The Town Mayor’s Welcome I am delighted to be the Mayor of Chesham for the coming year. My husband, Town Councillor David MacBean, and I are looking forward to participating in many events in order to represent Chesham, promote all it has to offer and work to deliver new opportunities that will benefit our community. If you would like me to attend an event, then please email me at CheshamMayor@gmail.com and I shall do my best to be there. My family and I have lived in Chesham for over 20 years. As the Town and District Councillor for the Asheridge Vale & Lowndes ward for the last three years I have met many residents and experienced firsthand the successes, opportunities and difficulties that we and our neighbours face on a daily basis. This Town Guide is an invaluable resource that contains information about all our local partners, businesses, venues and vital community contact details. I represent both Councils on the organising committees and Boards of over 25 local organisations, and I’m always delighted when I can bring different groups together to address common issues. These are difficult times with increasing pressure on budgets and services; we all need to pull together to support one another. Each Mayor is encouraged to choose a local charity to support during their year of office. I have decided to
support something very dear to me and to the Town in general; the River Chess. As a chalk stream it is incredibly rare with only 210 of them in the world. For centuries, we have relied upon the Chess as a resource for leisure and industry, and thousands of people enjoy it and the incredible natural habitat that it supports. Sadly, it is threatened by development, high levels of water consumption, environmental changes, pollution and its most dangerous predator: humans. I believe it’s time to do more to actively repair it and ensure it is robust for future generations to enjoy. I chair the town council’s Impress The Chess committee, an umbrella group that pulls together representatives from the River Chess Association, Chesham Environmental Group, the Chiltern Society, and local volunteer residents. Any funds I raise will be donated to ITC to purchase essential materials and ensure that our volunteer force have everything they need to deliver our action plan. There are several large projects that will begin a programme of meaningful change to Chesham this year. For example, Chesham Renaissance is developing the next stage of an ambitious master-plan to deliver new housing, community facilities and business development. We have always thrived because of our diversity: our strong sense of community always delivers in times of challenge, and our rich mix of ethnic, cultural and religious groups sweeps aside any differences to enrich the fabric of our community. Change is coming, but I am confident that we will embrace and support it whilst protecting our rich history and diversity.

6. Chesham Town Council will ensure that the money entrusted to it by the residents of Chesham is securely managed and spent effectively on achieving the above objectives.
Chesham Town Council
The Council is responsible for many of the recreational and social facilities within town, including: Lowndes Park, the Moor and 10 recreational grounds; Chesham Cemetery and St Mary’s Churchyard; three allotment sites; floral displays; football pitches; town centre Christmas lights; the Elgiva; the Town Hall; Chesham Moor Gym & Swim; the war memorial and Market Square’s Clock Tower. The Council cuts the town’s grass verges on behalf of the County Council and maintains street signs for the District Council. The Council also works in partnership with a great range of organisations that share its vision for the town and have a tremendous amount of expertise, from Chesham in Bloom to The Chesham Society. Examples of some of the work of these partners are included in the following pages, but the Council is actively seeking to develop these relationships further to achieve the best it can for Chesham.
Chesham Town Council came into existence in 1974, and is the only part of the local government structure that is solely focused on serving the town and its people. The Council is comprised of 19 Members who are elected for a term of four years. Each May, the Council elects a Town Mayor to serve for a period of one year. The last election was held in May 2015 and a full list of Councillors is shown on page 5. The Council, and its Planning, Recreation and the Arts, Finance and Staffing committees meet regularly to discuss issues and take decisions pertaining to the town. The public are encouraged to attend. They may also ask questions on any issue relating to Chesham during a 15-minute period of Public Questions at full Council meetings. The Council’s vision is to ‘improve the quality of life of all the residents of Chesham’. The Council has laid out a set of objectives to explain how it will achieve this: 1. To enable residents to enjoy high quality social, recreational and cultural facilities within the town and to seek the continuing improvement and development of these facilities in accordance with the desires expressed by the residents.

(see photos below), then watercress beds and finally ornamental ponds which had rapidly silted up, the project successfully returned the natural chalk stream channel to the site for the first time in centuries. Since that time Impress the Chess has been involved in many other improvements to this site, including tree work, path improvements and installing bird boxes (as described on page 22) to make it a place where people can get back to nature right in the town centre. The group has also supported educational initiatives, such as Trout in the Classroom, so that children in Chesham schools get to learn about their local river and get the chance to visit the Chess, helping to inspire an interest in caring for the local environment. Understanding and promoting the history and culture of the river is another aspect of the group’s work; this year we were delighted to work with Neptune, the new store on Moor Road, to install a heritage plaque commemorating the site’s milling heritage. There is also a practical project underway to plant up the newly repaired riverbank in front of the site. Impress the Chess has created an Action Plan for the river, identifying projects both large and small that will improve the river for both wildlife and people. There is a lot of work to do, and you can keep up to date with progress by visiting the Impress the Chess page on www.chesham.gov.uk.
Back in 2004 a new partnership was formed called Impress the Chess. The intention was to bring together different organisations and residents to protect and restore the River Chess as it flows through the town. The Chess is a chalk stream, which makes it a globally rare habitat; it is said that chalk streams are England’s equivalent of rainforests in terms of being such a unique habitat. Chesham was founded because of the river and the fresh, clean water it supplies, but as the town has grown around the Chess it has created a lot of pressures on the river: habitat loss, excessive water use and pollution being some of the main problems. Impress the Chess harnessed local people’s concerns about their river in order to start protecting it. The first project was the restoration of the river channel through Meades Water Gardens (off Red Lion Street). Originally a millpond since at least the 17th century

The Schools of Chesham Carnival is a registered charity raising valuable funds for all the participating schools who help organise this homegrown event. Each year there is a theme to the carnival and the children, parents and teachers of the schools create their floats to compete for the winner’s trophy! Some themes have included celebrating Roald Dahl, the 1970s, Fairy Tales and Music. Many local business, pubs, clubs and community projects also join in the procession to make it a truly community-based event. The procession lasts approximately 50 minutes starting in Asheridge Road continuing on to Bellingdon Road and Townsend Road and finally proceeding down Chesham High Street. Come rain or shine the ever-faithful Chesham residents line the streets of the entire route to cheer on the inventive and creative floats. After the procession, Lowndes Park becomes very much the central hub of carnival day with amusements for all the family – such as a petting farm, bouncy castles, trampolines, face-painting, henna designs and craft activities. There are around 70 stalls selling homemade sweets, chocolates and artefacts, with others running games, as well as a choice of fairground attraction stalls for all ages. There is the bottle tombola stall with approximately 400 bottles to win, all contributed by families from the local schools. Food, refreshments and a bar are also available. Throughout the day local dance schools and clubs display their routines, skills and talents in the main arena in the park. Additionally, the Town Mayor announces the winners of the trophies for the best school and local business floats. The Chesham Masterplan The Chesham Masterplan is a high level approach and set of principles to help guide new development in Chesham. The plans will deliver a range of high quality new homes, strengthen the vitality and character of the town centre and support a strong industry and employment base for the town.
Our Vision Chesham will continue to be a characterful market town, nestled in the Chilterns – a gateway to the beautiful AONB. It will have good commuter links to central London, and will have its own gravity and appeal with high quality shops, restaurants and an appealing cultural offer. The town centre will be reunited with Lowndes Park, and existing residential neighbourhoods will be connected to the station and town centre through comfortable and sustainable walking and cycling links. The town will provide a good quality of life for all ages, and will consequently have a diverse and vibrant community.

Chesham Renaissance CIC The Chesham Masterplan is delivered by Chesham Renaissance Community Interest Company (CIC). The Community Interest Company (CIC) was born out of the Chesham Society’s vision for the town, which realised that there was an opportunity to be found in the Local Plan’s proposed placement of new homes in Chesham. The Chesham Society was too small to deliver the proposals and the CIC was adopted. Chesham Renaissance (CIC) is made up of local people, passionate about the community. Twenty years of theatre & cinema to 3pm (extended to 5pm from September 2018) offering a wide range of home cooked meals, snacks and cakes – available from breakfast to brunch through to lunch. This year we celebrate 20 years of entertaining the community and we plan to celebrate accordingly with a family fun open day on 3rd November – watch this space! In other news, we have launched our brand-new website, aimed at making booking our shows quicker, slicker and straight to your inbox. Hi everyone, it is with great pleasure that I publish my first entry into the Town Guide on behalf of The Elgiva. I am delighted to have been appointed the new Theatre Manager and am excited to share with you some of the superb productions and facilities that this fabulous venue has to offer. The area of Chesham is very close to my heart, having spent much of my youth in nearby High Wycombe. It’s great to be back in an area with such a strong and friendly community.

The Elgiva offers a packed programme of touring and community theatre, live music, comedy, cinema, dance and live screening of productions from the West End and around the globe. Children and families are well catered for all year round with theatre productions, film and workshop activities, with our exciting Christmas panto top of the tree. This year we have the family favourite ‘Aladdin’ and tickets are already on sale and selling out fast, so please be sure to book. Also look out for the special annual screening of the Christmas classic ‘It’s a Wonderful Life’ to get you into the festive spirit. The Elgiva is also the ideal venue for performing and visual arts groups, local businesses and individuals to stage their own productions, events, conferences or exhibitions. All activities are supported by our experienced technical and events teams with ‘state of the art’ lighting and sound systems. Why not pop in for a coffee and a bite to eat and enjoy the comfortable surroundings for business or pleasure, with free wi-fi? Chesham Moor Gym & Swim Hi, I’m Danny, manager of the Chesham Moor Gym & Swim. Planning to get fit this summer? Why not check out what we have to offer at our Centre? Whether you are training for a triathlon or trying exercise for the first time, we have something to offer everyone (and our members tell us we are quite a friendly bunch too!). We offer adult membership for tennis, swim and gym for just £25 per month and juniors aged 12-21 years can join for just £15 per month. The pool is open from 6am weekdays, 8am at weekends, with summer water temperature approx 28°C/83°F, and winter water temperature approx is 26.5°C/80°F. The water is almost chemical-free, so no more stingy eyes and chlorine smell – and much kinder for those with skin conditions such as eczema. Swimming season tickets for all ages can be bought for winter or summer. Throughout the summer there are sessions for toddlers, and inflatable sessions for 14s and under. Aqua classes are available all year, as well as Masterclass coaching for you to perfect your stroke. The gym has high-tech equipment including a Wattbike, treadmills, rowers, weight machines and kinesis stations. Our friendly, expert staff are on hand to help you achieve your fitness goals, or personal training sessions are also available. A variety of all classes are run for all abilities – from Armageddon Fitness to Kids Yoga
and Mindfulness. Later this year we plan to provide spin classes to the programme. We enjoy bringing everyone together for a bit of fun. We hold midnight swims, charity events, bacon buttie mornings (first Friday of the month, 6.30–10am) and the ever-popular Christmas Day swim. We are ideally located as a base for walks along the River Chess, with a playground adjacent to the Centre with free parking. You can also pick up a delicious brew from our self-serve coffee machine in the foyer. Chesham Town Hall – Chesham’s ‘One-Stop-Shop’ Hall also helps to serve the town’s health needs, with people attending diabetes awareness sessions, babyweighing clinics and antenatal classes. If you are interested in relaxation classes we also have Yoga and Pilates. The Town Hall works on a ‘pay for what you use basis’ for room hire by having an hourly rate opposed to daily rates. We can provide refreshments, or if you are on a tight budget you can bring your own! With laptop, projection and internet facilities, disabled access and a pay and display car park directly outside with free parking after 4pm Monday to Saturday and free all day Sunday, the Town Hall is an ideal central venue. It is well appointed for the local business community, hosting the breakfast meetings of Chiltern Chamber, business conferences, training courses and AGMs. The large Community Hall downstairs is a popular venue for parties and funeral receptions. The majority of Chesham residents are likely to have visited Chesham Town Hall at some point in their lives. The Town Hall provides the administrative centre for the town, and is the location of Chesham Town Council’s offices. The offices are open to the public from 10am to 4.30pm on weekdays and act as a ‘onestop-shop’ for all sorts of information about the town and the services provided by the town, district and county councils. The reception holds a wide variety of information about the town, its events and local organisations. Chesham Town Hall has recently introduced a ‘Hub’ in reception which enables those residents who do not own a computer to have the use of one, to access all local government websites such as checking waste collection days with Chiltern District Council and reporting faulty street lights and potholes, etc. to Bucks County Council. The Town Hall is also at the centre of the town’s social life. With four rooms available for hire, the Town Hall hosts a wide variety of recreational activities, including dancing lessons, aerobics and children’s classes, and is the venue for the meetings of local interest groups such as the Chesham Society and Chess Valley Archaeological & Historical Society. Making Homes for Birds Chesham bird lovers have been participating in National Nest Box Week for the past two years, thanks to help from Impress the Chess and the Chiltern Society. Local residents sponsored bird boxes at sites near the River Chess, to provide nesting opportunities for species including blue tits, great tits and robins. In February 2017, ten sponsored boxes were installed by Chiltern Society volunteers in Meades Water Gardens off Red Lion Street to give the small bird population a helping hand. And in 2018, a further four boxes were installed in Wright’s Meadow off Water Lane. This project was initiated by the Impress the Chess group as the first of a series of improvements to habitats along the River Chess, and you can read more about Impress the Chess on page 11. Each year, the boxes are monitored by the Chiltern Society volunteers as the bird breeding season progresses, to see if the boxes are being used. Last year, we were very excited to discover a number of empty nests at the end of the breeding season, showing that there had been successful fledgings from the boxes. National Nest Box Week takes place every February and was established by the British Trust for Ornithology over 19 years ago. The aim of the week is to encourage
everyone to put up nest boxes in their local area in order to promote and enhance biodiversity and conservation of our breeding birds and wildlife. There was such a positive response by people to the sponsorship scheme, that it is hoped to identify further sites in Chesham for putting up more sponsored boxes in future years. If you’d like to put up a bird box in your own garden, visit the British Trust for Ornithology’s web site www.bto.org/about-birds/nnbw for guidance on National Nest Box Week and top tips on how to put nest boxes in the best places to encourage our feathered friends to move in. Impress the Chess is very grateful to the Chiltern Society for its bird box expertise and manpower, having already run a similar scheme in Captains Wood. The Chiltern Society is the only charity dedicated to conserving the whole of the Chilterns landscape, with the support of 7,000 members. Having been in existence for more than 50 years, the Chiltern Society has a strong team of 500 volunteers who not only work on their own reserves, but also help to conserve local authority sites, such as Meades Water Gardens and Wright’s Meadow. Chesham Connect’s busy year After a complete revamp during the first half of last year, including name, logo, constitution, objectives, and the creation of the Chesham Calendar, Chesham Connect had an official launch by the Mayor and Deputy Mayor at Volunteer Day in September.

Councillors Jane MacBean and Emily Culverhouse with Michael Rowan, Chesham Connect Chairman, at the official launch. Part of our new strategy is to expand our support to include the areas of Greater Chesham, and to provide resources other than financial to groups. Our first event to assist local groups was a well-attended talk on the changes to the Data Protection law that affects all organisations from May 2018. We also took a trip to Frome to investigate what we could learn about the revitalisation that has happened in that town and see what we can learn from their experiences. We created our new website cheshamconnect.org, where, as well as all about Chesham Connect, you can find funding application details and a grant application form, and other information about creating and progressing community projects. The Chesham Calendar, under What’s On Around Chesham, is becoming the first port of call to find out all the different local community and charity events from AGM's to concerts to dog shows, with quiz nights and art sales in between. Dreamflight’s 32nd Trip to Orlando This October, Chesham-based charity Dreamflight will take another plane-full of amazing children for their holiday of a lifetime. Each year the Charity hires a 747 aircraft and takes 192 children from across the UK, with a serious illness or disability, to Florida. Parents are not allowed, but instead a huge volunteer team of doctors, nurses, physiotherapists and other helpers look after the children for 10 days.
Dreamflight is not just a holiday; it does something that medicine can't. The children get the opportunity to discover independence, confidence, and a whole new outlook on life. Often for the first time, they realise that they are not the odd one out. They see children around them who have also suffered; they gain perspective, and experience things that they never thought possible. This year’s trip is being supported by a generous donation of £1,000 from the IBB Charitable Trust; who also have an office in Chesham. Their contribution will help pay for each child to have a ‘bumbag’ to hold essential items that they need in the theme parks. There are a number of items that Dreamflight are looking

for sponsors for this year; ranging from ice-creams for the children to clothing and equipment. Get involved with Arctic One The Arctic One Foundation is a Chesham-based Registered Charity (No.1149536), established in October 2012. The Foundation believes that sport should be accessible to all and aims to provide individuals with disabilities, as well as groups and clubs, the opportunity to get involved in sports and to be active in the community though their own events, grant system and challenges. The Foundation believes that everyone has the ability to enjoy sport in some way. The charity is run totally by volunteers. The Foundation continues to develop a series of annual events and challenges, including our Tri and Para Tri Festival in May, held at the Olympic Venue Eton Downey, which attracts over 140 Para Athletes. We just launched our first ever Para Triathlon World Cup, attracting elite athletes from all over the world, including complete novices and juniors alongside the Foundation’s very first Ambassador, Paralympian gold medallist Andy Lewis. This type of event is unique to the UK with a full range of distances and relays. It really is open to all. The Chesham-based Junior Para Triathlon is now in its sixth year and attracts juniors from all over the country to have a go at the Swim Bike Run event. This is still the only dedicated Junior Para Triathlon event in Europe and is totally free to enter. The event is open to children with any disability with their friends and family and we design the event to suit each individual. Other local events include the Hawridge Duathlon, The Chiltern Aquathlon at Chesham's Open Air Pool and the Pednor10 Run. All abilities are welcome including both abled-bodied and disabled athletes. Arctic One set up their own 'Forward Motion' Grant System in 2015 to provide small grants to

disabled individuals, clubs and groups to enable them to pursue their sport. So far we have allocated 135 grants involving 23 different sports including triathlon, skiing, horse riding, cycling, boccia, swimming, tennis, running etc. The grants allocated have helped fund race chairs, hand cycles, prosthetic sports arms and legs and general sporting equipment. All fundraisers’ money and donations goes into this system and we hope this will continue to grow. This summer we have launched our 'Summer of Sport' Campaign, setting individual achievable challenges including swimming, cycling and running/push and general activities – even walking the dog throughout the summer, with your chance to win an Arctic One Summer of Sport Medal. Some of our events, such as our summer garden party, Golf Day and Christmas event, are very social occasions, conducive to making new friends as well as business contacts.
Many new members joined the Chamber in the first half of 2018. We are a happy, growing and inclusive network. We welcome guests to most of our events, but are always keen to encourage new members, with the closer relationships that membership brings. If you would like to take a more proactive role with the Chamber, volunteering is an opportunity to raise your business and personal profile, contribute knowledge and skills in a meaningful way, and even to develop new knowledge and skills. Wildflower Partnership In the summer months, you should see more wildflowers and butterflies across town, thanks to a partnership between the town council and Chesham & District Natural History Society. Back in 2016, the town council took over cutting many of the town’s grass verges; this was seen as the perfect opportunity to manage some of these areas for wildlife. 80% of naturally-managed chalk grassland has been lost from this country since World War Two and managing some of our verges, which are on chalky ground, will mean that we can bring pockets of this special habitat back across the town.
residents to get a feel for the project, the council’s Parks Team could work out how best to deal with cutting and collecting the mowings, and one Natural History Society volunteer would be able to monitor all the sites. We’re pleased to say that the first year had some real successes. No seeds were sown; the natural seedbank in the soil was allowed to germinate. Amazingly, 55 wildflower species were recorded, including bee orchids. There was also a large number of insects, of which ten butterfly species were spotted, along with bumblebees, moths and hoverflies. As a result, the council has been agreed to manage these sites permanently for nature. More potential sites have been identified and these additional sites will be trialled for 2018, with a review of their success after the summer. The wildflower partnership hopes that residents and visitors to Chesham will enjoy these pockets of nature. They would like to develop more sites across town in the years to come, helping to create a linked patchwork of habitats to help support some of this area’s most interesting, unusual and attractive wildlife to thrive in our urban environment.

For 2017 it was agreed to carry out a one year trial on six sites; four of these were verges and and two were areas of the town council’s recreational grounds. Instead of monthly cutting, the areas would be left to grow and only cut at the end of the summer. Most importantly, the grass cuttings would then be cleared rather than being allowed to rot down into the soil. This will help to reduce the richness of the soil, which is an essential step in encouraging chalk grassland plants to grow. The idea was to start with a small number of sites. This would enable
