Hanover Area Chamber of Commerce Supports the Eisenhower Extension We support the 5C option for the Eisenhower Extension project as it provides the best outcome for the greater Hanover community. We believe the 5C option is the only way to improve the area’s roadway system because it will improve the traffic and roadway system in the community, address traffic congestion, reduce drive times for the area on already heavily congested roadways, improve safety within study area which experiences higher-than-average crash frequency when compared to similar roadways within the Commonwealth This project has been studied and supported by local leaders and regional transportation planning organizations for the past 30 years. The Eisenhower Drive Extension Project is located in York and Adams Counties. Eisenhower Drive, SR 94 (Carlisle Street), and SR 116 (Hanover Road, West Elm Street, 3rd Street) are main traffic corridors through McSherrystown, Hanover, Conewago Township, and Penn Township. These roadways are heavily congested, do not move traffic as efficiently as needed, and experience higher-than-average crash frequency when compared to similar roadways within the Commonwealth. This project involves extending Eisenhower Drive through Conewago Township, from where it currently ends at High Street to Hanover Road (SR 116) west of McSherrystown. Our Main Street Program has done a great deal to improve the downtown, boosting its charm and preserving its character. A project like what is proposed in the TSM alternative would effectively decimate the downtown corridor by increasing traffic in our historic Center Square. The downtown district’s character would drastically change if the primary arteries were widened to accommodate four lanes of traffic on Carlisle St. The 5C option is the only alternative that will support safer roadways and provide traffic congestion relief in the area. It is our opinion that the TSM Alternative or No Build are not appropriate or safe options for the Hanover Community. The 5C option is the only alternative that will support safer roadways and provide traffic congestion relief in the area. We support the 5C Alternative as the best option to address the current and future needs of the greater Hanover area.

Business Briefs

BARLEY SNYDER PARTNER DAVID FREEDMAN RECEIVES 3RD LIGHT OF LIBERTY AWARD Lancaster, Pa. – For a third time, the Pennsylvania Immigration Resource Council has awarded Barley Snyder partner David Freedman its prestigious Light of Liberty award. The award is bestowed annually on the organization’s top pro bono attorney. The Light of Liberty ceremony, which recognizes the volunteers and supporters who worked with Yorkbased PIRC in the past year to provide services to vulnerable immigrants in Pennsylvania, was held on Sept. 22. In 25 years of the PIRC, Freedman is the only person to be awarded the Light of Liberty designation more than once. Freedman was honored this year for spearheading a statewide effort to push courts to adjudicate U visa cases that have been backlogged for years. The PIRC previously gave Freedman the award in 2015 and 2018. “The work the PIRC does is essential to the future of fair and just immigration not just in Pennsylvania, but throughout the country,” Freedman said. It’s a privilege and an honor to help the brave, immigrant victims of sexual violence who are PIRC’s clients.” Freedman is a member of the Barley Snyder Employment Practice Group and the chair of the firm’s Education Practice Group. He is also the president of the board of directors of the Lancaster Bar Association. WELLSPAN HEALTH PROMOTES KIMBERLY BRISTER TO CHIEF DIVERSITY, EQUITY & INCLUSION OFFICER POSITION WellSpan Health today announced the promotion of Kimberly Brister to the role of vice president and chief diversity, equity and inclusion officer. She is the

first person to hold this position within the organization. Brister has led the organization’s diversity and inclusion efforts since 2019, holding the previous title of senior director of talent acquisition, diversity and inclusion. With the latest promotion, Brister will focus 100 percent of her capacity on advancing the organization’s efforts to build a diverse workforce and strengthen its inclusive culture and is backed by the resources of an official office of Diversity, Equity and Inclusion. “Kim has been instrumental in strengthening and representing WellSpan’s position and response to issues of discrimination, bias and racism in our institutions and communities,” said Roxanna Gapstur Ph.D., R.N., president and chief executive officer, WellSpan Health. “And she is the dynamic leader needed to guide our continued focus on recognizing and appreciating our unique differences as individuals, and advance a culture where every person feels respected, included and valued.” The appointment is the latest step in WellSpan’s long-range strategy to build an engaged, diverse workforce representative of its diverse communities, and an equitable and inclusive workplace where individuals from every background and lived experience have the opportunity to excel in their chosen career path. “At WellSpan our mission is to provide exceptional care for all and to do that we must understand and respect the differences of everyone in our care,” Brister said. “We gain strength when our diverse workforce is empowered to serve our diverse community, and it all starts when an organization creates a place where everyone feels safe to share ideas that reflect their unique experiences.” Brister is the recent recipient of the Central Penn Business Journal 2021 Women of Influence Award as well as the Diversity

Impact Award from the York County Economic Alliance for her efforts on the Confronting Racism Coalition. “The conversations we are having to address bias and inequality may feel uncomfortable, but we know that discomfort can generate self-awareness which can lead to self-improvement,” explained Brister. “All of our team members own a part in creating an environment where our colleagues and patients feel safe, respected and valued.” WellSpan recently committed to the CEO ACT!ON Pledge for Diversity & Inclusion, an initiative that outlines a specific set of actions to be taken by participating organizations to advance diversity & inclusion efforts; and has signed on to the Pennsylvania Values Business Pledge as an employer in favor of updating the State’s nondiscrimination law to include sexual orientation and gender identity, ensuring Pennsylvania businesses can recruit and retain the best talent. Brister has a Master of Business Administration in healthcare administration from the University of Phoenix. She has earned the Diversity & Inclusion Certificate from Cornell University. She is actively involved in numerous community organizations, including the York College Community Opportunity Scholarship Program (YCCOSP) of York College of Pennsylvania; the United Way Board of Directors and Leadership Giving Circle Committee; the YWCA of York County Board of Directors, a member of the York County Community Foundation’s Racial Equity Committee, and the Confronting Racism Coalition and Big Brothers Big Sisters of York & Adams Counties, where she previously served as board president.
