GPL to get help from DR energy company to improve operations

InterEnergy Group (IEG), a Dominican Republic (DR)-based energy company with bold plans to expand the use of renewable energy in the Region, will be partnering with the Guyana Power and Light (GPL) in an effort to help the company better manage its electricity services.

On Tuesday, IEG Chairman Rolando González Bunster was part of panel discussions held during the United Caribbean Forum.

Alongside former United States President Bill Clinton and Guyana’s President, Dr Irfaan Ali, Bunster outlined his company’s vision for renewable energy in the Region.

“We believe that InterEnergy is a company that has to keep on innovating and growing. We’re inaugurating later this month… it is like a station, with 60 outlets for fast charging for automobiles – electric cars. And they’re all powered by the sun. And there’s a big sign outside. President Clinton visited recently. There’s a big sign that says, charge

your vehicle in the sun.

“We are now in the process of converting that utility to 100 per cent zero emissions by the end of the decade. We are transforming… obviously we will always have baseload generation as backup. But what we’re putting in is battery systems, hydro systems, we take solar energy and pump it to 400 metres,” Bunster said.

Further, Bunster made reference to a Memorandum of Understanding his company signed with GPL back in January of this year. The agreement is expected to see the DR

company share its expertise in electricity generation and transmission, in addition to smart metering.

“InterEnergy will grow in the region and integrate. We are very happy to have signed a Memorandum of Understanding with Guyana Power and Light, because we believe we can bring to the Guyana Power and Light some of the knowledge that we gained over the years and help them manage their electric systems in a better way.

“Especially when the 300 megawatts of new generation comes online

and the future demands they will have in their growth. So, we see that integration and communication between countries,” the IEG Chairman further said, a reference to the Gas-to-Energy (GtE) Project, which, when it comes online, will inject 300 megawatts into the grid.

When the MoU between GPL and IEG was signed, both companies agreed to engage in discussions to explore opportunities and identify potential areas for collaboration and development of GPL through the implementation of IEG’s expertise and know-how in electricity generation, transmission and distribution, and in the management of electricity systems and assets.

At the time, Bunster had said that the collab -

oration was representative of IEG’s commitment to advancing sustainable energy solutions in Latin America. He had said that by leveraging his company’s power generation and distribution expertise, Guyana’s energy landscape could be bolstered while fostering economic and social growth.

“As industry leaders, we are dedicated to leading the transition to cleaner energy, prioritising renewables and the latest technology for a sustainable future and global decarbonisation,” he had said, in a statement from IEG.

Meanwhile, head of the executive management of GPL, Kesh Nandlall was quoted in the statement as expressing optimism with the agreement. He said that by combining

GPL and IEG’s strengths, the company’s operations could be optimised and better services could be provided to Guyanese.

“This alliance with InterEnergy Group aligns with our vision of a sustainable and technologically-advanced Guyana in line with the significant development that the eastern region of the Dominican Republic has experienced under the leadership of this energy company,” Nandlall said.

GPL has been dealing with power failure woes for some time, with the Government having to bring in 29.9 megawatts of additional power in the form of generators last year. It is anticipated that once the GtE Project comes online next year, Guyanese will benefit from not only cheaper but more reliable power. (G3)

Former US President Bill Clinton lauds Guyana’s sustainable development priorities …says

Guyana also on right track in climate change

Former United States President Bill Clinton lauded Guyana’s sustainable development priorities, while throwing his support behind the growing partnership between this country and the Dominican Republic (DR) and even offering to help wherever possible.

In one of the most high-profile visits to Guyana in recent times, Clinton arrived on Sunday to speak at the United Caribbean Forum panel discussion being hosted at the Arthur Chung Conference Centre (ACCC).

Clinton, who served two terms as US President from 1993 to 2001 before setting up his Clinton Foundation, on Tuesday referenced Guyana’s sustainable development efforts. In particular, Clinton lauded the development priorities being pursued.

“A commitment to democracy and the rule of law is not only an honourable thing, but it is also, in the long run, the economically-smart thing to do. So, I would like to say I think you’ve got a leg up, because of the commitments you’ve made to democracy and the rule of law,” Clinton said.

“I think your priorities in terms of developing a more sustainable agriculture, that will both generate more income and better nutrition and better health, dealing with the challenges of climate change and having a sustainable energy future, these things if you achieve them in the right way, will cause other people to follow you.”

He was also full of praise for the partnership between the DR and Guyana, which has seen several cooperation agreements being signed over the past year. In fact, he noted that both countries were ideally placed to contribute to the partnership, and committed to help facilitate its continuation.

“I will say I think you picked an ideal place to have a partnership between the Dominican Republic and Guyana. For most of the last few years, the Dominican Republic and Panama have been the two fastest-growing economies in the Caribbean.”

“And also, on the forefront of clean energy. Booming tourism. And thinking about how to build a modern economy that is truly inclusive, so that everyone can be a part,” the former President said.

Partnership Meanwhile, President Dr Irfaan Ali, who was present at the Forum, praised the example set by former President Clinton during his time in office. Additionally, President Ali assured that indeed, Guyana has every intention of furthering its partnership with the Dominican Republic.

“President [Luis] Abinader and myself are working on creating that supporting infrastructure. And we’re al-

ready seeing success. We have DR companies partnering with Guyanese companies, building out hotels, stadiums. We have collaboration in health care, tourism, training. We're already, in a relatively short period – one year, seeing the fruits of labour,” President Ali said.

The Head of State also said that Guyana was the foremost country in the world when it comes to advocacy for climate change and forest services. In fact, the President pointed out that the Clinton Foundation played a key role in Guyana's development as an advocate for forest services.

“In the last 50 years, the world has lost 65 per cent of its biodiversity. We have kept our biodiversity intact. Very soon, one must come to the understanding and we have to ensure that when the valuation is done, our product is positioned in a way to create new areas of (opportunity). It is not just about lofty speeches. It's about real work and positioning our country as a leader in the climate agenda,” the President stated.

Meanwhile, President Ali assured during the discussion

that energy remained a major issue for Guyana, as well as how to leverage the growing energy alliance in the region to further regional integration.

“Energy for us is also a major issue. For us, it's not only about petroleum. It is how we build out the transport and logistics sector. How we integrate our energy infrastructure. And how do we use our energy assets to push regional expansion and regional growth,” he said.

“But more importantly, how do we connect the re-

gion? So, we want Guyana to be that corridor of energy that connects and brings the Region here. We have that potential. It's natural gas, it’s wind, it's solar, it's hydro. And that's why we have such a huge alliance on the energy agenda.”

The United Caribbean Forum was organised by the Dominican Republic Chamber of Commerce in Guyana and is intended to facilitate talks on investment opportunities, particularly among the Private Sectors of the two countries. (G3)

Apolitical issue

There is more than a subtle irony in the continuance of the societal scourge of domestic violence in spite of the relentless efforts and the plethora of available mechanisms to inform and educate. The problem is much larger than what appears in the news, including the social media outlets, as many cases go unreported. This therefore gives much credence to the appearance of an underestimated reality.

Many reasons have been promulgated for what can deter an abused victim from seeking the intervention of the law. Among them, in no specific order of impact, are aspects of culture; shame; dependency and its redounding lack of empowerment for some; and the lack of confidence in law enforcement itself, precipitated by the reported trivialising of the issue in some instances.

One may posit that education is a primary concern. On the other hand, one can argue that education has been more profound in recent times. Pertinent would be to ask the question whether the other factors subvert the heeding of educational messaging; while the answer may be assumed, it would make for interesting and informative research.

As that is contemplated, the magnitude of the impact on children cannot be underestimated. Many have cruelly been made witnesses to the horrific assaults on their mothers, and to a lesser extent their fathers. Those ghastly images, especially for some who watched as life was snuffed out, are not only lasting, but profoundly traumatising.

When young minds are so broadsided, the impact, if not managed, lingers for life. Not that it is erasable, but with meaningful and sustained interventions, the trauma can potentially be mitigated, thereby aiding in better shaping of lives. The entire spectrum of what therefore constitutes counselling then becomes vital. This naturally raises the question of the availability of adequate intervening mechanisms.

While it is always heartening to hear that surviving victims and witnesses to such horrific incidents would be counselled, it would be very informative, for the benefit of all, to know the extent of what is available and offered. Realistically, expectations cannot be for what obtains in the developed nations. However, there must be something tangible, in keeping with available resources, with upgrades foremost in planning.

This is not in any way suggesting that there is not an effective mechanism. However, counselling can be an extensive process for some, depending on the circumstances. Given the plethora of incidents that unfortunately continue, and which would make added demands on the system, the question of adequacy of trained staff, needed facilities, and support systems becomes more pertinent.

Guyana had, in the past, the unenviable tag of having the highest rate of suicide per capita. Prior to that categorisation, some aspects had made news internationally, prompting a local organisation to call for suicide to be made a national priority, given its impact on society and the trauma it imposes on surviving relatives.

It was stated that the declaration would not only have brought additional focus, but would have positioned the issue to be afforded the necessary resources for its mitigation.

It was not going to be a panacea to stop suicide, but, effectively structured, it increases the potential across the country, with the assistance of stakeholders, to maximise effectiveness of information-gathering for targeted intervention. It would also increase confidence in the support system, to help break social inhibitors where necessary, and to better edify.

It is no different for domestic violence. While there is a disadvantage in being unable to accurately quote figures on the amount of people, not only those who died, but those who were injured and disfigured, and those scarred for life as a result of domestic violence, it must be extremely high in proportion to our population. Clearly, the highest number would be those who are left traumatised.

This therefore must be seen as a serious cause for concern, and a compelling reason for consideration to be declared a national priority. This is an apolitical issue, and is not confined to any one group, thereby making it less difficult to garner national support. In small societies such as ours, the impact permeates throughout and away from just the families.

Eccles-Ramsburg embarking on transformative journey

Dear Editor, The Eccles-Ramsburg Local Authority Area (LAA) is emerging as a testament to what visionary leadership and community collaboration can achieve. Anchored by the principles of the “One Guyana” vision under the stewardship of President Dr. Mohamed Irfaan Ali, the People's Progressive Party is at the forefront of this national movement towards sustainable development and inclusive growth. Please allow me to highlight a few examples of the multifaceted initiatives driving the rapid progressive transformation in this vital gateway.

Since assuming office in August 2020, President Ali has championed an initiative-taking and governance model that is driving significant development initiatives nationwide. He has done so with punctuating and assertive interventions, leading teams of Government officials countrywide to complement and incentivize the efforts of the Municipal and Neighbourhood Democratic Councils (NDCs) with overwhelmingly pleasing results.

With its strategic importance, Eccles-Ramsburg has been a significant beneficiary of this approach. The area is a hub of activity and a critical link connecting diverse regions and communities, facilitating the seamless movement of people and goods, and enriching the national tapestry. As a central conduit to our leading international airports, and with the situating of the current and new Harbour Bridge in this LAA, one cannot underscore its importance.

The unfolding passage targets improvements in the pivotal roles of infrastructure upgrades and drainage prioritization among other initiatives contributing to a sweeping progressive transformation of Guyana's landscape. The general public is witnessing massive development across all the Municipalities and Local Authority Areas aligned with His Excellency President Dr. Mohamed Irfaan Ali and the People's Progressive Party's outstanding leadership and “One Guyana” Vision.

The Eccles-Ramsburg NDC has embraced the supporting interventions following His Excellency President Ali's recent visit. Dynamic and dedicated community leaders, including Mr. Neil Kumar, Mr. Sean Richmond, Mr. Christopher Chan, and our councillors, are advancing a programme to sustain and propel our President's collective vision for progress and community empowerment with overwhelmingly pleasing results. These officials are visibly performing the vanguard pivotal roles in steering the monitoring of the implementation of approved projects, and advancing visible initiatives marking a new era of resilience and connectivity for the communities in the LAA.

While understandably realizing more appreciated yields and outcomes over time, the

outlined preceding framework and underpinning thought process are categorically linked, but are specific; one should therefore understand and relate to the respective context as follows:

*Infrastructure Upgrades:

The Road to Resilience*

As the region's infrastructure transformation unfolds with an eye toward sustainability and future needs, parallel upgrades in community road refurbishments and enhancements are required. The designs must support today's use and withstand tomorrow's challenges, incorporating flood mitigation measures and advanced construction techniques for lasting durability.

*Prioritizing Drainage Solutions: Building Resilience Against Environmental Hazards*

Understanding the critical role of adequate drainage, Eccles-Ramsburg has prioritized its water management systems to prevent or minimize community flooding in the future. Innovative and practical solutions using tyres and chains for cleaning clogged drains with complex bridge obstructions illustrate a proactive approach to environmental challenges, ensuring the community's protection and sustainability.

The Eccles-Ramsburg NDC has prioritized drainage to recognize the importance of adequate drainage systems in safeguarding communities. The cleaning of many community drains is in an advanced stage. This proactive approach, championed by Mr. Kumar and his team of vibrant community activists, aims to mitigate the risk of flooding and improve overall environmental sustainability. The Bagotstown koker is now free of obstructive debris, and is fully functional after months of inactivity.

The power of collaboration: Engaging for Impact

The essence of EcclesRamsburg's success lies in its commitment to collaborative governance. The active participation of local leaders, community activists and residents has created a development model that is responsive, inclusive, and efficient. In this regard, the role and response of the Eccles Community Group is most admirable. Mr. Christopher Chan's leadership in project management epitomizes this ethos, driving projects to completion with precision and accountability. Further, there has been coordinated

assistance from the National Drainage and Irrigation Authority under the auspices of the Ministry of Agriculture, and the visible presence and participation of the Minister of Agriculture, Hon. Zulfikar Mustapha, and the Speaker of the National Assembly, Hon. Manzoor Nadir, with significant earnest.

During a recent site visit of ongoing works on Saturday, March 16, 2024, the team examined critical projects across Sections AA, BB, CC, EE, Old Eccles, and at the Bagotstown koker. The inspecting stakeholders included Ms. Jasodra Applesammy from the Regional Democratic Council of Region 4; NDC Councillors Ms. Zoreen Outar, Mr. Chaitnarine Persaud, Mr. Shantaram Seetaram, and Mr. Christopher Chan, Chair of the NDC Works Committee. Observations revealed tremendous progress in most cases, and meticulous attention to detail, with roads and drains constructed in concrete to ensure durability and longevity.

*Looking Ahead: A Vision for All Guyanese*

Eccles-Ramsburg's journey is purposeful and mobilized, but far from over. With ongoing and future projects, including those under the Ministry of Public Infrastructure, the LAA is on stream to continue its growth trajectory. The forward-thinking approach spearheaded by Mr. Kumar and Mr. Richmond reflects a commitment to sustainable development and resilience in the face of challenges -- one that would ensure advantages in our community’s transitioning while complementing the national goal of extending development benefits across Guyana with an accelerated endeavour, ensuring equitable progress and enhancing the quality of life of every citizen.

*A model of sustainable development*

The story of EcclesRamsburg is a testament to the realization of potential through shared vision, innovative thinking, and collective effort. As it stands on the brink of a brighter future, the LAA is transforming its own landscape and setting a standard for sustainable development across Guyana and beyond, presenting a model that could be replicated in many areas.

Central to the measured success of the development initiatives in Eccles-Ramsburg is the spirit of collaborative governance. Mr. Kumar and Mr. Richmond are pivotal in coordi-

nating activities and fostering meaningful engagement with residents. By working hand in hand with community activists and stakeholders, they ensure that development efforts are guided by local needs and aspirations, promoting inclusivity and ownership.

Mr. Christopher Chan, with his expertise in project management, brings a strategic edge to the Works Committee. Armed with a Master's Degree in Project Management from the University of the West Indies, Chan oversees the continuous monitoring and evaluation process, ensuring that project execution is on track

Types of angles

Sometimes, two angles can be defined by their relationship to each other. Supplementary angles are two angles that form a line. Their sum will be 180o, so if you know the measure of one, you can figure out the other. Note that angles can sometimes be called by one letter, placed near the vertex.

Example:

Exercises:

If angle a = 120o, what is the measure of angle b?

Step 1: Think: A straight line = 180o

Step 2: Subtract: 180 – 120 = 60

So angle b = 60o

Identify whether the following angles are supplementary

Make a marshmallow popper

In this fun and easy candy science experiment, we’re going to explore and investigate elasticity and energy by making a marshmallow popper.

Materials:

Tape Disposable plastic cups

Mini marshmallows

Balloons Scissors

Instructions:

With adult supervision and assistance, cut the bottom off of one of the plastic cups. Cut the top of the balloon off, stretch it out across the bottom part of the cup, and tie a knot in the opposite end of the balloon. Wrap tape around the cut edges of the balloon, holding it securely to the side of the cup. This makes the marshmallow shooter more durable, and helps to prevent the balloon from snapping off while being utilised. Now get hold of some mini marshmallows, put one in the cup, aim, and start shooting by pulling back on the knotted end

of the balloon and releasing. How it works:

The elasticity or stretchiness of the balloon converts potential energy (stored) into kinetic energy (motion). The kinetic energy is transferred to the marshmallow by launching it through the air.

Make this a science project: Use larger balloons. Test other elastic materials like medical gloves. Use different sizes and lengths of tubes. (sciencefun.org)

Fair Daffodils, we weep to see You haste away so soon; As yet the early-rising sun Has not attain’d his noon.

Stay, stay, Until the hasting day Has run But to the even-song; And, having pray’d together, we Will go with you along.

We have short time to stay, as you, We have as short a spring; As quick a growth to meet decay, As you, or anything.

We die

As your hours do, and dry

Away, Like to the summer’s rain; Or as the pearls of morning’s dew, Ne’er to be found again. (Poetry Foundation)

Haitian Presidential Council Talks continue with stakeholders; PM Henry cooperating – Pres Ali

…says Haiti’s developmental, humanitarian needs also being discussed

Announcing that Haitian Prime Minister Ariel Henry is still committed to resigning once a Presidential Council is put in place for the transition, Caribbean Community (Caricom) Chairman President Dr Irfaan Ali has revealed that the Region was still working with Haitian stakeholders on this matter.

President Ali gave an update on the progress being made from the continuous meetings being conducted, during an interview on the sidelines of an event on Tuesday. The President noted that the Region was cognisant of the pressing need for ac-

ing security. And this is what we’re talking with key stakeholders and partners about. About how we can work on bridging security, as we move towards ensuring that the council

tion on Haiti to ensure normalcy could be returned.

“It is important for us to understand that while we await the deployment of (the troops), that there is immediate need for bridg-

comes into place.”

The President noted that discussions about the Presidential Council were held up to Monday evening and that stakeholders have been identifying persons

for the council. Further, he had said that discussions would continue Tuesday, ensuring that all the stakeholders were involved and talks were not limited to the Presidential Council.

“It’s not only about the council. It’s also ensuring the security aspect is kept alive, the developmental needs, humanitarian needs. So, it’s bringing a multi-faceted aspect under constant update.”

Asked for a definitive timeline for how soon troops could be deployed to Haiti, President Ali remarked, “I wish I could tell you tomorrow. But, of course, we’re working with stakeholders. We’ll have to get past the council. And we’re hoping that the resources to support the security presence would be forthcoming. Because that is key. The budget must be there.”

Previously-embattled Haitian Prime Minister l Henry had announced he would be resigning, amid mounting pressure from a spiralling security breakdown and concerted efforts from Caricom, with the assistance of the international community, to broker a way forward.

His resignation had come in the wake of several agreements between Caricom Heads and Haitian stakeholders, including for the establishment of the council that would select a new interim

Prime Minister. According to President Ali, Henry is cooperating. And while he made it clear that he remained concerned about the overall situation in Haiti, he was also optimistic that further clarity with the stakeholders in Haiti would be forthcoming in the next 24 hours.

“Well, he’s not changed any position. Prime Minister Henry was very open in the statement he made. And he has not (changed his tune). That was what was proposed. That once the council comes into place, the Prime Minister’s (resignation) comes into play,” President

Ali said.

“I remain very concerned for the people of Haiti. And Caricom remains very committed. But very cautious in our approach. But at the same time, we believe that the postponement and delay in finalising decisions cannot add value to the process. That is why time is so important in the circumstances.”

Haiti has been engulfed in turmoil since the 2021 assassination of President Jovenel Moïse. Since then, the streets have been overrun by gangs, and there has been a continuous cycle of violence.

That violence flared even more when in February, criminal gangs in the capital Port-auPrince conducted coordinated attacks targeting Police Stations, prisons, critical infrastructure, and civilian sites in the city.

On March 2, armed gang members raided two penitentiaries, reportedly freeing some 3800 inmates, after which Haitian authorities announced a three-day State of Emergency and imposed a nighttime curfew. That State of Emergency was subsequently extended. (G3)

Bandits escape with over $7M from Dalip Trading

Police are investigating a break-and-enter and larceny committed on Dalip Trading Enterprise on Lombard Street, Charlestown, Georgetown, of one metal safe containing $7 million and an undisclosed amount of cheques, property of Mohaswardatt Dalip.

Reports are that the incident occurred between 04:00h and 05:30h on Monday and was carried out by four men.

According to Police, Dalip Trading is a four-storey concrete structure located on the northern side of Lombard Street, facing south; the building houses several offices and is secured by internal locks and reinforced by iron grills. Police said several glass sliding doors are part of the building, secured by

zinc shutters and padlocks internally, with two security guards on the eastern side of the compound (working on a shift system).

According to 61-yearold businessman/proprietor Dalip, he had a fourinch metal safe containing cash and cheques that was secured in the cashier's office, on the bottom flat of the building. He told

Police that the office has a metal door secured by internal locks.

On Saturday, the businessman said he secured his business place and went home; however, on Monday, about 06:00h, he was contacted by the 60-year-old security guard on duty, who informed him that he was awakened by sounds coming from inside the building.

On checking, the guard said he noticed four persons exiting the building with the safe, but could not pursue them since he was unarmed.

The scene was processed and photographed by ranks from the Criminal Investigation Department (CID) headquarters. It was observed that the door to the cashier's office had been prised open and the office ransacked. There were no signs of forced entry to the building leading to the cashier’s office.

Detectives are in the process of reviewing Closed Circuit Television (CCTV) footage. Several persons in the area were questioned, but no further information was obtained. Checks are also being made for the suspects. Investigations continue. (G9)

Motorcyclist dies after colliding with minibus

Nigel Harvey of Lot 731 'C' Field Sophia, Georgetown lost his life at about 06:35h on Tuesday after he crashed his motorcycle into a minibus at the intersection of Brickdam and Brummel Place in Georgetown.

Police investigation has revealed that minibus BWW 693, being driven by a 70-year-old man, was proceeding north along the western drive lane of Brummel Place while the 34-year-old Harvey was driving his motorcycle west along the southern drive lane of Brickdam; and when both men approached the intersection of Brickdam and Brummel Place, the traffic light there was not working.

Neither driver stopped at the intersection, and an accident resulted when the front left portion of the motorcycle struck the front right portion of the minibus.

The impact of that collision flung the motorcyclist into the air, and he sustained grievous injuries to his head and other parts of his body when he fell onto the road surface.

He was picked up in an unconscious condition by Emergency Medical Technicians (EMT) and transported to the Georgetown Public Hospital, where he was pronounced dead on arrival.

The driver of the mini - bus, a resident of Lodge Housing Scheme, remains in custody, assisting with the investigation. (G9)

What’s goin’

on…?

…in the Police Force

Your Eyewitness would be foolish indeed if he were to condemn the entire Guyana Police Force. Surely, in an organisation of some 4500 men and womenwho’ve literally been given the power of life and death over their fellow citizens - some of them are gonna abuse those extraordinary powers. There’s a famous experiment wherein some college students were picked for an EXPERIMENT and given the roles of guards over other students. And as “guards”, they actually tortured the “prisoners”!! Yes, we humans do tend to abuse our powers.

But because this known tendency in humans is taken a whole new level when the Police are handed real weaponswith real laws compelling folks to obey them - imagine what can happen! And in Guyana we don’t have to “imagine”, do we?? Police “harassment” has been a part and parcel of Guyanese life ever since the Police Force was formed in 1839!! It was no coincidence that this was the very next year following the abolition of slavery, was it?? Did you think they were told to “serve and protect” those folks who’d been treated like animals for the past three hundred years??

Their job was to protect the SYSTEM created by the whites who ran the system!! Up to independence, most of the officers were white!! During the CIA-inspired riots in the run-up to independence, the name of British white Police Commissioner Peter Owen struck fear in the ordinary people. And that attitude never had a chance of changing, since Burnham picked up right where the British left off!! He enlarged the Police Force, that had to be personally loyal to him. For those who didn’t wanna toe his line, their heads rolled!!

So, the natural propensity of folks to abuse their power was coupled with the free rein Burnham gave the police to harass folks who opposed him. Many policemen were even part of the “kick-down-the-door” bandit squads up to the late eighties - until Hoyte brought in his “hang-em-high” policy!!

The GPF the PPP inherited in 1992 had been corrupted through and through; but sadly, rather than immediately launching a thoroughgoing revamping and reorientation of the GPF, the PPP tried to work with the manpower they inherited. And we segued for the next twenty years of the new millennium, that saw bandits holing up in Buxton having absolutely no respect for the police, and taking them on directly.

As your Eyewitness has been emphasising, when Granger took over in 2015, he cogged wholesale from his mentor Burnham’s playbook. The top brass that the PPP had painfully built up was thrown under the bus on trumped-up accusations and were fired. Only Granger loyalists survived.

So, we gotta start from scratch again!!

…in politics

It ain’t easy being in politics in Guyana nowadays! Used to be you told folks whatever they wanted to hear – meaning promise them the sun and moon! - buy some rum in the rum shops, and give your private (racial) spiels under the bottom houses, and that was it!! Since folks voted mostly on race, it was already a foregone conclusion as to who’d win – that depended on the colour of the various noses!!

But now things are different: the noses are almost equal in number - which creates a dilemma to the old order. Suddenly, you gotta be nice to everybody, since the least misstep could cost you those crucial fence-sitting noses!! Problem is the new “bottom houses” - where folks engage in the race talk - is social media. Here, it’s a case of everything hanging out, and since the content’s available to everyone with a smartphone – meaning EVERYBODY –everyone gets riled up!!

The politicians now gotta be “outing” fires every minute of the day!!

US$38M MoU inked for construction of solar farms across Guyana

…additional 18 megawatts of power to be generated

An additional 18 megawatts of solar power will be added to the national grid’s capacity as a result of the signing of a Memorandum of Understanding (MoU) between the Guyana Government and Chinese companies SUMEC Complete Equipment & Engineering Corporation Limited and XJ Group Corporation.

This development is being facilitated through the Guyana Utility Scale Solar Photovoltaic Program, which is funded by the Inter-American Development Bank’s (IDB’s) Guyana REDD+ Investment Fund, and is valued at US$38 million.

Under the project, solar farms will be constructed in the following regions: Two (Pomeroon-Supenaam), Five (Mahaica-Berbice) and Six (East BerbiceCorentyne).

When these solar farms are completed, some ten megawatts of electricity would be added to the national grid from structures at Trafalgar, West Coast Berbice, Region 5; Prospect and Hampshire Village on the Corentyne Coast in Region Six; and at Onderneeming and Charity on the Essequibo Coast in Region Two (Pomeroon-Supenaam), from where eight megawatts would be added to the national grid.

During his remarks to those gathered at the signing ceremony, Senior Finance Minister Dr. Ashni Singh disclosed that the project also caters for construction of a 69 kilovolt (kV) interconnection line for the Trafalgar Farm and one 13.8kV interconnection line for each of the Farms at Prospect and Hampshire.

“Those are significant additions to our electricity generating capability, and they represent a significant step forward in our transition to cleaner and more renewable sources of energy. They represent the single largest installation of solar capability in our country’s history thus

far, and the single largest investment in renewable energy to date,” Dr. Singh said.

The Chinese Ambassador to Guyana, H.E Guo Haiyan, has lauded the Guyana Government for investing in renewable energy, and has signalled China’s commitment to ensuring that Guyana achieves its Sustainable Development Goals while fighting climate change and enhancing environmental protection.

“China is the world’s largest market of solar power, and also the supplier… Now Guyana has ushered (in that) development opportunity and China en-

joys the advantage of production and technology which constitute complementarity between the two countries. So, we have a bright future in development, especially in the new energy development,” the Chinese Ambassador has posited.

This project, considered the single largest investment in renewable energy in Guyana, aligns with the plans of the Low Carbon Development Strategy 2030 which are intended to increase the share of green renewable energy in Guyana’s energy matrix.

Additionally, within the Essequibo contract, there will be investment in

the digital transformation of the Essequibo electrical systems from analog procedures to digital real-time automated monitoring and control for the solar farms. This will enhance the reliability of the Essequibo grid.

The investment will see the cost of generation being lowered by using less Heavy Fuel Oil (HFO) and diesel, and will prevent emission of in excess of 39,000 tons of CO2 up to the end of the program in 2027.

The 5 solar farms being built will continue to offset at least 19,000 tons of CO2 emissions on an annual basis. (G2)

France to open embassy in Guyana

…country to provide Guyana with patrol vessels

France will be opening an embassy in Guyana next year. This has been announced in a joint communique on Tuesday, following a meeting on Monday between President Dr Irfaan Ali and France’s Europe and Foreign Affairs Minister Stéphane Séjourné at State House.

According to the communique, given their desire to forge closer links, the two countries have decided to write a new chapter by France opening an embassy in Georgetown in 2025. France will be the first EU country with this level of diplomatic representation in Guyana.

Defence/security

Additionally, France and Guyana have shared commitment to democratic values and respect for international law and the sovereignty and territorial integrity of states. Both countries are fully engaged in peacekeeping initiatives, the communique has said, adding that both countries are keen to strengthen cooperation to ensure the security and stability of the Guiana Shield, and combat organised crime in the region.

As part of the ongoing security cooperation, Guyana announced the acquisition of maritime patrol assets from France. This is a further illustration of the commitment of the two sides to strengthen the bilateral relationship.

In August 2023, officials of the French Development Agency (AFD) were in Guyana, and had exploratory discussions with Senior Minister in the Office of the President with responsibility for Finance, Dr Ashni Singh, on opportunities for partnerships. French President Emmanuel Macron is currently on a three-day visit to Brazil.

The Government of

France opening an embassy, the communique has said, would boost the development of cooperation in various sectors, including in the economy, in priority areas for Guyana where French companies hold renowned expertise. This embassy would also contribute to strengthening ties between Guyana and French Guiana, as well as French relations with the Caribbean Community (Caricom), which is headquartered in Georgetown, the statement read.

Guyana has since said it looks forward to the opening of this embassy, which signals the benefits of economic transformation being experienced by the nation, and the interest of France in developing its relations with the Caribbean region.

This move, both countries have agreed, would help strengthen the integration of France’s overseas territories in the region, and illustrate France’s ambition to consolidate the universal character of its diplomatic network.

The two countries are also engaged in efforts to tackle climate-related issues and protect Amazonia, which is a priority for both countries, given their connection to the Amazon region.

It has been agreed at the meeting that a joint working group would be established to identify priorities to deepen cooperation in the areas of defence, climate change, food security, infrastructure, technology, and tourism.

According to a Reuters report, Brazilian President Luiz Inacio Lula da Silva will meet Macron in Belem, near the mouth of the Amazon River, where the two will visit conservation parks with sustainable development projects, and meet with Indigenous leaders.

Parika accident leaves mother paralysed

Juliann Jettoo, a 28-year-old mother of two, finds herself battling severe injuries and paralysis at the Georgetown Public Hospital following a harrowing accident on March 15.

The accident, which occurred at Bushy Park, Parika, East Bank Essequibo (EBE), involved a collision with motor car PAF 8633, leaving Jettoo with multiple injuries that may have permanent repercussions, according to her reputed husband, Fred Hope.

Hope, who has been living with Jettoo for the past eight years, told Guyana Times that since the accident, their family has been faced with immense challenges.

He said on March 15, he and his reputed wife left their home, both on motorcycles, to run errands.

According to the man, they went to several places, but they met up at a store to make a purchase for their child and on their way home

the accident occurred. He said that he thought his wife had taken another route home but when he arrived, she was not there.

“When I get home, I asked the children ‘way y’all mommy deh, she hasn't come home yet?’ and they said no. So, I call her phone. When I call, a man answer and say that she reach up in an accident and that she lie down on the road and she deh bad.

So, I jump on my motorcycle and I went there,” the man recalled.

Hope said when he arrived on the scene, his reputed wife was severely injured and several persons were standing at the scene.

“I started screaming and begging them to help me take her to the hospital, because how she was, they thought she was already dead. But when I go, and

touch her, it felt like she had some life in her still. I then decided to feel her pulse and I realised her heart was beating,” he recounted.

He said that the Police arrived shortly afterwards and Jettoo was taken to the Leonora Cottage Hospital, where she underwent immediate surgery and was later transferred to the Georgetown Public Hospital. At that hospital she underwent another surgery.

Her reputed husband said Jettoo suffered various l injuries, including broken hands, ribs, a damaged spleen, a collapsed lung, and a fractured jaw that resulted in the loss of several teeth.

According to Hope, he was told that his reputed wife was pinned against a culvert. The man, who is a welder, told this publication that he now finds himself unable to work as he devotes his time to caring for his spouse.

“Since the accident, I can't work. I have to leave my children with their grandparents and I haven’t seen them in five days, because I have to be by their mother's side. They are crying to come home, because they heard what happened to their mother,” he said.

He said since the accident, Jettoo had to undergo two surgeries and she was still unable to do anything for herself. He said owing to the accident, one of her hands is paralysed, and doctors said they were uncertain if she would ever get to use her hand again.

“They said it is 50-50 and if she can use it again,

it will take six months to one year for her to recover. Sometimes I am frustrated, but I have to keep pushing, because my wife is a good person and doesn’t deserve any of this. Many nights when I go home, I cry and ask God to please let her hand work back and for her to be ok because it is hard”.

“I can’t work and it is the church that she goes to that help me with a little money and that has been helping me for a little while.”

Hope said that shortly after the accident, the driver of the car was arrested and was later released on station bail. He said that when he

revisited the Police Station to follow up on the matter, he was told that his reputed wife needed to recover fully for them to proceed with further investigations.

“They said that they don’t want to pressure my wife's brain now… they even said that there were no cameras in the area, so they will have to ask my wife what happened. When I asked my wife, she said all she knew was she was riding and a car swerved in front of her and she doesn’t know what happened after,” he said.

Hope is calling for justice and praying that his spouse enjoys a full recovery. (G9)

GUYANA’S TRANSITION TO A GLOBAL INFLUENCER – GROWTH OF

he EU will be establishing a full-fledged embassy in Guyana, the functions of which would include the issuance of Schengen visas, so that Guyanese would no longer have to travel to Suriname or Trinidad to obtain those visas. In May, the globally recognized brand of P.F Chang, an Asian culinary giant that is popular in the USA, will open up its first Caribbean location in Georgetown. These are examples of Guyana’s growing international prestige. In the meanwhile, the US Ambassador has declared that everyone can see transformation occurring “in front of their eyes”.

Not so long ago, Guyana was Caricom’s “basket case”, a HIPC country, one of the most indebted countries in the world. Not so long ago, it was one of the countries with the highest poverty rates. But now Guyana is a global powerhouse. With our global presence and recognition, in proverbial terms, Guyana is punching far above its weight class.

On Sunday, one of the most influential, powerful and admired former Presidents of America, President Bill Clinton, arrived in Guyana. Beside meeting with President Irfaan Ali, VP Bharrat Jagdeo and other Government officials, President Bill Clinton will also be the keynote speaker at the United Caribbean Forum, an investment forum organized by the Government of the Dominican Republic. He will be only the second president from America to ever visit Guyana, the first being President Jimmy Carter.

Last week, days before President Clinton landed in Guyana, the head of the American Central Intelligence Agency was in Guyana to hold talks with President Irfaan Ali, VP Bharrat Jagdeo, and other Government officials. Many other high-level American Government officials have been in Guyana over the last few months. Such high-level visits by American Government officials have become commonplace. The attention Guyana has garnered from America underlines its growing prestige and importance in the world.

Days before President Bill Clinton arrived in Guyana, the former British Prime Minister Tony Blair, one of the most powerful British Prime Ministers ever, also came to visit. It was in fact Tony Blair’s second visit to Guyana. Tony Blair is the first ever British Prime Minister to have visited Guyana. His visit is only one of the visits by high officials of the British Government that have become commonplace in Guyana. Visits from high officials of Canada and of developed countries in Europe have also become commonplace. Visits by heads of states in Caricom, from nonCaricom Caribbean States, from South and Central America, and from Africa are testimony that Guyana is now a global powerhouse.

Guyana has not become a global powerhouse because of a powerful army. That Guyana has been the fastest-growing economy over the last three years, and is on a trajectory of double-digit growth for several more years are NOT the only reasons for Guyana’s growing influence and prestige, and for Guyana earning its powerhouse status. The world was already intrigued by Guyana’s Low Carbon Development Strategy (LCDS), which was first introduced in 2010 under President Bharrat Jagdeo.

The LCDS has become one of the most influential models for forest preservation, the development of a carbon credit market, and in the fight against global warming and climate change. Guyana is now the only country that has been formally certified with carbon credit resources, and has already sold 30% of its first installment for US$750M. The country has just this month secured certification for airline carbon credits, which now means that airlines can begin to procure carbon credits from Guyana. The whole world is watching with excitement at how Guyana has turned its forests into one of the world’s most exciting climate change-linked industries.

Guyana this year became a member of the exclusive UN Security Council, which is made up of 15 members only. Guyana is not the firstever developing or Caricom country to become a member of the UN Security Council but, clearly, Guyana is one of the non-permanent members of the council that appeared to be making a mark. Not only has it been influential in the discussion on Gaza, but the Council recently held a special session on Global Food Security at which President Irfaan Ali was the keynote speaker. And Guyana is demonstrating that it is bold and confident enough to take independent positions. When Guyana abstained from the vote on the American Resolution for a ceasefire in Gaza, Guyana rebuked America for a wishy-washy resolution that did not demand an immediate ceasefire in the Gaza war, and for not having the courage to tell Israel it is committing genocide in Gaza. In addition, no President of the UN Security Council from a developing country has ever served with as much distinction as Guyana’s Ambassador to the UN, Carolyn Rodrigues.

President Ali’s global crusade for global food security; push for selfsufficiency in food supply in Caricom; leadership in pushing Caricom to take responsibility for Haiti; push for Caricom to strengthen relationship with Africa, the Middle East, India, China, and the rest of Asia; and his push for greater solidarity and cooperation with South American and Central American countries have made him a global influential leader.

Much of Guyana’s prestige and powerhouse status has to do with President Irfaan Ali’s and VP Bharrat Jagdeo’s leadership. As President of Guyana, Dr. Irfaan Ali has been an influential figure at home and internationally, bringing his leadership skills to garner confidence in Guyana and exert influence internationally.

As General Secretary of the governing PPP and as Vice President of Guyana, Dr. Bharrat Jagdeo continues to inspire the Guyanese people and to be one of the most admired politicians that have ever come out of Guyana and the Caribbean.

Last week, the Ambassador of the Dominican Republic posited that Guyana has become a possible model for development, and that other countries are already watching Guyana closely. It is astonishing that while a small group of naysayers in Guyana keep drumming the message of gloom and doom, almost the whole of the rest of Guyana and the whole world are excited about developments in Guyana.

Since the arrival of some 707 Black Belly Sheep from Barbados, the Guyana Livestock Development Authority (GLDA) has been able to breed over 100 of 367 lambs birthed locally. There were 104 single births, 109 twin births, nine triplets and two sets of quadruplets.

Additionally, a total of 95 sheep were recently impregnated, and of that number, 89 pregnancies were confirmed.

These figures were provided by GLDA to a visiting team of Agriculture Engineers from Barbados, who were assigned to conduct an assessment of the project.

During a presentation, GLDA Extension Officer Trishanna Allen informed the delegation that the agency utilises a grouping method when breeding animals. This requires them to group the sheep in batches

However, as it related to the arrival of the last batch of 293 Black Belly Sheep from Barbados to Guyana, McLean explained that Barbados planned to delay the transfer given the present drought-like conditions in Guyana.

“To move the animal from Barbados to Guyana and you have drought condition, the stress of moving and then having this heat and lack of vegetation, that might be detrimental to the animal. So, we will probably wait until the weather changes before we bring the next set,” McLean said.

He added that the Barbados and Guyana Governments would be participating in a series of research exchanges in the meantime. This is geared towards expanding the project in both countries.

The GLDA is currently utilising a state-of-the-art data management software called Data Mars Livestock, to keep track of every animal in the programme.

of 15 per pen with one ram for 14 days.

However, she explained that while this method was successful, owing to challenges associated with availability of labour and climate-related factors, GLDA was forced to implement a number of new measures to care for the newborn lambs.

These include moderate isolation and having them foster fed in the cubicles in which they are kept.

“Feeding has a direct impact on the growth rate, production capacity and health status of the animal… Presently, we are utilising a total mix ration and this carries significant importance and benefits for the overall heath and productivity of the animals. Our team provides a balanced diet by combining various ingredients such as grain, protein sources, and supplements in precise proportions tailored to meet the specific nutritional needs of the Barbados Black Belly Sheep,” Allen explained.

Meanwhile, Consultant to the Government of Barbados, Dr Leroy McLean says the Barbados Government is pleased with the progress recorded thus far, and believes the project is on a “positive upward trajectory”.

According to Allen, maintaining and tracking data throughout the chain is crucial to the expansion of this project, as Guyana fulfils its commitment to aid in the reduction of the regional food import bill by 25 per cent by 2025.

“The data transformed should be stored in a secured and immutable manner and this is what Data Mars does for us, it cannot be altered, as long as that data is clocked into the system, nobody can go in and tamper with it. So, this gives us a real clear picture – our data set,” Allen added.

Black Belly Sheep project

The first cargo of 132

sheep – 20 rams and 112 ewes – landed in Guyana in August 2022.

The programme was launched with an estimated $600 million (US$3 million) investment from the administration, and a flock of 1000 sheep is slated to arrive.

The Black Belly Sheep breed is primarily raised for meat and other high-demand by-products.

The establishment of the project in Guyana and Barbados will allow the Caribbean to develop its own brand, replacing the New Zealand lamb and Australian lamb that are being imported to this side of the globe.

It will also allow Caribbean Member states to cut Caricom’s food import costs by 25 per cent by 2025. (G1)

Regional Brazil, France launch US$1.1B programme to protect Amazon rainforest

Brazil and France on Tuesday launched an investment programme to protect the Brazilian and Guyanese Amazon rainforest involving one billion euros (US$1.1 billion) in private and public funds over the next four years.

The announcement was made during French President Emmanuel Macron's three-day visit to the South American country, where he landed on Tuesday in Belem, near the mouth of the Amazon, and was met by Brazilian President Luiz Inácio Lula da Silva.

"Gathered in Belem, in the heart of the Amazon, we, Brazil and France, Amazonian countries, have decided to join forces to promote an international roadmap for protection of tropical forests," they said in a joint statement.

Their pledge to work together to stop deforestation in the Amazon by 2030 to contribute to slowing global warming comes two years before Brazil hosts the COP30 climate negotiations talks in Belem in 2025.

"The Presidents expressed their commitment to the conservation, restoration and sustainable management of the world's tropical forests and agreed to work on an ambitious agenda, including ... developing innovative financial instruments, market mechanisms and payments for environmental services," the statement said.

Macron and Lula took a river boat to visit a sustainable development project for producing chocolate on an island near Belem, and met with Indigenous leaders.

At the event, Macron honoured Indigenous leader and environmental campaigner Raoni Metuktire, of the Kayapo people, with the National Order of the Legion of Honor, France's highest order of merit, for his fight to protect the rainforest and Indigenous rights.

Chief Raoni, who became a global reference for campaigning in the 1980s with musician Sting at his side, handed Macron documents denouncing the environmental impact that a planned railway backed by soy farmers will have on Indigenous people, whom he said have not been freely consulted.

Raoni asked Lula not to approve building the 1000-kilometre (620-mile)

railroad known as Ferrograo that would lower agribusiness costs for shipping grains from Mato Grosso farm state to Amazon river ports and out to international markets.

Despite past run-ins over the environment, relations between France and Brazil have recovered from a low point in 2019 when Macron led a wave of international pressure on then President Jair Bolsonaro over fires raging in the Amazon. Bolsonaro accused Macron and other G7 countries of treating Brazil like "a colony".

"After a four-year eclipse and a virtual freeze in political relations between our two countries during Bolsonaro's presidency, we are in the process of relaunching the bilateral relationship and the strategic partnership with Brazil," a French presidential adviser said on Friday. (Reuters)

Bolsonaro's stay in February at Hungary Embassy under investigation – source

Brazilian Police are investigating why former President Jair Bolsonaro spent two nights at the Hungarian Embassy in Brasilia last month right after his passport was seized in an investigation into an alleged military coup plot, a source with knowledge of the matter said on Tuesday.

The source, who spoke on condition of anonymity, told Reuters the Police report on the probe would be sent to Supreme Court Justice Alexandre de Moraes, who ordered the investigation into an alleged plan for a military coup after Bolsonaro was defeated in October 2022 by leftist

Luiz Inácio Lula da Silva.

Bolsonaro has denied any involvement in a conspiracy, but the former commanders of the army and air force earlier this month told Police in depositions that Bolsonaro had asked them to join plans for a coup. They said they refused to join.

Bolsonaro's stay at the Embassy of Hungary between February 12 and February 14 was first reported by the New York Times on Monday, based on security camera footage that showed him entering the diplomatic compound.

On February 8, Police had seized Bolsonaro's pass-

port and accused him of editing a draft decree to overturn the results of the 2022 election, pressing military chiefs to join a coup, and planning to jail Moraes.

Moraes has set a deadline of today for Bolsonaro to explain to the top court the purpose of his stay, court officials said.

Bolsonaro's lawyer, Fabio Wajngarten, said on social media on Monday evening that the ex-President was at the Embassy "to maintain contact with officials of the friendly country" and "get updates on the political landscape of both nations". (Excerpt from Reuters)

Corina Yoris, Venezuela's main Opposition candidate, blocked from election

Venezuela's main Opposition coalition says its candidate has been blocked from July's presidential election.

The Opposition Unitary Platform (PUD) said it was unable to access the electoral council website to register its candidate, Corina Yoris.

It is the latest setback for the PUD, whose leader, María Corina Machado, has been barred from running for office.

Polls have suggested that if the election was free and fair, Machado could beat President Nicolás Maduro.

Barbadian superstar and business mogul Rihanna will be spreading her wings to China.

Last week, she announced that her brand Fenty Beauty will now be available in that Far East country from April 1.

According to the Mail Online, it’s a huge business move for the singer/actress/beauty products supplier, with China now the second-largest beauty market in the world behind the United States.

It said Rihanna, 36, “is already considered America’s youngest selfmade female billionaire. Her estimated net worth is around US$1.4 billion, which is mainly a result of

Twelve people from a variety of small parties were also able to file candidates – some are aligned with the Government and none of them is thought to be a serious challenger to President Maduro.

One of those who was able to register was the Governor of the state of Zulia, Manuel Rosales, from the Un Tiempo Nuevo (A

New Era) party.

He surprised many by putting himself forward at the last minute, seemingly without the knowledge of the PUD coalition of which Un Tiempo Nuevo forms part.

Asked if the opposition PUD would now rally around Rosales, Machado responded simply: "My candidate is Corina Yoris."

Machado argued that by blocking Yoris from registering, President Maduro had effectively "chosen" who he would run against. "They're not [free] elections, if the regime chooses the candidates," she said. (Excerpt from BBC News)

THE Attorney General and a senior Opposition Senator agree that the legislation governing Commissions of Enquiry (CoEs) needs an overhaul to better serve the public.

Independent Senator Anthony Vieira piloted the motion in the Upper House on March 26. In supporting his motion, he quoted from a newspaper article which said successive CoEs cost the State over half a billion

dollars without a single person being held accountable, arrested or charged.

"This motion calls on the Senate to consider the very important role public enquiries play in our constitutional arrangements, whether we are getting value for money and whether the process can be improved."

Entering the books in 1892, the CoE Act, Vieira pointed out, has only been amended a couple of times with the most recent being

in 1976.

He said the primary issues plaguing the practice are that it is lengthy, costly and recommendations are rarely implemented. He said if these public enquiries are done properly, it can change attitudes, policies and practices. If not, he said, the public can lose trust.

"Lots of promise, little delivery. Is this an acceptable state of affairs?"

Traders are buying oil at the fastest rate since 2020

Traders seem to have finally realised that the Organisation of Petroleum Exporting Countries and its allies (OPEC+) is serious about keeping crude oil supply constrained.

According to the Reuters numbers, in the week ending March 19, traders bought the equivalent of 140 million barrels across the six most-traded crude and fuel contracts.

Per the latest weekly data, as reported by market analyst John Kemp, traders are buying oil at the fastest rate since 2020. And oil prices are on the rise.

Of course, OPEC is not the only factor behind the change in sentiment among traders. Refinery disruptions in Russia resulting from Ukrainian drone attacks have also had a lot to do with the growing bullishness on oil markets. Recent reports that the US had urged the Ukrainians to stop targeting Russian refineries and the Ukrainians' refusal to do so probably reinforced the effect, too.

There is also the improvement in analysts' outlooks for the global economy. The picture seems to no longer be as bleak as it was last year, so oil demand projections are improving. A month ago, the International Monetary Fund (IMF) revised upwards its forecast for the global economy, and so did S&P Global Market Intelligence. So traders are once again buying oil in significant volumes.

According to the Reuters numbers, in the week ending March 19, traders bought the equivalent of 140 million barrels across the six most-traded crude and fuel contracts. Crude was the most bought, with 57 million barrels in West Texas Intermediate (WTI) changing hands during that week along with 55 million barrels of Brent crude.

"Escalating geopolitical tension, coupled with a rise in attacks on energy facilities in Russia and Ukraine, alongside receding ceasefire hopes in the Middle East, raised concern over global oil supply," Nissan Securities analyst Hiroyuki Kikukawa told Reuters in comments on the latest movements in prices.

Yet while geopolitical factors play a big role in day-to-day price swings, the OPEC+ cuts normally have a longer-term effect once it kicks in, and this time, it took a while.

Saudi Arabia first announced in July that it would reduce the amount of oil it supplies to global markets. Some saw it as insignificant, while others dismissed it as a desperate attempt to prop up the unproppable as prices remained stubbornly stuck within a narrow range below US$80 per barrel.

Yet later, the rest of OPEC and its Russia-led partners also joined the Saudis and prices still remained locked in their range. The factors that kept them there were the same that are now fuelling the rally: a pessimistic outlook for the global economy, geopolitical tensions that weren't affecting oil supply, and general scepticism about demand in the era of the energy transition.

The tide only began to turn this year as the outlook for global Gross Domestic Product (GDP) began to change, with the first data about 2023 starting to come in. In some places, things were as bad as they seemed, such as the eurozone. In other parts of the world, however, such as the United States, the economy performed better than most expected, sparking hope that this year could be better still. And that shifted traders' attention from demand to supply.

There had been warnings about shrinking oil inventories amid the OPEC+ cuts, but those got little attention until the change in economic outlook. Now, there's suddenly concern about a deficit that even the International Energy Agency (IEA) acknowledged, after a month ago confidently stating that the oil market was comfortably supplied.

So now prices are on the rise again and Morgan Stanley has already forecast that Brent will hit US$90 per barrel later in the year. "Every month that OPEC discipline remains in place, Brent flat price will likely continue to catch up with where inventories and time spreads already are," the bank said. It's safe to say that OPEC discipline will remain in place for quite a while yet. (Oilprice.com)

Baltimore bridge collapses, sending vehicles tumbling into water

Six workers were missing and presumed dead from a bridge that collapsed in Baltimore Harbour early on Tuesday when a massive cargo ship crippled by a power loss rammed into the structure, forcing closure of one of the busiest ports on the US Eastern Seaboard.

US Coast Guard and Maryland State Police officials said that based on the frigid temperature of the water and the length of time that had elapsed since the bridge came down, there was little if any chance that the six missing could be found alive.

The Singapore-flagged container vessel named Dali , heading out of the harbour bound for Sri Lanka, ploughed into a support pylon of the Francis Scott Key

Bridge over the mouth of the Patapsco River about 1:30h (0530 GMT).

A trestled section of the 1.6-mile (2.57-kilometre) span almost immediately crumpled into the icy water, sending vehicles and people into the river.

Rescuers pulled two survivors to safety, one of whom was hospitalised. But active search-and-rescue operations were suspended about 18 hours after the tragedy, authorities said.

The eight individuals were part of a work crew filling potholes on the road surface of the bridge when the accident occurred, officials said earlier.

The ship reported a power failure before impact, which enabled officials to stop traffic on the bridge before the collapse.

"By being able to stop cars from coming over the bridge, these people are heroes. They saved lives last night," Maryland Governor Wes Moore said at a news

briefing hours later. The bridge was up to code and there were no known structural issues, Moore said. There was no evidence of foul play, officials said.

As Israel's politicians squabble, some soldiers voice their anger

Standing in front of a tank on the edge of the Gaza Strip, an Israeli General interrupted his speech on the war against Hamas to deliver a televised rebuke to Israel's political leaders.

Brigadier General Dan Goldfus urged politicians "on all sides" to reject extremism and unite, avoiding a return to status quo before the outbreak of the conflict in October when political divisions and months of protests had left Israel deeply polarized.

"You must be worthy of us. You must be worthy of those fighters who have lost

their lives," Goldfus said in his March 13 briefing, broadcast on Israel's main television channels.

Goldfus was reprimanded by the Chief of Staff, Lieutenant General Herzi Halevi, two days later, the Israel Defence Forces (IDF) said. But his words struck a chord among some Israelis back from the front.

"He gave voice to many who feel they are sacrificing their lives and time while the politicians are busy with petty politics," said Barak Reicher, 42, fresh off five months of reserve duty.

Reuters interviewed 13 reserve and conscript soldiers

Russia's FSB

on army bases, at Parliament, at home and at protests. All of them spoke of high morale among their comrades on the battlefield, but most also described their frustrations with Israel's political leadership.

Several, from both sides of the political spectrum, voiced anger that the Government was failing to address key issues like the reform of military conscription and the economic hardships facing returning reservists.

The IDF, which does not comment on matters of Government policy, did not immediately respond to Reuters' questions.

Prime Minister Benjamin

Netanyahu's office also did not respond.

Meanwhile, Israeli air strikes killed dozens of Palestinians at both ends of the Gaza Strip overnight, hitting the area around Al Shifa hospital in the north and Rafah on the southern edge where more than a million people have sought shelter.

In the north, where intense fighting has raged for more than a week around Al Shifa, members of the Haseera family told Reuters dozens had been killed in a strike that wiped out a family compound near Gaza's biggest hospital.

Ukraine, which has repeatedly denied any link with Friday's attack, dismissed the Russian accusations as lies. Britain said they were "utter nonsense". Islamic State, the militant group that once sought control over swathes of Iraq and Syria, claimed responsibility for the mass shooting.

Indian Premier League 2024…

Rachin, Dube and CSK quicks dispatch the Titans

The new faces of the Chennai Super Kings(CSK) have impressed against the team they took down in the IPL 2023 final, signalling that the post-MS Dhoni era could also be filled with lots of success.

Rachin Ravindra (46 off 20), Shivam Dube (51 off 23), Sameer Rizvi (14 off 6) and the captain Ruturaj Gaikwad himself (46 off 36) led the CSK to a total of 206, which proved plenty more than enough for a bowling attack that is also changing.

For the second game running, Chepauk offered no wicket to the home team’s spinners. Instead, it was the fast bowlers, led by Deepak Chahar (2 for 28) and Tushar Deshpande (2 for 21), who did all the damage. The times, they are a’changin.

Rachiiiiin Rachin!

Rachin is a back-foot player, yet his drives are the best part of his game. They look so natural, almost instinctive. This is a result of a switch in mindset, which was very apparent at the ODI World Cup, where he permitted himself to go hard at the ball.

Watching him now, one can detect almost no bias. He was straight-driving sixes. He was front-foot pulling boundaries. He was pouncing on rare short balls from Rashid Khan. This was a batter showing off just how early he was picking length, and just how good his handeye coordination is.

He was never out of position . He was never rushed. He never even looked like he was trying. His 46 off 20 balls is already in the Super Kings’ Hall of Fame because he hit nine boundaries, the joint-fifth-most by any CSK batter inside the powerplay in all IPL history.

Dube destroys spin

Left-arm spinner Sai Kishore and Rashid Khan were immense in helping the Titans shut down Mumbai Indians in their first match of the season. Here they were almost not allowed to finish their full quota of overs because of Shivam Dube. The first ball of the 11th over resulted in Ajinkya Rahane’s wicket with the score of 104 for 2. The second and third were sent up into orbit by one of the league’s best spin-hitters.

Dube’s story might well be the strongest argument in favour of role-clarity in T20

cricket. There was a power-hitter who had only one fifty from his first 22 IPL innings because teams kept using him as a finisher. He isn’t that, because he is still a work in progress against fast bowling. All the power he had was going to waste, until CSK came calling in 2022 and decided they’d use him against the slower bowlers; the kind of people against whom he can just plant that front foot down and use all of his wingspan.

Even Rashid wasn’t able to keep Dube quiet. That’s the quality of his spin-hitting.

He has had 57 sixes since the switch to yellow, and that puts him level with IPL legends Andre Russell and Liam Livingstone, and behind only Jos Buttler (59).

Rizvi rises

At the fall of Dube’s wicket, with less than two overs to go, Chepauk might have expected Dhoni to stride out to the middle. The camera certainly did. It kept panning on him in the dressing room. Instead, it was 20-year-old Rizvi who stepped up. And he swept the first ball that he faced in the IPL for six. That it happened to be Rashid bowling, and that he hit him for another six - this one a bit of a mishit as he charged out of his crease and swung himself almost off his feet - only added to the occasion.

If this is the new CSK, there are going to be a few more special years ahead.

Pace, not spin, in Chennai

Deepak Chahar was finding that his slower ball wasn’t working tonight; that the pitch, instead of offering grip, only let it slide onto the bat. But Chepauk didn’t bail on its team. There was a moment in the third over when

a little bit of a low bounce resulted in Shubman Gill’s wicket. He was lbw while playing that front-foot pull shot with an angled bat that usually goes to the boundary.

More mischief happened, as a team that is not known for its fielding pulled off three incredible catchesDhoni diving full length to his right to get rid of Vijay

Shankar, Ajinkya Rahane running in from midwicket and diving forward to snap up a David Miller helicopter shot at deep midwicket, and Ravindra gobbling up a skier from Azmatullah Omarzai.

The Titans’ chase never got going. They had only 34 on the board when their openers fell, 114 when their top-scorer Sai Sudharsan

fell; and at 129 for 8, they were even in danger of being bowled out. That didn’t happen, but this loss was their worst in terms of runs in the IPL. (ESPNCricInfo)

Couchman defeated Tremusa Marshal, Loris Nathoo and Ethan Lee, and drew with Jaden Taylor, Keron Sandiford, Ronuel Greenidge, and Roberto Neto.

Lee emerged as the winner of second-place with 5.5 points, after he and reigning Junior Champion Sandiford went head-to-head in the final round and both players agreed to a draw.

With dwindling chances of victory on either side, both players subsequently agreed to a draw; and Sandiford came in third with 5.5 points after defeating Rafael Park, Rashad Hussain and Jaden Taylor, and drawing with Ricardo Narine, Kyle Couchman, Sachin Pitamber and Roberto Neto.

Senior player Roberto Neto took the fourth spot with 5.5 points, CM Ronuel Greenidge took fifth spot with five points; and Rashad Hussain, Jaden

The female competition saw Sasha Shariff emerging victorious with 6.5 points, ahead of Women’s Champion Jessica Callender who also had 6.5 points due to the tie-break system. Shariff and Callender each had 5.5 points before the final round, and both won their matches, against Nellisha Johnson and Angelina Yhap respectively.

In the final round, a confident Shariff outplayed her female counterpart Nellisha Johnson, with a Knight and two Rooks wreaking havoc. Johnson was unable to defend her deteriorating position despite fighting valiantly with only two Rooks. Shariff won more material, and Johnson could not avoid the virtual loss.

Aditi Joshi placed third with 6 points, and Ciel Clement and Treskole Archibald came in fourth and fifth respectively with 5 points each. Nellisha Johnson ended with 4.5 points.

The inaugural “One Guyana” Basketball League which concluded on Saturday last has been deemed a success by none other than Minister of Culture, Youth and Sport, Charles Ramson Jr.

The Ravens have clinched the title over the Stabroek Eagles in the proverbial mother of all basketball tournaments to be played in Guyana.

Speaking with media operatives, Minister Ramson said, “It has been an extremely successful tournament, and I'm extremely pleased as well with how the tournament started and how it continued up until it got to the end, which was a fluent performance. This tournament was a success by every means: successful from a player's standpoint, a fan’s standpoint, a sponsorships’ standpoint, and

of course from a government standpoint.”

The Sport Minister went on to address the level of competitiveness demonstrated in the league by stating, “What we saw here tonight, and what we saw on many Saturdays, was that the appetite is clear, there is a very strong interest in the game, and the level of basketball and the competitiveness of it is really what drove the interest in the game.” The minister further discussed the commitment made at the launch of this league to livestream the games to benefit sponsors and the teams. He shared, “When we made the commitment that we were going to stream the finals, that is something that we all saw, and now that footage is available to everyone forever. Players can now come

and look back at the game, examine their strengths and weaknesses, and I am sure that we are gonna reach to the point where all of the games are being streamed, not necessarily on the ministry’s page at all time, but the finals definitely. But what that does is that it gives the sponsors immense value for money too.”

The “One Guyana” Basketball League commenced on August 12, 2023 with 14 teams divided into two conferences, the Harpy Eagle Conference and the Jaguar Conference. The league was sponsored by the Culture, Youth and Sports Ministry; G-Boats Guyana; National Sports Commission, Guyana Basketball Federation, and Georgetown Basketball Federation. All games were played at The National Gymnasium. (Omar McKenzie)

Guyana’s senior men’s national football team the Golden Jaguars wrapped up a productive outing in Saudi Arabia with a commanding 4-1 victory over Cambodia on Tuesday afternoon at the Prince Abdullah AlFaisal Stadium in Jeddah.

For Tuesday’s assignment, Head Coach Jamaal Shabazz opted for three changes to his starting XI, which read: Captain Elliot Bonds, goal keeper Quillian Roberts, Jeremy Garrett, Jalen Jones, Curtez Kellman, Leo Lovell, Stephen Duke-Mckenna, Nathan Ferguson, Kadell Daniel and Omari Glasgow.

As if more proof was needed, Omari Glasgow displayed why he is currently the best young player in the CONCACAF region by breaking the ice between Guyana and Cambodia and going on to register a brace.

For 19 minutes, the Cambodians managed to keep the Golden Jaguars at bay, although the Jaguars heavily controlled possession. Then Kadell Daniel, in a spirited run forward, served up an excellent pass to the right corner of the goal, and Glasgow made a stunning leap over the defender to head the ball into the goal for Guyana’s first in the 20th.

Though there were more chances for Guyana in the remaining minutes, the first 45 minutes expired with the score still reading 1-0.

But it was not the best of starts for the Golden Jaguars when the second stanza re-

sumed, and it showed in them conceding what would become Cambodia’s consolation goal.

In the 53rd, a slip-up in the midfield saw Cambodia winning possession and a promising ball being sent forward. Sieng Chanthea took on the task of outrunning the Guyanese defence, and when keeper Quillian Roberts opted to approach instead of hang back, Chanthea’s game-levelling shot was made easier.

The equalizer appeared to be a wake-up call for the Golden Jaguars, who became more ef-

fervescent at the resumption of play. Cambodia lost the equalizer as quickly as they found it when Chea Chandara pulled down Guyana’s Jalen Jones in the box as he was leaping to get a head to a corner kick. Glasgow took the penalty opportunity, and sent it into the opposite corner to the one that the Cambodian keeper had dived towards, thereby bringing up Guyana’s second in the 59th minute.

The Golden Jaguars had many other chances come their way: once when a shot from

Glasgow ricocheted off the cross bar, and again when the cross bar deflected a shot from just inside the box around the 77th minute, when substitution Daniel Wilson took what looked like a sure goal; but those oppor tunities went abegging.

Nevertheless, the Golden Jaguars eventually scored their 3rd goal in the 80th min ute, following a clever play from Lovell. A build up on the right outskirts of the 18-yard area resulted in the ball being served up to another sub-

stitute, Deon Moore, who immediately made the shot on goal. But when Moore’s shot was punched out by the keeper, Lovell sneaked past the waiting defender and tapped the ball into the back of the net.

In the 90th+1 minute, Ryan Khedoo added the cherry on top for Guyana with the fourth goal. An excellent service from Bonds met Khedoo perfectly positioned inside the box, and the forward needing only to ‘take and shoot’.

Guyana ended their inaugural FIFA Series Campaign with a win over Cambodia and a 1-0 loss to Cabo Verde on Thursday last. (Jemima
