A Message From the Superintendent

HERBERT O’NEIL Dear Hempstead ISD Community, I am excited to share with you the collective journey we are embarking on towards a complete transformation within our school district. As your Superintendent, it is my privilege to lead our community toward a future where every student has the opportunity to reach their maximum potential.

Our commitment extends beyond words; it is a dedicated effort to strategically plan, ensuring our schools are conducive to optimal learning experiences.

We believe that safe and functional schools are the foundation of a thriving community, fostering an environment where students can flourish academically and personally.

The Bobcat Blueprint marks a pivotal moment in our shared vision for the future. It outlines our commitment to improving student outcomes, providing high quality education, and long-range facility planning.

We are focused on improving student outcomes. This extends beyond academic development; it involves equipping our students for success in college, careers, the military, and life. By planning for the now and creating a blueprint for transformation across the district, we are laying the foundation for a brighter future for all Hempstead ISD students.

Learning & Leading to Higher Heights We aspire to be the top educational choice in Waller County and are focused on total transformation from traditional to innovative approaches tailored to our students' unique needs. Our five-year strategic plan, Learning & Leading to Higher Heights, is anchored in the belief that every student possesses unique talents and potential, and it is our responsibility to nurture and develop those qualities. Additionally, we have increased strategic professional development, implemented professional learning communities with collaborative coaching, and fully implemented High Quality Instructional Materials to support our teaching staff and improve student outcomes. Academic Assessment Growth The STAAR assessment is one way to gauge student learning. However, we recognize its limitations in capturing the full spectrum of student growth. Our teaching staff is laser focused on implementing personalized and engaging instructional strategies that cater to individual learning styles, fostering a supportive learning environment to ensure continuous improvement and enhanced student outcomes.

In 2022-2023 Hempstead ISD Students Increased in 18 out of 25 STAAR reporting categories Saw an increase in percentage of target growth on the Texas English Language Proficiency Assessment System (TELPAS) exam at 2 out of 3 campuses Increased College, Career, and Military Readiness (CCMR) points from 31 to 69

Safety & Functionality Hempstead ISD is committed to building safe, secure, innovative, cost-effective, and welcoming facilities that empower our students to excel in a rapidly evolving world.

The Hempstead ISD Board of Trustees adopted the Long-Range Facility Plan in November 2023.

A committee of community members collaborated to create a comprehensive long-range facility plan that aligns with the needs of our community. The committee included students, teachers, staff, parents, local elected officials, business leaders, alumni, clergy, and community members.

The committee met over four months to review the district facilities assessment, hear from district leaders, create a long-range facility vision and guiding principles, tour district facilities, and identify top priorities from the facility assessment.

OUR GUIDING PRINCIPLES Improve Existing Facilities

Highlights of the Long-Range Facility Plan Updates to Existing Facilities The plan allocates resources to upgrade existing school buildings, ensuring they meet the highest standards for safety and mechanical infrastructure at each campus. This will create an enhanced learning environment for students and staff.

HVAC replacements districtwide Facility Upgrades districtwide New Construction/Renovation Projects The plan includes the construction of new facilities to accommodate safety and security updates that will enable the district to continue offering a highquality education.

Replacement Campus for Hempstead Early Childhood Center Renovation of all athletic fields Additions to existing Hempstead Middle School and High School Enhanced Safety Measures Safety is a top priority, and the plan includes measures to improve security and safety in all school buildings. These measures will ensure that students and staff feel secure while on campus.

Hempstead ISD Aging District Facilities The current Hempstead ECC was built in 1972. The Gym was built in 1955.

The current Hempstead HS was built in 1971 with renovations in 1997.

The current Bobcat Stadium/Track was constructed from 1997.

The Bobcat Den was built in 1997. It currently serves Hempstead Middle and Hempstead schools as a cafeteria and band hall.

The current Hempstead Elementary School was built in 1985 with renovations in 2003 and 2008.
