Country Director’s Note In 2016-17, VSO Uganda finalised its new country strategic plan (CSP) for 2016-2020. The plan was informed significantly by the current context of development paradigm in Uganda with improved understanding of development priority in Karamoja as also the unfolding refugee crisis in West Nile region. The CSP equally draws from Government of Uganda’s National Development Plan II for almost the same period.

We embarked on a journey of creating more strategic, signature programmes in areas such as Inclusive Education, Resilient Livelihoods and Maternal, Newborn and Adolescent Health. Programme development and delivery emphasised engagement and participation of primary actors i.e. most vulnerable people in the communities. By bringing in core approaches such as Social Inclusion & Gender, Social Accountability and Resilience, our signature programmes started to look more inclusive and sustainable. The strength of our relational approach in the form of volunteers was reflected in the significant results and outcomes our programmes achieved in 2016-17.

Our programmes next year (2017-18) are set to get stronger both in terms of scope and scale. We aim to deepen our work in the areas of gender, inclusion, accountability and resilience. We will strengthen our work with the primary actors, with donor partners, with key ministries and in programme delivery.

I am sure you will enjoy reading VSO Uganda’s annual report as much as we as a team do.

Background The Annual Country Review Report is produced through a series of monitoring activities throughout the programme year culminating in the Annual Programme Reflection and Planning (APRP) meeting on March 23rd, involving partners (including local authorities), volunteers, staff and donor representatives. Reflections at programme team meetings as well as data from research, assessments, evaluation and regular project reviews contribute to the making of the annual country review report. In the programme year between April 2016 and March 2017, VSO Uganda intervened in signature programme areas of Inclusive Education, Maternal and Newborn Health, Youth Employment and Entrepreneurship, and Agri-based Value Chain.

Impact Evidence generated though monitoring, evaluation and research across our programmes show that interventions had a positive impact in the lives of targeted primary as well as secondary actors.

The results as indicative of higher impact achieved as a result of more intensive, adaptive and longer term investment under YELG; however, the approach is less scalable and sustainable than working with vocational training providers as under EC. It is fulfilling to learn that 96% of the primary actors in YELG and EC were confident about the future by the end of VSO’s interventions.

Volunteering inputs “Sharing skills, saving lives” project titled under MNH programme exemplifies our approach and the role that volunteers play in achieving impact.

ON THE JOB TRAINING VSO’s Health Programme Manager observes that on-the-job coaching and mentoring has more lasting impact than one off trainings, “on the job training enables the health workers to improve their practice because they (the volunteer professionals) are constantly there with the health workers...it is not like they (Health Workers) come and they are trained and they go away.”

The MNH programme largely relies on the transfer of skills and expertise of volunteer Health professionals to Health Workers in the community, and health centers including district level referral hospitals. Working in a health system crippled by a lack of human power, VSO’s health professionals working as volunteers often have to fill this vacuum in addition to improving capacity through trainings, mentoring and coaching. With a ratio of 6 volunteers to 1 staff member it can be argued that the programme would not have realized the impact (increase in safe deliveries and reduction in maternal deaths) described above; using more traditional NGO approaches to capacity building.

National and international volunteers EQPE IE final evaluation documented that the mix of skills, experiences and perspectives brought by national and international volunteers led to effective project implementation. “Such a mix of skills and qualities would not have been inexpensively provided or availed by the recruitment of full-time project staff.” The volunteers brought in inspiration and vital practical skills to the District education system which was appreciated by Ministry and District officials, tutors and head teachers.

It was reported that “the recruitment of the volunteers from African region countries with similar education systems to Uganda created inspiration and confidence in leaders and managers of the District system – that change is possible.”

Further, the involvement of international volunteers from Ireland added value in not only inspiring the leaders and managers but also the teachers in working towards an improved learning and teaching system.

“To cause a significant change, there is a need to think unlimited by the prevailing circumstances and that the regional and international volunteers were able to think outside the box and plan for project implementation integrating ideas generated from the mix of volunteers within the Ugandan context led to improvements in the learning outcomes and the district level education system“

Diversification of enterprises

Learning

Diversification of enterprises under YELG was instrumental in enhancing sustainability, reliance and growth of the youth farmers groups and improving their household income; whenever there was failure in one enterprise, another enterprise would minimize the damage from losses (evaluation report). This was achieved through co-funded grants to YELG groups to have the resources to diversify enterprises but was also combined with technical and value addition trainings and market linkages related to the enterprises selected. For example several groups used the co-funded grant to start animal traction; they also received technical training in animal traction and yoke making. The youth save money by ploughing their own plots; increase the number of acres they can plough; the community has also benefitted as YELG oxen can be hired by the community; as well as YELG members training others in animal traction. YELG volunteers were instrumental in design these strategies and giving the project team confidence to try new ideas. The YELG project final evaluation report underscores the contribution (of volunteers and staff in the project) to inspiring stakeholder to take up ownership of the project.

Inclusive programming: Our programmes are being implemented among the most disadvantaged of communities meaning many people we work with have an intersectionality1 of social exclusion. Right from the design, our interventions target the most vulnerable and marginalized groups or communities.

The inclusive education programme, has been implemented in Karamoja region, which scores lowest on human development indicators in Uganda. Some of the recommendations from an action research conducted during the previous year was implemented this year under EQPE; with the aim of improving access, retention, completion and transition of Karamojong children, especially girls. The results of the EQPE final evaluation showed an increase in grade survival rate of 8.4% and the pass rate for transition exams also increased by 18% among vulnerable girls in Karamoja. The report states that the improvements in learning outcomes were particularly noteworthy in girls’ education. “Girls have become more confident and assertive in the classrooms and seem to be better positioned to fulfilling their education potential.”

“The different project stakeholders took up ownership of the project and fully got behind it because of the dedicated team of staff and volunteers that worked on the project. More than once, youth group members approached me, eager to know how Sheila was doing or sometimes inquired about Jenny Hoevenagel – both volunteers in the programme”.

Similarly The MNH programme is implemented in government health facilities. The programme is inclusive of lower level facilities therefore increasing access to decent services for vulnerable mothers, who cannot afford to pay for services at a private health facility or travel to larger government facilities. Our learning in our current MNH programming is that we have not focused enough on male involvement. Many of the social exclusion factors for women are influenced by their status, their livelihood and their family and community. It has therefore been recognized that there is a need to address these aspects in programme design and understand how to increase the involvement of males and wider communities.

Breaking social barriers Our EYEE and ABVC (EYEE-AVC’s SP) interventions brought increasing recognition of the most marginalised youth in communities.

A selection criteria and process jointly developed and implemented with district officials and local leaders ensured that the most vulnerable and marginalised were identified and included in the programmes; as well as increasing awareness with local leaders on different excluded groups. Socially, some of the YELG youth who had been disadvantaged and had carried social stigma overcame their condition. The last phase of the YELG project inspired some of the primary actors to take on new innovations as a result of training and exposure visits. Women participants broke through certain barriers in production and

embraced new techniques such as the use of ox ploughs, a practice that had been dominated by males. In Acholi and Lango where the YELG group members lived, the predominant means of cultivating land is and to a larger extent still remains the hand hoe.

Where the community used oxen for ploughing, it was an established activity for men as it was seen requiring a lot of strength to handle the oxen. By introducing training on animal traction for all members of the youth groups, the women testified that their dependency on men for cultivation reduced. The animal traction training instilled in the women the self-belief, built their confidence and developed their skills to take on roles that were initially thought only to be handled by men.

By emphasising the participation of disadvantaged groups, the YELG project laid a foundation for overcoming and breaking the stigma associated with certain forms of conditions. Conditions such as disability, potentially terminal illnesses such as HIV/AIDS and former association with the Lord’s Resistance Army (LRA) had practically alienated some of these members and had threatened their capacity for personal development. This trend was evidently reversed for some members who had carried multiple sets of stigmatising conditions. A case documented of a disabled former LRA abductee who also suffered from HIV/AIDS provides an example of how YELG project helped such disadvantaged youth not only build resilience but also became a role model for others within their communities.

Breaking the stranglehold of exclusion My name is Okello from Aromo Sub County. Am the chairperson of Lobo Oyelo Wa youth group. At the moment, I am living with HIV/AIDS and I discovered this in the year 2006.

Before that I was abducted by the LRA in 2003 and I think that is where I caught HIV. My mother also died around the time I was abducted and when I came back, it was only my father taking care of me but you know fathers are not as good as mothers when it comes to care. Coming back as a former LRA abductee, I faced a lot of stigma. I was given many names such as olum olum (meaning rebel). When I was diagnosed with HIV/ AIDS, it was even worse. People talked all sorts of things and it was very difficult for me to get a suitor. Despite that however, I later initiated a group in 2011 where I became the chairperson. In the group things became better because that was the time I got married.

Things further improved for me when I heard from the sub county CDO that VSO was inviting our group for a training.

Our group later received training in financial literacy, life skills, cooperatives, animal traction, entrepreneurship, 10

value addition. These trainings opened for us opportunities; immediately our group started doing things differently. For example, we used to cultivate using hand hoes but we started using animals. I started feeling better.

Later in 2013, I got more training in motor vehicle repair from Lira town and I was lucky to be supported by one of the VSO volunteer named Sally Thomson. I gained a lot of knowledge which enabled me to open my private school where I am training young people on motor cycles repair. In addition to my school, I participate in group farming. In the group we also have 40 goats and 20 bee hives from which I benefit from. Paying school fees for my children has become lighter and I do hope to expand my personal business.

Even though some people still talk about me being HIV/ AIDS, am not discouraged. I plan to buy more land for cultivation and train many young people so that they may get employment after their training

Primary actor engagement Considerable progress in engaging primary actors2 was registered in our inclusive education and resilient livelihoods (EYEE-ABVC) programmes during this year. received, SMC and PTA structures were now executing their expected functions and this had reduced on disagreements between SMCs/PTAs and some head teachers. They are actively participating in developing and implementing School Improvement Plans, and are said to bring in the views of the wider community into the school planning process. In over 80% of the schools, the SMC or PTA members were functional and involved in the implementation of the School Improvement Plans by the end of the intervention.

The YELG project was a strong example of this. VSO actively engaged primary actors (youth) as key stakeholders in the design, planning, implementation, monitoring and review processes. Sub County Youth Coordinators (SCYC) introduced at start of phase 2, were YELG group members voted by the groups to represent them in this role. SCYCs were involved in the design of the project’s monitoring and evaluation system; they participated in the project review and planning meetings; supported monitoring, and coordinated communication between VSO and the YELG groups. Being YELG group members, they were close to the groups and understood their needs and aspirations. The addition of activities such as intergroup visits through gradual learning process, was an idea brought forward and initiated by the YELG primary actors. Active engagement of the primary actors has undoubtedly contributed to the relevance of 2

the activities; impact achieved and sustainability of YELG groups.

In inclusive education, the term school community is loosely used to describe a range of primary actors and/or structures in the education system at the local level; with the School Management Committees (SMC) and Parent and Teacher Association (PTA) members among them. The EQPE project trained SMC and PTA members on their roles and by the time of the end of project evaluation, most of the School Implementation Plans showed evidence of the participation of the SMC and PTA members. Under the EQPE project, all the head teachers in the 20 target schools supported by the programme acknowledged the achievement of VSO’s Action in reviving and correctly reshaping the roles of the PTA and SMC members. One head teacher observed that because of the trainings they

The recent training in People First framework enabled the VSO team to reflect on current strengths and weaknesses in engaging primary actors in the different stages of our work. Building resilience in VSO programmes Most components of our approach, across all the three core programme areas – MNH, IE and resilient livelihoods (EYEE-AVC’s) focused on strengthening pre-existing structures, systems and people in order to prepare them to cope with day or new stresses after the project.

Most components of our approach, across all the three core programme areas – MNH, IE and resilient livelihoods (EYEE-ABVC) focused on strengthening pre-existing structures, systems and people in order to prepare them to cope with day or new stresses after the project: In MNH, the trainings, coaching and mentoring provided to the Health System Management Structures and Health Workers aim to equip them with knowledge and skills to be able to provide better quality service to pregnant mothers and new born children.

The materials and supplies provided to health units such as resuscitation equipment, Manual Vacuum Aspiration kits, Delivery sets and VHT kits strengthened the capacities of the Health Workers and facilities alike to deal with emergencies and life-threatening conditions.

Under EYEE projects we embed volunteers’ experts with vocational training (VTI) partners to provide on the-job-training, mentoring and coaching to strengthen organizational and technical capacities of the staff within the institutions and of the institution itself. A strong and transparent leadership has proven to be key for success of VTIs; thus strengthening both institutional and operational capacity of VTIs promotes more market driven and relevant skills training but also sustainability and functioning of the VTI partner. A best practice identified under the former DfID funded YDP project - now incorporated into new EYEE projects (SCOPE and LEAD) – is to strength the capacity of VTIs towards being self-sustaining through income generating activities such as production units and working farms. This enables VTIs to have the resources to maintain and/or upgrade their facilities and attract quality instructors as well as be market led. For their income generating activities to be successful they need to know what is profitable in the market and these learnings can be incorporated into their curricula.

Under ABVC, the YELG Phase 3 mid-term assessment showed increased economic status as well as wellbeing of the YELG groups and individual members (see below Figure). Significant increase in number of enterprises, animals and acreage were noticed.

Diversification of enterprises under YELG has already been mentioned as being instrumental in enhancing sustainability and resilience of the groups. This is evident when visiting YELG groups post project closure where the groups asked us to come back in 1 or 5 years to find that they will still be together and talk excitedly about their ambitions. The mid-term assessment noted that the majority of enterprises are now at individual level rather than group level.

Indicating that the YELG members have taken what they learn as a group into their family setting. YELG groups still see the value of being in a group as it gives them emotional and social support. They put high value on saving as a group; investing in small scale enterprises for learning as well as being able to join or form cooperatives/associations.

An example of Innovation An innovative action led by Agri-business Training Specialist volunteer under Driving Youth-led New Agribusiness and Microenterprise (DYNAMIC) programme has helped to initiate environmental awareness into agricultural training sessions at VTIs. For example • Elementary understanding of linkages between ecosystem services e.g. forestry and swamp reclamation at the community level, where people are still faced with the necessity to get food • Techniques to improve soil fertility and water holding capacity • Making best use of farm wastes • How to assess the need (if any) for artificial fertilizers • Coping strategies for variable rainfall patterns – irrigation, use of trans- plants, measuring local rainfall • How to make decisions about pest and disease management • Basic understanding of pesticide use, selection, and application

The volunteer expert has taken the lead to support DYNAMIC consortia to develop an environmental strategy to be used throughout the programme. In addition the strategy will feed into VSO Uganda’s other ABVC projects both current and pipeline.

A programme Lesson Learnt: Skills helping overcome poverty

Gilbert dropped out of School in senior three in 2011 as his poor parents could not afford school fees. He went to farming and was pushed to marry at an early age. As life became hard, he tried to look for employment in vain. Then he heard about VSO’s vocational skills program with funding from European Commission. He was enrolled for Tailoring and Cutting Garment Course (TCG) and graduated from Alito Outreach. After graduation, he bought a sewing machine and opened a tailoring workshop at his own home in Okuno Ayai village, Ayamo Parish, Alito Sub-county, Kole district. From his remote village, he started making school uniforms, ladies and gents wears among other services.

He also trained youth at his workshop for a 6 month course. So far, he has trained 11 trainees and 9 are still undergoing training. He charges each trainee UGX 150,000 ($42) for the training, which is a highly subsidized rate in comparison to other tailors in his area. According to him, he 14

makes a net earning of UGX 220,000 ($61) from his tailoring workshop. He now works on school supplies. For instance, he made 40 Shirts and 24 Skirts for Pope John Paul Memorial Primary School of Pader District and earned UGX 264,000 ($73) for his labour only (the materials provided by the School). He also made 20 Shirts and 20 Shorts for Upendo Community Training in Skills (UCTS) and earned UGX 80,000 ($22) for his labour with Upendo providing all the materials and catered for his welfare.

Gilbert soon plans to build a four-room house for his family. Apart from tailoring, he rears pigs and hopes to sell some piglets to add to his income from tailoring to fund his house construction. He has added two bee hives to his business. In future, he plans to move his business to Lira town to tap the market opportunity.

Tranformational Change During the Annual Programme reflection and planning (APRP) meeting, a partner representative from Gulu District Health Office reported an institutional change due to VSO’s MNH programme as the most important contribution of all. The Neonatal Intensive Care Unit (NICU) at Gulu regional referral hospital had been recognized and awarded by the Ministry of Health as the best NICU in all the government health facilities in Uganda. This is an impressive achievement. VSO is proud to have supported setting up of the NICU providing equipment and supplies besides consistent training, coaching and mentoring over the last three years. But more important capacity support through volunteers to the health workings running the unit.

In inclusive education, the excellent impact on the learning outcomes for disadvantaged children in Karamoja is one that VSO and partners are proud of. A 20% (27% girls, 18% boys) improvement in Primary Leaving exams; registering one of the best regional performances in the country and promising academic results for the learners is particularly inspiring since Karamojongs have the lowest education indices in Uganda.

Start-up kits In the EYEE signature programme under EC and YDP projects, start-up kits were a popular component. However, these two projects were outperformed by YELG project wherein participants earned income at least two times more while, contributing at least 60% finances to a business start-up. VSO learnt that free start-up kits without any contribution from the participants/primary actors in effect created a dependency syndrome and looked like disempowering in a post conflict Northern Uganda. “Co-financing prepared the youth groups for a continuity without any external support; a sequence of reduced support in different phases received by the youth allowed the youth groups to fully take

Our livelihoods programmes had one of the best results in youth skills training, employment and entrepreneurship. The youth in the YELG project had a fourfold increase in income compared to average wage income in Northern Uganda.

The Annual Programme Reflection and Planning (APRP) 2017 focused on learning from quality of partnership. Including partners in project design, grants opening and review meetings was recognised as a good partnership practice while, timely communication was identified as an improvement area. An area jointly explored was how to measure impact of partner’s capacity improvement through VSO’s volunteer inputs in capacity building.

Looking Forward VSO Uganda continued to strengthen its impact in areas of inclusive education and EYEE-ABVC signature programmes and developed its niche in these two programme areas.

At the same time, our work in maternal and newborn health (MNH) delivered promising results. The Uganda programme will continue to improve the primary actors’ engagement at all stages of programming and embed the three core approaches of gender & social inclusion, resilience and social accountability.

With primary actor level studies, assessments and evaluations and a clear and ambitious country strategic plan (2016-2020), VSO Uganda has the right ambition and capacity to progressively contribute to VSO’s mission in Uganda. Our signature programmes are being fully developed and will add to VSO’s capacity in country in quality programming.

VSO has particularly strong and professional working relationships with district level institutions such as the district governance office, VTIs, Teacher Training Colleges and Government Hospitals. Our reputation with our donors has been strong too.

The country office’s challenge is to retain a dynamic 16

The world is rapidly evolving into close collaboration between agencies holding similar value set and mission objective. With VSO’s niche impact model through volunteering and its greatest strength in sustainable capacity building, VSO would continuously explore a strategic consortia way of working to harness the right engagement and leadership to maximise VSO’s impact in the lives of the most vulnerable and disadvantaged people. The country office will continuously focus to improve a culture of data-driven programming, engagement and leadership. VSO will continue to diversify the volunteering opportunities strategically to suit the signature programme requirements and adapt a flexible capacity that enables implementation of signature programmes and the country strategic plan.
