Hacer began with a simple idea. That buildings should be delivered with more clarity, more structure, and fewer compromises. From its founding in 2000, that belief shaped not just how the company grew, but who was trusted to lead it.
The vision laid the foundation for Hacer’s delivery model and culture remains deeply embedded in how the business operates today.
Leadership is carried by Vin Sammartino, Paul Toleman and Mark Lewis. Vin joined in 2010, bringing over 27 years of experience in the concrete industry. He now leads Business Development and works closely with both pre and post construction teams to shape building structures that are commercially aligned, efficient and cost effective.
In 2016, Paul and Mark were appointed Directors, taking responsibility for Hacer’s Commercial and Construction arms respectively. Together, the three directors bring significant depth across project delivery, strategic cost planning and complex stakeholder engagement. They have successfully delivered work for major Australian companies, developers and private investment groups across the country.

Mark Lewis Director | General Manager
Mark joined Hacer in 2014 as a Construction Manager bringing over 30 years of experience in the industry.
Mark has worked at a senior level for a number of Tier 1 construction companies both interstate and internationally with extensive experience in the UK.
He has delivered large scale projects across a wide range of sectors including residential, retail and commercial.
With a Diploma in Frontline Management and qualifications in estimating and cost planning, Mark’s approach focuses on people management and motivation to successfully deliver projects.
Mark was appointed as an Associate Director in July 2015, and became a Director in July 2016.
Vin Sammartino Director | Business Development
Vin joined Hacer Group in 2010 as Business Development Manager after 27 years in the concrete structure industry, bringing a wealth of knowledge and business experience, and a reputation for delivering high-quality projects on time and on budget.
With a significant workbook of Design and Construct projects, Vin works alongside the Estimating, Design and Construction Teams to develop the most cost effective and efficient building structures. Vin holds a Bachelor of Construction Economics (B. Constr. Eco.).
Paul Toleman Director | Commercial Manager
Prior to joining Hacer Group in 2007, Paul spent 10 years working as a Quantity Surveyor honing his skills in Cost Planning, Estimating, Contracts Management and Tender Negotiation.
Paul commenced with Hacer Group as a Senior Cost Planner, working on cost plans, tenders and feasibility studies on a diverse range of projects across commercial, retail, residential, medical and recreational construction. He also played a key role as Estimating Manager for his first 11 years before taking over as Commercial Manager.
Paul was appointed as an Associate Director in July 2015, and became a Director in July 2016.
Andrew Walter Construction Director
With almost 20 years’ experience with Tier 1 Contractors, Andrew’s expertise has as much breadth as depth. The complex projects he has managed have spread across a vast range of sectors, including Civil, Commercial Offices, Entertainment and Community developments, Educational environments, and large-scale Residential projects.
With a solid background in Civil Engineering, Andrew takes a clear and methodical approach to leading project teams, encouraging a flexible and collaborative culture with clients, consultants and subcontractors on all projects, with his motto being “Alone we can do so little, together we can do so much”.

Burwood Brickworks Shopping Centre aimed for full accreditation under the Living Building Challenge, striving to be the first retail building worldwide to do so. The Village is a collection of six neighbouring buildings, each designed by a different award-winning architect using the social, environmental and financial sustainability principles of the Nightingale model. These principles were embedded in every building, and across the street.
Each of the 6 buildings features rooftop rainwater collection for toilet flushing and landscape irrigation (supporting generous rooftop gardens and green facades), a solar PV array, high performing façade, centralised heat pump for hydronic heating and an embedded network which provides residents and tenants 100% fossil fuel-free power. 5 of the 6 buildings have an average NatHERS rating of 7.5 stars, with the 6th building achieving a 9 Star building average. Among its many accolades and design recognitions, the project received the 2023 MBV Excellence in Construction Award for ‘Best Sustainable Project.’

This process will ensure that Hacer Group is operating at the highest possible standard of OH&S and will be a leader in the construction industry. We have improved our company OH&S Management System to reflect the requirements of ISO 45001.
This system has now been implemented at all levels of the business, and has undergone an external audit for Federal Accreditation. The move to the system is one that has required dedicated resources, senior management’s input and the assistance of specialist external consultants.
