Bridging the Gap Between Young Talent and Local Businesses College and career ready—this is the goal of the Hanover Chamber’s Workforce Development Program. Noting the need for a talented and competitive workforce, the chamber set out to educate and develop the future workforce over 15 years ago. The program has since grown to be widely successful, thanks to partnerships with local schools, businesses, and manufacturers. The Workforce Development program allows the area's future workforce to learn about job opportunities in their hometown. Skilled employees are needed in key areas, including welding, industrial maintenance, quality control, physics, electronics, and more. The Workforce Development program bridges the gap between young talent and local businesses, allowing both parties access to each other in an effort to fill jobs. Manufacturing Week is a celebration of modern manufacturing meant to inspire the next generation of manufacturers. Throughout the week, local partners in education, manufacturing, and business recognize the significance of manufacturing to the local economy and celebrate the strong business and education partnerships that exist in our community. The Ethical Decision Making in the Workplace and Society Symposium is an all-day class that focuses on character building. Students are placed with a business/community representative who serves as their table leader.

Introduction to Manufacturing is an 18week program designed to educate high school seniors about the manufacturing environment, potential career paths in manufacturing, and local career opportunities within the Hanover marketplace. ITM also provides students with the opportunity to earn 1 – 3 college credits in engineering at HACC. New for 2017 was the Apprenticeship Program, the first chamber-run apprenticeship program in Pennsylvania approved by the PA Department of Labor and Industry. Through the apprenticeship program, high school students have the opportunity to begin as preapprentices in their junior year. The program is then structured around their high school curriculum and work hours within one of the four participating companies. Upon graduation, students have the opportunity to complete a second year as paid employees where they were pre-apprentices. Both Hanover High School and South Western High School participated in this program in fall of 2017. For more information on the Apprenticeship Program, please see page 4. The Workplace and Career Readiness Camp is a summer program designed to expose incoming sophomores to career options, both high-demand and non-traditional, within local Hanover businesses and industries.

Chamber Begins New Apprenticeship Program Last year, the Hanover Chamber became the first chamber in Pennsylvania to submit an Apprenticeship Model that was approved by the PA Department of Labor and Industry. Following approval, the chamber set the program in motion in September 2017 along with Hanover High School, South Western High School, Elsner Engineering Works, Inc., KLK Welding, Inc., RH Sheppard Co., Inc., and UTZ Quality Foods, Inc. Through the apprenticeship program, high school students begin as pre-apprentices in their junior year. As they progress, students become acquainted with equipment, practices, and skills within one of the four participating companies. The program allows students a taste of life within their industry and company, while also allowing companies a chance to evaluate potential employees. Upon graduation, students have the opportunity to complete paid apprenticeships within the companies where they were preapprentices. One of the four participating companies, Elsner Engineering Works, Inc., has been especially instrumental in bringing the apprenticeship program to life. The chamber is extremely appreciative of the work of Bert Elsner II in particular. Bert has been extremely attentive throughout the entire processes of creating and implementing the apprenticeship program. He has been an advocate, negotiator, and facilitator; the program would certainly have failed to reach its full potential without his assistance. To recognize his efforts, the chamber awarded Bert with the Chairman’s Award at the 2017 Business Awards Ceremony. The chamber hosted an event on Nov. 15, 2017 to celebrate the apprenticeship program and its success thus far. Both Hanover and South Western High Schools opened up their facilities for tours and student demonstrations. Welding labs, foundries, 3-D printing stations and even augmented reality rooms were on display for guests to observe and interact with.

Throughout the day, several students gave testimonials to the programs which have well-prepared them for life after high school. There were several school districts in attendance that do not yet have these facilities but aspire to offer workforce preparation to students in the future. The chamber is working with these districts to provide workforce education opportunities, and to bring their districts into the Apprenticeship Program. Additionally, representatives from several state agencies were present to learn more about what Hanover schools have to offer, and how the Chamber’s apprenticeship model can be replicated across the Commonwealth. WellSpan Health physicians, leaders and staff joined with community members in November to officially break ground on the new, 80,000-square-foot WellSpan Hanover Health Center project in Penn Township, York County. Announced in August, the $49 million health center will house an outpatient surgery suite, lab and imaging services, and primary care and specialty physician offices. ELSNER APPOINTS OLIVER HOAR TO BOARD OF DIRECTORS Elsner Engineering Works announced that Mr. Oliver Hoar has been appointed to its Board of Directors.

ACNB ANNOUNCES NEW HIRE AND PROMOTION ACNB recently hired Anthony A. Spangler as Assistant Vice President/ Commercial Loan Officer and promoted Lisa M. Miller to Retail Office Manager.

Hoar, former President of R.H. Sheppard Co., most recently facilitated the acquisition of R.H. Sheppard by WABCO Holdings. As the manufacturer of leading steering technologies for commercial vehicles, R.H. Sheppard was a perfect, complementary fit for WABCO, a global supplier of technologies and services that improve safety, efficiency and connectivity to commercial vehicles. Mr. Hoar’s extensive, 14-year background in business and manufacturing at R.H. Sheppard makes him a great addition to Elsner’s board.

In his new role, Spangler is responsible for building commercial customer relationships by providing commercial loans, deposit accounts, and other banking services to assist in the operation and growth of a customer’s business. Spangler has worked in the banking industry in southcentral Pennsylvania for 10 years, with nine years dedicated to retail banking and commercial lending. Following graduation from Hanover Senior High School he attended McDaniel College where he earned a Bachelor of Science in Economics and Business Administration.

DOCEO HIRES NEW TECHNOLOGY CONSULTANT DOCEO Office Solutions has hired Jay Engle as a Technology Consultant. In his new role, Engle will educate and provide office solutions to Northern Lancaster County businesses that include multifunction printers, desktop printers, wide-format systems, hardware/scanning systems and document management software. Engle’s experience comes from business-to-business solutions sales positions, a self-employed real estate profession and as president of a successful technology-based distributorship, Engle Business Systems.
