Delay in Suez Canal dredging helps Oman

1

A delay in the Suez Canal dredging work is helping Muscat to get more cruise tourists, said a shipping agent on Sunday. The Queen Mary 2, which arrived in Muscat, last week, was forced to skip the port of Aqaba for Petra because of the delays. “Muscat was added as the passengers of the Queen Mary 2 missed Aqaba and Petra because of the delay,” said the official. >A2

Women’s representation A quota for women has come to the fore as the current session of Majlis is coming to an end. Naima bint Jamayel bin Farhan bin Mubarak Al Busaidiyah, won the Seeb seat during the elections for Majlis held in 2011.

Many observers feel reservation for women in Majlis Al Shura will not only correct gender imbalance but also help espouse the causes of women more effectively

FAHAD AL GHADANI

fahadnews@timesofoman.com MUSCAT: It is dubbed the people’s council but Oman’s Majlis Al Shura has just one female member, now there are calls for a quota for women to address the underrepresentation While many feel a quota for women will correct the gender imbalance in the Majlis Al Shura, there are others who feel women are capable of fighting and winning the elections on their own. This issue has come to the fore

in view of the current session of Majlis Al Shura coming to an end and the election for the new session already announced. Out of the 84 Majlis members in the current session, there is only one woman. Naima bint Jamayel bin Farhan bin Mubarak Al Busaidiyah won the Seeb seat during the elections for Majlis Al Shura held in 2011. Among 1,133 candidates who contested for 84 Majlis seats in 2011, only 77 were women while only 20 women contested (out of more than 600 candidates) in the

2007 elections. No woman was elected in the 2007 elections. Manal Ahmed, a private sector worker, feels “quota is the only solution for better representation of women in Majlis. The elected women can better espouse the causes of their community in different wilayats.” Shukoor Al Ghamri, former president and member of the Oman Women’s Association, does not approve of a quota for women in Majlis Al Shura. “The quota system will make women weaker. She should challenge her male counterparts by contesting the election,” she says. She urged more women to contest the Majlis Al Shura polls and fight for their rights. Welcoming the idea to reserve quotas for women, Tawfiq Al Lawati, a Majlis Al Shura member, said he had suggested this idea at several public forums. “I think the government should allocate one extra seat for a woman from each governorate,” Al

Lawati said. Such a move, he elaborated, will take the Majlis Al Shura’s strength from 84 members to 95. Pointing out the benefits of having quota for women, Al Lawati explained that it could bring new issues for discussion at the Majlis Al Shura sessions. “There are many issues that simply do not reach the Majlis doors, especially issues concerning women,” Al Lawati noted. Al Lawati said he wished to see greater women representation from different governorates and wilayats of the Sultanate. Lawati also urged women to get ready for meeting the challenges of public life before deciding to take the plunge . “It should be possible for the public to be able to contact them at anytime of the day and they should also be able to participate in social events and discussions,” said Al Lawati. With nine contestants, the Wilayat of Seeb saw the maxi-

mum number of women candidates fighting the election, while Bausher, Sohar, Shinas, Salalah had four each, Muttrah, Amerat, Saham, Mussanah, Ibri and Sur had three candidates. Muscat, Liwa, Barka, Khasab, Yankel, Nizwa, Samail and Al Mudaibhi had two women candidates and Suwaiq, Nakhal, Wadi Al Maawal, Al Awabi, Barka, Madha, Al Buraimi, Mahadah, Dankh, Bahla, Adam, Maneh, Iszki, Ibra, Al Qabil, Al Khamel Al Wafi, Jaaln Bani Bu Ali and Masirah had one each. No woman contestant came up to fight polls in 24 wilayats. “Women who contested the last election worked very hard. They engaged with the society by using all the available tools including newspaper, social media. But the society has to go a long way before they come out and vote for a woman. Across the world we see that seats are reserved for women in parliament. As a first step, I feel women should be given quotas,” Manal added. >A6

Rapid, free-of-cost HIV testing, medical tips at Muscat Festival ELHAM POURMOAMMADI

elham@timesofoman.com MUSCAT: Amid all the hustle and bustle of fun-filled activities at the Muscat Festival in Naseem Garden, one quiet spot reminds everyone that ‘good health is a crown only the sick can see’. The Health Village, set up by the Ministry of Health, may be small but big things are happening inside. The section for rapid HIV testing is the highlight of the Health Village, where visitors can get tested for free and receive the result in just a few minutes. “About 10 to 15 people take the HIV test every day,” said Sa’ad Rashid Saud Al Alawi, the ministry’s representative in the HIV section. Speaking to Times of Oman, he said that the purpose of the pavilion is to provide visitors with useful information about this infectious disease, dispel their misconceptions, reduce the stigma attached to HIV, and help elimi-

Citizens call for female quota in Majlis for parity

fahad@timesofoman.com MUSCAT: One of the suspects in murder of the two-year-old boy in Sohar, a 20-year-old, has a mental illness, while the other, a 15-year-old, has no criminal record, an ROP official told Times of Oman. People are still shocked over the barbarity of the crime that was committed on Friday. The police launched a manhunt for the child’s killers and arrested the two suspects in less than 24 hours. The official said the two suspects allegedly first stalked the boy at Al Afifa beach and then dragged him into an abandoned house where they suffocated and bludgeoned him to death. >A6

nate discrimination against HIV patients. According to Dr. Mohd Redha Moosa Al Lawati, head of National TB, AIDS and Leprosy Control Programmes at the Ministry of Health, around 500 rapid tests for HIV were carried out in the previous edition of the festival and none were positive. According to the ministry, 2,394 HIV/AIDS infections were registered among Omanis by the end of 2013. Of these, 1,511 (63

per cent) were alive by the end of last year, 65 per cent of whom were males and 35 per cent were females. Jokha Mohd Khamis Al Farsi, the official in-charge of the Health Village, noted the health camp was set up to bring attention to the importance of good health and give visitors useful tips while they enjoy visiting the festival. She said that the village has several sections, which include the HIV pavilion, a section dedicated to the national elderly programme, a stand related to oral health, and a section set up to raise awareness about drugs. Highlighting the significance of a healthy lifestyle, Al Farsi said that people can get their blood sugar and pressure tested and weight and height measured at the healthy life pavilion and learn how to maintain oral hygiene in another section. Also, information about the elderly and drug addiction is provided to visitors in the village, she added.

MUSCAT: A legal and judicial assistance agreement signed recently between the Sultanate of Oman and India will improve cooperation in the field of investigation, prosecution and proceedings in criminal matters, said a senior legal adviser of a law firm in Muscat. “The agreement will improve the effectiveness of both countries in investigations, prosecutions and suppression of crime, including crimes related to terrorism and tracing, restraint, forfeiture or confiscation of pro-

ceeds and instruments of crime through co-operation and mutual legal assistance in criminal matters,” said Deepa Sudhir, the Indian legal adviser practicing in Muscat. Indians in jail As of November 2014, 115 Indian nationals were lodged in Omani jail, including three sentenced for more than 15 years, said the Indian embassy in a reply to a Right to Information Act query. Among those were five female and 110 male inmates, reveals the document issued by the embassy. The agreement will enable India and Oman to make the de-

tained persons available to testify or assist in investigations and also co-operate in probing terror funding. “In the case of terror funding, both Oman and India can now take steps as permitted by law for search, seizure and confiscation of such funds and the prosecution of the individual concerned,” added the legal adviser. Irrespective of whether the assistance is sought or to be provided by a court or some other official authority, the new agreement will provide assistance and shall be without prejudice to other obligations between India and Oman pursuant to other treaties or arrangements. >A6
