Plea to dog owners to dispose of dog poo bags properly Dog owners are being called upon to ensure they clear up after their pets but also that they properly dispose of the dog poo bags. Cornwall Council has recently received complaints from the public particularly about dog poo bags being left at Constantine Beach near Padstow where there have been reports of bags left hanging on lifeguard stations and fences. Cornwall Council Senior Environmental Health Officer Kevin Brader says: “We are receiving reports that whilst dog owners are picking up after their pets, they are then leaving the bags and not disposing of them either by taking them home or holding on to them and putting them in a bin. It is important that once the mess has been collected that it is disposed of in an appropriate waste bin.” Dog poo bags can be put in

standard litter bins as well as dog waste bins. Dog poo left in bags in the environment, as well as being unsightly, affect Cornwall’s beaches, countryside and other open spaces. Those responsible for such anti-social behaviour can be issued with a fixed penalty notice for £80 for littering. Cornwall Council undertake patrols across Cornwall and anyone seen not picking up after their dog has fouled or littering by not properly disposing of the bagged waste, will be issued with a fixed penalty notice. All officers within the Council’s Community and Environmental Protection teams are authorised to serve fixed penalty notices, as are Police Officers, Police Community Support Officers and some town and parish council officers. Members of the public are asked to report offenders who

do not pick up after their dogs. This can be done on the Cornwall Council website by clicking on the ‘report it’ link on the home page at www.cornwall.gov..uk; via the Council’s Facebook page by clicking on the Report It button, or by calling 0300 1234 212. The information that is useful when reporting includes: • Time, date and location of the offence. • Name and address of the offender (if known) • Description of dog • Registration number of the offenders vehicle (if appropriate) If a member of the public provides sufficient information to proceed then a fixed penalty notice can be issued retrospectively. Cornwall Council would like to urge all responsible dog owners and non dog owners to assist in tackling this anti social behaviour.

For many years the site was a car dealership, latterly as Ward Vauxhall before closing two years ago and since then the site has been vacant with the news that it will once again be full of cars for sale being well received in the town. There had been plans for the site to become a drive in pasty business but those plans did not come to fruition which opened up the opportunity that Chris had been looking for to expand his operation into Helston. Chris is well known in

the local Helston area having worked for over 20 years for one of the car dealerships and he has kept close ties with the town with many people continuing to place their trust in him and travelling to Long Rock to deal with him when looking for a new car. They will be reopening the workshops as well as the showrooms to offer repairs and servicing which will be creating some much needed new jobs in the area. Chris said, “An opportunity to take over the Helston site came up and was something I was very pleased to be able to follow up on. Being an independent site we’ll be able to offer a selection of cars that are probably not available at the moment. It will give

the customer greater choice and hopefully more competition means better deals for them.” Running the car sales will be Trevor Angove, popular locally as a cricketer with local teams as well as his many years spent being a Community Police Officer in the district. They continue also operating the Long Rock site and both will benefit from the extra stock that will be carried. They are immediately starting work on renovating the site to bring it back up to standard before getting ready for the opening that will be announced shortly

Cury Parish Council Parish Emergency Plan, Can You Help? Cury Parish Council has decided to develop an Emergency Plan for our Parish, for which your help is needed. The Plan will not and can not replace the assistance provided by the emergency services but supplements it, providing immediate local support on the ground when it is most needed, in order to look after the welfare of people in the Parish and/or helping to maintain our infrastructure. Once published, a copy of the Emergency Plan will be kept in the Village Hall and updated periodically. The sorts of emergencies which we might have to contend with include surface water flooding caused by the inability of land drainage systems and water courses to cope with heavy rain and run-off, utilities failures, particularly electrical power outages, severe weather, such as heavy snow, and human and animal disease outbreaks. Within recent living memory the village has been isolated through severe weather events, and has had to look inwards for immediate support. Amongst other matters, the Plan will include the manning for emergency reception centres, details of relevant Parish Community Groups and contact details of those who can provide assis-

tance. The Parish belongs to all its residents and no one else, so it is up to us to provide the local support for our Emergency Plan. We hope you will be able to help for the good of the Parish. We are looking for particular assistance in the following areas: Personnel. Fit men and women of all ages to act as general helpers. Qualified first aiders and retired doctors/nurses/vets. Retired members of the emergency services. Transport. Drivers with 4x4 Vehicles and Tractors. Plant. Appropriately-trained owners with generators, chainsaws and lifting equipment. In addition, we are compiling a confidential list of elderly or infirm residents, who wish to be included as needing particular assistance in an emergency, whom we should look out for. Seahawk field gun trainers awarded Captains Prize Two Members of HMS Seahawk Field Gun Crew have been presented with the Captain’s Award’s for their hard work and commitment for Royal Navy Air Station Culdrose. Chief Petty Officer Air Engineering Technician John ‘Jumper’ Collins the 1st trainer and Petty Officer Air Engineering Mechanic Dave Robson, The Buffer, picked up their awards from Captain Mark Garratt Commanding Officer RNAS Culdrose. The trainers have been the main architects of success for Field Gun crews at Culdrose, which has gone from strength to strength under their ever watchful leadership. HMS Seahawk Field Gun Crew competes annually in the ‘Brickwoods Field Gun Competition’ at HMS Collingwood near Portsmouth; attracting up to 22 Crews from across the Royal Navy, the Army and Air Force as well as NATO HQ in Naples, Italy and Britain’s Mediterranean base at Gibraltar. Chief Collins joined Culdrose in Dec 2010 and volunteered

to be 1st Trainer for Seahawk Field Gun. He immediately set about assembling and preparing a crew for the 2011 Brickwoods Competition, Culdrose and Yeovilton Air Days in July and two weeks’ worth of runs against HMS Heron at the Edinburgh Tattoo in August. Approaching these challenges with his customary enthusiasm and tenacity he led Seahawk to second place in the 2nd Plate final, narrowly losing to HMS Heron at their Air Day, but winning the majority of runs at the Tattoo. 2012 season began without a Field Gun Officer (FGO) or Buffer and for a time ‘Jumper’ Collins was the sole member of the Field Gun Command Team conducting all three roles, as well as organising and conducting pre-season training with the crew. He was soon joined by Petty Officer Dave Robson who managed to make all necessary arrangements for the crew’s attendance at Collingwood. HMS Seahawk’s crew won a place in the final with a creditable fifth overall, improving on 2011.

Last year ‘Jumper’ and Dave’s hard work saw HMS Seahawk have their best year yet. The crew easily attained a place in the final with the fourth fastest aggregate time. Had there not been a very unfortunate slip during the final run, it is widely believed they would have achieved second overall. Despite losing many members to deployments, assignments and injury in preparing for Air Days at Culdrose and Yeovilton, they worked tirelessly recruiting and training a competitive crew. Their efforts suitably rewarded by winning six out of six runs at the two shows. “CPO Collins and PO Robson have undertaken their Field Gun roles willingly and to impressive effect despite also conducting busy jobs within the station,” said Lieutenant Commander Dave Quaite, HMS Seahawk Field Gun Officer. “Over the last 3 years HMS Seahawk’s Field Gun Crew have gone from strength to strength and enjoyed ever greater successes.”

The pattern is usually a well-known British touring jazz band once a fortnight and good local band on the Sundays in-between. The touring bands invited to play at the club are mostly chosen from those bands regularly featured at all the usual Jazz festivals around the country. The “Smugglers” has hosted jazz for over forty years and is a well-known and popular venue for bands touring the West Country perhaps also playing at Bude and Plymouth Jazz Clubs on their way to or from the far South West. These bands will often have hailed from London, Manchester, and Birmingham sometimes even from Europe, particularly Denmark and Sweden. The timing at the Smugglers has been a success over the years allowing people the opportunity of a good Sunday roast lunch whilst at the same time enjoying the jazz atmosphere. Parc Eglos pupils encouraged to make sure they are safe and seen 240 Foundation and Key Stage One children at Parc Eglos School in Helston were reminded about the importance of being seen as a pedestrian during the wintery weather, when they were all presented with free high visibility vests, jointly funded by local Specsavers stores in Truro, Falmouth, Camborne, Redruth and Penzance. The children were presented the vests by Mr Graham Dunn, Director of Specsavers in Truro, who organised the donation, during a ‘Be Safe, Be Seen’ assembly presented by a member of Cornwall Council’s Road Safety Team, who was invited to the school to talk to children about staying safe as a pedestrian during the winter months. Louise Jones, Deputy Head at Parc Eglos commented “We always encourage our children and parents to walk to and from school. Apart from the obvious health and social benefits of a daily walk in the fresh

air, children who have walked to school arrive more wide awake and ready to learn.” With the beginning and end of the day being much darker at this time of year, children can often find themselves walking to and from school in poor light, so it is important they make themselves as visible as possible to increase their safety at the roadside. Mr Graham Dunn, Director of Specsavers in Truro, commented "Specsavers are delighted to able to support in raising awareness of the need for good vision and increased visibility amongst all road users, particularly children travelling to school." Without reflective clothing or items a pedestrian or cyclist is only visible, in low beam headlights, from 30 metres away. By wearing or using reflective items they become visible at 150 metres, giving drivers five times the distance to notice them and more importantly avoid them.

Louise continues “These vests will not only be used by the children when walking to and from school, but will be used when the children are out and about on school trips and community events.” Tamsin Ferris, Road Safety Officer for Cornwall Council commented “It is vital that to make parents and children aware of the importance of wearing reflective and fluorescent materials to help them to be seen in poor light. Unless children are very visible, they can easily merge into the background making it difficult for drivers to see them.” The children at Parc Eglos are very aware of the positive effects of walking to school and the importance of considering their safety at the roadside, this is promoted though the School Council’s road safety campaign. Year 5 pupils at the school are currently undertaking a project which involved them producing a leaflet outlining the benefits of walking to school.

New Cornwall healthy eating guide will help people eat The Beauty Retreat well and spend less A booklet of recipe ideas to make your food go further has been launched in Cornwall. The initiative links with the ‘Winter Wellbeing’ campaign to reduce winter deaths and will be circulated to people most in need through local food banks. The guide, Eat Well Spend Less, will also be available from Council one stop shops and libraries. It has been produced in a partnership between Cornwall Council’s Health Promotion Service and Adult Education Family Learning, Truro and Redruth/Camborne/Pool food banks, and Inclusion Cornwall. This competition will now take place next Sunday, 2nd February. In the Men’s Mail On Sunday Praa Sands won at home against Cape Cornwall 3½ - 1½ Jennifer Chambers, Alison Jacka & PhyllisWilliams won the Ladies’ Dallas Scramble on Saturday. More than 6,500 drivers arrested during drink and drug driving campaign The Royal Society for the Prevention of Accidents (RoSPA) is disappointed that each day, an average of 200 drivers were arrested for offences related to drink driving during the annual Christmas crackdown. Figures released today on Friday by the Association of Chief Police Officers (ACPO) show that, in relation to drink driving, 6,550 drivers gave positive breath tests or refused or failed to give a test, during the campaign, which ran from November 29 to January 1 across England, Wales and Northern Ireland. This is around 8 per cent fewer than the previous year’s figure of 7,123. Of those arrested, 1,675 (26 per cent) were recorded as being under the age of 25. A total of 191,040 people were stopped and breath tested by officers during the campaign - a 9 per cent rise compared to the previous year. Of those tested, the proportion who were subsequently arrested fell. On the drug driving front, 513 field impairment tests were conducted (a

rise from 360 during the previous year’s campaign), and 143 (28 per cent) of those tested were then arrested. The proportion of those arrested following a test rose. Kevin Clinton, RoSPA’s head of road safety, said: “While it is good news that more tests were carried out and the proportion of drink drivers was lower than the previous Christmas, it is worrying that motorists are still choosing to get behind the wheel while over the limit. “The provisional estimate for people killed in drink-drive accidents in the UK[1], in 2012, shows an increase from the previous year. There were 280 deaths and 1,210 people seriously injured, contributing to almost 10,000 casualties in total, so we must do more to tackle this problem. “Ministers in Scotland and Northern Ireland have already decided to lower the drink-drive limit from 80mg of alcohol per 100ml of blood to 50mg of alcohol per 100ml, and RoSPA would like the Government in Westminster to follow suit so there

would be the same lower limit across the whole of the UK. “Likewise, the increase in the number of drivers arrested while being under the influence of drugs is also of grave concern: in Great Britain, in 2012[2], we know that at least 32 people were killed and nearly 250 seriously injured in road accidents involving people who were impaired by illicit or medicinal drugs.” Enforcing drug-drive laws has been difficult because of the complicated procedure the police need to follow to prove that a driver was unfit to drive, had taken drugs and was impaired by drugs. However, a new offence of driving with a specified controlled drug in the body above a specified limit was introduced last year. This will come into force once regulations setting the limit for each drug (which are currently being drafted) are introduced. This will make it much easier for the police to identify and catch drug drivers.

Vauxhall becomes official Liverpool FC automotive partner Vauxhall Motors will add to its UK football sponsorship portfolio by becoming the Official Automotive Partner of Liverpool Football Club. Landlords abandoned 'Right to buy' creates by government ‘Flood private landlords Re’ insurance scheme Government plans made in conjunction with insurers to provide affordable insurance to homes vulnerable to flood damage is set to exclude millions of people including all rented property, abandoning buy to let investors. The scheme, named ‘Flood Re’, will provide housing at risk from flooding with hybrid cover under which the insurer provides the household insurance with the usual nonflood element. The risk to the insurer of the flooding will be capped by the government, as will the cost to the policy holder. Flood Re was set up after insurers warned that the currently existing commitment to provide universal

flood cover to housing has become unsustainable, partially due to a lack of effective flood defenses. Previous estimates of those unlikely to benefit from the plan had been in the low thousands; however a significantly higher figure emerged before the second reading of the Water Bill in the House of Lords which will take place on Monday January 27. An estimated 9 million properties have been abandoned in the bill including all leasehold property, all housing association properties and all rental property, a move described as ‘discrimination against the private-rented sector’ by the Residential Landlord Association.

Between 50,000 and 100,000 privately rented properties are in areas of higher flood risk. This could lead to a huge rise in insurance premiums for landlords. Policy director of the Residential Landlords Association, Richard Jones, said the exclusions would: ‘particularly hit smaller landlords, some of whom could well consider their future in the sector as a result.’ He continued:’ This will also hit very badly any tenants who are flooded and would pose problems for local authorities who might have to rehouse some residents affected by flooding.’

New research condemned government scheme ‘Right to Buy’ a failure after showing that at least 36 per cent of all homes sold through the programme, amounting to a total of around 52,000 properties, are now let by private landlords. Right to Buy allows tenants to purchase their homes at a lower rate. However, this has generated a swathe of landlords renting out their cheaper properties at much higher market rates. The problem is especially rife in Islington, in which up to 40 per cent of former council houses are now being rented out privately.

It has been estimated that a couple would need to earn £72,000 annually in order to afford private rental costs in the borough and thus exploiting the rent to buy scheme has led to high yields for many opportunistic landlords. As a result of the misuse of the scheme, Islington Council is calling for the law to be changed. Executive member for housing Councillor James Murray shared her opinion on the situation: ‘We have got to get rid of Right to Buy, certainly with newbuilt properties. We have a ridiculous situation where on an estate there are two flats side by side. One flat is socially rented while the
