Coventry City Council has adopted a combination of a Mercedes-Benz Econic chassis, Dennis Eagle Olympus body and Terberg bin lifts for its new fleet.

Future Fleet Forum set to be stronger than ever This issue of LAPV will be my last. After nearly 16 years of working on this title, I have decided to move on to pastures new. I want to thank all the organisations and people that have supported our magazine over the years. Without you, we would not have become what we are today – the market-leading publication in our industry. Without your support, we would not have launched Future Fleet Forum. The fifth edition of the conference is now upon us on January 22, 2020, and I genuinely believe that we have the most substantial programme we have ever featured. In the morning, we kick off with a panel discussion on safety standards with high hitters such as NYC's Keith Kerman, Montreal's Philippe SaintVil, and the City of London's Rory McMullan. Furthermore, we feature speakers from the City of Calgary and Edmonton. Dundee's Fraser Crichton will discuss how he electrified his fleet and how he managed to ensure that all Dundee's taxis are now electric.

Exeter takes on new fleet

We have another special guest this year. Paris Apollon is the Head Of Fleet for NYC's Parks and Recreation. He will highlight how he managed to implement one of the most sustainable fleet management strategies in the US. Associate Professor James Tate from the University of Leeds will discuss how hydrogen will be the viable solution for the future of fleet, and much more. David Spivey from Lubrizol will discuss how fuel additives can help reduce emissions and create massive fuel savings for local authorities and contracting organisations. We all look forward to seeing you all at Future Fleet Forum, and I am sure we will raise a drink together at the Future Fleet Awards on the evening after the conference. This edition of the awards, we are delighted to announce that former Rugby World Cup winner Kieran Bracken will host the ceremony held in the Great Hall in the Guildhall. Kieran used to play scrum-half for Saracens, Bristol and Waterloo. He won a total of 51 England caps and captained the team on three occasions. Roar Techmedia purchases RWM from the Prysm Group Roar Techmedia, a trade exhibitions organiser, has secured a significant investment from Apiary Capital to fund the acquisition of a portfolio of leading events from Prysm Media Group, including the Recycling and Waste Management exhibition (RWM). Roar Techmedia was founded by Duncan Kirk, who has built a management team with extensive market experience, many of whom have worked together in the events industry for several years. Together, they have launched, grown and developed a significant number of trade shows. Chairman, Russell Taylor, has considerable M&A and operational experience having led ITE Group and Earls Court & Olympia. 'The healthcare, environmental and B2B marketing sectors are not only proliferating in terms of investment but are also high on the public agenda,' commented Duncan Kirk, CEO of Roar Techmedia. 'More effective management of the ageing population, large scale commercial recycling and digital transformation, are all critical to how we live, communicate and work.'

Exeter City Council welcomes the delivery of its new fleet as part of a new 7-year fleet contract hire agreement with Specialist Fleet Services (SFS). The contract encompasses the provision and maintenance of approximately 210 vehicles ranging from 26-tonne RCVs, sweepers, hook loaders, and tippers to vans, cars, telehandlers and grounds maintenance equipment. The new fleet also includes several electric vehicles. The council has also taken delivery of a Kramer telehandler and a Hako compact sweeper. The RCVs are all Elite 6x2 narrow rear steer with Olympus 16 bodies and Terberg's OmniDEL Electric bin lifts. The trucks are fitted with reverse radar and 360-degree camera systems with cyclist detection and warning technology, and auto-braking systems from Vision Techniques. Simon Hill, Service Manager – Recycling, Waste and Fleet, for Exeter City Council said: 'The contract with SFS is enabling us to replace our older vehicles and introduce the latest models, which have a higher level of emission control and have the latest safety technology. SFS has also provided us with more electric vans and cars, so we now have over a dozen electric vehicles on our fleet. In the future, when the technology is properly tried and tested, we hope to be able to introduce electric RCVs to the fleet.'

Close Brothers launches new local authority rental offering Close Brothers Vehicle Hire, part of Close Brothers Group, has launched a new municipal rental division. The business will offer contract hire, flexi-lease and daily rental options on a comprehensive suite of municipal vehicles, including refuse trucks, sweepers, hook and skip lorries, gulley emptiers, gritters, tipper grabs, brick grabs and cage tippers. The new offering is supported by an expert team which will maintain vehicles, and provide 24-hour breakdown support and a nationwide service network. Philippe Harding leads the new initiative in the role of Municipal Director. Philippe brings with him 25 years' experience in the truck rental and contract hire sector. In his previous role, he held the position of Managing Director at Gulliver's Truck Hire and was responsible for more than 1,500 municipal vehicles. Commenting on the launch, Philippe said: 'I am delighted to join Close Brothers Vehicle Hire at this exciting point in its evolution. As we expand to offer municipal vehicles, our priority will be to continue to deliver service excellence and expertise. 'These specialist vehicles have a vital role to play in keeping our towns and cities clean and safe, and I look forward to working closely with local authorities, private contractors and the various agencies that require them.'

The silent danger of electrical vehicles Fleet managers must adopt vital acoustic safety tech as more and more deathly silent vans take to the UK's roads. More and more organisations will turn to battery power - especially in urban environments - over the next two to five years. But dangerously quiet electric and hybrid vehicles put vulnerable pedestrians - particularly kids and the disabled - in peril. Since July 2019 all-new models will have to emit a noise when travelling at low speed. However, the registration only covers new models registered after September 1 and then all new vehicles after September 1, 2021 - by which time there will be an alarming number of potentially lethal electric vehicles on the UK's roads. Chris Hanson-Abbott OBE, Founder and Chairman of road safety device manufacturer Brigade Electronics, says logistics companies must be cautious when adding electric vans to the fleet. He said: 'The advantages of going electric are apparent, but fleet managers and drivers must be cautious. 'The average person struggles to hear electric and hybrid cars approach at speeds of up to 20kmh (12.5mph) – especially in urban environments. 'The UK is Europe's biggest adopter of online shopping, and as a result, the number of final-mile deliveries to residential areas has jumped. He added: 'Fortunately, there is an aftermarket solution, Brigade's Quiet Vehicle Sounder, that creates sound and therefore decreases the risk.' Brigade, which introduced the reversing alarm to the UK back in 1976, has

developed an aftermarket solution – the Quiet Vehicle Sounder. Brigade's Quiet Vehicle Sounder is designed to save lives by producing a distinctive replacement sound that can be heard clearly in danger zones but less so elsewhere. The sound is highly directional, enabling a pedestrian to tell where the vehicle is, and it varies in pitch and tone as the vehicle speeds up or slows down. Mr Hanson-Abbott added: 'Brigade identified the risk of electric vehicles years ago and set out to find a solution. 'The Quiet Vehicle Sounder is a revolution in vehicle safety and one which will save lives and spare people from being injured in needless accidents.'

c-trace's opens new German headquarters Waste and recycling telematics specialist c-trace has moved into a new, bespoke headquarters – named the Digital Lab in Germany. The architects created a building to help foster further digital co-operation both between teams within the company and with external R&D groups. c-trace, which develops hardware, mobile software solutions and vehicle-based RFID systems, creates waste management telematics system for both the private and public sectors in Germany. It also operates in more than 20 markets worldwide, including the UK where c-trace headquarters are in Cambridge. The company employs 100 permanent staff around the world. The Digital Lab is based in Bielefeld, Germany – close to essential technology research hubs at universities in Bielefeld, Paderborn and Lemgo. The 5,400m2 facility is designed to enable its different development teams to work closely together, and at four times the size of its previous headquarters, it allows for significant growth. Partners Helmut Ziegler, Michael Eikelmann and Torsten Olschewsky, who together founded the company in 2005, welcomed staff, international customers and other guests to an open day at the new headquarters. With vehicle, software and hardware demonstrations and guided tours of the building, they provided an insight into c-trace's vision of the digital future. 'Ultimately, this development will enable us to provide even more advanced solutions to our customers in the waste and recycling sector and even improve our customer service levels,' said Helmut Ziegler. 'Thanks to the building layout, the teams can work together more effectively, and our customer projects can be

implemented more efficiently. The growth-oriented office space and the conference and training rooms also offer ideal conditions for growing internationally with our customers. 'And being close to the technology and research teams at the University of Bielefeld, the University of Paderborn and the University of Applied Science at Ostwestfalen-Lippe in Lemgo, will give us a competitive advantage in R&D and in recruiting new IT specialists.' The complex has high-performance solar power generation and copious amounts of natural light built into the design. The centre of the headquarters features an employee café in a spacious atrium to help provide a creative and productive working environment. The building itself was constructed in just 12 months and servers hosting the data from 670 projects collected from more than 4,600 vehicles were safely moved in along with staff and accompanying technology. 'This is a fantastic development for the company and a major step into the digital future,' added UK Sales Director Ian Martin. 'It will further improve both the scope of waste and recycling solutions we can offer and the service levels we provide to our growing UK customer base.'

Mercedes-Benz Arocs spreaders are ready for winter in Lincolnshire Lincolnshire County Council has chosen Mercedes-Benz Arocs to clear its roads of snow and ice through the winter. The authority has added these trucks to its fleet in preparation for the onset of the cold season, by taking delivery of four new 26-tonne vehicles from Dealer Intercounty Truck & Van. All Arocs 2635 models are powered by 7.7-litre 'straight-six' engines which generate 260 kW (354 hp) and drive both rear axles via Mercedes PowerShift automated manual transmissions. Schmidt Stratos hoppers and spreading equipment have been fitted on the chassis, as well as mounts for plough blades. Lincolnshire County Council's spreading fleet now extends to 47 vehicles, approximately twothirds of which are based on a Mercedes-Benz chassis. In a break from its previous acquisition method of leasing, the authority has purchased its latest trucks.

Greener Composting purchases Volvo loader Since this family-run business purchased a Volvo BM4200 for its farming activities back in 1983, Greener Composting carries on a tradition of owning and operating Volvo machines with a new Volvo L70H loading shovel. Fast forward 37 years and Greener Composting has continued to expand its activities at the facility located at Wall, near Lichfield, which now includes processing suitable material for biomass. The qualities and performance of the company's previous Volvo machines have led to the addition of a new L70H wheeled loader, which now takes over the primary duties at the yard, which include loading high-sided bulkers, turning the windrows and feeding the shredders. The L70H benefits from a purpose-built Volvo powertrain, but now includes the latest Stage V certified, 173hp 6-litre engine, as well as a more substantial transmission and axles. The machine also benefits from energy-efficient devices, such as the Volvo Eco pedal, which encourages the operator to run the equipment at its optimum rpm in the engine's torque curve, and transmission lock up. It also sports additional features, such as; third line hydraulics, Turbo II pre-cleaner, a Groenveld auto lube system and boom suspension system. Being one tonne heavier than its predecessor and having an extra 500kg of full turn tipping capacity, the increase in productivity from the new L70H will ensure that Greener Composting will achieve its annual target of processing above 30,000 tonnes of green compost.

Aberdeen City Council bags Fleet Operator of the Year Award Aberdeen City Council has been awarded Local Authority Fleet Operator of the Year at the Transport News Scottish Rewards held on 9 November 2019 in Glasgow. It was a history-making moment for Aberdeen's fleet manager Willie Whyte, who won the same award in 2006 as fleet manager of Angus Council. Aberdeen City Council, which is one of Europe's pioneers in hydrogen fuel cell vehicles, has a fleet of 1,527 vehicles operating from its Kittybrewster Depot and employs 45 staff. The council's waste fleet includes 20 Geesinknorba GPMIV Combi split-lift RCVs with a further eight on order, including a Li-On hybrid RCV. The fleet also includes two dual-fuel hydrogendiesel RCVs and will next year take delivery of the UK's first hydrogen fuel cell RCV, from Geesinknorba as well. Fleet manager Willie Whyte described the win as 'a very proud moment for everyone', saying it is the culmination of three years' work. 'The investment and support of Aberdeen City Council have enabled fleet services to provide an excellent workshop environment and facility which has included increased technical training for workshop staff, investment in fleet vehicles, and investment in technology to improving efficiencies. The whole fleet team has earned this award and reflects the spirit that has changed and grown during the journey.'

Geesinknorba supplies Dacorum Council and appoints new agent Dacorum Borough Council has taken delivery of the first wave of 11 new RCVs from Geesinknorba as part of an effort to move from a mixed fleet to a more standardised fleet of vehicles. The council went out to competitive tender for the new RCVs. Transport Manager Simon Smith said: ‘We put together a specification of our ideal vehicle, which not only considered its capabilities but also included vehicle design, our ability to carry out maintenance and servicing, the location of the manufacturer, and the long term reliability of the whole of the product. We are very comfortable that the combination we have chosen, a Geesinknorba body on a Mercedes Econic chassis, gives us a robust and reliable vehicle.’ The 26-tonne RCVs went into service in early December across the borough. Both Geesinknorba and Mercedes provided training for drivers, loaders, and technicians, including operational training and driver familiarisation, and Geesinknorba staff were on hand for the duration of the mobilisation to deal with any teething problems. ‘We listened carefully to Dacorum’s requirements and worked closely with Mercedes Benz to put together a package that not only fulfils the vehicle specifications but also provides a high level of service on an ongoing basis to support Simon and his team in their fleet modernisation strategy,’ said Geesinknorba’s Corporate Account Manager Stuart Cudden. Geesinknorba has also appointed a new agent in Northern Ireland. MacPac Refuse Bodies will become the point of contact for sales, parts, and servicing for all Geesinknorba’s Irish customers, and MacPac will be responsible for building the company’s presence across Northern Ireland and the Republic of Ireland. Colin McMorine, Regional Business Manager for Geesinknorba, said. ‘We are delighted to announce that MacPac will become Geesinknorba’s agent in Northern Ireland. MacPac is the ideal partner for our brand. The business is well established in the industry and works closely with local authority customers. Remanufactured RCV for Fareham Borough Council The truck, which costs a fraction of the price of the equivalent brand-new vehicle, will support the authority's fleet ahead of its vehicle replacement programme. Lift Gloucestershire-based Refuse Vehicle Solutions (RVS) supplied the 2013 6x2 Dennis Elite, Dennis Olympus with Terberg OmniDel Bin Lift. Damian Ayling of Fareham Borough Council commented: 'We usually buy new vehicles, but as we are currently going through a fleet renewal consultation we have a minimal budget available. We needed a vehicle urgently to meet increased demand from new houses and infrastructure across the borough. This vehicle is excellent value for money, meets our means and offers at least another five years of good operational service.' Spencer Law, Managing Director, RVS said: 'We are pleased that Fareham is happy with its vehicle. We put all of our quality used trucks through a stringent 72-point check to identify any areas that require replacement or repair. Once we have corrected all defects, we repaint the vehicles, serviced, and MOT'd. Then we send them to to the customer with a warranty. When looked after properly, these RCVs can offer many years of optimum service.'

T

he Milieudienst Groningen in the Netherlands received a new hydrogen-powered RCV in May 2019. Supplied by Geesinknorba, it is one of only a few such vehicles in operation in the world and is part of Groningen's effort to transition to an emissions-free municipal fleet. Groningen is one of seven European cities participating in the EU-funded HECTOR project to deploy hydrogen fuel cell refuse collection vehicles in a four-year trial of the technology across Europe. Hydrogen fuel cell vehicles use compressed hydrogen to create electricity that powers the truck. The technology has much support across Europe because of its potential to significantly reduce greenhouse gas emissions. The only emissions from a hydrogen fuel cell vehicle are water and heat. Widespread adoption could improve air quality and energy security, and reduce global dependence on fossil fuels, but it is also expensive and heavily reliant on infrastructure that is, in large part, yet to be built.

What part does hydrogen have to play in a carbon-free future for transport, and in the waste sector specifically? The EU, in its European Strategic Energy Technology Plan of January 2008, identified hydrogen and fuel cell technologies as critical to meeting the target of reducing greenhouse gas emissions by 60% to 80% by 2050. Later that year, the EU launched the Fuel Cells and Hydrogen Joint Undertaking (FCH JU) to commercialise deployment of this technology by 2020. As a result, there has been significant investment in and support for projects aimed at furthering the technology within the EU, of which HECTOR is only one of the most recent. The Clean Hydrogen in European Cities project, for example, focused on the commercialisation of hydrogen fuel cell buses while Project HyTEC trialled 30 hydrogen fuel cell passenger vehicles in London and Copenhagen, assessing technical performance, well-to-wheel

HECTOR (Hydrogen Waste Collection Vehicles in North-West Europe) was approved in January 2019 and will assess the viability of hydrogen fuel cell electric vehicles (FCEVs) as a means of decarbonising European waste fleets. The project is coordinated by European association HyER (Hydrogen Fuel Cells and Electro-Mobility in European Regions) and supported by â‚Ź5.5m in funding from INTERREG North-West Europe. In addition to Groningen, the seven pilot cities include Arnhem, also in the Netherlands, Duisberg and Herten in Germany, Touraine VallĂŠe de l'Indre in France, Brussels in Belgium, and Aberdeen in Scotland. Project lead, Yasa Ratnayeke of Protium Energy, formerly from Aberdeen City Council, explains that HECTOR is targeting RCVs because they are heavy users of diesel and operate in residential areas, contributing to local air quality issues. The project will test vehicles under normal operating conditions, some in city centres, others in rural areas. They will collect different types of waste and will run on different schedules to enable the project to collect data on a range of different operational contexts. Yasa expects that the first

vehicles will be in operation by summer 2020. Aberdeen, one of the seven HECTOR cities, has been a pioneer in hydrogen transport since 2012 when the city decided to target hydrogen as an alternative to fossil fuels. The initial phase started with a fleet of ten hydrogen buses to prove the concept and demonstrate to the public the safety and efficiency of hydrogen vehicles. The city now has 15 more buses on order and a fleet of 40 hydrogen cars, as well as hydrogen vans, two Geesinknorba hydrogen-diesel dual-fuel RCVs, and two dual-fuel road sweepers. Aberdeen wants to become the centre of excellence for hydrogen. It is already one of the leading cities in Europe. Only Groningen in the Netherlands has more hydrogen vehicles on the roads. The town chose Geesinknorba to supply the FCEV RCV. Partly because of the company's experience with electric and hydrogen vehicles. Geesinknorba has been working on sustainable solutions for waste collection for more than 15 years. Hydrogen has been on its agenda for a while, because of the level of support for HFCEVs across Europe − and partly because of the performance and reliability of its vehicles. There are currently around 20 Geesinknorba vehicles in the city's fleet and eight more on order, including the HECTOR RCV. The project's primary objective is to reduce carbon emissions. 'This is our priority, along with NOx and all the other diesel emissions,' explains Yasa. 'Then we will look at reliability because this

is a new technology and the efficiency of the vehicle. If this is not on a par with diesel, then the project will be a failure, because that is the only way we will persuade the council to change all their RCVs.' Geesinknorba's André Lagendijk explains that Aberdeen's new hydrogen fuel cell RCV will be based on Geesinknorba's tried-andtested Li-On Power Pro electric vehicle. A GPMIV split with Li-On Power Pro body will be mounted on a Mercedes Econic chassis converted to hydrogen, with a storage capacity for 15kg of H2. It will have a range of 155 miles (250 km), enabling it to travel greater distances than an electric vehicle. The RCV will use Aberdeen's existing fueling infrastructure, which means it will be fuelled by certified 'green hydrogen'. It is produced from renewable sources, unlike 'grey hydrogen', which is produced from fossil fuels such as natural gas and still accounts for most of the world's hydrogen production. All the HECTOR partners will use green hydrogen where possible to maximise emissions savings. The costs savings are problematic – for now. Even in Aberdeen, which already has two hydrogen refuelling stations, the costs are still not on a par with diesel, and the vehicles remain very expensive. 'It is a barrier to more widespread adoption,' admits Yasa, 'but it also adoption that will drive those costs down. Commercialisation requires deployment, and it is projects like HECTOR that lay the groundwork.' 'The more hydrogen that is produced, the cheaper it will become, but no one wants to produce lots of hydrogen if there is nowhere for


it to go. We need more hydrogen vehicles – more cars on the roads, more trains, more buses – to create a home for that hydrogen. It is a classic chicken and egg scenario. Someone has to bite the bullet, which is what happened in Aberdeen. We built two refuelling stations in the hope that it would encourage the car companies, and it did. We now have one of the largest fleets of hydrogen cars in Europe.' Aberdeen is ahead of the game on infrastructure, but Europe's hydrogen network is growing. The Hydrogen Mobility Europe (H2ME) project launched in 2015 with €32 million in funding from the FCH JU to support the deployment of FCEVs and hydrogen refuelling stations. It has deployed close to 500 hydrogen-powered FCEVs and opened 30 hydrogen refuelling stations across Germany, France, Scandinavia, the UK, and other European countries. H2 Mobility Deutschland, one of the partners in H2ME, plans to have 100 stations operational in Germany by 2020 and is averaging one new station every two weeks. There are currently 76. In 2017, the Office for Low Emission Vehicles announced the £23m Hydrogen Transport Programme to support the roll-out of hydrogen refuelling stations and fuel cell vehicles in the UK. Other countries are also investing in hydrogen infrastructure, and many authorities and regions believe it is the way forward for transport. Both André and Yasa take a more balanced view. 'Solving transport's dependence on fossil fuels will require a mix of technologies,' says Yasa 'For example, electric is ideal for people living in inner cities. Most vans in the Aberdeen fleet are electric as they don't travel more than 50-75 miles per day. It's once you get past 100 miles that you need to look at alternative fuels. Our buses do around 200 miles, and our RCVS also need the extra range.'

The RCV will use Aberdeen's existing fueling infrastructure, which means it will be fuelled by certified 'green hydrogen'. It is produced from renewable sources, unlike 'grey hydrogen', which is produced from fossil fuels 'Cost and infrastructure barriers aside, it is for more extended range requirements that hydrogen comes into its own,' agrees André. 'This is not an either/or situation. On 1kg of hydrogen, an H2 RCV can drive 10km. Depending on the requirements and storage capacity, these RCVs have a potential range of up to 800km. This reach is where we see the future of this technology in the waste sector, as a solution for suburban and rural collections where vehicles must travel long distances. For other applications, electric remains a proven solution, and battery development is moving forward at such a pace that I expect to see a significant increase in the number of electric vehicles on the road in the short term.' In common with other sectors, there are no black and white answers when it comes to transport and the environment. Tempting as it might be to frame the debate in terms of one technology versus another, the reality is much more complex, and ultimately, solutions will be application-specific. For the waste industry, this means that fleet operators must assess the requirements and circumstances of their fleets, and the communities they serve and determine which solution is best for their individual needs and capabilities, whether that is hybrid, electric, CNG, hydrogen, or something else. And, as restrictions on diesel and petrol accelerate, projects such as HECTOR will be vital in helping the industry transition to its goal of a carbon-free future.

Sylvie added that next year will also see the birth of the CM650 Stage 5 engine as well a 1650 stage 5 engine. For these particular sweepers operators can also expect increased cab comfort. 'We are launching the Citymaster 650 with its new Stage V engine which produces even fewer emissions. The CM 650 upgrades will give operators high levels of comfort and reduced noise levels,' commented Sylvie. The 650's compact design ensures it is perfect for accessing small, confined areas while providing an ergo-dynamic and comfortable cabin for the operator. 'The Citymaster 650 is more than just a sweeping machine. Its quick-change system enables other applications in minutes (no specialist tools required) such as a snowplough, for grounds maintenance or with our Citycleaner attachments.' Hako has also agreed to be one of the main sponsors at LAPV's Future Fleet Forum on January 22, 2020, where the company will

launch its first electric sweeper, the Citymaster 1650. 'Hako aims to keep up-to-date at all times with its customer's requirements. With this very much in mind for 2020 we will launch the zero-emission and silent running Citymaster 1650,' said Sylvie. Powered by electric motors, the Citymaster 1650ZE is a machine capable of working all year round in the toughest of conditions. Weighing 3.5 tonnes, the sweeper offers interchangeability with various year-round accessories. Hako's range of attachments enables different applications depending on the requirements of the operator. The machine can scrub, sweep, mow or snow plough quietly and efficiently. 'Among its key features are its 6.5 hours run time. The driver only requires a Class B licence, and it has the smallest turning circle in its class. Drivers also say the sweeper's cab is extremely comfortable,' commented Sylvie.

Citymaster 2200. The largest solution in the Citymaster range is the Citymaster 2200. The sweeper has a payload of 2.9 tonnes of its 6-tonne frame, coupled with the travel speed of 62 kph, makes this Citymaster ideal for larger areas. Prepared for all-season use, 2200 offers snow plough, snow broom and a full-body spreader. Sylvie added: 'The two-seater cabin provides optimal working conditions for the operator. Individually adjustable seating position, multiple adjustable steering-wheel and a comfortable chassis to reduce jolts and vibrations and the VM Euro 6 engine meets all relevant environmental standards.'

Scrubmasters Hako’s range of professional ride-on Scrubmasters have also been developed to be multifaceted for cleaning duties, perfect for industrial, commercial and municipal use. OWL Wales – the integrated approach The OWL (Optimised Waste & Logistics) Roadshow returns to Cardiff Bay's St David's Hotel on 6 February 2020, with a brand new programme.

T

he OWL Roadshow Wales provides fleet and waste operators with the opportunity to keep abreast of the latest technological developments and best-practice in the industry. This year OWL has an exciting new programme and will be tackling subjects that include road transport air pollution and managing commercial electric HGVs. Also new in this year's programme are case studies. For OWL Wales Matthew Long from Cardiff Council will speak in conjunction with Dawson Rentals, about the benefits of manufacturer-fitted telematics. Also speaking is Jason Eldridge, Operations Director, from The Bristol Waste Company, who will share his successful experience of fleet and telematics systems procurement. He will highlight how Bristol Waste improved operations. Jason and his team at Bristol Waste, which is a Teckal company of Bristol City Council, have recently completed a significant procurement exercise to purchase 92 refuse collection vehicles. Jason said: 'I am pleased to have been asked to speak at OWL Wales because I believe it is essential for us all to share best-practice. 'A team of five worked on the procurement process for several months, starting with a framework and then issuing a competitive tender. We worked closely with many suppliers and colleagues in our

sector. It was imperative to us that we also involved our operations team – who better to ensure that the equipment we were purchasing would do the job correctly. 'The project involved lots of data analysis and also a genuine partnership approach. We needed to consider environmental factors as well as being able to demonstrate the best value for the public. This exercise did mean not going for the lowest-priced tender in the end. The actual full-life costs, plus the inclusion of parts and maintenance, was an essential factor in our decision making. 'We are proud of how the process evolved, and we learned an awful lot – some of which I hope to be able to share with OWL delegates.' With climate change rapidly moving up the public and political agenda, the subject of commercial electric RCVs is very topical. Russell Markstein from NRG Fleet Services and Electra Commercial Vehicles will be updating delegates about how the commercial EV concept has now become a reality. He will also talk about challenges of implementing an electric RCV charging infrastructure and the recent uptake of Electra Commercial Vehicles in other sectors than waste, including highways, winter maintenance and refrigerated EVs. After a networking lunch, delegates will have a choice of two onehour-long interactive workshops on either road transport air pollution or about electric refuse collection vehicles, hosted by Dennis Eagle's Andy Graves. These are participatory workshops – the experts want to hear the participants' worries and concerns on the subjects. A lively discussion and debate are expected and OWL's organiser, CMS SupaTrak, believes that these sessions will become a mechanism for OWL delegates to influence how integrated technology will be developed in the future. As always, the OWL events include a supplier exhibition where delegates can find out about new technology, services and related equipment, as well as a vehicle in action zone. The City of London Police fleet consists of approximately 96 vehicles all of which will operate within the new Ultra Low Emissions Zone coming into force in London from April 2019. We are also form part of the National Association of Police Fleet Managers (NAPFM) which includes Fleet Manager’s membership from all UK police forces and a combined fleet size of over 43,000 vehicles. NAPFM was established as a core enabler to effective operational policing and it has provided a structured forum to share and develop leading practice. The NAPFM holds bi-annual conferences and hosts an annual emergency services exhibition. The association has sub-committees in areas covering procurement, technical and benchmarking delivering efficiencies and cashable savings through supporting the collaborative law enforcement procurement (CLEP) programme. CLEP focus on delivering collaborative procurement savings across a number of spend categories through standardisation, aggregation and collaborative management of contracts and suppliers.

he introduction of Euro V and VI emissions standards for vehicle engines, the emergence of Clean Air Zones and Air Quality Improvement Plans, and a target to phase out petrol and diesel vehicles by 2040 has led to an intensified focus on electric and other alternative fuels. The public sector is in many areas leading the way, and half of all councils in the UK (around 200) have signed the Climate Emergency declaration committing them to reduce carbon emissions locally. There has been a marked shift over the past six months, and the appetite for electric municipal vehicle fleets amongst local authorities is growing fast. These days it is rare to see a local authority fleet tender specification that does not mention or require a response regarding the viability of alternatively-fueled vehicles. Predictably there are hotspots of interest in cities and urban environments, but there is also an upturn in interest from more rurally-based clients. For example, we recently delivered several electric vans to Hambleton District Council in North Yorkshire and the council has a vision of running a 100% electric fleet in the future. Councils are therefore asking organisations such as SFS for recommendations for solutions that are realistic and deliverable. Our approach is to look at the total vehicle requirement and, where it makes practical and commercial sense, include a proportion of electric vehicles. It may also include specialist assets such as sweepers and grounds maintenance equipment, but primarily it is the van and car market place where there the broadest range of practical electric solutions is available. For most of these options, one key consideration is that lead times are longer on the popular models than their diesel or petrol

equivalents, with large fleet users pre-ordering the entire production output from certain manufacturers for several months. Production limitations will, however, be temporary and there will be a tipping point, especially with over 40 new models of electric cars and vans timetabled for introduction over the next two years. With such a large number of options on the horizon, at present, our advice is to procure an electric solution when you are confident that it will meet your full operational requirements. Do not just take what's currently available and hope for the best. It is likely to lead to a disappointing outcome.

Electric refuse vehicles – eRCVs When it comes to HGVs and particularly refuse collection vehicles with complex moving parts such as compaction and lifting equipment, we are not aware of any eRCVs operating out there that have been designed from the ground up with a fully electric chassis, body and bin-lift, the three crucial components of a refuse truck. Currently, the electric RCVs we are seeing are demonstration models of vehicles designed to accept a diesel engine, which has been repowered to use an electric drive combined with a predominantly conventional transmission system. This approach is undoubtedly a notable step towards an electric future. However, arguably, it is not the finished article as the technology has limitations, which means loss of efficiency and high additional cost. Managing risk for clients can be very complicated with re-powered vehicles, with perhaps four different companies providing critical elements of the truck – one for the body, another for the chassis, the bin lift and the electric drivetrain. For these reasons, at the moment when customers ask us for a retro-electric powered solution, we support them by evaluating all of the benefits and pitfalls so that they can make informed decisions. The price alone creates significant debate. Some will argue that a figure 2.5 times that of a standard RCV is prohibitive and rules the technology out, while others consider it excellent value for money to be an early adopter and provides a clear demonstration of a commitment to embrace greener solutions.

Dennis Eagle's eCollect is 100% electric –with chassis, body, bin lift and telematics technologies – offering zeroemission waste collection.

To take a unified step forward, what we need are fully-wrapped electric refuse vehicles from the leading Original Equipment Manufacturers (OEMs), with a comprehensive warranty and support package developed around vehicles explicitly designed from the outset for electric propulsion. Both Mercedes-Benz and Dennis Eagle are on the verge of launching their first new all-electric eRCV's, the e-Econic and the e-Collect respectively. The first orders for these will likely be placed in the next 12 months, and the first clients will be those operating in areas with Clean Air Zones. Electric propulsion is well matched to the power demand of an RCV in an urban environment where there are more lifts per mile and elements of the infrastructure is either already in place or easier to develop. In rural locations, it can be harder to justify the cost, with a more significant proportion of the energy spent driving the vehicle around without the efficiencies of servicing large numbers of properties. Once these new vehicles are validated in operational environments and full-scale production starts, eRCV's will be routinely visible on UK streets. At the moment, there just isn't enough data, operational or otherwise, for operators to properly evaluate e-RCVs and make an informed decision. In SFS' view, we are probably one vehicle lifetime away from seeing widespread uptake of all-electric RCV fleets.

Turnkey solutions Of course, switching to an electric fleet is a great way to reduce local emissions, but is only a 'whole solution' if the source of electricity is low carbon or generated from renewable sources. Besides this, the infrastructure, both local and national, needs to be in place to support such a profound change. If we all switched our vehicles to electric overnight, the electricity grid could not cope. Not only do we need to increase capacity, but we also need to improve it using renewable or low carbon energy sources; otherwise, we are just moving the source of pollution from one region to another. Electric fleets are inevitable, and our customers are looking for turnkey solutions, so we are increasingly looking at the infrastructure

that these fleets will require. It makes sense for us to be involved, to make sure everything is in place and ensure that our clients can operate the vehicles we provide. The issue is one of scale; charging a few vans and cars is one thing but powering complete electric fleets is another, and there are major grid issues in some specific areas. Cross border working will be an inevitable solution for councils who can benefit from economies of scale through joint procurement, route optimisation, and sharing infrastructure and resources. We are already recommending clients who are upgrading a depot or building a new workshop, to make the necessary allowances for possible future power requirements. Skills shortages are another area for attention before we believe we will see widespread complex electric vehicle adoption and acceptance, and we are taking steps to ensure that our staff is knowledgeable about these units. Our engineers are going through a bespoke IMI training programme, and we are working with the Energy Saving Trust to train our sales team. Councils who procure and maintain their fleets who wish to make the transition to electric will need to prepare well in advance to ensure that they have the skills and resources necessary to operate, maintain and manage these vehicles. We are investing time and resources to make sure that we are fully prepared to assist at every stage from training crews and engineers. We can advise on correct vehicle operation, servicing and maintenance, to advising on workshop, depot and local infrastructure, IT, fleet management and operational issues such as round management, as well as educating local communities about specific features of the new vehicles. There is a unanimous view across the waste and recycling industry that electric is coming. To an extent, this has already started with many councils and private operators trialling one or two electric vehicles within their largely diesel fleets. The unknown quantity is how quickly technology, vehicle manufacturers, and the electricity grid, can respond to meet growing demand and deliver fully electric cost-effective fleets.

Electric performance at Manchester City Council has had an electric RCV in operation to great satisfaction for over a year. Ann-Marie Knegt travelled to BIFFA depot in Manchester to find out how well the truck performed.

M

anchester has a population of approximately 575,000, and this northern powerhouse also experiences an influx of commuters every working day. Construction is booming, with vast numbers of high-rise buildings now towering towards the sky.

All this activity, however, means air quality is an issue, as it is in towns and cities across the UK. To tackle this, Manchester City Council is currently considering plans to introduce an Ultra Low Emission Zone (ULEZ) on the 21 January 2021. This measure will mean that every pre-Euro VI HGV coming within the M60 will be charged for excessive emissions. BIFFA manages the domestic and trade waste collection and street cleansing contract on behalf of Manchester City Council. The company needs to become compliant with the incoming ULEZ, or alternatively face heavy fines. For this reason BIFFA has had an electric RCV on trial, built by Electra Commercial Vehicles in Blackburn, since February 2019. The truck's body is a 27-tonne Geesinknorba GPM IV with a Terberg Omnidel hydraulic bin lift, and it is entirely emissions-free in operation. The electric RCV is based on a Mercedes Econic platform. This truck is a conversion carried out by Electra Commercial Vehicles direct from the factory on a glider – a partially-built chassis without an engine and no gearbox and exhaust systems But it does supply Electra to technical drawings and CAN-Bus access from the OEM, reducing potential maintenance issues. Electra fits an electric powertrain. Electra is the first in the world to come to this arrangement with Mercedes-Benz parent company Daimler, and also offers glider platforms for Dennis Eagle and Isuzu. Electra also has an agreement with Iveco to provide Eurocargo and general

its best Iveco glider platforms. The Electra currently in service in Manchester is on hire from Riverside Truck Rental. The truck was initially only supposed to be in service for six months. However, BIFFA was so impressed by its performance that it kept the RCV in its operation. Mark Hodkinson is General Manager at BIFFA's Manchester Depot and he is very excited about this development. 'The fact that we had the Electra carrying out collection rounds for nearly a year has been a particularly significant selling point for the Councillors. They have all seen it at work.’ They have not heard it, however, because the vehicle is so quiet. 'We did have to install a warning device on the vehicle,’ says Mark. BIFFA Manchester's drivers were initially nervous about the electric truck because it was new and different, but that soon changed. 'It works just the same as a standard diesel RCV and its operation is even better – according to my staff,' says Mark. 'They say the acceleration of the vehicle is better because the electric motor provides instant power. There is no delay when pulling away from motorways and junctions. It is more responsive, and the quieter operation helps improve drivers' concentration. There is also a dashboard display showing battery power and regeneration. Our drivers have started to pay attention to this, and it is improving their driving style. One individual, for instance, used to come back after his rounds with only around 25% battery power remaining. Within a month this had increased to about 45%.' Apart from a shift in driving attitude, the general wellbeing of drivers and collection staff has improved.

Mark has seen a decrease in the number of staff reporting headaches after rounds. ‘We have had fewer complaints in general. I think it is down to the reduction in emissions in the cab and behind the vehicle.' When the Electra comes back after a shift, it is put on a three phase charge. The onboard battery charging system enables variable Stage three power inputs and that the charging system optimally charges the battery cells. This method ensures that the vehicles can charge from conventional electrical plug sockets as they have the correct attachment on board, and it guarantees more than enough power for a ten-hour shift. When the vehicle first arrived at BIFFA Manchester, it was put on dry recycling rounds because this is a consistent activity throughout the year. Residual waste, on the other hand, can vary quite a bit with the shift in seasons, as can garden debris. However, it wasn’t long before the vehicle moved onto residual waste, a task it managed with no performance issues. Mark explains that one reason for this was the location of the tips, which were close by, unlike garden waste. ‘The garden waste location is further down the M60, so for the RCV to collect this waste it meant adding 15-20 miles to the battery power. However, the Electra performed well, and we did not run into problems.’ One concern that operators may have about electric vehicles is the impact of temperature changes on battery operation, particularly cold weather. But this has not been an issue for Mark and his team. 'This last year was a challenging one with regards to service delivery. We had a sweltering summer, some extremely wet periods, and a cold snap earlier in the year. But we have found that the weather has had minimal impact on the battery.' On a residual round, the Electra GPMIV in Manchester will collect around 1,500 to 1,600 domestic bins daily. That’s around 20 tonnes of waste a day. 'My drivers have asked me when we will be buying more of these vehicles because they say they pack much better than our diesels. Mark has already noticed an unexpected benefit of the electric RCV when it comes to maintenance. ‘It is remarkable, but our staff have really looked after the trial vehicle, much more so than they would normally do for an RCV. It has been to several exhibitions, and it is still immaculate. Our drivers take such pride in this truck. Manchester's residents like it as well. We have even had some people call us up to ask what is wrong with it because the truck makes no noise.’ BIFFA and Manchester City Council have seen the considerable benefits of operating an electric refuse vehicle during the prolonged trial period. The vehicle has had a positive effect on staff morale, and 2020 will very likely see the council making further investments into EV fleet in an effort to become even more sustainable.

Getting your truck in gear As Allison Transmission eyes up expansion into the construction sector, the company gathered fleet professionals at its production facility in Hungary for the first day of a week of vehicle demonstrations. LAPV joined fleet operators from the municipal, waste, and construction sectors in putting the company's systems to the test. AnnMarie Knegt reports

t is September 28, 2019, and from the roof of the Allison Transmission Customer Experience Centre (ACE) in Szentgotthard, Hungary, a cloud of dust is visible over the test track. The engines of the construction vehicles tested here today are roaring, and all attendees are having an excellent time driving the latest trucks around a challenging course. It is the first of Allison Transmission's construction days organised to introduce the benefits of fully automatic transmission systems to fleet operators in the building, construction, mining and quarry industries. LAPV attended the event with Allison's Sergio Camolese, Director for Market Development, to discuss the advantages that fully automatic transmissions can provide for fleet operators. Also present is Dakar Rally team owner and multiple winner, Gerard De Rooy. Team De Rooy finished in third place in the 2019 Dakar Rally with its Iveco Powerstar truck equipped with an Allison fully automatic 4000 Series transmission. Since 2016, the team has purchased Allison automatic transmissions to compete in the 10-day, high-speed endurance race, after experiencing mechanical failures with other transmissions.

'Dakar is very hard on the suspension, the axles and the gearbox,' Gerard De Rooy explained. 'We have close to 5,000 Nm of torque, plus the reverse power going back from the axles into the driveline, and the whole system has to stand up to constant impacts. On the hard surfaces, there is shaking through the steering wheel, and vibration goes through the whole driveline. On very loose sand, which requires us to run with low tyre pressure, and much heat forms in the gearbox and transmission. It is hard on the transmission, but durability is everything. If you have a mechanical problem, you can forget achieving a good result.' Sergio Camolese explained that Allison is proactively targeting the construction sector because the company is looking at expanding into new territory where operators do not generally consider specifying a fully automatic transmission. 'But we are not rookies in this sector,' he added. 'We have been selling into heavy-duty areas with partners such as Astra and Renault. We did think there was room for improvement, but before going to market, we needed to understand the duty cycle of the vehicles used in construction. There is a massive difference between light construction vehicles and heavy-duty mining and quarry equipment, and everything in between, such as concrete mixers and dumpers.' Sergio explained that the company decided to focus on the most heavy-duty applications in terms of cost of vehicle acquisition because the price impact would be lower for customers. 'For instance, in remote locations, regardless of price and total cost of ownership, clients benefit from fully automatic transmission systems because of the performance, durability and reliability these deliver. 'When an operator bases itself in a country where there are few maintenance and service facilities, which is often the case in mining or quarry applications, a fully automatic transmission system comes into its own. The performance, durability, and reliability delivered by an Allison Transmission system reduce the need for servicing compared with a manual transmission or automated manual transmission (AMT).' Sergio added that the company is aware that it needs to learn from customers in this sector, which was the impetus behind the construction event. 'This event has been invaluable. We have further learned about the duty-cycle of trucks and the wants and needs for these specific applications.' 'In terms of performance, durability, and reliability, our transmission

is second to none. The end-user only needs to test the vehicle and make calculations to find out that the total cost of ownership is worth the acquisition price.'

The benefits So, what are the benefits of fully automatic transmission systems compared to AMTs? With automatic transmissions, a hydraulic torque converter couples the engine to a planetary-geared transmission providing uninterrupted, continuous power shifts. AMTs, on the other hand, use a standard manual gearbox with electrical or pneumatic clutch actuation resulting in torque interrupts and loss of power during shifts. A torque converter keeps the transmission continuously connected to the engine's maximum power output, providing better acceleration and greater ease of use, and improved productivity DynActive simulates an infinitely variable shift strategy, enabling the driver to manage the power of the wheels better. Drivers can control the vehicle speed using just the accelerator pedal. The vehicle is also

easier to control on hills and uneven terrain, while the driveline is protected from shock, thereby reducing wear and tear. Allison developed its Continuous Power Technology for maximum available engine output during shifting for seamless, full-power shifts. Power shifting creates a smoother and more comfortable drive for the occupants. Drivers experience far less fatigue, and the driver's environment is much more straightforward to control.

Public sector applications Allison Transmission is the largest designer, developer, manufacturer and distributor of medium- and heavy-duty fully automatic transmissions and hybrid propulsion systems in the world. In the refuse collection sector, for example, all major OEMs work with Allison. 'This is because stop-and-go applications are the general standard in refuse operations, which work better with an Allison automatic transmission,' explains Sergio. 'The power shift created by the combination of the torque converter and the lockup clutch is at the core of the product. Because we don't have dry clutches, there is no maintenance required on the gearbox. If the operator follows our recommendations for oil and filter changes, the transmission can outlast the entire vehicle, while the fuel economy improves significantly.' For intensive downtown refuse collection operations, these fuel savings add up. In many countries, RCVs carry out at least 50 drops a day. Allison worked together with Mercedes-Benz and has launched the new CNG-powered Mercedes-Benz Econic NGT equipped with the 3000 Series transmission, designed for urban distribution. The Allison transmission is particularly well-suited to natural gas vehicles where it enhances the CNG to provide the driving sensations and capabilities of a diesel engine.

Future applications Allison launched a new electric axle system for trucks and buses this year and is preparing itself for the advent of different propulsion systems and fuel technologies. For this reason, Allison Transmission acquired Vantage Power and AxleTech's electric vehicle systems division. Sergio sees these developments as the most significant opportunities for the future. 'The technology is here, and some fleets are already starting to test our e-axle systems.' The company vows to create electric transmission systems that are fit-for-purpose for local authority needs.

The role of fuel additives W

hile the automotive and fleet sector focuses on alternative fuels and EV Fleets, people often overlook the role fuel additives can play in reducing emissions and fuel consumption. The existing vehicle parc in the UK consists predominantly of diesel, with local authorities using over 100 million litres of diesel fuel per year. Wakefield Council is at the forefront of becoming more efficient. The council has, therefore, made improvements through implementing better fleet management strategies, as well as creating an accurate reporting system and by improving fuel quality. By introducing Assetworks Fleet Management and Fuel Focus software, Wakefield was able to monitor savings and improvements by adding fuel additive to their bulk fuel storage sites. Concurrently, Wakefield ran a fuel additive trial in partnership with Thomas Group. FuelBright Diesel 1000 has been continually dosing six sites to over 1.2 million litres of diesel fuel and monitored every month. Analysis of data from thousands of fuel fill-ups for the 500-strong fleet revealed a significant fuel saving averaging 5.5% over 18 months. Additionally, 100% of vehicles selected for emission testing showed considerable improvement with an average of 39% reduction in fuel use, which in today's 9429- RVS Advert Re-design PRINT.pdf 10:44 environment bodes well for both the transport industry1 and16/08/2019 efforts to achieve ambitious government targets for air pollution. The council gathered data before the trial and post trial based on repairs against Diesel Particulate Filters & EGR valves, and this did illustrate significant reductions in repair costs and failures. Pete Johnson, Service Manager (at the time of writing) for Transport Services,

Wakefield Council, commented: 'The trial has given very positive results and fuel savings based on robust data. Along with the reduction in emissions and maintenance costs means, the trial was a resounding success.' In monetary terms, it is dependent on different variables such as fuel costs versus percentage savings. Wakefield showed a small saving after just three months, which continued to grow to over ÂŁ40,000 fuel and ÂŁ10,000 Exhaust Gas Recirculation/Diesel Particulate Filter net savings in year one of over ÂŁ50,000. Kevin O'Sullivan, Sales Director for Thomas Autos said: 'It is straightforward to forget the here and now while focusing on the pressures to achieve future environmental targets. In many cases, it will be a long and expensive process. However, councils can make fuel savings and operational improvements by implementing the right software and additives. 'We are also delighted that Lubrizol's David Spivey will be speaking at Future Fleet Forum. Opportunities to save Fleet managers have to deliver the same or even higher levels of service on smaller budgets. Now, the time has come to take a close look at the existing van fleet structure and identify opportunities for cost savings, writes Tim Bailey, UK Fleet Director at Northgate Vehicle Hire.

A

fleet provider can effectively take many run of the mill tasks out of the operator's hands and free up valuable time. For instance, finding the right vehicle insurance can be a timesapping and thankless burden. Also, modern fleet providers can offer additional services, such as roadside assistance, relief vehicles, and accident management should anything go wrong. They can also provide expert consultancy to meet the duty-of-care requirements, such as vehicle audits and driving licence checks. One of the key benefits of working with a fleet specialist that delivers greater efficiency to an organisation is access to the latest vehicle models and technology. In general, providers like Northgate Vehicle Hire have short renewal cycles of the vehicles in their fleet, meaning that it is continually refreshed with the latest technology, whether that is telematics, less polluting engines or even fully electric vehicles. The public sector has mostly been reluctant to consider different models of vehicle ownership and fleet management outsourcing. Many local authorities, healthcare providers, universities and charities across the UK can benefit from working in partnership with a fleet specialist. Like all public sector organisations, the council is under growing pressure to deliver highquality services with decreased funding. As an operator of a large vehicle fleet that delivers many vital services, the council is keen to improve CO2 emissions and driver safety, while finding smarter ways of working. Gateshead Council chose a bespoke, flexible van hire solution that helped the organisation replace large-scale capital expenditure with predictable weekly costs. Gateshead now also has the flexibility to accommodate seasonal demand, because it can flex the number of vans on hire throughout the year.

The council has streamlined the procurement process by having tailored its choice of vans. The essential requirements have been specified, meaning staff always have access to the right vehicle that is suitable for the job. It extends to legislation compliance where regulations dictate certain safety features on vehicles. As a standard, the package includes servicing, maintenance and replacement vehicles to reduce downtime in case a van breaks down unexpectedly. With a premium breakdown cover from the AA, Northgate ensures that the drivers never off the road for more than two hours. Traditionally, the cost of replacement vehicles, parts, labour and the time it takes to solve an issue add up very quickly. This partnership, however, guarantees the council can rely entirely on its fleet at any point as ongoing maintenance and MOTs are also part of the comprehensive solution. The fleet manager has more procurement time as they don’t need to battle unexpected costs or even the administrative burden to ensure that each van is in a roadworthy condition. Besides, the members of staff who drive the vehicles can carry out their jobs with minimal disruption and can rely on the vehicles they use. The bonus is that the vans are always representative and don’t damage the council’s reputation. Gateshead Council has extended its fleet of hire vehicles from 108 to 267. Fleet Manager Graham Telfer commented: 'We all need to be flexible and innovative in how we acquire vehicles and Northgate recognised early on what we were about and the savings we needed to make.'

Fleet performance Cutting down on time is a crucial area of achieving greater fleet efficiencies. However, there is also scope in improving the overall usage of the existing fleet. By making sure that the vehicles don’t stand idle for prolonged periods, public sector organisations can make sure they get the best value out of their fleet. Energy Saving Trust stated the following: 'Better scheduling, higher productivity and increased vehicle utilisation can result in operating cost savings of 10%. Better route planning, lower speeding and an energy-efficient driving style can cut fuel use by as much as 15%.' To some extent, this is the responsibility of the driver. However, new technology can relay data in real-time (or after each journey) to inform how the fleet is functioning. It also states how performance can improve with more comprehensive initiatives. Telematics systems can track many aspects of the vehicle’s and driver’s performance, from speeding incidents, harsh braking and reckless cornering to MPG consumption and temperature monitoring for refrigerated vans. Operators can pinpoint opportunities to reduce mileage, manage fuel economy, improve driver behaviour, plan routes and deliver cost

savings. Gateshead Council added value by installing telematics systems in its hire vans. Vehicle information, journeys and driving times proved critical in improving the fleet’s efficiency and reducing CO2 emissions. Northgate’s standalone system is directly applicable to the vehicles on hire and thus provides the council with highly relevant insights. Graham commented: 'Northgate provides what it says on the tin. I can work out what it costs me very easily. This system offers me the best solution. The company is very accommodating, and that has been borne out throughout the whole of this process.' To encourage more public sector bodies to make the transition to vehicle hire, the Office of Government Commerce (OGC) has set up ‘frameworks’ around different fleet services, including fleet management, fleet consultancy, contract hire and daily rental. With an estimated public sector fleet of over 100,000 vehicles and an estimated annual budget of more than £600m, there is an immense pool of opportunities to use these fleets more efficiently with the support of a fleet specialist.

Firstly, fixed monthly costs that include maintenance, servicing and replacement vehicles make forecasting a much easier and more manageable process. This type of comprehensive offering usually comes out cheaper when compared with the whole life cost of a directlypurchased vehicle. Secondly, this model of vehicle ownership minimises the risk that is usually associated with an organisation’s fleet. Whether this is related to driver’s accidents or merely the vehicle depreciation, there is comfort in knowing that a van goes back to the fleet provider at the end of a contract period. It removes the hassle of selling the vehicle and the risks in trying to ensure maximum financial return. Last but not least, the move towards outsourcing frees up capital that would be otherwise tied up in a rapidly depreciating asset. With public sector expenditure levels set for a squeeze, vehicle hire can free up more of what is left. The added flexibility enables organisations to become more adaptable to changing circumstances, whether these come from seasonal peaks and troughs in vehicle demand or broader factors, such as the turbulent economy and volatile political landscape.

Unimog on the farm

Mercedes-Benz recently organised a series of off-road road-shows UK-wide to demonstrate Unimog's capabilities. LAPV's Steve Banner attended the Unimog on the Farm event in Barnsley on September 25 and left impressed.

T

he word 'iconic' is grossly overused, but an apt one nevertheless, when it comes to describing Mercedes-Benz's legendary go-anywhere do-anything Unimog. There is, quite literally, nothing else like it; especially if you need to tackle demanding off-road terrain. No other vehicle of its size comes with permanent four-wheeldrive, portal axles with differential locks, multiple forward and reverse gears and multiple power take-offs. Gross weights vary from 7.4 to 16.5 tonnes, power outputs from 177hp to 300hp – Euro VI diesel engines are installed – and it is available with hydrostatic drive. The vehicle can be fitted with a central tyre inflation system which enables the driver to reduce tyre pressures to avoid churning up the soft ground. If the operator chooses the VarioPilot option, the Unimog can be switched from right- to left-hand-drive in just 30 seconds. Mercedes-Benz designed the Unimog so that the vehicle can be fitted with a seemingly endless list of equipment, including

snowploughs, spreaders, sweepers and mowers. Cumbria County Council is one local authority that recognises the vehicle's versatility. With a territory that embraces a chunk of the rugged North Pennines, the council operates two Unimog U500s fitted with 5m3 spreading bodies and either snow ploughs or snow blowers. They help keep some of its lonely highways clear in winter. In the summer, the U500s are transferred to Cumbria Fire and Rescue Service. Fitted with 4,000-litre water tanks, high-pressure spraying equipment and racks to hold firefighters' tools such as axes and beaters, they are used to help tackle moorland wildfires in hard-toreach locations. Unimogs can be split into two broad categories; implement carriers and high-mobility off-road trucks. Both are extraordinarily capable in rough terrain, but Unimogs that fall into the latter group can address genuinely extreme conditions.

Unimog on the Farm We got to grips with several different models – all implement carriers – including one of the smallest in the line-up; a U218 7.4-tonne vehicle with a 2.8m wheelbase and powered by a 177hp 5.1-litre engine married to an automated gearbox with eight forward and six reverse gears. A switch on a stalk to the right of the steering column provides the choice of Drive, Neutral or Reverse. Features included a front, a rear and a centre differential lock — and a three-stage 300kW engine brake. All these features combined make a significant contribution to holding back the occupants during

The Unimog has an entirely welded frame and encapsulated drivetrain for an extended service life

steep descents. Fitted with a Scattolini dropside body, our Unimog proved more than capable of tackling a wet, muddy test course with a few steep-ish climbs and sections that obliged it to lean over at an ever-more-acute angle. The steering forces you to work quite hard, especially when it comes to lining the vehicle up before easing it through a narrow gap. Coil springs are installed on the vehicle, and their long spring travel certainly helps if you have to face off-road routes that are deeply rutted. So does the 347mm – getting on for 14ins – of ground clearance. We next took charge of an 11.9-tonne U423 powered by a 231hp 5.1-litre diesel and equipped with hydrostatic drive and front-mounted Schmidt sweeper gear. There is a stalk mounted on a console between the seats to raise and lower the brushes and move them left and right, and a float function can be called on to ensure that any obstacles in the highway do not foul them. Good forward vision from the cab made the exercise an easy one, and we were able to use the gearshift stalk as a pre-selector manual box, by flicking it to select the next gear and then dipping the clutch so that the gear engaged. Next up was a U530 15.5-tonne truck, this time with the 299hp 7.7-litre diesel that Mercedes also offers. Complete with hydrostatic drive, the chassis was kitted with a demountable Rasco spreader body and a Bucher Arox VP snowplough. The snowplough manipulated in the same way as the Schmidt brushes were. Two stand-out features of this Unimog were a crabbing feature that enabled it to move sideways and a rear-steer axle which gave it an extraordinarily tight turning circle – ideal if the driver would attempt to clear snow from difficult-to-access areas. Driving U423 and U530 allowed us to flick a switch and use the Electric Quick Reverse feature, which made it possible to reverse very rapidly. Mercedes sells over 200 Unimogs in the UK annually, including those its supplies to the British armed forces. It markets them through four specialised dealers, with 23 dealers providing aftersales support. At present, it is unlikely that Mercedes is likely to introduce an electric or hybrid diesel/electric Unimog, and there has also been no

mention of one that runs on gaseous fuels such as compressed natural gas. However, it should be possible to operate its diesel engines on gas-to-liquid fuels such as Shell GTL, which can cut particulates by up to 50% and NOx by up to 37%. The first Unimog appeared over 70 years ago, and while its successors are far more sophisticated than their ancestor, the basic principles underpinning this extraordinary off-roader remain the same. With a typical price tag running into six figures, it does not come cheap. As Cumbria's experience suggests, it can do the job of two vehicles; possibly three or four if you also deploy it as a mowing machine or a sweeper. That means it can be a money-saver, and strong residual values mean that the operator should not be disappointed when it comes time to sell it second-hand. Mercedes calculates that after five years it should fetch 40% of the price paid for it when it was new. Unimogs tend not to travel vast distances. Service intervals are based on time rather than mileage as a consequence, with a visit to the workshop recommended every 1,400 hours. Three-year factory-backed service contracts are available. The first-pick rate is 95.7% at dealer level according to Mercedes, and the company remanufactures a wide selection of critical components to keep service and repair costs down. A three-year factory warranty is included in the purchase price with the option of extended it to four or five years.

Fuel economy During a recent in-house trial, Mercedes ran one at a gross train weight of 34 tonnes over a 100-mile route and achieved 7.4mpg. Like conventional trucks in its weight category, the Unimog is limited to a 56mph maximum speed on the public highway.

Verdict? Mercedes-Benz's Unimog is an extraordinarily capable machine and one that is capable of fulfilling a wide variety of roles. However, its acquisition price means that any local authority looking to acquire one has to be sure that a Unimog is what it needs – and that it can make maximum use of the truck runs year-round.

Lincolnshire FRS welcomes new fleet

Lincolnshire Fire and Rescue Service has purchased a fleet of new fire appliances worth £8 million, of which the first are now in active service. LAPV reports.

he fire service is rolling out the new fleet of 33 18-tonne Scania trucks over the next two years. Before arrival, the crews are carrying out extensive driver and operator training. The total purchase price for the fleet was around £8 million. In the meantime, teams have been carrying out familiarisation training at the Service's training centre at Waddington near Lincoln. The vehicles carry 1,800 litres of water and 120 litres of foam compound onboard, and it includes a Godiva Prima 20/10 pump. Sixteen of the appliances have an ultra-high pressure Coldcut Cobra extinguishing unit onboard. So, in total, Lincolnshire FRS will have these piercing nozzles available at all of its 39 fire stations.

'Cutting edge' technology The Coldcut Cobra system is an ultra-high-pressure cutting extinguisher that enables firefighters to tackle fires from the outside of buildings and other enclosed spaces. A special nozzle fitted on a lance emits water mixed with iron fillings at ultra-high pressure (400 mph). The material can cut through walls, steel and concrete up to 11in thick, leaving tiny holes. The cutting agent is then turned off before a fine mist of water is released directly onto fires. The process significantly reduces the temperature around a fire without the need to enter the building, enabling firefighters to gain entry more quickly and safely. The ultra-fine mist in the compartment expands and suppresses the oxygen, starving the fire of fuel. At the same time, the water in the droplets cools down the temperature in the room without damaging the contents. Lincolnshire Fire and Rescue Group Manager, Dave Hopkins, explained: 'This equipment enables us to be more effective in fighting fires, with the situation more quickly controlled. That leads to

a drastic reduction in water damage to homes. 'Most importantly, it will keep our firefighters safer because they can control the temperature before they enter a building. It has more than delivered on what we expected and will certainly save lives.'

Improvements throughout The design team implemented many improvements to the equipment, including: • 22mm hose reels providing improved flow at the branch, • longer roof ladders (now 6m length), • onboard charging for handheld radios, • new thermal imaging cameras and torches, • additional road traffic collision equipment, including impact drivers and portable winches. The 9.3-litre engine and Allison fully automatic transmission (with Retarder) combination, will offer improved acceleration and braking. Chief Fire Officer for Lincolnshire, Les Britzman, said: 'As well as being able to carry more water, and foam, the new appliances will carry better rescue equipment for road accidents, the latest generation of lighting and ladders and a whole host of features that will make our response in emergencies even better. The engines will also meet the latest emissions ratings, reducing our carbon footprint. 'The new appliances and equipment represent a significant investment by Lincolnshire County Council and will give the best level of emergency response right across the county. I believe the new equipment will also make our firefighters some of the best protected in the country – exactly what they deserve for their dedication to the service.'

Safer firefighters, safer communities An early decision was taken to maximise the opportunity of new appliances to promote key safety messages, and Lincolnshire's community fire safety team worked with a local company to design the safety messaging on the vehicles. Simple and clear images on the side of the trucks remind residents to test their smoke alarms and make sure they have an escape plan, as well as staying safe when cooking. The rear panels display road safety messages. The newly-built wide cab has four individual Bostrom seats in the rear of the crew cab for improved comfort and safety, with heightadjustable seatbelts to take account of the diverse size and heights of crews. Dave Hopkins continued: 'The county council is highly supportive of this project, and provide a consistent response, with a full, standardised equipment inventory on full-sized fire appliances, at every station. These new vehicles enable different crewing arrangements across our fire stations with space to safely carry up to six firefighters. 'At the start of procurement, we engaged with our entire staff with an online survey and a working group. They highlighted the importance of improved cab space so crews can be safely and comfortably seated. The cabs also feature a pull-out table to assist the command support function.' The new cab design improves visibility with slimmer A-pillars, lower side windows and a lower instrument panel. Best practice in procurement Specialist manufacturer Angloco, based in Yorkshire, manufactured the new fleet. The CP31 cab is the latest factory-built 'long' crew cab from Scania which is fully EN certified (crash tested) and is fitted with upgraded LED headlights for improved lighting at night. Angloco's Managing Director Alistair Brown commented: 'We are delighted to be manufacturing these new Scania-based appliances for Lincolnshire Fire & Rescue Service. All three parties have built a great working relationship together to ensure the finished product is of the highest quality. It is also great that we can show these newdesign Scanias in our new recently-opened additional factory facility.' Visits were made to all five suppliers on the framework during a

period of 'pre-procurement engagement' which was undertaken as per the Public Contracts Regulations 2015. The process much helped with the complexities for this type of procurement, which had a high contract value. It also aided the planning and drafting of the vehicle specification and service requirements, Contracts Manager at Lincolnshire Fire and Rescue, Julia Skinner, explained: 'The bid went on tender via a mini competition run through the National Framework for Emergency Response Vehicles set up by Devon and Somerset Fire and Rescue Service. Lincolnshire FRS explored options for collaborative procurement. However, no other UK Fire Service could be identified requiring a similar sized specification vehicle at the time of the tender. 'Bids were received from four of the five suppliers listed on the framework and were evaluated by a small team, working with Lincolnshire County Council's corporate procurement officers. The team also included a member of the Fire Brigades Union and Group Manager and myself, with the marking process taking place over three days.' All tender responses were scored on price and quality. The quality element looked at aspects such as: • the design of vehicle cab and crew cab, • appliance ergonomics and comfort, • design of firefighting compartments and equipment stowage, • whole life costs, • maintenance requirements, • warranties, guarantees, • training and delivery, • after-sales support together with fuel efficiency • lifetime energy consumption and environmental impact. As part of the quarterly reviews that Devon and Somerset Fire and Rescue Service conducts, the service asked framework contractors for some examples of further competition/specifications around the country. Lincolnshire's specification is now cited as an example of best practice in the Transport Officers Group (TOG) Best Practice Guide. Coventry City Council opts for new refuse fleet

Coventry City Council has adopted a combination of a Mercedes-Benz Econic chassis, Dennis Eagle Olympus body and Terberg bin lifts for its new fleet.

he local authority has bought 11 more of the refuse collection vehicle combo to replace some of the 40 similar vehicles which make up the backbone of its domestic and trade waste

fleet. The vehicles feature 6x2 Econic 2630L chassis with 7.7-litre engines which produce 220kW (299hp) and drive through six-speed Allison automatic gearboxes. The first batch of Refuse collection vehicles (RCV) is fitted with Dennis Eagle Olympus 21 widebodies and Terberg OmniDEKA highlevel bin lifts. The lift can handle either two domestic bins of up to 160kg each or one trade bin up to 500kg. The second batch of vehicles delivered featured the Dennis Eagle Olympus Twin pack bodies with two compartments split in a ratio of 35:65 with a body volume of 22m3, suitable for collecting different waste streams at the same time. The Olympus Twin Packs were fitted with Terberg OmniDEL Triple automatic low-level bin lifts, capable of lifting three domestic bins of up to 100kg each or one trade bin on the 65% side of up to 500kg. The bodies and lifts were designed for easy hand-loading of

waste with a drop-down rave rail, and are suitable for operators running mixed recycling and residual waste collections The Mercedes-Benz Econic's air-conditioned, low entry cab is easy to climb in and out of and walk across – a significant health and safety feature for crews. And its deep, wrap-around windscreen and fully-glazed, folding side door offer an all-around vision for drivers. The Econic also comes with a standard-fit armoury of driver assistance systems which exceed legislative requirements, including Active Brake Assist 4 emergency braking technology with pedestrian recognition capability. Another variation in the order saw the first five RCVs – which have already been put to work on domestic rounds – each featuring mid-steer axles. The remaining vehicles, however, will all be fitted with rear-steer axles for better manoeuvrability. Coventry City Council intends to monitor the performance of these trucks before deciding whether the rear-steer will also be more appropriate for mainstream domestic work in future orders. 'Together, the vehicles are designed with durability, minimal maintenance and safety in mind, and it was their competitive running costs that led Coventry City Council to come back to order more,' said Brian Martin, Assistant Fleet Manager at Coventry City Council. 'The Econic is noticeably more durable – the fact that it lasts longer means we have typically tended to keep ours for seven and sometimes up to 10 years,' he said. 'Mercedes-Benz has put a lot of thought into the design of the Econic cab, which is very comfortable. We have had good feedback – the vehicle is exceptionally popular with our drivers and crews.' Local Mercedes dealer Midlands Truck & Van, which is just a quarter of a mile from the Coventry City Council depot in Whitley, provided the chassis. And the vehicles were also assembled locally – only 12 miles down the road – by the prime contractor Dennis Eagle at its Warwick manufacturing facility. Richard Taylor, Sales and Marketing Director at Dennis Eagle, said: 'We have excellent working relationships with both Mercedes and with Coventry City Council. 'It's always good to see a local authority supporting local industries – which provide jobs and prosperity to the community – while getting excellent vehicles for their efficient waste and recycling operations. 'As prime contractor, our role is making sure our customers get the vehicles they ordered on time, and we're uniquely placed to do this. Our customers can communicate with just one supplier, and we keep them fully updated throughout the process. 'It helps that, as a company, we are focused on the waste and recycling industry. And, having been here for a long time, we have developed long-standing relationships which enable us to work closely and efficiently with other suppliers, like Mercedes – and especially with Terberg Matec UK, who are part of the same group. 'Finally, the scale of our manufacturing operation gives us the flexibility to respond to the unexpected and keep to schedules. These are key reasons operators like Coventry keep coming back to us.'
