India-UAE Plans to Move Towards New Goals

Letter From the Editor

T

he bilateral ties between India and the UAE are not only enduring but also prolific and primed for more growth. Having prospered for several decades, it has more recently advanced into a sterling partnership spanning multiple strategies, with both countries firmly committed to expanding collaboration in new sectors. Since the beginning of this year, several new points have been notched up on what is already a very notable bilateral relationship. In March, the late Sushma Swaraj serving as India’s Minister for External Affairs was invited by Shaikh Abdullah Bin Zayed Al Nahyan, UAE Minister of Foreign Affairs and International Cooperation, to participate as Guest of Honour in the 46th session of the Council of Foreign Ministers of the Organisation of Islamic Cooperation (OIC) in Abu Dhabi. In August, Nasdaq Dubai invited Navdeep Suri, India’s Ambassador to the UAE, to usher in India’s Independence Day by ringing the market-opening bell. Nasdaq Dubai’s statement said the ceremony reflected “the rapid growth of close financial and economic ties between the UAE and India”. Recently, during his state visit to the UAE, Indian Prime Minister Narendra Modi will meet His Highness Shaikh Mohammad Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and discuss bilateral issues affecting the two countries. Prime Minister Modi is also scheduled to receive the Order of Zayed, the highest civil decoration of the UAE, in recognition of his role in strengthening Indo-Emirati relations. Several other events highlight this soft power collaboration. In March, the UAE Ministry of Culture and Knowledge Development opened the Zayed-Gandhi Digital Exhibition in the UAE capital to mark Mahatma Gandhi’s 150th birth anniversary. Organised in collaboration with New Delhi’s Mahatma Gandhi Digital Museum, the unique exhibition celebrates the values and legacies of Shaikh Zayed, founding father of the UAE, and Mahatma Gandhi, the father of Indian independence. In April, Indian priests chanted Vedic verses during a two-hour foundation stone ceremony for the first Hindu temple in Abu Dhabi. The same month, India was Guest of Honour at the 29th edition of the Abu Dhabi International Book Fair.

Far be it that this friendship draws on shared interests in art, aesthetics, tourism or tradition alone. Anchored on historic trade relations, the two countries have made steady progress in boosting and bolstering trade ties. The UAE is currently India’s third-largest trading partner, with total trade recently touching $60 billion (Dh220 billion) last year, and annual growth topping 11 per cent. Hitherto dominated by gold, jewellery and mineral products, both scope and size are slated to rise on the back of the Indian government’s initiatives such as Make in India, Digital India and Smart Cities. The UAE is also steadfast as the highest contributor to India’s remittance inflow; last year, this amounted to $17 billion out of a total inflow of $69 billion. The UAE is home to approximately 3.3 million Indians, the highest concentration in any single foreign country, and the remittance figures are also expected to grow. Both governments look upon their strategic relationship as poised and primed to enter a more dynamic phase. By their expectations, bilateral trade will exceed $100 billion by 2020. The long-standing buyer-seller energy relationship between India and the UAE is quickly transforming into a multifaceted, interdependent partnership. nnn

If Country Becomes Happy, Litigation Will Be Over: Chief Justice

P

raising Delhi government's 'Happiness Curriculum', Chief Justice Ranjan Gogoi said if the country is a happy lot, the problem of litigation will be over. Mr Gogoi who was addressing the Delhi government's first 'Happiness Education Conference', said, ‘I am very happy. This is a great day, the first anniversary of something big and unique. 1024 schools, 8 lakh students, 45 minutes every day, are learning to be happy.'"As far as the children are concerned, I think this is a brilliant idea. Catch them young when they are still open. Teach them to be happy. Teach them the values. As the chief justice of the country, I was thinking that if I have a happy lot of people in this country, my problem of litigation will be over. There will be no cases, because everybody will be happy. I've seriously thought about this, and I perhaps should share this with my colleagues, that we should perhaps have Happiness classes in our judicial academies also,' the CJI said. The inaugural session was presided by Lieutenant

Governor Anil Baijal. Chief Minister Arvind Kejriwal, and Deputy Chief Minister Manish Sisodia, were the Guests of Honor. The conference organised at the Talkatora stadium marked the culmination of a fortnight long 'Happiness Utsav' across all 1024 schools of Delhi Government. Speaking about the 'Happiness Curriculum', the Chief Minister said, "The Happiness Curriculum is not just another government scheme. It's a feeling that eight lakh students of Delhi government schools experience every single day. Every parent is observing this change." The Utsav followed by the conference was organized to celebrate the first anniversary of the launch of Happiness Curriculum in the schools of Delhi Government. The conference was attended by about 3000 teachers, principals and children of Delhi Government schools apart from 500 other distinguished guests from different parts of the country and world.

The Bill was passed with 99 members in its favour while 84 members voted against it in the final division. In the division on referring the Bill to the Select Committee, the government got 100 votes while 84 voted against it. The BJP led NDA government, which does not have a majority in the Upper House, managed to smooth-sail for the contentious Bill because parties like AIADMK, which has 11 members and JDU, with six, walked out after recording their opposition to the Bill. The BJD had supported the Bill. At least five members of the Congress, some from Trinamool Congress, SP, BSP and others belonging to parties like BSP, YSRCP, and TRS reportedly abstained from voting. NCP`s Sharad Pawar and Praful Patel and Jharna Das Baidya of CPI(M) were also absent.

Cabinet Approves MoU between India, Bahrain On Coop In Outer Space

T

he Union Cabinet was apprised about the signing of Memorandum of Understanding between India and Bahrain on cooperation in the exploration and uses of outer space for peaceful purposes, Union Minister Prakash Javadekar told reporters. Mr Javadekar said this MoU shall enable the following potential interest areas of cooperation such as, space science, technology and applications including remote sensing of the earth; satellite communication and satellite based navigation; space science and planetary exploration; use of spacecraft and space systems and ground system; and application of space technology. The pact, he said, would lead to set up a Joint Working Group, drawing members from DOS/ISRO and the Bahrain National Space Science Agency (NSSA) of the Government of the Kingdom of Bahrain, which will further work out the plan of action including the time-frame and the means of implementing this MoU. He also said that the pact will provide impetus to explore newer research activities and application possibilities in the field of

remote sensing of the earth; satellite communication; satellite navigation; space science and exploration of outer space. He said the financial contribution with respect to each specific activity would depend on the nature of joint activity and will be detailed in corresponding Implementing Agreements (Arrangements) or contracts. The cooperation with Bahrain government through this MoU would lead to develop a joint activity in the field of application of space technologies for the benefit of humanity. Thus, all sections and regions of the country will get benefited. Chief of the Bahrain National Space Science Agency (NSSA) and the Minister of Transportation and Telecommunication of Bahrain have expressed interest to have space cooperation with ISRO to Indian Ambassador in April 2018. As a follow up, on the request of MEA in July 2018, an MoU for India-Bahrain Space Cooperation was drafted and shared with MEA. Subsequently, Bahrain side has given its concurrence and both sides have arrived at mutually agreed version for signing.

The sack, weighing about 200 grams, was carefully removed and was later found to contain 526 teeth -- small, medium and big sized,” Senthilnathan said. Though some were very tiny particles, the doctors said, they had the properties of teeth. It took five long hours for the doctors to remove all the minute teeth from the sack. “It was reminiscent of pearls in an oyster,” the doctors said. “The boy was normal three days after the surgery,” said Pratibha Ramani, Professor and Head of the Department, Oral and Maxillofacial Pathology. According to the doctors, this is the first ever case documented in the world in which in an individual has been found to have so many minute teeth.

ondon has been named as the world’s best city for students for the second consecutive year, beating international cities like Tokyo and Melbourne that came second and third respectively on a new worldwide ranking. According to the rankings, India’s best student city is Bengaluru (81), followed by Mumbai (85), Delhi (113) and Chennai (115) out of a total of 120 cities ranked in the list. The ‘QS Best Student Cities Ranking’ compiled by global education consultancy QS Quacquarelli Symonds highlights each city’s performance across six categories — the number of top-ranked universities; the proportion of a city’s population made up of students; quality of life on offer; job opportunities available after graduation; affordability; and the feedback of the students themselves. “The fact that London has again been ranked the best city in the world in which to be a student is fantastic news — and is no surprise given that London is home to world-leading higher education institutions and a vibrant cultural life,” said London Mayor Sadiq Khan, who has been an outspoken campaigner for better student visa offers for students from around the world. Indian students in London registered a hike of 20% in 2017-18, marking an increase from 4,545 in 2016-17 to 5,455 in 2017-18. However, the numbers are still below the mark than could be achieved from a large student market like India due to a less than attractive visa regime which puts some off from applying to the

"Gratified By Cooperation from Great Friend India": US Sanctions Iran

T

he United States is "highly gratified by co-operation from a great friend and partner like India" on the Iranian oil sanctions, the White House said as the Trump administration slapped sanctions against Iranian Foreign Minister Javad Zarif, ramping up its tension with Tehran. "We have been highly gratified by cooperation from a great friend and partner like India, and even less well-aligned countries such as China, in making the rather obvious choice that the United States would be the business partner of choice, not Iran," a senior official told reporters after the Trump administration slapped sanctions against the Iranian foreign minister. India, which has galloping energy needs, went out of its way to co-operate with the United States. India has brought down the import of oil from Iran, with which it has historic and cultural ties, to almost zero. Referring to an open source information, the official said Iranian export of oil for July was at 1,00,000 barrels per day, which is down considerably from the previous historic low of 7,81,000. The official credited the Trump administration for this and added that Iran has very little to offer in terms of being a trading partner."The United States just continues to be appreciative, particularly of India's cooperation, and continues to be very mindful of India's legitimate energy needs," the senior official said responding to a question on reports about talks between India and Iran on oil trade through their own

currencies. "We are very happy as a major energy producer to contribute to what we see as an ample supply to the global market that can keep India amply supplied with energy," said the official requesting anonymity. A second senior administration official said that the US officials have been all over the world very carefully making sure that all of its partners and allies and companies around the world understand the consequences of violating the sanctions. nnn

Facebook Strives to Make BrainReading Computer a Reality

T

he day is not far off when you can do away with the keyboard to type text on your computer. The machine will read your mind and know what you wish to type and do it automatically. At least this is the impression Facebook is giving out based on a research it is working on. The company first came out with the idea a couple of years back and their Facebook Reality Labs is involved in the research and the device they are working is a non-invasive wearable one. The device will be capable of reading the thoughts of the wearer’s mind and start typing those thoughts into text. The lab is getting assistance from researchers at the University of California, San Francisco. The concept of this reading of the brain is being worked on the basis of how patients of epilepsy have electrodes implanted in their brains to sense the brain’s functioning and predict seizures. This is how Andrew “Boz” Bosworth, Facebook vice president of AR/VR had tweeted on this development: “Today we’re sharing an update on our work to build a non-invasive wearable device that lets people type just by imagining what they want to say. Our progress shows real potential in how future inputs and interactions with AR glasses could one day look. Today we’re sharing an update on our work to build a non-invasive wearable device that lets people type just by imagining what they want to say. Our progress shows real potential in how future inputs and interactions with AR glasses could one day look. A caveat to be added however is that this development is still quite some time away from being successfully demonstrated. It is a concept and possibly a doable one and Facebook claims it is on the right track and will succeed. nnn

Hike Launches Web Platform of Its Messaging App

A

fter crossing one million weekly active users, home-grown tech start-up Hike launched the web version of its app Hike Sticker Chat, which will enable its users to chat over their personal computers as well. "Hike Sticker Chat has crossed 1 million weekly active users. We are now unbundling our app. Instead of focussing on just app, we are also going to multiple (platforms). This week, we have started rolling out Hike on the web. It can be used even if the user's phone is switch off," founder and Chief Executive Officer Kavin Bharti Mittal said. He said that while working on desktop or laptop, people do not want to keep looking at their phone. "With web application, we are making it convenient for them to engage with their friends.” The company has also started rolling out auto-backup of users' data. "People change their phone more often; there is massive tediousness around back-up. We needed to resolve it once and for all because data is so cheap. Everybody wants back-up. Those who don't want to have back-up can choose not to have back-up," Mittal said. To push adoption of the Hike Sticker Chat app, the company is also working on a feature to allow sharing of stickers across all messaging platforms. Hike Sticker Chat has over 40,000 stickers available in more than 40 Indian languages and dialects. It expects to have over 1 lakh stickers across languages by the end of the year, with an aim to cover a larger percentage of every major Indian language's vocabulary. An average user of Hike spends 33 minutes on the app with over 55 million stickers being exchanged weekly, Mittal said. Founded by Mittal, Hike is backed by SoftBank, Tiger Global, Tencent, Foxconn and Bharti. nnn

Nasa's Tess Discovers A Super-Earth 31 Light-Years Away, Could Harbor Life

S

cientists have characterised the first potentially habitable world outside our own solar system located about 31 light-years away. The super-Earth planet — named GJ 357 d — was discovered in early 2019 owing to NASA's Transiting Exoplanet Survey Satellite (TESS), a mission designed to comb the heavens for exoplanets, according to the research published in the Astrophysical Journal Letters. "This is exciting, as this is humanity's first nearby super-Earth that could harbour life — uncovered with help from TESS, our small, mighty mission with a huge reach," said Lisa Kaltenegger, associate professor of astronomy at Cornell University in the US and a member of the TESS science team. The exoplanet is more massive than our own blue planet, and Kaltenegger said the discovery will provide insight into Earth's heavyweight planetary cousins. "With a thick atmosphere, the planet GJ 357 d could maintain liquid water on its surface like Earth, and we could pick out signs of life with telescopes that will soon be online," she said. Astronomers from the Institute of Astrophysics of the Canary Islands and the University of La Laguna, both in Spain, announced the discovery of the GJ 357 system in the journal Astronomy & Astrophysics. They showed that the distant solar system — with a diminutive M-type dwarf sun, about one-third the size of our own sun — harbours three planets, with one of those in that system's habitable zone: GJ 357 d. Exoplanet GJ 357 c sizzles at 127 degrees Celsius and has at least 3.4 times Earth's mass. However, the system's outermost known sibling planet — GJ 357 d, a super-Earth — could provide Earth-like conditions and orbits the dwarf star every 55.7 days at a distance about one-fifth of Earth's distance from the sun. It is not yet known if this planet transits its sun. nnn

New Cars Increasingly Vulnerable to Hackers That Could Leave Thousands Dead: Report

A

consumer advocacy group has warned that automakers are rolling out new vehicles increasingly vulnerable to hackers, which could result in thousands of deaths in the event of a mass cyberattack. In a new report Los Angeles-based Consumer Watchdog said cars connected to the internet are quickly becoming the norm but constitute a national security threat. “The troubling issue for industry technologies is that these vehicles’ safety-critical systems are being linked to the internet without adequate security and with no way to disconnect them in the event of a fleet-wide hack,” the report said. The report was based on a five-month study with the help of more than 20 whistleblowers from within the car industry. The group of car industry technologists and experts speculated that a fleet-wide hack at rush hour could leave about 3,000 people dead. “You can control all sorts of aspects of your car from your smartphone, including starting the engine, starting the air conditioning, checking on its location,” said one of the whistleblowers, who were not identified. “Well, if you can do it with your smartphone anybody else can over the internet.” The report recommends all connected vehicles be equipped with an internet kill switch and that all new designs should completely isolate safety-critical systems from internet-connected infotainment systems or other networks. But Gloria Bergquist, a spokeswoman for the Alliance of Automobile Manufacturers, the leading advocacy group for the auto industry, suggested the report was aimed at creating hype ahead of a cybersecurity event in Las Vegas. “Consumers should exercise good cyber hygiene in all they do, including properly pairing a phone to a car, deleting phone data from rental cars (if paired), and being active in doing the maintenance and updates as requested for phones and vehicles,” she said. nnn

During the interview, Taapsee said, "For me, Kangana is a very good actress, she was and she still is... But other than this, she doesn't affect me in my life. It doesn't affect me what she says. There are a lot people saying lot of things on my Twitter timeline." The Mulk actress added that she has never spoken to Kangana but since she happens to be her senior in the industry, she wouldn't mind greeting her. "I have never spoken to Kangana. She is my senior and if I ever see her in my vicinity or around me, I can go and say hello to her. I have no qualms about it," PTI quoted Taapsee as saying. Taapsee Pannu is best-known for her performances in films such as Pink, Naam Shabana, Soorma, Mulk, Manmarziyaan and Badla among others. Here's Everything You Need to Know About Emirati Clothing

W

hen one mentions the Emirates, one immediately thinks of men in turbans who obligate their women to wear the burkah! This is very clichĂŠ. For a start, turbans originate from Asia. They were originally worn by the Perse (Iranians) and spread to the Ottomans (Turks) and is still worn in certain regions of India & Pakistan. However, the Arabs never wore them! Similarly, the burka is of Afghan origin and the Arabs have never worn them. Much of the Emirati national identity comes from their national dresses. These clothes have been worn for hundreds of years, from the times when the United Arab Emirates was populated by Bedouins. The majority of locals

22

File 1_Layout 1 29-08-2019 23:04 Page 23

continue to wear their national dress regularly, as garments are especially suitable for the region’s high temperatures, dusty climate and religious beliefs.

Emirati Men’s National Dress The male national dress consists primarily of the Kandura, also known as dishdasha. This is a long white cloak. The color of the garment originates from Bedouin culture, as it is perfect to reflect the sun’s rays. Browns and grays are also worn more in the winter months. It is common for Emirati men to own over 50 Kanduras and to change them throughout the day, in order to keep their look crease-free and fresh. Men also wear the Guthra, a headscarf. The most common colors are white or white and red checks. The Guthra is also an item originating in Bedouin culture, as it protected men against the sand of the desert. The Guthra can be worn in different ways to indicate status and importance. Full national dress involves several other items, such as the Agal, the black rope tied around the Guthra. This was originally used by Bedouins to tie their camels’ feet at night when they were traveling. The Ghafiyah is headwear that looks exactly like the Muslim prayer hat but is hardly seen, as it is worn underneath the headscarf. Other common items are the Faneela, a vest worn underneath the Kandura; the Woozar, a piece of white cloth worn around the waist under the Kandura; and the Bisht, a garment similar to a jacket, typically worn on special occasions or by those in power. On their feet, Emarati men wear the Na-aal, traditional sandals. It’s said that Dubai locals are more likely to wear shoes, whereas those from Abu Dhabi tend to wear sandals.

Emirati Women’s National Dress Women in the UAE traditionally wear the Abaya. This is a long flowing black gown and can be plain or decorated with impressive designs. Abayas cost anywhere from 100 AED to 2500 AED. It is worn as a sign of modesty. However, it’s common for women to wear completely Western outfits under their Abayas. Women also wear a headscarf called the Shela, to cover their hair. This is normally black and made of very light material. Many women opt for designer scarves, such as Givenchy or Dior, which can even be matched to their handbags. For more traditional women, the Gishwa is an option. This black veil covers the entire face; it is thin enough to see out of, although nobody can see their faces. A third option is the Burqa, which only shows the eyes. Together these women’s garments are known as the Hijab, which essentially means head covering. Although modesty is the goal, women still enjoy accentuating their visible features through make up, traditionally Kohl used on the eyes like eyeliner. Another way of embellishing their look is through henna, a temporary tattoo typically applied to a woman’s hands. Henna is made from dried leaves, and the designs made with it are beautiful. Women in the UAE love their jewelry, making this an essential part of their national dress. In the past, women carried all their savings in the form of jewelry, in the absence of banks. Women wear everything, including gold and silver bracelets, earrings, rings, anklets and more. nnn

How do you feel being an inevitable part of a Royal Family?

If you belong to a royal family, it’s your responsibility to assure yourself that you are not committing anything wrong that may otherwise defy the dignity or integrity of your family. Our family reputation is much important than any other thing, particularly when we recite the ‘Royal family of Arab world’. As such, if you belong to a royal family, you are supposed to represent your family in a right way. On what motivates me, seeing people happy motivates me.

What’s your hobby?

I like watching football, not playing! I don’t have a specific team that I support but I enjoy watching the game. This apart, I love water sports like surfing or other such activities.

Which is your favorite place?

Among few others, London is my favorite place to where I do prefer to spend my holidays. Right from my childhood, I along with my family, visited some hotspots of London, especially during summer and hence making a lot of good memories over there.

means, my one-year service in the army offered me the most adventurous experience. The Army training made me learn about how to keep patience even in tough time. Here, you have to go through multi-levels of training. It also taught me real value of endurance.

What’s your idea of fun?

Although, I am peace loving and ever smiling individual, but a few laughs with friends over dinner make me happy.

Which kind of vehicles you like most?

I like classic vintage cars. Although, I have not counted but I have many cars, though I like them watching in the garage rather than taking them out (laughs). The number of cars available is in almost two digits that may be between 10 – 99.

Do you find any specific distinction between man and women, especially when we talk about sports?

No, I do not find any specific difference between women and men in sports. As both do the same thing with required efforts, they all should be given same weightage. Here, we must lay emphasis on encouraging women as much as we do it for men. In recent past, when it comes to Saudi Arabia, I think it is taken a very commendable step by encouraging the women. I am

Socio-Economic Journey of UAE Begins in 1972...

Antiquities

Spread over the Persian Gulf, the UAE is situated in the SouthEastern coast of the Persian Gulf and the North – Western coast of the Gulf of Oman. The unified federations of seven gulf states, often termed as ‘Seven Sheikdoms’, were formerly known as the Trucial States. Although, the history of human habitation and transmigration goes back 125,000 years, the area was earlier the home of Magan people, who were known as the Sumerians. They believed on trading with both coastal towns and bronze miners. Evidently, when we look back, we find that even in ancient time the federations have a rich history of business and trade. Apart from various other activities, the region also witnessed several incursions and bloody battles during post ancient to pre-modern periods. Among others, the treaty of Perpetual Maritime Peace, signed in 1853, led to peace and prosperity along the coast and supported a lively trade in high quality natural pearls. But soon after the pearl trade collapsed, a significant hardship among the coastal communities took place. As a result, treaty of 1892 devolved external relations to the British as a part of protectorate

status. It was in early 1968, when the Britishers decided to withdraw its interference from the Trucial States, which ultimately led to the decision for foundation of a Federation. However, two of the most influential Trucial Rulers, Sheikh Zayed bin Sultan Al Nahyan of Abu Dhabi and Sheikh Rashid bin Saeed Al Maktoum of Dubai agreed on formation of a common platform, thus crafting a fresh era of socio-economic development across the region. Consequently, the two giant leaders invited other Trucial Rulers to join the Federation. Finally in the year 1972, the united form of ‘Trucial State’, which evolved with the federation of seven ‘Sheikhdoms’ of the Arab world evolve as United Arab Emirates (UAE). And now, the UAE is a modern, oil exporting country with a highly diversified economy, with Dubai in particular developing into a global hub for tourism, retail and finance. This is also famous as the home of world's tallest building and the largest man-made seaport in the world.

Economic History

Previously, pearl diving, seafaring and fishing, together, were

known as the UAE’s economy. But soon after the UAE came into existence or the federations seven ‘Sheikhdoms’ came into a common platform, the economic scenario changed and people living across the region, apart from the government machineries, adopted other mode of economies. A major change in the economic system is being marked since the development of Japanese cultured pearls and the discovery of commercial quantities of oil. The then UAE President, Zayed Bin Sultan Al Nahyan, is however, credited for creating a kind of revolution in the area of economic development in 20th centuries. Consequently, oil export emerged as major source of economy that again led to the multidimensional development of the region. Further, finding properties, not only in the oil industries, the former UAE vice-president, Rashid Bin Saeed Al Maktoum, looked for other industries. In 1980s, Dubai's diversification focused on trade, thus creation of shipping and logistics centers, especially the Port Rashid and Port and Free Zone of Jebel Ali as well as Dubai International Airport, led to a number of major global activities in shipping, transportation and logistics. In 2007 – 08, the global financial crisis, when Dubai was bailed out by Abu Dhabi, checked the emergence of Dubai's lively real

estate market. The recovery from the overheated market led to stronger regulations giving a boost to more realistic market for real estate in UAE. As such, many idle projects were resumed. As a result, with an estimated Gross Domestic Product (GDP) of $377 billion (AED1.38 trillion), the UAE emerged as the second-largest economy (after Saudi Arabia) across the Arab world in 2012. Oil industry contributed one third of the GDP. Right from its independence in the year 1971, the UAE's economy grew up by nearly 231 times to AED 1.45 trillion in 2013. The non-oil trade, however grew up to AED 1.2 trillion. And hence, a growth of around 28 times from 1981 to 2012 was witnessed. The UAE’s economic history goes back to the times when ships sailed to India, along the Swahili coast, as far south as Mozambique. With the individual share is almost $70000, the current GDP of the UAE is $386.4 Billion. International Monetary Fund expected UAE's economic growth to increase to 4.5% in 2015, compared to 4.3% in 2014. Globally, the UAE was ranked among the top 20 countries for global service business.

Emirates’ Economy Remains Unchanged in 2019

By making its economy the 9th freest in the 2019 Index, the United Arab Emirates’ economic freedom score has been gauged 77.6. Its overall score remains unchanged from 2018, with higher scores for property rights, judicial effectiveness and government integrity offset by a sharp decline in fiscal health. On the other hands, the Emirates ranked 1st among the 14 countries in the Middle East and North Africa region. However, its overall score is above the regional and world averages. As a matter of fact, the government needs to build on earlier efforts to upgrade the business climate. State-owned enterprises need at least partial privatization, and improvement of the regulatory regimes governing the financial, real-estate, cyber, and free-trade zone sectors would enhance their appeal to

A 5 percent value-added tax introduced in 2018 will increase government revenue but is likely to have a negative impact on the UAE’s tax burden score. Being a federation of seven monarchies that include Abu Dhabi, Ajman, Dubai, Fujairah, Ras Al-Khaimah, Sharjah and Umm al-Qaiwain, the UAE needs to be more conscious in order to maintain its growth and development. The Federal Supreme Council selects the president and vice president for five-year terms with no term limits. Noticeably, the federation has an open economy with a high per capita income and a sizable annual trade surplus. Economic diversification has reduced the oil and gas sector’s portion of GDP to 30 percent. In 2018, Abu Dhabi launched the $5 billion Ghadan 21 (Tomorrow 2021) development plan aimed at boosting competitiveness and entrepreneurship. Each emirate establishes its own land ownership procedures. The judiciary is not independent and court rulings are subject to review by the political leadership. Nevertheless, the rule of law is generally well maintained and the UAE comes under comparatively less corrupt regions across the world. Despite, several corruption cases involving former senior officials were in limelight till 2018, the nepotism and corruption persists. Government Size The UAE has no income tax and no federal-level corporate tax. Different corporate tax rates exist in some emirates and a new value-added tax has been introduced. The overall tax burden equals 8.9 percent of total domestic income. Over the past three years, government spending has amounted to 32.3 percent of the country’s output (GDP), and budget deficits have averaged 2.6 percent of GDP. Public debt is equivalent to 19.5 percent of GDP. In order to strengthen the business climate and foster the emergence of more diverse private sector, a broad-based economic

The government signed an agreement with the U.S. in 2018 aimed at resolving claims by U.S.-based airlines that Gulf carriers have received unfair government subsidies. The combined value of exports and imports is equal to 172.8 percent of GDP. The average applied tariff rate is 2.8 percent. As of June 30, 2018, according to the WTO, the United Arab Emirates had 69 nontariff measures in force. Investment efforts have focused on promoting private participation in nonoil sectors, but progress has been slow. About 91 percent of adult Emiratis have access to an account with a formal banking institution.

Economic Updates: An Overview

With the Emirates pushing infrastructure investments ahead of Dubai’s Expo 2020, a major growth in the UAE is forecast at 2.6% in the year 2019, which is likely to jump to 3% in 2020. The economic growth is forecast to reach 3.2% by 2021 supported by the government’s economic stimulus plans, hosting Expo 2020. In 2018, the major growth recovered to 1.6%. Though, fiscal and current accounts continued to recover. However, fiscal easing is underway to facilitate the nonoil growth recovery and this would be partially offset by the 2019 OPEC-mandated oil production cuts, which is supposed to dampen oil-sector growth in the first half of the year. Over the medium-term the growth recovery will be driven by the government’s commitment to structural reform and stimulus plans by the large emirates. In 2019, the pace of recovery will be muted by OPEC oil production cuts. By 2021, the economic growth is forecast to reach 3.2%. It would be supported by the government’s economic stimulus plans, impetus from hosting Dubai Expo 2020 and improved growth prospects in trading partners. Inflation is projected to

moderate from 3.1% in 2018 to 2.1% by 2021 as the impact of the VAT rollout dissipates. Budgets for 2019 signal spending increases. The Dh 60 billion federal budget for 2019, 17.3% higher than the 2018 budget, is the largest in the country’s history. Among others, the vital fiscal challenges are: raising spending efficiency, revenue diversification, and improving policy coordination and management of fiscal risks across the Emirates. The Gulf Cooperation Council (GCC) region is expected to increase from 2.0% last year to 2.1% in 2019, before accelerating to 3.2% in 2020 and stabilizing at 2.7% in 2021. The report commends ongoing reforms made towards improving the business environment in the region. However, to achieve more sustainable growth, the GCC countries need to support fiscal consolidation, economic diversification, and increase private sector-led job creation, especially for women and young people. This apart, enhancing human capital is an important task to achieve successful and sustainable economic diversification and growth. There are four approaches that can enhance human capital in the GCC if countries adopt a holistic governmental strategy to improving health and education outcomes.

Other GCC Countries: Outlook

Bahrain: Growth is projected at 2% in 2019, expected to reach 2.2% in 2020. Non-oil growth is expected to slow to 2.4%, due to front-loaded FBP fiscal measures and tapering mega-project

investments. Growth will resume in the coming years as efficiency gains from reforms materialize. Kuwait: Growth is forecast at 1.6% in 2019 due to OPEC+ oil output cuts in the first half of the year. The economy is expected to grow at around 3% by 2020 as higher government spending supports the non-oil sector. Oman: Growth is projected to slow to 1.2% in 2019 as Oman's commitment to the December 2018 OPEC+ output cut constrains oil production. There will be a one-off spike in growth to 6% in 2020 as the government plans to significantly increase investment in the Khazzan gas field. The potential boost from the diversification investment spending would continue supporting growth in 2021 and the medium term. Qatar: Growth is expected to reach 3% in 2019, accelerating to 3.2% in 2020 and to 3.4% by 2021, as the country continues construction operations in preparation for the 2022 World Cup. In addition, higher infrastructure spending on Qatar National Vision 2030 projects aimed at diversifying the economy should help boost investor confidence. Saudi Arabia: Growth is expected to slow moderately to 1.7% in 2019, as higher government spending offsets the impact of oil production cuts implemented in the first half of 2019. It should then recover to over 3% in 2020 as oil production cuts are reversed, and as large infrastructure projects generate positive spillovers to private sector growth. nnn

The United Arab Emirates (UAE) has again emerged as India’s most sought-after destination, especially among the gulf countries, in 2019. The incumbent UAE Government, the king of Crown of Abu Dhabi and the Indian Prime Minister, Narendra Modi, apart from topnotch businessmen of both countries may be credited for the entire development. Pravin Kumar Mishra

ith the Bharatiya Janata Party (BJP) lead National Democratic Alliance (NDA) Government coming to power for the second consecutive time in the last week of May 2019, the bilateral relations between both the countries are supposed to be stronger in days to come. The citizens as well as the government authorities, apart from these two old-mates have already exchanged multiple visits in both the countries. While, two official visits were made by the Crown Prince of Abu Dhabi, Mohammed bin Zayed al-Nahyan (who is also the Vice President and de facto ruler of the UAE) in February 2016 and January 2017, two others by the Prime Minister, Narendra Modi, respectively in August 2015 and February 2018. Meanwhile, significant numbers of meetings on various level like: Ministry, official and trade meetings by the top class businessmen from both countries were convened in New Delhi, Abu Dhabi and Dubai to discuss issues of mutual interests. The authorities concerned basically concentrated on investments in energy sector, real estate, defense, security ties, counter terrorism and others. The leaders of both the countries have however reached to the various remarkable decisions that ultimately proved significant for both the countries. India and the UAE have signed a number of agreements including for a 10 per cent participating interest to a consortium of Indian oil companies in the Lower Zakum offshore oil field in February 2018 and for Emirati participation in operationalizing India’s strategic oil reserve in Mangalore. Besides, there are concerns about the slow progress in realization of the US$75 billion investment fund from the UAE for infrastructure development in India that was agreed in August 2015. In this context, the June 24-30, 2018 visit of Foreign Minister of the UAE Abdullah bin Zayed al-Nahyan acquires another importance.

Businessmen, Traders in UAE Rejoices Modi’s Second Consecutive Term as PM

Top class businessmen and small scale traders, especially from the Indian origin, have expressed their happiness over Narendra Modi's outstanding victory as he was re-elected as the PM for the second consecutive term. They believe that the Modi Government’s second inning would encourage big international companies to invest in India due to a clear mandate and simplified tax structures, according to a media report. Chairman of the Lulu Group, Yusuff Ali, said, "Modi government has made it very easy and transparent for us and surely not only non-resident Indians

Special Story but big international investors will be more confident in coming to india now, because of the clear mandate”. He noted that all the visionary leaders of various Arab countries share a great relationship with Modi which will be strengthened in the coming years, the Gulf News reported. The founder and chairman, NMC Healthcare, B R Shetty said that the new government would lead the country to the highest level. "I foresee India will be the leading nation in the world. The country will grow beyond expectations," he said. Rizwan Sajan, founder and chairman of the Danube Group, said "the government's simplified tax structures have helped many brands like us to enter Indian market to generate more business and provide employment opportunities. We wish the same continues and the nation keeps growing and shinning”. Joy Alukkas, chairman and managing director of Joyalukkas Group, congratulated PM, Modi, hopping that there would be some great initiatives for the gold and jewelry business. "As an entrepreneur, I look forward to the continued focus of the government for the growth of trade and commerce in India," he added.

Significant Ties between Both Countries are as Follows Financial and Commercial Tie

Significant aspect of Indo-UAE strategic ties comprises financial and commercial ties. The UAE is not only the largest trading partner for India in the Persian Gulf and the Middle East but also the third largest in the world. It is the second largest export destination and fourth largest source of imports for India. On the other hand, India is second largest trading partner, second largest

38

OBSERVER DAWN September 2019

export destination and third biggest source of imports for the UAE. The UAE is India’s re-export hub for the markets in Middle East and North Africa (MENA) region. The two countries now have agreed to partner to undertake developmental projects in the region. In this regard, the visit of Abdullah al-Nahyan reaffirmed the commitment of India and the UAE to “work together in select countries of sub-Saharan Africa in areas of priority to them, particularly through capacity-building initiatives, joint developmental projects in Agriculture, IT and ITeS, Health, Renewable Energy, Infrastructure, etc. aimed at supporting the achievement of Sustainable Development Goals”. As it is widely known that energy plays an important part in India’s engagement with the Gulf countries and the UAE is no exception. In fact, since 2014, India and the UAE have made significant progress in terms of cooperation in the energy sector. India is an energy hungry country and depends on imports for more than 80 per cent of its energy needs. The Persian Gulf fulfils nearly 60 per cent of India’s energy imports and the UAE is among one of the leading sources for energy imports, apart from Saudi Arabia, Iraq, Iran and Qatar. In 2017-18, India imported about US$9.08 billion worth of petroleum from the Emirates which constitute 6.86 per cent of India’s total value of energy imports. In fact, the current spurt in Indo-UAE relations has a significant energy component. The two countries plan to expand the current transactional energy relations to a strategic partnership. This will include enhancing two-way investments in energy sectors in both countries. India has shown willingness to invest in the upstream sector in the UAE that will alleviate the market fears and improve UAE’s place in the global energy space. At the

Ties in Energy Sector

same time, the UAE has agreed to invest in the downstream sector in India which will help India shore up its strategic oil reserves and help expand the petrochemicals and petroleum products industry in India that currently contributes nearly 20 per cent of India’s total exports. Right from the year 2014, since Narendra Modi sworn in as the Prime Minister of India for the first time, to 2019, when he was re-elected as the PM, attracting global investments has been his priority. However, this has also been termed as the major aspect of his diplomatic engagement with global leaders. Many projects were introduced by the Modi government such as Make in India, Smart City, StartUp India etc. are focused on attracting foreign investments. This is true for the Gulf countries as well as the UAE which has promised to bring significant investments in India, including the promised deal of a US$75 billion investment fund. There is a significant jump in Emirati investment in India since 2014-15. The UAE is the 10th largest global investor in India and the leading country in the Middle East with a cumulative investment of US$5.75 billion between April 2000 and March 2018. In addition, many UAE companies have investments in India through sister concerns and joint ventures and according to the MEA, total investments in India from the UAE including the FDI is US$8 billion and this is mainly concentrated in five sectors: services (10.33 per cent), real estate (9.97 per cent), power (9.54 per cent), airline (8.44 per cent) and others.

Investment Plan

Both, India and the UAE, are concerned about growing threats

Cooperation in Security and Defense

from terrorism and radicalism and agree on the need for enhancing cooperation for preventing the spread of extremist ideas. The issue has been noted prominently in the joint statements issued after meetings between Prime Minister Modi and Crown Prince al-Nahyan in New Delhi and Abu Dhabi. They have on several occasions condemned use of religion to promote hatred and in February 2018 again “expressed strong condemnation of extremism and terrorism in all forms and manifestations, irrespective of who the perpetrators are and of their motivations”. Further, India and the UAE, have their condemnation for efforts, including by states, to use religion to justify, support and sponsor terrorism against other countries or to use terrorism as instrument of state policy. They have focused on improving military cooperation. In May 2016, Manohar Parikkar became the first Indian Defense Minister to visit the UAE and discussed strengthening of military ties and explored possibilities for joint defense manufacturing and selling Indian military equipment to the UAE. This was followed by the signing of a MoU to cooperate in the field of defense manufacturing and technology during the January 2017 visit of Crown Prince al-Nahyan. The Joint Defense Cooperation Committee (JDCC) was formed under the defense cooperation agreement that was renewed in 2014. Though, the last round of JDCC meeting was held in New Delhi in December 2017. However, it was decided that the first bilateral Naval Exercise would take place during 2018. Besides, the UAE has expressed interests for cooperation in the field of space research. India’s cost-effective and successful space program was noticed globally and this has evoked significant interest in the UAE. In February 2016, India and UAE signed a MoU on cooperation

in the area of space exploration and in February 2017, ISRO launched the Emirati Nano satellite Nayif-I. No doubt at all. A lot of progress has been made to strengthen Indo-UAE bilateral relations as many areas remain untapped. There is a potential to improve bilateral partnership in the hospitality, medical, education and renewable energy and research sectors. These areas have been flagged earlier and discussed during the meetings between Modi and al-Nahyan but have not been realized. India has a growing medical sector that offers cost-effective and world class medical tourism services and there is a significant potential to enhance partnership between India and the UAE in this area. Hospitality industry too can be an attractive area and has untapped potentials. The UAE has significantly invested in renewable energy sector and India can seek partnership in this field to be able to harness its own renewable energy sources and move towards a future of sustainable development. Scope for cooperation in education and research sectors too have remained underexplored and can be an important area for enhancing bilateral ties. The defense sector also has potential to enhance bilateral cooperation through joint exercises, training and familiarization program that should go a long way in forging better ties. In the year and half since the signing of the Comprehensive Strategic Partnership agreement, India and the UAE have made significant progress towards realization of its goals. A number of

Reflection

New Era of Indo-UAE Relationship Earmarks Another Dawn of Bilateral Trade Over the past years, India and United Arab Emirates (UAE) has developed a multifaceted strategic interdependence partnership. Both the nations have witnessed India-UAE bilateral relationship and signing of bilateral treaties including the participation of our Hon’ble Minister for External Affairs as Guest of Honour at the Organisation of Islamic Countries Foreign Ministers’ meeting hosted by Abu Dhabi; announcement of the UAE’s highest civilian honour, Zayed Medal to our Hon’ble Prime Minister Shri Narendra Modi; India participating as Guest of Honour at Abu Dhabi International Book Fair; launch of Gandhi-Zayed Digital Museum; foundation stone of the first Hindu temple in Abu Dhabi; wonderful gestures on reelection of Hon’ble Prime Minister Narendra Modi; and celebration of International Yoga Day Sunil Kumar Gupta on the iconic Adnoc building, reflects the true strength of the bond between the two nations

n a growing trend of trade relations, during the Hon’ble Prime Minister Narendra Modi's visit to the UAE in February 2018, both the nations signed a landmark currency swap agreement to conduct trade directly in their local currencies eliminating the need for US dollars which would significantly boost trade. The swap is for an amount of two billion UAE dirham or 35 billion Indian rupees (US$495 million), according to the Indian Embassy in Abu Dhabi. UAE is now looking beyond Europe and the US and trying to strengthen its bilateral economic ties with India, whilst India on the other hand is trying to transform its economic growth, primarily by exporting goods to the UAE, in order to capitalize on its economic dominance. Both the nations are working on enhancing bilateral cooperation for mutual benefit of the people of both the countries and also for peace, prosperity and stability in the region. In the recent past we have witnessed rounds of bilateral meetings between the Crown Prince of Abu Dhabi and the Ruler of Dubai and our Hon’ble Prime Minister, wherein our Hon’ble Prime Minister has also delivered the key note address on the theme - "Technology for Development”- at the sixth World Government Summit in Dubai, where India was invited as the Guest of Honour. Cultural Relations:

India and UAE have even worked on the cultural frontiers. India was the 'Guest of Honour' country at the UAE's prestigious month-long annual cultural festival in March 2018, the Abu Dhabi Festival (ADF), which showcased diverse cultural wealth of India to the World bringing top level performances from India. This helped sustain visibility for India right after the visit of PM in February. Middle class Indians in the UAE have established a network of cultural associations such as the India Club, Indian Association, Goan Cultural Society and numerous Keralite associations support cultural networks of the Indian sub-communities in the UAE. Moreover, schools such as the Abu Dhabi Indian School and The Indian High School, Dubai provide Indian curricular education to expatriate students. Dubai is the only emirate in the UAE with a Hindu temple and Sikh Gurudwara.

nationals outside India. Professionally qualified personnel constitute about 15 - 20 percent of the community, followed by 20 percent white-collar non-professionals (clerical staff, shop assistants, sales men, accountants etc.) and the remainder 65 percent comprises blue-collar workers. The country has a significant business community from India which plays a major role in the economic development of the UAE. UAE is now focussed on developing efficient grievance-redressal mechanisms for the Indian workers in the UAE. Both the nations have signed a MoU in the field of Manpower Sourcing in December 2006 and another MOU to streamline the admission of Indian contract workers by way of an electronic contract registration and validation system was signed on April 4, 2012. The Indian Embassy in UAE has set up Indian Community Welfare Fund (ICWF) for short-term economic assistance (food, shelter, passage expenses etc.) to destitute workers/housemaids in distress. Indian Workers Resource Centre (IWRC) with a 24-hour helpline is operating in Dubai since November 2010. An online web based portal called E- migrate system has been put in place for recruitment of Indian workers including Indian nurses from 1st June 2015. It is now the start of a new era of Indo-UAE trade developments and valuable strategic tiesin a business-friendly environment. We are hopeful that this Indo-UAE partnership will definitely help both the nations in achievingUS$100 billion in bilateral trade by the year 2020. nnn

During an exclusive interview with Palash Roy, the APL Apollo Tubes Limited, Executive Chairman, Sanjay Gupta, reveals the company’s secret to success. Palash Roy: What is the current market size of the steel tubes in the country and what share is enjoyed by APL Apollo in the domestic market? Sanjay Gupta: We enjoy a diversified product portfolio of over 1,000 products, providing a strong competitive edge. In fact, our product basket is around ~3-4x the product basket of our closest peer. APL Apollo Tubes is the largest producer of Electric Resistance Welded (ERW) Steel Pipes and Sections in India. The Domestic ERW Steel tubes market size is at ~Rs. 30,000 crore and the industry is expected to grow at ~10-12% CAGR every year. The steel demand in India is further expected to grow at 6-8% through FY21, of which, steel pipe will form 10-12% of the total steel demand, thereby providing a huge opportunity for steel pipe consumption in the years to come. Further, strong Government impetus, increasing purchasing power, improving lifestyle dynamics, etc will also provide a boost to all key sectors of the Indian economy. With enormous untapped potential across all major sectors and new age applications, APL Apollo's business model is well-positioned to capitalize on all these emerging sectorial trends.

Palash Roy: Have you also acquired patents for your products? Sanjay Gupta: In 2018, our Company was awarded with patents for never-seen-before designs for 6 of our product categories. Further, we have also applied patents for our other innovative new launches such as Tricoat pipes, Door frames, Designer GP Pipes and Hybrid Pipes

Palash Roy: What is the business' turnover of APL Apollo? Sanjay Gupta: APL Apollo registered a robust year-on-year growth of 36% in its total net revenues, during FY18 at Rs 5,334 crore.

Palash Roy: What are the major focus areas of the company this FY? Sanjay Gupta: Going forward, our focus will be towards further

strengthening the product portfolio by increasing the share of innovative and high margin value added branded products such as Direct Forming Technology (DFT) pipes, Tricoat pipes, and Galvanized pipes (GP). Further, through Apollo Tricoat, we will also be launching new products such as, Door frames, In-line galvanizing (ILG) pipes, Hybrid pipes, narrow sections. These launches, we believe, will help also help expand our product offerings, while unlocking vast potential across the untapped domestic and overseas markets. High quality, customized and tailor-made shapes and sizes of products, achieved through DFT, will help cater to the extensive latent demand in the export markets. Further, with the operationalization of the eight line of DFT, now, our current capacity stands at 2 million tons. Further, with the upcoming operationalization of the Tricoat manufacturing line, our utilized capacity will be 2.1 million MTPA and in terms of installed Capacity, it will be around 2.5 million MTPA. So these are some of the key focus areas in FY20.

Palash Roy: What are the reasons to choose IPL for your brand activation and awareness? Sanjay Gupta: As you know, we have a strong focus towards improving our brand visibility and we are undertaking several brand building initiatives to strengthen visibility for brand ‘APL Apollo’. In FY19, we have invested a substantial amount of our budget for brand building, including the TVC for IPL. As you know, IPL is India's biggest sports event and is a giant platform on the television, offering maximum reach and generating a strong mass connect and visibility. Our ‘APL Apollo’ logo features on the back of the jersey of Delhi Capitals. We want to reach out to millions of IPL fans through this association and to make it more impactful.

Palash Roy: What is the idea behind the company’s theme “Inner strength” and how is the strength of steel being associated with Delhi Capitals? Sanjay Gupta: We at APL Apollo are gearing up for the next level of brand communication. The company has come up with the theme - ‘Inner strength’ which relates to the company’s core values and products. The theme also resonate the spirit of a sportsman. IPL is the heartbeat of the nation and to win you need not just strength but an inner mental resilience too. Akin to infrastructural needs vis-a-vis steel, the inner strength of players is pertinent to fight back and give their best during the game. nnn

Natural Glories to Gain Momentum in J&K Indepth

The end of special status to Jammu & Kashmir and subsequent reconfiguration as a Union Territory has paved the way for its people to join the mainstream society of the country. It has also allowed the masses to ride a fresh wave of growth and development.

here could not have been a better way to mainstreaming a region that has faced the cruel wrath of separatist forces. After reorganisation of the troubled state, we are united as a nation, beyond the geographical boundaries and the barriers of mind-set. Rather than render the air with the cries of “Kashmir hamara hai,” it is the time to send the message loud and clear that “Kashmiri bhai-behenon, Hindustan apka bhi hai”. In a little more than two and a half decades of my existence, haven’t I ever witnessed a more courageous step than the one in question. The Constitutional (Application to Jammu & Kashmir) Order 2019 is a living proof of the iron will of the present Government and those who had been sulking about the Government’s intention of delivering on promises should have the heart to congratulate it on creating history. I agree that this won’t solve the Kashmir dispute at the drop of a

48

hat, but there is a road ahead albeit a difficult one. At the same time, it’s also true that there was no day in history and there won’t be any day in future which will give a solution overnight. This is the path, it had to be trodden, sooner or later. The government has shown utmost conviction to tread it and the determination to open the doors of Kashmir to development especially in the areas of Education, Economic boom and Employment. It’s time the people of Jammu & Kashmir gettheir due. The few who fear its burning and unrest, must answer as to when we last hear of a peaceful Kashmir? At least now there is hope. Hope, that the steps taken forward might change the destiny which children of Kashmir are born with for decades now. Hope, that the efforts towards reintegration of Kashmir might bring a smile to the person standing on the bottom of the ladder of prosperity. I applaud the Government of India for giving us this Hope.

Those in the Opposition, calling it a dark hour of democracy and raising concerns over the modus operandi of the Government should try and recall that all the orders for J&K till now are made through a Presidential Notification only. None of them have been tabled and discussed in the Parliament of India. Thus, it is a completely legal and Constitutional way to do the same. The President acting on advice of the Government of Jammu & Kashmir decided which parts of the Constitution of India will be applicable to J&K, until now. Even today the honourable President did exactly the same thing. He declared through the notification that the entire Indian Constitution along with all its amendments will be applicable to J&K as well. It did not amount to repealing Article 370, but doing away with the ‘Special Status’ granted to the state of J&K. Article 35A has been repealed just like the way it was made, through a Presidential notification. Nothing seems to be illegal or immoral about it. The notification has replaced the term from ‘Constituent Assembly’ to ‘Legislative assembly’ in Clause 3 of 370. In fact, this isa welcome move as, it does away with a futile baggage of 1950’s as the constituent assembly ceased to exist then but the lacuna regarding the clause persisted.

Replacing it with legislative assembly of the popularly elected representatives can be seen as a move to uphold the democracy as opposed to diminish it. Now the people, especially the juvenile and children, living across those areasmay long for more comfortable and secured lives. Believably, they will never hear that Kashmir is a disputed region of the country;instead they will believe that the entire Kashmir valley is indeed a beautiful and inseparable part of the Union of India. Let’s pray for peace, unity, happiness and a better tomorrow for them. The nobel Prize winner, Rabindranath Tagore, has truly said in his noble creation, Gitanjali – “Where the mind is without fear and the head is held high, where knowledge is free. Where, the world has not been broken up into fragments by narrow domestic walls. Where words come out from the depth of truth, where tireless striving stretches its arms toward perfection. Where, the clear stream of reason has not lost its way into the dreary desert sand of dead habit. Where, the mind is led forward by thee into ever widening thought and action. In to that heaven of freedom, my father, LET MY COUNTRY AWAKE!” . nnn

A great vantage point to photograph the Burj Khalifa in its entirety is from Souk Al Bahar Bridge, where you can compose your shot with a wide-angle lens using the dancing Dubai Fountain during its hourly show. Alternatively, the Palace Hotel provides a great view that’s a little further away and framed beautifully with palms and pools.

Dubai's desert dunes

Just a short drive from downtown Dubai, a desert landscape awaits. Sand dunes contrast with the ever-present clear blue skies, and all those visions of Arabian adventures become reality. Be sure to keep your eyes peeled and cameras ready for gazelles and camels that often wander past. One experience that will keep you snap-happy for hours is a sunrise hot air balloon flight, where you slowly drift over the desert and photograph the

Travel stunning scenery below as it changes colour with the rising sun. Photo tip: Look for leading lines and patterns in the sand dunes to creatively compose your shot. Also if you're floating above, keep your shutter speed set a little faster than usual to make sure you're compensating for any movement in the balloon, and your photos come out nice and sharp.

Madinat Jumeirah

Shallow clear water canals weave their way through this luxurious resort complex, which sits right on the beachfront beside the Burj Al Arab. You don't have to be a guest at the Madinat Jumeirah to visit the public areas, so wander the interior marketplace and then head outside to jump on a traditional abra boat and cruise slowly to capture some iconic shots on the bow. Photo tip: There's a great view of the Burj Al Arab framed by palms and canals from the bridge at the market's main entrance, plus another from the deck in front of Anar Restaurant and The Meat Co.

Souqs of Dubai

Like stepping into Aladdin's closet, Dubai's maze-like markets are essential photo stops for soaking up bustling atmosphere. Located beside the Dubai Creek in Bur Dubai, the textile souq is awash with vibrant fabrics and is often referred to as the most beautiful souq in the city because of the colourful, fine silks and saris on display. Take an abra across Dubai Creek to Deira where the gold souq and spice souq await to provide more fantastic photo opportunities. A fun shot to try inside the souqs is capturing a long exposure with someone standing completely still as people rush by to showcase the movement.

Photo tip: By dropping your ISO down low and raising your aperture to f/11 or higher, you'll slow down the shutter speed quickly and produce a beautiful blur as people wander by.

Al Fahidi Historic District

Wander slowly through the Al Fahidi Historic District of old Dubai and photograph scenes that are a distinct contrast to the modern glassy marvels of downtown. Here you'll step back in time and see historic, earthy-toned Arabian architecture lining narrow alleys that portray a more relaxing pace of life. Initially built in the early 1900s by merchants from the Persian town of Bastak, the Al Fahidi Historic District offers an insight into the city’s seafaring and merchant past. Al Fahidi Fort is the oldest existing building of Dubai and inside you’ll now find the Dubai Museum. If you’re in need of a break, stop by the Arabian Tea House, tucked in the lavish courtyard of an old pearl merchant's home. Photo tip: This area is typically much quieter than other spots around Dubai, so it's ideal for taking portrait shots. To brighten faces and smooth complexions, you can increase the exposure of your camera to about +0.7. This will also help to raise any shadows that appear within your image from the buildings too.

Palm Jumeirah

Home to sprawling beachfront resorts, The Palm is a giant man-made palm tree configuration of reclaimed land that sits in

the sea off the coast of Dubai. If you’re not staying at one of the many beachfront resorts, you can still visit for great vantage points looking back to both the Dubai Marina on the western fronds and Downtown Dubai on the left. The hotels have stunning pool areas that make for beautiful backdrops, too. Photo tip: Venture out onto The Palm at sunset to capture the setting sun behind the Dubai skyline. Fairmont The Palm provides a beautiful view back towards the marina, and it’s also a great spot to swim.

Dubai Creek

There’s been a lot of activity around Dubai Creek ever since it became a port of free trade back in 1902. Ships of all shapes and sizes can be seen sailing through the waterway, and it makes for a buzzing scene to capture. Crossing the creek on an abra is a popular way to get between Bur Dubai to Deira, and it’s a really affordable way to experience views from the water and photograph the skyline of the older areas of Dubai. Photo tip: Be aware of any stray splashes on your camera, but keep an eye out for seabirds and the striking contrast between the sky, city and sea.

Alserkal Avenue

Originally an industrial zone, Alserkal Avenue has been transformed into a trendy and creative space for artists to showcase their work. Since 2007, it has been Dubai’s arts and culture district, and you’ll find a number of galleries and cute cafes all housed within this sleek, silver collection of

warehouses. It's a spot for capturing those more edgy and minimalist Instagram shots, and you can also visit a number of exhibits which change regularly or take part in workshops and innovative talks. Photo tip: Alserkal Avenue is a great location to whip out a 50mm lens and focus on details, lines or clean spaces. Look for angles that highlight this minimalistic space, or perhaps add a pop of colour if you're capturing portraits against the warehouse walls.

Dubai Miracle Garden

Think Alice in Wonderland meets the Chelsea Flower Show: the Dubai Miracle Garden is home to 50 million flowers and almost as many colours. Crafted into a series of quirky displays, dramatic exhibits and blooming marvels, the garden is somewhere to visit if you’re keen on brightening up your photos with a pop of colour. Head for the heart-shaped path and stand beneath red roses, or visit the giant A380 plane made entirely from flowers. The garden typically closes over the summer months, but if you happen to be visiting between November and May, grab your tickets and take a peek inside. Photo tip: The tunnel of flowers is a great place for portraits, or visit the Butterfly House to take macro shots of the 35,000 species fluttering inside. nnn

Economic Slowdown in India: Why is this Serious? Indian Economy

Market-based economies prosper on hope and belief of proďŹ t by private entrepreneurs. In the times of negative market sentiments, the government increases its expense to bring back hope. But the Narendra Modi government's hands are tied at the moment. Here’s a report.

S

uppose you inherited a farmland and a house. You grow your own food using family bank of seeds. You don't use chemical fertilisers and prepare organic manures using cow dung and similar stuff on your own. You don't buy fodder for your cattle or poultry which fulfil your milk and meat requirements. You use biogas as fuel for household energy. This means you have a self-sustained viable economy. But you are contributing nothing to country's gross domestic product (GDP) as you are not using money. Now, consider this. Your neighbour works in a factory and earns a salary. She buys grocery from a kirana store, milk and butter from a dairy parlour, clothes from a shopping mall, dines out and watches a movie or a play on weekends, employs a help in her home and pays taxes. Her activities are the guarantee that the country's GDP clock is ticking upward.

62

OBSERVER DAWN September 2019

Every single purchase by her begins a chain of purchase and sale. The kiranawallah goes to wholesale market to buy stuff for shop. The wholesale market sources its supplies from the farmers, who purchase seeds, fertilisers, tractors, diesel and employ labourers on their fields. All are paid in money. This is repeated for every single purchase by your neighbour. She ensures flow of money that defines growth of measurable GDP. This chain of sale and purchase has shown signs of slowdown over the past few months. It is visible in almost every sector of the Indian economy. The result was troublesome for 2018-19, for which the GDP growth rate was 6.8 per cent. This is the slowest growth rate of GDP since 2014-15. The previous low was 6.39 per cent in 2013-14 following which the Narendra Modi government came to power in 2014. Recent GDP figures have only provoked the concerns of

File 3_Layout 1 29-08-2019 23:19 Page 63

economic slowdown. According to Central Statistics Office, India's GDP slowed to a five-quarter low of 6.6 per cent in October-December 2018. It fell below 6 per cent mark in January-March 2018-2019. At 5.8 per cent, the March quarter growth rate pushed India behind China after seven quarters. But that rivalry is the least of the worries for Indian economy. There are warning signs showing that this slowdown is deep.

Auto Sector

Automobile sector is facing its worst crisis in 20 years. Reports suggest that around 2.30 lakh jobs have been lost in the auto sector. A large of it is being blamed on the global trend accentuated by the Brexit situation. But what signals a deeper problem is the Society of Indian Automobile Manufacturers (SIAM) report that 300 dealerships

have shut down in recent times. Sales of cars, tractors, two-wheelers have declined considerably. SIAM said about 10 lakh jobs have been hit in the auto component manufacturing industry.

Real Estate

The health of real estate is a massive indicator of the state of Indian economy. It has links with about 250 ancillary industries - bricks, cement, steel, furniture, electrical, paints, etc. and affects them all if there is a boom or gloom in the sector.Reports are that the volume of unsold houses over the past one year has increased in the top cities of the countries. According to real estate research company Liases Foras, the unsold inventory currently stands at 42 months. This means that it will take three-and-a-half years for the existing unsold inventory (read flats/houses) to clear up. An efficient market maintains 8-12 months of inventory, the company said.

FMCG Sector

The fast-moving consumer goods (FMCG) companies have reported decline in volume growth in the April-June quarter. This has been blamed on a sluggish rural demand, which, in turn, indicates less availability of money in villages. Reports indicate that the demand for FMCG in rural India was growing at 1.5 times of the urban demand. The rural demand has come down to the level of urban growth or below. FMCG major Hindustan Lever reported volume growth of 5.5 per cent in April-June quarter compared to 12 per cent last year. Dabur posted a growth of 6 per cent against 21 per cent last year. Britannia Industries recorded a volume growth of 6 per cent against 12 per cent in the same period last year. Asian Paints saw a volume growth slump from 12 per cent in April-June quarter last year to 9 per cent this year.

Indian Economy

Bank's lending to MSME

At macro-level, lending by banks to industries shows a significant jump from 0.9 per cent in April-June quarter in 2018 to 6.6 per cent for the same period this year. This should reflect in job growth in industries but the employment situation is dismal. While the labour force survey, released by the government in July, showed a record high unemployment rate of 6.1 per cent for 2017-18, recent Reserve Bank India report does not present a brighter picture. The RBI consumer confidence survey showed a drop in consumer confidence for July over pessimist situation

in job creation and overall economic scenario. This contradiction is explained in the details of pattern of lending by banks, which have extended credit to big industries while money flow to medium- and small-scale enterprises, which are the biggest employers. The credit to big industries grew by 7.6 per cent during April-June compared to 0.8 per cent last year. Lending to MSME (micro, small and medium enterprises) by banks has actually slipped from 0.7 per cent in 2018 to 0.6 per cent this June quarter.

Current Economy: A grave problem?

Market-based economies thrive on hope and belief of profit by private entrepreneurs. When market sulks under negative sentiments in the market, the government infuses money to bring back hope. But the central government's hands are tied. In India, the government expenditure accounts for around 10 per cent in the economy. With the government sensing an economic slowdown, it increased expenditure by 19 per cent in 2017-18 and 13 per cent in 2018-19. This was the highest increase in government expenditure since 2008 financial meltdown. To do a repeat, the government needs more money. But revenue collection is moderate for April-June quarter -- at Rs 4 lakh crore registering a growth of less than 1.5 per cent. To put in perspective, the gross tax collection growth for April-June 2018 was over 22 per cent. Simply put, the government does not have enough money to invest in the economy. nnn

9 Tips for Growing a Successful Business

Nowadays, to succeed in business, you need to be flexible and have good planning and organizational skills. Many people start a business thinking that they'll turn on their computers or open their doors and start making money, only to find that making money in a business is much more difficult than they thought. You can avoid this in your business ventures by taking your time and planning out all the necessary steps you need to achieve success. Here are 9 tips that we thought would make this a little easier. 1. Get Organized

To be successful in business you need to be organized. Organization will help you complete tasks and stay on top of things to be done. A good way to do this is to create a to-do list each day. As you complete each item, check it off your list. This will ensure that you're not forgetting anything and you're completing all the tasks that are essential to the survival of your business.

2. Keep Detailed Records

All successful businesses keep detailed records. By keeping detailed records, you'll know where the business stands financially and what potential challenges you could be facing. Just knowing this gives you time to create strategies to overcome those challenges.

3. Analyze Your Competition

Competition breeds the best results. To be successful, you can't be afraid to study and learn from your competitors. After all, they may be doing something right that you can implement in your business to make more money.

4. Understand the Risks and Rewards

The key to being successful is taking calculated risks to help your business grow. A good question to ask is "What's the downside?" If you can answer this question, then you know what the worst-case scenario is. This knowledge will allow you to take the kinds of calculated risks that can generate tremendous rewards.

5. Be Creative

Always be looking for ways to improve your business and to make it stand out from the competition. Recognize that you don't know

everything and be open to new ideas and new approaches to your business.

6. Stay Focused

The old saying, "Rome was not built in a day," applies here. Just because you open a business doesn't mean you're going to immediately start making money. It takes time to let people know who you are, so stay focused on achieving your short-term goals.

7. Prepare to Make Sacrifices

The lead-up to starting a business is hard work, but after you open your doors, your work has just begun. In many cases, you have to put in more time than you would if you were working for someone else, which may mean spending less time with family and friends to be successful.

8. Provide Great Service

There are many successful businesses that forget that providing great customer service is important. If you provide better service for your customers, they'll be more inclined to come to you the next time they need something instead of going to your competition.

9. Be Consistent

Consistency is a key component to making money in business. You have to consistently keep doing what is necessary to be successful day in and day out. This will create long-term positive habits that will help you make money in the long run. Whatever type of business you want to start, using these nine tips can help you be successful in your venture. Good luck! nnn

Climate Change behind Extreme Weather Events in India?

The first eight months of 2019 have been remarkable for one reason: Not a single month has passed without an extreme weather event in India or in the world. Elsewhere, scientists have been bringing out studies one after another attributing the never-seen-before climate anomalies to climate change.

S

ince 2009, every year scientists have declared record-breaking climate events. The pertinent question to be asked now is if climate change is responsible for the extreme weather events of the past 10 years? And if it is, how can one quantify this responsibility? Is there any way one can identify if a particular extreme weather event occurred only because of climate change? The developing science of attribution might have some answers but not all of them. Scientists say when it comes to climate; sure shot predictions cannot be made. “Such certain conclusions are not possible because weather is not a perfectly predictable system. Conclusions of attribution science are almost always probabilistic,” said Arpita Mondal, assistant professor at Indian Institute of Technology, Bombay and an expert in attribution science. Scientists are of the view that attribution works with

66

OBSERVER DAWN September 2019

probabilities and there are certain extreme weather events that can be attributed to climate change with a greater degree of certainty. “The heat waves of 2015 and 2016 have been attributed to global warming, particularly when considering a combination of temperature and humidity,” said Mondal. “Attribution analysis of the heavy rainfall in Chennai in December 2015 does not reveal enough evidence to say with certainty that greenhouse gas-related warming played a significant role,” she added. Moreover, she points out that getting detailed climatic data — the kind required by attribution science — for certain events, especially hydrological weather events in India, is difficult. This shows that attribution science in India is still in its nascent stage. The Indian government does not come out with scientific reports to attribute the extreme weather events to climate change, though India Meteorological Department (IMD) does mention

File 3_Layout 1 29-08-2019 23:20 Page 67

these events in its annual climate summary. In many of these summaries that IMD has compiled from 2009 to 2017, there are certain discrepancies and ambiguous presentation of data on extreme weather events. Apart from the reports of the initial years, cyclones and droughts or dry spells have not been counted as extreme weather events. For example, in July 2015, Cyclone Komen had struck parts of West Bengal, Odisha and Manipur and killed around 100 people. But this cyclone has not been mentioned as an extreme event in IMD’s annual climate summary for 2015. This is when two deep depressions, one in Gujarat in June and another in Tamil Nadu in November, were accounted for by the report. The only cyclones mentioned in the climate summaries of the last 10 years are Thane in 2011 and Nilam in 2012. Similar is the case with droughts. Though for some of the years, some regions across the country have suffered from moderate to severe drought throughout the year, the damages caused are not mentioned. Drought has been highlighted only once in the 2009 climate summary, where it was mentioned that 46 per cent of the country was either under moderate or severe drought conditions. Another ambiguity in these reports is in the consideration of lightning as part of storm activity (thunder/dust/hail). Lightning

does not occur on its own and is accompanied by storms, even if minor. In some of the reports storms and lightning are mentioned separately and in others they are clubbed together. For researchers looking at data for scientific attribution, these ambiguities can be a major roadblock. Knowing what exactly constitutes extreme weather and removing any discrepancies would go a long way in generating data about them and also aid scientists who are trying to study them in the context of climate change. This is when IMD is the only institution in India that collects weather-related data. Many other countries have taken significant steps in the direction of attributing extreme weather events occurring in their respective territories to climate change. For example, the Oxford University and United Kingdom Meteorological Office have several studies on attribution of extreme weather events (such as heat waves, floods and droughts) in the UK.They have also collaborated and worked on droughts in Africa, or heat waves and heavy rainfall in India. The University of Melbourne has carried out some detection and attribution studies on heat waves and droughts in Australia. The National Academy of Sciences in the US has brought out a special report on attribution. Germany is also going to use t“operational attribution” studies to deal with climate change. nnn

For decades we've seen progress in the fight against heart disease. While it has remained one of the top factors for mortality rate worldwide, the rates were steadily declining. That is, until recently. Troublingly, that trend has stalled or even begun to reverse in the U.S. and several other high-income countries, according to a study published in the International Journal of Epidemiology. "Poor eating habits and lack of exercise are major contributing factors to cardiovascular decline," Patricia Bannan, a nutritionist and healthy-cooking expert, says. hile the research is unsettling, there's good news: There are small, easy steps you can take to help keep your heart healthy — and you can start today. Here are 10 changes you can make to your diet and lifestyle that are proven to help reduce your risk of heart disease.

1. Swap out Fats

We used to think a heart-healthy diet meant a low-fat diet, but that's not exactly the case. We know now that all fats are not created equal, and it's the type of fat you eat that really matters. Saturated fats, which are most often found in dairy products and fast foods, should be limited, while trans fats — the man-made fats in fried foods and packaged snacks — should be avoided as much as possible, according to the American Heart Association. "Swap these for foods with heart-healthy unsaturated fat, such as avocados, nuts, seeds, olive oil and fatty fish like salmon," recommends Bannan.

2. Eat More Fiber

For most people, the biggest area for improvement is in the fiber department. Soluble fiber — the type found in plant-based foods — helps lower blood cholesterol levels, according to the National Lipid Association. It also helps you feel full, so you're less likely to overeat. Women should aim for a minimum of 25 grams of fiber per day, and men should get 38 grams. Good sources of fiber include fruits, vegetables, whole grains, beans and legumes.

3. Eat Fish at Least Twice Per Week

The American Heart Association recommends eating fish, specifically fatty fish

like salmon, mackerel, sardines and albacore tuna at least twice a week. Why? They're good sources of omega-3 fatty acids, which can lower triglyceride levels, slow the buildup of plaque in the arteries and lower blood pressure. But proceed with caution. Some species, like shark, tilefish, king mackerel and swordfish, can be especially high in mercury, which builds up in the blood and can cause other issues. For that reason, you should avoid or limit your intake of these types of fish.

4. Get More Sleep

Not getting the recommended 7 to 9 hours of shut-eye each night could be detrimental to your heart health. "Those who don't get enough quality sleep each night are at a higher risk for obesity,

high blood pressure and heart attacks," says Bannan. So make sleep a priority. And if you're not getting those quality sleeps on a regular basis, know that there are several things you can do to change that. Research has shown that small changes like making sure your room is dark and quiet could help you drift off to dreamland quicker and stay there longer.

5. Lose Weight

As a study in the International Journal of Epidemiology mentions, being overweight increases our risk for heart disease, among other chronic diseases. And while losing weight is not always easy, there are tools and resources at your fingertips to help. The free MyPlate app, for example, allows you to track your daily calories and offers a

library of simple, tasty recipes tailored to your goals.

6. Get Moving Most Days

Regular aerobic exercise such as brisk walking, bike riding, stair climbing, swimming, jumping rope, circuit training and dancing keeps your heart fit, raises your levels of protective HDL cholesterol and can help you lose weight or maintain a healthy weight. So how often do you need to exercise and for how long? Recommendations across the board, tell to get a minimum of 30 minutes of moderate aerobic exercise a day, at least five days a week.

7. Drink Moderately

The jury is still out on the effect alcohol has on our hearts. Current research shows that it can cause a slight elevation in HDL cholesterol levels, aka your "good" cholesterol. The argument, however, is that you can get those same benefits from exercise and eating fruits and vegetables without the potential negative side effects from drinking.

8. Quit Smoking

By now we know that many different chemicals found in tobacco smoke can damage your heart. But smoking also decreases your body's supply of oxygen and causes blood vessels to constrict, which can also be bad news for your ticker. Simply cutting back or switching to low-tar or low-nicotine

brands of cigarettes is not enough to significantly reduce your risk of heart disease. When you quit smoking, though, your risk of developing heart disease starts to drop immediately and decreases dramatically within the first year.

9. Manage Stress

We all handle stress differently, but the way you manage stress can affect your heart health. Unchecked stress can up your risk of heart disease by increasing your blood pressure and cholesterol levels. And it can also lead to unhealthy coping behaviors, such as drinking, smoking or less-than-ideal eating patterns. Knowing that stress is inevitable — what can you do? Exercise, meditation, therapy and getting enough sleep are all helpful in mitigating stress. If you feel overwhelmed by stressful events or tend to respond to stress with poor lifestyle choices, speak to a health care practitioner about healthier ways to cope.

10. Get Regular Checkups

It's important that you see your doctor for an annual physical that includes blood pressure and cholesterol testing and monitoring, especially if you have a family history of heart disease. This way, your doctor can alert you to any early signs of cardiovascular issues, and you can work together to create a heart-healthy plan to lower your risk. nnn
