India Ready with the Road Map for the Next Five Years

W

ith Prime Minister, Narendra Modi-led BJP geared up for a second term, India is ready with the road map for the upcoming five years.The next five years will be very important in the history of the country. It will be time to regain the rightful position of India in the world order. Some of the key schemes that find way in the plan of the new government are: doubling farmer’s income by 2022; setting up 40,000 MW rooftop solar projects ; housing for all; generating 100 GW solar energy; empowering women including farm workers, and launching India’s first manned space mission, according to government officials who are working on Mission New India, as the plan is being tentatively called. According to the officials, security to migrant labourers and factory workers is also a top priority, and the government’s effort will be to cover 100 million workers in the Employees’ State Insurance Scheme by 2022. There will also be programmes that build on Digital India, an egovernance programme of the first Modi government, and a focus on science and technology and healthcare, they added. The Prime Minister’s Office (PMO) has asked all the government departments to submit their action plans for the first 100 days and for the full five years with clearly defined measurable outcomes by mid-June. The previous government saw the less-than-satisfactory performance on jobs, investments, etc., for which the ruling BJP faced a lot of criticism at the hustings. The government has set up two new Cabinet committees to tackle these issues on a priority basis. Modi has put greater emphasis on delivering on promises and building an accountability system in the administration, sources said. The NITI Aaayog has made a presentation last month on the 100-day action plan for the new government, but the PMO wants this to be improved, sources said. Besides NITI Aayog, other government departments would now lay out their action plans, which will later be consolidated. Modi has recently announced that his government’s main aim would be to ensure that citizens are brought to the forefront of this campaign. “The coming five years have to be years of ‘Jan Bhagidari’ (public participation) and ‘Jan Chetna’ (public awareness),” he said. Convinced that Pradhan Mantri Kisan SammanNidhi Yojana or (PM-KISAN) has made some impact in assuaging farmers' anger on account of falling prices, the Narendra Modi government is planning bigger things for the flagship programme.

The recent Cabinet decision to expand PM-KISAN to cover all farmers, irrespective of the size of land held by them, is just one of the several steps in the offing. Under the scheme, the Centre promises to give Rs 6,000 per year to all farmers in three equal installments. The Narendra Modi government, in its second term, will implement more economic reforms—including collateralfree loans to entrepreneurs—to boost growth in the Indian economy, President Ram Nath Kovind said in his Parliament speech recently. While the Pradhan Mantri Mudra Yojana is being extended to cover 30 crore individuals, a facility for entrepreneurs to avail loan of up to Rs 50 lakh withoutany guarantee will be introduced. PM Narendra Modi-led NDA government has also announced scholarships for five crore students from minority communities, including 50 per cent girls, in the next five years. Union minister Mukhtar Abbas Naqvi told media that the scholarships will be provided for pre-matric, post-matric, and professional and technical course studies. "To ensure socio-economic-educational empowerment of minorities especially girls through '3Es- Education, Employment and Empowerment', various scholarships including pre-matric, post-matric, merit-cum-means etc will be provided to five crore students in next 5 years," Mukhtar Abbas Naqvi said. The big mandate has brought with it big responsibilities. It is important to remain humble and grounded in the wake of such a massive win. And in the wake of the recent schemes, it seems that the new government is not in the mood to waste even a day of its tenure, and the new leaders are all set to make India shine out loud amongst the world. nnn

India, Switzerland Removed From US Currency Monitoring List

I

n what echoes the close ties shared by Prime Minister Narendra Modi and Israel PM Benjamin Netanyahu, India voted in favor of a resolution moved by Israel at a UN body to forbid Palestinian rights organization called Shahed being given observer status at UN institutions, with Israeli diplomats describing the move as a significant occurrence. In words of the Israeli foreign ministry, the UN Economic and Social Council (ECOSOC) overwhelmingly rejected Shahed’s request to attain observer status at UN institutions. The resolution instigated by the Israeli delegation to the UN was passed in a 28-14 vote. India, the US, the UK, France, Germany, and Japan were among the 28 countries that were in favor of the resolution, which was opposed by China, Pakistan, Egypt,

S President, Donald Trump, recently defended the use of tariffs as part of his trade strategy while China declared a tough response if the United States insists on escalating trade tensions amid ongoing negotiations. "Tariffs are a great negotiating tool," Trump tweeted, one day after saying he was ready to impose another round of punitive tariffs on China. "China does not want to fight a trade war, but we are not afraid of fighting a trade war," Chinese Foreign Ministry spokesman Geng Shuang said, adding China's door was open to talks based on equality."If the United States only wants to escalate trade frictions, we will resolutely respond and fight to the end,� he further added. Trump is buoyed by his self-declared victory following a day-long battle with Mexico after he threatened to impose tariffs unless Mexican authorities did more to stem the migrant flow to their shared border. Renewable Energy Projects to Get a Boost in Delhi

n a view to promote the deployment of renewable energy projects in concurrence with Delhi Power Minister Satyendar Jain, the Delhi Electricity Regulatory Commission (DERC) has notified the Group Net Metering Framework and Virtual Net Metering Framework for Delhi through DERC. This will allow thousands of RWAs and lakhs of individuals to take advantage of the schemes of the Delhi Government in the solar energy sector, with a particular push to agri-solar and rooftop solar energy. Consumers can, aggregate their demand and investment as RWAs or CGHSs and avail GNM, whilst consumers can also collectively-own solar power generating systems. Under Group Net Metering (GNM), the surplus electricity exported into the grid through a net meter will be adjusted with other service connection(s) of the same consumer in the same DISCOM area. The VNM allow the renewable energy generator to export electricity into the grid through Renewable Energy meter/gross meter which can be adjusted in more than one electricity service connection(s) of participating consumers in the same DISCOM area. While the GNM Framework would be applicable to all consumers category in Delhi, VNM framework shall be applicable for residential consumers, Group housing societies, offices of Government Authorities and Renewable Energy Generators registered under Mukhya Mantri Kisaan Aay Badhotari Yojna. Previously, in the Mukhya Mantri Kisaan Aay Badhotari Yojna, few offices/buildings of the Delhi Government mandated to use/procure Green Power generated from the plant installed under the scheme. “The Delhi Government has clearly outlined its energy vision for sustainability, decentralization and anti-corruption. In collaboration with the DERC, honest politics and ethical policy decisions have been taken in the last five years”, Jain said. nnn

Amit Shah may Continue as BJP’s National Prez till Dec enior BJP Leader and the incumbent party chief, Amit Shah, who recently took over the charge as Union Home Minister, is likely to hold the post as the party chief till December, 2019. The BJP general secretary, Bhupender Yadav, said after Shah convened a meeting with party's office bearers and state leaders in third week of June. Sources said at the meeting of party's office bearers and state leaders and state in-charges, it was generally agreed that Shah should continue to be BJP chief till December and lead the saffron outfit for forthcoming assembly elections in Maharashtra, Haryana and Jharkhand. A section of party leaders has favored that the party should also prepare well in advance for assembly elections in Jammu and Kashmir especially in the context of indications given by the Election Commission that polls could be held in the militancy-hit state by year end. Sources said the party would embark on organizational polls but prior to that an intensive membership has been launched. "It will be six-month long drawn program and can extend up to December and finally we could have a new president or continue with Amit Shahji by January 2020”, a senior BJP leader said. At BJP Parliamentary Party Executive meeting on Tuesday, it was stated that Mr Shah will be national president and no formal responsibility was given to him at the party's parliamentary wing. Indo-Russia Bi-lateral Relations to Get a Boost

Thus, the India-Russia relations is supposed to venture into a new vista with leaderships from both sides pledging to work in multi sector developmental sectors. The traditional ties have been given a major boost during the bilateral meeting held between Prime Minister Narendra Modi and Russian President Vladimir Putin at Kyrgyzstan capital Bishkek. Ministry of External Affairs officials said the Russian side has evinced interest to work with India for modernization of the Indian Railways. Foreign Secretary, Vijay Gokhale, said, "Russians are now chalking out plan to upgrade Nagpur-Secunderabad line". In 2017, Russian Railways President Oleg Belozerov and the Indian Ambassador to Russia Pankaj Saran had inked a pact on the preparation of a feasibility study for a high-speed rail service between Nagpur and Secunderabad. Railways have been working with various other countries as well to bring about turnaround and qualitative improvement in the running of the locomotives. Germany has been given charge for the Chennai-Kazipet route by Indian Railways and China is working on the Chennai-Bengaluru-Mysuru section. President Putin has invited Prime Minister Modi to be the main guest for the Eastern Economic Forum at the Vladivostok in early September. PM Modi was presiding the fifth meeting of the Governing Council of NITI Aayog on June 15, 2019. Recalling the recent General Elections as the world's largest democratic exercise, Modi said ''It is now time for everyone to work for the development of India”. There should be a collective fight against poverty, unemployment, drought, flood, pollution, corruption and violence, Modi added. West Bengal Chief Minister, Mamata Banerjee, Telangana Chief Minister K C Rao and Punjab Chief Minister Amarinder Singh have skipped the meeting. The Prime Minister said that everyone at this platform has a common goal of achieving a New India by 2022. He described Swachh Bharat Abhiyan and PM Awaas Yojana as illustrations of what the Centre and the States can accomplish together. Modi said empowerment, and ease of living, have to be provided to each and every Indian. He said the goals that have been set for the 150th anniversary of Mahatma Gandhi, should be accomplished by October 2nd, and work should begin in earnest towards the goals for 2022, the 75th anniversary of independence. n order to achieve increased stability and efficiency in perovskite elements, a promising material for manufacturing of solar cells, the scientists have improved stability and efficiency of solar cells by using Copper iodide interlayer. This was done by researchers from the National University of Science and Technology MISiS (NUST MISiS) in collaboration with the Russian Academy of Sciences’ Frumkin Institute of Physical chemistry and Electrochemistry and the University of Rome Tor Vergata, Italy. Perovskites are a relatively new class of semiconductors used in optoelectronics, which are considered to be an efficient alternative to the silicone that is traditionally used in solar cells. Danila Saranin, a research fellow at NUST MISiS’ Laboratory for Advanced Solar Energy, said, “Photovoltaic MAPbI3 film crystallizes on the surface of the transport layer to ensure positive charge transport (in our case, nickel oxide, or NiO)”. “Continuous exposure to light and subsequent heating causes perovskite solar cells with photovoltaic MAPbI3 film to release free iodine and hydroiodic acid that damage the interface between the perovskite and NiO layers, causing defects and thus significantly decreasing the device's stability and performance”, he added. The idea to stabilize a similar structured perovskite element and a photovoltaic layer with an organic interlayer is not new, the scientists explained. NUST MISiS scientists and their colleagues were the first to attempt introducing copper iodide, an inorganic material that is far more accessible and easier to use, to the structure. nnn

NextGen of India May Leverage ‘Technology’ for Security Purpose recent survey, conducted by the Godrej Security Solutions, has highlighted the ease with which the next generation incorporates technology gadgets in their lives. The survey report also highlights the way it can be leveraged to enable security parameters to ensure children’s safety. The survey was conducted through a written questionnaire and administered to students between the age group of 8- 18 years at 12 schools across Delhi. Child safety has always been a top concern for parents and schools. As per data released by Delhi Police as many as 357 cases of crime against women and children were reported in the first month of 2019 in Delhi itself. A lot of debates and blame-game goes around with regard to the responsibility to be taken for children safety in the country. But no one knows what allusion children have in their mind when it comes to their safety. the survey was conducted as a part of their initiative, School Connect Program, which was conducted across 12 private schools in Delhi wherein they interviewed a total of 5,465 students to understand what children feel and know about their safety and security.The survey also reveals that 27 per cent of children younger than eight years are not allowed to play outside in their parents’ absence and 82.2 per cent of children younger than eight years do not feel safe at home without their parents. Now a day, almost 70 per cent of children (between the age group of 8-10 years) are not allowed to go outdoors which is way higher than the global nnn average of 56 per cent.

hrough its India-European Union (EU) ICT Standardization Cooperation Project, the EU is supporting the creation of a Centre of Excellence (CoE) on Internet of Things (IoT) for Smart Cities at International Institute of Information Technology Hyderabad (IIITHyderabad). The EU - India project, as a part of the CoE, will not only help to design relevant courses on IoT, but will also facilitate capacity building by supporting research collaborations and exchange of experts between India and EU. With an aim to build a deeper understanding of the standards driven approach for smart cities, and facilitate collaboration between various smart city stakeholders across India and EU, the project will also organize outreach activities such as hackathons, workshops and conferences. These activities would be organized on varied components of IoT including the use of standards such as oneM2M for interoperability for the benefit of public at large. The CoE brings together faculty from several IIIT-H research centers such as - Signal Processing and Communications, Embedded Systems, Data Science, Computer Systems Group and domain areas like Building Science, Spatial Informatics, e-Governance and Earthquake Engineering. With a view to strengthen and support developers’ community, CoE has conducted number of trainings including applications of LoRaWAN standard for smart-cities and use of oneM2M in IoT applications. In July, the CoE will undertake a visit to France for enhancing collaboration between Indian and French universities and start-ups working in Toulouse and Bordeaux.The CoE Coordinator, Dr. Sachin Chaudhari, said “Learning from our research collaborations will be used to apply smart city solutions in nnn Hyderabad”.

I assure you that it has done wonders for me in my college as well as throughout 40 years of my career life in different roles. The only thing is that appreciation has to be sincere and it should come from the core of one’s heart. Otherwise, it is no more appreciation but flattery. A sincere appreciation has no motive while flattery has a selfish motive. Appreciation is universally admired and puts the giver at a higher pedestal and the receiver also becomes your admirer while the flattery is universally condemned and the receiver may like it for a moment but shall understand the devious nature of the giver very soon. In the long run, flattery does more harm than good. Flattery is always shallow and it is ought to fail and it usually does. Flattery will eventually get you into trouble if you pass it to someone else. If you are a senior person in an organization, you should always guard yourself against flatterers (Chamchaas in Hindi). The history across the world is replete with stories of rulers and great men who fell from grace when they got intoxicated with plenty of flattery from a few flatterers in their ministry or in their proximity. An intelligent boss will quickly find the difference between genuine appreciation and flattery from his subordinates. So Appreciation: Always and Flattery: Never.

All of us wish to do a lot for our children. We get them expensive clothes, costly toys and give them the best of the food as nourishment for their bodies. But have you ever tried to nourish their self-esteem? Most of us ignore and forget to give them kind words of appreciation that would be music for their ears for days, weeks, months and even years. The same holds true for your friends, colleagues, your employees, and even your spouse. Your family life will also be much smoother if you follow this art of appreciation, sincere appreciation. There can’t be better

nourishment for the self-esteem of anyone than a word of sincere appreciation. In our interpersonal relations, we should never forget that all our associates are human beings and they are all hungry for appreciation. One of the most neglected virtues of our daily existence is appreciation. Somehow, we neglect to praise our own son or daughter, whenever he or she does a good job. We take their minor achievements for granted and wait for big achievements to happen. But big achievements will come only if they are being nourished and motivated even for their baby steps in the right direction. Nothing pleases children more than this kind of parental interest and approval with a word of appreciation and a pat on their back.

Honest appreciation will get you results even from very average employees in your organization whereas criticism and ridicule are bound to fail. Under the extreme circumstances, even if you have to reprimand an employee, do it in private. Call him or her to your cabin and blast if required as one of the exceptional show of anger though you may not be actually angry at heart. Very rarely for some people, you may have to demonstrate your anger but it should be as rare as possible and that too in private. In the case of lady employees, you must exercise caution that any reprimand should be in the presence of some other senior employee of the organization. However, whenever you have to praise someone, do it in public and do it lavishly so that the words of praise for one are known to every body in the organization and it will motivate him/her and other employees too.

And remember that sincere appreciation is sought after by all: seniors, colleagues, and juniors alike. It is music to the ears of the receptors and a great motivational dose par excellence. But one should never stoop down to flattery because that is short-lived and ultimately harmful for the individuals as well as for the organizations. nnn

Google Maps Introduces Three New Features For Commuters in India

NASA Designs a New Defense Weapon to Protect Earth from Asteroid Collision

The first feature notifies the approximate travel time taken by a public bus, taking into account live traffic status on the route.In case a delay is expected, users will see a message in red colour that will state the amount of extended time due to traffic congestion or any other factor. In case of no delay, the transport time will be seen in green text. This feature is initially being launched in metropolitan cities namely Bengaluru, Chennai, Coimbatore, Delhi, Hyderabad, Lucknow, Mumbai, Mysore, Pune, and Surat. A similar feature for train journeys has also been announced, which shows real-time train running status along with any delays that might occur. However, it will work only in case of a long distance train journey. As per Google's official blog post, this feature was developed in collaboration with the 'Where is my Train' app that was acquired by Google last year. Lastly, a mixed-mode navigation option has also been unveiled that will recommend the users to switch to other traveling modes during their journey, in order to reach their destination with ease. For users who have to switch between multiple travelling modes on a regular basis, this new feature will certainly come in handy. Recently, at the Re:MARS 2019 conference, Amazon introduced StyleSnap, an AI-powered feature that fetches the desired look by taking a photograph or screenshot of it.The feature will be available on the Amazon app. To use it, a photo or screenshot of the look needs to be uploaded. Based on that, the AI-powered feature will give recommendations, considering other factors like brand, price range, and customer reviews as well. The company said it will also help fashion influencers expand their reach and communities. In a statement to the media, Amazon explained how the machine learning techniques work in providing fashion recommendations, saying, “Millions of artificial neurons are trained to detect images of outfits by feeding it a series of images. For example, if thousands of images of maxi and accordion skirts are fed to the network, it will eventually be able to tell the difference between the two styles. But if presented with one Scottish kilt, it may be confused and predict an incorrect category until enough examples are provided to train it otherwise.” Claiming to leverage artificial intelligence to make a real-world difference, Jeff Wilke said, “We are highly innovative and customer-obsessed, and we will continue to create new experiences for our customers to discover the products they want and love. Apple Most Trusted Among Gadgetry Brands in India : Report

A

ccording to a recent report by TRA Research, Apple is the most trusted among the gadgetry brands in India, followed by Samsung and Oppo. Among the 33 brands surveyed, The trending mobile phone brand Vivo ranked fourth, beating Redmi, which ranked 9th, stated brand intelligence and data insights company's "Brand Trust Report 2019". Surprisingly, Nokia continues to hold its position in the Indian market, trending at 6th position. The Indian brands like Lava, Micromax, Karbonn and Intex are at 8th, 13th, 21st and 32nd positions respectively. The revolutionist Reliance Jio phones captured 12th position. Among the most trusted camera brands, Canon beats Nikon for the first place in the list, followed by brands like Sony, Kodak and Fujifilm. The most trusted mobile series were Apple Iphone series, followed by the Mi series and Moto G series. The TRA Research report also declared Amazon as the most trusted internet brand in India followed by Google and Facebook. The Indian messaging app Hike captured the fourth position, way ahead of Whatsapp owned by Facebook which ranked 10th among the 32 brands surveyed.Commenting on the report, N. Chandramouli, CEO, TRA, said: “A consumer is emotionally sensitive, easily disappointed by brands due to unfulfilled brand trust assurances. For those which do keep their trust promise alive, a consumer forms eternal bonds. Many Indian Internet start-ups are leaders in their categories, which is no mean feat. istory was scripted in the forecourt of Rashtrapati Bhawan on the evening of 26th May 2014 as Narendra Modi took oath as the Prime Minister of India after a historic mandate from the people of India. Early Life

Narendra Modi’s inspiring life journey to the Office of Prime Minister began in the by-lanes of Vadnagar, a small town in North Gujarat’s Mehsana district. He was born on the 17th of September 1950; three years after India had gained its Independence. This makes him the first Prime Minister to be born in independent India. Mr.

Modi is the third child born to Damodardas Modi and Hiraba Modi. He comes from a family of humble origins and modest means. The entire family lived in a small single storey house. Narendra Modi’s formative years taught him early tough lessons as he balanced his studies, non-academic life to spare time to work at the family-owned Tea Stall as the family struggled to make ends meet. His school friends remember that as a child also he was very industrious and had an affinity for debates and a curiosity to read books. Schoolmates recollect how Mr. Modi used to spend many hours reading in the local Library. As a child, he was also fond of swimming. Mr. Modi’s thoughts and dreams as a child were quite removed from how most children of his age though. Perhaps it was the influence of Vadnagar which once used to be a vibrant center of Buddhist learning and spirituality many centuries ago. As a child also he always felt a strong urge to make a difference to society. He was highly influenced by the works of Swami Vivekananda which laid the foundation of his journey towards spiritualism and which inspired him to pursue the mission to fulfill Swamiji’s dream of making India a Jagat Guru.

Political Journey

At the age of 17, he left home to travel across India. For two years he traveled across the expansive landscape of India exploring various cultures. When he returned home he was a changed man with a clear aim of what he wanted to achieve in life. He went to Ahmedabad

and joined Rashtriya Swayamsevak Sangh (RSS). RSS is a socio-cultural organization working towards the social and cultural regeneration of India. It was a tough routine for Narendra Modi in Ahmedabad since 1972 when he became a Pracharak for RSS. His day began at 5 am and went on till late night. The late 1970s also saw a young Narendra Modi join the movement to restore Democracy in India which was reeling under Emergency. While continuing to shoulder different responsibilities within the Sangh during the 1980s Narendra Modi emerged as an Organizer exemplary with his organizing skills. In 1987 a different chapter began in the life of Mr. Modi when he started work as the General Secretary of the BJP in Gujarat. In his first task, Mr. Modi won a victory for the BJP in Ahmedabad Municipal Corporation elections for the first time ever. He also ensured that the BJP was a close second to the Congress in the 1990 Gujarat Assembly elections. In the 1995 Assembly elections, Mr. Modi’s organizational skills ensured the BJP’s vote share increased and the party won 121 seats in the Assembly. Mr. Modi worked as the National Secretary of BJP from 1995 looking after the party’s activities in Haryana and Himachal Pradesh. Rajnath Singh

born into a family of farmers and went on to secure a master's degree in physics, acquiring first division results from the Gorakhpur University. Rajnath Singh had been associated with the Rashtriya Swayamsevak Sangh since 1964, at the age of 13 and remained connected with the organization even during his employment as a physics lecturer in Mirzapur. In 1974, he was appointed a secretary for the Mirzapur unit of the Bharatiya Jana Sangh, the predecessor of Bharatiya Janata Party.

Political Career

Former Union home minister and Bharatiya Janata Party MP from Lucknow, Rajnath Singh has been allocated the Defence Ministry. In the 2019 Lok Sabha Elections, Singh retained the Lucknow seat by defeating his nearest rival Poonam Sinha by over 3.4 lakh votes. The teacher- turned politician, has returned to government in a seamless journey from a party president, under whose stewardship the BJP has returned to power with highest ever tally. 62-year-old Singh, who steadfastly announced Modi's name as BJP's Prime Ministerial candidate despite opposition from seniors like L K Advani, is going to be one of the trusted lieutenants of Prime Minister Modi with a major say in the functioning of the government.

Early Life

Singh was born in Rajput Kshatriya Family of the small village of Bhabhaura in Chandauli district, Uttar Pradesh. His father was Ram Badan Singh and his mother was Gujarati Devi. He was

Rising step by step, he began his political innings with BJP's student wing Akhil Bharatiya Vidyarthi Parishad (ABVP) in 1969 as its organizing secretary in Gorakhpur and rose to become the secretary of the then Bharatiya Jan Sangh's Mirzapur unit in 1974. During the Emergency, Singh joined Jaiprakash Narayan's movement and was arrested in July 1975 before being released in 1977. Singh made his debut in electoral politics when he became an MLA in Uttar Pradesh in 1977. In 1983, he became state Secretary of BJP and a year later he found himself leading the Uttar Pradesh unit of BJP's Youth Wing (BJYM). His political rise continued with his elevation as National General Secretary of BJYM in 1986 and subsequently its National President in 1988. In the same year, Singh was elected Member, Legislative Council in UP, a position he held till 1994, serving in between as Education Minister in the Kalyan Singh government until it was dismissed in December 1992 following the Babri Masjid demolition. As Education Minister in UP, Singh had courted controversy by enacting the Anti-Copying Act which had opposition parties up in arms against him. Although active in UP politics for long, Singh's entry into Parliament came only in 1994 when he was given a Rajya Sabha ticket and also appointed Chief Whip of the BJP in the Upper House. He was again brought back as party president in UP in 1997 in the wake of turbulence in state politics in 1997 and held the position till 1999 when he was first inducted into Atal Bihari Vajpayee-led NDA government as Surface Transport Minister. It was under Singh that Vajpayee's dream project, National Highway Development Programme was launched. Singh's shuttle between UP and the Centre continued when on October 28, 2000, he was chosen to succeed veteran leader Ram Prakash Gupta as Chief Minister of UP. Singh remained at the helm till 2002 when the party faced a drubbing at the hands of Samajwadi Party and Bahujan Samaj Party in the state. After BJP decided to support BSP chief Mayawati as chief minister of UP, a move Singh had opposed, he returned to national politics as BJPs national General Secretary. Soon, Singh, hailing from a farmers family, again found his way back into the Vajpayee cabinet as Agriculture Minister after Ajit Singh parted ways with NDA in 2003. After the BJP lost power in the 2004 general elections, it was forced to sit in the Opposition. After the resignation of prominent figure Lal Krishna Advani, and the murder of strategist Pramod Mahajan, Singh sought to rebuild the party by focusing on the

most basic Hindutva ideologies. He announced his position of "no compromise" in relation to the building of a Ram Temple in Ayodhya at any cost and commended the rule of Vajpayee as Prime Minister, pointing towards all the developments the NDA made for the ordinary people of India. He also criticized the role of the English language in India, claiming that it caused erosion of cultural values. Singh's journey up BJP hierarchy continued as he became its national President on December 31, 2005. His stint at the party helm saw BJP scoring some high points as it captured power in several states and also installed its first-ever government in Karnataka creating history by hoisting the saffron flag in the South as the ruling party. On 24 January 2013, following the resignation of Nitin Gadkari due to corruption charges, Singh was re-elected as the BJP's National President. He contested the 2014 Lok Sabha elections from Lucknow constituency and was subsequently elected as a Member of the Parliament. Rajnath Singh is, without doubt, one of the finest leaders in the country.

D.V. Sadananda Gowda

Karnataka MP DV Sadananda Gowda is the new cabinet minister for chemicals and fertilizers in Prime Minister Narendra Modi’s government. Gowda retained his MP seat from Bengaluru North constituency. He won against Congress Krishna Byre Gowda with a margin of close to 1.45 lakh votes in the 2019 Lok Sabha elections. He is now a prominent face in national politics. From a BJP party member to cabinet minister, Gowda’s rise is quite significant.

Early Life

Sadananda Gowda was born in 1953 to Venkappa Gowda and Kamala of Mandekolu Village in Sulyataluk Karnataka. His native village is close to the Kerala-Karnataka border. Gowda graduated in Science from St. Philomena College, Puttur and went on to obtain his degree in law at Udupi's Vaikunta Baliga College of Law. He became active in student politics during this period and was elected General Secretary of the Students Union of the Law College. Subsequently, he became the District General Secretary of the Akhil Bharatiya Vidyarthi Parishad. In 1976, he started practicing law at both Sulya and Puttur. He was a public prosecutor for a brief period at Sirsi in the District of Uttara Kannada but resigned from his position to concentrate on his political career.

Political Career

He began his political career as a member of the Jan Sangh. He was President of the party's Sulya Assembly segment. After the split of the Janata Party, he became a member of the BJP. Later on, he served the BJP as Dakshina Kannada BJP YuvaMorcha President, Dakshina Kannada BJP Vice-President, State BJP YuvaMorcha Secretary (1983–88), State BJP Secretary (2003– 04) and National Secretary of the party (2004). Sadananda Gowda was elected to the Karnataka Legislative Assembly in 1994 and 1999 from the Puttur Assembly seat in Dakshina Kannada. He became Deputy Leader of the Opposition in his second term as MLA. He has served in various committees of the Karnataka State legislature including the Cell for preparing Draft Bill on prohibiting Atrocities on Women, Karnataka, the Committee of Energy, Fuel, and Power, and the Committee for Public Undertaking. He was nominated as the President of the Public Accounts Committee in 2003. He was elected to the 14th Lok Sabha in 2004 from the Mangalore Lok Sabha seat, defeating Veerappa Moily of the Indian National Congress by a margin of 32,314 votes. In 2009, the party shifted him to the Udupi-Chikmagalur constituency. In parliament, he was on the Committee on Science & Technology, Environment & Forests. In the 14th Lok Sabha, he was a member of the Committee on Commerce. The Government of India had appointed him as Director of Coffee Board during January 2005. In 2006, Sadananda Gowda was appointed as President of Karnataka State BJP. He earned National prominence being the President when BJP won an assembly election for the first time in South India in May 2008. He was elected to the 15th Lok Sabha from Udupi Chikmagalur Constituency before he became the Chief Minister of Karnataka. Sadananda Gowda was chosen as the Chief Minister of

Karnataka in August 2011 following the resignation of his mentor B.S. Yeddyurappa in an illegal mining case. Handpicked by Yeddyurappa, he was the second ethnic Tuluva Chief Minister of Karnataka after Veerappa Moily. As Chief Minister, he strived hard to improve the image of his party that had been tarnished due to allegations of corruption. He introduced various schemes such as Sakaala, aimed at providing time-bound services at government offices. But within a few months of becoming Chief Minister, he fell out with Yeddyurappa and was unable to unite the various factions of the party. In July 2012, he was asked to resign to make way for Jagadish Shettar when dissident activities in the party peaked. After suffering a big loss in the May 2013 elections, BJP elected DV Sadananda Gowda as the opposition leader of the legislative council in Karnataka. On 26 May 2014, Sadananda Gowda was sworn in as a cabinet minister in Prime Minister Narendra Modi's newly elected government. He was put in charge of the Ministry of Railways. He presented his maiden budget on 8 July 2014. On 30 May 2019, Sadananda Gowda was sworn in as a cabinet minister in Prime Minister Narendra Modi's second term government. He is put in charge of the Ministry of Chemicals and Fertilizers.

Former Uttarakhand chief minister Ramesh Pokhriyal ‘Nishank’ has been allocated the Ministry of Human Resource Development. Pokhriyal has been elected as a member of the Lok Sabha from the Haridwar parliamentary constituency for the second consecutive term. He won the Haridwar seat with a margin of 2,58,729 votes in the 2019 Lok Sabha election defeating Congress candidate Ambrish Kumar.

Early life

He was born in Pinani village, Pauri Garhwal, Uttar Pradesh (now Uttarakhand) to Paramanamd Pokhriyal and Vishambhari Devi. He graduated from Hemwati Nandan Bahuguna Garhwal University, Srinagar, Uttarakhand in M.A. He started his career as a teacher in Rashtriya Swayamsevak Sangh-affiliated Saraswati Shishu Mandir. Pokhriyal has been writing poems and stories since childhood. His first collection "Samarpan" was published in 1983. He has authored various anthologies and novels, as well as children's literature and personal development books.

Political Journey

Pokhriyal was first elected for the Uttar Pradesh Legislative Assembly from Karnaprayag constituency in 1991, and then later in 1993 and 1996 from the same constituency. In 1997 he was appointed for the Uttaranchal Development Minister. He was also Uttarakhand’s Chief Minister (from 2009 to 2011) and is currently a member of Lok Sabha’s 17th session and the Chairman of the Assurance Committee. He is a representative of Haridwar constituency in the Lok Sabha and a senior member of Bhartiya Janta Party. He was the Member of Legislative Assembly of Uttar Pradesh and Uttarakhand for five consecutive terms from 1991 to 2012. He was elected first time in 1991 from Karnaprayag ward for three consecutive terms. Pokhriyal was appointed Cabinet Minister for Uttaranchal Development in Kalyan Singh’s ministry and in 1999 appointed for Cultural Fulfillment and Endowments in Ram Prakash Gupta’s cabinet. In 2000, after the creation of Uttarakhand state, he was appointed for twelve departments including finance, revenue, tax and water divisions for the State of Uttarakhand. In 2007, he was appointed a minister for Health and Family Welfare, Language and Science departments in Uttarakhand. In 2009, he became the youngest Chief Minister of Uttarakhand. In 2012, he was elected MLA for Vidhan Sabha from Doiwala, Dehradunconstituency. In 2014, he resigned from Doiwala and elected from Haridwar for Lok Sabha. In May 2019, he became the Minister of Human Resource Development of India. Nishank’s nomination comes in the wake of RSS's continued efforts for changes in curriculum and policies which could not be undertaken during Prime Minister Modi’s first five years in office. The Sangh, especially its chief Mohan Bhagwat, has made no bones about the introduction of the new Education Policy and reforms in the higher education system. A committee headed by former ISRO chief K Kasturirangan was formed to draft the new education policy. The

report is yet to be submitted to the government. Nishank’s choice to head the HRD in the second term of the NDA government is being seen as a precursor to possible changes in the education policy as is being pushed by the Sangh.

Arjun Munda

Three-time Jharkhand chief minister and former Jamshedpur MP Arjun Munda is the BJP candidate from the Khunti Lok Sabha constituency. He is one of the best-known tribal faces of the BJP. He won the Khunti (ST) seat after narrowly beating his nearest Congress rival Kalicharan Munda by 1,445 votes.

Early Life

Arjun Munda was born in Jamshedpur district in the then undivided Bihar on 3 May 1968 to Ganesh and Saira Munda. His fa-

ther Ganesh died when Arjun was only seven. Saira had to work in the fields to make ends meet. Arjun Munda is married to Meera Munda and the couple has three sons. A graduate in social science, he had to struggle to educate himself because of adverse family conditions.

Political Journey

He began his political career in his teens during early 80s when he joined the Jharkhand movement spearheaded by Jharkhand Mukti Morcha (JMM) which sought to create a separate state for tribals from the southern regions of Bihar. A hardcore believer in the welfare of indigenous people of his region he felt passionate about the issue and took an active part in the movement. Soon his political influence grew due to his inclusive philosophy and he got elected to the Bihar Legislative Assembly from Kharsawan constituency in 1995 on a JMM ticket. NDA strongly espoused the cause of Jharkhand and made a promise that if elected they would create the tribal state of Jharkhand. Arjun Munda got attracted to BJP's ideology of selfless nation building and sacrifice. He believed in its policy of championing the cause of Jharkhand and joined BJP. He got elected again to the Bihar Assembly in 2000 elections contesting on a BJP ticket from his old constituency of Kharsawan that he had been nurturing for many years. After Jharkhand's formation, he got elected to the Jharkhand Assembly from the same constituency in 2005 and again in the 2011 bye-election after assuming responsibility as the CM in September 2010. When NDA government came to power in 1999 under the leadership of Mr. Atal Bihari Vajpayee it kept its promise and created Jharkhand along with Uttarakhand and Chhattisgarh as three new States of the Indian Union. ArjunMunda became the Tribal Welfare Minister in the 1st Babulal Marandi led NDA coalition government of Jharkhand which was carved out from Bihar on 15 November 2000. As welfare minister, he crafted many policies and programs to ameliorate a lot of the poor and downtrodden. His vision, his work ethic, and his performance matrix soon catapulted him to the top leadership grade and his popularity and support base soared meteorically. His inclusive philosophy and his commitment to Jharkhand's high growth and development put him in the CM's chair in 2003 at the young age of 35 when he was chosen as the consensus candidate to lead the State in the aftermath of Babulal Marandi's divisive domicile policy. He took oath as Union minister in Narendra Modi's second cabinet on 30th May 2019 and became the Minister of Tribal Affairs. nnn

uch is the appeal that woods hold. Often considered as the “green lungs”, forests are viewed as an important natural resource, not only for the many commercial uses but also for being suppliers of life—the very oxygen that we breathe. The survival of the human race wouldn’t have been possible without trees. However, forest cover has been declining at an alarming rate over the globe. Much of the risk is posed by human activities, in the quest for economic growth and development. Industrialization and globalization have prompted infringement of timberland territories by large firms as well as small scale businesses. Agriculture is a major contributor to forests being cut down to make way for food production for the ever increasing population. In this manner, a blend of customary and present-day humanprompted procedures is turning out to be the adversary for our "green lungs". The core cause of depletion of forests is the never-ending human greed, and culture of seeking more and more. In this quest for more, why not seek more green and more peace? Most of us know about these, but policy and will are what will make this mindfulness turn into action, thereby yielding positive outcomes. The festival of Van Mahotsav has been celebrated in India every year since 1950 in the first week of July. It has been bringing the general population of the nation together for the shared objective of tree plantation. Started by the former Union Minister for Agriculture and Food, Dr. K.M. Munshi, the week-long festival is celebrated differently in different states of the country. Since then, a huge number of saplings of different species have been planted amid the celebration, which sees the cooperation

of different organizations of the Forest Department in India. The principal aim behind the festival is to create awareness among the masses for forest conservation and planting trees.

History of Van Mahotsav Initiated in the year 1950, the movement was the pet project of Dr. K M Munshi, who had been the Union Minister for Agriculture and Food at the time. Alarmed by the extensive felling of trees and the damage that was being caused to the environment, Munshi concocted the possibility of a yearly tree planting celebration so as to bring issues to light among the majority towards timberland preservation. He needed individuals to be excited towards the reason similarly as one would be amid different celebrations. Some of the goals of Van Mahotsav as envisioned by Dr. Munshi were: to increase production of fruits that could be added to the potential food resources of the country, help create shelter-belts around agricultural fields to increase their productivity, provide fodder leaves for cattle to relieve intensity of grazing over reserved forests, support soil protection and counteract further fall in soil fertility. He also intended to inculcate awareness and love for trees among the citizens and popularise planting and cultivating of trees in farms, villages, and municipal and public lands. Fascinatingly, the term Van Mahotsav first sprung up in July 1947 after a successful tree plantation drive that was held in Delhi. It saw the contribution of national leaders like Jawaharlal Nehru, Dr. Rajendra Prasad and Abdul Kalam Azad. The report also pointed out that India ranks among the top ten countries of the world in terms of forest area, despite the fact that none of the other nine countries has a population density of more than 150 persons per sq km, ompared to India, which has a population density of 382 persons per sq km. India is ranked 10th in the world, with 24.4 percent of land area under forest and tree cover, even though it accounts for 2.4 percent of the world surface area and supports the needs of 17 percent of human and 18 percent livestock population. Quoting figures from the India State of Forest Report 2017, there is an increase of 8, 021 sq km in the total forest and tree cover of the country, compared to the previous assessment in 2015. The increase in the forest cover has been surveyed as 6,778 sq km and that of tree cover as 1, 243 sq km. The total forest and tree cover is 24.39 percent of the total geographical area of the country. Van Mahotsav festival is a wonderful initiative to save the environment and to raise awareness about ecology. It is an event that sees lakhs of saplings being planted every year and is indeed a celebration of life. With the evergrowing, life-threatening threats of global warming and pollution, the initiative hailed by Dr. Munshi 67 years ago is what the world needs right now. nnn

‘Dozee’ Launches Mindfulness Feature on International Yoga Day Well-Being

Bengaluru based health-tech start-up Dozee, launched ‘Mindfulness feature’in the occasion of International Yoga Day on June 22, 2019. It was the first-of-its-kind experience for the cancer patients at HCG, a Banguluru based hospital – The Specialist in Cancer Care. OD Bureau

eveloped by the graduates of India’s premier institution, IIT, Dozee is patented contact-free health monitor that tracks heartbeat, respiration, sleep and stress from under the mattress. Supported under Make in India campaign, Dozee’s launch of meditation on International Yoga Day is being considered as one of the powerful integrations of two initiatives of the incumbent union government. Apart from various others, the session was attended by dozens of cancer patients and survivors from HCG. The session took off with Dr.RaghavendraRao(HoD CAM Program, HCG Oncology) talking on the benefits of meditation and getting patients to practise some yogic techniques. This was followed by 10 minutes of guided meditation, where patients followed the meditation instructions from Dozee App. The patients were provided with personalized report, quantifying the impact of the session on their heartbeat, respiration and stress levels. “This was a really unique experience for us. I felt my stress levels came down significantly, and I could see the result of it on Dozee app as well. The whole meditation experience became very real for me”, a cancer patient Neeraj said. Dr.RaghavendraRao said, “HCG has always believed in providing holistic care to all its patients and ensuring a better quality of life. We have combined the ancient stress relieving techniques of Yoga with advanced medical care to help manage cancer better. This International Yoga Day, we decided to include Yoga as a part of its patients’ treatment plans. A major ratio of the population follows Hinduism, Christianity, and Islam. The economy is dependent on sugarcane farming. Tea and tobacco are exported. Tourism is a fast growing industry of Mauritius. Mauritius is also famous due to the beautiful bird called Dodo that was found only here and is now extinct. Here is an excerpt: OD: Please let us know about your professional expertise in brief? OD: Please also let us know about your scholastic and background? A lawyer by training. A crusader by choice. Living by the idea of “sirf hungama khada karna mera maksad nahi, meri koshish hai ki soorat badalni chahiye.” I feel my true calling is to work for the week and oppressed. To utilise my knowledge of the legal system as means to benefit the man standing on the last step of our society. As far as formal education is concerned I have been lucky to attend several esteemed institutions like La Martiniere Girls’ College, Lucknow; D.P.S Noida and National Law University, Delhi. OD: How would you describe your journey as a lawyer? My father wanted me to be an Engineer, like the parents of all the so to say, bright kids of our generation. He still was living under the impression of the dark era of the legal profession where we say a plentiful of law graduates stemming from a lot of colleges all around the nation who could not establish themselves as eminent legal professionals. Convincing him that I really want to do this and I will be just fine, was the first case I ever won. After a gruelling stint at the law school. I did not take up a job at a law firm and decided to venture independently into litigation. A decision, whose aproposity only time will decide. Now any student, entering professional life comes with his/her share of trepidations. Everyday is a new chapter, marked by its

highs and lows, successes and failures, wins and losses. but it seems to be teaching me the simple truth, that perseverance prevails. It has been an arduous journey but an enriching one.

OD: We would also like to know about your specializations? I have been into litigation including representation before The Supreme Court of India, High Courts of various states, National Company Law Tribunal and Appellate Tribunal, Consumer fora., Debt Recovery Tribunals and Appellate Tribunals. I have been providing support to various Start-ups and taking up cases before the RERA too. I do provide free Legal aid to the needy and take up Public Interest Litigations for the causes I strongly feel for. OD: What are your views on the current state of the Indian legal system? A strong and independent judiciary is very important for the growth of India. Since a speedy and efficient system are the very essence of society.Independence of the judiciary is directly linked with human rights and liberties of the society. Rights, decision and liberties would be reduced to the level of no more than just laws, when they are not enforced by courts. So, the judicial systems must be safeguarded, protected, strengthened and streamlined right from the bottom. And it is made sure that the judicial process is never used to achieve political objectives. At such times judiciary is itself on trial. Another direction in which the judiciary faces threat is from within. If the Indian judiciary is to enjoy the confidence of the people, it could be achieved only by dedicated and conscientious work. Delay in disposal of cases by the courts frustrates the purpose of justice. Delay causes dismay, and creates disillusionment in, all those who knock at the doors of the courts. The honour and reliability of the Indian legal framework, stands strong.Our entire legal system is based on the principle that no innocent should suffer. Today if we proactively deal with the issues of corruption, the growing pendency of cases, and the lack of transparency in the judicial system.

Advocate Ishanee Sharma OD: What immediate changes do you wish the legal industry should incorporate to bring about a sizeable difference in the overall scenario? Complexity is the fuel of the current legal system in india . It is the reason why you have to hire a lawyer to navigate the arcane procedures required to see a case through to its conclusion. It is why the contracts you sign today are longer and more convoluted than ever before. There is an urgent need to simplify the entire legal system—to make it more accessible and less mysterious. In India, I think more than achieving the targets of growing the industry to reach the predicted targets of billions of dollars, we should aim at making justice accessible to all. A country with such a vast population and economic disparity, the legal system should be a tool for all to realise and exercise their rights in order to improvise the general standard of living. OD: Your message to the law aspirants preparing for various NLUs? Not only before entering the law school, post that too. In life Whatever looks unmanageable or challenging. r. Ashok Kumar Gadiya originally hails from Chittorgarh District of Rajasthan. He has been residing in the National Capital Region of Delhi for the last 35 years. After his B.Com, Dr. Gadiya completed his CA. Subsequently, he also obtained a Ph.D. Here are the excerpts from an in-depth interview that delves into Dr. Gadiya’s life and his contribution to society: Q. Why and how did you enter the education sector? A. I had an ardent desire since my student life that I should do something for the young generation. As soon as I got some free time after establishing my CA practice, this desire to educate the youth (boys & girls) got hold of me again. So in 1997-98 I, along with my close friend Shri Ashok Kumar Singhal, set up an institution for higher education. Q. Can you tell us about the educational institutions you are associated with? A. I am the Chairperson of Mewar University. I am also the chairperson of Mewar Institute of Management as well as Mewar Law Institute. In addition, I am the founding member of more than half a dozen educational institutions, Mewar Girls College and Nursing College. Q. What are your aims and objectives in the field of education? A. I am constantly making efforts along with my friends and colleagues to ensure that the new generation gets employment-based education so that they either get decent jobs or they become entrepreneurs themselves. In addition to getting the right education, the mindset of

our youth needs to be aligned with the mainstream of our nation and society. The youth must be sensitized to social issues in order to play the role of responsible citizens. That sums up my aims and objectives in the field of higher education. Q. What have you thought about the students belonging to backward and poor sections of the society? A. All the educational institutions set up or run by me are continuously engaged in providing the best education to students from backward and economically poor sections of the society. I wish to make these students as competent and talented as those from resourceful and higher strata of the society. The students from backward and poor sections of SC / ST, OBC and others should be able to compete on the basis of their talent and not any special concession provided on compassionate grounds for their social uplift. Q. Do you have any other programmes which helps the students to get Training and employment? Yes. We do have. We are collaborating with Government, Non-governmental and reputed institutions in the country and abroad. These collaborations include faculty exchange, foreign students admission, consulting and others. In addition to these courses which create employment to girls immediately are also offered. Q. What are you doing for nation building and social reforms through education? A. All our educational institutions impart education that inspire students and train

The purpose is to sensitize students to social issues and help them to grow the desire to work for the society. We also try to instill a sense of nationalism by organizing sports, extension activities and athletic events. Q. What are your plans for the future? A. My entire life is dedicated to provide quality higher education to the young generation. I just wish to accomplish all those tasks and fulfill all the responsibilities that will contribute positively to the progress of our nation and society. I wish to ensure that the young generation gets good and qualitative education and international opportunities. They get the right employment. The students from downtrodden sections are placed in a good employment, decision making in Nation building and live on their value system, my desire is fulfilled. Leader of Opposition is a Statutory Position, the '10% Rule' is Not Founded in Law

ecognizing a member of the house as leader of the opposition is not a political or arithmetical decision, but a statutory one. The speaker has to merely ascertain whether the party claiming this post is the largest party in the opposition, not how large its bench strength is. The argument that the Congress cannot claim the post of leader of the opposition because it does not have at least 10% of the membership of the Lok Sabha is devoid of any legal merit. The leader of the opposition is one of the key parliamentary functionaries whose role, though not defined in any rule, is of very great importance in the functioning of a legislature.He or she is invariably a senior leader representing the main opposition party in the legislature. In the British parliament, the leader of the opposition is referred to as the ‘shadow prime minister’, so called because he or she is always in a state of readiness to take over the government if the incumbent government falls.There, the leader of opposition forms a shadow cabinet too.Thus, the role of this parliamentary functionary under the Westminster tradition is not only to oppose and criticize the government, but also to take the responsibility of forming an alternate government should it become possible to do so in the event of the fall of the existing one. Now that the new Lok Sabha has been constituted, the question as to whether there will be a leader of the opposition has become alive once again. During the last Lok Sabha, which was dissolved a few days ago, the speaker refused torecognize a leader of the opposition even though the Congress was the largest party in the opposition. The leader of the opposition in the houses of the Indian parliament is a statutory post.This post is defined in the Salaries and Allowances of Leaders of

Opposition in Parliament Act, 1977 as simply the leader of the numerically biggest party in opposition to the government and recognized as such by the speaker/chairman: Definition—In this Act, “Leader of the Opposition”, in relation to either House of Parliament, means that member of the Council of States or the House of the People, as the case may be, who is, for the time being, the Leader in that House of the party in opposition to the Government having the greatest numerical strength and recognised as such by the Chairman of the Council of States or the Speaker of the House of the People, as the case may be. Explanation—Where there are two or more parties in opposition to the Government, in the Council of States or in the House of the People having the same numerical strength, the Chairman of the Council of States or the Speaker of the House of the People, as the case may be, shall, having regard to the status of the parties, recognise any one of the Leaders of such parties as the Leader of the Opposition for the purposes of this section and such recognition shall be final and conclusive. In the new Lok Sabha, with 52 members, the Congress is the largest party in the opposition and is, therefore, the rightful claimant to this post under the law.There is no ambiguity about it as the law is absolutely clear on this point. It is, therefore, very surprising to hear from the media that the Congress will not get the post of the leader of opposition this time too since its strength in the Lok Sabha is less than 10% of the total number of MPs in the house. As we saw above, the law does not contain any such condition. Since the leader of the opposition is a statutory post, one needs to only look into the concerned law to find out who can become the leader of the opposition

and how he or she is to be recognized, etc. There is no room for ifs and buts, under the Salaries and Allowances of Leaders of Opposition in Parliament Act, 1977, the duty of the speaker is to recognize the eligible person as the leader of the opposition.When a request comes from the largest party in opposition, the speaker is legally bound to recognize the leader of that party as the leader of the opposition. Way back in the 1950s, the speaker started the practice of recognizing parliamentary parties as ‘parties’ and ‘groups’ for the limited purpose of allotting seats in the house, time for participating in the debates, rooms in Parliament House, etc. He issued a direction under which a party is recognized as such only if it had 10% of the strength of the house.A party which had less than 10% of members were categorized as a ‘group’ but there was no reference to the leader of the opposition in the above direction.It would appear that the people who administered the house rules and directions acted under the erroneous belief that only a party having 10% of members can claim the post of leader of the opposition. In any case, after the enactment of the 10th Schedule of the constitution which brought in anti-defection provisions, every party – irrespective of the number of members it has in the house – is considered a ‘party’.Even a one-member party is a party in the house. Thus, the categorization of parliamentary parties as ‘parties’ and ‘groups’ by the speaker becomes irrelevant and likewise, this practice is obsolete.Therefore, to say that Congress cannot claim the post of leader of the opposition because it does not have at least 10% of the membership of the house is devoid of any merit. eclining ground water may appear to be a serious cause of concern in days to come. Not only the government or non-government agencies, but also the common citizens need to be sensitized towards the issue. If the situation is not controlled, the days are not so far when the water level will deplete beyond the limit. Sources from the Central Ground Water Board (CGWB) revealed that Haryana, Punjab, Rajasthan, Western Uttar Pradesh, Andhra Pradesh, Karnataka, Tamilnadu and portions of Maharashtra are among the worst affected states in the country. Out of the total 15078 wells, which were analyzed by the CGWB during pre-monsoon periods in the year 2017, at least 626 have shown the water level less than 2 MBGL (Meters Below Ground Level). While, almost 3592 wells were witnessed with a depth range between 2-5 MBGL, about 6423 with water level in the depth range of 5-10 MBGL, 3457 with water level in the depth range of 10-20 MBGL, 740 in the depth range of 20-40 MBGL and the remaining 240 were seen with a water level of more than 40 MBGL. The maximum depth to water level of 134.22 MBGL is observed in Bikaner district of Rajasthan whereas the minimum is less than 1 MBGL various localities including in Bihar, Jharkhand, Odissa, West Bengal and few other states. The reports quoting to the CGWB reveals that the general depth to water level of the country

ranges from 2 to 20 MBGL. But in the major parts of the country, water level varies between 5 to 10 m. In major parts of north-western and western states, depth of ground water level was generally witnessed deeper and ranged between 10- 40 MBGL. In parts Delhi, Chandigarh and Rajasthan, water level of more than 40 MBGL was recorded in the year 2017. In other hand, the peninsular part of country recorded a water level in the range of 5 to 20 MBGL. Asked about the main reason behind continuous declining of ground water, a senior CGWB officer said apart from the failure of regular and timely monsoon, growing food consumption across the globe and efforts to boost agricultural trade has put utmost pressure on groundwater sources. This apart haphazard growth in construction works, rampant destruction of forests and green covers, continuous sand mining and other such factors are among the major reasons behind declining ground water level. Higher production leads to greater demand of groundwater. But since the amount of water required for these activities is much greater than that of the global supply of water from rivers, lakes or other resources, the ground water is depleting day by day. Groundwater accounts for 43 per cent of the water used for irrigation across the globe. The CGWB Regional Director, Uma Kapur, however said that the central government was leaving no stone unturned to control the depleting water level across the country. “Besides, other preventive measures by various departments by the central as well

as the state agencies, we are continuously conducting awareness program to control the situation”. “Various academic programs like essay competition, speech, debate or other such activities are regularly conducted by the CGWB to aware the citizens. Another CGWB member said that as agriculture, water supply and related activities come under the state subjects, the state governments need to be more sensitive towards these issues. In order to cope up with the growing consumptions and wastage of ground water, World Water Day is celebrated every year on 22ndof March. The main objective is to increase awareness about the importance, need and conservation of water among the people. Like every year, the theme for World Water Day celebration of the year 2019 was “Leaving No one Behind”. step as the first World Water Day. As the people of the plane, overlooked the ecosystem and the surroundings, it massively caused an environmental damage and climate change. Multi-dimensional degradations like: degradation of vegetation, soil, rivers and lakes due to these changes were witnessed. That further led to floods, droughts, water pollution and other trouble. As such, the theme for World Water Day, 2019 - “Leaving no one behind” may be termed as the refabrication of the agenda for Sustainable Development Goal 6(SDG 6) 2030 that focuses on the water availability without keeping anybody away from their basic rights of availing water. Ground level reality shows that there are a large chunk of people that are still without safe water and are struggling to survive, even in absence adequate water. Women, children, refugees, indigenous and disabled get unnoticed and discriminated for accessing safe water. Safe water- it is simplified manner for ‘safely managed drinking water service’ water that is purified (free from contamination), accessible on the premises and available when needed. Having safe water is a basic human right which must be sufficiently available, accessible and affordable for personal and domestic use to everyone. This is important for public health and hence, crucial for a developed, stable and prosperous world. In order to ‘Leave no one behind’, the emphasis must be towards including marginalized and ignored people. Laws and regulations must recognize the right to water for all which is possible when sufficient funds are fairly and effectively aimed at those who need it the most.

Disney, which controls the characters now after its Fox acquisition, will reboot the entire X-Men franchise except Deadpool. Simon Kinberg, the director, has admitted the failure of the movie. In an interview on KCRW’s The Business podcast (quoted by Collider), Kinberg said, “It clearly is a movie that didn’t connect with the audiences that didn’t see it, it clearly didn’t connect enough with audiences that did see it, so that’s on me”. It wasn’t made as a classic superhero movie, it was made

as more of a dramatic, intimate, smaller film”, he said, adding, “Originally it was going to come out in November, then it was going to come out in February, and those were the date that I felt like it actually would have felt more appropriate to”. In an indirect way, Kinberg also pointed fingers at the impending merger between Disney and Fox and implied that it may have affected the film’s production. “Well, there’s no question that people were either getting fired or leaving. I think the massive layoffs, people were well aware of, and ultimately in the last six months or so, there were massive layoffs. Like thousands and thousands of people. So the marketing and publicity side of Fox were very badly hit, and I noticed it because oblivious I was going to marketing meetings every week and there were people who weren’t there anymore. They were people that I worked with for many years on many movies that I made,” he said. Another record the filmmakers would rather the film had not made is its Rotten Tomatoes score. The critics did not like the film at all. It holds the lowest rating for any X-Men movie. Its score is 23 per cent. The consensus reads, “Dark Phoenix ends an era of the XMen franchise by taking a second stab at adapting a classic comics arc — with deeply disappointing results”.

The battle was fought between the northern expeditionary force of the Maratha Empire and invading forces of the King of Afghanistan, Ahmad Shah Abdali, supported by two Indian allies— the Rohilla Afghans of the Doab, and Shuja-ud-Daula, the Nawab of Awadh. The film also features Sanjay Dutt, Arjun Kapoor and Kriti Sanon in pivotal roles, and is produced by Sunita Gowariker under their home banner AGPPL in association with Rohit Shelatkar's company – Vision World. Film director, Ashutosh Gowarikar, in a press release from the film makers, said that it was an absolute honour and a fan moment to be directing ‘Zeenatji’. “There are many of her films that I have loved and especially her work in them.
