aribbean Airlines flight BW 526 was forced to make an emergency landing in The Bahamas after a mechanical issue was discovered with one of its engines.

The flight, which departed Guyana on Saturday, was bound for the John F Kennedy International Airport in New York.

“There were 134 passengers and seven crew on board. The flight landed safely at 10:51pm (22:51h) and was met by airport services.

The aircraft taxied to a gate, where customers and crew deplaned normally. The aircraft has been withdrawn from service and all appropriate inspections and procedures are in progress to return it to service in good time,” CAL said in a statement on Sunday.

The airline reassured all stakeholders that safety was their number one priority.

Meanwhile, Caribbean Airlines recently announced an improvement in customers’ travel experience revealing that passengers now have a wider range of choices and greater flexibility with the airline’s Caribbean branded fares.

Moreover, the new and improved products began operationalized on Thursday, November 7, 2019, and include a variety of brand options such as Lite, Classic, Flex, Biz, and Biz Flex – all

with different features, to cater to the specific needs of travellers.

The airline is maintaining its classic brand, which is expected to give its customers one free bag and 100 per cent miles. Persons travelling with no checked bag will be able to take full advantage of the LITE brand.

Meanwhile, those passengers who prefer to carry two checked bags can utilise the Flex economy, which also gives a free same-day change and 125 per cent miles.

Business travellers, on the other hand, can use Biz or Biz Flex, which offers exclusive perks, additional flexibility, and easier ticket changes. The Biz Flex is also fully refundable and customers earn 175 per cent miles. Additionally, all branded options have free seat selection and will always be available, even if travel is at the last minute or sponta-

neous.

According to Caribbean Airlines Chief Executive Officer (CEO) Garvin Medera, the goal of the airline is to give better service and flexibility.

“Our motivation is to offer more choice and greater flexibility, which is becoming the industry standard. These branded options combine the best fares with our award-winning hospitality and in-flight entertainment, tailored to meet the customers’ unique travel needs. Meanwhile, the airline has launched new services between Kingston, Jamaica and Havana, Cuba; and Kingston, Jamaica and Grand Cayman this year.

But Dojoy’s husband was so filled with senseless rage, he assaulted her weeks after they wed in July, and took her life Friday night by stabbing her over and over in his Queens, New York apartment.

“I guess she wanted to give him another chance,” said Dojoy’s sister, Fannita Barakat, who flew in from Texas to join horrified relatives as they mourned a woman Barakat remembers as “great, hardworking and funny, and just very generous and loving.”

“I guess in the end, he was heartless for her,” said Barakat.

Dojoy, 27, had an order of protection against her husband, 33-year-old Dineshwar Budhidat.

The order came in a court case that stemmed from his arrest August 21 for slapping and strangling Dojoy a week earlier inside their apartment on Albert Road near Whitelaw Street in Ozone Park.

At a court appearance Wednesday, Budhidat pleaded guilty to disorderly conduct.

He was to be sentenced in January, and the order of protection remained in place until then, sources with knowledge of the case said.

and a bartender at Gemini’s Ultra Lounge in Ozone Park, moved out of the marital home to a house in South Ozone Park. She died Friday night visiting her estranged husband’s pad — despite his history of attacking her, and despite the court order meant to keep them apart.

Budhidat texted a cousin to say he’d killed Dojoy and was going to kill himself.

The cousin called 911, and soon Police found Dojoy dead.

Cops found Budhidat’s body a short time later, hanging from a tree in Brooklyn’s Spring Creek Park, about a mile and a half away from the bloody murder scene.

“Tears can’t stop pouring for you baby girl, you didn’t deserve this,” Wanda Garib, a co-worker at Gemini’s Ultra Lounge in Queens, wrote on Facebook early Saturday.

“I knew you since you first came to this country; we once lived under the same roof and we share many laughter’s (and) memories together,”

Garib wrote. “Not only were u my co-worker but u were also a friend.”

“She’s full of positive vibes.

She always had a loving, nurturing personality,” said a cousin, Anthony Dojoy, who visited a makeshift shrine outside Gemini’s Ultra Lounge.

“It has to be jealousy,” the cousin said. “Because there’s nothing else –she’s sincere, genuine, honest.”

Dojoy’s neighbours were stunned to learn of her death.

“In a neighbourhood that is quiet and safe that is really painful to see this happen,” said neighbour Giuseppe Buccellato.

If Budhidat was so unhappy, he should have just taken his own life and left his wife alone, Buccellato, 52, said.

“If you want kill yourself, just walk away,” he said. “But there is no good reason to kill anyone else.”

“No one should take the life of another person,” he said.

ith the coming of oil, Guyana has become a magnet for many in the Caribbean seeking to profit from the sector. But with Guyana facing difficulties to export certain commodities, People’s Progressive Party (PPP) Presidential candidate Dr Irfaan Ali believes now is the time to knock down these trade barriers.

Ali was at the time making an appearance on a local radio programme, where he was asked if he would be willing to consider giving the local Private Sector the same incentives enjoyed by foreign investors.

He added that there must be an equal playing field. “But we have to look beyond that. We have a Private Sector that we need to invest in to make them competitive to even get on an equal playing field. And we cannot ignore that responsibility.”

Government, he added, has said they have a lot of investors rapping on the door but “I’ll give you a story. There was a group of farmers producing lime.

And they came to me and said, two years now we’re trying to get lime into Trinidad and we can’t get in”.

Ali related that he called the relevant authorities in Trinidad and Tobago seeking answers for his compatriots’ struggles to export to the twin-island republic. He noted that an investor eventually stepped forward and exported limes.

“The lime was left to rot on the wharf. By the time bureaucratic delays were looked at, the lime was left to rot. This new energy in Guyana offers us an opportunity. And those same Private Sector bodies who come to Guyana and want

to talk about opportunities here, must be willing to go out of Guyana and break down those barriers,” Ali, a former Housing and Tourism Minister said.

“They must be willing to go out of Guyana and to their Government, ensuring that Guyanese get an equal playing field when our goods and services is exported to those jurisdictions. We have energy, fine. We must be open; we must embrace all investors. But in the same breath, we must ensure that our interests are protected.”

Barriers

Even with oil, it is important for Guyana to diversify its economy and find markets for other commodities. Of recent, however, Guyana has had to contend with protectionist measures from the United States, United Kingdom and Trinidad. In the case of the US, the country imposed a ban on the importation of catfish from Guyana.

In explaining the reasons for the ban’s imposition, Veterinary Public Health Unit Director, Dr Ozaye Dodson had said that Guyana fell short of the US standards in three areas. In the first place, there were issues regard-

ing the presence of inspectors.

There were also issues with insufficient documentation to verify the steps being taken in the sanitation and Hazard Analysis and Critical Control Points (HACCP) process. There was also insufficient documentation specifying how the industry manages adulterated catfish products.

When it comes to the UK, its Environment Agency imposed restrictions on greenheart importation since 2015. At the time, it was claimed that proof of sustainable sourcing of the forest product was inadequate, and this has since resulted in a drastic decrease in export of the product to the UK. In December 2016, the

EA relaxed the restrictions on greenheart, but only began to accept Category A FSC 100 per cent greenheart from Iwokrama.

Guyana has, however, been involved in talks under the Guyana-European Voluntary Partnership Agreement to lessen the restrictions In 2019, Jamaican authorities also rejected some 70 metric tonnes of white rice.

Panama rejected some 20 containers of rice from Guyana back in September 2018.

Rice is a major contributor to the Agriculture Gross Domestic Product (GDP) of Guyana. Guyana is presently a major paddy producer, and one of the leading exporters of rice in the region.

Youman Nabi’s significance

S

unday was Youman Nabi which commemorated the birthday of the Prophet Muhammad, the founder of the Islamic religion. Today, on its “Public Holiday”, we should reflect on its significance. It is a mark of the enlightened approach that Guyanese have to the peaceful co-existence of religions that even though Muslims constitute possibly only ten percent of Guyana’s population, their major festivals receive equal public observation with those of the other major religions - Hinduism and Christianity.

In today’s world, religion has unfortunately become a source of conflict more than a source of peace. In this regard, Guyana, small as it is, has a lot to offer the world. Much of the tension among religious adherents arises out of not necessarily the making of exclusivistic claims that raises hackles in the followers of other religions, but in the insistence of some to act on those claims by proselytising among the latter groups. From this perspective, Islam in Guyana has the most to offer to peaceful coexistence.

Islam does announce that it presents the only path to God (specifically “Allah”) and salvation.

In this way it is exclusivist. But in Guyana, the Muslims have never gone out to “convert” anyone through proselytising activities that include denunciations of the beliefs and the practices of other religions. Yet, the Muslim population has steadily increased through the years, not only through a higher birth rate but through others accepting the tenets of Islam on their own.

How was this achieved? The major reason is that Muslims are exhorted not only to have abstract beliefs, but to concretely practice the tenets of the religion as expounded in the Quran.

Actions are as important as beliefs. What makes the actions easier to inculcate is that following the Quran, the life of the Prophet Muhammad as outlined in the “Hadith” is most authoritative exposition of what behaviour constitutes a Muslim. If one is told to be “kind”, then there are the countless examples of kindness performed by the Prophet. Sacrifice? Here again, look to what the Prophet did in similar circumstances.

So in Guyana, we have the living experience of Muslims giving charity to others, taking care of their bereaved and generally striving to live as one big family. The “anomie” or “alienation” that so many complain about in the modern world has to be less in the Muslim community because of the conscious cultivation of the network of relationships that create strong communities. Others in the wider society see living cohesiveness and are attracted to the religion.

In Guyana, racial divisions have been the bane of our quest for a more peaceful life.

When the ancestors of African-Guyanese were brought as slaves starting in the 17th century, there were a significant number of Muslims among their midst. The term “Fulaman”, which is colloquially applied in the present to Muslims is thought to have been derived from “Fulani” an African people who were among the first in that continent to practice Islam. However, by the end of slavery, Islam as a living religion had literally been beaten out of its adherents.

In the last few years, however, there has been a significant number of Africans who have accepted Islam - without any proselytisation.

It is hoped that the sharing of a common way of life and an acceptance of the equality of all adherents that is stressed by Islam would go a long way in reducing inter-racial tensions.

Youman Nabi also has a lesson for those who will be vying this year to lead this nation next year. The Prophet Muhammad left a living example of how a leader of a country should act and behave. Modesty, frugality, fairness, merciful and practicing what is demanded of others were some of his watchwords. While there is great stress nowadays on academic qualifications, the life of Muhamad demonstrates that more than all the “learning”, a leader must be imbued by positive values and be concerned at all times about the condition of the people.

WPA ignores Granger’s integrity deficit Dear Editor, After months of promoting Presidential Candidate David Granger’s wall of “19 certificates”, the APNU, when faced with Irfaan Ali’s doctoral degree, made a volte-face in their party column in the Kaieteur newspaper on Sunday and posited “A leader’s qualifications, though important, are of far less importance than the questions about integrity and credibility”. As if to prove APNU’s point that certification did not equate with credibility, the WPA’s Dr David Hinds stated in his column “I have had to contend with two ruthless regimes in my time. The architects of the old PNC regime have moved on— they do not wield power”.

An examination of David Granger’s integrity and credibility shows he was an architect of the “old PNC regime” and has moved on up to the very top.

On June 27, 1974, the United States Embassy in Georgetown sent a highly classified cable to the State Department in relation to Norman McLean’s appointment as first Director General of National Service, the cable, now declassified, stated, among other things, “His (McLean) appointment and apparent removal of Mcdavid and Granger may represent degree of de-politicisation of National Service.

Mcdavid and Granger have reputations as ideologues and anti-East Indian racists”. How and why did a US Embassy operative conclude that Granger had a reputation as a racist? At the time, US contact with PPP members was virtually non-existent due to the existing cold war and the perception that it was a communist party. The US had,

however, been funding the PNC’s political education efforts, including those of the Social, Political, and Economic Council (SPEC) of the Guyana Defence Force, headed by Major David Granger to the tune of US$5000 per month.

In an army of over 6000 men, David Granger was known to personnel of the US Embassy in Georgetown, he was a founder of the National Service, of SPEC, deeply involved in delivering the promise made by Burnham in his address to officers and recruits GDF Oct 26, 1970, where Burnham declared the new ethos of the army “I do not share with the British the concept that the Army is separate and distinct from everything else and loyal to the Government of the day…As Prime Minister, I expect you to be loyal to this Government”. Granger himself wrote in his book, A New Road, of the killing of two men in 1973 by members of the GDF “…to forestall an obvious and overwhelming PNC victory, a campaign of violence and resistance was planned by the PPP…The GDF was called in to aid the civil power and prevent a breakdown in law and order that was planned by the gangsters…”The soldiers behaved splendidly in the face of provocation… The sound political education that the officers and soldiers received during 1971 and 1972 enabled them to act with tact, discretion and firmness in 1973 and saved the day.”

GDF Chief of Staff (at the time) Brigadier Price claimed in the Guyana High Court “that he was ‘unaware’ of the army’s involvement in the July 1973 general elections and

that he knew no authority for the GDF soldiers to take the ballot boxes to the army headquarters”. The intelligence officers of the US Embassy knew Major Granger and what he represented very well.

The officers of SPEC are still very much alive and functioning in positions of authority in Guyana, among them, is the Director General of the Ministry of the Presidency, Heads the GRA, GPHC, Bertram Collins College, Department of Events and the Communication Director of the Ministry of the Presidency. These appointments were made and younger people complained of no openings for them in the Granger Administration; older persons saw the actions as those of an old solider re-

warding his ‘squaddies’; David Granger was manoeuvring SPEC into place, albeit belatedly.

Editor, I can understand the sycophancy on display by the APNU columnist, however Dr Hinds claims to have contended with Burnham’s PNC regime, in hindsight, maybe he was just a little boy following Rodney with no real knowledge of what evil was afoot, given how it all ended, maybe the WPA were/ are not the most cognisant lot; the even worse possible alternative to their collective ignorance is the possibility that Hinds and his colleagues have chosen wilful blindness as a path to power.

GECOM’s role: is it to enable or disable a voter?

Dear Editor, GECOM’s role is to ensure that the potential voter is on the National Register of Registrants (NRR) and is eligible to vote, that is, every last person. This is the sole responsibility of an election commission, barring this would be a dereliction of duty and risk the commission becoming a political entity set up to protect and defend certain vested interests. Then, the commission would have again joined the ranks of those backward and degenerate communities where that which is illegal reigns supreme.

Our country was once a bastion of such illegal activities where elections

and the instalment of illegal regimes were considered “normal occurrences,” Elections as it were was a great sham to show to the world that something of an election was held, but the free and fair aspect of it was another distressing matter. We were a disgraceful chapter in any discussion involving the holding of free and fair elections and a mocking stock to the world. Such was the pathetic state of affairs of a country called Guyana.

APNU/AFC compromise procurement laws for their cabal Dear Editor, Transparency, integrity, economy, openness, fairness, competition and accountability are some of the fundamental principles of public procurement.

Unfortunately, the APNU/ AFC coalition Government deliberately destroyed every single principle of procurement to facilitate corruption, thanks to the Ministry of Communities, which has successfully hijacked all the Regional Tender Boards

where the PPP/C won the regional elections.

The REO Region Six alongside PNC activists hijacked the Regional Tender Board by disregarding the RDC and the procurement laws to choose persons in order to facilitate control corruption or legalised corruption. All the RDC’s since the enactment of the National Procurement and Tender Administration Board Act of 2003, are choosing two

members on the Regional Tender Boards, and at the same time, the REOs are chosen to be the chairperson of these RTBs, suddenly the laws are manipulated to facilitate the REOs to choose members when the REOs themselves are chosen to be members of the RTB. It is evident that since 2015, the APNU/AFC Government has compromised and prostituted the laws of Guyana to enrich themselves and cabal, and

remain in power unconstitutionally. The portents are not good and would further deepen scepticism about the intentions of this Government in procurement and all other spheres of governance. Granger and Bulkan are using REOs, overseers and town clerks in all the regions to strangle the various elected Councils.

Given the ferocity of attacks on the PPP/C, most of which was not merit-

Dr Ali’s consideration of Jagdeo as Vice President a good move Dear Editor, Dr Irfaan Ali’s disclosure that he will consider former President Bharrat Jagdeo as a Vice-President is good news. The former President is quite experienced, well known internationally, and has “been there, done that”. He has proven to be a formidable Opposition Leader, has access to networks of support, and has the PNC on the ropes. How quickly Mr Jagdeo’s leadership as Opposition Leader saw the PPP trashing the PNC at Local Government Elections in 2016 and 2018, walloping them by margins of 25,000 and 45,000 votes, and defeating the PNC in 2018 through a motion of

no-confidence. President Jagdeo was able to bring back supporters into the PPP’s fold, who had strayed in 2015 by voting for the PNC. Additionally, he is much younger than those on the PNC side and has a lot more to offer the country. Truth be told, the most progress in Guyana occurred under the Jagdeo era.

As the PNC clings to power illegally, President Jagdeo is fighting hard to keep our democracy, through international action and local protests against Granger and his henchmen wherever they go. Backed by Attorney General Anil Nandlall and other good people such as

Mr Christopher Ram, the PPP has stood against the illegal PNC regime, fighting hard to restore constitutional rule, while the people in the new “paper” parties are nowhere to be seen.

Both Dr Ali and Jagdeo are smart enough to know that once they regain election to office, serious moves have to be made to govern with more consensual structures that involve the Opposition, local civic society, and going beyond rhetoric to tapping into the pool of talent in the Diaspora. They must be willing to seek talent beyond their own party.

Similarly, I trust the PPP will choose Rev Juan Edghill as the prime min-

isterial candidate. Edghill has experience, is well known, has a constituency, has proven himself to be a formidable leader and speaker, and has the spirit and courage to resist the PNC bullyism. Rev Edghill is not a pushover; he can stand against any form of bullyism that the PNC will dish out. The PPP must not make the mistake it made in 2015 in plucking an unknown as PM candidate.

Edghill is a good man who has proven his loyalty and worked hard for the party, visible in protests and defying the PNC in and out of Parliament.

however, that was not to be because in came the rigging machinery enshrined in the PNC and here we go again. We are now visited by the crass illiteracy of witnessing the derailment of our democracy, where legally entitled voters are about to have their names removed from the Official List of Electors. This is the situation that is before our very eyes, presided over and duly facilitated by a former Judge. If this is not a travesty of justice then what is?

Over 20, 000 registrants are about to have their names removed from the OLE all because they failed to uplift their ID cards. You are talking about legally entitled voters, who for some reason or the other have not uplifted their ID cards, that will be debarred from voting in the next election.

This is preposterous and a gross violation of our

Constitution, which does not mandate an ID card as the only or sole form of identification to vote.

This is a reversal of all the years of hard work put into the fashioning and institutionalisation of a modern and democratic system.

This brings us back to the point where we ask the question: Is this GECOM’s role? The answer comes back with a resounding no!

The electoral body is not authorised to remove the name of a registrant solely on the basis of him or her not uplifting one’s ID card.

There are many reasons why someone did not uplift his/her ID card but is still legally entitled to vote.

Under our Constitution, a person is legally entitled to vote without an identification card and that is final.

icture yourself driving down the road, your favourite music coming from the radio, each highway mile moving you further away from your troubles, and then, from the backseat a howl of pain, “He hit me,” your child’s voice pops your balloon of peace with a cry like an ice pick.

“She’s making those noises again,” comes the reply. A thought enters your head, “If they only had a “kid control” button in this car instead of a cruise control, I would have paid double the price.” Indeed, having more control might allow you to drive from point A to point B without a brawl from the booster seats, and control would also let you finish a phone call without interruption, or get your sixth grader to the homework table in less than a half-hour.

If control is that important a part of parenting, why can’t we somehow find more of it? In this article, we look at the reasons why control is so challenging and elusive in most parenting situations, and approaches that can lead to a greater degree of control.

First, let’s recognise that parents might be evenly divided when the word control is mentioned.

Around half of us immediately feel a sense of suffocation or a feeling that an overcontrolled child becomes intolerant of themselves and others. We think of the first grade teacher that hands

out only brown, green, and blue crayons during nature drawing class because those are the only colours she can see in nature. In this view, control seems like a repressive stick.

The other half of us might wonder why other parents can’t see where the lack of child control has brought us as a society. In this view, the key to adult self-control is through appropriate control applied by parents; it’s a way of helping children understand that the world is filled with real consequences, and happiness comes from recognising and avoiding those consequences.

The good news is that both sides are right, and of course, the bad news is that both sides are wrong.

Most of the misunderstanding comes from our trouble remembering 1) that we cannot control children, we can only control situations and 2) that relationship factors

are as important as rewards and punishments in how chil-

dren respond to control.

More about that later, let’s

look at what parenting researchers tell us about the issue.

The most credible research in this area comes from Baumrind’s studies of parenting style (1991), and additional research

by Maccoby and Martin (1983).

According to

Baumrind, there are three

basic parenting styles that lead to predictable outcomes: 1 )

Authoritarian Style – These parents follow the “because I said so” rule, and place a premium on obedience. They are strict in enforcing rules, and focus on punishment as the most effective consequence.

The child’s feelings are secondary to maintaining authority and obedience in the home.

Children of authoritarian parents, indeed, become “good” adults that know how to obey, but they tend to lack social competence and overall happiness.

2) Authoritative Style – These parents set rules and expectations just like authoritarian parents, but are more responsive to the child’s reactions and feelings. Goals and rules are presented in a positive light, rather than as standards that should

cause kids to tremble.

Authoritarian parents balance negative consequences with positive discipline, and can offer forgiveness when it is appropriate. Children of authoritative parents earn respect from their children that translates into later measures of happiness, capability, and work success.

3. Permissive Indulgent Style – These parents might view it as limiting to set expectations and rules on children. They might feel that children will naturally choose good behaviour over bad when left on their

own. In truth, permissive parents can sometimes fear conflict with their children and seek “friend” status rather than deal with the risk of battling with an angry child. Not surprisingly, children who are raised in this style struggle with self-control and have the poorest outcome in measures of adult functioning.

Kids are consuming, not producing

The big promise of digital media, and the thing that gets digital literacy people like me so excited, is the opportunity for creative kids to use digital tools to express themselves in new and exciting ways. Yet, sadly, according to the Common Sense Media study, that just ain’t happening. Screen use is still dominated by watching TV and videos, playing games, and using social media. The number of tweens or teens using digital tools to create music, art, video, and more remains incredibly low.

According to the survey, no more than one in 10 tweens or teens say they enjoy things (“a lot”) like making digital art or graphics (10 per cent of tweens and 9 per cent of teens); creating digital music (4 per cent of tweens and 5 percent of teens); coding (4 percent of tweens and 3 percent of teens); or designing or modifying their own video games (4 percent of tweens a n d 6 percent of

teens).

These low numbers are a crying shame.

Perhaps our most important task as parents and teachers is to help kids figure out how to use their tools productively and not just get used by them. Maybe we should put down our phones for a moment, stop scrolling through Instagram, perhaps even teach Maths offline… and have a conversation about what we want our tech time to look like in the future.

What does it all mean?

The most insightful part of the Common Sense Media survey, for me at least, lies in Common Sense Media Founder and CEO James P Steyer’s opening letter. Steyer says, “…we are conducting the largest real-time experiment ever on a generation. We simply do not yet know the full social, emotional, and cognitive impacts of our children being increasingly consumed by their devices. But The Common Sense Census: Media Use by Tweens and Teens 2019, an update to our 2015 study, shows worrisome indicators as our most vulnerable population – our kids – are navigating the increasingly sophisticated challenges of a digital world shaped by an unregulated industry that has little regard for their health or well-being.”

So with an industry unmindful (at best) of the vulnerabilities of youth and parents distracted by their phones, kids are left to their own devices trying to make sense of a confusing, distracting, and possibly even dangerous world. Region 4 has most uncollected ID cards – GECOM A

s the Guyana E l e c t i o n s C o m m i s s i o n (GECOM) seeks to verify the existence of the near 20,000 persons who have not uplifted their identification (ID) cards for more than 10 years, it was revealed that Region Four (Demerara-Mahaica) has the highest number of uncollected cards.

GECOM on Sunday released a breakdown of the number of uncollected cards in relation to the various registration areas in the 10 administrative regions. It highlighted that a whopping 9343 cards are yet to be uplifted from persons in Region Four since the 2008 House-to-House Registration (H2H) exercise.

Coldingen on the East Coast of Demerara (ECD) recorded the highest number in the region with 2410 uncollected ID cards; South Georgetown with 1305; Transfiguration, Georgetown with 1231; East Bank Demerara (EBD) with 1176; North Georgetown with 950; Sheriff Street with 938; Better Hope with 858 and Soesdyke with 475 uncollected cards.

The administrative region with the second-highest number is Region Six,

where some 3267 persons are yet to uplift their ID cards. The most uncollected cards were from Whim, Corentyne, with

1357, and the towns of New Amsterdam and Corriverton with 1060 and 850, respectively.

This was followed by Region Three (Essequibo Islands-West Demerara)

which has 2401 cards to be uplifted. These are from the communities of Parika with 837 uncollected cards, Plantain Walk with 809

and La Grange with 755 cards yet to be claimed.

Uncollected ID cards in Region Five (MahaicaBerbice) amounted to 1094 with Fort Wellington accounting for 829 and Mahaicony for 265.

Region 10 (Upper Demerara-Berbice) has a total of 776 ID cards that were not uplifted. These were from the areas in Linden: Mackenzie – 386 and Wismar – 390.

Meanwhile, there are 548 uncollected cards in Region Two (PomeroonSupenaam), with 364 from Anna Regina and the remaining 184 from Charity.

Region One (BarimaWaini) recorded 313 cards yet to be claimed with 140 from Mabaruma, another 144 from Moruca and

29 from the Port Kaituma area.

There are 280 uncollected ID cards in Region Seven (Cuyuni-Mazaruni).

Bartica accounts for 261 of those while the remaining 19 are from Kamarang.

Region Nine (Upper Takatu-Upper Essequibo) has 263 cards to be uplifted, with 190 in the Lethem area and 73 in Annai.

And finally, the re-

gion with the least number of uncollected ID cards, with 124, is Region Eight (Potaro-Siparuni), where 67 are from Paramakatoi and 57 from Mahdia.

GECOM had revealed that close to 20,000 ID cards have been uncollected since 2008 and as such, a decision was taken to remove the names of those persons if they do not verify their existence.

Chief Elections Officer, Keith Lowenfield revealed at a press conference on Friday that a total of 19,502 names will be published of persons who failed to uplift their ID cards over the past 11 years. This figure was obtained after filtering out the number of deaths recorded by the General Registrar's Office (GRO) during this time.

He had revealed too that 2008 had recorded the highest number of uncollected ID cards with 12,079. He noted, however, that the figure has since been on a declining trend with 1404 uncollected cards from last year’s two registration cycles.

As part of its verification process, the Elections Commission started publishing the names of those persons who are yet to pick up their ID cards in the four national newspapers.

It will also send, via registered post, a notice to them.

These persons will be given a 21-day period to go in and verify their existence, otherwise, their names will be

removed from the Official List of Electors (OLE) for next year’s General and Regional Elections.

However, concerns have been mounting over GECOM’s intention to remove thousands of persons from the voters’ list for not uplifting their ID cards.

But according to the GECOM Chair, (ret’d) Justice Claudette Singh, it is not about the uncollected ID cards but really about the verification of these persons. In fact, she explained at Friday’s press conference, her first since taking office back in July, that the names of these persons will be on a supplemental list and on elections days, they will still be allowed to vote once they provide a valid form of identification such as a passport or birth certificate.

According to Justice Singh, the supplemental list will be at the polling stations on elections day for “greater scrutiny” since the existence of those persons was never verified.

“We need to verify, the law says that… So it is not GECOM’s intention to disenfranchise anyone and this exercise is not a witch-hunting exercise…

It’s just a verification process and all we want is the person to come forward and verify their existence. That is all there is to this exercise and this is provided for by the law,” the GECOM Chair contended.

They say this would be too barefaced to even contemplate in the “modern” era. To them I say…all norms of decency are off when you’re dealing with the PNC!! Did you, Dear Reader, ever think the government of a country with a parliamentary governance system – in “modern” times – would challenge a no-confidence motion on the grounds that 33 isn’t the majority of a 65-member House??!! Especially when it’s the Government to begin with because of its 33-seat majority in the said 65-seat House??!!

Take, for instance, all this jiggery-pokery going on with the electoral list – and it IS jiggery-pokery of the highest order!! It’s simply the initial fancy moves of the threecard-monte hustler before he pulls his switch. It’s called misdirection. The PNC’s gotten get the PPP totally focused on “correcting” the list – which has been loaded with all sorts of booby-traps like H2H data and uncollected IDs – while they set up the real stunt, they’ll pull to do the rigging.

Your Eyewitness doesn’t know exactly what that stunt will be…but he KNOWS a stunt’s in the works!! How many times hasn’t the PNC rigged elections?? You’ll run out of fingers!! Fool me once, shame on you…fool me 15 times??!!

Jeeez!! Talking about “modern” electoral mores…just look at the stunt Morales tried to pull over in Bolivia last month. He corrupted the Elections Commission so that the computer system was fiddled with to deliver him “victory’!!

It took massive protests across the country to demand the OAS investigate the results – which it eventually did. And guess what?? The OAS just announced: “The manipulations to the computer systems are of such magnitude that they must be deeply investigated by the Bolivian State to get to the bottom of and assign responsibility in this serious case”!!! With the Guyana Elections Commission’s Secretariat stacked with PNC traditional supporters – which the ERC declared was deliberate! – don’t you think the “computer system” can’t be “fiddled with”??

And don’t tell your Eyewitness about those foreign experts who’re coming here to “advise” the Commission.

The fix is in…and all of that is about locking the barn door after the donkey has bolted. Another true and tried PNC rigging move is the one Hamilton Green tried in 1992: having urban, lumpen elements storm polling stations just before close of polls!

Who’s going to deny their claims of “disenfranchisement’?

The move failed then, ‘cause the PPP’s majority was just too large. Now?? It’s just 5000 voters!!

And there’s no Carter to “call the elections” and also call the White House!! …the grand giveaway Some months ago, the Opposition Leader revealed the massive giveaways the PNC was engaged in to some close supporters and party members. One would’ve called it a “fire sale” if the favoured few had deigned to pay for the massive strategic acreage they were given to rake in the billions in servicing the oil sector down the road. One just has to take a hike down to Bohemia near the Berbice Bridge where 400 acres was given to one Ministry of the Presidency employee. So what?? Duh!! That’s where the gas line from the FPSO will land for a 200MW power generating plant!! And so on…

But the giveaways been coming so fast and furious it’s hard to keep up, isn’t it?? Just look at the 3000+ acres handed over behind Ruimveldt to David Patterson’s buddy over at the GPL Tender Board!! This, of course, follows the 700 acres giveaway of Wales Estate land to a Ghanaian front company that was “negotiated” BEFORE it was registered!!

The mind boggles at what else must’ve been given away! …Nagamootoo’s avarice Nagamootoo used his day job at the Chronic to argue for coming back as PNC’s PM candidate. Repeating two cringy anecdotes, he concluded: “It is therefore not the time for it to experiment…with the winning APNU+AFC brand.”

Over 3000 acres of prime land allocated to GPL Director …land in proximity to planned Ogle-Diamond bypass road

O

ver 3000 acres of prime land, located on the East Bank of Demerara in an area known to be the location for the Ogle to Diamond bypass road, has been allocated to a single individual.

The land, 3199 acres in total, is listed as parcel 728 from the East Bank of Demerara and was surveyed back in 2014 by the Guyana Lands and Surveys Commission (GL&SC).

A gazetted notice dated October 14, 2019, indicates that it is now in the hands of Kirk Hollingsworth, a current Director on the Board of the Guyana Power and Light (GPL) and a former diplomat.

The bypass project, which was first envisioned under the previous People’s Progressive Party (PPP) Government, will see some 26 kilometres of road constructed, linking two of the country’s main thoroughfares. It is expected that this will dramatically reduce traffic congestion, as vehicles will have an alternate route from the East Coast to East Bank of

Demerara.

It was also expected that the road would open up huge opportunities for land development and help to clear the backlog of over 20,000 house lot applications in the system from ordinary Guyanese.

Housing officials usually tell house lot applicants and the Government has often claimed that there is a shortage of land in Region Four.

This new road link will also be connected to key communities in Georgetown and along the East Bank of Demerara. These include Diamond, Mocha and Eccles – all on the East Bank – and Aubrey Barker Road in Georgetown.

Back in 2016, Finance Minister Winston Jordan had signed a US$50 million loan with the ExportImport (EXIM) Bank of India for the construction of the bypass road, which will provide an alternative route connecting the East Coast of Demerara at Ogle to the East Bank at Diamond.

the project was pegged at US$104 million.

However, when he presented the 2019 budget last year, the Finance Minister revealed that the projected cost had spiked to some US$120 million and as such, Guyana would either have to approach its bilateral partner for more funds or just await revenues from the nascent oil and gas sector.

However, former Indian High Commissioner to Guyana, Venkatachalam Mahalingam had told this publication back in June that his Government could come up with the additional

funds, but there would have to be a formal proposal from the Guyana Government.

Since the Indian Government is funding the project, it is required that contracts will be awarded to companies from that country and as such, a 10-month design consultancy project was awarded to RITES Limited. The consultants have already submitted a Detailed Project Report (DPR) outlining the

draft final design of the bypass road.

Public Infrastructure Minister David Patterson told the National Assembly in May that the project was turning out to be of a much bigger scale than previously envisioned.

“What was previously envisaged when the loan was taken was a single road linking house lot developments, [but] what has been designed and is being reviewed at the moment is a dual carriageway, which is not just for linking house lots; it is actually an additional new entryway into the city. So, it’s new bypass road [design], so, therefore, it is vastly improved than what was initially perceived,” Patterson had told the Committee of Supply as he successfully sought additional funds.

He had explained that along the area identified for the new road link, there is a “swampy” section and part of the monies sought would be injected into clearing that area.

Sexual favours, mistreatment cause end of contract with Kalibur Security – RDC

T

he Regional Democratic Council (RDC) Region 10 (Upper Demerara-Berbice), has moved a motion to kick Kalibur Security Service to the curb after receiving what they said are countless complaints of mistreatment of its workers in addition to demanding sexual favours from its female employees.

The motion was debated fiercely and supported by both sides of the Council – APNU/AFC and PPP/C. Councillors described a long list of infringements committed by officers at Kalibur Security with several of the Councillors dubbing the security company as the “worst possible” employer in Guyana currently.

It was disclosed by the Regional Chairman, Renis Morian, that at least one of the female security officers was fired after she related the maltreatment the employees are being subjected to.

The RDC, in a statement, said that Morian related that he is extremely tired with the operation of the company. He added that the company acts with impunity since it appears that they

have connections to those higher in Government.

“It seems as though this company is connected to somebody big in society because I can’t see that they are doing all these horrible things to their workers especially the women and despite us meeting with them for three different times and relaying our concerns on numerous occasions not a single thing has change so let me say that I don’t care if they are connected with anyone in Government as once I am the Regional Chairman of this Council, Kalibur will no longer be working in Region 10 if this is their approach,” Morian was quoted as saying.

Head of the RDC’s Welfare and Women’s Committee, Denise Belgrave said she was appalled by the actions against the workers since many of them are single mothers. She related that the women are being dismissed because they refuse to work after two consecutive 16-hour shifts as well as refusing to consent to sexual pressures made by supervisors and other senior officials within the company.

“As a woman, I am hurt

deeply by the actions of several of the supervisors against their female employees and I stand in support of my Regional Chairman as a fellow Councillor to end Kalibur Security’s tenure as we can no longer have them operating in this region in 2020,” she said.

Councillor Belgrave described the conditions that many women are forced to work under as totally horrible and questioned why, after all the numerous complaints, the company is still being given a contract to operate within the region. She said that she supports the RDC’s decision that the company should only be allowed to work once immediate and drastic changes are made with the company.

Meanwhile, Regional Executive Officer (REO) Orrin Gordon disclosed that he has questioned the contract since earlier this year, noting that he had expressed some serious concerns but was informed that the contract is not prepared and determined in Region 10 but is done in Georgetown.

that the company is presently not operating with a contract as there is no contract in place for Kalibur Security,” Gordon said.

At this time, the Regional Chairman interjected, declaring, “Well this is great news for us as this is the end of the road for Kalibur Security if they intend to continue like this as this region will not allow them in unless there are drastic, immediate and significant changes,” he said.

Another Councillor, Stanley Sampson, said that the company has been breaking several labour laws and

called on the Department of Labour to get involved.

“We cannot have this company operating as though their workers are not human beings and Kalibur is only doing this because they know their workers’ desperation about being employed and garnering an income. I will be bold enough to say that if the region was to employ these very security guards that Kalibur employs I am sure that the region would save a lot of money because Kalibur is not paying many of these workers their correct salaries, while there continues to be a barrage of issues taking place,” Sampson noted.

It was reported that the RDC Council has documented several of the workers’ concerns whereby workers are told to take seven days when they submit three days sick leave, while there are reports that women who get pregnant are dismissed.

“I want to be quoted as saying that I do not care which Ministry is responsible for the hiring of security firms in this country but let me say this that no security contract would be issued for Region 10 without

the Councillors’ input and review as we will not allow them in the region and for those that are listening and/ or reading that they take note,” Morian said.

Morian added that he has learnt that several posts that should be covered by Kalibur Security are left vacant as the company is collecting monies for services not provided. This, he underscored, is a direct result of the company not employing adequate guards.

“Region 10 has had enough of employers thinking that they can do whatever and however they want to our workers and Kalibur will not succeed in this. It’s time for us to look ahead at ensuring that a policy document will be developed so that companies operating in this region understand that abuse, exploitation and unilateral dismissal of workers without due process is not going to be tolerated,” Morian related.

This publication’s efforts for a comment from Kalibur Security on the issues leading to the yanking of the contract, proved futile.

Several vehicles’ fitness revoked …as Police clamp down on coloured lights, tint

s part of an enforcement exercise aimed at enforcing traffic laws and maintaining law, traffic ranks from the Guyana Police Force swooped down on delinquent drivers.

On Saturday, the traffic enforcement exercise, led by Sergeant Haslyn George and other ranks in Region Six (East Berbice-Corentyne), saw several vehicles’ fitness being revoked.

According to Police, the enforcement exercise sought to target motor vehicles with coloured lights and tint.

The enforcement exercise followed on the heels of the Traffic Headquarters’ clampdown, which commenced last Thursday around Georgetown and other re-

gions whereby a number of vehicles were impounded for coloured lights, tint and several other offences.

Also on Thursday, an enforcement exercise carried out on the Essequibo Coast, Region Two (PomeroonSupenaam) resulted in 20 cases being made against delinquent drivers.

These included five cases of breach of condition of road service; four cases of overloaded minibuses; two of unlicensed conductors; three of maintenance of motor vehicle; two of faulty packing of load; three of maintenance of tyre and one of breach of insurance.

Energy Dept to have persons on board to verify Exxon’s oil production

ven as the details of the crude lifting agreement between Guyana and ExxonMobil is being finalised, the Department of Energy intends to push for a third-party representing Guyana’s interest to be on board to verify how much crude oil Exxon extracts.

This is according to Department of Energy Head Dr Mark Bynoe, who hosted a press conference recently and explained that verification is an important part of the whole crude lifting process.

“So in the event there is any issue when the fuel is shipped, whether quality or quantity wide, we will be able to have our own ev-

idence to push back against that,” Bynoe further explained at his press conference.

According to Bynoe, many of the mechanisms to carry out the crude lift are covered under the crude lifting agreement. This includes the facilities, technology and how the samples will be stored aboard the FPSO. Guyana’s profit-sharing arrangement with ExxonMobil is for 50 per cent of profit oil. But with Exxon reclaiming its investment costs as cost oil, it means Guyana will initially get 12.5 per cent of profit.

For one, the crude lifting agreement is near completion. He also laid down timelines for first oil and lifting of the crude.

“The Department has signed a contract with a crude marketing specialist, and a commercial specialist, who will be assisting the Department’s preparations for first oil.

The Department is working to conclude a similar contract with a petroleum accounting specialist and a contract administrating specialist.”

“The crude lifting agreement is being finalised and has advanced significantly. The CLA is expected to be completed in the new week and Government will be a signatory as a lifter of crude, along with the Stabroek co-venturers.”

According to Bynoe, their agreement will be based on the Association of International Petroleum Negotiators crude lifting agreement. He explained that it will be customised to reflect the reality of Guyana’s sector.

National Veterans Commission to be established …as World War veterans remembered

resident David Granger on Sunday announced the establishment of a National Veterans Commission, a Veterans’ Trust, a Veterans’ Department

(located at Base Camp Ayanganna) and a veterans’ act that will ensure veterans’ benefits are secured by law.

This announcement was made at the Remembrance

Day ceremony, which was held at Guyana Veterans Legions (GVL), Coghlan House to pay tribute to those who gave their lives in the two World Wars (1914-1918 and 1933-1945).

Representatives of the Christian, Muslim and Hindu communities offered prayers, with each expressing gratitude to, and acknowledging the sacrifice made by, those who gave their lives in order for those left behind to live at peace.

The GVL was established in April 2014 as a result of the amalgamation of the Guyana Legion and the X-GDF Association of Guyana.

In opening remarks at the Remembrance Celebration, GVL President, Retired Lieutenant Colonel George Gomes noted that Guyana must never forget the fallen heroes.

“It is our responsibility to maintain the tradition and ensure that future generations are taught of the significance and importance of these annual remembrance observances and to inculcate in them the need to maintain the tradition,” he told the gathering.

In acknowledging the surviving members of the British Guiana Battalion of the South Caribbean Forces, Gomes stated that the bravery of those men must be remembered throughout history.

“You are the gentlemen who stepped forward and were prepared to make the ultimate sacrifice in service of our country. Your sto-

ries of service and sacrifice form a vital part of our early military history.”

During his remarks, Gomes highlighted that the surviving nine World War II veterans were in attendance. He commended Belvedere Jerrold Stewart on celebrating his 98th birthday Friday last and Private Benjamin Durant on his 101st birthday on Friday.

Meanwhile, Canadian High Commissioner Lilian Chatterjee, who gave brief remarks, reminded that the deaths of the brave men and women who courageously served and sacrificed their lives so that persons could live in peace and safety must be remembered.

“Most of us will never know the sacrifice and personal toll it takes to be the family that loses a loved one to an exercise of moral courage; we must recognise the important sacrifice of these families,” the High Commissioner said.

The key message about the continuous relevance of remembrance during the yearly celebration is vital.

This is according to British High Commissioner to Guyana, Gregg Quinn.

“We do not honour war or death, but rather we commemorate those who have given their lives in service of our respective countries. Across the globe

that number sadly continues to grow,” he said.

The world, according to Quinn, is becoming a dangerous place; however, servicemen and women continue to protect citizens of their respective countries in difficult and dangerous situations, so it is important we honour their memory.

Prayers were concluded with the lusty singing of the hymn, “The Day Thou Gavest, Lord, Is Ended” and the National Anthem.

Remembrance Day is observed on the Sunday closest to November 11. In Guyana, the day is marked by parades in Georgetown; New Amsterdam, Berbice, Region Six (East BerbiceCorentyne); Vreed-enHoop, Region Three (Essequibo IslandsWest Demerara); Linden, Region 10 (Upper Demerara-Berbice); Anna Regina, Essequibo Coast, Region Two (PomeroonSupenaam); Bartica, Region Seven (CuyuniMazaruni) and Lethem, Region Nine (Upper Takutu-Upper Essequibo).

113 unclaimed motorcycles to be auctioned

he Guyana Police Force (GPF) will be hosting a public auction to sell 113 unclaimed motorcycles at various stations.

In a notice published in the local press over the weekend, it is stated that the sale is being facilitated through the Public Security Ministry. The auction will take place on November 26, 27 and 29 at Ruimveldt Police Station; Turkeyen Police Station, and Criminal Investigations Division (CID) Headquarters, Eve Leary, respectively.

The sale will commence at 10:00h each day and will see 21 motorcycles being sold at Ruimveldt Police Station, 57

Canje River to be promoted as a tourist destination

E

fforts are being made to promote the Canje River, Region Six (East Berbice-Corentyne), as a tourist destination. The Region Six Tourism Committee is leading the awareness drive.

Although the Committee is relatively new, it is hoping to make Region Six one of the “must-visit places in Guyana”.

As part of National Tourism Awareness Month of activities, the regional committee has chosen two activities in an effort to promote the East Berbice region under the theme, “Rediscover the Ancient County”.

One will be a photography competition in two categories – professionals and secondary school students.

The other will be a familiarisation tour up the Canje River for tour operators, organisers and travel providers with the view of boosting travel and tourism actives in the region.

While some refer to it as the Canje Creek, it should be noted that rivers flow in channels and have branches or tributaries while creeks do not.

The Canje River is home to the Lukanani, which is Guyana’s largest freshwater fish and also the Canje Pheasant – Guyana’s national bird.

Co-chair of the Committee, Travis Isaacs, while addressing the media on Friday at the launch of Tourism Awareness Month explained that the trip to the Canje River will be for persons to familiarise themselves with the area with the view of boosting travel and tourism activities in the region.

At the handing-over ceremony, Ramdatt said that he was very much impressed with the project and expressed gratitude to Charir Chan and team of the Guyana Medical Relief for giving the Amerindian people one of the largest commercial buildings in the Pomeroon.

and consisted of 17 rooms for guests, a kitchen, and a conference hall with fully solar-powered water, toilets and baths – if used wisely can provide jobs and become an income earner for the community.

Region 6 runs out of money to purchase fuel …Govt cuts fuel budget by almost $70 million – Chairman

he Region Six (East Berbice-Corentyne) administration has run out of money to purchase fuel to pump water into the cultivation areas on the Corentyne and the Black Bush Polder. This is according to Regional Chairman David Armogan.

In explaining the plight, Armogan said the administration was only able to pay for 90,000 litres of fuel, which is equivalent to about 20,000 gallons.

“This is far from adequate,” he said.

In the Black Bush Polder, where there are five pumps, 1200 gallons of fuel is needed per day. Hence, the fuel purchased is estimated to last for about 15 days if all five pumps are in operation.

“If you are operating only for 15 days, what happens to the rest of the crop after the 15 days would have expired? Then crops will spoil.

It's not the something that we want,” Armogan said.

An additional 40,000 gallons of fuel will be needed

for the rest of the year but according to the Chairman, there is no money available to purchase fuel.

“The Government cut the fuel budget by almost $70 million which would have been adequate to purchase fuel to last us until the end of the crop. Unfortunately, that is not possible and I am very worried as to what will take place if some intervention is not made at this point in time by Central Government or by the National Drainage and Irrigation Authority (NDIA). Farmers will be in trouble,” the Regional Chairman added.

Armogan told this publication that he has been meeting with farmers in the Black Bush Polder and explaining the current situation so that they can make informed decisions as to whether to go into the crop.

He explained that currently, only two pumps are functioning in the Polder since there is not enough fuel to operate all five of the pumps.

“This is the time of the year that the farmers need water to begin to crop and during this period normally all five pumps are put into operation.”

The water is also irrigated to the Corentyne and utilised by farmers in the 5272 area.

“So, if Black Bush is not able to get enough water for themselves for the rice and cash crops within Black Bush Polder, and the front lands depend on water from the Polder, then there will be no production in the front lands.”

Meanwhile, the Rice Producers Association has also been apprised on the situation.

Farmers in the Yakusari [one of the four Polders that make up Black Bush] are faced with an additional problem. Two canals which take water to the farmers are blocked and even if fuel is sourced and all of the pumps are put into operation, water will not get to those farmers.

The canals must be

cleared.

According to Armogan, the National Drainage and Irrigation Authority (NDIA) has since been contacted.

The two canals are the YS Canal and the JY Canal.

The regional administration had given a contractor the job of cleaning the YS Canal several months ago.

However, the contractor’s excavator reportedly experienced mechanical problems and he could not have done the work.

“Only now they have decided to call in the contractor when the situation has reached a crisis level,” Armogan said.

That contractor has now informed the administration that he is now in a position to execute the contract since his machine has been repaired.

However, the Regional Chairman said it would require two machines at this point in time to get the work done if farmers in the Yakusari area are to go into the spring crop.

Brooklyn woman was killed by her suicidal ex and her boyfriend was injured in what appears to be the city’s third murder-suicide in less than a week, sources said.

The woman, 24, identified by family members as Janed Duncan, was found shot to death inside her home on Utica Ave. near Ave. N in Flatlands at about 14:00h. Her alleged killer was found in the same apartment with a fatal gunshot wound to the head, cops said.

Both were taken to Woodhull Hospital but could not be saved, according to police.

The woman’s ex was paying her a visit when he discovered her with her new boyfriend. Enraged, he shot both of them before taking his own life, police sources said.

The boyfriend, 33, was taken to Woodhull Hospital with a gunshot wound to the torso. His condition was stable, cops said.

A neighbor alerted police to the chaos after hearing a series of gunshots and then seeing a man bleeding, cops said.

Duncan’s aunt, who did not wish to give her name, described her niece as an ambitious young woman with a bright future. She said the woman’s family members in Grenada are distraught.

“She used to study biology, but she switched over to education,” the aunt said, adding that Duncan

On Wednesday, the bodies of Jennifer Schlecht, 42, and her 5-year-old daughter, Abayesh, were found decapitated inside their Harlem home. Police believe a disturbed Yonathan Tedla, 46, mercilessly killed his wife and child before taking his own life.

Schlecht, a former Peace Corps member currently working for the United Nations Foundation on international emergency responses, had attempted to file an order of protection against Tedla a day earlier but was thwarted as some courts were closed for Election Day. Analytical data to be collected from 2020 elections results – CEO

C

hief Elections Officer Keith Lownfield said that the Elections Secretariat will be moving to obtain more analytical data from the results of the March 2, 2020 General and Regional Elections.

Speaking at a press conference on Friday, Lowenfield underscored the need to take elections management to a place where data from polling day is more than just who won and lost.

He explained that post-elections, after obtaining the final result figures, the ballot boxes are locked away.

But, he noted, this is something that will have to change.

“We don’t go back to the boxes post-elections and for example, the boxes I have from [2015 elections] it’s locked away until year is done. But clearly it’s a move we can make,” Lowenfield posited.

According to the Chief Elections Officer, previous Chairmen of the Guyana Elections Commission (GECOM), particularly Dr Steve Surujbally, have been pushing to get more specific details from the results of the elections such as the

number of youth votes and other categories of grouping.

“We need data to emerge from these elections. Youths; in particular areas – the largest turnout. Well we get a general turnout but specifics. How many persons used their ID [identification] cards in let’s say Region Four (Demerara-Mahaica) and in which are the areas.

We have not done that as an agency and I agree with those who want us to move in that direction so that we will have not only who won or lost [the elections] but specific data…,” Lowenfield stated.

GECOM’s resolve to undertake better elections management comes on the heels of numerous and repeated recommendations over the years to undergo reforms.

In fact, elections observer groups both internationally and regionally have been insisting that while GECOM’s purpose for existence is to administer free and fair electoral processes, Guyana should consider reforms that would reduce or eliminate the politicised composition of the elections body in order to ensure inde-

pendence and impartiality.

Currently, the elections oversight body is comprised using the Carter Center model that was introduced for the 1992 elections to guide the composition of GECOM. This model provides for three members each from Government and the Opposition, and the Chairman to be appointed by the President from a list of names submitted to him by the Opposition, a process which many say have since exhausted its usefulness.

Another area that

GECOM has come under heavy criticism over the years for is its failure to deliver timely elections results.

In fact, former Indian High Commissioner to Guyana, Venkatachalam Mahalingam, in June had told Guyana Times that the country needs to have better tabulation and compilation processes so as to reduce the lengthy delays in delivering the polling results.

Mahalingam had observed the 2015 General and Regional Elections as well

as two Local Government Elections – 2016 and 2018 – during his five year tenure here and as such, noted that fast-tracking the tabulation process and the way in which the results from each polling station get to the elections headquarters could ensure the timely delivery of elections results.

“I’ve seen definitively [the delays in declaring elections results here]. It’s not desirable for the anxious voters to wait for a week to get to know their results because it can lead to other complications. So, therefore, it is advisable, and it is better, to have to a better system of compilation of the votes from each polling centre to a centralised location in a secured way, which can be used for declaring the results in the fastest way possible,” the Indian diplomat asserted.

However, he noted that while it is up to Guyana to decide on whether to pursue e-voting, finding a less time consuming and efficient way of tabulating elections results would be an “extremely useful step” for Guyana at this point in time in the absence of electronic voting

here.

The Indian High Commissioner is not the only foreign diplomat to recommend faster tabulation of elections results in Guyana.

Last year, former United States Ambassador Perry Holloway had also touted the idea.

“I’m still a big believer that electronic tabulation can go a long way towards getting the results quicker…

It would be nice to be able to almost have near or as close as to instantaneous [results] as you could… I think electronic tabulation go a long way for that and I think it’s a way to ease in the greater electronic voting… The tabulation, I think, is very doable and I think it’s a way to get started,” Holloway had contended.

The need for electoral reform, and Constitution reform as a whole, has long been highlighted and during its campaign trail leading up to the 2015 elections, where which got it into office, the APNU/AFC coalition had committed to have these reforms but is yet to take tangible steps to do so – something which it has received much criticism for.

Position yourself to benefit from oil & gas St Vincent PM urges Caricom to speed up reparation claims industry – Bynoe to Region 9 residents

ead of the Department of Energy, Dr Mark Bynoe on Friday told the residents of Region Nine (Upper Takutu-Upper Essequibo) that they need to position themselves to benefit from the oil and gas industry.

He urged, particularly the youths, to draft community development plans for their respective villages in order to benefit from the opportunities and revenues that will emerge from the petroleum sector.

He also reiterated the importance of pursuing higher education and training certification.

Dr Bynoe was at the time hosting an interactive session on oil and gas in St Ignatius with residents from several villages, including Lethem, Aranaputa Valley, Aishalton, Surama and Nappi participating.

“One of the things I keep saying is let’s [put] plans in place because funds will …go into the Natural Resources Fund.

A portion then goes to the Consolidated Fund. Now from that Consolidated Fund is where your spending will come so if you are able to make representation, to show [that] you have a strategic vision of where you wish to take your village, your region, your community, that will be [considered],” he said.

Dr Bynoe also said that the oil operators provide US$300,000 annually, in fulfilment of their corporate social responsibility,

from which funds can be drawn to finance community projects.

“To date, Guyana has about US$900,000 sitting, waiting to be spent on community-type projects. All that we have asked is that those projects be aligned with the Government’s development strategy so it is up to us to come up with initiatives… If [there is] a sustainable livelihood project that you want to pursue for your community, you can engage with us; we can provide you with advice, we can provide you with the template and help you to develop a project which can ultimately be funded,” he informed.

Meanwhile, Council for Technical and Vocational Educational Training

(CTVET) Monitoring Inspector, Seon Hamer noted that the Caribbean Community (Caricom) has recognised that almost 70 per cent of the region’s labour force is uncertified and there is a great demand for skills.

“What TVET is hoping to do is bridge the gap between the skills offered in technical institutes and training centres to meet the demands of the labour market because we have recognised that the skills coming out of the training centres are not matching the demands of the labour market,” he said.

In this vein, Hamer said work is being done at the Bina Hill Development Centre and at the St Ignatius Secondary School

to advance technical education in the region.

Through collaboration with the Education Ministry, Hamer said plans are in train to offer TVET programmes in secondary schools across the region. This programme will soon be piloted in the St Ignatius Secondary School.

Additionally, through collaboration with the Ministry of Indigenous Peoples’ Affairs, plans are in train to build a Green Development Centre at Annai to facilitate training specific to the oil sector.

Residents noted that while there are skilled persons in the region, they mostly lack the certification to benefit from their skills.

t Vincent and the Grenadines Prime Minister Ralph Gonsalves has urged Caricom leaders to raise the issue of reparations for indigenous peoples and African slaves with their European counterparts as a priority. He said if those conversations do not yield tangible results, then Caricom leaders must explore all legal and political options available to them for redress.

“We have to have a conversation with the British, with the French in the case of Haiti, the Dutch, in the case of Suriname. And if that conversation yields nothing tangible, if there is a breakdown, well then we have to use legal and political instruments on an ongoing basis,” he said on Friday.

Gonsalves was speaking on the topic of reparations for native genocide and slavery at the Scarborough Library, Tobago. The discourse was the 11th instalment in a yearlong lecture series hosted by the Tobago Writers’ Guild and Tobago Library Services. The series seeks to promote a literary arts culture on the island.

Gonsalves was among several Caribbean leaders who established the Caricom Reparations Commission (CRC) in 2013 with a mandate to formulate a case for reparatory justice for the region’s indigenous peoples and African descendants.

The CRC’s ten-point plan includes a formal apology for the crimes that were perpetrated against the two groups, psychological rehabilitation, illiteracy eradication, debt cancellation and an indigenous people’s development program.

arations, Gonsalves said if the European leaders do not address the issue in any meaningful way, the matter would be raised at the International Criminal Court within the framework of certain conventions. He singled out the convention for the elimination of racial discrimination, which speaks to redress for the legacy of underdevelopment in the region, occasioned by native genocide and the enslavement of Africans.

Gonsalves said Caricom leaders could also apply political pressure or act on resolutions of the United Nations, its specialised agencies and other international bodies. He said the issue must assume greater prominence given that five years have already gone in the UN’s designation of 20152024 as the decade for people of African descent.

“We have to accelerate the programme to bring about a complaint to the International Court of Justice if serious discussions don’t bear fruit.”

He said although the issue has been on Caricom’s agenda, “we have dropped the ball.”

However,Gonsalves said he intends to “raise the issue again sharply” in February 2020 at the 31st Intersessional Meeting of Caribbean Heads of Government in Barbados, and later, in July, when he takes over from St Lucian Prime Minister Allen Chastanet as Caricom Chairman.

Bolivia's Morales resigns after weeks of protests over disputed election

olivian President Evo Morales said on Sunday he would resign after the military called on him to step down and allies tumbled away amid a fierce backlash over a disputed election that has roiled the South American nation.

Morales, the country’s leader for nearly 14 years, said in televised comments that he would submit his resignation letter to help restore stability, though he aimed barbs at what he called a “civic coup”.

The Head of Bolivia’s armed forces earlier on Sunday said the military had asked Morales to step down after weeks of protests over the October 20 presidential election, which was won by Morales.

Earlier on Sunday, Morales had agreed to hold new elections after a report from the Organisation of American States (OAS), which conducted an audit of the October 20 vote, revealed serious irregularities in the election.

The OAS report said the October vote should be annulled after it had found “clear manipulations” of the voting system that called into question Morales’ win, with a lead of just over 10 points over main rival Carlos Mesa.

“This is important not only for the well-being of the Bolivian people, but also for the stability of Argentina, Chile, Peru, Paraguay and Brazil,” said Juan Cruz Diaz, managing director of risk advisory Cefeidas Group.

Mexico invites FBI to help investigate killing of Americans

T

he Mexican Government invited the FBI on Sunday to participate in its investigation into an attack in northern Mexico that killed nine dual citizens of the United States and Mexico.

Mexico’s Foreign Ministry said in a statement it extended the invitation through a diplomatic note to the US Embassy in Mexico.

“The Mexican Government reiterates its commitment to investigate the facts, in order to ... offer justice to the affected families,” the ministry said.

The US agents must work in coordination with their Mexican counterparts and will not be armed, it added.

The FBI did not immediately respond to a request

for comment.

T&T: MP Fuad Khan bows out of politics

A

second long-time member of the United National Congress (UNC), Barataria Member of Parliament, Dr Fuad Khan, is bowing out of politics.

This follows the previous announcement by Tabaquite MP, Dr Surujrattan Rambachan who said he was not seeking re-election.

In an exclusive interview with Guardian Media, Khan on Thursday said he had had enough.

“I’ve had enough after 25 years; it is not an easy place to be. I have lapsed in my service to the constituency," he said.

Khan suggested that a younger person would have more energy to service the constituency.

He said he has been go-

ing full time with the role as an MP and doctor, and it was “difficult to ride two hard horses”.

Khan said a person must know when it is time to go and to make room for younger, more energetic representatives.

Concerning his relationship with the party, he said that everything was good and it was a personal decision.

Just months ago, in August, Rambachan announced his decision to retire from active politics after 30 years of service.

At a UNC meeting at the Gasparillo Secondary School, he said while he was privileged to serve, he had internal squabbles within the party.

he People's National Movement (PNM) Tobago Council internal elections will be held on January 19, 2020. The announcement was made on Sunday by Chief Secretary Kelvin Charles at the PNM's 49th annual convention,

Charles said the elections will also see the adoption of the one man, one vote system for all positions contested.

Sanctions have left the country struggling to buy vital supplies for its oil in-

dustry, according to analysts, who said that as a result Caracas was having to offer cheaper blends of oil at a steep discount.

With oil accounting for well over 90 per cent of Venezuela’s legal exports, the country’s ability to sell it abroad is critical for Maduro’s survival as

President. The US has been trying to oust him since the start of the year and replace him on an interim basis with Juan Guaidó, the leader of the Opposition and President of the democratically elected congress.

ormer Industry and Commerce Minister Douglas Vaz died early on Sunday morning.

Prime Minister Andrew Holness made the announcement a short while ago on social media.

According to the Prime Minister, Vaz, who was 83, passed away in this sleep.

Vaz served as the Industry and Commerce Minister in a former Jamaica Labour Party (JLP) Administration.

Caribbean drug offenders nabbed in US immigration sweep

he United States I m m i g r a t i o n and Customs Enforcement (ICE) Agency says officers from its Enforcement and Removal Operations (ERO) Unit have arrested Caribbean nationals among 19 individuals in several counties throughout Massachusetts during a four-day enforcement action, targeting criminal immigrants who have been convicted or charged with fentanyl, heroin and other drug-related trafficking crimes.

Those arrested during the enforcement action hail from seven different countries.

Six are nationals from the Dominican Republic, two from Haiti and one from

The Bahamas.

The other countries were Brazil, Cape Verde, France and Guatemala.

ICE said many of these criminal immigrants were released from local law enforcement custody into Massachusetts communities “with no notification” to the agency.

“ERO deportation officers are committed to enforcing immigration laws fairly and professionally, while protecting the neighbourhoods of the Commonwealth,” said Deputy Field Office Director Todd Lyons for ICE ERO Boston.

“This operation clearly shows that ICE's enforcement efforts continue to target criminal aliens with

serious drug offences who clearly represent a threat to public safety,” he added.

ICE said that on November 4, agents arrested a Dominican Republic national in Lowell, Massachusetts.

He has pending charges for trafficking cocaine and false identity, was removed from the country in 2018 and illegally re-entered.

He has also been charged with re-entry after deportation, a federal felony which carries a maximum prison term of up to 20 years.

According to ICE, it lodges detainers on individuals who have been arrested on criminal charges and who it has probable cause to believe are removable immigrants. (Excerpt from CMC)

FAO report says Caribbean bananas under watch

he United Nations’ Food and Agriculture Organisation (FAO) says Caribbean bananas are “under watch”.

In its latest “Food Outlook” report, the FAO said the world’s most traded fruit is in danger of becoming scarcer, amid rising prices, as a fungal strain spreads across banana plantations in the Region and

Asia.

The “Food Outlook” assesses the hypothetical market risks posed by the Tropical Race 4 (TR4) disease, on bananas – a vital cash crop threatened by the pathogen— which infects roots and stems.

Conservative estimates suggest that TR4 will take its greatest toll in Asia, FAO warned, “which could lead to

a two per cent drop in global output of bananas, cut some 240,000 jobs within the industry, and trigger a near 10 per cent rise in prices over less than a decade”.

“The TR4 threat evokes the ghost of damage done by an earlier fungus to the Gros Michel banana variety in the 1950s,” the FAO said.

Cyclone Bulbul kills 13 across Pope wants to visit South Sudan next year, urges unity Government India and Bangladesh

yclone Bulbul has ripped through coastal areas of Bangladesh and India, killing at least 13 people while more than two million others were forced to spend a night in storm shelters.

The storm packed winds of up to 120km/h (75 mph), injuring dozens and destroying thousands of homes.

Five of the six who lost their lives in Bangladesh were hit by falling trees.

Officials say that further casualties were avoided because people were evacuated in time.

Authorities say the storm is now weakening.

Seven people were killed in the Indian state of West Bengal, the state’s Minister for Disaster Management told reporters.

The five-year conflict killed an estimated 400,000 people, triggered a famine and created Africa’s biggest refugee crisis since the 1994 genocide in Rwanda.

Violence spilled out onto the streets of Tuen Mun outside the “V city” mall, with running battles between riot Police and protesters.

The rail station was closed in Sha Tin, amid scuffles between Police and protesters young and old, on a day of planned shopping mall protests throughout the territory.

The violence spread to the Kowloon district of Mong Kok, one of the world’s most densely populated areas. Police used water cannon and volley after volley of tear gas to try to clear the main artery of Nathan Road, which was littered with loose bricks under the bright, neon lights.

Police also fired tear gas late at night in the New Territories district of Tai Po, north of Sha Tin.

Protesters are angry about what they see as Police brutality and meddling by Beijing in the former British colony’s freedoms, guaranteed by the “one country, two systems” formula in place since the territory returned to Chinese rule in 1997.

China denies interfering and has blamed Western countries for stirring up trouble.

Iraq Govt urged to rein in security forces to end ‘bloodbath’

he death toll during demonstrations in Iraq surged to more than 300 as security forces were accused of “relentlessly” targeting protesters.

Six more people were killed in the capital Baghdad on Sunday and dozens of others hurt in clashes.

The head of the Iraqi Parliament’s Human Rights Commission told Al Jazeera that 319 people have died since October 1 with more than 15,000 wounded. Most of the casualties were anti-Government protesters, but security officers also died in the violence.

Baghdad fired tear gas at demonstrators and erected concrete barriers in a bid to block their movement.

Iraqi medical workers who have treated the wounded say they’re being attacked by security members along with the protesters.

“They’re targeting us to prevent the treatment of the injured,” Dr Mustafa Fawzi told Al Jazeera.

A medical source said about 30 people were wounded in the al-Khulani area on Sunday, while volunteer medic Azhar Qassem said doctors would stay put in Tahrir Square to treat

any wounded. “We won’t pull out,” he insisted.

Military spokesman Abdul Kareem Khalef denied that the gunmen were part of the legitmate security forces.

Khalef added these people he calls “infiltrators” are also attacking security forces.

Rouhani: Iran finds new oilfield with 53 billion barrels

ran has discovered a new oilfield with 53 billion barrels of crude oil, President Hassan Rouhani has said, a find that could boost the country’s proven 150 billion barrel reserves by a third.

Speaking live on State television from the central city of Yazd, Rouhani said on Sunday the field was located in the country’s southern Khuzestan province, home to its crucial oil industry.

Iran currently has the world’s fourth-largest proven deposits of crude oil and the world’s second-largest deposits of natural gas.

The new oil field could become Iran’s second-largest field after one containing 65 billion barrels in Ahvaz.

Manouchehr Takin, international oil consultant, told Al Jazeera that the announcement did not reveal how much oil could be produced from the reservoir.

ovak Djokovic ruthlessly took Matteo Berrettini apart at the ATP Finals on Sunday as he began his quest to reclaim the number one ranking by winning his opening group match 6-2 6-1.

Berrettini became the first Italian to play in the season-ending showpiece since 1978 but was given a harsh lesson by the 16-time Grand Slam champion at the O2 Arena.

The 32-year-old Djokovic began the match 640 points behind Rafael Nadal in the race to end the year on top of the rankings, but victory chipped that advantage down to 440.

Djokovic must at least win two group matches and reach the final to have any chance of matching Pete Sampras’s record of ending six separate years as world number one.

The confrontation between the two domestic superpowers had been billed as a defining moment in Liverpool's 30-year quest to land the title - and this outcome leaves them with a commanding advantage over Leicester City in second place.

Liverpool took the lead after only six minutes when Fabinho flashed a 25-yard drive past keeper Claudio Bravo, deputising for injured Ederson, the goal given after a video assistant referee check for handball against Trent Alexander-Arnold.

ookie Eion Blue pulled out all the stops to produce a magnificent gross 92, which gave him a net 64 off 28 handicap, to win the ANSA McAL-sponsored inaugural Dewar’s Scotch Whiskey Golf Classic, held yesterday at the Lusignan Golf Course.

After the event, Blue reminisced, “I had a really good game today. My play all around was just good.”

The inaugural staging of this Dewar’s Golf Classic has been a resounding success.

Golfers took to the course early to enjoy the good grounds and fine weather under a staggered start system. They teed off at 9:00am with Eion Blue, Patanjilee Persaud, Bholawram Deo and Paton George; and the cool conditions at the start was probably what caused Eion Blue to excel, as he outperformed his group to set the day’s winning score.

Other groups began at 11:00 am, and still others teed off between noon and 12:30 pm.

The staggered start allowed for very good performances, and golfers were able to play at their own unhindered quick paces.

Of the four specialty prizes, two were won by current Guyana Open Champion Avinash Persaud: Best

Gross and Longest Drive; while Mike Mangal won the Nearest to the Pin prize, and rookie Bob Effergelt won the Most Honest Golfer prize.

illy Joe Saunders says he wants to fight Saul 'Canelo' Alvarez but admitted there was "something missing" as he laboured to a knockout win over Marcelo Esteban Coceres in Los Angeles.

After consultation with CWI’s Chief Medical Officer, team physiotherapist Matthew Parchment has advised that Stafanie sustained a Grade I Medial Collateral Ligament Sprain, which requires two weeks of recovery.

The CWI Women and Girls Selection Panel therefore wishes to advise that Cherry-Ann Fraser will replace Stafanie for the remainder of the ongoing T20I series against India Women.

Lead selector of the panel, Ann Browne-John, said, “It is very disappointing to lose Stafanie at this crucial time, and she will no doubt be missed; but her health and recovery are of utmost importance. We have the ICC T20 World Cup (coming up) in a few months, and it is critical that Stafanie gets the time to recover and return to full fitness.”

Browne-John added, “Cherry-Ann Fraser is a young Guyanese all-rounder who was in the last camp, and we were impressed by her performance.

A

ction in the highly anticipated Rawle Toney/ Mackeson 3X3 Classic kicked off on Saturday with some of the top basketball players in Guyana converging at the Burnham Hardcourt to battle for supremacy.

The competition featured 12 teams, and the proverbial pot was further sweetened for the players with 4-point spots placed around the playfield. If a player hit a shot from that range, that player would be awarded $1000, compliments of Fireside Grill.

A total of 18 matches were played, with each game being 10 minutes long. In the first matchup of the evening, Pitbull 3.0 battled the Flamethrowers, with the former asserting their dominance by extinguishing the flames and defeating the Flame Throwers 16-7.

The next game saw Plaisance Ballers losing to the Dark Knights 10-11, while match 3 saw Top Ballers repelling the Invaders 16-12.

Sleepers unleashed a 21-0 thrashing on GT Ballers to become one of the most outstanding teams of the night.

Culminating round 1, Ion Know edged Unstoppables 15-14 in a match that came

In round 2, Smooth took on Savants, and were literally too smooth for the Savants, whom they decimated 21-7.

Pitbull 3.0 struggled in their encounter against Topballers, but managed to prevail 7-6. Plaisance Ballers then bounced back in their second encounter to hand GT Ballers another 21–0 shutout. Ion Know then defeated Invaders 13-10 to register their second win of the night. Sleepers then showed why they were the powerhouses of the competition when they beat Savant 2410. Unstoppables put out the flame of the Flame Throwers and handed them their second defeat 21-9, while Smooth took out Dark Knight 12-6 to end round 2.

I n round three, Pitbull 3.0 cashed in on their third win of the night by defeating Invaders 217, while Plaisance Ballers made light work of Savants 2115.

Unstoppables then scraped a 1211 win over Top Ballers, and Ion Know won 2015. Smooth then put the Sleepers to sleep 12-10, to maintain their perfect record and cause a major upset that left the fans shocked, while Dark Knights won the final match via walkover.
