Our Mission + Vision
We are HACAP - a diverse, community-focused nonprofit dedicated to the sustained improvement of human life in our communities. As one of sixteen Iowa community action agencies, we provide flexible and adaptive programs and services that work toward removing the barriers to self-sufficiency. HACAP provides service in nine counties in Iowa: Benton, Dubuque, Delaware, Iowa, Jackson, Johnson, Jones, Linn and Washington. We build collaboration among for-profit, nonprofit, faith-based, service groups and community members in order to make stronger, healthier communities.

Head Start Head Start provides comprehensive early childhood education for children ages 3 -5. The program incorporates health, nutrition, and parent involvement services to lowincome children and families

Veteran Support Supportive Services for Veteran Families (SSVF) is funded by the department of Veteran Affairs to improve the housing stability of homeless Veterans and their families. We call our program "Operation Home."

Energy Assistance Designed to help low-income families meet the cost of utilities. It is not intended to pay your household's total energy costs, but to pay a portion of residential heating and water costs for eligible households.
4. What we do. HACAP focuses on initiatives in Dubuque County which provide solutions to locally identified issues and are comprised of over 30 different programs focused on individual self-sustainability.
VITA Taxes The Volunteer Income Tax Assistance (VITA) program, is a free, reliable and trusted source for preparing tax returns for eligible individuals and families.
