I want to thank every one who took part in the 54th Annual Bird Supper and made it a great success. Thank you! I enjoyed the opportunity to see old friends and meet with my peers and elected officials to extol the benefits of our industry and the need to keep a path to the American Dream open. Our industry is imperative to the state, its economy and its future. We recently commissioned a study on the economic impact of housing in SC. The highlights below are staggering and show why each of you should be proud for what you offer our state and your communities. We must continue to work to make sure that our elected officials understand as well. As a member of the HBA you have taken that step to make sure our industry will continue to be a leader.

Home building generates substantial economic benefits for S.C., including income and jobs for residents of the state, and revenue for the state government and local governments within the state. The National Association of Home Builders has developed a model to estimate these economic benefits and the ripple impact that occurs when income earned from construction activity is spent and recycles in the state?s economy. These are the ongoing impacts that result from new homes becoming occupied by residents who pay taxes and buy goods and services produced within the state. S.C. is projected to build 38,564 single family homes and 10,306 multi-family homes in 2023 The estimated economic impact is at least:-

The additional, annually recurring impacts of building 38,564 single family homes and 10,306 multi-family homes in 2023 include;

-$2.681 Billion in incom e for S.C. resident s

-$1.162 Billion in t axes and ot her revenue for t he st at e and local governm ent s in t he st at e, and

-13,540 new jobs in S.C.

These are ongoing, annual local impacts that result from the new homes being occupied and the occupants paying taxes and otherwise participating in the state economy year after year New residential construction produces an immediate operating surplus to local governments and a $10 53 Billion surplus over 15 years

TheEconomic Impact of Housing in S.C.

When residential construction occurs, it generates substantial economic activity in the state where it takes place. The economic activity generated includes income and jobs for state residents, as well as revenue for state and local governments The National Association of Home Builders (NAHB) has developed a model to estimate the economic benefits. The model captures the effect of the construction activity itself, the ripple impact that occurs when income earned from construction activity is spent and recycled in the state

The model also estimates the ongoing impact that results from the homes becoming occupied by residents who pay taxes and buy goods and services produced in the state. In order to fully appreciate the positive impact residential construction has on a state economy, it is important to include the ripple effects and the ongoing benefits. Since the model was initially developed in 1996, NAHB has used it successfully to estimate the impacts of construction in over 800 projects, local jurisdictions, metropolitan areas, non-metropolitan counties, and states across the country.

This report presents estimates of the impacts of building 38,564 single-family and 10,306 multifamily homes, based on the number of permits issued in calendar year 2022 in SC

The NAHB model produces impacts on income and employment in 16 industries and local government, as well as detailed information about taxes and other types of local government revenue. Aggregate results are summarized below. Subsequent sections of the report show detail by industry and type of tax or fee revenue generated Substantially greater detail is available in the attached technical documentation.

Single-Family Const ruct ion

The estimated one-year economic impacts of building 38,564 single-family homes in the State of South Carolina include

- $11.96 billion in income for South Carolina residents,

- $2.39 billion in taxes and other revenue for the state government and local governments in the state, and

- 140,827 jobs in South Carolina.

The figure for taxes includes revenue from all sources, such as permit and impact fees, for the state government and all local jurisdictions within the state combined. They are also one-year impacts that include both the direct and indirect impact of the construction activity itself, and the impact of South Carolina residents who earn money from the construction activity spending part of it within the state The jobs are measured in full time equivalents? i.e., one reported job represents enough work to keep one worker employed full-time for a year, based on average hours worked per week by full-time employees in the industry

The additional, annually recurring impacts of building 38,564 single-family homes in South Carolina include

- $2.10 billion in income for South Carolina residents,

- $955.29 million in taxes and other revenue for the state and local governments in the state, and - 31,441 jobs in South Carolina.

These are ongoing, annual local impacts that result from the new homes becoming occupied, and the occupants paying taxes and otherwise participating in the local economy year after year.

These impacts were calculated assuming that new multifamily homes built in South Carolina have an average market value of $280,000; which includes $9,500 in raw land value and $3,200 in permit, hook-up and other fees paid to local governments; and incur an average annual property tax of $3,469 per unit. As with the assumptions underlying the single-family impact estimates, this information was provided by the Home Builders Association of South Carolina.
