History...

An author and grandson of Civil War Veteran and Hartford pioneer, Garret Rathburn called seeking information for his latest book and commented, “I hope someday my work will shed some new insight on the people that were the real history makers of this country. They are not often the famous people, but were the blood and muscle that built this nation. Most history tells us what happened, but it takes more digging to determine (or make educated guesses) as why it happened.”

The Dakota Territory was organized in 1861 and the County of Minnehaha was established in 1862 but abandoned in 1863 due to the Indian uprising. The Sioux Valley continued to be deserted for several years until Fort Dakota was established in 1865 followed by the reorganization of the county in 1867.

Boundaries of what would become the Hartford Township were surveyed in June of 1867. By 1869, settlers were returning to the area in great numbers; they came by foot, horseback, ox cart, & covered wagon. They arrived alone or with entire families, including three grandsons of 1600’s English emigrant Nathaniel Oaks.

Hartford did not start as Hartford but rather was settled in 1878 and named Oaksville after Civil War Veteran Elihue Increase Oaks. He settled south of the village in 1876 with wife Cornelia, the first woman of European decent to settle in the area. Elihue’s brother D.B. followed suit in 1878 with wife Ellen, their three sons, 40 head of cattle, 10 horses and a dog. 1879 brought the Worthington and Sioux Falls Railroad through Oaksville, along with a name change. The most “educated guess” behind the change is that both the gentleman with the railroad and Oaksville landowner, Charles Norton, hailed from Hartford, CT. An agreement was reached that a depot would be established upon condition that the village be renamed Hartford.

John Mundt would arrive in 1881 and served as the second post master. He left a lasting impression on Hartford; building two general stores, managing the Tuthill Lumber Co., estab-

lishing the first elevator west of Hartford in 1892, and in 1902, constructing the only retail pink quartzite building. Both store buildings still stand today; predominantly, the pink quartzite edifice downtown that bears his name and is listed on the National Register of Historic Places.

The Town of Hartford was officially incorporated on August 1, 1896 into three districts with trustees Charles Feyder, George Grover, and D.B. Oaks. Nels Haugen served as the town Clerk and H. D. Oaks as the treasurer. If you think these names sound familiar then you are correct. Feyder and Oaks both have streets named in their honor and the Haugen family’s early contributions continue to impact Hartford today. These are only a few of the names that have contributed to Hartford’s history. While this preface gives only a brief history of the founding of Hartford, our history is rich with stories that make up the literary legacy with images of the ongoing mural of the people and forces that built this town and community.

Hartford continues to grow. The introduction of rural water in the 1980’s and the advancements of the Sioux Falls area helped bring Hartford from a town of 800 people in the 1970’s to more than 3,000 in 2017. Families and businesses mature and change but the resilience and spirit of Hartford remains steadfast. The town has a storied tradition of civic engagement, community support and a progressive business atmosphere.

We are the culmination of the strength and foresight of the pioneers from Oaksville to the Hartford of today. Where will the community go from here? We invite you to take part in building on Hartford’s history while always growing forward.

Tax Abatement Property taxes on new tax base created from business expansions can be abated on a five year schedule: 1st year – 100%, 2nd year – 75%, 3rd year – 50%, 4th year – 25%, 5th year – 25%.

Sales Tax Rebate Businesses can apply for a rebate from the City of Hartford for sales tax paid to the City. There are certain qualifications that must be met to receive the rebate.

Tax Increment Financing (TIF) Property taxes on new tax base created from business expansions can be captured to fund infrastructure improvements needed for the project.

Hartford’s Hartford’s Hometown Christmas has become a wonderful tradition that takes place each year on the first Sunday of December.

Hometown Christmas started in 2011 and was an immediate success in the community.

This event was created with the goal of providing people of all ages the ability to come together and laugh, sing, and celebrate the holiday season. A main focus of Hartford’s Hometown Christmas has been to unite the community with the purpose of giving back, helping those in need, and also supporting various community groups. Donations from the local business community have provided for many different needs throughout the years, from donating to the school giving trees, providing gifts and resources to those going through various life tragedies, to brightening up the homes of local shut ins with fully decorated Christmas trees!

The day of Hometown Christmas is filled with many activities for all ages. The day kicks off in the morning with a community breakfast sponsored by the Hartford Area Chamber of Commerce, and ends with a spectacular fireworks display. Each year the activities may be somewhat different, however, some of the most popular events have included a craft/vendor show, horse drawn wagon rides, kids carnival & make-n-take, gingerbread house contest, live nativity, lighting of the city Christmas tree, parade of lights, lots of food, and of course, Santa visits!

One of the most exciting features of this event is that it truly encompasses all ages in the community, both in creating and working the event, to attending and enjoying the event! An event like this takes many volunteers and there are volunteers ranging in age from elementary students, to Senior Citizen Center and Leisure Living volunteers! It is the dedication and commitment from all those volunteers that make this such a great day in the Hartford community!

Take time now to reserve the first Sunday in December each year on your calendar. Hartford’s Hometown Christmas provides a great opportunity to slow down the busyness of the holidays and share the joy of Christmas with friends and neighbors.

HARTFORD JAMBOREE DAYS One of the highlights of the summer is the annual Jamboree Days celebration in Hartford. Jamboree Days is held the third weekend in June and features a spectrum of activities for the whole family to enjoy!

Activities throughout the weekend include:

Parks & Lakes City of Hartford Public Parks & Trails The City of Hartford has more than 80 acres of park space for the public to enjoy. All city parks are open from 6:00 am to 11:00 pm year-round. During June, the City has a summer park and rec program free for children K-6th grade. For any questions please contact City Hall by calling 605-528-6187.

Lyon Park 202 N. Vandemark Ave

Lyon Park serves as the City’s flagship park and the location of Jamboree Days.

Established in the early 1900’s thanks to the Lyon family, the park has continued to serve Hartford well. Hartford residents love to host their family reunions at Lyon Park; the gazebos and picnic shelters can be reserved for FREE by contacting City Hall. At the park, local residents can enjoy new, modern playground equipment that was recently installed, horseshoe pits, and three baseball diamonds with lights. In 2015, the community built the amphitheatre on the southeast corner of the park which can also be reserved for free by contacting City Hall. Area skateboarders have turned part of the tennis courts into a miniature skate park that can be enjoyed by all. A tennis court and basketball court are also available for use. Public restrooms are available and a sidewalk circumferences the park for recreational walking.

Lyon Park is also home to the City Pool. The City Pool is open beginning on the last day of school and generally closes at the end of August.

Season passes are available at City Hall or the pool and cost $32.10 for singles and $64.20 for families. Daily passes can also be purchased at $2.00 for children ages 5-18 and $3.00 for adults ages 19 and older.

Children under five can use the pool for free. The pool also conducts swimming lessons in June and July. Contact City Hall for registration information!

Turtle Creek Park 308 E. Railroad Street

City Pool 202 N. Vandemark Ave Turtle Creek Park is the City’s newest and largest park at 34 acres. It follows Turtle Creek from Feyder Ave to Hwy 38 and offers plenty of space for activities. The park is connected to the bike and rec trail and the nature trail that borders the apple grove along Hartford’s southern border. Equipment from Lyon Park has been recycled and installed here for continued enjoyment of local youth. Another park shelter is available here to be reserved and public restrooms are located conveniently onsite. Turtle Creek Park also features one junior ball field and Hartford’s 9-hole disc golf course. Discs can be rented at City Hall for free so get outside and start playing today.

Century Park 201 N. Main Ave

At half an acre, Century Park is Hartford’s quaint space of tranquility. Located downtown, Century Park is home to the Veteran’s Memorial and Hartford Time Capsule. A plaque describing Hartford’s history is also located here and a flag disposal box managed by the Hartford American Legion. Benches and gazebos are located here and it serves as the location of the annual Christmas tree lighting during Hartford’s Hometown Christmas celebration. Stop on by to learn more about Hartford and pay respect to Hartford’s heroes.

Hartford is lucky to have more than three combined miles of paved path systems for the recreation needs of residents. The path starts in Turtle Creek and splits off down Highway 38 and the Colton Road. Hartford has been proactive about extending the path system so stay tuned for updates on the next project! Hartford also has a nature trail that begins at the eastern end of Turtle Creek Park and extends down to its southern border along the apple orchard.

Bike and Recreational Path System

Walk Lake Park Located less than ten minutes south of Hartford, Wall Lake Park is a 25-acre public use area featuring the county's only swimming beach. The park is adjacent to the lake and provides a variety of outdoor recreation activities.

Picnic tables and grills are provided at several sites and a picnic shelter overlooks the lake from a hilltop. These facilities are available on a first come, first served basis. Children can enjoy the playground equipment and a spacious open area is available for field sports. Conveniences include a modern restroom and drinking fountains.
