Matt Hancock Urges NHS To Go Paperless For Communication

H

ealth and Social Care Secretary is urging the NHS to ditch paper and start relying on modern communication. During a speech at the NHS England conference, Matt Hancock called on the NHS to give up pen and paper and adopt digital communication which is cheaper and more secure. Instead of paper and fax machines, the Health and Social Care Secretary is urging email to be used instead.

Matt Hancock has outlined an ambition where healthcare staff email patients directly. This can not only help to boost cybersecurity but can also cut wastage and reduce unnecessary appointment delays. Furthermore, the NHS organisations will be able to choose the email provider and not have to rely on NHSMail. NHS groups are able to select the best service for their needs, providing it meets the necessary security requirements.

Digital communication comes as part of the tech vision introduced by Matt Hancock. He urges the NHS to adopt innovative technologies that can help to benefit both staff and patients. Soon, all NHS IT systems will have

clear open standards. This will enable systems to talk across organisations and ensure regular upgrading.

Systems that cannot meet the standards will have to be phased out, and contracts with providers ended.

Fax machine ban The speech at the NHS England conferences comes after Matt Hancock introduced a fax machine ban. As a result, fax machines need to be removed from the NHS and trusts are no longer able to buy new fax machines.

Currently, there are over 8,000 fax machines in NHS trusts.

During the speech, Matt Hancock said; “There is no reason why a doctor cannot email a patient confidentially, for example with their test results or prescription, rather than make them wait days for a letter or ask them to come into the surgery. The rest of the world runs on email – and the NHS should too.”

Leeds Becomes First GP Connect City

L

eeds becomes the first fully-connected GP Connect City through NHS Digital.

Clinicians across the whole of Leeds now have access to GP records for patients in the city. NHS Digital has developed GP Connect, a service which allows authorised clinical staff and GP to share digital records. This fast access to records will enable clinicians to make quicker and better decisions about patient care.

GP Connect is particularly beneficial for hospitals across Leeds. It allows hospital staff to access information about patients’ care and previous encounters with GPs. Through NHS Digital, there is a stronger link between primary and secondary care thanks to data.

GP Connect is now available to all GP practices in Leeds after the GP system supplier, TPP, joined EMIS Health to help implement and roll out GP Connect.

In the future, GP Connect will be able to provide allergy information and structured medications for more efficient appointment management and to improve patient care across the whole city.

The Chief Digital and Information Officer at Leeds Teaching Hospital Trust said of GP Connect; “In Leeds we can now plan to have a fully integrated primary care, social care, hospital care and mental health care record in place throughout the city in 2019, a giant leap and a unique proposition for the NHS.” The Chief Medical Officer at EMIS Group, Dr Shaun O’Hanlon said; “We are delighted that connectivity via GP Connect is available right across Leeds. This important partnership with NHS Digital is part of our company’s wider commitment to providing the tools for system interoperability using open NHS standards across the UK, and helping clinicians drive up standards of joined up patient care.”

AI Code Of Conduct Introduced To NHS

T

he NHS has introduced a new code of conduct that AI technologies within the NHS will have to abide by. This will help to increase safety within the NHS and ensure only the best systems are used. As a result of the code of conduct, tech companies will have to meet these high standards in order to work with the NHS. The code of conduct was devised through a panel of industry experts, patient groups and academics.

It is hoped that the code of conduct will make it easier for suppliers to understand the ‘gold standard’ requirements of the NHS. With the code, suppliers can then create the safe, secure and effective technology that can help to manage some of the most significant issues in healthcare such as cancer and dementia.

The code of conduct comprises of ten main principles. These will make it easier for organisations to work with the NHS and therefore easier for the NHS to develop new technologies in line with what they need. Furthermore, the code will ensure the NHS is justly rewarded when companies access their data pool.

The code will help to; • • • • •

Allow the NHS to profit from commercialisation of data resources.

Guide suppliers with the development of new technology so that they are suitable for the NHS. Reassure patients that their privacy is protected through safe systems.

Offer good practice standards to the rest of the industry.

Promote the UK as a leader in healthcare and a place to invest in health tech.

The use of AI in the NHS AI is being used across the NHS from matching patients in clinical trials to the early diagnoses and the planning of care. Dr Simon Eccles, Chief Clinical Information Officer, explains; “Parts of the NHS have already shown the potential impact AI could have in the future of the NHS in reading scans, for example, to enable clinicians to focus on the most difficult cases. This new code sets the bar companies will need to meet to bring their products into the NHS so we can ensure patients can benefit from not just the best new technology, but also the safest and most secure.”

Some successful projects using AI in the NHS include a system that predicts survival rates for ovarian cancer patients. Another project uses AI to detect heart disease and lung cancer. In another case, 1 million eye scans were anonymously shared with Deepmind to create an algorithm which will identify the early signs of macular degeneration and diabetic retinopathy.

Speaking about the new code of conduct, Health and Social Care Secretary Matt Hancock says; “AI must be used responsibly and our code of conduct sets a goldstandard set of rules to ensure patient data is always protected, and the systems we use are some of the safest in the world.”

NHSX will lead the digital transformation for the NHS

he Department of Health and Social Care has launched a new joint partnership called NHSX. NHSX will lead the digital transformation for the NHS with the objective to improve systems for the benefit of both NHS staff and their patients.

What will NHSX do?

NHSX will be responsible for a range of activities to accelerate the government’s Tech Vision and help to achieve goals from the NHS Long Term Plan.

Some of the responsibilities include;

NHSX has come to the forefront as much of the technology used by the NHS currently is outdated.

The NHS systems were in place before the internet age. As a result, data does not flow freely around the NHS leading to long lag times, miscommunication and a disjointed service.

In recent years, digitalising the NHS has been a significant project. However, digitalisation tasks have been split across multiple agencies and organisations without a central place to report into.

However, NHSX will now become the organisation that brings all of the digitalisation projects together covering all aspects of policy, implantation and change.

• With the government’s Tech Vision and the NHS Long Term Plan in place, NHSX provides a team of experts that overarches both strategies and can move forward to maximise the effectiveness of the NHS.

NHSX will report into the government and the NHS. The CEO of NHSX will be accountable to the Health Secretary as well as the chief executives of NHS England and NHS Improvement. Furthermore, NHSX will work with Government Digital Service to ensure alignment across the whole government when it comes to digital, data and technology.

Matt Hancock said of NHSX; “NHSX will combine some of the best minds from among the NHS, leading innovators, and government into one unit to set national policy, remove red tape and create a culture of innovation to allow the best innovations to flourish.”

Sarah Wilkinson from NHS Digital said; “Within NHS Digital we view NHSX as an important and welcome initiative and we are absolutely committed to working closely with colleagues in NHSX to make this new venture a success.”

Lung Cancer Trucks Save Lives In Supermarket Car Parks

T

he NHS is rolling out lung cancer screening from trucks across car packs in England. Thanks to a £70 million investment, ten projects have funding to check and prevent lung cancer in those most at risk. Those at risk will be invited for a lung MOT and chest scan through mobile clinics. Some of the clinics will be trucks operating from supermarket car parks across the country.

The investment comes as a drive to save more lives by diagnosing the condition early. The mobile clinics will start in the areas where there are the highest death rates for lung cancer. However, the project has the ability to screen over 600,000 people over the next four years. It is hoped it can save hundreds of lives and detect 3,400 cancers.

The lung screening trucks come after research found that screening targeted to those most at risk can reduce mortality from lung cancer by 26% in men. It also has the ability to reduce mortality by up to 61% for women with lung cancer.

As part of the NHS Long Term Plan, a significant object is to ensure 55,000 more people will survive cancer. To reach this, early screening is essential. This will help the NHS to achieve their ambition of diagnosing cancers early. Currently, half of the cancer diagnoses are during stage 1 and stage 2. However, the goal is to diagnose 75% within stage 1 and 2.

The screening will do more than detect lung cancer but can also help to identify a range of other health conditions such as chronic obstructive pulmonary disease.

After a successful pilot scheme in Manchester and Liverpool, ten new areas across the country will benefit from the project. For example, in Manchester, the project scanned 2,541 patients. From this, 65 lung cancers were detected.

The mobile clinics and some hospital settings will invite patients aged between 55 and 74 who are considered ‘at risk’ for a screening and chest scan if necessary.

The Chief Executive of Roy Castle Lung Cancer Foundation, Paula Chadwick said of the scheme; “We welcome today’s announcement confirming the rollout of 10 lung health check projects across England. Given our own first-hand knowledge of these programmes, coupled with the staggering results from the NELSON trial which saw a 26% reduction in mortality when high-risk patients had a CT scan, this is a big step forward in improving the early detection of lung cancer.”

England’s Chief Medical Officer To Step Down

P

rofessor Dame Sally Davies will leave her position at the end of September 2019. The current Chief Medical Officer for England, Professor Dame Sally Davies has announced that she is stepping down from her duties as Chief Medical Officer and Chief Medical Advisor at the end of September to take up a new role.

Dame Sally has held the position of Chief Medical Officer for the past nine years and was the first female to take up the role. Prior to that, Dame Sally worked in the NHS as a consultant haematologist for over thirty years.

During her time in the medical profession, Dame Sally has been at the forefront of many notable achievements. She was the first UK practitioner to specialise in sickle cell disease. Dame Sally also played a crucial role in the development of Genomics England after creating the National Institute for Health Research and holding the role of Director General of Research and Development for the NHS. As the Chief Medical Officer, she played an integral part in formulating the UK’s response to many health emergencies such as Ebola, Novichok attacks and Zika pandemic flu. Furthermore, Dame Sally has also led to a successful fight against antimicrobial resistance.

Dame Sally will take up her new position as Master of Trinity College, Cambridge in October 2019. This was an appointment by the Queen.

Announcing her departure, Dame Sally said; “It has been an honour to be the first female Chief Medical Officer. I have enjoyed it from the start, and I will continue to do so right up until I finish. I am delighted to be appointed as Master of Trinity College following a distinguished list of predecessors and as the first woman.”

Following the news, Health Secretary Matt Hancock said; “Sally Davies has been a dedicated public servant and a driving force for improving the health of the nation. She has led the fight against antibiotic resistance and public health risks and has pioneered world-leading action across a whole range of areas. She’s been not just England’s CMO but led thinking around the world. Sally has been an inspiration to us all and I’m sure has a huge amount still to contribute in the future.”

There will soon be an external recruitment drive to find Dame Sally’s replacement.

HS Eastern Cheshire Clinical Commissioning Group (CCG) is one of 195 CCGs across England responsible for the commissioning of healthcare services for its local area and is a key partner in the Cheshire East Integrated Care Partnership which is joining up the area’s health and social care services.

What NHS Eastern Cheshire CCG wanted to achieve The backdrop to NHS Eastern Cheshire CCG’s operations was a challenging if not unusual one. Its financial Plan forecast an annual deficit of approximately £15m and, to balance the budget, there was a strong drive to deliver Quality, Innovation, Productivity and Prevention (QIPP) schemes to achieve £9.4m of savings.

The CCG identified that its Programme Management Office (PMO) approach required redesigning as projects had previously been managed using a combination of Microsoft Project, Word and Excel.

Version control was problematic and, even though there was a shared drive in use, there was no visibility on who was working on which version.

Similarly, reporting was laborious and, although the CCG had developed an in-house database, it still required manual data collation from multiple sources in order to produce the reporting required, which was hugely time consuming.

The CCG recognised that it needed a cloud-based approach for its programme delivery which would offer:

• Ease of use • Collaborative working • Version control and visibility of updates • Easy and accurate reporting to enable planning with confidence and deliver efficiency savings.

Importantly, Eastern Cheshire wanted a tool that allowed it to get the most out of its collaborative PMO working across all four CCGs in Cheshire on proposals to establish a single commissioner and two Integrated Care Partnerships (ICP).

Verto as the solution Verto was built in line with how the CCG works, mirroring its workflow and processes, and able to see all its project data and documentation in one place. Once the CCG build was complete, we undertook the second stage of joining up Eastern Cheshire with its neighbouring CCGs: South Cheshire, Vale Royal and West Cheshire using the powerful functionality of VertoGrid.

This created a Cheshire-wide network of CCGs, providing each CCG with a customised version of Verto.

Joint projects can now be shared and, for the first time, all the project information across multiple sites can be aggregated into a single report.

In the early stages we spoke to NHS West Cheshire CCG who were very impressed with the system and support.

We could see how using VertoGrid would enable us to run programmes and reports cross-organisationally whilst retaining all the individual configuration of our own system.

For us this was the best of both worlds and, combined with its ease of use and depth of functionality, it wasn’t a difficult decision”.

The time saving benefit to the PMO has been significant: reporting processes that used to take more than a week are now completed in less than a day, and having all their project information in one place has produced a noticeable saving in time spent on PMO admin.

The PMO is now working on integrating Verto as a ‘business as usual’ tool across the wider organisation, and the information coming out of the system is enabling it to plan and track savings and benefits more accurately.

Ultramed is digitalising preoperative assessments with MyPreOp

fter a highly competitive selection process Ultramed is one of only five companies chosen to represent the South West on the Digital Health Accelerator programme.

Ultramed was initially funded by the co-founders, followed by angel investors and a highly successful Crowdcube fund raise in 2017. The target was reached on day 3 and went on to overfund by 300%. The initial grant funding helped with establishing the legal structure of the company including obtaining trademarks and design registrations to protect the Intellectual Property of the program and development work. The more recent grants have supported the innovative development of the software, carried out by Buzz Interactive, another award-winning company based in Cornwall.

Ultramed, an award-winning company, puts innovation and first-class patient experiences at the forefront of their strategy. The company have developed MyPreOp®, a cloud-hosted program in the Ultraprep® suite of six integrated products. There are 10 million procedures performed in the NHS each year and preprocedure assessments are generally paper based which are inefficient and do not align with the NHS Paperless 2020 initiative. A Department of Health study predicted £65M p.a. savings if electronic preoperative assessments were used, this is so far not being achieved. MyPreOp® enables patients to enter, own and share their preoperative assessment information, from any device, at any time.
