MESSAGE FROM THE EXECUTIVE DIRECTOR Reflecting on the past 15 months of my tenure at HARBEL the first word that comes to my mind is CHANGE. The past year has been a time of transition and restructuring. My initial goal was to maintain an impactful presence in the community and expand our youth focused programs. I am proud to say that the goals were exceeded with the introduction of our youth program “CREW”; Creating Righteous En-lightment Within. I am honored to continue representing HARBEL in the capacity of Executive Director and work alongside an incredibly talented and dedicated group of professionals. I am appreciative of the work and ingenuity the HARBEL team has demonstrated during the pandemic “COVID-19” by continuing to provide needed clinical services via telehealth and seamlessly becoming a food distribution location. HARBEL has remained committed to the community by remaining open for services and becoming a daily respite location for those in need.As the Executive Director of HARBEL and an Afro-Latina it would be irresponsible of me not to comment on the current state of affairs in our country and more specifically “Black Lives Matter '' movement. Growing up in Spanish Harlem, I was fortunate to be surrounded by a culturally robust community. Unfortunately, my experiences as a young woman growing up in NYC was not without reminders that I was different. Today, returning home I am greeted by the aftermath of gentrification as many of our communities are experiencing. The senseless murders of George Floyd, Breonna Taylor, Ahmaud Arbery, Travon Martin, Tamir Rice, Michael Brown, Eric Garner, Philando Castille and countless others coupled with ongoing systemic racism has finally triggered a movement for CHANGE. This tumultuous time serves as an opportunity for HARBEL Community Organization, Inc. to serve as a conduit for community members of all races, socio economic status, gender and sexual orientation to provide a safe place to gather, organize and promote Positive Change.

HOUSING PARTNERSHIP September 2019, HARBEL Housing Partnership began its 28th year of providing services to individuals and families seeking to purchase a home. Currently 12 partners provide the critical funds necessary to serve our clients, along with the valuable resource of their loan officers instructing at our homebuyer workshops. HARBEL Housing continues to receive governmental support from both Baltimore City and Baltimore County.

HARBEL RECOVERY & PREVENTION CENTER

· HPRC provided 6102 behavioral health services to members of the community and surrounding area. The services provided include 238 new client enrollments, or intake assessments, completed. HPRC was on track to exceed the number of behavioral health services provided during the 2018-2019 fiscal year prior to the COVID-19 pandemic, which had a significant impact on enrollment and participation in treatment due to state mandated restrictions. Also, as HPRC transitioned to providing telehealth services to ensure staff and client safety, technology barriers became a challenge. As the state continues to safely lift restrictions, it is anticipated that enrollment and participation will greatly increase.

HPRC Staff HPRC clinical and support staff have worked diligently to help clients transition to telehealth services, while also adjusting to utilizing virtual platforms to provide services. The HPRC team met the challenges presented and supported clients and each other as COVID restrictions and guidelines changed, sometimes day to day – all while still adjusting to staffing changes that occurred not long before the pandemic. The HRPC staff through their dedication and flexibility rose to the occassion and continues to provide outstanding support and service to clients and the community! HPRC PROGRAMS #HARBELHELPS

CITY NEIGHBORS HIGH SCHOOL A weekly after school youth group which HPRC staff facilitate at the school, discussing various topics ranging from substance use prevention to domestic violence in teen relationships.

JOINS Juevenile Offenders in Need of Supervision (JOINS) program refers those in need of assessment and/or treatment to HPRC for treatment.

MERVO · A grant funded program to accept referrals for substance abuse treatment and to provide these services within the school to help increase student access to treatment.

THE WOODBOURNE CENTER · Behavioral Health information to foster parents of adolescents through a series of informational groups. These groups cover information relevant to alcohol and drug abuse, treatment and prevention, mental health awareness, supporting foster care youth, and accessing community supports and resources.


COMMUNITY RELATIONS Long time staff member Michael Hillard provided over 20 years of service to both HARBEL and Baltimore City Police Department. Mike, retired in February 2020 leaving behind a legacy of community activism and support. HARBEL welcomed a mew Director to continue the legacy that Michael Hillard built and to continue with a new vision.

HARBEL has continued to provide free meeting space for associations to gather and meet on a monthly basis, via in person or virtually. In this new era of technology, HARBEL hosted a series of virtual candidate forums which can be viewed through the League of Women Voters or HARBEL's Facebook page. HARBEL Community Relations Staff had an incredible year! Participating in over 100 Community Association Meetings, Forums and events. HARBEL has been an intregral part in working with the community on a variety of issues including, liquor board and licensing, zoning, crime and much more. During COVID-19, HARBEL was able to quickly transform into a food distribution site, providing over 1000+ meals 2 days a week to residents in NorthEast . Filling an immediate need for those who found themselves without resources and support.
