted. If a bowler bowls a ball underarm the umpire shall call and signal “No Ball” The penalty under Law 24.12 for a “No Ball” will be 1 run. There will be no “free hits” for front foot no balls.
14. Wide Ball
In Divisions 7a and below the umpires and captains shall ensure that consistency is achieved across both innings for determining what constitutes a wide delivery. The Division of the match should be taken into consideration when deciding what should constitute a wide delivery. In Divisions 1 to 6b inclusive Law 25 shall apply with the following addition: Umpires are instructed to apply a strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside of the line of the striker standing in his normal guard position and the leg stump. A wide shall not be called if the striker moves towards the off-side and the ball would have struck any part of his person had he not moved. A ball that passes between the Striker and the leg stump shall not be judged a wide. An additional crease marking shall be made 17 inches inside and parallel with each return crease, joining the Popping and Bowling creases. Please note that the crease is the inside edges of both these new markings and the Return Crease markings. An off-side wide shall be called if, in the umpire’s opinion, the delivery has passed between the 17 inch line and the Return crease and the Striker has not brought it within reach of a scoring stroke.
15. The Bowling of Fast Short Pitched Balls (Bouncer)
Law 42.6(a) (i) shall be replaced with: A bowler shall be limited to one fast short pitched ball per over. The umpire at the bowler’s end will make it clear to both the bowler and the batsmen at the wicket when such a delivery within this limit is bowled. This ruling shall apply even though the striker has made contact with the ball with his bat, person or equipment. A short pitched ball is defined as one that passes or would have passed over shoulder height of the Striker standing upright at the crease. It is unfair if the limit is exceeded and the umpire shall call and signal No Ball on each such occasion. In addition, the umpires will adopt the procedures of law 42.7. Playing Rules - Readers 20/20 Competition Match Rules
This version of the rules is effective in all matches in the 20-20 Competition (“The Competition”). Except as varied hereunder the Laws of Cricket (2000 Code, 6th Edition, 2015) shall apply.
2.1. The Competition shall be under the control of the League and all decisions relating to these rules or to matches played in the Competition shall be final and binding. 2.2. Clubs must play their home matches on the main square of their home ground unless prior permission has been obtained from the League to move the fixture to an alternative ground, if such permission is not given the League will order the match to be re-played on the opponent’s ground. Should the umpires report a pitch as being unfit, the League shall have the option of ordering the match to be replayed on the opponent’s ground, if time permits, or of awarding the match to the opposition.
The Competition will be organised on a group basis comprising four groups (the ‘Group Stage’). The top two sides in each group will qualify for the Quarter Finals; the four winners of the Quarter Finals will progress to the ’Finals Day’ which will comprise two Semi-Finals and a Final. See 9.5 and 9.6.
4.1. All players shall be bona fide members of the club registered with the League 4.2. All players must be registered in Category 1 or Category 3e. Players registered under any other category are ineligible. 4.3. Any club that fields an ineligible player shall be disqualified
5.1. All balls used in the Competition shall be those approved by the League (see inside back cover) 5.2. A new ball shall be used from the commencement of each innings 5.3. In all group matches the home club is responsible for providing the match balls. Balls for the Quarter Finals and Finals Day will be provided by the League 5.4. The umpires are to be provided with at least six good quality spare balls before the start of the match. As soon as a ball is hit out of the playing area and not immediately found the umpire will obtain a replacement ball and continue with the match. The fielding side should not search for a lost ball.
Players in all matches in the Competition may wear white or coloured clothing.
Playing Rules - Readers 20/20 Cup
7.1. Umpires will be appointed by the League from the Umpires Panel for all matches 7.2. All clubs must submit a report on the umpires for each match they play in the Competition 7.3. Umpires appointed by the Panel shall be entitled to receive a fee of £25 and each side shall pay one umpire. For the avoidance of doubt a sole umpire shall not be entitled to receive more than £25. On Finals Day the umpires will be paid by the League.
Each team shall provide their own competent, non-playing scorer in all matches. If a team fails to provide a scorer a player has to be nominated from the team to take up the duty for the entire duration of the match.
9.1. There will be a Group Stage on Saturday 29th April comprising four groups of four sides. The reserve date is Sunday 7th May. The winners of the first two matches will contest match 3. 9.2. A side is not permitted to concede a match; any side that concedes a match may be denied entry into the competition in the following season. 9.3. Finals Day will take place on Sunday 9th July at a venue to be determined by the League; the Reserve Date is Sunday 23rd July.
10. Team Sheets
Each side must provide the umpires with a fully completed and signed ECB approved team sheet before the Toss.
All results must be reported on the day of the match using the standard League Results Service (see 9.4 above) and on Play Cricket within 48 hours of the end of the match.
12. Points and Group Winners
12.1. The winners of the four groups referred to in 9.1 will play in the Semi-Finals on Finals Day. 12.2. For Finals Day the sides to contest the Semi-Finals will be drawn at random from the four group winners.
Section 12 of the Premier League Playing Rules, setting out sanctions for breaches of the League’s Disciplinary Code, shall apply to this competition, except that the sanction referred to in section 12.2.3 shall be 5 overs instead of 10.
Playing Rules - Readers 20/20 Cup
The start time shall be not earlier than 10.00am. The Close of Play for the purpose of clause 4 shall be agreed between the captains and the umpires and shall not be later than 8.30pm; in the event of disagreement the umpiresâ€™ decision will be final.
Hours of Play
Delayed Start and Interruptions
The start time for Group matches shall be agreed between the two clubs, provided that the latest start time shall be 6.00 pm. The Close of Play for the purpose of clause 4 shall be agreed between the captains and the umpires and shall not be later than 8.45 pm; in the event of disagreement the umpires decision will be final.
3.1. The fielding side must be in position to bowl the first ball of the 20th over within 75 minutes of playing time 3.2. A 6 run penalty shall apply for each complete over not bowled in the required time, as determined by the umpires 3.3. In reduced over matches the fielding side has a one over leeway in addition to any time that the umpires may allow for stoppages 3.4. 20 overs shall be bowled and the penalty runs shall be added to the final total 3.5. Umpires are instructed to apply a strict interpretation of time wasting by the batsman (5 run penalties). Batsmen are expected to be ready for the start of a new over as soon as the bowler is ready to bowl. 3.6. The time allowed to each team to bowl its overs may be extended by the umpires in exceptional circumstances. The loss of two or more wickets in the penultimate over shall be regarded as exceptional circumstances but otherwise only if any relevant individual stoppage lasts longer than three minutes. Any such allowance must be agreed by the umpire(s) and notified to the teams at the time of the occurrence. The scorers are to be informed as soon as practicable. 4.1. The objective of rearranging overs is to give the greatest opportunity for a match of equal overs. If, in the view of the umpires, taking into account the prevailing ground, weather and light conditions, it is considered to be most unlikely that the full quota of overs will be bowled in any match it is recommended that a pre-emptive decision is made to reduce overs in both innings equally. Any reduction in the number of overs shall be at the sole discretion of the umpires. 4.2. In the event of an interruption or delay after the match has commenced, the calculation of the number of overs to be bowled shall be based upon: 4.2.1. If only one match is being played on the day: one over for every 4 minutes of the total time available for play up to the scheduled close of close of play, allowing 10 minutes for the Interval between innings. overs remaining the number of overs to be received by the side batting second shall not exceed the number of overs available to the side batting first. 4.2.2. If more than one match is being played on the day then the umpires shall be responsible for determining if any overs are to be deducted, having regard for the available playing time for all matches scheduled for the day. If overs are to be deduced the calculation shall be based on one over for every complete four minutes of playing time lost. 4.3. The Duckworth/Lewis Method will be used to calculate the target score of the side batting second using the Duckworth/Lewis regulations as provided by the League to every club. The umpires shall agree with the scorers and shall inform the captains of the target score before play is resumed. In the event of a miscalculation of the target score the original score shall not be altered once the captains have been informed. The target score shall be displayed clearly on the scoreboard.
The incoming batsman must be in a position to take guard, or for his partner to be ready to receive the next ball, within 1 minute 30 seconds of the fall of the previous wicket. Any infringement of this rule shall result in the incoming batsman being dismissed Timed Out by the umpires. An appeal by the fielding side is not required.
6.1. Two semi-circles shall be drawn on the field of play. The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of each of the semi-circles shall be 30 yards. The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the same side of the pitch. The fielding restriction area should be marked by ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter. 6.2. For the first 6 overs of each innings at the instant of delivery only two fielders shall be permitted to be outside the field restriction marking defined in 6.1 6.3. After the first 6 overs of each innings at the instant of delivery a maximum of five fielders shall be permitted to be outside the fielding restriction marking defined in 6.1 6.4. Throughout the innings, at the instant of delivery, there may not be more than five fielders on the leg side. 6.5. In circumstances when the number of overs of the batting team is reduced, the restrictions in 6.2 and 6.3 shall be reduced in accordance with the table below.

Free Hit After a Foot-Fault No Ball
7.1. No bowler may bowl more than 4 overs. In the event of a match of fewer than 20 overs no bowler shall bowl more than 20% of the total overs in the innings 7.2. When an interruption occurs mid-over and on resumption the bowler has exceeded the new maximum allocation, he shall finish the incomplete over 7.3. In the event of a bowler breaking down and being unable to complete an over, another bowler will bowl the remaining balls. Such part of an over will count as a full over only in so far as each bowlerâ€™s limit is concerned 7.4. Where possible, the number of overs bowled by each individual bowler shall be indicated on the scoreboard, from the commencement of an innings 8.1. The delivery following a no ball shall be a free hit for whichever batsman is facing it. 8.2. If the delivery for the free hit is not a legitimate delivery (no ball or wide ball), then the next delivery shall become a free hit for whichever batsman is facing it. 8.3. For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball, even if the delivery for the free hit is called wide ball. 8.4. Field changes are permitted for free hit deliveries providing all effective fielding restrictions are adhered to. 8.5. When the ball is dead and after signalling No Ball to the scorers, the Bowlerâ€™s End Umpire will call and signal a Free Hit by extending one arm straight upwards and moving it in a circular motion. 9.1. Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. This penalty shall stand in addition to any other runs which are scored or awarded 9.2. A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the striker and the leg stump, despite his movement 9.3. For additional clarity, a ball that passes between the batsman and the leg stump shall not be considered a wide. If a ball is hit by the batsman or if the ball hits any part of his equipment, it shall not be called a wide irrespective of where it pitched or where it would have passed 9.4. An off side wide shall be called if the ball passes wide of the additional marking specified in 9.5 unless the striker has brought the delivery clearly within reach of a run-scoring stroke 9.5. Additional Crease Markings An additional crease marking shall be made 17â€? inside each Return Crease and between the Popping and Bowling creases Please note that the crease is the inside edge of both these new markings and the Return Crease markings.

10. Dangerous and Unfair Bowling
10.1. Law 42.6 (a) Bowling of Fast, short-pitched balls, will apply 10.2. Law 42.6 (b) Bowling of high full pitched balls, shall be amended to read as follows: Any high full pitched ball (regardless of its pace) which passes or would have passed above waist height of the striker standing upright at the crease shall be called and signalled No ball by the umpire at the bowler’s end. In addition, unless the high full pitched ball is a slow paced one, it shall be deemed dangerous and unfair and the umpire at the bowler’s end, in addition to the call and signal of No ball, will adopt the procedures of Law 42.7 10.3. Law 42.7 (Dangerous and Unfair Bowling - action by the umpire) applies except that the reference to Law 42.6 is the amended Law 42.6 in 10.2
11. The Result
11.1. The umpires will be responsible for recording the score at the end of each over and will be the sole judges in deciding the winners 11.2. At the completion of an uninterrupted match, in which both sides have the opportunity to bat for the same number of overs: 11.2.1. the side scoring the highest number of runs shall be the winners; 11.2.2. if the scores are level then the side that has lost fewest wickets shall be the winners; 11.2.3. if both sides have lost the same number of wickets then the side with the highest score at the end of the 6th completed over shall be the winners; 11.2.4. if still equal then at the end of the 5th, 4th, 3rd, 2nd and 1st completed over; 11.2.5. If still equal then rule 12 shall apply 11.3. If, after an interruption in play after the start of the match, the number of overs to be received by either side is reduced to a lesser number than allocated before the start, then a revised target score (Par Score plus one run) shall be set for the side batting second to achieve. This will be calculated using the Duckworth/Lewis Method as specified by the League. (a) If the target is reached or exceeded the side batting second shall be deemed to have won (b) If the Par Score is not reached the side batting first shall be deemed to have won (c) If the Par Score is equalled then rule 12 shall apply Such result shall be reported as “A win under the D/L method”
12. Super Over
A ‘Super Over’ will be bowled by each side as follows: 12.1. Each captain will nominate three batsmen and one bowler 12.2. The side that batted second in the match shall bat first in the Super Over and face one over of six legitimate balls bowled by the nominated bowler. The other side shall bat second and face one over of six legitimate balls bowled by the nominated bowler 38

12.3. If either side loses two wickets in its over then the other side will be the winner; otherwise the winner will be the side which scores most runs 12.4. If the scores are equal then there will be a second super over with different batsmen & bowlers nominated under 12.1, except that a batsman who has not commenced his innings (under Law 2.10) may be nominated again. 12.5. The sequence of 12.1 to 12.4 will continue with the side batting first alternating until a result is achieved 12.6. Fielding restrictions under rules 6.3 and 6.4 shall apply 12.7. The umpires will allow 10 minutes between the end of the match and the Super Over and a maximum of 10 minutes between each Super Over
13. Bowl Out
13.1. In the event of no result being obtained by other methods and where there is no reserve date on which to play the game, a bowl-out (outdoors or indoors) will take place to achieve a result. Five players from each side will bowl two over arm deliveries each at a wicket (conforming to Law 8) from a wicket pitched at a distance of 22 yards (or the length of pitch applicable in the Competition) with, if practicable, bowling, popping and return creases marked (conforming to Law 9) 13.2. The side, which bowls down the wicket (as defined in Law 28.1a) the most times, shall be the winner. If the scores are equal, the same players will bowl one ball each alternately to achieve a result on a â€˜sudden deathâ€™ basis 13.3. The following shall also apply in respect of bowl-outs: (d) The same suitably acceptable ball (not a new one) will be used by both teams. If this ball becomes wet, it may be changed subject to the umpiresâ€™ approval (e) If a bowler bowls a No ball it will count as one of the two deliveries but will not count towards the score of the team. (f) If the original match has started, then the five cricketers nominated to take part in the bowl-out must be chosen from the eleven cricketers and 12th man selected to play in the match. If there has been no play in the original match (the toss has not taken place), the five cricketers may be selected from any of the players in the squad as registered on Play-Cricket. (g) Each side will appoint a wicket-keeper to stand behind the wicket but out of reach of the stumps. 13.4. In the event of a bowl out not being possible the result will be determined by the toss of a coin with both captains and their representative present.
Other than in exceptional circumstances the size of the boundary, measured from the middle of the pitch being used in a match, shall conform to the following dimensions: Minimum: 55m (60 yards) Maximum: 70m (77 yards)

The competition shall be controlled by the Competitions Committee of the Saracens Hertfordshire Premier Cricket League. The decisions of the Competitions Committee in each and every circumstance shall be final. The competitions shall be open to clubs who are members of the Hertfordshire Premier Cricket League and who shall participate by invitation. Any club unable to fulfill a match must advise its opponents by 8 p.m. Friday preceding the game and obtain verbal acknowledgement of the cancellation from an officer of the opposing club. Failure to comply with these requirements will result in a financial penalty of ÂŁ100, in total, payable to the opposing club and may not be invited to compete again. All players must be bona fide club members who are registered to play under the Hertfordshire Premier Cricket League rules and have not played any Saturday League cricket for any other club in any league in the current season unless approval is given by the League Management Committee. This will normally be given when a bona fide club member is in full time education and the Committee is satisfied that it is not practical for the player to return to play for his/her club at weekends. No player shall represent more than one club in the competitions in any one season. Before the toss of the coin the captains shall hand a written list of their team members for that match to the umpires. Clubs may play overseas players in line with the restrictions detailed in section 13 of the Constitution. After the match, all team sheets shall be countersigned as valid by one non-playing umpire and by the opposition captain. Team sheets must be sent by post, by the umpires, to Paul Blackwell. The dates set for each round, and the draw including home and away venues, shall be determined by the Competition Committee. Balls will be supplied for all matches and sent to the club drawn at home. The club drawn at home shall be responsible for all match arrangements and confirm these with their opponents for that round, well in advance. If a club has a clash of dates with either the Club Cricket Conference Cup, the Cockspur National Knock-out Cup, or the National Village Knock-out Competition, that club may elect to play on the reserve date. In this event it is the responsibility of the club that wishes to change to the reserve date to advise their opponents as soon as possible, but in any case no later than the Monday before the original set date. In the event of bad weather on the original set date the match shall be played on the reserve date. The Match Secretary must be advised of any re-arranged matches. In the event of neither the set date nor the reserve date being available, the decision as to when the match will take place will be made by the Competitions Committee (see also paragraph 4 of the Playing Conditions). The dates for the completion of each round will not be extended under any circumstances, other than under rule 7. Clubs disregarding this rule will be expelled from the competitions for the current season. Playing Rules - Readers Trophy
It shall be the responsibility of the HOME club to report the result using same process as for League matches. (See page 63 for full details). The winning club must also send a completed result sheet to the Results Secretary within 48 hours by first class post or fax, or as a scanned document attached to an e-mail. Failure to report the result via text or send in the result sheet will incur a fine of £20, which will increase to £40 for each subsequent offence. Persistent offenders may be excluded from next year’s competitions.

10.1 Failure to provide both an umpire and a scorer in accordance with these Rules may result in the Competitions Committee withdrawing the invitation to take part in the competitions in the following year. 10.2 From the quarter-finals of the competitions, umpires are to be marked via the League’s website as per Saracens Herts League rules. Failure to so do by 11.00pm on the Tuesday after the game will result in a fine of £20. 10.3 For the first two rounds non-playing umpires who are preferably members of the ECB Association of Cricket Officials (ECB ACO), are to be appointed by the competing clubs. Clubs are encouraged to contact the Umpires Administrator for help in finding umpires. 10.4 For the quarter-finals umpires are to be appointed by the Umpires Committee of the Hertfordshire Cricket League and paid £40 each, to be shared equally between the competing clubs. 10.5 For the Semi Finals and Final the cost of the appointed umpires will be borne by the League. 10.6 Each club must provide a non-playing scorer in every round. 11. 12.
The Safety Guidelines (for players under 18 years of age) and the Fast Bowling Directive (for bowlers in the Under 19 age group and below), as published in the Hertfordshire Cricket League Handbook, will apply. Any Disciplinary matters will be dealt with under Rule 12 of the Hertfordshire Cricket League Constitution and the nominated committee.
Readers Herts Trophy - Playing Conditions
The Laws of Cricket will apply except where otherwise stated within the Competition Rules and the following Playing Conditions:
1.1. Each side shall bat for 50 six-ball overs unless all out earlier. The side batting first shall not be permitted to declare its innings closed. 1.2 All matches shall start at 1 p.m. with the exception of the Semi Finals (12.30 p.m.) and Final (12.00 noon). 1.3 An interval for tea shall be taken, normally between the innings. Its duration shall be not longer than 30 minutes, at the discretion of the umpires.

Delayed Start If, because of inclement weather or for any other reason, a match starts not more than 15 minutes late it shall remain a match of 50 overs per side. If the start is more than 15 minutes late, one over shall be deducted from each innings for every full 7 minutes lost. (For example, if the match starts at 1.20 p.m. 20 minutes late, two overs shall be deducted from each innings and the match becomes one of 48 overs per innings.) The minimum number of overs per innings remaining after this deduction will be 25. Therefore, if the start is delayed by 182 minutes or more (equivalent to 26 overs per side) a match will be considered abandoned. No variations will be allowed to this rule and it is therefore essential for the captains and umpires to agree on the match clock before the scheduled start time. 2.2. First Innings Interrupted If the first innings is interrupted because of inclement weather or for any other reason, two overs shall be deducted from the match for every full 7 minutes lost. If there is more than one interruption, the time lost is to be accumulated and the overs reduced accordingly. Overs shall be deducted equally from both innings. If this reduces the match to fewer than 25 overs per side, it shall be abandoned. If the number of overs already completed equals or exceeds the overs per side resulting from the calculation, the first innings shall be closed and provided that at least 25 overs remain in the match, they shall be available for the second innings; otherwise the match shall be abandoned. 2.3 Second Innings Interrupted If the second innings is interrupted because of inclement weather or for any other reason, one over shall be deducted for every full 3 1/2 minutes lost. If there is more than one interruption, the time lost is to be accumulated and the overs reduced accordingly. Once the side batting second has received 25 overs it is deemed that a match has taken place. 3.1
After three and one quarter hours play the umpires will indicate to the fielding captain how many overs have been completed and this will be the number of overs the team batting second will receive. Play will then continue in the first innings of the match until the maximum allowance has been bowled or the team dismissed. If the first innings has been reduced in length in accordance with paragraphs 2.1 or 2.2, the time limit in paragraph 3.1 will be reduced by half the total playing time lost. The umpires will have sole discretion on the interpretation and implementation of this rule, and may allow additional time in respect of serious injury, frequent lost balls or any Acts of God.

If it is not possible to reach a result of a match on the set date, the first option shall be to re-play the match on the reserve date. The Match Secretary must be informed.
If either the reserve date is not available or a result is not reached on the reserve date, the Match Secretary must be advised which of the following options (listed in order of preference) is proposed by the clubs. If the clubs cannot agree, a decision as to which option shall be adopted and when it shall take place will be made by the Competitions Committee. a) a mid-week match, b) an evening match of 20 overs per side c) a bowl out (see Appendix 2) d) the toss of a coin between the two captains, when both are present. In the event of one or both captains being unable to be present, the tossing of the coin shall be referred to the nominated administrator
Restriction of Bowlers
No bowler shall bowl more than ten overs nor more than one fifth of the total number of overs in the innings except where that total is not divisible by 5. If, for example, the match is reduced to 41 overs per side, one bowler may bowl 9 overs and 4 other bowlers may bowl 8 overs each.
6. Result 6.1
A result can be achieved only if the side batting second has received at least 25 overs, or has been dismissed in fewer than 25 overs or has scored enough runs to win in fewer than 25 overs. 6.2 Where the numbers of overs available to both sides remain equal throughout the match: i) the side that scores the most runs shall be the winner. ii) if the scores are level, the side which has lost the least number of wickets shall be the winner. iii) if still equal, the winner shall be the side with the highest scoring rate over the first 20 overs of its innings. iv) if still equal, the winner shall be the side losing the least number of wickets in the first 20 overs of its innings. v) if still equal, the winner shall be the side with the highest scoring rate over the first 10 overs of its innings. vi) if still equal, the winner shall be the side losing the least number of wickets in the first 1`0 overs of its innings. vii) if still equal, the winner shall be the side with highest scoring rate over the first 9 overs of its innings, if still equal the first 8 overs and so on. 6.3 If the number of overs available to the side batting second is reduced in accordance with paragraph 2.3, a target score shall be calculated by multiplying the reduced number of overs by the overall scoring rate of the side batting first. If the side batting first were all out in fewer overs than were available to them, their overall scoring rate shall be calculated on the assumption that they batted for all the overs available.

If covers are available then the entire pitch should be covered immediately upon rain intervening.
Restriction of the Placement of Fielders
Interpretation of Wide Ball
Throughout the innings a maximum of five fielders may field on the leg side of the pitch. 8.2 For the first fifteen overs of each innings, or less in a shortened innings as determined from Appendix 1, only two fielders may be placed outside the fielding circle. Throughout this period two fielders, in addition to the wicket keeper, must be in stationary catching positions within 15 yards of the bat. 8.3 Thereafter, at the instant of delivery a minimum of four fielders (plus the bowler and wicket keeper) must be within an area bounded by two semi circles centred on each middle stump (each with a radius of 30 yards) and joined by a parallel line on each side of the pitch. 8.4 In the event of an infringement, the square leg umpire shall call and signal â€˜No Ballâ€™. 8.5 The fielding circle should be marked by painted white dots at five yard intervals, each dot to be marked by a white plastic or rubber (but not metal) disk measuring seven inches in diameter.
Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. In addition any ball pitching outside the leg stump and maintaining its line should be called wide unless it is intercepted by the striker or passes between him and the wicket.

Appendix 2 - Rules For A Bowl-out
The following procedure will apply to a bowl-out, either indoors or outdoors, arranged under Playing Condition 4(c). Five players from each side will be nominated to the umpires to take part in the bowl-out, plus a wicket-keeper from each side. If the original match has started (i.e. the toss has taken place), the six players must be selected from the eleven players nominated for the match. The wicket-keeper will stand behind the wicket while his side is bowling, but out of reach of the stumps. The captains will toss up for the choice of which side will bowl first. Players from each side will bowl alternately, i.e. Player 1 from Side A, Player 1 from Side B, Player 2 from Side A, Player 2 from Side B, etc. Each player will bowl two overarm deliveries at a wicket (conforming to Law 8) from a wicket pitched at a distance of 22 yards with, if practicable, bowling, popping and return creases marked (conforming to Law 9). The side which bowls down the wicket (as defined in Law 28.1a) the most times shall be the winner. If the scores are equal, the same players, in the same order, will bowl one ball each, the sides bowling alternately, to achieve a result on a ‘sudden death’ basis. The same suitably acceptable ball (not a new one) will be used by both teams. If this ball becomes wet, it may be changed subject to the umpires’ approval. If a bowler bowls a No ball and the wicket is bowled down, this will not count towards the team’s score but the ball will count as one of that bowler’s two deliveries.

Playing Rules - Sunday T/20 Trophy
1. Matches shall be played in accordance with the spirit and the laws of the game, subject to the match conditions specified below. 2. When possible each side must provide a competent non-playing umpire. In the event of there being only one non-playing umpire then this umpire shall stand at the bowler’s end for the duration of the match. In matches where there are no non-playing umpires, captains should ensure that only responsible mature players undertake umpiring duties. 3. Each team should provide a competent scorer, who should sit together. In the event of no non-playing competent scorer it is the responsibility of the batting side to keep an accurate record of the score. The total score, wickets lost and overs completed must be displayed on a scoreboard visible from the Square not less than at the conclusion of every over and, if possible, whenever the score changes 4. A team must have a minimum of eight players at the match to constitute a team. However, a match may start if the batting team has less than eight players and they assure the fielding team that the other players have reasonable explanation(s) for late arrival. (Teams should be aware that the laws of cricket still apply) 5. Fixtures will be arranged by the clubs and are to be played on Sundays as prescribed. However if it proves impossible to arrange fixtures by the time limits set clubs may play on any other day of the week if both captains agree. Sundays are clearly the preferred days and the competition has been formulated on that basis • Group matches where each team plays the others in the group twice are to be played by the second Sunday in July • Quarter- finals by the first Sunday in August • Semi Final & Final Date by end of August 6. Evening matches should start by 6.15pm. 7. In all matches the toss to occur 15 minutes prior to match start time and if a team is not available to toss then that team will be adjudged to have lost the toss. 8. Result a. The winner of each completed match is the team that scores the most runs b. If the scores are equal at the end of the match, then the winning team is the one that has lost the least number of wickets. In group matches if each team have lost the same number of wickets then the winning team is the one that batted first. c. In the event of the second innings being abandoned after ten overs but before the match completion, then the result will be decided by the side with the highest run rate, calculated as the runs scored per valid delivery received, multiplied by six. If a side is all out then the number of deliveries received shall be the total number that side was entitled to receive.

9. Innings, duration and interruptions a. Each match shall consist of one innings per side, each limited to a maximum of 20 overs b. Ten overs must be bowled in each innings, subject to the laws of cricket, to constitute a match c. Each innings including time lost shall last no more than 80 minutes. However allowance shall be made for any stoppage in play exceeding 5 minutes provided that the scorers, captain of the fielding side and batsmen at the wicket are informed by the umpires at the end of the stoppage of the time to be added. d. Captains are to remind their players that the incoming batsman must be ready to take strike within 90 seconds of the fall of the previous wicket e. If time is lost after the agreed start time in the first innings then match overs are to be reduced by 2 overs for every full eight minutes lost. f. If time is lost in the second innings overs are to be reduced by one per every four full minutes lost. g. An interval of fifteen minutes will take place between innings. 10. In the event of a delayed start prior to toss, both Captains must agree to a new start time, otherwise overs are to be reduced as per rule 9e. 11. No player is permitted to bowl more than 20% of total overs, in each innings. i.e. four overs in a 20 over match. Each over to consist of six legitimate balls only 12. Wides, No Balls and Free Hits a. Any delivery that passes to the leg-side of the striker in his normal batting position will be called a wide b. Any delivery that passes wide of a line 17 inches inside the Return Crease will constitute a wide. The Home club is encouraged to make this additional pitch marking when preparing the pitch to assist the players and umpires and ensure consistency. c. Any high full toss that passes the striker above waist height shall be a no ball d. Any short delivery that passes the striker above shoulder height shall be a no ball e. Note that both waist and shoulder height are to be judged based on the position of the striker standing upright at the popping crease f. Any front foot no-ball will result in the next delivery being a free hit. If the next delivery is a wide or a no ball then the following delivery will be a free hit. Before the next delivery the umpires shall call and signal a Free Hit by a circular motion of the arm above the head g. For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball.

If matches under 14 above are cancelled due to poor weather, then teams can only rearrange match date once; otherwise alternative means to secure the result viz. a “bowl out – best of five balls by five different bowlers” or finally “a toss of the coin – best of three”. 16. Player eligibility a. Each player must be a regular playing member of the respective Club and he/she can only play for one Club in ‘T/20 Trophy’ matches in any one season b. No player can play if they regularly play for a team above Saracens Hertfordshire Premier League Division one in the current season c. If a Club fields a player who normally plays for another Club in Saturday League matches then the Sunday club must get dispensation from the organiser, otherwise the Club will be deemed to have played an ineligible player d. Clubs playing an ineligible player will be deemed to have lost all matches in which the player has played. 17. Cricket Balls a. Each team to supply the new match ball for their innings b. The Home side to provide a minimum of six spare balls of equal grade 18. The winning Club to text the result and match scores within four hours of the completion of the match to SHPCL. 19. All complaints must be made to the organiser by email within 72 hours of the completion of the match. The ‘organiser’ is the ‘final arbiter’ concerning any matter relating to ‘Sunday T/20’ matches. Welfare Responsibilities for Captains & CWOs
All Clubs have a duty of care to all juniors and vulnerable adults who participate in cricket. This is why every club has to appoint a trained Club Welfare Officer (CWO). It’s part of a club’s membership to ECB, Hertfordshire Cricket and SHPCL. Failure to have a trained CWO negates the club’s membership and the club will then be penalised as per league rules. Hertfordshire Cricket understands that a club may lose their CWO at an inappropriate time and to ensure continuity, clubs can apply for emergency cover procedures to ensure cricket continues. For more details visit www.hertscricket.org In junior cricket, a trained umpire should always officiate in matches. This is to ensure ECB directives are implemented. In Open Age Cricket, the captain is responsible to ensure that the club’s duty of care is put into practice. Many clubs now have a pre-season meeting whereby the club’s welfare officer meets all the club’s open age team captains, going through the club’s responsibilities according to ECB requirements and thereby the captain(s) have a greater understanding of their roles and responsibilities, on and off the field. These Directives relate to open age matches whether they are league or friendly or any day of the week. The Laws provide for the umpires to determine whether a substitute or runner is to be allowed. In matches where there are no non-playing umpires the captains must take this responsibility and act fairly and impartially in accordance with the Laws.
The captain may request a substitute for any member of the team who becomes ill or injured at any time after the team sheets have been given to the umpires (or the opposing captain if there are not non-playing umpires). Team sheets must be provided before the Toss takes place. A substitute is not allowed if a player leaves the field for any other reason. If a player comes into a match with an injury a substitute is not permitted unless the injury is made worse during the match. A substitute may also be allowed for other â€œwholly acceptable reasonsâ€?. As a guide this would mean someone in the team who was an on-call doctor or someone who had a family member involved in an accident or emergency. In general this does not cover someone simply arriving late at the match without an acceptable reason. A substitute may field in any position but may not bat, bowl, keep-wicket or act as captain.
A batsman will be allowed a Runner if he becomes ill or injured at any time after the team sheets have been given to the umpires (as above). A Runner must: 1. Be a member of the team 2. Have already batted, if possible. If an Opening Batsman requires a Runner the person who acts as the Runner must not be listed to bat in the first 6. When a wicket falls the dismissed batsman should normally become the Runner. 3. Wear the same external protective equipment as the Batsman for whom he is running (pads, gloves and helmet, as applicable) and carry a bat. Further, if the Runner is Under-18 he must wear a helmet.
Lightning: What Should You Do?
Cricketers may take a cavalier attitude to thunder and lightning, possibly because the game is usually suspended as soon as it rains and the thunder might come later. This is not a good idea for a number of reasons some of which are: • Lightning can kill or seriously injure. • Blue skies overhead do not guarantee protection from lightning strikes. Lightning can strike far from where it is raining and it may come literally out of the blue, with no cloud in the sky and not a drop of rain. • It can strike even when the storm is as much as 10 miles away, though 6 miles or so is usually quoted as being a range at which risk really escalates. • Any exposed open area can be at risk if there’s thunder about • Lightning won’t necessarily go for the tallest nearby tree; it could jump sideways from another object to hit you or strike the ground and travel through it hitting you on the way. • It is likely to seek metal objects • It can travel from person to person if you’re close together
Go Indoors Immediately if:
• There is sudden thunder without lightning • You see lightning in the clouds • Flash to bang time is 40 seconds or less * • You see lightning strike the ground or building etc. nearby
• Waste time covering the pitch • Go near or move metal-framed pitch covers or machinery • Bunch together – spread out as you move indoors • Shelter under a tree especially a single tall tree • Stay outside if you can get into a building (or a car) • Sheltering inside a permanent metal-skinned or -roofed building is usually OK but avoid small sheds etc.
When to Resume:
• Keep watching and listening - 30 minutes after the last thunder it should be safe to go out * – but: if in doubt – stay indoors!!
There is imminent danger of a lightning strike if: • You feel your hair standing on end • There is crackling in the air • There is sudden thunder without lightning
Remember - There is no safe place outside in a thunder storm
Never lie flat on the ground during a lightning storm. Although the ‘Lightning Squat’ (crouching low with hands over head and ears and elbows on knees) has been mentioned by some as a last resort it doesn’t work. If you can get into a sturdy building or a car do this at once. * the ’40/30 Rule’ – by no means infallible but a good guideline. Get indoors when thunder is audible within 40 seconds after you see the associated flash (the ‘flash to bang time’) and don’t venture out until thunder has not been heard for 30 minutes 51
Ground Weather and Light (GW&L)
The following guidance has been issued by the ECB-ACO for use by umpires. The League recommends that the same criteria be considered by the home club and captains when assessing the fitness of the ground, weather and light for play
Guidance for Umpires
This guide represents the key issues and actions umpires should consider in reviewing GW&L issues caused by weather conditions (other than lightning). In order for play to start, continue or resume, both umpires (subject to point 9 below) should agree, at all times, that conditions do not present an actual and foreseeable risk of injury to any player or umpire. To help to establish this, the following questions should be considered by both umpires. The state of the game, or the views of either team, should have no bearing on the answers. 1. Have you carried out an inspection of the whole playing area, at no faster than at a reasonable walking pace, including the area immediately beyond the boundary over which fielders may need to pass as they endeavour to field or catch the ball? 2. Do the bowlers have reasonable footholds â€“ i.e. are they able to bowl without slipping - this must include the whole of their delivery, from where they begin their run up, to the point they have regained control of their movement after delivery of the ball? 3. Do all of the fielders have the power of free movement around the ground â€“ can they can move, turn and run at broadly full pace, without slipping? 4. Do the batsmen have the ability to play their shots and run freely between the wickets without slipping, both when they set off and in the action of turning? 5. Are you satisfied that there is no surface water and no standing water (water visible around the feet when pressed into the ground) in the playing area within 30 yards of the pitch, or on the square, or, if further away, that would be so slippery as to potentially constitute a danger? 6. In your opinion is there sufficiently good visibility to enable you to conclude that you, the batsmen, and fielders will be able to see the ball (taking into account its pace) clearly enough to be safe? 7. Are you satisfied that after pitching the ball does not bounce unpredictably or steeply or go through the surface of the pitch in a way that poses a danger to the striker or the wicket-keeper standing up? 8. Are you satisfied that none of the conditions pose an actual and foreseeable risk to the safety of any player or umpire? 9. Does the other umpire (if present) agree with your answers? If the other umpire is not a current full member of the ECB ACO then you should consult with him, but your answers to the above questions should determine the outcome. Whenever your answers to one or more of the questions 1 to 9 above is a NO, play must be suspended until the umpires, working with those responsible for the ground, have implemented a solution that eliminates the danger. 52
Things to consider and actions needed before play can start, continue or resume: Consult - Before play commences umpires should, if available, seek the view of people who know the ground and its facilities (covers etc) to agree with their colleague how GWL issues will be handled and ensure that both captains are informed. Observe the movement and actions of the players prior to commencing and during play to help decide/affirm your answers. Record at the time of all inspections, conversations, agreed actions, any delays/ suspensions of play. Retain these records and Record them on any official report on the match submit. Listen to what others are saying, consider it and reach your own independent conclusions. Ensure - play never starts or resumes without the umpires carrying out an inspection of the whole ground to confirm the answer to the above questions are all Yes. Delay â€“ do not wait until the end of the over â€“ if an answer is NO suspend play immediately.
Other points to note 1.
Once play has commenced it is not necessary for it to rain etc again â€“ if any of the answers become a NO, then play should be suspended immediately.
If players wish to continue, in spite of the umpires concluding it is dangerous, umpires should tell them they will not umpire the match under the prevailing conditions.
If players refuse to play, point out the decision is yours, remind them of Law 21.3, give them a chance to change their mind and if not invoke Law 21.3.
Note: To the fullest extent possible in law, neither the ECB or the CBACO (or indeed any other party involved in its production) accept any responsibility for loss occasioned to any person acting or refraining from acting as a result of material contained in this document.
High Full Tosses
Who calls and signals?
The decision (and the call and signal) is made by the Bowler’s End Umpire. The only role played by the Striker’s End Umpire (‘Square Leg Umpire’) is to help the other umpire judge whether the ball was too high. Whatever assistance might be offered the decision is for the Bowler’s End Umpire to make based on his best judgement. Good umpires will agree before the match how they will communicate with each other in this and other aspects of umpiring the match.
The Law The Laws of Cricket state that high full pitched balls are dangerous and unfair. There are two definitions, according to the pace of the delivery: • Any slow-paced delivery that passes (or would have passed) above shoulder height of the Striker standing upright at the Popping Crease, or • Any delivery other than a slow-paced one that passes (or would have passed) above waist height of the Striker standing upright at the Popping Crease Note that it is the speed of the delivery not the type of bowler. It is possible for a slow bowler to deliver a quicker ball and for a medium pacer or fast bowler to bowl a very slow delivery. In each case the height must be judged according to the pace of the ball that was bowled. Every high full toss must be called as a No Ball. In addition: 1. On the first occasion the bowler must be cautioned and the other umpire, the fielding captain and the batsmen are to be informed. 2. If there is a second high full toss then the bowler must be given a final warning. Once again the other umpire, the fielding captain and the batsmen are to be informed. 3. If a third high full toss is bowled then the fielding captain must be told to take the bowler off and he cannot bowl again in the match. In this situation the other umpire, the batsmen and the batting captain must be informed. After the match the player’s club must be advised that a report will be made and this report must be sent in accordance with the Disciplinary rules. Note that in the (rare) event that a high full toss is bowled deliberately then the first two stages above are ignored and the bowler must not bowl again (apply stage 3).
Where is the Waist? The ‘Waist’ is the level at which the elbow sits, approximately at the navel. It is not the top of the trousers. In practice any delivery that is clearly above the level of the trousers should be regarded as a ‘No Ball’
Dealing with Suspect Bowling Actions
a. The laws of cricket state (law 24.2) “for a delivery to be fair in respect of the arm the ball must not be thrown”. b. The law defines a fair delivery in respect of the arm. It states that, once the arm has reached the level of the shoulder in the delivery action, the arm must not be straightened at the elbow joint until the ball has left the hand.
2. Suspect bowling action
2.1. If there are two non-playing umpires the following shall apply:
If the umpires consider that a bowler’s bowling action is suspect, i.e. something in the delivery action raises doubts about whether the arm has been bent and then straightened, the following procedure is to be followed: a. The umpires shall discuss the bowler’s action with the captain of the fielding side and establish whether the action has been questioned in any previous match. b. If there has been a previous occurrence of the action being questioned and the matter has been reported to the League then, unless the club is able to confirm that the bowling action has been checked and cleared, the umpires shall instruct the captain to suspend the bowler and not allow him to bowl again in the match. If an over is partly complete it shall be completed by another player. c. If there has not been a previous occurrence or the matter has not been referred to the League then the umpires shall inform the captain that the bowler will be reported to the League. The bowler shall not be prevented from bowling unless the umpires together are certain that the action is illegal. If they are certain then the captain shall be instructed to suspend the bowler and not allow him to bowl again in the match. If an over is partly complete it shall be completed by another player. d. In the case of (b) or(c) above the umpires shall submit a disciplinary report to the League after the match in accordance with the League’s Disciplinary Regulations. 2.2. If there is only one non-playing umpire the following shall apply: If the umpire considers that a bowler’s bowling action is suspect, i.e. something in the delivery action raises doubts about whether the arm has been bent and then straightened, he shall discuss the matter with the captain of the fielding side and inform him that he will be submitting a report. He shall follow the procedures outlined in the League’s Disciplinary Regulations. No further action shall be taken during the match and, unless the captain of the fielding side agrees otherwise, the bowler shall be permitted to continue to bowl. In particular both sides are expected to meet the standards of behaviour set out in the Spirit of Cricket and in clause 4 below. 2.3. If there are no non-playing umpires the following shall apply: In the event of a concern by a member of the batting side concerning the bowler’s bowling action he shall inform his captain. If the captain agrees that the action is suspect then he shall approach the captain of the fielding side. Any such approach should be made only at the end of an over and under no circumstances whilst the ball is in play. The two captains shall discuss the matter and if the captain of the batting side considers that the bowling action is suspect he shall inform the captain of the bowling side that he will be submitting a report. He shall follow the procedures outlined in the League’s Disciplinary Regulations. No further action shall be taken during the match and, unless the captain of the fielding side agrees otherwise, the bowler shall be permitted to continue to bowl. In particular both sides are expected to 55
meet the standards of behaviour set out in the Spirit of Cricket and apply the standards set out in 4 below. 2.4. When a bowler has been reported to the League under the guidelines in 2.2 or 2.3 he shall be permitted to continue to bowl in League cricket. However, if the League receives a further report concerning the same bowler then until the League has approved the bowling action or interim consent has been given to continue to bowl he shall not be permitted to bowl in League cricket.
3. Illegal bowling action
There may be occasions when it is obvious that a delivery has been thrown and not bowled. If it is clear to the umpires beyond reasonable doubt that a delivery has been bowled that does not conform to the laws then they shall apply the provisions of Law 24, by calling No Ball and applying the following procedures: a. On the first occurrence the bowler is to be cautioned and his captain, the batsmen at the wicket and the other umpire informed. b. On a second occurrence the bowler is to be given a final warning and his captain, the batsmen at the wicket and the other umpire informed. c. If there is a third occurrence the umpires shall instruct the captain to suspend the bowler; the batsmen at the wicket shall be informed and the captain of the batting side as soon as possible. The bowler is to be reported as stated in 4 above.
4. Duty of Care – Young Players
If the player concerned is Under-18 the umpires and both captains are reminded of the guidelines concerning child welfare. In particular both captains are to ensure that an appropriate environment is maintained that avoids any threats, accusations, emotional or other pressure on or off the field of play for the duration of the match. Failure to meet these standards is reportable and will result in disciplinary action against the captain of the team concerned.
5. Duty to inform
If any player in a team has been reported under clause 2 the captain shall inform the umpires and the opposing captain of the relevant details prior to the start of the match.
6. Procedure by the League
a. Upon receipt of a written report alleging a player has a suspect bowling action the Disciplinary Chairman shall follow the procedure set out in clause 5.3 of the Disciplinary Regulations. b. The club concerned shall be required to arrange for the player’s bowling action to be checked by a level 2 (or higher) coach, unconnected with the club. c. If only one report has been received then he shall be permitted to continue to bowl unless and until his action is found to be illegal. However, if the League receives any further reports concerning that player’s bowling action then the Disciplinary Secretary shall instruct the club not to permit the player to bowl in any match until his action has been cleared. d. In the event that a club permits any player to bowl when he has been banned by the League then the club shall be considered to have played an ineligible player. e. All such reports and investigations shall be published on the League’s website.
ECB Fast Bowling Directive
The Fast Bowling Directives are designed to raise awareness of the need to nurture and protect our young fast bowlers through their formative years, and have been welcomed by a significant number of coaches and managers. Statistics clearly show that fast bowlers regularly win International matches, and if England is to achieve the vision of becoming the most successful and respected cricket nation, every effort must be taken to produce bowlers to reach the goal. The ECB fast bowling directives have changed following a two-year consultation process. The outcome is that bowlers up to under-15 level are now able to bowl longer spells and more overs in a day. Under the directives, which came into effect at the start of the 2010 season, bowlers at under-16 and under-17 level are now permitted to bowl an extra over per spell, but those in the under-18 and under-19 category have had the total number of overs they can deliver per day reduced from 21 to 18. The fast bowling directives are designed to raise awareness of the need to nurture and protect young fast bowlers through their formative years. Research has shown that fast bowlers are by far the most likely players to be missing playing and training time due to injury. U13 5 overs per spell 10 overs per day U14, U15 6 overs per spell 12 overs per day U16, U17, U18, U19 7 overs per spell 18 overs per day Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season. For the purpose of these Directives a fast bowler is defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball. Having completed a spell the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his* spell have been bowled from the same end. A bowler can change ends without ending his current spell provided that he bowls the next over that he legally can from the other end. If this does not happen his spell is deemed to be concluded. If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until the equivalent number of overs to the length of his spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately. Once a bowler covered by these Directives has bowled in a match he cannot exceed the maximum number overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end. If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast. Captains, Team Managers and Umpires are asked to ensure that these Directives are followed at all times. For guidance it is recommended that in any 7 day period a fast bowler should not bowl more than 4 days in that period and for a maximum of 2 days in a row. 57
Any player under the age of 18 playing in the Saracens Hertfordshire Premier Cricket League, County 20/20 or County Trophy matches must wear a helmet when batting and when standing up to the stumps when keeping wicket. The Umpires must be provided with a team sheet before the start of the match identifying any player who is not yet 18 on the date of the match. Captains, coaches, managers and umpires must always ensure that a young player wears a helmet.
Youth Players in Open Age Cricket
To be eligible to play in Open Age cricket, Youth players must be in Under 13s age group or older and adhere to the following conditions: (Under 13 at midnight on 31st August in the year preceding the current season) • The Parent/Guardian of an Under 13 must give written permission to their club to play in the Saracens Hertfordshire Cricket League. Form on SHPCL website • This form must be received by the club prior to registering the player in SHPCL • This form must be signed by an ECB CA Level Two Coach to verify that the players’ development would be enhanced by playing in Open Age cricket • The Club’s Welfare Officer should keep the written permission in a safe place • SHPCL Committee may, in certain circumstances, ask clubs to provide evidence of a player’s written permission Players in Under 12s County Spring & Summer Squads are also eligible to play, provided conditions above are adhered to. Where players are required to stand as an umpire, only as a last resort should players aged under 18 umpire any part of a match, unless qualified as an umpire or by agreement between both captains. Where possible, any under 18 umpire should stand only at the striker’s end, with an adult at the bowler’s end.
The captain is responsible for the safety of any young players in his team. Captains must ensure young players wear a helmet in adult cricket regardless of the speed of the bowling or the circumstances of the match. Captains must also ensure when placing their field that young players do not infringe the fielding regulations for young players issued by the ECB.
Responsibility and action of umpires
The umpires should establish before the start of any match the age group of any young players taking part in the match. This will require a meeting with the manager, coach or captain. When the captain has indicated that there are young players taking part, the umpires should remind the captain that he is responsible for the safety of the young players throughout the match. The umpires should not allow play to proceed if the young player is not wearing a helmet in line with League regulations. 58
Umpires should also ensure that young players do not infringe the fielding regulations for young players issued by the ECB.
What are the legal implications?
If a young player receives a head injury in a situation where the guidance had not been followed, there is a material risk that the person responsible for the player at the time the injury was sustained would be potentially liable for damages for negligence. In order to establish negligence it would be necessary to show: • that a person owes the cricketer a duty of care • that the person acted in breach of that duty of care; and • that the cricketer suffered loss or damage as a result of that breach. It will normally be possible to identify who was responsible for the safety of the player at the time the injury was sustained.
Definition of a Young Player
In law a young person is deemed to become an adult at age 18. The law also imposes a duty of care on those responsible for minors (i.e. those under the age of 18). The ECB is recommending that this guidance is followed by all players up to the age of 18.
In line with ECB has regulations covering the minimum fielding distances for young players in all matches where a hard ball is used. • No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball. • For players in the Under 13 age group and below the distance is 11 yards (10 metres). • These minimum distances apply even if the player is wearing a helmet. • Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back. • In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk. • These fielding regulations are applicable to all cricket in England and Wales. Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season.
Safety Measures for Helmets
The ECB has recently announced new helmet safety measures, which are being introduced with a view to reducing the risk of head and facial injuries within the game. The purpose of this brief note is to assist Leagues and Clubs at the recreational level to understand the key elements of these changes and what they mean.
Players over the age of 18
The ECB strongly recommends that all adult recreational cricketers should wear helmets for certain activities, preferably which meet the most recent British Safety Standard (see below). This recommendation applies to batting against all types of bowling, wicket-keepers standing up to the wicket (who may as an alternative wear face protectors) and fielders fielding closer than eight yards from the batsman’s middle stump, except behind the wicket on the off side.
The position in relation to u18s currently remains unchanged, and is governed by the ‘ECB Guidance on the Wearing of Cricket Helmets by Young Players’ (www.ecb.co.uk/ youngplayershelmetguidance). In essence, batsmen and wicket-keepers standing up to the stumps must wear head protection when playing or practising. That Guidance should be referred to in full for the position in relation to u18s.
British Safety Standard
The latest British Safety Standard is BS7928:2013 (for both adults and juniors). The full list of helmets meeting this standard is available at www.ecb.co.uk/helmets. For wicketkeeping face protectors the relevant British Safety Standard is BS7929-2:2009 (again, for both adults and juniors).
The ECB understands that there is currently no specific women’s helmet and as a consequence no specific standard for women’s cricket helmets. As the size of the standard women’s cricket ball is between the standard men and junior balls, it is recommended that women use helmets that have been tested against both the men’s and junior sized ball, or at least against the junior size ball (as that could potentially get through the gap above the face guard on a men’s helmet).
What do Leagues and Clubs need to do?
Whilst it is strongly recommended that all adult recreational cricketers wear helmets in the on-field circumstances detailed above, it is not mandatory for them to do so. For the avoidance of doubt, Leagues or Clubs do not need to go above and beyond the ECB’s recommendation by forcing their cricketers to wear helmets. However, Leagues and Clubs in recreational cricket should ensure that their cricketers are made aware of the ECB’s above recommendation in relation to helmets, including the need to check that any newly purchased helmets meet the latest British Safety Standard. The ECB recommends that Leagues and Clubs bring the link above (i.e www.ecb.co.uk/ helmets) to the attention of their cricketers and encourage all cricketers to carefully consider their own health and safety regarding helmet use. Leagues and Clubs should always ensure that they have adequate public liability insurance. 60
Match Day Procedures and Registration Wednesday prior to match by 10pm – deadline for registering Overseas & Overseas Resident players (categories 3 & 3E) Download the form from www. hertsleague.co.uk/overseas.doc Match Day (Saturday) by 10am – deadline for registering all category 1 (i.e. UK citizen) players in your club’s section at www.hertsleague.co.uk - select Registration from the menu to login. • Players’ full First and Surnames must be registered (initials will not be accepted). • Same full registered name must be used on team sheet and in scorebook. • Players aged under 19 must be identified on registration site and team sheet Match Day - before the toss, a minimum of 15 minutes and maximum of 30 minutes before the start time, both captains shall hand a completed team sheet to the umpires or, where no non-playing umpire, to the opposing captain.
A match cannot start until completed team sheets have been exchanged The Toss. In Divisions 2b and above it is a requirement that the two umpires are present at the toss. Captains and umpires are requested to ensure that this requirement is met. In Division 3a and below it is recommended that the umpires are present at the toss. This is to ensure that all relevant match rules and regulations are discussed and agreed, including but not limited to the various ECB directives. After the match: Any substitutes used shall be added to the team sheet. All team sheets must be countersigned as valid by one non-playing umpire (where there are umpires) and by the opposition captain. Posting team sheets: Divisions 2b and above: team sheets to be returned to the League Registrations Officer by the appointed umpires. Divs 3a and below: team sheets from opposing teams to be retained after game by each captain whose club should check on the league web site that opposition’s players are all registered. Any discrepancies to be reported to League within three days. Otherwise team sheets should not be posted to League and can be destroyed if there are no issues arising.

Penalties Any player who takes part in a league match and is not registered on the League web site by the stated deadlines, or incorrectly registered, shall be deemed ineligible for that match. In the event of an allegation against an ineligible player being proven (subject to appeal) the team fielding the ineligible player will have 10 points deducted. On each subsequent occasion that team fields an ineligible player, it will incur a 10 points deduction and an additional penalty of 10 points. 61
Other Match Day Requirements
Cancellation: In the event of cancellation through wet weather, umpires should be notified where possible no later than 2 hours before the scheduled start time, otherwise both umpires’ expenses will be payable. In the event of a cancellation, the HOME club is responsible for contacting BOTH umpires. Panel umpires expenses BEFORE THE MATCH each captain will pay one of the umpires. In the Premier Division and Championship the fee is £50. In Divisions 1, 2a & 2b the fee is £40. If only one umpire is present he shall receive £80 (£40 from each team). Umpires positions. If there is only one non-playing umpire he shall stand at the bowler’s end throughout the match.
The home club is required to supply umpires with all match balls and sufficient spare balls (which must be of the make and specification in line with the League rules).
After the Match
Home team to report the results via the smartphone app by 9pm on match day. Penalty: 5 point fine for failure to make the call by the deadline. Results, Facilities & Umpire Reporting
A Herts Cricket App has been designed to report match results. In order to access the App visit www.hertsleague.co.uk and select the download button from the home page. The App is available for both Android and Apple IOS. You can also report results directly from options on the website which will work on a PC, mobile phone or tablet. Once you click on download on the relevant operating system, you will be directed to either the Google Play store or the Apple App Store. Simply follow the download instructions. Once you have downloaded the App you will need to ask your Club’s League contact for the necessary Username and Password. You will need this to enter the main menu in the App. This should only need to be done once as the App will remember the details.
Herts Results reporting
Results can be input via either the mobile App or the website. All results, including cancelled and abandoned games, are to be reported by 9.00pm on the day of the match. It is the responsibility of all home XI captains to report the result by the required deadline. The home XI is the side that appears first in the fixture list in this Handbook, regardless of where the game is played. If the result is not reported before the deadline on the day of the match the home XI will automatically be penalised 5 league points.

In the Premier divisions, facilities will be the sole responsibility of the umpires officiating on the day and will be entered into the whostheumpire website. For all other divisions, it is the responsibility of the visiting Captain or his appointed representative to submit marks for the relevant facilities using the process set out on page 63. The marks must be entered by 11pm on the Friday following every match. Please note that the date and time of each report is automatically recorded. Failure to comply with the above deadline will result in the Club incurring a fine of £20 for each offence. N.B: - It is essential to submit a report for matches that are cancelled or abandoned, indicating as such in the match status “box” (fines as above will also apply for failure to comply). Please also note that inaccurately entered data, e.g. the wrong opponent, wrong date or division, etc. will render the report void (not reported). Fines will also be incurred in such circumstances.
Promotion Criteria (For facilities requirements see constitution, rule 3) The results of each Club will have a bearing on the Club’s ability to be either promoted or in extreme cases to remain in their current division or even in the League itself. The Constitution sets out the minimum facilities required in each division. As a general rule, to be considered for promotion a club needs to attain an overall average mark in excess of 6.5 for the top two divisions and 6.0 for all divisions thereafter, over a 2-3 year period. Clubs failing to meet the marking criteria can expect an inspection of their facilities and will need to agree appropriate action before promotion (probably with conditions attached) can be confirmed. Clubs will have the right of appeal (in writing) if there have been significant variations in the level of marks awarded or if for the ensuing season the Club has specific and finalised arrangements for the necessary improvements. The Committee will be able to exercise discretion but its decision will be final. Notification of Facilities Marks
Clubs perceived to have problems with any facility will be advised approximately halfway through the season of its own results compared with the average for the Division, which should enable Clubs to start to take action on necessary improvements. At the end of the season full details on a Club-by-Club basis will be made available. Tables for last season can be found in the main handbook.
Facilities Reporting Scheme Guidelines
Marks below 7: These represent an area where there may be a shortfall in the basic requirements and where possible remedial action or extra effort is required. Marks of 6 and below must be accompanied by helpful comments on the reporting system and in exceptional cases a letter may be sent. A mark of 7 should indicate that the basic requirements have been met as described below. Marks between 8 to 10: For achieving â€œadditionalâ€? standard, described below, or making an outstanding and obvious effort. Please Note: The Facilities Committee would like to remind all clubs that the marks awarded should be a clear reflection of the facilities provided on the day of the match and that the result of the match should not influence these marks unduly unless there are good reasons for doing so. In such instances please provide helpful clear comments explaining the reasoning for any apparent levels of marks awarded. The marks should only be entered on to the website by a designated member of the visiting club that was present on the day of the game.
1. Pitch Basic:
Properly prepared (mown and rolled) to a width of 10 feet. Properly and clearly marked to conform to MCC Regulations and Recommendations (i.e. 5 foot and 1 foot lines). Be of reasonably consistent bounce throughout match and not affording excessive spin or movement off the seam. Adequate set of stumps and bails to be provided together with bowling markers (not left to umpires to provide). Sawdust and cloths available during wet conditions. Roller available for use between innings. Pitch ends to be cleaned up between innings and necessary re-marking to be done. Additional: Pitch to offer reasonable pace throughout match. 1st XI matches to be located in central area of square. Whole square to be closely and evenly mown and old wicket-ends repaired to give as true a fielding surface as possible. Stumps and bails to be properly matched sets and in good condition. Heavy set of bails to be available for windy conditions.
2. Outfield Basic:
Adequately mown to provide reasonably true fielding surface. Properly maintained and repaired so that it is free from stones, holes and other hazards. Reasonably flat (slight slopes and undulations not to be penalised) Additional: Finely mown, free from grass cuttings and rolled to provide fast and true surface. Flat and spacious. Well grassed over entire area.
3. Sightscreens (Division Six B and above) Basic:
One provided at each end of ground. Adequate size (width and height), in good repair and of acceptable white/light coloured facade. Easily moved and in position before commencement of play. (No sightscreen = no points. 1 sightscreen = 4 points maximum). Positioned wholly outside playing area with boundary line adjusted where necessary. Additional: Very large if single variety or two (split) screens at each end. Clean and in really good condition giving excellent sighting for batsmen.
4. Boundaries Basic:
Marked as per divisional requirements. Adequate number of flags and markers. Straight and uniform within contours of ground. At least 50 yards from centre of pitch. Additional: Numerous and prominent markers or flags. Separately mown to give added prominence. Reasonably equidistant in relation to siting of pitch on square.
(not necessarily applicable to Divisions 7a and below; scoreboard to be marked) Basic: Main total to be clear and moveable (flip-over or lights) to ensure promptness. Overs, wickets and 1st innings score also to be clearly displayed and easily changed. To be a score box and not just a board, internal seating and table for scorers, providing adequate protection from the elements! Box should be clean and tidy. (Old fashioned “telegraph” type scoreboard limited to a maximum of 5 points). A clock, visible from the wicket, must be provided. If no clock is provided this must be reported Additional: Flip-over numbers or lights for all items mentioned above. Facility for recording individual scores of batsmen. Light or other clear method of acknowledging signals from umpires. Home” and “Visitors” boards available. Large, clear clock suitably positioned.
6. Pavilion Basic:
Changing rooms to be lockable, clean and tidy with rubbish from previous matches removed from the premises. Toilets and wash basins (with separate facilities for ladies) to be in a sanitary condition with adequate supply of requisites. Showers to have good supplies of hot water with temperature safely controlled. Cubicles to be clean and clear of debris / dirt from previous use. Tea to be served on clean crockery and hygienically protected until tea is taken by all players, umpires and scorers. Additional: Changing rooms of above average size with adequate space for all kit bags. Showers separate from opponents with 4 or more shower spaces. Individual cubicles are of particular benefit. Toilets to be housed separately from changing rooms and showers. A separate changing area for umpires.

Aims and Jurisdiction
1.1. The England & Wales Cricket Board (ECB) is committed to maintaining the highest standards of behaviour and conduct in the game of cricket. The ECB Premier Leagues (the Leagues), including the Saracens Hertfordshire Premier Cricket League (the League), which operate within the jurisdiction of the ECB, share this commitment and take it very seriously. 1.2. These ECB Premier League Disciplinary Regulations, incorporating the Code of Conduct and Spirit of Cricket (as set out in paragraph 2 below) (Disciplinary Regulations), have been adopted by the Leagues and are intended to provide guidance and ensure uniformity in dealing with any alleged breach of the Code of Conduct. 1.3. The Disciplinary Regulations shall be complied with by all those who participate in the Leagues, including players, clubs, club officials, club members, the Leagues, representatives of the Leagues, umpires, and any other person or body who is from time- to-time engaged in cricket-related activities under the auspices of the Leagues (Participants). (For the purposes of paragraph 2 below, â€˜playersâ€™ shall be deemed to include other Participants if the context of an alleged breach of the Code of Conduct so requires.) 1.4. Subject to the mutual recognition provisions (at paragraph 9 below), the League shall be responsible for the enforcement and administration of the Disciplinary Regulations in relation to Participants registered to the League and/or participating in cricket-related activities under its auspices. All Participants, by virtue of their registration with the League (whether directly or via a club) and/or participation in cricket-related activities under the auspices of the League, agree to be bound by the Disciplinary Regulations. 1.5. All Participants are required to cooperate with the Leagues in regard to discipline. Without prejudice to the generality of this requirement, every club shall take all reasonable steps to ensure the proper conduct of its Participants in accordance with the Disciplinary Regulations and shall not act in any way which is prejudicial or detrimental to the interests or reputation of the League(s) or the game of cricket. 1.6. There is nothing in the Disciplinary Regulations preventing or discouraging clubs from applying additional or stronger penalties in regard to breaches of the Code of Conduct beyond those set out in the Disciplinary Regulations, whether or not penalties may apply under the Disciplinary Regulations. To this end, it is important that clubs have their own code of conduct and disciplinary procedures in place. 1.7. At all times it is to be remembered that the core aim of the Disciplinary Regulations is to maintain the highest standards of behaviour and conduct in the game of cricket. The procedures detailed in the Disciplinary Regulations are intended to be fair, straightforward and proportionate to the needs of the Leagues and Participants, respecting fundamental principles of natural justice 71
and fairness but recognising that those involved with the procedures will not typically be, and do not need to be, legally qualified. Therefore, as long as the principles of natural justice and fairness are not infringed, minor practical or technical points will not serve to invalidate the procedure or any decisions or findings under the Disciplinary Regulations. 1.8. In the event that any incident or other matter occurs which is not provided for by the Disciplinary Regulations (whether it relates to conduct, jurisdiction, procedure or penalty), then the Chairman of the League’s Discipline Committee or his nominated deputy (Discipline Chairman) or the League’s Disciplinary/Appeal Panel may take such action as considered appropriate in the circumstances, taking into account the specific circumstances and the principles of natural justice and fairness. 1.9. In the event that any alleged breach of the Code of Conduct falls under any other relevant ECB regulations (as may from time-to-time be in force), such as the ECB Safeguarding Complaints and Disciplinary Procedure, or is subject to investigation by the police or other public authority (or analogous body), or is subject to any other legal/regulatory process, the Discipline Chairman or the League’s Disciplinary/Appeal Panel may temporarily suspend the procedure under the Disciplinary Regulations.
Code of Conduct and Spirit of Cricket
2.1. Code of Conduct 2.1.1. Captains are responsible at all times for ensuring that play is conducted within the Spirit of Cricket (as set out in paragraph 2.2) as well as within the Laws. 2.1.2. Players must at all times accept the umpire’s decision. Players must not show dissent at the umpire’s decision or react in a provocative or disapproving manner towards another player or a spectator. 2.1.3. Players shall not intimidate assault or attempt to intimidate or assault an umpire, another Participant or a spectator. 2.1.4. Players shall not use crude and/or abusive language (known as “sledging”), nor make offensive gestures or hand signals, nor deliberately distract an opponent. 2.1.5. Players shall not use language or gestures that offend, insult, humiliate, intimidate, threaten, disparage or vilify another person on the basis of that person’s (or that person’s perceived) age, race, religion, sexual orientation, colour, descent or national or ethnic origin. 2.1.6. Players shall not use or in any way be concerned in the use or distribution of illegal drugs or other criminal activity. 2.1.7. Participants shall not make any public or media comment which is prejudicial or detrimental to the interests or reputation of other Participants or the game of cricket in general. In this instance, media shall include (but not necessarily be limited to) press, radio, television, external websites, club websites, social networking sites and club match programmes. Nothing in this provision shall prevent any comment which constitutes honest opinion in regard to cricketing matters and which is made in a fair and respectful manner. 72
2.1.8. Participants shall not publicly disclose or comment upon any alleged breach of this Code of Conduct. 2.1.9. Participants shall not act in any manner which is against the Spirit of Cricket, otherwise improper, or prejudicial or detrimental to the interests or reputation of the League(s) or the game of cricket. 2.2. Spirit of Cricket Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws, but also within the spirit of the game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. 2.2.1. There are two Laws which place the responsibility for a team’s conduct firmly on the captain. Responsibility of Captains The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player’s Conduct In the event of any player failing to comply with the instructions of an umpire, criticising his decision by word or action, showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player’s captain, requesting the latter to take action. 2.2.2. Fair and Unfair Play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time, and it is the responsibility of the captain to take action where required. 2.2.3. The umpires are authorised to intervene in cases of: • Time wasting • Damaging the pitch • Dangerous or unfair bowling • Tampering with the ball • Any other action that they consider to be unfair 2.2.4. The Spirit of Cricket involves RESPECT for: • Your opponents • Your own captain and team • The role of the umpires • The game’s traditional values 2.2.5. It is against the Spirit of Cricket: • To dispute an umpire’s decision by word, action or gesture • To direct abusive language towards an opponent or umpire • To indulge in cheating or any sharp practice, for instance: • Appeal knowing the batsman is not out; • Advance towards an umpire in an aggressive manner when appealing; and • Seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side. 73
2.2.6. Violence There is no place for any act of violence on the field of play. 2.2.7. Players Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this. 2.3. Failure to comply with the provisions of the Code of Conduct may lead to disciplinary action, irrespective of a proven breach being related to a match not under the jurisdiction of the League.
3. Breaches and Reporting
3.1. Any Participant in breach of the Code of Conduct shall be liable to penalties in the manner prescribed in the Disciplinary Regulations. 3.2. A breach of the Code of Conduct will normally be categorised as Level 1, 2, 3 or 4, as set out in Appendix 1. 3.3. Reporting of Breaches by umpires 3.3.1. Subject to paragraph 3.3.3, for a first Level 1 breach of the Code of Conduct in a match, the umpire(s) should warn the player as to his future conduct and advise him and his captain that any repetition in the match will result in a formal report. 3.3.2. If any player receiving such a warning then commits a further Level 1 breach in the match, the umpire(s) should advise him and his captain that they will be submitting a formal report. 3.3.3. Should the umpire(s) consider that the first Level 1 breach is sufficiently serious, they have the authority to decide to submit a formal report without having previously issued any warning. The player and his captain should be advised accordingly. 3.3.4. In all instances of any perceived Level 2, 3 or 4 breach, the umpire(s) should complete a formal discipline report. 3.3.5. Any alleged breach of the Code of Conduct subject to a report by an umpire should be notified by telephone by the umpire to the Discipline Chairman within 24 hours of the end of the match. The written report should be sent, preferably by email using the standard discipline form, to the Discipline Chairman and be received within 72 hours of the end of the match. 3.4. Reporting of Breaches by Participants 3.4.1. Any allegation of a breach of the Code of Conduct by a Participant made against another Participant which arises from an incident during the course of a match or on the field of play should be reported by a teamâ€™s captain to the umpire(s). 3.4.2. Any allegation of a breach of the Code of Conduct by a Participant made against another Participant which does not arise from an incident during the course of a match or on the field of play should, ideally, be notified to the Discipline Chairman promptly after the incident giving rise to the allegation. Subject to any direction from the Discipline Chairman, a written report should be produced, which should allow the Discipline Chairman to understand i) the background to the alleged incident, ii) why a breach of 74
the Code of Conduct is alleged and iii) the Level of breach alleged. Where possible, notifications and reports should be submitted to the Discipline Chairman by a club secretary or directly through playcricket.com (or in such other manner as may be directed by the Discipline Chairman). 3.4.3. The Discipline Chairman shall have an overriding discretion to accept or decline reports submitted under paragraph 3.4.2. Save for exceptional circumstances, such reports shall not be accepted relating to any alleged breaches of the Code of Conduct which have been, or could have been, reported by an umpire pursuant to paragraph 3.3.5 (the Discipline Chairman may contact an umpire for his observations/views on allegations/the content of any report) or where there has been undue delay in making a notification or report. 3.4.4. Any complaints submitted under paragraph 3.4.2 must be made in good faith. The submission of a report which is trivial, vexatious, made for tactical reasons or otherwise improper may itself be treated as a breach of the Code of Conduct under paragraph 2.1.9.
4.1. The Discipline Chairman shall, as soon as reasonably practicable following receipt of a report, inform the secretary of the concerned club (or other Participant as appropriate in the circumstances) that a report has been made. 4.2. Any Level 1 or Level 2 breach of the Code of Conduct should in the first instance be dealt with by the Participantâ€™s club (in accordance with the guideline penalties detailed at paragraph 6 below), and the secretary of the club shall notify the Discipline Chairman within 48 hours of any action taken by the club or which it proposes to take. 4.3. Within 48 hours of receipt of notification from the secretary of the club as to its action or proposed action, the Discipline Chairman shall consider the matter and resolve: i. To take no further action except to record the complaint and notify the club of his decision; or ii. To endorse any action taken by the club and confirm that no further action is required; or iii. To refer the matter for a full disciplinary hearing (Disciplinary Hearing). Level 3 or 4 complaints will automatically be subject to a Disciplinary Hearing

Appendix 1 – Breaches of Discipline
Certain conduct, whether on or off the field of play of play, amounting to a breach of the Laws of Cricket and/or the Spirit of Cricket has been categorised into 4 levels which are set out below:-

Where any alleged breach falls outside the conduct above, whether on or off the field, the Discipline Chairman shall determine the appropriate Level with reference to the following factors: • the level of harm caused (or potentially caused) to the interests or reputation of the League(s) or the game of cricket in general; • whether any alleged language used or gesture made may offend, insult, humiliate, intimidate, threaten, disparage or vilify another person on the basis of that person’s (or that person’s perceived) age, race, religion, sexual orientation, colour, descent or national or ethnic origin; • whether it is alleged that any conduct was intended to cause physical harm to another person, or such harm was reasonably foreseeable; • whether it is alleged that any conduct was intended to cause distress to another person, or such distress was reasonably foreseeable; • whether it is alleged that any behaviour caused harm to a child, or such harm was reasonably foreseeable; • the level of harm/distress the alleged conduct caused (or may have caused) to another person; • whether it is alleged that any conduct was criminal or otherwise unlawful; and • any other factor relevant to the particular circumstances of the alleged conduct. In determining the appropriate level, it is again to be remembered that the core aim of the Disciplinary Regulations is to maintain the highest standards of behaviour and conduct in the game of cricket. The Level determined for an alleged breach of the Code of Conduct should be proportionate to achieve that core aim.
For the avoidance of doubt, any postings online and/or on social media (Twitter, Facebook or similar/equivalent platforms) also fall to be determined in accordance with the factors above. In relation to such cases, it should be noted: 1. Participants are to be considered responsible for any posting(s) on their social media account(s) which are caught by the factors detailed above (the fact that a posting may have been made by someone else in the Participant’s name will not necessarily prevent disciplinary action being taken); 2. Disciplinary action may result from repeating comments made on social media by others (e.g.‘retweeting’) which are caught by the factors detailed above; and 3. The deleting of any inappropriate content, whilst advisable, does not of itself prevent disciplinary action being taken.
