Jon Plafcan appointed acting Carlisle Mayor

Jon Plafcan was appointed acting mayor by the City Council at the January 28, 2025, meeting. Chris Davidson was appointed to fill the vacancy created by a ballot discrepancy at the last election. Both men were sworn in by Judge Teresa Smith.

Because Carlisle is a First Class city, the law states that the mayor is appointed until a special election is held within a year’s time. The Council will schedule a special election which will probably coincide with the School Board election in November to save money. Until that time, Plafcan will vote as a Council member and continue to receive Council Member’s paynot the salary of a mayor.

City Attorney Mike Stuart reminded new Council members Caleb Swears and Chris Davidson (Andrew Silverman was absent) that at least half of the

Council must be certified in Water Provider Training by Arkansas Rural Water. In the near future the state will be dictating the rates citizens will be paying for water. All cities are required to submit to a rate study by the state. This is to insure that cities have adequate funds to meet the required needs of city water system. This new water rate may come as early as the spring and could be substantial. Carlisle citizens should be prepared for a hike in water bill prices. In the future these rate studies will be done each five years and water bills will be adjusted accordingly.

The Zoning Commission has four vacancies. Any citizen who would like to serve on this commission should submit his/her name to Mayor Plafcan. Recently, duck hunters have occupied some of the central downtown areas and converted them to Air B and B’s. Discussion was held con-

cerning city regulations about zoning and taxing.

The Zoning Commission will investigate, but it is believed that these may be deemed businesses and will owe occupation taxes.

The architect has submitted the design for the new terminal to be built at the airport. It has been met with general approval and excite-

ment.

Chris Davidson explained the future of both concession stands for the spring baseball season. Rockefeller Park will be able to have crock pot dishes which will allow hot dogs, nachos, etc. Because a commercial vent-a-hood is so costly, it will have to be purchased when the grant is available in

April. Until then nothing will be able to be fried in the building. Otherwise most other concession type foods will be available.

The concession stand at City Park will be handled by Coach Wilson and the football players. The menu was not given.

Everyone is invited to participate in a Community Clean-up Day for The Concession Stands!! It will be February 24. “ Parents, students, players, and community members are needed to make the park and fields presentable and ready for the season. All help is needed in the absence of a Parks and Rec director. Andrew Silverman, Chris Davidson, B.J. Greene, Coach Wilson and many others have volunteered many hours to keep the programs going. It’s time for the community to do its part and show their support. Come out and help!” Mayor Plafcan said.

Des Arc School Board honored with meal

The Des Arc School Board met on January 27th. January is School Board Appreciation month, so Superintendent Marc Sherrell and wife, Deanie, and District Treasurer Natasha Richards provided sandwiches, chips and dip, and cake for the board members before the meeting. Sherrell thanked them for their service and dedication.

The board re-hired Sherrell through the 2026-2027 school year.

Superintendent Sherrell reported that the current enrollment for Pre-K through 12th grade is 656. He said that the new superintendent’s office is complete, other than waiting on some furniture and a walkthru will be planned soon. The new playground equipment, provided by PALS, is in the process of being installed, and he is waiting on drawings for the new concession stand to be finalized. He also reported that a $21,000

Professional Learning Grant has been received, and an $8,700 PEER Growth Incentive was received for test growth.

Elementary Principal Holland reported on the current testing scores for DAES. She said that she, the teachers, and Intervention Specialists would be meeting later in the week to break down all the scores so they could determine students in each grade that need some extra help.

HS Principal Paschal’s report for DAHS was focused on how the “Students Success Plan” is being updated. He presented a slide show that shows how the plan is being updated to help students, parents, and the counselor keep up with each student’s goals, career path, and academic needs to meet those goals. He said that student success plans are already in place and meet required guidelines but they are currently kept by the HS Counselor on paper. They will now be digitized so students and parents can have access

to them at any time.

Beginning in 8th grade, every student will develop their own success plan. The counselor will distribute the plans and begin the development, then the plans can be updated at any time by students, and parents, but they will continue to be updated at the end of each year by the student and counselor. The plans have five steps. 1.

Career Planning where students record career interests. 2.

Postsecondary Planning where students can plan for what education or training is needed for careers they are interested in and also has some helpful tools. 3. Academic Planning where students record their academic courses

and track their progress toward HS graduation. The counselor will help with this at the end of each year in planning the courses needed the next year. 4.

Experiential Learning and Activities where students record career experiences, work based learning, extracurricular activities and community service. This will also be a good resource as they build their resumes. 5.

Network where family, friends, employers, teachers, and others that provide students with education, training, and advice can be recorded to help students with further education and training to meet their career goals. Resignations were accepted from Special Ed Aide Rebecca Walters,

and Maintenance and Transportation worker Michael Weatherly. Resignation letters for retirement at the end of the year were accepted from Elementary Principal Cheryl Holland and Federal Coordinator and Math Specialist Jamie Eans (see separate article). Joshua Stringer was hired as a HS Custodian. Eryn Walker was hired as a HS Cafeteria worker. Since School Choice applicants can now be accepted from January through May, four applicants were approved: a Kindergartener from Hazen, a 2nd grader from Cabot, an 8th grader from Cabot, and an 11th grader from Sylvan Hills.

Burned body discovered in Carlisle storage unit

Daniel Ford’s body was discovered in a burned storage unit belonging to Bennett’s Storage Units north of Carlisle on Highway 13 on January 28. The Carlisle Fire Department was called to a fire there at 8:00

January 22 and found six units on fire. The fire was put out, but there was no suspicion of a fatality.

On January 28, an insurance agent was inspecting the units to determine a damage estimate and discovered the body. Ford, 41, was believed to have sought a place out of the cold the night of January 21. The body has been taken to the Crime Lab for an autopsy. The investigation is being conducted jointly by Special Agents from ASP CID, the LCSO CID and ASP’s fire investigators.

James Earl Burks

James Earl Burks, 88, of Hazen passed away, Monday, January 27, 2025.

James had a deep love and passion for fishing, gardening, hunting, and most of all spending time with his family and especially his grandkids and great-grandkids. James was a 53 year member of Free & Accepted Masons of Arkansas. He received his Entered Apprentice Mason Degree on April 4, 1972 and was past to Fellow Craft Mason on May 23, 1972 and was raised to Master Mason on June 10, 1972 at El Dorado Masonic Lodge #13. He was Past Master of Hazen Lodge #361 for the years of 1998, 2000, and 2003.

James was preceded in death by his parents, George and Selma Burks, his wife Arlene Burks, his brother, Pete Burks, and his sister, Georgana Hunter. He is survived by his children, Scott Burks, Jerry Burks and wife (Rachel), Leila Jo Zimmerman, and Eddie Raper and wife (Sandy); Grandchildren, Jessica Howard, Jessica Skillern, J.J. Burks, Melissa Moody, Nathan Campbell, Robert Raper, Jimmy Raper, Jordan Raper, and Holly Wilcox and numerous Great Grandchildren.

Services for James will be Saturday, February

1, 2025 at the Center Point Missionary Baptist Church, North of Hazen, with a visitation beginning at 1:00 PM until 2:00 PM and the funeral service immediately following beginning at 2:00 PM. Interment will be in the Center Point Cemetery.

Scotty’s memory will live on in the hearts of his family, friends, and all those whose lives he touched.

Scotty Arco Abbott Dunar, of Hazen, Arkansas, joined his Lord and Savior on January 26, 2025. He was born on August 26, 1966, in Little Rock, Arkansas, to Percilla Ruth Dill Dunar and Billy Harold Abbott Sr. Scotty was a proud graduate of England Academy and a faithful member of Embassy Church in North Little Rock. Scotty was a vibrant soul with a larger-thanlife personality. Loud, outgoing, and full of energy, he never met a stranger. He had a passion for deer hunting and was well-known for cooking up delicious crawfish boils. His love for Jesus Christ was evident in every aspect of his life, including his participation in several men’s Bible study groups. Last year, Scotty embarked on his first mission trip to Honduras, an experience that brought him immense joy and purpose. He went door to door spreading the gospel, built a church in memory of his late brother-in-law, Joe Hurley, and completed two mission trips with plans to return for more. His work in Honduras was a reflection of his deep faith and love for helping others. Scotty was preceded in death by his mother, Percilla Ruth Dill Dunar, and his beloved stepfather, Jackie Dunar. He is survived by his father, Billy Harold Abbott Sr.; three sisters: Sheila Hurley of Hazen; Julie (Bob) Maharrey of Birmingham, Alabama; and Cassy (Charles) Wages of Tyler, Texas; as well as one brother, Billy (Annie) Abbott Jr. of Bryceville, Florida. He is also survived by his cherished nieces and nephews: Amanda (Todd) Melton, Franci Hurley (Jim) Corr, Joey (Brandy)Hurley, BrittanyHurley (Parker) Aycock, Jackman Parker, Grace Lopez, Jordan Lopez, Ivan Abbott, and Landon Abbott.

partner with his father, his farming career included Kingsland (Cleveland County) where in 1978 the family was voted Farm Family of the Year, a very proud moment for the Kilgores. Interests there included soybeans, wheat, oats, silage, and cattle. In Lonoke County, including the communities of Carlisle, Snake Island and Hamilton, consisted of rice, soybeans, aquaculture (minnows & fish), and Kilgore Motor Company.

Donald was preceded in death by his mother, Emogene Hankins Kilgore in 1954; brother, Jerry Kilgore in 1968; father, Vernon J. Kilgore in 1991, and nephew Jeffrey, in 2022.

Des Arc Elementary Principal Cheryl Holland and Federal Coordinator/Math Specialist Jamie Eans will be retiring at the end of the school year. The school board accepted their letters of resignation at their board meeting on January 27th.

Richard Oliver Kasiah, 69, of Lonoke, passed away January 27, 2025 at his home. He was a former truck driver and a former member of the Arkansas National Guard. He was preceded in death by his mother, Nina L. Armstrong Kasiah; his father, Claud L. Kasiah; his brother Claude C. Kasiah, and his sister, Marylin Horst Kasiah. Richard is survived by his wife, Clara S. Fort Kasiah; his sons, Rocky Kasiah of Oklahoma, Richard Kasiah of Oklahoma, Michael Walker and Richard Walker both of Pine Bluff, Arkansas; his step-son, Aaron Davis (Davie) of Seffner, Florida and step-daughter, Casie Davis Franks of Traskwood, Arkansas; his sisters, Molly Dolittle of New Mexico, Marha Kasiah of Hot Springs Village, Carrol Holloway (Jimmy) and Nina Fahl of Las Cruces, New Mexico; his brothers Joseph C. Kasiah (Jane) of Pine Bluff, Rod L. Kasiah (Debbie) of New Mexico, Larry R. Kasiah (Beverly); and several grandchildren and great-grandchildren.

Donald Ray Kilgore

Growing up without a mother figure was hard on him, his brother and his sister, but with the love, support and provisions provided by their father Vernon, they got through and succeeded all the days of their lives. He and his siblings were very fortunate to also have had love and support from both the Kilgore and Hankins families.

He is survived by his wife: Marie Kittler Kilgore of Carlisle; son: John David Kilgore of Dallas, Texas; daughter: Jill R. Kilgore Caviness & her husband Jason of Hazen; son: Jerry A. Kilgore & his wife Courtney of Carlisle; grandchildren: Caitlyn Kilgore, Carson Kilgore, Keller Kilgore, Luke Caviness & Lily Caviness; sister: Jeannie Kilgore & her husband Steve Inmon of Sherwood; nephew: Scot; a host of Kilgore and Hankins family cousins and many friends.

Holland has been employed for 36 years and Eans for 41 years. They both offered tearful goodbyes and said how hard it would be to leave. They commented that Des Arc Schools had been their home for most of their lives since they were blessed to have been raised in Des Arc and attended and graduated from Des Arc, then spent their entire professional years here.

Superintendent Marc Sherrell stated that these were the hardest resignations he was forced to accept. He told them both that their hard work and dedication went above the call of duty and it was apparent in both that they love the students, love being in positions to further students’ education, and love Des Arc. “It’s going to be tough without them and very tough to replace them.”, he said. Each board member stated their appreciation and shared some memories of their own when they were students. Everyone present applauded and offered a standing ovation.

The Arkansas House of Representatives has completed the third week of the 2025 Regular Session, making significant progress on legislation that impacts residents across the state.

This week, the House considered and passed several bills addressing a range of issues, from digital identification services to financial planning, tax relief, and public safety.

Among the bills passed was HB1135, which removes the mandatory $10 fee for issuing a digitized driver’s license or identification card.

The House also approved HB1085, which modifies the Arkansas Brighter Future Fund Plan Act. This legislation allows funds from the state’s tax-deferred tuition savings program to be rolled over into a Roth IRA, giving families and students more flexibility in financial planning for education and retirement.

Ensuring that property tax relief funds remain protected was the focus

of HB1074. Under current law, funds from the Property Tax Relief Trust Fund can be redirected for other purposes with a simple majority vote in both chambers. HB1074 increases this threshold to a threefourths majority, making it more difficult for these funds to be used for anything other than property tax relief. Public safety and communication for individuals with autism spectrum disorder (ASD) were also addressed with the passage of HB1046.

The Des Arc Eagle Eye Archery Team participated in the Stuttgart HIt or Miss Archery State Qualifying Tournament on Saturday, Jan. 25th and took top honors with a score of 3194. This is the Eagle Eyes highest score of the year!

The Hazen Lady Hornets dropped three basketball games last week but were competitive in two of them. Hazen lost to Marianna 58-47 on Tuesday. Jalynn Thomas led the Lady Hornets with 14 points. London Smith had 12. Melody Schlenker had eight. Hazen then fell to Palestine-Wheatley 46-

26 on Thursday night. Thomas led the way with 10 points. Schlenker had eight. On Friday, Hazen lost to England 75-17.

“Although it was a tough week, we are continuously working hard and improving everyday,” Hazen coach Briana Austin said. Recently, the Junior Lady Hornets beat Des Arc 29-20. Seventh graders Addison Spencer and

Lauren Harris each scored eight points to lead Hazen to the victory. Eighth-grader Calle Gray had six. Hazen also beat Barton 22-12 in junior high action. Spencer and freshman Emilee Sexton led the Junior Lady Hornets with eight points each. Freshman Khloe Isbell had three. Hazen closes out the regular season Friday at Palestine-Wheatley.

Bison beat McCrory fall to Barton, England

The Carlisle Bison also had a tough week last week, falling to No. 1 England and Barton before bouncing back to beat McCrory on Friday night. In the win over McCrory, the Bison trailed 13-10 after one quarter.

Carlisle outscored the Jaguars 15-8 in the second quarter to take a 25-21 lead.

Carlisle put some distance between itself and McCrory in the third quarter, outscoring the Jaguars 14-9 to lead 4330 halftime into the fourth quarter.

McCrory made a run, outscoring the Bison 2014 in the final eight minutes get the final margin a bit closer.

Kaiden Clingmon led the Bison with 17 points. Isaiah Powell and Cajuan Pernell had 12 points each. Bentley Parker had eight. Lawson Petrus had three. Ty Tanksley had one.

Carlisle lost to England 83-47. The Lions led 28-12 after one quarter and 50-28 at halftime. The Lions then erupted for 24 points in the third quarter while holding the Bison to only six. Clingmon led the Bison with 12 points. Pernell

The biggest difference in the game was the first quarter as Barton outscored the Bison 2213 to take control of the game. The Bison trailed 35-25 at halftime.

The Carlisle Lady Bison went 1-2 in three games last week.

Carlisle is now 14-11 overall and 11-5 in league play. The Lady Bison are in third place in the league standings behind No. 2-ranked Barton and England.

The Lady Bison lost to England 77-45 on Tuesday. Carlisle trailed 25-12 after one quarter and 45-24 at halftime.

points. Presley Parker had eight. Tyler Lee had seven. Angie Petrus and McKenna Ellis had six points each. Bliss Parker had five. Bailey Dawson had three. Charly Cook had two.

One important thing I have learned is that you don’t appreciate something until it’s missing. I’ve learned that by many things that I just took for granted. Last week, for example, I had some problems with my truck, so I had to take it in for service. It took longer than expected, but that’s how life is. I had a doctor’s appointment across town that day, and I wasn’t expecting my truck to be unavailable. I knew I would have to make different arrangements. I had two choices. First, I could cancel my doctor’s appointment, but you know how that can be trying to reschedule the next appointment. Second, I could ask The Gracious Mistress of the Parsonage if I could drive her sissy van across town to my doctor’s appointment. I cannot tell you how hard I wrestled with that. I did not want to cancel my appointment, and I did not want to drive that sissy van. Sometimes, life offers you situations just like this. No matter your choice, it will not be the right one. I promise I’ll drive safely.” Of course, I don’t know what that means. The first chore I had with the sissy van was opening the door and getting inside. There was no way I was going to get inside that sissy van the way it was set. I had to push the seat back aafar as it would go. Then I got in the seat behind the steering wheel, squishing my body as

I got in. No matter how far back I pushed the seat, my knees were still under my chin. Next was the steering wheel. It took me 10 minutes to figure out how to adjust that steering wheel, and I still couldn’t get it to where it was comfortable for me to steer. I was beginning to remember the last time I was in the sissy van, and those weren’t such pleasant memories. The next thing was the mirrors; the mirror inside the sissy van and the two mirrors outside on each side of the vehicle. It took me a while to figure out how to do that because it’s been a long time since I adjusted any mirrors in my vehicle. I did have somewhat of a scare with the indoor mirror. As I adjusted it, a very scary face popped into view. I almost screamed, but then realized it was my face. Finally, I got everything pretty close to normal and was ready to leave. I put the key in, turned it, and the sissy van started up right away. I sighed a deep sigh of relief. I slowly put it in

reverse and backed out of the driveway. Standing in the doorway of our house as I was leaving was The Gracious Mistress of the Parsonage, laughing and waving at me as if she was crazy. Finally, I was on my way to my doctor’s appointment. As I was driving, I was so nervous I was wondering if maybe I should make an appointment to see a psychiatrist. I was crazy at this moment. I finally could settle down and enjoy the ride. When I arrived at the doctor’s office, I pulled in and parked the sissy van. I thought everything was in order, but then I tried to get out of the sissy van. The door opened relatively quickly, but that’s as far as it went. I twisted and turned, but I could not get out of my seat. My legs were jammed under the steering wheel, and I couldn’t twist. If only Chubby Checker could be here to help me twist. It took me rather a few minutes, and I eventually was able to extract my body from the sissy van slowly. I got out, stood up, and looked

Hazen Pee Wee teams do well in DeWitt basketball tournament

The Hazen Pee-Wee basketball teams traveled to DeWitt on Saturday, February 1, to compete in the East Arkansas Youth League tournament. the teams did very well, and the results were as follows:

1-2 grade girls - Champions

1-2 boys - Runner-up

3-4 girls - Runner-up

3-4 boys - Runner-up

5-6 girls - Runner-up

A donor has generously provided funds to assist in establishing a low-cost spay and neuter program for the residents of Hazen who are unable to afford the full cost of the service. The average cost of obtaining a pet spay or neuter is approximately $110.00, but the cost can vary depending on the age of the pet and the number of litters the animal has had. This program is distinct from the funds that are utilized for the homeless shelter pets.

**Program Offerings:**

* Spay and neuter voucher - $50.00 per pet. Owners pay what they can afford to pay, the program covers the remaining cost.

* Rabies vaccine available for an additional $10.00 (owners’ cost).
