Request for Proposals (RFP) Hawai‘i Counts Campaign Outreach and Promotion for the 2020 Census
Community Events and Targeted Outreach Summary: A contract with the Hawai‘i Community Foundation (HCF) to plan, develop and implement statewide community events to increase awareness of and promote the 2020 Census as it relates to the State of Hawai‘i to ensure Hawai‘i residents are aware of the importance of the Census, receive accurate information about the process, and are encouraged to complete the Census survey. The work is slated to start in December 2019 and run through June 2020. Proposals Due: Monday, December 9, 2019, 4:00 pm HST Required Scope of Work: Applicants may propose working on either item #1 or #2, or both, and may include one or more events and/or other outreach efforts. 1. Plan, organize and conduct or participate in one or more community events within the State of Hawai‘i that provide opportunities to promote the 2020 Census. NOTE: Overall, across all awarded applicants, the goal is to support at least forty (40) events to be held throughout the state. Applicants may apply to support multiple events in multiple locations. The following conditions also apply to these community events: a. There is a preference for the location of these events to be in a geographic area with a high concentration of the hard‐to‐count population or a low responding rate community as identified by the U.S. Bureau of the Census. b. Each event should reach at least 200 people and the awardee must track the number of people reached through this effort. c. These events may include co‐sponsorship or participation in events that are already in the pipeline by local communities or organizations. This includes events that may be for purposes other than Census promotion that are planned by other groups and/or already scheduled for the targeted time frame, but which allow the awardee the opportunity to promote the 2020 Census in a meaningful way. d. Awardee responsibility should include, but not be limited to, organizing, obtaining permits and insurance if needed, setting‐up and taking down of all needed facilities/equipment/materials, staffing throughout the event, producing and distributing 2020 Census promotional products as needed, and tracking attendance. 2. Plan, organize and implement outreach efforts directed to targeted hard‐to‐count populations and/or low responding rate communities as identified by the U.S. Bureau of the Census.
