The U.S. War Department decided to create two new assembly plants on the interior of the country. The plants needed to be at least 200 miles from the coast. This was to ensure that the plants would be spared if an assault would have occurred on the coasts. One of the plants was at Fort Cook that was owned by the War Department. It was later called the Offutt Air Force Base. This plant supplied the war effort with many B 26 bombers, like the Martin Bomber Plant in Baltimore. Now, the government need the second plant.
