Teen stabbed to death during street brawl at Parika

Ateenager was on Monday stabbed to death during a street brawl at Parika Facade, East Bank Essequibo (EBE). Dead is 18-year-old Donald Gibson of Lot 7 Hyde Park, Parika, EBE. The Police have said that on the day in question, at about 17:30h, Gibson and the 24-year-old suspect were at a liquor restaurant in the village when Gibson ac cused the suspect of hitting his friend at some time in the past. This led to an argu ment between the two young men, during which Gibson allegedly assaulted the sus pect before leaving the bar. Soon after, the suspect left the bar, but was again accosted by Gibson, and an other argument ensued, which ultimately led to a brawl. The suspect, who was armed with a knife, alleged ly dealt Gibson one stab un der his left arm. Upon seeing this, Gibson’s friend, 19-yearold Wazim Mohamed, at tempted to stop the fight, but another scuffle broke out among the three men, duringMohamedwhich was stabbed in his back and buttocks by the suspect.With the interven tion of public-spirited citi zens, the fight was stopped, and the suspect reported ly disposed of the knife in a nearby trench. Gibson and Mohamed were taken to the Leonora Cottage Hospital, where Gibson died while re ceiving medical attention. Mohamed, meanwhile, was treated and admitted as a patient.When contacted, Donald Gibson’s mother, Areta Gibson, related that her son had left home at about 8:00h to collect money, since he was expected to return to the interior soon. “He went to collect mon ey to buy something to take in back to the backdam…he does work in the interior… Later down, I de going and carry food for meh father, and as I passing the show, I see meh son, so he give me some money and asked me to go buy the things for him, and that he was taking a lil drink with a friend,” the mother added. She explained that af ter dropping off her father’s food, she went to the su permarket to purchase the items for her son. Whilst there, she called him to en quire about the size of long boots to buy, but the phone went unanswered the first time.“When I called back, he friend answer, so I tell he that I want to talk to Donald…the friend then tell me that meh son get jook up… I tell me tek a car, put he in and come collect me, but I wait long and I ain’t see them come, and then I see a Police vehicle fly past and I see he friend in it.”

The devastated mother added that she and a neigh bour took a car and went be hind the Police. The woman stated that at the Leonora Cottage Hospital, she at tempted to get information on her son’s condition, but both the Police and hospital staff were tightlipped. As she was waiting to hear about her son’s condi tion, a Police rank exited the emergency unit and went to the vehicle. Again, the moth er approached the Police rank, but he did not say any thing.“Soon after, I see the se curity guard for the hospital, and I asked he and he tell me that I can go in… when I reach in the room, I see meh son lying straight on the bed and blood all ova… he had one cut to the bottom of the arm and one to he neck,” she related.Intears, the woman stat ed that she did not even get to see her only child for the last time. “It really painful to know I couldn’t see my baby for the last…he was my only baby,” the woman cried. Donald Gibson had come out of the interior a few weeks ago due to the flood ing in the area where he was working. He leaves to mourn his Meanwhile,parents. the suspect has been arrested and is as sisting with the investiga tions.

The Guyana Elections Commission (GECOM) is moving to have Claims and Objections start next week, a necessary step following its Continuous Registration exercise, as it prepares to hold Local Government Elections (LGE) by this year-end. LGE was last held in 2018 and is constitutionally due every two years. In an interview with the me dia on Tuesday, GECOM Chairperson, Retired Justice Claudette Singh relat ed that the constitutional body is on track to hosting this important election by the end of the year. As she put it, LGE is “very much on. We’re looking at the end of November, early December.” Additionally, the Chairperson explained that GECOM is moving to carry out Claims and Objections commencing on Monday, August 22, “Because2022.we’re moving… we’ve just finished our Continuous Registration and we’re moving now to have a pre liminary list and to move on to Claims and Objections… next week. There’s an order,” Singh said. In light of claims, primarily from the A Partnership for National Unity/ Alliance For Change (APNU/AFC), that the list of electors is not clean and that they would not go to the elections with an unclean list, the Chairperson pointed out Claims and Objections is where they will have a chance to sani tise the “Everyonelist. on the list, the people were there. They weren’t bloated. They were legally there on the list. And if the list is bloated, well we are moving now to Claims and Objections. People will have a chance to object to who shouldn’t be there,” the Chairperson explained.GECOM subsequently released a statement to this effect. This will be done at all GECOM permanent regis tration offices and will allow persons 18 and over by October 31, 2022, to make a claim to be included in the vot ers’“Duringlist. the Claims and Objections period, any person who will be 18 years and older by the 31st October, 2022, and is a Guyanese citizen by birth, de scent, or naturalisation, or is a citizen from a Commonwealth country liv ing in Guyana for one year or more, can make a Claim on or before 11th September, 2022 to be included on the OLE, providing that he/she was never previously“Personsregistered.”desirousof making a Claim to be included in the OLE are required to visit the GECOM Registration Office responsible for their area of residence with the applicable source document(s) such as original Birth Certificate, val id Passport, Adoption Certificate, or Naturalisation Certificate/Certificate of Registration to be registered for in clusion,” GECOM said in its statement. On the other hand, persons can also make objections against the in clusion of names in the preliminary list, for reasons such as if the person is dead. The Claims section of the exer cise will last until September 11, while Objections will close on September 15. “Objections against the inclu sion of names in the OLE can be ten dered to the Registration Officer of the Registration Area from 22nd August, 2022 to 15th September, 2022. Objections can be made by an elector who is listed in the same Division list/ Sub Division list in which the person being objected to is listed.” “Objections can also be made by approved scrutineers of political par ties provided that any such scrutineer has monitoring responsibilities for the Division/Sub Division in which the per son being objected to is listed. The rel evant original document(s) such as an original Death Certificate must be pre sented at the time of the hearing to support the basis upon which the ob jection is made,” GECOM added. The Commission went on to urge all eligible persons to ensure that they use this opportunity to be registered for in clusion in the Revised List of Electors (RLE) and ultimately the Official List of Electors (OLE) in order to be eligi ble to “Personsvote. are also encouraged to ob ject to the inclusion of the name of any person whom they believe should not be in the list, based on the legal pro visions,” GECOM went on to state in theirAtrelease.thelast LGE in November 2018, the then PPP/C Opposition had se cured 52 of the 80 Local Authority Areas (LAAs). This followed the hold ing of the LGE in 2016, during which the PPP/C also claimed the majority of the LAAs.

Dear Editor, I have a few things to say regarding the news item “Ballots are counted, not statutory documents.” My objective is really to high light the tomfoolery of the current Opposition, and hopefully pay some just re gard to Attorney General and Legal Affairs Minister AnilFirst,Nandlall.weall know that, indeed, it is required by law that “…ballots that are counted and not the statu tory documents (that are in the ballot boxes) (are need ed) to tally the total of val id votes cast in Guyana’s elections.” Putting this into proper perspective, I am re ferring to what the AG ex plained. He was pointing to the Better Hope/LBI locali ty, that was under the con trol of the Guyana Elections Commission (GECOM) (and mind you, during the APNU/ AFC tenure). Nandlall, at that time, was politically re sponsible for his party, the PPP/C, on the East Coast of Demerara. We all can recall that at the time, GECOM allegedly misplaced those “statutory documents.” In fact, the AG was quite on top of the situation right ‘there and then.’ Upon his querying, he was informed that the documents were not included in the 49 ballot box es on elections night, and he swiftly brought it to the at tention of Clairmont Mingo and Keith Lowenfield, who were the Chief Returning Officer for Region Four and GECOM’s Chief Elections Officer respectively, back in 2020.My take is that the whole thing is ludicrous. I mean “Mingo investigated it and confirmed that he received the documents. And then he gave those documents to Keith Lowenfield, who also confirmed that he re ceived those said documents upon request, storing them at the GECOM facilities at Coldingen on the East Coast of Demerara. So, what is this bare-faced nonsense now cropping up? Indeed, “Lowenfield must answer where those docu ments are. It is GECOM who are accountable where those documents are concerned. So, according to Nandlall, the Commission of Inquiry will look into all of that…” and I am happy that he is quite emphatic about this. Mr. Editor, even so, re trieving those documents was not, and is not, even germane to the outcome of the election, as these are immaterial to the count of ballots that were tak en from the 49 ballot box es. Constitutionally, “…It is the ballots that are counted. It is the statements of polls that are totalled. And that is what gives you the results. The ballots are counted and recorded on the Statements of Poll (SoP) … and SoPs are totalled. All of that is laid down in the Statutorylaw.documents are not necessary for the count ing of Thisballots.”came straight from the AG’s mouth, and as we all know, this is the ‘Rule of Law.’ Therefore, it is time the Opposition ‘be off’ with their nonsensical, almost humourous machinations. They have been at it for too long and for too many times. The AG is unduly taxed with their otiosities. Let me illus trate what I mean. I go back to June 2019. That was when the Caribbean Court of Justice (CCJ) ruled that the NoConfidence Motion brought against the David Grangerled APNU+AFC administra tion was validly passed with the votes of 33 members of the 65-member National Assembly in December 2018, thereby compelling the res ignation of the Cabinet and the holding of general elec tions in a specific time frame. This is rudimentary stuff. The footage is still accessible where Moses Nagamootoo rightfully acceded to the fall of his Government, declaring that the Constitution will be adhered to, and that with in three months, elections will be announced. But what happened? He and his co horts, led by Nigel Hughes, ‘knowingly’ attempted a stunt destined to fail. How embarrassing that Jacob Wit, one of the five judges who presided over the appeals after the matter went to the apex court, de clared that “…no magic was needed in determining what constituted the needed ma jority, while noting that at torneys for the state (APNU/ AFC) sought to work what he called “their legal mag ic,” with which they succeed ed in persuading the local Appellate Court (Guyana of course) that a minimum of 34 votes constituted the ma jority that was required.” What stupidity! I mean, APNU/AFC ini tially (and rightfully so) ac cepted the passage of the motion. Yet, through the then Attorney General and Legal Affairs Minister Basil Williams, made the U-turn, defying the Constitution and basic common sense. They started making out the im possible case that the major ity needed for the motion to have been considered passed was 34 and not 33, which it contended was an “absolute” majority and not merely a “simple” majority, two termi nologies that they had prob lems explaining, and even so, the explanation would not have sufficed. My big question now is: Why don’t the remaining supporters of the Opposition put an end to these mon ey-and time-wasting exhi bitions that have not even a modicum of validity? This was also the case when James Patterson was illegal ly sworn in as the GECOM Chair. It is all about being dishonest as leaders and leading blind followers into the abyss. I feel sure that they themselves must be aware of these untenable claims, symptomatic of their being abused by their lead ers.The other thing is that this Opposition farce and outrageous lying and de ception, characterised by self-delusion, is more than a “…load of disinformation and misinformation being peddled…” in certain cir cles in the country, and not only “about the case of the 49 ballot boxes and the al leged missing statutory doc uments.” It is now the ongo ing perverted culture of the Opposition. The host of them seem to be unaware that they are facing irrelevance, and maybe extinction. I am flabbergasted at this kind of posturing. It is destined to fail. So indeed “…the po litical Opposition is making empty noise about the fate of the documents in the 49 ballot boxes in the elections of 2020… (it’s really an at tempt) to incite tension and confusion in the public’s mind,” and I am elated that it is not ‘catching on.’ In closing, let me heap de served accolades on the AG. He knows what he is about. His apologetics for his ruling PPP/C are grounded in the Constitution, and that is the way it should be. It is at the courts, ultimately the CCJ if necessary, where issues must be settled. However, it is sad that he has to waste his time, repeatedly ‘spank ing’ the Opposition. My ap peal is that the Opposition be candid and honest. They need to quit the filibuster ing, as it can get them no where.

Former Health Minister Dr Leslie Ramsammy was quoted in this newspaper as saying that some of the crucial programmes that were previously in place to tackle NCDs appear to have been reduced or totally abandoned during the tenure of the previous Administration. Dr Ramsammy had in particular pointed to the aggressive education and awareness campaigns that were very much visible some years ago. Also, community health fairs and school programmes and other initiatives, which were used to address issues such as positive lifestyles, had become less visible. These are all useful strategies in ensuring the message of healthy lifestyles continues to reach everyone in every community across the country, and it is hoped that the Minister of Health would engage in a serious review of what currently obtains at the Ministry. From all indications, some of these measures are being taken, but they are being done in a limited fashion. We believe that discussions surrounding NCDs should constantly be kept on the national development agenda, where serious efforts are made at all levels to reduce the large numbers of persons suffering or facing death. On this basis, there is need for more collaborative efforts among all stakeholders, including support from Private Sector bodies, to tackle NCDs, since all of them are affected owing to loss of labour force, etc. That said, while the various stakeholders are involved in the battle to confront the COVID-19 pandemic, it is hoped that they would redouble their efforts to effectively address NCDs and their risk factors with a medium-to-long-term vision.

NCDs COVID-19and The COVID-19 pandemic and its devastating impacts on individuals and communities as a whole are yet other stark reminders that both the health authorities and citizens must continue to take the issue of non-communicable diseases (NCDs) very seriously. Based on what the medical professionals have found so far, most of the persons who have died from contracting COVID-19 had had some kind of underlying heath complication, many of which are related to NCDs. Guyana’s COVID-19 death rate at the moment is 1275. For a small population such as ours, this is quite disturbing, to say the least. The Government recently pointed out that, since 2017, critical areas in the nation’s healthcare delivery were ignored to a large extent, and this is why renewed efforts have to be made to bring all levels of the health sector up to par, including putting effective and efficient system in place to tackle NCDs. According to PAHO/WHO, people with underlying health conditions such as NCDs, including cardiovascular diseases, diabetes and cancers, have a higher risk of contracting severe COVID-19 disease, and are more likely to die from COVID-19. Risk factors for NCDs can make people more vulnerable to becoming severely ill with COVID-19. For example, smokers may have reduced lung capacity, which would greatly increase risk of seriousPAHO/WHOillness. has suggested that informing populations about these health risks posed by COVID-19 is critical. In addition, health services need to be adapted to maintain essential NCD services, in order to ensure continuity of care during the COVID-19 pandemic. Due to poor lifestyle choices such as tobacco use, alcohol abuse, unhealthy diets and physical inactivity, NCDs have resulted in large numbers of people falling sick and dying. In 2007, Caricom leaders signed what they described as the “ground-breaking” Port of Spain Declaration, aimed at uniting countries to stop the epidemic of NCDs. The declaration was recently evaluated by a team of regional and international experts.Afew years back, leading health expert Dr Alafia Samuels had disclosed that, based on a recent study, Guyana and Trinidad and Tobago were found to have the highest mortality for premature cardiovascular disease and diabetes in the Americas. In relation to Guyana’s case, while there have been some positive moves in tackling NCDs, such as finalising the Tobacco Control Legislation etc, some experts believe that enough was not being done in the fight against NCDs. It could be recalled that there was an NCD strategy in the years 2003-2008, and again in 2008-2015, which outlined a comprehensive and effective programme to fight NCDs. It is not clear if these are still being used as a guide by health authorities.

Over the course of the past few months, we have read of the brutal murders of quite a few women, such as Waymattie Permaul, whose body was buried in a shallow grave; and Savitrie Raj, whose body was found covered in blood on her Thisbed.issue is almost a never-ending tragedy that haunts and tortures scores of women in their daily lives. Hence, accord ing to the UN Women –Caribbean (2019) – almost one in two women liv ing in Guyana experience abuse from their spouse. Over 55% of the women in Guyana have suffered from at least one form of abuse, with one in ten en countering either physical or sexual abuse. No person, regardless of gender, deserves to live

Dear Editor, Please allow me space in your publication to ad dress what I see emerging as a pattern of deception and political wizardry be ing foisted upon Guyanese. I wish to draw your readers’ attention to the recent utterances of Winston Jordan, the for mer Minister of Finance under the APNU + AFC Coalition, the administra tion that has handcuffed Guyana’s future to a lop sided Petroleum Sharing Agreement (PSA) that fa vours oil giant ExxonMobil. In recent times, Mr. Jordan, seemingly as an expert, has been given the platform to speak on oil and gas via the Kaieteur News. Surprisingly, Mr. Jordan is allowed to en gage in this ‘political laun dering’ in hopes of pos sibly campaigning at the next Regional and General Elections. Further, he is doing so through the pages of none other than the KN, whose publisher continues to push for a renegotiat ed PSA, so that Guyanese can get more than 'mere crumbs'.Mr.Jordan’s latest di atribe appeared in last week’s KN under the head line, “Guyana already gripped by Dutch Disease –Former Finance Minister”. Mr. Jordan’s analysis is mischievously flawed and skewed to fit the narrative of the headline. Mr. Jordan knows that the current in crease in the cost of living, which is used as one of two factors to arrive at his con clusions, is not a result of localRather,factors.external pres sures from COVID-19, and more recently the war in Ukraine, have led to in creased prices for goods and commodities across the world. Several inter national agencies have ac cepted this position to the rising inflation globally. Guyana is no different. This is as far as I am willing to directly venture on Mr. Jordan’s utteranc es. Nonetheless, I wish to remind Guyanese that this is the same Minister of Finance who refused to come clean on the mea gre US$18M signing bo nus accepted by the previ ous Coalition Government. He only admitted to receiv ing the bonus when the in formation was eventually leaked to the public via a section of the media. Mr. Jordan would do well to remind this na tion about the expendi ture of the US$18M sign ing bonus, because, as far as we are aware, the bonus went into an investment fund initially. However, for some strange reason, closer to 2020 Regional and General Elections, the bonus and accrued inter est were transferred to the Consolidated Fund, and the account at the Bank of Guyana was closed. We have not forgot ten how the APNU+AFC dropped the ball.

Sometimes I wonder whether the legal and jus tice system has failed our women, when stringent steps and actions are tak en only when most of these lives are lost. Time after time, we see the same pat tern repeating itself in all of the circumstances; and after unbearable hurt and pain, most of these women choose to stay with their abusive partners, only to abide for the sake of pre venting the loss of their ownUnfortunately,lives. we all know too well that the end of such actions is often grievous and tragic. Our women should feel free and safe to share their stories in spaces that are confidential, and where support and help can be guaranteed to them. Common in all circum stances is the fact that close relatives and friends are aware of the intense abuse that many of these women go through for years; the harsh beatings and words, and more so the emotional trauma. How do we create a more meaningful change, so that our women and children can be safe from their abusers? Keeping the peace with the perpetra tors does not work forever. Things become more pro longed as the years go by, and many victims, among others who are aware of abuse cases, can attest to this. Get out! And get out as early as possible is the best advice for any one ex periencing abuse in their relationships.Further, abusive be haviours usually start as a simple misunderstanding in which things sudden ly take a turn to physical hitting and verbal aggres sion. Hence, once ignored, this same trait of actions continues to become a hab it over a period of time. Here, in Guyana, I be lieve that many women are prone to abuse in the home, but have chosen to accept this type of inhu mane attribution because it has become the status quo to simply live and en dure the circumstances. Likewise, this has become their culture and lifestyle. In my view, domestic vi olence situations are prev alent in Indo-Guyanese homes, where most East Indian men are obsessed with alcohol. Loud voices and screams can be heard late in the nights in the homes where most of such men reside, for many fami lies have accepted the life style of an abusive partner as a norm, and ignore the long-term effects of this upon themselves and their children.Itis imperative that everyone in close prox imity to abused victims speak out as early as pos sible, as one life lost is still too much. It is unfair that the future of our women is snatched from them be cause of remorseless and aberrant men. It is a so cial injustice that we have witnessed for too long. It is time we review our policies and frameworks relative to the protection of women in abusive relationships. Stricter penalties should be enforced upon the abus ers.Moreover, Police re sponses have been slow in handling these matters, which often undermines the urgency of these cas es. Hence, it is my recom mendation that training in responsiveness and treat ment of abuse cases be pro vided to our law enforce ment officers, so that they can be better equipped with the necessary skills and attributes to handle these cases.

Introduction Have you ever seen a water strider (also cal led water bugs, pond skaters, water skippers etc.)? They are bugs that effortlessly hop around on the surface of ponds, lakes, and rivers. How do they do it without sinking? Try this project to find out! Materials Thin wire. You can buy "magnet wire" or thin-gauge copper wire at a hardware store, or cut apart an old cable (like a cell phone charger).

WireScissorsstrippers (only needed if you are cut ting apart an old cable and need to remove in sulation)Shallow tray or bowl Water Prep Work If you are cutting apart an old cable, use wire strippers to pull the wires apart and strip off any in sulation until you have them down to the bare metal. If you do not have wire strippers, you can ask an adult to carefully use scissors or a sharp knife to scrape off the insulation, but be careful not to cut through the whole wire. Fill a shallow tray or bowl with water. Cut three pieces of wire, each about 8-10 centimetres long. Tightly twist the wires together in the mid dle to form your bug's body. The ends of the wi res should form your bug's six legs, three on each side. Spread the legs out to evenly distribute the water strider's weight. Curve each of the water strider's legs into a long, shallow "U" shape. When you put the wa ter strider down on a flat, solid surface, it should rest evenly on all six legs (eg: none of the legs should be sticking up in the air), with the body up off the ground. Adjust the legs if necessary. Gently place your water strider into your bowl/tray of water. Think about what happens? If your water strider sinks, try to adjust the legs. Surface tension is a "pull" at the wa ter's surface that occurs because water molecu les are slightly attracted to each other. Surface tension is responsible for many interesting phe nomena like how bubbles form, how water ma kes droplets, and how plants can suck water up out of the ground. While you may think that we’re unique with our “land of six peoples”, each of the colonised African countries had at least dozens of tribes, but they were forced to think of themselves as a “nation” - just because some European rulers arbitrarily drew lines across Africa and declared pieces of real estate “countries”!! Like us, they were states but not nations, and had to deal with all the confusion that entails for over sixty years.One of them, Kenya, is the powerhouse of East Africa. It has some 47 tribes, but about three major ones. Like us, democratic elections forced politicians to use available cleavages to mobilise votes - and as such, the parties became dominated by tribal, or what we’d call “ethnic”, divisions. Like us, after a long period of one-party, “big man” rule, they’ve been struggling to bring their politics into a more peaceful mode. After their 2007 elections, which were disputed and more than 1200 persons died in clashes between the competing parties, they made some radical constitutional changes. Among other things, these forced cooperation between the parties, and also introduced some strict rules on the electoral machinery to ensure transparency in the counting of votes. Sounds familiar?? But no matter how you change the rules, it’s up to the politicians to follow those rules, ain’t it?? And that’s where the problem lies. In Kenya, two of the oldest political competitors in the struggle for independence were Jomo Kenyatta and Oginga Odinga – and they represented the two major tribes. It was their supporters, led by their sons Uhuru Kenyatta and Raila Odinga, who created the mayhem in 2007. But after the 2017 elections, which Kenyatta’s party won, he fell out with his deputy, William Ruto, and brought in his old rival Odinga!! Now you’d think that this is a good thing, no? Sorta like Ali bringing in Norton and kicking out Phillips!! But it was a coalition of the old politics that intended to continue with the corruption that had plagued Kenya. Ruto had to run on his own, and he billed the election as “the dynasties” versus the “hustlers” – with him “hustling” like most Kenyans!! He’s just won the elections, but his Opponent’s screaming fraud. Even though all the 47,000 SOPs were posted electronically!! The Elections Commission became split at the announcement!!

Afzal Deendial, a 21-year-old resident of Mon Repos, East Coast Demerara, was last Tuesday arraigned in the Georgetown Court of Chief Magistrate Ann McLennan on a charge alleging that he murdered Karim Khayoum, who was stabbed to death during a cricket match at the CIOG ground on Woolford Avenue, Georgetown on Friday last. The Police have said that Deendial murdered Khayoum on August 12 at the Muslim Youth Organization ground on Woodford Avenue, Georgetown.Deendial, a student of the University of Guyana, was not required to plead to the indictable charge. He will make his next court ap pearance on September 19. Khayoum, 25, of Regent Street, Georgetown, who was engaged to be married on August 21, 2022, was al legedly stabbed to death by the accused during an argu ment which developed be tween them while they were playing a game of cricket. EPA Executive Director Kemraj Parsram Ataxi driver on Tuesday evening sus tained a gunshot in jury while being robbed in Castello Housing Scheme, La Penitence, Georgetown. The injured man has been identified as 48-yearold Jermaine Davis, also called ‘Big Red’, of Lot 62 Howes Street Charlestown, Georgetown.Basedon reports re ceived, Davis was riding mo torcycle CD 8646 through a street in Castello Housing Scheme when he was ap proached by two men on a motorcycle. In light of the rising cases of monkeypox in Brazil, Health Minister, Dr Frank Anthony stated that Guyana’s borders and ports of entry are being monitored for any potential case of the virus.At the same time, Dr Anthony said every port should be manned for any sign of people travelling with the virus. “We have to be careful because next door in Brazil, there is quite a number of cases, and given our open borders with Brazil, there can be persons who are in fected coming across, and therefore, we can get cases. Ralph Ramkarran, former Speaker of Parliament, once Chair of the Constitutional Commission, and now the leader of ANUG, in his Conversation Tree commentary this past week declared inclusive governance dead because Aubrey Norton, other leaders of the PNC, and a handful of persons arbitrarily claiming leadership roles for AfroGuyanese, such as David Hinds, have demanded that only a share of the Government meets their definition of inclusive governance. PNC leaders and those who arrogantly claim leadership roles for AfroGuyanese have essentially rejected the notion of inclusive governance in their demand to be fully or partly of Government. Reasonable persons understand Ralph’s justifiable pessimism. However, politicians are not the only stakeholders in inclusive governance; people elect representatives to serve in the Government and the Opposition, and expect their elected representatives to work together for the most optimal form of democracy to prevail. When these representatives abrogate their responsibilities, as mandated by the Constitution, then people must craft their own path towards inclusive governance. Article 13 of the Constitution and Government’s direct approach to the people provide such opportunities. The Youth Advisory Council is an example of how President Ali and the Government are utilising mechanisms the Constitution provides under Article 13 for inclusive governance. An examination of the Youth Advisory Council shows that the members are from across the political, racial, cultural and religious spectrum.Guyana’s Constitution does not mandate shared governance, but provides abundant opportunities for inclusive governance. While further strengthening of the Constitution can promote inclusive governance, the present Constitution already enticingly provides a rich platform for inclusive governance. The opportunities in the present Constitution were created jointly by political parties and civil society between 1999 and 2001. More than 200 amendments to the Burnham 1980 Constitution were made, using recommendations from the Constitutional Commissions established by Cheddi Jagan in 1994 and Janet Jagan in 1998. Ralph played a pivotal role in those reform efforts, and led the Commission from 1998 to 2000. It is his commission that submitted a formal report to the then PPP Government, which was unanimously approved by the Parliament. It is that broadly consultative Constitutional Reform Commission Report, with hundreds of recommendations, that was then used to formulate a number of constitutional reform acts that led to more than 200 amendments to the Burnham 1980 Constitution between 1999 and 2001, all of which had the common thread of inclusive governance. But the PNC’s open distaste for inclusive governance, and their obsession with total control of Government have sabotaged these constitutional goals. It is the PNC who demanded shared governance between 1992 and 2006 with “slo’ fyah, mo’ fyah” protests. Yet, not only did they not pursue shared governance once they were the Government between 2015 and 2020, they even abandoned the constitutional provisions for inclusive governance, and even tried in 2020 to steal the Government. Now that they are back in Opposition, they have rediscovered the necessity for shared governance. But the PNC has a history of nothing less than total control of Government and a propensity for dictatorial rule. They used the UF in 1964 and the AFC in 2015 to take control of Government, and then made those political parties their poodles. The PNC and those who purport to speak for Afro-Guyanese will always cry discrimination as long as they are not in control of Government. This reality drove Ralph to his conviction and well-placed pessimism that inclusive governance is dead. Given the PNC’s recalcitrance, President Irfaan Ali and the PPP Government have chosen to form a coalition directly with the people. Most of the belligerent spokespersons who claim they speak on behalf of Afro-Guyanese do not even live in Guyana, and do not dare run in an election, because they know they cannot field a slate or cannot win enough votes to fill their living rooms. The PNC, with a significant support base among Afro-Guyanese, has used this clout to make demands. But Government can also use the opportunity to persuade those who support the PNC that the PNC is not working in their interest, and that the PNC is betraying them. As daunting as this task is, it is not impossible. President Irfaan Ali is making a valiant attempt at pushing inclusive governance through direct engagement with the people. This by itself will not optimise inclusive governance. This in itself will not erase the constant fake allegations of discrimination. However, if President Ali can get people in the communities to work with him, and if the people by overwhelming majority at the next elections show they are ready to work for inclusive governance, then the politicians who are resisting inclusive governance will be left on the sidelines. House lots, better education and health, jobs, better infrastructure while engaging people directly is a recipe for inclusive governance. Youth, women, disability, sports, cultural, religious organisations, local government representatives, small business owners, the Chambers of Commerce, farmers, miners, loggers, fisherfolks, professionals are being engaged and allowed to represent themselves, since the Opposition refuses to represent them in accordance with constitutional mandates. Giving life to Article 13, President Ali and the Cabinet complete more community outreaches in a month than President Granger and APNU/AFC did in five years. People have opportunities to represent themselves, even in remote villages. Who says there is only one way to peel a coconut?

A miner of Region Seven (Cuyuni-Mazaruni) was wounded on Saturday, August 13, by a 17-year-old female at Pompey’s Shop in Imbaimadai Landing in the Upper Mazaruni River.Injured is 31-year-old Primo Sargon, a miner from Philippi Village in the Upper Mazaruni River.

According to reports, at around 20:00h on the day in question, the miner and the suspect’s sister had a misunderstanding which later turned into a scuffle. During the scuffle, the suspect armed herself with a beer bottle and dealt the victim one blow to his head. The injured miner was taken to the Imbaimadai Health Centre where he was admitted and later dis charged. The suspect has since been arrested as investigations are ongo ing.

A iming to direct Guyana into the ev er-growing tech nological era, former journalist turned business man, Leonard Gildharie on Saturday last com missioned four 18ft x 10ft high-definition LED screens, estimated at $100 million, at various points along the East Bank corri dor.The four high-definition LED screens, according to Gildharie, are intended to provide real-time viewing of the traffic flow. The screens were in stalled at Houston, Peters Hall, and Diamond. The screens have become an ad vertising medium for many major companies such as the Guyana Bank of Trade and Industry (GBTI), Beharry, KFC, and many more.However, at the com missioning, the busi nessman related that the screens were not conceptu alised for advertising pur poses.He noted that it is Pixels Guyana Inc’s corporate re sponsibility to inform the citizens about not only the traffic state but to educate the public on social ills. “From the onset, we’ve been using these 4k high-definition screens to showcase public service ads to talk about crime. I told my guys, my GM (General Manager), [and] my team, I don’t want to see ads alone up there. We have a cooperative respon sibility to Guyana…. We need to educate our people. So, I said, please make at least 15 per cent of those spaces available during 5 am in the morning to 11 in the evening to make sure that we educate our peo ple,” Gildharie explained. Less than one week af ter Chief Justice Roxane George upheld President Dr Irfaan Ali’s ap pointment of Clifton Hicken as Commissioner of Police, APNU/AFC Chief Whip Christopher Jones has moved to challenge the decision in the Court of Appeal. Last Thursday, Justice George dismissed an applica tion filed by Jones, ruling that the President did not violate the Constitution earlier this year when he appointed then Deputy Commissioner Hicken to act as the country’s Police Commissioner.TheOpposition Chief Whip had asked the High Court to nullify Hicken’s appointment, primarily on the ground that, prior to the appointment, the Head of State failed to “mean ingfully consult” with the Opposition Leader as is re quired by the Constitution. Article 211 (1) of the Constitution mandates that “the Commissioner of Police and every Deputy Commissioner of Police shall be appointed by the President acting after meaningful con sultation with the Leader of the Opposition and the Chairperson of the Police Service Commission [PSC] af ter the Chairperson has con sulted with the other mem bers of the Meanwhile,Commission”.provisions for a person to act in the office of the Police Commissioner are outlined under Article 211 (2) of the Constitution, and the provisions contained in Article 211 (1), shall apply to such an appointment as they apply to the appointment of a person to hold that office. However, when Hicken’s appointment took effect on March 30, the Office of the Opposition Leader was va cant following the resignation of Joseph Harmon from the post on January 26. Aubrey Norton, the current Leader of the PNCR, was appointed Opposition Leader on April 13. Additionally, the previous PSC had expired since August 8, 2021, and was not reconsti tuted until May 31 this year. In light of these circum stances, Justice George, in dismissing Jones’s case, held that President Ali could not be faulted for moving ahead with the appointment because, at that time, there was no Opposition Leader with whom he is constitutionally required to consult. In the absence of an Opposition Leader and the PSC, she ruled that the Head of State acted “out of necessi ty”, and in the interest of na tional security, adding that it was reasonable for him to take action in his “own deliberate judgement”.Butinthis appeal, Jones is contending that the Chief Justice erred in law when she held that the President was vested with the authority to make an acting appointment to the office of Commissioner of Police under Article 111 of the Constitution of Guyana. “The Learned Chief Justice (ag.) erred in law when she found that the President of Guyana could have acted out of necessity and exercised his own deliberate judgement pursuant to Article 111 of the Constitution to make an ap pointment for a person to act in the office of Commissioner of Police,” another ground in the appeal stated. It is also being argued that Justice George again erred in law when she found that there was no material difference between an appointment “to act” and “to perform” the func tions of the office of the Police Commissioner.TheNotice of Appeal fur ther detailed that the Chief Justice erred in law when she misconstrued Article 232 (2) of the Constitution and found that the terms “to appoint a person to act or to perform the functions of that office...” were used interchangeably and not disjunctively.Inaddition, Jones is claim ing that CJ George also erred in law when she did not direct her mind properly to Article 232 (2) of the Constitution which provides that the terms of Article 232 (2) of the Constitution was only appli cable “unless it was other wise provided or required by the context” and that in the circumstances of the instant case the Constitution did ex pressly otherwise provide or require by its context that the President’s power to ap point a person to the office of Commissioner of Police to act was conditional on meaning ful consultation as required by Articles 211 and 232 of the Constitution.Anotherground listed in the appeal states that the Chief Justice also “…erred in law by finding that the President could have made an acting appointment to the of fice of Commissioner of Police without meaningful consulta tion is destructive to the spe cific Constitutional design and principles underpinning the Constitution.”Moreover, it was argued that Justice George’s “…con clusion that the acting ap pointment by the President to the office of Commissioner of Police was a temporary ap pointment is an improper con clusion as the said explana tion did not emanate from the President at the time of mak ing the said appointment.”

Previously, Bascom claimed that the OPR cannot properly investigate the matter and as such, called for an inde pendent probe to be conducted. “It is not for him to inves tigate who will decide the mat ter, he can believe what he wants, there is laid down pro cedure where the OPR will look at these issues. If he or a citizen has a complaint, they can go to the Police Complaint Authority or else go to the court if they feel that they are being discriminated or wrongly treat ed or they are not getting the justice he speaks of in respect of different matters,” Benn added.Minister Benn further re iterated his confidence in the OPR having the capacity and professionality to investigate Bascom and the issues sur rounding him. “We have an OPR and it has to do its job. This announcement was made by Sport Minister Charles Ramson Jr. during the closing ceremony of the ‘Teach Them Young’ Summer Swimming programme on Sunday last at the National Aquatic Centre in Liliendaal.Approximately one year ago, President Dr. Irfaan Ali disclosed that the InterGuiana Games would return soon, following discussions on nation building with his Surinamese counterpart, President Chandrikapersad Santokhi. Now, after Director of Sport (DoS) Steve Ninvalle met and lobbied with his sporting counterparts in Suriname and French Guiana, the games have been given a return date: November 25th–27th,“We’ve2022.been able to secure the participation of both French Guiana and Suriname in the return of the Inter Guiana Games, which will be held on the 25th, 26th and 27th of November,” Ramson Jr. proudly announced on Sunday.Alluding to the importance of the Games, Ramson jr. highlighted that they would present an opportunity for Guyanese youths to test their mettle against their counterparts.“Thisallows us a local opportunity to participate against international athletes right here in Guyana. The squads for the Massy Women’s Caribbean Premier League (WCPL) and the Women’s SKYEXCH 6IXTY have been confirmed, with the best players from across the region joining up with overseas stars. Both tournaments will take place at Warner Park, St Kitts, with SKYEXCH 6IXTY being played from 24 to 28 August and the Massy WCPL running from 31 August to 4 September. The three teams will be captained by Hayley Matthews (Barbados Royals), Stafanie Taylor (Guyana Amazon Warriors) and Deandra Dottin (Trinbago Knight Riders).
