PILLING W.I. C.I.A. - Central Intelligence Agency? Caught In the Act? No! Cheshire Investigation Agency. This company was founded by Pilling W.I’s speaker George Hughes, who told us about his second career as a Private Detective. A former regular soldier in the Grenadier Guards, he entertained us with tales of his exploits, whether tracing mistresses or miscreants, felons or fraudsters. He had had many varied experiences. Some, involving children were painful, others such as repossessing a T.V. set from a Liverpool football fan caused amusement. Much of his work was helped by sheer luck; the wearing of his Guards tie gained him access to a private members’ club and his surveillance on one occasion brought him to the attention of the police.

EUSTON PARK FLEETWOOD

PILLING METHODIST CHAPEL

Work to start on Euston Park

Special Services and Events

The next phase of Fleetwood’s £1.5m seafront facelift is getting under way with ornamental and landscaping works, part of the Five For Fleetwood scheme.

Men’s Weekend Events

A new planting scheme will introduce perennials and shrubs for year-round colour, overgrown shrubbery is being removed and grassed areas smoothed down to the new pathways with decorative stone edging. Some of the benches will be replaced with sandstone seating - red to match the nearby Pharos lighthouse and carved with artwork relating to fishing and the railway. All bench plaques are being retained and incorporated elsewhere in the park. Efforts are being made to ensure the new gates and gate posts stay as authentic as possible to the original design. A similar approach has been applied to the concrete shelters which have already started to be repaired.

Sat 7th Feb: More of Wilf Curwen’s Old Films will be shown by John Higginson followed by a Pie & Peas Supper. Tickets: Adults £5, Children £3 available from John Higginson (01253) 790480, Andrew Bell (01253) 790649, Fred Curwen (01253) 790391 or Graham Curwen (01253) 790502. Sun 8th Feb: Morning Service at 10:30am led by Rev Stephen Dunn (Thornton-Cleveleys). Evening Service at 18:30 led by Rev Paul Critchley (Pilling). Special singing by the men at both services. Please come and join us for some or all of these events. Andrew Bell

Due to the park’s position and layout, it will unavoidably need to close throughout the work to allow for the contractor’s storage. But it will open again in late spring ready for the return of the Grade II listed fountain that has been taken away for restoration. Improvements to the marine lakes are already well under way and builders are expected on the site of a new splash zone and cafe very soon, with the construction of a skate park starting shortly afterwards. The Euston Park project has been made possible through the Coastal Communities Fund and is part of the wider seafront scheme.

DOWN TO EARTH So - just because it’s February, don’t think you can afford to sit round watching Broadchurch and Silent Witness, telling yourself there’s still plenty of time before you need to don your wellies and get out into the garden. There’s plenty to be getting on with. You could, for example, still plant bare-root hedging, shrubs, fruit and trees helping them all get off to a great start. Now’s also the time to buy your seed potatoes, particularly if you fancy growing some of the more interesting varieties. For the truly keen why not head over to Robinson’s ‘The Home of the Mammoth Onion’ at Forton where they’re having a Special Potato Weekend on the 7th and 8th of February. The nursery will be open from 10:00am to 3:00pm and there will be over forty varieties of seed potatoes to choose from as well as a range of seeds, sets and early vegetable seedlings. And if it’s a bit nippy you can leave the flask at home and rely instead on refreshments being provided by the tea army from Forton URC- with proceeds going to the church funds. If you’re new to this potato lark, it’s simple: for the time being, concentrate on chitting your spuds by placing them ‘eye’ end up in trays or egg boxes in a light, cool and frost free place. Keep your eyes peeled (sorry) for future articles on what to do next. Now is also a good time to apply a general fertiliser to your beds – I recommend blood, fish and bone. It sounds rather unappealing but it’s a gentle well-balanced, natural, slowrelease fertiliser. it boasts a good balance of nitrogen for green, leafy growth, phosphorus for healthy root and shoot growth and potassium for flowering, fruiting and general hardiness. And it’s cheap. For the best results apply every 4-6 weeks through the growing season. We also use it when we’re digging in new plants or potting up containers. If you’re itching to grab those secateurs and

On Saturday the youngest member of our family was making it clear she was bored. She’d bounced in her bouncer, played on her playmat, chucked mushy food around the kitchen as part of her efforts to move onto solid food and she’d amused herself by grabbing several handfuls of the dog’s fur (lurchers are SO patient). So there was nothing left but to whisk her off to the greenhouse for some instruction on sowing broad beans. She was asleep within five minutes. I was torn between being insulted and relieved. OVER WYRE ART SOCIETY As I write this, we have had only our free choice meeting to welcome back members. We had an enjoyable meeting and many of our members worked on completing paintings. Others started snow scenes which are topical at present. Next we will be getting down to some tonal pencil work with the help from Eric Wood B.A. - good tones being crucial for 3D effects. DOG CONTROL ORDERS Hambleton Parish Council would like to remind everyone that there are Dog Control Orders in place at The Bob Williamson Park. One control is the ‘Dogs on Leads’ Order which requires a person in charge of a dog to keep that dog on a lead on designated open spaces and park areas. The Bob Williamson Park is a designated area and will be regularly visited by officers with enforcement powers. The officers will attempt to notify dog owners of the orders in place before moving on to the fixed penalty notice stage. Provision of appropriate new signage is being investigated to raise awareness of the current Dog Control Orders. Kath Coleman Clerk to Hambleton Parish Council Tel: (01995) 671499

BUFFET LUNCH

PILLING LANE WI

Sat 21st Feb 12 Noon Hambleton United Reformed Church

At our first meeting of the year on 7th January we had a speaker from the Women’s Refuge, June Cowell who, after retiring, has spent the last 20 years as an unpaid volunteer for the refuge.

Everyone very welcome. Only £3.50. For further details please contact Jennifer Rivers-Bland (01253) 700967

June explained the circumstances under which some women and children came to the refuge. The encounters she had over the years were quite sad in this day and age. The refuge is solely run on donations. They receive no Government or local council funding and all the staff are unpaid volunteers. June then opened it up for questions from the members. Looking forward, please don’t forget our exhibition of 80 years of the Pilling Lane WI which commences on Sat 7th Feb at Knott End Library. Come and see our exciting display. Our next meeting is on Wed 4th Feb when the speaker is from Enticing Cakes, Thornton and we will be hosting a cake stall. The centenary roses have now been planted at the War Memorial at Preesall and plans are under way for a centenary flower bed display at the corner of Grassington. Lots of events are planned for the coming months. Come and join the celebrations. Everyone is welcome. Joy Mellor (01253) 811682

PILLING BAND The closing days of the Christmas season were marked by carolling in Knott End, followed by visits to the chapel and our three local care homes. On Sunday, carol services took place at Out Rawcliffe and Hambleton churches. Thus we ended a very busy but enjoyable period and the band is grateful for all the support which we received. After a welcome break, we are now preparing for the “Brass at the Guild” contest in Preston on 1st Feb. From the beginning of 2015, the band is promoted to the third section from the fourth, as a result of our record of contest successes. We have chosen to play “Evolution” by Philip Sparke, which is the set piece for the National Championship heats in Blackpool in March. This is a new piece of music, very much in the modern style, and quite a challenge, necessitating some extra rehearsals. I hope to report favourably on the results in the next issue of Focus.

- Parish Hall Preesall 80th Anniversary Concert (venue to be confirmed). Finally some good news - to celebrate the opening of their new offices in Knott End the Insurance Centre have generously agreed a sponsorship deal to help the Band in the run up to their Anniversary. We are very grateful to Mark True, a senior partner of the TIC Group, for their support and wish them well in their new premises. Jim & Lilian Redman - Fund Organisers January Draw 1st Prize

POULTON & WYRE RAILWAY SOCIETY John Fowler Rebuild Over the last five years the Poulton & Wyre Railway Society have been busy rebuilding a John Fowler locomotive. Glenn Spindler, Loco Engineer at PWRS gives an account of progress to date. The locomotive arrived in 2010 after spending 10 years in the open at Chorley. It was transported to us and we surveyed it to assess its condition and it was found to be a good viable project without any major problems or expenditure. The rebuild guys started to strip off the cab and canopy. The complete cab came off in two pieces because the roof was so badly corroded and the engine parts such as the injectors and the fuel pump were removed for reconditioning. The footplate was all removed due to bad corrosion and rust buckling. The whole unit required a multiple steam clean to eventually get rid of 50 years worth

of oil, grease and grime. It was now clean enough to start painting etc. While a lot of the repairs were being done to the steelwork of the loco, the clutch was stripped and rebuilt and the two axles were dropped out of the frame to inspect the axle bearings. These were found to be in very poor condition. They were eventually repaired and both axles put back in place ready to run. The footplates were originally all rivetted into place so we had to drill out dozens of rusty rivets, wire brush and clean the frame before painting it. Further details of progress will feature in next month’s Focus. Membership of the PWRS is open to everyone, young and old – so if you’re interested in supporting our projects visit our website at www.pwrs.org and print off a Membership Application and Gift Aid Declaration form and join today.

The Rotary Club wishes to extend its thanks to the people of Garstang and the surrounding area for their generous support. In addition the Club extends its thanks to Booths for assisting Santa in parking outside their store. Rotary is an organisation for both men and women. PREESALL FIRE AND RESCUE Since last writing for Focus Magazine, I am pleased to say there has been very few incidents for us here at Preesall Fire and Rescue.

Along with all the station drills, I’ve personally passed the very demanding twelve day breathing apparatus course, which does my little bit to help our station to be available.

Whilst our colleagues throughout Lancashire were generally kept very busy throughout the Christmas and New Year period, we were available throughout and had nothing worth mentioning.

Three of our team have begun management training, and three new recruits are getting on well with the varied assessments to ensure they’re right to join the crew.

However, we have been really busy with Home Safety Visits and we hope the free smoke alarms and advice we give on these have helped towards that. You can still get yours by phoning freephone 0800 169 1125 or book via our website, www.lancsfirerescue.org.uk. Our training continues regardless, to ensure the highest standards possible whatever the incident in our area or when called to support other teams on larger incidents.

Sadly although we’re making such good progress, another of our long standing, most experienced firefighters has decided to ‘hang up his boots’. While our job is rewarding in lots of different ways, committing part of your life to be within a few minutes of the station can be quite tying, and after 23 years, Firefighter Richard Cummins has decided he’s done his bit. Richard really is a great character, popular with everyone here and well known in the local community, but when you get to a certain age, even this job can’t compete with fishing and undisturbed nap times. We’ll all really miss him when he goes on February 14th. Still, any excuse for cakes goes down well here! Our running group, on Saturday’s at 5:00pm from the station, has been growing steadily, It’s always a great session. Everyone is welcome at all abilities. There is usually no charge and it can be a great first step to getting fitter, with all abilities catered for. We have absolute beginners to experienced regular runners. Details are available in advance on Facebook under ‘Preesall Fire Station’ or just turn up! Our main charity this year is Brian House Children’s Hospice and we’re having a charity weekend on 2nd and 3rd of May, including a car wash at the station on Saturday 2nd, a family race night at the Golf Club in Knott End that evening and to finish off a 10 Mile

The family night is a free ticket event, with a few still available through our Facebook page. There’ll be plenty of chances to come and support the hospice throughout the weekend. Every penny we take will go directly to them. Even with the new recruits we have, with such a vital job, it’s important that every position is filled to ensure availability every minute of every day and we still have more hours available. If you’re interested in joining just come along, preferably to our 6:30pm Monday night drills or to our Saturday night running group.

BENEFITS OF AN ACTIVE LIFESTYLE It’s good for your Heart Even a moderate amount of exercise helps your heart. Some exercise is better than none and more is better than less. Exercise also reduces LDL cholesterol, the kind that clogs arteries and it also reduces your blood pressure, relieving stress on your heart.

Regular exercise is an important part of a healthy lifestyle.Exercise not only makes you physically fitter, it also improves your mental health and general sense of wellbeing. There are so many benefits to regular exercise, here are a few for you to think about: Helps prevent illness and diseases Not only does exercise improve your health, but it can go a long way to prevent the onset of several life-threatening conditions. Exercise helps to prevent colds by boosting your immune system.

Helps with Weight Loss Research has shown that to manage weight, you should exercise energetically for at least 30 minutes a day or do an hour every other day. Be consistent and be regular with your exercise. Do those exercise sessions three to four times every week, not just one week a month, and you will achieve the result you desire - to lose weight and keep it off! Prevents Osteoporosis Exercise, together with a healthy calcium intake, builds strong bones. Weight-bearing exercises, like running, walking and weightlifting, help lower your odds of getting

AN ACTIVE LIFESTYLE (cont) osteoporosis as you grow older. Ideally, you should start when you’re young, but it’s never too late to pick up the habit. Even a brisk walk can help. Lowers High Blood Pressure Exercise is good for your blood pressure - no matter your age, weight, race or gender and it really doesn’t matter whether you get exercise from a brisk walk, a fast run or a few laps in the pool - the results are equally good. Reduces Stress & Makes You Feel Good During exercise your body produces endorphins which are naturally released into the blood and make you feel good. Exercise also helps reduce the need for anti-depressants. Reduces the Severity of Asthma Asthmatics who exercise regularly tend to have milder attacks and the need for less medication. Swimming is one of the best exercises for Asthmatics.

38

Exercise Helps Reduce Diabetes Exercise can help to reduce your insulin requirements, lower your cholesterol levels and high blood pressure and in the long term can reduce the development of heart disease and stroke. This is important because diabetics have a higher risk of developing heart and circulatory problems. Exercise Helps to Prevent Cancer At least 35% of all cancer deaths may be related to obesity and a lack of activity. . Overweight people also tend to have more insulin, which promotes the growth of tumours. For women, exercise reduces the level of oestrogen, a hormone linked to breast cancer. OVER WYRE MEDICAL CENTRE Message from the Practice Manager This month we attempt to help Carers by giving details of support available in our area. One in eight people in the UK are Carers. Many don’t realise they are or that they can access support and help via N/compass Carers Support across North Lancashire. They have a great team of volunteers with a wide range of skills and experiences who can help in many ways. Some of the services they support: Dementia Carer’s Support Groups, Carer’s Point Groups, Arthritis Support Groups, a Sitting With Service where a volunteer can sit with the person you care for, in some cases while you take a short break from your Caring Role and a Carer’s Assessment. This would be your chance to discuss how being a carer affects you and how much caring you can realistically do, as well as ‘highlighting’ any help you may need.

40

N/compass services can help over the phone, face to face or via email. To find out more please call 0345 688 7113, email cadmin@ carerspoint.co.uk or visit www.ncompassnorthwest.co.uk/ourservices/carers-point/ Another great support service is provided by Health Direct. They offer to conduct a Health and Wellbeing assessment to identify any social issues which may be causing problems for our patients. They also have an outreach team who can provide support for up to 12 weeks should it be required. The service aims to resolve issues which may have an effect on the patient’s physical and mental health. Help Direct can receive self-referrals or referrals from any member of clinical staff at our surgery. Help Direct can arrange to meet the patient at their home or in a community

In the same year, they were asked to help develop the non-governmental organization (NGO) charter for the new global organization. At the time, Lions Clubs International was already an established worldwide service organization. During the ensuing years, the two organizations have co-operated on many humanitarian ventures. Lions have provided aid and manpower for UNICEF (United Nations Children’s Fund), WHO (World Health Organization), and UNESCO (United Nations Educational, Scientific and Cultural Organization) projects. SEA BANK HOUSE A TRUE HOME-FROM-HOME

I could tell you all about Sea Bank House and its facilities as if I was describing a hotel, for example the beautiful Individual rooms, some with sea views, the designer bathrooms, Wi-Fi, HD televisions, telephones and the glorious sea views from the lounges... However when I was searching for a room for my own mother all those years ago, I do not remember any of those concerns being uppermost in my mind. What I do remember is the fear of making the wrong decision, whether I was ‘doing the right’ thing, remembering “don’t ever put me in an old people’s home” knowing that was exactly what I was considering... I now realise what made it all so difficult: it was the realisation that taking and accepting the responsibility of making such a life-changing decision on behalf of a loved one was the hardest decision I had ever had to make. Finding the type of care available within the many different care homes is daunting in itself: • Do I want a new, large, modern home or should I say institution with all the facilities like Wi-Fi and a garden maze, or do I want the home that offers the nearest possible likeness to a ‘home’? • Do I want familiar staff, many of whom have been working at the same home for many years, coupled with on-going continuous training enhanced by a dedicated management team who are in daily contact with both residents and staff? • Do I want to see certificates plastered all over the walls or do I want to be greeted every time I visit by the same familiar faces? • Do I want the same staff knowing my loved one not only during the day but also at night when they are alone and feeling lost and knowing that they would appreciate If you are thinking along these lines, then come and visit Sea Bank House for a chat and feel the homely atmosphere for yourself. GROWING COMMUNITY SPIRIT n-compass North West Have you ever thought about what you could add to your community? Perhaps you have an idea for a new group or club but don’t know where to start? All it takes is 1 seed... We would love the opportunity to support you in developing your ideas and strengthening your Community. n-compass operates across the North West to make a positive difference and enhance life opportunities for disadvantaged adults and young people. We became an independent charitable organisation in 1999 under the name of Wyre & Fylde Advocacy We provide support and advocacy services to anyone disadvantaged through disability, physical/mental illness, age or social exclusion. This could be for support dealing

with major health and social service providers and to make their needs and wishes known in order to obtain appropriate services. Since then the identification of unmet needs for service users throughout the locality has led to the establishment of other specialised projects. n-compass now provides a range advocacy, carers, health and wellbeing and self-harm services. In order to reflect this, the name of the organisation changed in January 2007 to n-compass. We are continually looking out for Community Champions who would like to take the lead in establishing groups with our support. The existing groups can be found on our website at www.ncompassnorthwest.co.uk For further information and support contact Colin Bowman (01253) 362140 or email cbowman@ncompassnorthwest.co.uk

ERIC OLLERENSHAW

The New Year has started off as a busy one, especially with regards to local issues. I have taken the opportunity to raise some of these issues and with this in mind held a meeting with other Members of Parliament from across the Country to discuss the roll out of Superfast Broadband. As some of you may know I have been raising numerous concerns that here in Lancashire the BT roll-out isn’t delivering as it was intended to and wanted to see if this was the same elsewhere. Unfortunately, but not surprisingly, this is the case and many colleagues reported similar issues to that we are experiencing here, with whole areas like Glasson Dock being left out. Obviously I will continue to pursue this issue with the Secretary of State. Flooding and the maintenance of Water Courses remains an issue across Over Wyre, as well as the maintenance of the Thurnham sea defences and one of the ideas we are currently looking at is the re-establishment of a Land Drainage Board that would as well as looking at taking over the maintenance of the Sea Defences carry out work to keep local watercourses clear. This idea is still in the early stages, but as I have mentioned before I am becoming more and more convinced that this is the way forward. I have also had the opportunity to call in to a few local schools and I was delighted to be able to pay a visit to Winmarleigh Church of England Primary School to have a look round the newly redecorated common areas and

meet with the staff and pupils. As always it was great to visit one of our small rural schools and to experience first-hand how fantastic these schools really are. However, again the issue for this school, like many other small rural schools, is finding the money to create a dedicated dining area, needed since the introduction of the new fee school meals policy. Although currently Winmarleigh School, like many others, is copying very well – I do agree with them that it would be far preferable to have this space and therefore save them the time of having to reorganise classrooms so that the pupils can eat their lunch. Finally, I wanted to mention a campaign that the NSPCC have launched called Share Aware . This innovative campaign has produced a guide which aims to help parents understand more about the social networks, sites and apps that their children use. Furthermore, it helps parents to feel confident talking to their children about how to stay safe online. If you would be interested in seeing a copy of this guide please visit the Share Aware website www.net-aware.org.uk As always, please contact me if I can be of any help. STALMINE PARISH COUNCIL NEWS Budget for 2015/16 In January every year the Parish Council has to agree its budget for the following year and set the precept. The precept is the total amount the Council will receive through the council tax. This year the Parish Council has set the precept at £18,509 which equates to £34.72 per year for a Band D property, an increase of £4.27 a year. The budget includes money for projects such as the summer planting programme, a new seat feature and starting a fund to buy a new bus shelter. Frozen Pipes? United Utilities has launched its WinterWise campaign which aims to help householders avoid the misery of a burst frozen pipe. They are encouraging everyone to protect the pipes in their homes from freezing up and bursting as temperatures drop. They have formed a partnership with the charity Contact the Elderly which seeks to end isolation for older people. Further information is on their website at www.unitedutilities.com/winterwise including videos on how to lag pipes and how to locate and turn off your stop tap/stopcock. Dog Bin at The Heads The Parish Council has installed a dog bin at The Heads following requests from dog walkers. The Parish Lengthsman will empty the bin as part of his normal rounds. Estate Agent Signs Did you know that estate agent signs should only be displayed on or in the grounds of the property being advertised? If your estate agent places it on the public highway (as many do in rural areas) they need Advertising Consent from Wyre Council and, if they do not have the consent, they can be required to remove the sign.

GARSTANG SOROPTIMISTS The Big Bra Hunt is on! This month the emphasis is on co-operation as Soroptimists, and other organisations, help Oxfam in their Big Bra Hunt campaign. So turn out your cupboards and draws and tip out those bras! Old ones, new ones, worn ones neglected ones – (even the ones in need of repair!). Your bra’s will either be sold in Oxfam UK shops, or sent to Wastesaver, the Oxfam recycling facility in Huddersfield.

to small business workshops to be unpicked, the component parts are then used to repair or remake others. This creates another vital strand of employment. The rest of the bra’s are sold at Frip Ethique, (a social enterprise). Frip Ethique Most of the workers are women who sort and sell clothes donated to Oxfam – including your bra’s – to local traders, providing life changing employment opportunities for many of these women, reflecting Oxfam and Soroptimist values about women. Frip Ethique provides permanent employment for 40 employees.

How it all works!

Why Bras?

From Wastesaver the bra’s are sent to Senegal, where they are first sorted: All the old, worn, or ones in need of repair, are sent

Bras Make Poverty Busting Money! Bras are the item which makes the most money for them, selling for almost twice as much as the next most valuable item of clothing. Over 500 small traders buy stock from Frip Ethique enabling men and women to run their own businesses. Of course the critical question that The cholesterol builds up because your artery needs answering is ‘what causes chronic has been damaged by chronic inflammation. inflammation?’ The answer is simple: it is caused by what you eat! Simple eh? Stick with low fat foods and you’re sorted right? Right? WRONG! Over to the good Doc again, “The injury and inflammation in our blood vessels is caused by the low fat diet recommended for years by mainstream medicine. What are the biggest culprits of chronic inflammation? Quite simply, they are the overload of simple, highly processed carbohydrates (sugar, flour and all the products made from them) and the excess consumption of omega-6 vegetable oils like soybean, corn and sunflower that are found in many processed foods.” He describes what occurs inside your body when you eat these processed foods, “Take a moment to visualize rubbing a stiff brush repeatedly over soft skin until it becomes quite red and nearly bleeding. You keep this up several times a day, every day for five years.” If you could tolerate this brushing, you would have a bleeding, swollen infected area. This is a good way to visualize the inflammatory process that could be going on in your body right now. Regardless of where the inflammatory process occurs, externally or internally, it is

A HEALTHY HEART (cont) the same. I have peered inside thousands upon thousands of arteries. A diseased artery looks as if someone took a brush and scrubbed repeatedly against its wall. The foods we eat create small injuries compounding into more injuries, causing the body to respond continuously and appropriately with inflammation.” Please do not get confused with acute inflammation which heals you if you injure yourself: the chronic version is a far different matter. Of course we then have to decide how we stop getting chronic inflammation. Firstly, eat real food not pre packed processed stuff. Minimise grains and maximise vegetables of all colours. Eat good fats such as olive oil, coconut oil and butter from grass fed cows freely. Go back to the foods your grandparents ate, not the bizarre so called foods the supermarkets pushed on your mother as ‘convenience’ food. The traditional English breakfast is not bad for you as long as it is grilled. Just avoid the bread that goes with it.

BEN WALLACE January has its beginning in Roman mythology coming from the name door (ianua) since January is the door to the year. I always dread stepping through that door and coming back to work. I leave my family and go back to the Westminster squabble. But I use what I have learnt over the years to lobby and argue for what is best for us all in Wyre. One such good example is the road schemes. Our constituency is to benefit from increased Government investment in our road network, with approximately ÂŁ50m set to be invested in the A585. Like me, many readers will have been caught up in traffic associated with the works at the Windy Harbour junction. I have

been in touch with the Highways Agency to stress the importance of minimising disruption and have seen some improvements since. I hope this short-term inconvenience will be worth it in the long-term when congestion should be reduced. The investment in the A585 will enable the creation of a relief road which will run from the area of Windy Harbour to the River Wyre Roundabout. I have campaigned for the last 10 years for improvements to the A585 to tackle the congestion. The Government has already funded work to widen the northbound carriageway of junction 32 of the M6 at the Broughton Interchange. As some readers will know Lancashire County Council has been consulting on its budget plans. One recommendation which was put forward by officers as a potential way for the County to achieve savings, was the cutting of all subsidised bus routes. While I understand that the County has rejected the proposal on this occasion, it is clear that our subsidised bus routes could be under threat again in the future. This time last year we were facing the same prospect, with the County ultimately deciding to review contracts on subsidised routes when they came up for renewal. A number of routes within our constituency have come up for renewal since the start of last year, but the services are still operating. I have contacted the Chief Executive of the Council asking her to clarify the position and stressing the importance of our local services. I know the routes are vital to many who travel by bus to work or to access education and that they offer a life line to many older people in our community. I am outraged that while the County has been considering cutting bus services they have

BEN WALLACE (cont) bought Preston Bus Station from Preston City Council, a building which at present loses £200,000 a year and comes with a minimum £6 million maintenance liability. At the start of January I met with representatives from the PCS Union at Warbreck House. I am very concerned that some jobs currently done in the Fylde may be “devolved” to Scotland without any reciprocal work returned. I am meeting with the Minister very soon to raise this matter. Last year I visited the site on Garstang Road in Bowgreave which had been proposed for the development of 16 dwellings. I have seen a number of similar applications across the constituency, in which the developer seeks to demolish an existing dwelling in order to access the land behind. The opening created by the demolition of the existing house is often insufficient to create a safe access road as visibility can be poor. This was certainly

the case with the Bowgreave application, particularly when the entrance road would have been on the brow of Bowgreave Hill. Along with local residents I objected to the planning application and in mid-January we found out that the application had been refused by Wyre Council. This was a good result. As I write this, the application for the convenience store on the car park of The Shovels Inn in Hambleton has yet to be determined, but rest assured that I am keeping a close eye on the progress of the application. I read that good news seems to be on the way regarding the potential re-opening of a tip in the Garstang area. I was greatly disappointed the tip was closed in 2012. In advance of a final decision being made by Lancashire County Council I met with the Leader of the Council; lobbied the Cabinet

member responsible at the Council; and looked at other options (including the use of private companies and reduced opened hours) to enable the tip to remain open.

We would like to say a big thank you to everyone who helped in any way to make this year’s Carol Singing by Pilling Methodist Chapel and friends such a huge success.

I continue to raise the need for a tip in the Garstang area frequently with the County Council and am hopeful that it will reopen in some form this year. The final details have yet to be confirmed, but I will continue to press this matter. I hold regular surgeries. If you would like to book an appointment please call my office at the House of Commons on 0207 219 5804. I can also be contacted at my Constituency Office on (01995) 672976. Not only were we able to bring the Christmas Message to lots of people in their own homes and other groups at functions, but we also managed to raise £1530.00 for the North West Air Ambulance Charity through the many generous donations received. Also thank you to all the people who fed and watered us during and at the end of each night’s singing. Carol singing has much to recommend itself in the run up to Christmas, but it does not help those of us who are trying to lose weight! Finally a big thank you to one person in particular – Mildred Curwen, who has been carol singing for 60 years and who has done all the organising for the last 30 years or more. Mildred announced that this time was to be her last year in charge and we would like to say a very big thank you for all her efforts over the years. Andrew Bell

SAINT AIDAN’S NEWS The new Spring Term is now well under way and all our students are studying hard and being involved in the vast range of extracurricular activities on offer at the school. Community Action Day 2 A group of students and parents braved the bitterly cold weather to complete the task of clearing part of the amenity area in Pilling. Using a whole range of lethal looking tools, trees were chopped down, brambles cleared and a pathway made to create a conservation area for the birds. Well done to all those who took part! School Musical The students are very busy rehearsing for the school musical, ‘13’ which is being performed in the school hall on Tues 10th, Wed 11th and Thurs 12th Feb. North West Science and Technology Challenge Two of our Yr 9 students, Jack Cross and Abi Coyne, represented the school at the final of the North West Science and Technology Challenge Day. The event was held at Manchester University in the Kilburn Building, which is home to the university’s School of Computer Science. Jack and Abi had already won the Lancashire Science and Technology Challenge Day last year. Following their success in the Lancashire round, the pair progressed to the final recently. Although Jack and Abi did not finish in the top three, they successfully designed a robot and worked together brilliantly. It gave them a fantastic opportunity to work collaboratively with pupils from other schools and also to see the facilities and life at a leading university.

WYRE SENIOR FORUM The Right Kind of Care Amidst announcing all the cuts, Lancashire County Council has made an important commitment to how they commission care at home. At a recent Lancashire 50 Plus Assembly, CC Paul Borrow confirmed they are adopting a charter for care workers developed by the trade union Unison. The over-riding objective behind the Charter is to establish a minimum baseline for the safety, quality and dignity of care.

SIGN IT NOW Vehicle Graphics Shop Fronts Interior Wall Art Personalised Etched Glasses Birthdays • Special Occasions • Weddings

It will ensure employment conditions which do not routinely shortchange clients and enable the recruitment and retention of a more stable workforce through more sustainable pay, conditions and training levels, rather than councils seeking to achieve savings by driving down the pay and conditions. The main points of the Charter are can be summerised as follows: •

The starting point for commissioning visits will be based on what the client needs and not measured in minutes or tasks. Workers will have the freedom to provide appropriate care and will be given time to talk to their clients. The time allocated to visits will match the need and in general,15-minute visits will not be used as they undermine the dignity of those being cared for.

Homecare workers will be paid for their travel time, their travel costs and other necessary expenses such as mobile phones.

Visits will be scheduled so that homecare workers are not forced to rush their time with clients or leave their clients early to get to the next one on time.

Those homecare workers who are eligible must be paid statutory sick pay.

THE FIG TREE Many of you will know that Garstang is the world’s first Fair Trade Town. It kicked-started a movement now consisting of 1,576 Fair Trade Towns in 25 countries across all six major continents. Last year, on behalf of The FIG Tree International Fair Trade Centre, I visited France, Japan and the Czech Republic to tell the ‘Garstang Story’. I also hosted visitors from around the world, including people from Japan, South Korea, Germany, Denmark, Indonesia, Pakistan, Hong Kong, Palestine and the Lebanon. Recently, I came across a three minute video on You Tube that I wanted to share with you at:

PREESALL TOWN COUNCIL NEWS Help the Emergency Services Find Your House Have you ever thought how difficult it is for the emergency services and delivery drivers to find a house that only has a name and no number? Many rural properties have no house number and this could literally make the difference between life and death in an emergency. While Wyre Council will not insist that rural properties have a house number they will issue a house number free of charge if property owners make the request. You can still retain your house name. Please help our emergency services and contact Wyre Council to ask for a house number. Bus Shelter (Saracen’s Head) The Town Council is to ask Lancashire County Council to look at the width of the pavement outside the Saracen’s Head to see if it can be widened. If it can be widened it will enable Wyre Council to replace the bus shelter in its original location. The Town Council will also approach the developers of the building to find out whether there is an alternative location. Budget 2015/16 In January every year the Town Council has to agree its budget for the following year and set the precept. The precept is the total amount the Council will receive through the council tax. This year, the Town Council has set the precept at £58,601. This equates to an increase of £3.16 per year for a Band D property. The budget includes money for projects such as an information board for Jubilee garden, information panels to go with the Lowry statues at the ferry slip, a contribution to the playing field improvements, a donation to the In Bloom group and starting to build up a fund to resurface the playing field car park.
