Plans for Dell Court regeneration

As many residents will be aware, Havering Council is undertaking a Housing Regeneration Programme to provide around 3,500 new homes for Havering residents over the next seven years.

One of the sites earmarked for regeneration is Dell Court in Ravenscourt Grove, Hornchurch.

Dell Court has 29 sheltered housing units on the site; many of these are bedsits which are not popular with older people.

The proposals are that the existing building will be demolished and replaced with 40 flats for people over the age of 55 years. It is thought that work on Dell Court will start in 2019 or 2020.

Dell Court is an ideal site for such flats because it is at the heart of the Ravenscourt Grove sheltered housing scheme.

The communal facilities in the existing building, which are also used by Ravenscourt Grove scheme residents, will be improved as part of the programme.

The sheltered housing Scheme Officers will work

closely with tenants to help make the moves happen as quickly and smoothly as possible with the minimum of disruption for tenants.

Empty properties When a resident moves out to a new home, the property they leave behind is often being used to accommodate families that are in temporary accommodation, such as bed and breakfast.

These are being let on short term agreements which can be quickly ended when the property is eventually needed for demolition. More information: www. havering.gov.uk/Dell

Building homes for Havering people During the next 10 years Havering Council is planning to build around 3,500 new homes for local people, in one of the most ambitious local authority home building programmes in the country.

Since Right to Buy started, around 4,000 Council homes have been sold and these need to be replaced.

At the moment Havering Council has around 90 households in bed and breakfast accommodation and a further 100 in hostels. Such accommodation, while giving people a roof over their heads, is not ideal for the families involved and is expensive for the Council.

This year saw changes in the Housing Allocations Policy, which means that people have to live in Havering for a minimum of six years before being eligible for Council housing.

• Total regeneration of the Oldchurch Gardens estate in Romford • Adding two more levels of flats to existing flats in Chippenham Road, Farnham Road and Hilldene Avenue in Harold Hill • Demolition of Napier House and New Plymouth House in Rainham with the land being used for new Council housing • Closure of seven sheltered housing schemes so that the land can be used for new Council housing, including redevelopment of two sites as older persons’ villages.

The land being used is owned by the Council and will remain in Council ownership.

Many of the 3,500 new homes will be for rent but some will be Low Cost Home Ownership, where the Council retains a share in the property and it must be sold back to the Council when the owner moves.

Family homes, with two or more bedrooms, are in particular demand, which is why the scheme at Briar Road is an important part of this building programme.

Neighbours views wanted Throughout the redevelopment of the Dell Court site we want to work with neighbours to minimise disruption and ensure that everything runs smoothly. When contractors are appointed we will arrange another meeting so that they can explain how they will be working and can introduce their Resident Liaison Officer.
