On Thursday 7 February residents voted overwhelming in favour of the Harpenden Neighbourhood Plan (HNP) being adopted and being used by St Albans City & District Council when considering planning applications in Harpenden.

The HNP has been created by residents of Harpenden to give us some control over the development that will take place in the next 15 years. Put simply the HNP seeks to do the following…

‘Ensure that important employment land is protected and not lost to housing, the design of new building is both sustainable and attractive, shopping areas are vibrant and functional, travel is easier and environmentally friendly, and that housing is targeted as much as possible to urban and brownfield land rather than our precious Green Belt’.

I must say a huge thank you to the thousands of residents who have shared their views and ideas on the HNP throughout its development and the core group of people on the steering group and themed groups who have taken those views and ideas and turned them into a great document that was able to secure the support of local people.

CAR PARKING Transport and Movement is a key theme set out in the HNP and the Town Council is now supporting the development of a new parking strategy for the area. To help influence this strategy we have launched a community survey to get your views on the current situation and ideas for the future. The survey and further information can be found at www.harpenden.gov.uk/parking

BUILDING AFFORDABLE HOUSING In February we reached a key milestone on one of our other priorities which is the development of the Former Westfield Allotment site. We have now selected a Registered Housing Provider who will build and manage the scheme. The scheme will include 24 dwellings (13 x 3 bed houses, 3 x 2 bed houses, 8 x 1 bed flats). 50% of these dwellings will be available for Social Rent, including 11 of the 3 bed Houses. The other 50% of dwellings will be available for affordable rent and shared ownership.

We expect that work on the site will start in late 2019 and finish in 2021.

HARPENDEN TOWN COUNCIL BUDGET 2019/20 The Town Council has agreed its budget for 2019/20 and once again has done so with a nil increase on Council Tax. This is despite increased financial pressures and continuing to deliver more across the community. The infographic on this page gives more information on our 2019/20 budget.

TOWN MAYOR’S COMMENTS My Mayoral Year continues to be a busy and enjoyable one and I have been pleased to receive so many kind invitations to attend events in the Town. These have recently included the wonderful 70th Harpenden Gang Show and the Rotary in Harpenden Youth Speaks event. It is always a pleasure to attend events involving Harpenden’s young people who contribute such energy and creativity to the life of our community.

I am also pleased that fundraising for my nominated charities, Harpenden Mencap and Herts Young Homeless, continues to go so well. In February I hosted a children’s film matinee at the Harpenden Public Halls which was a lot of fun for everyone! My charities do such important work for the most vulnerable members of our community and it is a pleasure to help raise much needed funds for them.

Now that spring is on its way it is lovely to see Harpenden coming into bloom and I am always impressed with how attractive our Town looks at this time of year. The Council is always working hard to ensure Harpenden is a vibrant place to live, work and visit. In February, we achieved an important milestone in this respect when the Community Referendum took place to adopt Harpenden’s new Neighbourhood Plan. This is an important document reflecting the views and ambitions of all of our community and will play an essential part in helping to shape future development in Harpenden.

News in brief...

WHY DO WOMEN JOIN ROTARY? Many people still say “Surely Rotary is a men’s organisation?”, but women have been Rotarians for 35 years. The first women members were welcomed into Harpenden Village Rotary Club in 1996 and so far four have been President.

So why do women join Rotary? For many it’s about giving something back. Rotary is an international organisation that raises money and delivers projects locally, nationally and internationally. Doing this requires using the skills and knowledge developed during careers and as part of communities, coupled with enthusiasm and willingness to “get stuck in” and be involved in achieving amazing things. Did you know for example that, together with the Bill and Melinda Gates Foundation, Rotary has been on a 30-year programme to eradicate polio?

There are now only three areas of the world still affected and the number of cases is down to single figures, but without a continued inoculation programme this devastating disease could return. Rotary is also the biggest UK donor of ShelterBoxes which are survival kits for families in areas struck by natural disasters such as flooding, tsunamis and earthquakes.

Whether it’s providing sanitation to schools or hospitals in Africa; or supporting local projects such as work-readiness courses to help offenders turn their lives around; or giving financial support for low income families so that their children can join and benefit from Scouts; or providing suicide awareness training in Harpenden secondary schools, Rotary has a part to play. But Rotary isn’t just about doing good, locally and internationally. It’s about fun, friendship, meeting people from different walks of life and the fellowship that comes from using our skills to good effect.

The Hospice of St Francis – Thank You! Following the generous donations by Harpenden residents to the hospice for the collection of their Christmas trees after the 2018 festive period, a massive £3,725 was raised from 289 tree registrations in the town!

This money will go towards funding the valuable work of the charity.

THE ROYAL BRITISH LEGION - HARPENDEN BRANCH

We would like to thank the people of Harpenden who have supported us during the last year at the various events we attended and during Remembrance time.

We are very pleased to report that the 2018/19 Poppy Appeal to date has raised £30,900.21 which is just £620.03 short of 2017/18 final total, so we are hoping that by 30th September 2019 we will have broken this figure and set a new record for Harpenden. In order to do this we desperately need more Branch Members who are interested in joining the Branch Committee to help at the various events we attend to raise funds to support our Veterans and Armed Forces Community.

There has been a Royal British Legion Branch in Harpenden since the formation of The British Legion (as it was then) in 1921 and we would dearly love the Branch to celebrate its Centenary in 2021 and beyond. HARPENDEN BOWLING CLUB OPEN DAYS Harpenden Bowling Club welcomes beginners and existing players to come along and give the game a try. 2018 was another highly successful season for the Club when they had two players chosen to represent their country and teams and individuals winning titles at District and County level. The Club ensure that players of all abilities and ages are welcomed by the club and ensure that everyone gets to compete at a level they are comfortable with.

Come rain or shine, visit the club and chat to club members over a cup of tea or coffee about playing the game of bowls and the social side of making new friends. HARPENDEN TWINNED WITH ALZEY RHEINHESSEN Q: What does ‘twinned with’ mean in practical terms?

You will have gone past road signs bearing this slogan numerous times, but do you know what it means and how the twinning might touch your experience of living here? Read on for answers…

Q: Is ‘Alzey Rheinhessen’ somewhere in Europe?

A: Yes, Alzey is an attractive town in central Germany in the Rheinhessen region which is known for its wine production (and its proximity to the river Rhine). It is pronounced ‘alts-eye’ in Germany and is a similar size to Harpenden.

A: Organised groups of residents of the towns visit each other either for a weekend of enjoyable activities together, to play sport or music, or to link with their counterparts in international organisations. Students of German at Sir John Lawes can take part in the annual exchange with an Alzey school, and our Town Councils share ideas and experiences from time to time. We have Alzey Gardens at the top of Piggottshill Lane, and there is Harpendenstraße in Alzey. Look out also for a commemorative bench on the Common.

Q: Do you have to speak German to be part of a visit?

A: No, many participants do not speak any German at all.

Q: Who organises the twinning?

A: A local group, the Friends of Alzey, is dedicated to supporting the link between the towns and organises a 4-night visit to or from Alzey every year. In 2018 a group from Alzey enjoyed a glorious summer

weekend here staying with friends old and new. The Town Council offer support and a budget for supporting the twinning.

Other clubs and societies organise their own visits.

Q: What will happen after Brexit?

A: The Town Mayors of Alzey and Harpenden pledged publicly during the 2016 summer visit here that there would be no change in the two towns’ commitment to the twinning into the future. (This pledge featured in the June 2017 issue of Forum in ‘Challenging times for Europe: the Friends of Alzey respond’).

HARPENDEN CARNIVAL SATURDAY 8 JUNE 2019 Although the warmth of a summer’s day may seem a distant dream away, Harpenden Round Table and Harpenden Town Council are already busy working on the plans for the 54th Harpenden Summer Carnival. This is a free to enter event held on Harpenden Common and presents an action-packed programme of excellent acts and activities to entertain, with fantastic bands providing music throughout the day and a wide range of stalls with tasty food and drinks.

This year’s Theme is “Harpenden Get Active” so to embrace this we are encouraging visitors to join in with a wide range of free to use activities including a “Wipeout” game, a 100ft “It’s a Knockout” game and a rapid Zip Wire. In addition, we have dance and fitness entertainment, Circus Skills, and Self Defence demonstrations to keep everyone involved and to enjoy being active with perhaps trying something new.

What inspires your volunteers to work for Oxfam and what do they contribute?

Our volunteers get a real sense of being part of the community by working for us. They are also able to connect with other people in the community and make friends through volunteering in the shop, as well as catch up with old friends.

There is a good atmosphere here, people like being part of what we do and being a part of the good work that Oxfam does.

We also help our volunteers develop their skills and they in turn bring their skills and expertise to us. Many of our volunteers are recommended to us.

What does being part of the Harpenden community mean to Oxfam Books & Music?

Our volunteers represent Oxfam to the community and are the most essential part of the shop, we couldn’t run it without them. We feel very privileged to be part of this community where so many people already volunteer and donate to us.

It feels like everyone in the community coming together to support one another.

What are your most popular sellers?

Our most popular department is children’s books. We operate a loyalty scheme for these where we offer a free tenth children’s book for every nine books bought. We do also have a couple of departments that would be more popular if we had more stock – art books and vinyl in particular. I think perhaps some people don’t realise how collectable and popular vinyl is at the moment and maybe don’t think it’s worth donating. We find people particularly enjoy collecting vinyl for the cover artwork and the nostalgia value, some albums perhaps take people back to a particular place or time. We also find that our children’s collectables and older books are popular and we are expanding our departments to include stamps as well.

All donations are always welcome and we encourage people to sign up for Gift Aid as this increases the value of the donation.

We always enjoy seeing families donating and seeing the difference donating makes.

Emile of E&M Catering is excited to announce that the popular “Harpenden Street Food Social” will return in 2019. Emile will bring his menu to the gathering, along with a wide selection of other Chefs offering their cooking talents. The Harpenden Street Food Social is a monthly event from April to September with the exception to June where Emile can be found at the Summer Carnival on Harpenden Common.

Street Food Social brings together a diverse collection of local street food vendors with foods from around the world. Visitors to the social can quench their thirst with a locally brewed beer and cider, or indulge in a chilled glass of Prosecco from the licensed bar - there’s something for everyone’s tastes. A DJ at the event will bring a relaxed atmosphere and assortment of music from all genres for visitors to the event. KATE RADFORD POTTERY

Kate Radford Pottery was established in Kensworth, Bedfordshire 20 years ago this year. Kate makes handmade thrown and sculptural stoneware pottery, and has been exhibiting at the Harpenden Farmers Market for the past year. She also offers pottery classes and day and half day experience’s. Kate also takes on commissions, working with you to create that personal touch.

Classes at the pottery are very relaxed and everybody works at their own pace.

Just come along with some ideas of what you would like to do – Kate will guide, teach and inspire you! You may want to use a potter’s wheel, or build pieces using either mould, slab work or coil methods, which are completely different techniques, but again, Kate will show you how, over a cup of tea or coffee!
