Following a lengthy special-called meeting last week to hear from the appointed Kerrville ISD community Facilities advisory committee, KISD Board of trustees elected to proceed with a bond election at its regular meeting monday night. trustees voted unanimously to accept the KcFac’s recommendation to call for a $88,960,000 million bond proposal to be held nov. 6. Development of the plans for this bond package involved an in-depth process spanning more than a year which included information gathering, financial analysis, campus tours, and prioritization by the long Range Facilities Planning committee and the community Facilities advisory committee. these committees, which involved more than 80 citizens, were comprised

city Manager Mark McDaniel and the city Finance Department have prepared the proposed 2018-19 (Fy19) budget and the required disclosure at the beginning says it will raise less revenue from property taxes than last year by a difference of $35,974, a 0.4percent decrease. the city of Kerrville’s proposed fiscal year 2019 (Fy19) McDaniel budget was scheduled to be presented to Kerrville city council at their regular meeting tuesday, aug. 14; and city Manager Mark McDaniel said it “advances many of the guiding principles in the recently adopted Kerrville 2050 comprehensive Plan.” His proposed budget is based on the following proposals: • In the General Fund, the proposed budget is balanced with $27.2 million in revenues and in expenses. • this is an increase of about $964,000 or 3.7 percent more than the previous Fy18 budget. • under “total revenues” and “total expenses” including all funds, the budget summary shows $68,414,112 in revenues, and $75,103,127. • It also was prefaced by the statement, “the property tax revenue to be raised from new property added to the See BuDGet, Page 10a

Dr. Geoffrey Moses, M.D., and his wife are literally praying for the success of planning a longterm medical mission to Sierra leone, africa; and to begin with local support here and plane tickets in hand for their family by Feb. 1, 2019. the family includes his wife of seven years, nicole, an occupational therapist he met in medical school; and three children ages 1, 3 and 6 years. “My work will focus on disabled children, community health, their scarce resources, and making christ known, versus their ‘dark practices’,” he said. He’s been designated a ‘team leader’ with Frontiers ministry, in this missionary effort. Moses’ father was an immigrant to canada from Sierra leone, who recounted personal

When Scott Reynolds, 28, of Kerrville, decided to volunteer at the Freeman-Fritts animal Shelter over the weekend, he could never have prepared for the wonderful surprise he was going to receive. an avid animal lover, Reynolds has always had pets. Most recently, he was the owner of an energetic Border collie, Black lab Mix named “luna” that he had been raising from a puppy. Several months ago, Reynolds needed help with “luna” while he was going to be away and asked a

THE INAUGURAL Labor Day Community Walk-A-Fun was a tremendous success last year and was enjoyed by local residents of all ages.
the Rotary club of Kerrville is inviting the Kerr county community to the 2nd annual labor Day Family Walk-a-Fun in louise Hays Park Monday, Sept. 3. the festivities begin at 9 a.m. and a free breakfast will follow. the brainchild of Kristy Vandenberg, event coordinator and past president, the idea behind the event is to bring the community together in the park, encourage
guests to walk along the River trail and treat each participant to a tasty breakfast. “We really don’t have scheduled labor Day activities in our community and I thought, as a service organization, this was something we could do to give back and promote fellowship,” Vandenberg said. “What better place to do it than in our beautiful city park and along the banks of the Guadalupe River. last year’s event was spectacular and we had a tremendous amount of fun.” according to Vandenberg, Rotarians from the noon and morning clubs, along with the satellite club, will be set up underneath the See WalK, Page 13a
an Ingram family is asking the public’s help to help locate 14-yearold allana Martinez, who went missing in San antonio. according to reports, the teen was with her younger brother and cousin when she went to take the trash out of the apartment they were in and never returned. “Just bring my baby home,” Benji Martinez, allana’s father, said. Volunteers with the Heidi Search center have mobilized in San antonio and are searching wooded areas and handing out flyers in the area in which allana was last seen.

It wasn’t a long discussion, but county commissioners and the county Judge voted unanimously early Monday afternoon to approve the proposed 2018 tax rate (a combined rate for the county and lateral Roads); and to file the proposed Fy19 county budget; and to set the date and time for adoption of that tax rate. county auditor Brenda Doss presented a final revised Fy19 budget of $32,339,296 in tax revenues and other income; and expenses of $34,632,844. the deficit of $2,343,548 will be covered by a transfer of that amount from the county’s Fund Balance, she said, to make the new budget balance. the new tax rate for 2018-19 will increase 1.5 cents over the present tax rate of $.50 per $100 valuations, to $.5150 per $100 valuation.
