Maroga dismissed over R50m VBS saga By Thabo Mooke The woes of the Moretele Local Municipality Manager, Mr Shimane Isaack Maroga are not over yet as the Agenda for Citizenry Governors (ACG) and other parties in the municipality, the ANC, COPE and DA have resolved to seek further legal advice to recoup the R50m the municipal manager had invested in the VBS mutual bank. ACG PR Councillor Governor Shangy Mbekwa confirmed that during a council sitting held in Mogegelo Community Hall recently, his organisation, including ANC and COPE councillors resolved that Maroga should be dismissed with immediate effect. In an interview with Sosh Times, Mbekwa also confirmed that Maroga has since vacated his office. The ACG had tabled a
motion of no confidence on the Moretele Local Municipality administration following an investment of public funds in the VBS bank in December 2018. The motion was supported by the EFF, DA. Maroga was placed on a precautionary suspension from December 2018, pending investigation into the R50 million investment in VBS. According to Mbekwa, the R50m was given to the municipality by the Department of Water Affairs and Sanitation for the provision of water. Areas under the Moretele Local Municipality have chronic water shortages that often sparked widespread violent protests that included the burning down of municipal offices. A disciplinary hearing, according to ACG, was instituted under Disciplinary Regulations for Senior Managers. (Gov-
ernment Gazette 32413 of 21 April2011). The hearing that was conducted at the boardroom of the Carousel Hotel complex in Hammanskraal from the 20th March 2019 and during the closing stages, it was moved to Maisels Chambers in Sandton, Johannesburg for closing arguments in August 2019. “Charge number one,’’ said Mbekwa in a statement, “was in contravention of Sec 7(3)(b) of MFMA of 2003 and municipal investment regulations policy for authorizing the then CFO Mrs Nancy M Rampedi to open the bank account on behalf of a municipality with the VBS Mutual Bank knowingly that the institution was not registered as a bank in terms of the Banks Act 94 of 1990, his conduct constituted to gross dereliction of duties. “Charge two, the contravention of the provision of the
municipal finance management act, the municipal investments regulations and the investment policy of the municipality for misconduct of authorizing CFO to unlawfully invest R50 million during March 2017, R50 million in April 2017, R78 million in July 2017, R30 million in August 2017and R40 million during October 2017, with VBS in contravention of MFMA section identified on charge one. “Charge three, misconduct of leading the municipality to fruitless and wasteful expenditure in terms of MFMA for contravention of Sec 62(1) (d) and 95(1)(d) as a result the municipality lost R50 million due to investment with VBS mutual bank,” added Mbekwa. He said the ACG would leave no stone un-turned “we are going to ensure that the council persist in digging out all culprits to be laid on their self-designed beds”.

Hlatshwayo with her team and Mr Emmanuel Kwenaite from the Gauteng Community Safety who facilitated the proceedings. The CPF Chairperson Molefe Tau broke the AGM’s ice by presenting the annual report and followed by the Youth Desk’s Secretary, Kabelo
Makhubela who gave a version of the youth brigade’s life that was for the 2018/2019 year. Both reports were appreciated and welcomed by the attendees who were itching for the long awaited elections of the new CPF Executive Committee. Prior to the elections, Mr
Kwenaite briefed all and sundry about the processes of the elections and the kind of people who are fit to hold the CPF office, and everyone gave a nod and allowed the polls to go ahead. Unlike in many elections, these polls were free from conflicts and disputes where everyone amicably exercised their democratic right to vote. Mr Molefe Tau made a come back as a Chairperson of the Rietgat SAPS’ CPF, however he is the only candidate who has been reelected for the second term. The following are the new executive members of the newly elected Rietgat SAPS CPF: Chairperson - Mr Tau from Sector 3, Deputy Chairperson Mr Kekana Sector 2 ,Secretary Ms Lefoko Sector 4, Deputy Secretary Ms Tlale Sector 2 Treasurer Mr Ramaru Sector 3, PRO Ms Nkosi Sector 5 Other five members were also nominated as additional members of the committee. In accepting his position, CPF Chairperson Molefe Tau said he is looking forward to working with
his new team in the fight against crime. “I am positive that this team will take us forward and ensure that we wage war against crime in our area,” said an excited Molefe. Mr Kwenaite also appreciated the way the elections were run and the maturity of the people who took part in the elections. “We are happy with the outcome and we hope that this team will contribute towards fighting crime in the community.” The Station Commander of Rietgat SAPS, Colonel Hlatshwayo echoed the same sentiments that the newly elected team will yield positive results to the community they serve.” ‘‘I am happy that the elections were free and fair, but most importantly peaceful, and we experienced no element of cheating or malfeasance in the process of elections, starting from lobbying up until to the actual elections. We are positive that Rietgat will work with people centric individuals who want nothing but to fight crime in their area,” said Colonel Hlatshwayo. If these elections are anything to go by crime levels in the Rietgat precinct will definitely decrease.
