David Lammy United Kingdom Member of Parliament (MP) with Guyanese roots, David Lammy was initial ly selected to serve on the Board. However, Dr Ali said that Guyanese-born Professor Bourne is an ex cellent replacement for the role.However, the President updated, “We all know the circumstances and envi ronment in which he’s op erating has changed. Due to changes in his require ment at home in the UK, he asked us not to have him play a part on this Board at this time because it would not be keeping with what his priorities are in the UK.”

The Public Accountability and Oversight Committee and the Investment Committee were also appointed to serve in their respective roles after taking the oath of office.TheNatural Resource Fund Board will be chaired by Major General (Retired) Joe Singh. For example, based on media reports at the time, the minister discovered that the designated unit that was supposed to fasttrack the Amerindian land-titling projects produced little to no results, while exhausting large sums of money. As a result, communities are still waiting for these titles to be issued. In essence, there is little outcome to show for the work done under the five years of APNU/AFC Government in relation to the land-titling issue. It was reported that, for almost one year, the project had been put on pause as the Amerindian Land Titling Board did not facilitate any meeting to discuss or move forward with their plans.

It is clear there was an absence of a proper vision by the previous Coalition Government as it relates to Amerindian development.

The Indigenous Peoples Commission (IPC) also has a role to play in seeing the development of Amerindian communities.

It is quite unfortunate that the then Coalition Government did not see it fit to continue some of these projects, even though they were proven to be successful, and funding was allocated to see their completion. Fortunately, these were restored by the Irfaan Ali-led Administration after taking office in August 2020. There is certainly need for more collaboration between the Government and other development agencies, to support and fund similar community development projects which would see Amerindians enjoying a better quality of life. Poverty in these areas could be tackled only if persons are empowered to change theirAlso,situations.therelevant Ministries, such as Amerindian Affairs and Labour, along with the responsible NGOs, must step up their efforts to ensure that Amerindians are not exploited in any way. Over the years, there have been several complaints that these persons are being forced to work in terrible conditions, sometimes even being abused by their employers.

It is an invasive tool – and for those fleeing authori tarian regimes or suffer ing the effects of trauma or poor mental health, the intrusion can be particu larlyThedistressing.HomeOffice can access all the informa tion, unfettered, upon a suspected breach of im migration bail, such as the device running out of charge, or the wearer fail ing to report to the Home Office at the time spec ified. Government guid ance says that it may be used, without the person being informed, for pur poses that extend beyond bail enforcement, includ ing to inform immigration applications. And the data may also be retained for many years, long after the device has been removed. Charities have been sounding the alarm about this practice since it was introduced. There is sig nificant concern about the lack of safeguards in place, the reliability of the data, and the poor battery life of devices. It is a condition of bail that the devices do not run out of battery, but many fail to retain charge, and can malfunc tion, triggering false alerts of breaches of bail –a serious matter that can lead to arrest, re-deten tion, a fine, or even crimi nal prosecution. The inde pendent Chief Inspector of Borders and Immigration found that almost 70% of breach reports had been for battery problems. His conclusion? Tagging “can not yet demonstrate it is achieving its aims”. Our firm and others have now issued court proceedings for clients challenging the legality of the GPS regime. The limited number of tag ging devices available to the Home Office acts as a practical constraint on the practice to some degree. Home Office guidance on bail states that priority is to be dictated by the level of risk of harm to the pub lic. It is perhaps a reflec tion of the Government’s commitment to the Rwanda plan, then, that in June the Home Office announced that electron ic monitoring would be ap plied to asylum seekers who have committed no crime, but who have been identified for a possible re moval to Rwanda. The UK’s intake of asy lum seekers remains mod est at best (as ever, it is developing countries that continue to host the over whelming majority of the world’sTwentyrefugees).years ago, I worked with detained asylum seekers held in a former army barracks in Cambridgeshire. At that time, the number of asylum claims was ris ing, and the “bogus asy lum seeker” loomed large in the rightwing press. It was a Labour Government that introduced the de tained “fast-track” system in which asylum seekers were detained despite hav ing committed no crime, in order to have their claims determined. It was also Labour that introduced the automatic deportation regime in 2007 – for my money, one of the toughest pieces of legislation on the statutePolicybooks.inthis area has for too long been propelled by the need to be seen as tough on immigration, with the Rwanda plan and GPS surveillance sitting at the more extreme end of that spectrum. In my 20 years of practice, neither of the two largest parties has found a way to hold a mature debate on this subject. It is beyond dis appointing that the rheto ric has remained stuck in this loop for so long, when the human cost of this po litical failure is so great. We need to have a conver sation that treats the fun damental rights of indi viduals who happen to be migrants as worthy of the same respect as the need to control our borders. Until then, as lawyers, we will continue to do our job and protect our cli ents from the worst ex cesses of the state, as we are duty-bound to do. If one can recall, immediately after taking office in 2020, Amerindian Affairs Minister Pauline Sukhai conducted a brief review of the work done by the then Indigenous Peoples’ Ministry over the five years of APNU/AFC rule as it relates to land titling and other development-related issues for Indigenous Peoples. What was found was not surprising when compared to the other sectors of development under the then APNU/AFC Administration. Like in other sectors, there was no real effort made to embark on projects which would have resulted in seeing real development in communities.

Tomorrow, Guyana will begin its month-long observances of our first peoples as we celebrate Amerindian Heritage Month, themed: “Celebrating our traditional culture while building One Guyana.”

Amerindian heritage

The Irfaan Ali-led Government had to return to the process, and bring the project back on track, as Amerindians have been waiting for years to have their lands demarcated and titled. The Amerindian land-titling process was facilitated by the Amerindian Act of 2006, which catered for land-titling and extensions. This led to the establishment of the Amerindian Land Titling Project, which commenced in 2013 and was scheduled to end in 2016. This was a US$10.7 million project.

By Janet Farrell I magine arriving in the UK to seek asylum to day. You are confused, terrified and traumatised by the events that led you to leave your home coun try. Your journey here likely involved breath taking risks and unimag inable abuse. You prob ably found out the hard way that, for you, there is no such thing as what the Government calls a “safe route” for refugees to the UK.You are locked up on arrival, and told you may be relocated to Rwanda. You are released here, but shackled with a bulky an kle tag, and told you are now subject to GPS sur veillance by the state 24 hours a day while on bail. This is the welcome we provide to refugees in the UK in 2022. As it stands, lawyers have issued proceedings on behalf of clients facing removal to Rwanda, de laying the first planned flight. Those cases will be heard in the autumn. But, in the meantime, an immi gration or asylum appli cant can be detained with out time limit. And those granted their liberty are subject to immigration bail, which could require them to submit to invasive electronic monitoring. GPS surveillance was first used as a means of monitoring those on immi gration bail in 2021, first via ankle tags but with plans to introduce devic es such as smartwatch es from this autumn. This monitoring makes it pos sible to obtain a complete history of where a person has been and when, min ute by minute 24 hours a day. The data collected can construct a nuanced picture of a person’s hab its, religious and political beliefs, relationships and health issues, as well as the private lives of people the person interacts with.

Ankle tags and 24/7 surveillance –this is how new migrants are treated

Prior to 2015, there were several crucial, development-related projects which were started under the PPP/C Government, but these were either put on hold or disbanded altogether. In addition to land-titling and demarcation, there were quite a few other initiatives aimed at improving and reviving village economies, improving healthcare delivery, improving access to education, providing electricity through the distribution of solar panels etc. For example, the National Secure Livelihood Programme, which was carried out in collaboration with Volunteer Services Overseas (VSO) International, was a fine example of how the Government and NGOs could collaborate to ensure improvements in the living standards of Amerindians. This project was aimed at addressing the challenges of economic development in Amerindian villages and hinterland communities. The initiative was meant not only to expand production of the locally-grown produce, but also processing of value-added products. Additionally, there was the Presidential Grant Initiative, which was a monetary award allocated to Amerindian communities to help them establish income- generating projects to advance their growth and development.

Vice President Dr. Bharrat Jagdeo is call ing on the members of the said International Decade of People of African Descent Assembly– Guyana (IDPADA-G) “…to explain how Afro-Guyanese have ben efited from the $468.438 mil lion that it has received from the Government …$68.438 million in 2018 and $100 million in each successive year, including 2020, 2021 and 2022 budgets under the PPP/CNow,Government.”Icangoon and on ad infinitum, but I will leave Lincoln Lewis’s balderdash, and now quickly address this festering sore of Guyana be ing deemed an ‘emerging apartheid’ state. For this, I turn to what were some of the happen ings in Guyana just before the 1968 National Election. History shows that the PNCdominated Government made several self-serving, fox-like fundamental chang es in the electoral system, bringing the electoral ma chinery tightly within its con trol, and reversing the open and free process which had prevailed until then. As re ported in 1985 by Americas Watch and the British Parliamentary Human Rights Group (BPHRG), the entire electoral machinery -- that is, from ‘voter regis tration’ through polling and counting -- was removed from the direction and con trol of the previously indepen dent Elections Commission. Then, in 1967, the National Assembly passed the National Registration Act ostensibly to establish a national system of registration and identi ty cards. This was a clandes tine and subtle move, as it fa cilitated significant pro-PNC changes. So, instead of bas ing the ‘voter rolls’ on a reg istration process conducted by the Elections Commission, the new elections statute, the Representation of the People Act, provided that the ‘vot er rolls’ would be “extracted” from the national registration list. However, (Mr Lewis), since that list was creat ed by the PNC Government, under the supervision of the (PNC) Commissioner of Registration, the Elections Commission effectively lost control of the registration pro cess.Moreover (and you can check the independent re port), the Commissioner of Registration became direct ly responsible, subject to the general direction and author ity of the (PNC) Minister of Home Affairs, for all aspects of elections, from the extraction of voter lists through the op eration of polling places and the counting of ballots. His title became Commissioner of Registration and Chief Elections Officer. What was this? (In a syn opsis) It was that the role of the Elections Commission was therefore reduced to “oversight,” and its impotent standby and listless perfor mance of that function caused it to be aptly characterised by Lord Avebury in 1980 as “the toothless poodle of the PNC.”

Lincoln Lewis’s sophistry is tantamount to his lies that is, 30 of the 53 seats, thus making a coalition with the UF no longer necessary. As candid observers and read ers would later find out, there was a planned pattern of fraud. The PNC Government succeeded in registering tre mendous growth in the num ber of ‘enrolled voters,’ totally out of proportion to popula tion growth. This inflated list made overseas, postal, and proxy votes possible in sig nificant, albeit highly ques tionable, numbers. For exam ple, when two British groups investigated the lists of Guyanese voters supposedly living in the United Kingdom, they found that somewhere between 50 and 75% of these ‘supposed voters’ never did exist. These overseas votes, as expected, went overwhelm ingly to the PNC. So, it is grossly ludicrous to even think that you, Lincoln Lewis, are saying that con tempt for the African race is a part of the PPP Government today. Up to 1992, when ‘fair and free elections were forced on the Hoyte regime, African leaders were targeting East Indians, and members of the African community did not publicly condemn the con duct. That epoch, to me, de fined an ‘apartheid’ state.

Dear Editor, The Guyana Sugar Corporation is aware of pro test action taken by some of the Re-cleaners (employees cleaning drainage and ir rigation waterways) work ing in the Albion Section of the cultivation of the Albion/Port Mourant Estate this morning. On August 25, 2022, the workers ex pressed their dissatisfaction with management’s deci sion to temporarily cease all re-cleaning operations and offer them alternative em ployment.Inkeeping with the GuySuCo/GAWU ex tant agreement, the Estate’s Management, on Wednesday, August 24, 2022, held a meeting with the GAWU Field Secretary on the estate, two employ ees from the Albion Section and the Shop Steward from the Port Mourant Section of the cultivation to dis cuss the matter. All present were informed of the tem porary changes, and were encouraged to inform their colleagues to take up the al ternative work offered, so they can continue to earn and provide for themselves andThefamilies.meeting was ad journed with a common un derstanding that, as em ployees, we all have to be responsible, conscientious, and continue to work to gether for the success of the Albion/Port Mourant Estate. The Re-cleaners were of fered alternative work in the following areas of oper ation.1) Manual planting 2) Fertilizing 3) Hand weeding and relief (removal of grass and trash in harvested fields) 4) Chemical weed con trol5) Cane harvesting On the morning of Thursday, August 25, 2022, management personnel were present at both or der-lines (Albion and Port Mourant) to answer ques tions and provide further clarity that the employees may need regarding the al ternative work being of fered. They were informed that they needed to com municate with management which alternative work they prefer.Nevertheless, while the Re- cleaners of the Albion Section of the cultivation are protesting, their col leagues at the Port Mourant Section are cooperating, and have taken up the offer of al ternativeManagementwork. hopes that the Albion protest ing employees reconsid er the options placed be fore them, and resume normal duty like their Port Mourant colleagues. Also, the Corporation is expecting that the GAWU leadership would encourage the Albion Re-cleaners to take up the alternative work offered.

Clarity to protest action by some Recleaners at the Albion/Port Mourant Estate

On the whole, private busi nesses are just that. They are individualistic. And then, back in July 2018, un der ‘their’ and ‘his’ APNU/ AFC Government, “AfroGuyanese entrepreneurs, during a Government-funded business conference organ ised by the “International Decade for People of African Decent Assembly Guyana (IDPADA-G),” uttered a clarion call. This came from African Cultural and Development Association (ACDA) Executive Eric Phillips, who “…advised them (Afro-Guyanese) to steer clear of the naysayers after re minding them that entrepre neurship is in their blood.” Then this was reiterat ed by IDPADA-G Chairman Vincent Alexander, who urged the participants to work together to “pursue the ideals of the decade,” mean ing in the area of business, as attendees were allowed to in teract with key organisations such as the Guyana Revenue Authority, Go-Invest Guyana, Credit Info, and Small Business Bureau, etc. Imagine this was un der the aegis of ‘their’ Government.Nowonder

Dear Editor, Lincoln Lewis’s Aug 28, 2022 letter, “Govt must avoid repeating the fundamental mistakes that led to justifying the oppression of Africans”, really stinks. It is filled with unadulterated lies. It self-de bunks and reflects a poor and failed attempt at soph istry. In fact, his sweeping statement that “By virtue of the sheer numbers, Africans have been the single largest group that has not only kept the nation’s wheels of produc tion turning, but financed the state’s spending through tax es” highlights Lewis’s toxic verbiage. I mean, if this group were at any time ‘shut out,’ then how come it was “…the single largest group that has kept the nation’s wheels of production turning and has financed the state’s spending throughNow,taxes?”Idohave some com ments for this angry man, who seems bent on spewing putrid and racist sewage in Guyana.First, concerning Government’s “…engag ing in acts to shut Africans out of the Public Sector on claims of ‘ethnic balancing,’ or GECOM’s reflecting the re ality of Guyana…,” I find this to be most ludicrous. I inform Lincoln Lewis that, going back to Aug 13, 2021, Adron Pieres penned that he saw “…the list of scholarship awardees from the GOAL programme, and according to his obser vation, of the 6,000 names published, there was an even spread between names which I believe are Afro-Guyanese and those which I believe are Indo-Guyanese.”Hedetailed further that “From what I have gathered, I would say that around 39 percent and 40 percent of the scholarships were awarded to Afro-Guyanese and IndoGuyanese respectively, and the remaining 21 percent to the Indigenous Peoples and those of mixed race… (there fore) the spread is a represen tation of the population, and there appears to be no dis crimination in terms of geo graphic location.” So, where is this ‘shut out’ of Africans? Attorney General (AG) Anil Nandlall has written the Guyana Elections Commission (GECOM), seeking informa tion on how private citizens’ data was provided to it by A Partnership for National Unity/Alliance For Change (APNU/AFC) during the con troversial 2020 General and Regional Elections.

“Perhaps we should have done it before, but it is not too late. These con cocted and fabricated alle gations continue to be made by that rigging cabal who tried relentlessly to pervert those elections. They man ufactured records from the Immigration Department and the GRO office,” the Attorney General had said. Nandlall had pointed out that back in 2020, when APNU/AFC first made its er roneous claims, the People’s Progressive Party/Civic (PPP/C) did investigations of its own. During its investi gations, the PPP/C was able to find many of the persons that APNU/AFC claimed were out of the jurisdiction or dead.Infact, many of these per sons came forward to protest against and dispute APNU/ AFC’s claims. According to his let ter addressed to GECOM Chairperson, Retired Justice Claudette Singh, Nandlall noted that APNU/AFC de livered to GECOM, docu ments claiming to show that dead people and persons who were overseas on Election Day, voted at the elections, as well as documents to claim that there were cases of multiple voting. “These allegations contin ue to be peddled in the public domain by leaders and rep resentatives of the aforesaid political entity. At the time and until now, the impres sion conveyed is that these documents and/or data were generated by and obtained from the official lawful re pository of the specific infor mation, for example, the im migration department, the Guyana Police Force and the General Registrar’s Office.” Nandlall noted in his let ter that these were grave allegations that proved to be baseless and unfounded. This is especially so since several of the persons who were included in APNU/ AFC’s list as dead or migrat ed voters, actually came for ward to dispute that party’s allegations.“Itisimportant that the relevant State agency en quires into the source of this information, upon whose di rections they were sourced and, perhaps, most impor tantly, to officially reconfirm their inaccuracy, for public record. In the circumstanc es, I hereby request a copy of these documents to initi ate this process,” Nandlall wrote.Last week, during an edi tion of his programme “Issues in the News”, Nandlall had announced that an investi gation would be launched into the fact that data which should have been in the cus tody of the authorities, were used by APNU/AFC to make false and politically charged claims against citizens.

Abusinessman who has been charged for the murder of his 28-yearold reputed wife, whom he allegedly stabbed about her body some 16 times, has been remanded until October 14. Businessman Quincy Roache was on Tuesday morning remanded to pris on after his arraignment be fore Sparendaam Magistrate Rushelle Liverpool on a charge of brutally murder ing his reputed wife Tacina Dazzel, the mother of a sixyear-oldRoacheboy.was not required to plead to the charge, which stated that on August 26, 2022, at La Bonne Intention, ECD, he murdered Tacina Dazzel.Dazzel, a former clerk of the Georgetown Public Hospital (GPHC), had shared a two-year relationship with Roache, and had confided in family members about the constant abuse she was re ceiving.The Police reported that Dazzel and the suspect had shared a common-law re lationship, but would often have domestic issues, which she had never reported to the Police.Ithas been reported that on the night of the murder, Dazzel’s cousin, who was also her neighbour, was awakened by loud screams coming from Dazzel’s home. As such, this cousin immediately opened her door, and saw Dazzel run ning out of her yard and onto a bridge, where she collapsed and remained motionless. Soon after, Roache exit ed the house and boarded his minibus, and she heard him shout: “Now y’all can call the Police! I done do what I had to do!”The injured Dazzel was picked up and taken to the Georgetown Public Hospital, where she was pronounced dead.Roache, according to the Police, went to the Turkeyen Police Station and confessed to killing the woman. He sub sequently told detectives that he went through the wom an’s mobile phone and saw a conversation between her and another male. This, he claimed, led to an argument, during which Dazzel picked up a knife and cut him on his left middle finger, and he, in retaliation, took away the knife and stabbed her several times about her body. A close family member later related that Dazzel had constantly been subjected to physical abuse by Roache, and that Dazzel’s entire fam ily had been aware of the sit uation. The relative stated that Dazzel usually confided in them, and had told them on many occasions that she had been severely beaten by the suspect. They said the abuse had been so bad that, only two months ago, the sus pect had battered the woman brutally to the point where he had broken both her nose and jaw.The relative added that even though the now dead woman had been beaten, she had never made a report to the Police, because she was terrified of the suspect, and was covering the shame her family would have to endure because they are respected Christians in the community. “He was very controlling. She couldn’t do anything or go anywhere, he has to be there; if not, when she goes home (it would result in) a problem. Or, he would just show up where she was…it is not like she didn’t try to come out… he manipulated her, he made her move out from her moth er’s house, and she was pay ing the rent for the house in which they lived. It is not two cents she was going through. “When she left one time, he went and bram down her mother’s door, it was only for him to kick it down. “It came to a point that he was jealous of her son. He told her why she has to love her son more than him. Why must she love him more than her son?!” the relative asked. This relative explained that the suspect had become so obsessive that, unknow ingly to Tacina, he had linked her phone to his, and he was able to monitor all her conver sations with her friends and family members. When she found out, she was unable to cry for help. It is also alleged that this is not the first woman this suspect had been abusing. In fact, this publication was told that he was married be fore meeting the late Tacina, and he had been in the habit of constantly controlling and abusing his previous wife, which had caused her to leave him.

If it took the hijinks of two thieves to make God laugh, then this claim should trigger some gales of laughter from beyond the clouds!! So, in 2011, with the PPP holding the reins of office, they didn’t rig to prevent the Opposition controlling the National Assembly? And even forewarned, also didn’t rig to prevent being thrown out in 2015!?! Yet pulled it off by remote control in 2020?? With all these crises, we do need a good laugh!!

Ever since the 13 colonies on the American eastern seaboard decided to poke the British Monarch – at that time the “mad” George III - in the eye and declare themselves independent, they set themselves up as a beacon of freedom against tyrannical rule. But even though the British had as many colonies in the West Indies, THEY looked at the move with horror, since the tiny minority White ruling planters here needed the Crown to protect them from the wrath of the Africans they’d enslaved and were working to death. It would take more than 180 years for those slaves’ descendants – who’d been freed in the meantime – to demand the same freedom those “Americans” had enjoyed since 1776!! And we looked at the US as the “City on the Hill” we hoped to become. Sadly, we were derided as “Third World”, compared to that “First World” city, and one recent President – Trump – even referred to us as “shithole countries”!! That was undoubtedly their majority opinion, but it took Trump - whose mouth, as we say in the local vernacular, “doesn’t have licence” - to say it out aloud!! But if we’re honest, most of us hold that same view of our countries. We declare it “performatively” when we stand in the sun for hours to get that American visa. Or make our way to the Bahamas or the Rio Grande in Mexico to be smuggled over to the “City on the Hill”!! But the selfsame President Trump has demonstrated that “what goes around comes around”, and “nothing lasts forever” – especially when it comes to “great powers” and their place in the world. Wasn’t Egypt a top dog once?? Or Greece? Or Rome?? Or even Britain, on “whose empire the sun never set”?? There is, history has shown, the ephemeral nature of political power!! The Brits’ own Shelley had written ironically about a massive fallen and broken statue in the sand, “And on the pedestal, these words appear: My name is Ozymandias, King of Kings; Look on my Works, ye Mighty, and despair!” But there’s another saying to the effect that “those whom the gods would destroy they first make mad”. It would seem that as the US begins its inevitable decline into “Third Worldism”, the indignity is personified in its upper echelons as madness. And so, today, we see the house of that mighty ruler of the US being raided to recover “top secret” documents that he took with him after he was voted out of office. Why would he take these documents?? Some say it was to sell to the Russians?? Others to protect his previous transgressions against the “deep state”? Ah…how the mighty has fallen!! And this is said with NO schadenfreude!!

Businessman Azruddin Mohamed has filed a multimillion-dol lar lawsuit against Guyana Police Force (GPF) Sergeant Dion Bascom, for defam ing him when he made alle gations of a Police cover-up in the investigations into the 2021 murder of Ricardo “Paper Shorts” Fagundes. According to the Statements of Claim filed by the businessman through his attorney Naresh Poonai, Mohamed is seeking a judgement for damages in excess of $100 million, ex emplary, punitive and/or ag gravated damages in excess of $100 million and an in junction restraining Bascom or anyone acting on his be half from repeating the de famatory statements he had made about MohamedMohamed.pointed out that he and his father oper ate Mohamed’s Enterprise, a business known region ally and internationally for gold trading, adding that he is well known for his philan thropy, his practice of the Muslim faith and his suc cessful car racing and sports team.According to Mohamed, his reputation has now been besmirched because the de fendant made “several un true, dangerous, disingen uous, malicious, irrational, unfair, unsubstantiated, un founded and baseless state ments that were defamatory of the claimant.”

The businessman also noted that on August 12, he sent Bascom a written letter demanding the Sergeant re tract his statements, apol ogise and compensate the claimant. Far from doing that, Mohamed said that Bascom further defamed him and refused to back down from his earlier state ments, claiming to have ev idence of the cover-up. In fact, Bascom went on to claim that Mohamed only started doing his philan thropy after Paper Shorts’s murder.According to Mohamed, Bascom also defamed him at a press conference on August 19, 2022, which was also at tended by his Attorneyat-Law Nigel Hughes. Mohamed included the ver batim quote of Bascom claiming that Mohamed’s employee was in contact with him before the shoot ing. Mohamed noted that all of this would be broadcast during the trial. “These words, state ments, and utterances made by the defendant are all untrue, false, dangerous, disingenuous, malicious, irrational, unfair, unsub stantiated, unfounded and baseless, thereby tarnish ing and lowering the repu tation of the claimant. They were published and broad cast without justification and have caused and contin ue to cause significant harm and injury to the claimant, his good name, his repu tation and has also signifi cantly lowered his standing in the Guyanese, Caribbean and international communi ties.”Initially, Mohamed had threatened a $25 million lawsuit against Bascom, if he did not retract his de famatory allegations, is sue an unqualified apology approved by the claimants and pay monetary damag es agreed upon within seven days for defamation of char acter and goodwill. These Boards and the Tribunal were appointed in accordance with Section 78 (2) and (3) of the Income Tax Act Cap 818:01, Section 39 A of the Value Added Tax Act Cap 81:05 and Section 22 (1) of the Customs Act Cap. 82:01,Therespectively.members of the Income Tax Board of Review and Customs Tribunal will serve for one year while the members of the VAT Board of Review will serve for two years.The Boards of Review and Customs Tariff Tribunal are Boards governed by the Laws of Guyana and deal with specific tax matters for which a taxpayer is object ing. The taxpayer can ap peal to these Boards for a re view of taxes. The Income Tax Board of Review (ITBOR) is a Board set up under the Ministry of Finance appointed to consid er Income Tax Assessment appeals.Meanwhile, should a tax payer be dissatisfied or is of the opinion that their Value Added Tax is incorrectly as sessed, they can file an ob jection with the VAT Board of Review (VBOR). The objection must be lodged with the Commissioner-General in writing within twenty (20) days of receiving their no tice of assessment. An ex tension can be granted to a taxpayer if they are unable to file an objection within 20 days due to any reason able cause such as not being in the country at the time or due to illness. In making a decision, the VAT Board of Review may make an order to af firm, reduce, increase, or vary the assessment under appeal or remit the assess ment for reconsideration by the Commissioner in accor dance with the directions of the VAT Board of Review. The number of confirmed coro navirus positives in Guyana is now pegged at 71,005, after 23 new persons were infected as of Tuesday.Thisdata was included in the Health Ministry’s daily dashboard showing 32,549 males and 38,456 fe males testing positive to date. Some 69,492 have recovered, leaving more than 750 active cases. The death toll from the virus has remained at 1278, but three persons are being monitored in the Intensive Care Unit. There are seven persons in institutional isolation, 225 in home isolation and three in institu tional quarantine. To date, 687,557 test samples have been processed. Some 235 active cases are being monitored, inclusive of 10 in hospi tals. Tuesday’s vaccination figures show that so far, 446,000 or 86.9 per cent of adults have taken a first dose, while some 345,757 or 67.4 per cent of persons are fully vaccinated. For adolescents between the ages of 12 and 17, 35,588 first doses or 48.7 per cent and 26,091 or 35.7 per cent second doses have been admin istered.Vaccination for children in the five to 11 category shows 7844 first doses or 7.7 per cent. Only 3105 or three per cent have returned for their second shot. In addition, 72,526 persons have returned for their booster shots thus far. In the Region of the Americas, that is, Latin America and the Caribbean, the number of confirmed COVID-19 cases has increased to 175 million while the death toll in the Region has gone up to 2.8 million. Since we have diagnosed our first case, we have had many suspected cases but when we ran the laboratory test, it was not monkeypox.”Fornow, the Minister is cau tioning the population to be ob servant and avoid coming in close contact with persons who have rashes.“With monkeypox, what we need to do is be more observant. We don’t want people having close contact with persons with rashes. If you are in very close contact with somebody who has rashes on their skin and if that person is confirmed to be infect ed with monkeypox, you can get infected. In most cases for a per son who is infected, within 14 to 21 days, they should be able to recover but there have been more severe cases in the world,” he shared. In this current wave of mon keypox, 15 persons have died globally. However, it was clari fied that skin lesions – one of the identifiable symptoms of mon keypox – can suggest another condition or disease.

“To be on the safe side, it would be good to come in to one of the hospitals or one of the health institutions where a doctor can be able to examine the skin and help to make a more definitive diagno sis. We are able to confirm wheth er that person has monkeypox or not by doing a PCR test.” The first individual, in his 50s, tested positive for the disease on August 22 while the second indi vidual tested positive this week. Guyana has been treating the disease by targeting symp toms experienced or presented in the patient. While countries like the United States have specific antiretroviral medications, the Minister expressed that it would be difficult to access. “The treatment for monkey pox is basically symptomatic, meaning that if you experience fever, we’re going to treat you for fever. If you have pain, we’re going to treat you for pain. In some countries, like the United States, they have special an tiretroviral medicines that they give to very severe cases. Those medicines are under Emergency Use Authorisation licensing. We don’t have access to those med ications,” the Health Minister shared on Monday when the sec ond case surfaced. (G12)

The equipment will be used to as sist with the maintenance of dams in rice farming commu nities.According to the Agriculture Minister, $84 million is to be expended for access dam maintenance for 2022.He noted that the longterm objective is to double rice production in the region. However, Armogan point ed out that there is less acre age under rice cultivation this crop when compared with the last crop in Region Six. “So we are working very closely with farmers to en sure that they can take out their paddy so that we don’t lose too much in this crop. We have already had a shortfall in terms of acreage when it comes to a comparison with previous crops. We have planted just over 50,000 acres this crop. Previous crops we have over 64,000 acres. So it is a reduction. We have to be able to take out the paddy to make sure that we get enough supply for export and for local consumption as well.”

Work has already start ed on repairing dams. The re gion has budgeted to spend $45 million on that project. “The $45 million may not be adequate so we are ask ing farmers to assist as well to see how they can utilise their equipment and to assist with the making of the dams as well,” the Chairman urged. One Sunday afternoon in 1995, I thought I saw Dr. Cheddi Jagan on Carmichael Street, not far from Lamaha Street. I took a second look and it was Cheddi, in short pants. I looked around for his security; they were a distance away. I asked him why he meandered so far from the security, reminding him that he was President Cheddi. He said basically that if a president of a country is not safe among his people, he does not deserve to be their president. Cheddi was a simple, humble man. He was comfortable among his Guyanese sisters and brothers; and among them he was most happy. Dr. Bharrat Jagdeo walked among his people, and worked with them. No citizen anywhere in Guyana, no matter which political party they supported or voted for, ever felt they could not come close to BJ, as he is familiarly referred to among Guyanese. BJ followed in the footsteps of his own hero, Cheddi. In 1997, many asked what would happen if Cheddi was no longer there. The worst fear that Cheddi may not be among us came to pass in 1997. BJ answered the question many asked, and showed that the PPP serves as an incubator for leaders. Today BJ is a world-renowned leader, loved by the supporters of the PPP and supporters of other political parties. The handful of those who hate BJ have proven they are consumed by hate for a leader that began the transformation of Guyana into a modern country. After BJ could not run for the presidency again, many thought that the PPP would be in trouble, because there was no person whom they saw as capable of stepping into the PPP leadership. Again, those who had thought the PPP had no one to step in and lead the PPP and the country like BJ and CJ are now surprised that, almost seamlessly, Dr. Irfaan Ali has brilliantly taken up the mantle. It is only two years since President Irfaan became Guyana’s 9th Executive President, but he has made such an emphatic impression on Guyanese at home and abroad, and on people across the world, that his praises ring out from even among the enemies of the PPP. President Irfaan Ali is the People’s President, a humble man, comfortable in his own skin. Irfaan, as most Guyanese refer to him, is truly admired and loved across his country. Every single day, in every single corner of this beautiful land, Irfaan is somewhere among his people. He speaks to them about their lives, their needs, their families and their communities. He plays with them, whether it is dominoes or cricket. He sings and dances with them. He even cooks with them and for them. He hugs his elders; he hugs the children. With young children, he embraces them as he embraces his own son. His smile lights up the dark nights. He brings hope and he inspires belief. The Guyanese people believe that, in Irfaan, we have a leader that truly genuinely cares. While he plays his cheerleader role to perfection, he is an intelligent and competent economist, with a doctorate in urban development from the University of the West Indies. He is full of ideas about development in his country, and acts as if it must be completed today, not tomorrow. He is impatient to see his country move now from a low-middle-income country to one that is a high-middle-income country during his presidency. His housing programme promises to ensure that every Guyanese family lives in their own home. His road and bridge infrastructure seeks to modernise and expand the Guyanese physical landscape in ways that few Guyanese could have imagined possible. His education initiative is ensuring that every Guyanese has a chance to earn an education unmatched in the dreams of most Guyanese. His health agenda promises to transform health in our country. His food security programme ensures that no Guyanese would ever go hungry, but he finally brings hope that our destiny to be the bread basket of the Caribbean is achieved now. In just two short years, like BJ, he has become a Guyanese President that other Caribbean leaders look to. Cheddi was admired around the world, BJ commanded the respect of leaders around the world, they named him the “Champion of the Earth”. Today, leaders around the world are paying close attention to Irfaan. Yet, it is not what others around the world think of him. His mission, his dream, is a country in which our people live together as one. His ONE GUYANA dream and mission have become a movement, and people of all ethnic groups, all political persuasions, everywhere in our country, believe that ONE GUYANA is possible. As we watched President Ali in Region 9 this week, we know he is the real thing, he is the People’s President.

Body of young vendor found on Friendship bridge

The motionless body of a market vendor was on Tuesday found on a bridge at Brush Dam Road, Friendship, East Coast Demerara (ECD). The dead man has been identified as 28-year-old Oneil Issacs of Friendship, ECD.

After being stabbed, the relative stated, Tacina, draped in blood, began screaming and running for her life; and, in the process, she tripped and fell at the gate.“She held on to the gate, and he come behind her and he took the padlock and start ed lashing her in her head, and stabbed her.” She be came motionless, as her son stood at the scene looking at his mother’s lifeless body. This publication was told that the child turned to his mother’s killer and asked, “Uncle, uncle, you gon kill me too?”“He (the suspect) look at him and said, ‘No, I wouldn’t kill you’. When he finished, he said he done do what he had to do”, the relative recalled. The child remains trau matised and is screaming in his sleep, “Uncle! Uncle! leave mommy alone!” The family member said that after committing the act, the man went to a friend, who turned him over to the Police.

What led to the mur der, they contend, is that two weeks before the fate ful night, she had built up the courage to tell her abus er that he had to leave her home, because she could not deal with his behaviour any longer. This, according to the relative, had caused a rift be tween the couple, and they had not been speaking to each other for days. After realising that the woman was serious about her decision, the man had al legedly proposed marriage, but she had turned him down. However, hours before committing the act, another relative had gone to Tacina’s home and had found it ran sacked, with everything bro ken. When asked, Tacina’s six-year-old son had related that it was his stepfather (the suspect) who had ransacked the home. The man was not at home at the time. The relative said that at around 17:00h on that same day, Tacina and her son had gotten dressed and had gone to an ice cream banquet at their church — an annual event organised by Tacina’s father.“Tacina goes every year because her father is one of the organizers, and they usu ally stay there sometimes un til 2 in the morning, because when everything is finished, the merry-go-round and so on would be there and it has to be cleared up…,” this relative explained.“She went home late and changed into her paja mas; her son didn’t even ful ly change at the time. Shortly after, we get a call that she got stabbed up. It was not be cause of no man; it was be cause she went to church and went back home late. Police stated that Isaacs was found lying on the bridge by a resident of the community. An alarm was raised and the Police were contact ed. The Emergency Medical Technicians from the Melanie Fire Station who responded to the scene pronounced him dead.There were no marks of vi olence seen on the body. The body was taken to Jerrick’s Funeral Parlour awaiting a post-mortem examination. Investigations are ongoing. Only two months ago, the partially decomposed body of 46-year-old Shelton Henry, of Lot 202 Area G Strathspey, ECD, was found floating in a trench on the eastern half of Company Road, Buxton, ECD.The discovery was made by villagers in the area, ac cording to a statement from the Guyana Police Force (GPF). The body was subse quently identified by Henry’s uncle, Gavin Buxton,lyingtwoployed,thatInvestigationsMcPherson.revealedHenry,whowasunemwaslastseenalivedaysbeforehewasfound,onCompanyRoad,ECD.

Officers of the GPF ex amined Henry’s body, but no marks of violence were seen on the exposed areas. Henry was taken to the Georgetown Public Hospital Corporation where he was pronounced dead.

“That is not true what the Police said that he turned himself in. He did not turn himself in, he went to his mother, and she send him away. He went to a friend, and the friend told him that he can’t stay there. And when he went to the second friend, the friend called the Police and told them that he was there in Sophia, and the Police were able to apprehend him right away,” the relative explained.Therelative added that the suspect had premeditated to murder the mother of one.

The skeletal remains of a human were found on Monday in the vi cinity of Sisters Village, West Bank Demerara (WBD). The discovery was made by a doc tor and his friends while they were catching crab along the foreshore.Assuch, the Police were contacted and a team of in vestigators from the Criminal Investigations Department (CID) Headquarters Crime Laboratory along with in vestigators from the Police Regional Division were dis patched to the area. Upon arrival, the bones were found scattered among the mangroves. Based on re ports received, the remains were completely skeletonised, meaning that it was there for quite some time. In addition, Police are working on the the ory that the remains might have washed up from the Demerara River. The bones recovered in cluded a skull which did not have any evidence of injuries after it was examined by the Crime Scene Investigation (CSI) team. The skull report edly had six teeth but the mandible (lower jaw) was not recovered.Further, several other bones were recovered at the location including three ver tebrae, and eight pieces of rib bone.The left and right humer us (arm bone) were recovered as well as the bones of the pel vic girdle (the hip structure). And adding to this mounting pressure is the fact that the GAW Men suffered an ear ly exit in the recently con cluded SKYEXCH 6ixty T10 tournament.However, GAW Captain Shimron Hetmyer does not want to dwell on those things.Addressing those circum stances and the importance of the team putting on a great performance this year, he has expressed hope of en couraging his teammates to do their best, rather than dwell on their past short comings.“It’s always important! It’s been that way for quite some years, since the begin ning of the CPL.
